Streszczenie:
The objective of this article is to explain the ambivalent existence related to actor domination in the collaborative governance. As a precondition for the collaborative governance process, domination is a factor which must be prevented to maintain equality and mutual trust between actors. Therefore, the core question of this article is that is it true that the actor domination has negative effects to the collaboration sustainability? This article was written by using qualitative method. Data were collected with deep interviews, document studies, and literary studies and data were analyzed by using descriptive technique. The case of Lampung province central government displacement in 2004-2016 was made to be a research basis to answer the core question. The research finding showed that actor domination was dilemmatic. The collaboration process was in fact very dependent on the main actor who “control” the collaboration process, both in the planning stage (through Planning Coordination Team) and in implementation stage (through forum of Region Management Agency). This finding was very important because in spite of violating equality between actors, the actor domination in this policy case was beneficial. The inequality which was assumed to produce mutual untruths was not proven. In conclusion, actor domination is an ambivalent; something that must be prevented, but it then becomes a key factor. In what situation this actor domination gives a meaning? This article tries to answer it.

This study aims to explore the deconstructive tendency of acting in the performances of Yusril's Under the Volcano works / director. The acting device of an actor also develops according to the situation of society and culture. Actors in postmodern culture no longer analyze the soul, or present patterns of human behavior as Stanislavsky suggested. The actor explores his mental state through the postmodern aesthetic idioms that tend to be artificial, a culture that worships form. In the Under the Volcano theater performance, the concretization process of actor work was born through Minangkabau traditional arts. The research methods used in this study are: Observation, documents, interviews and data analysis. The results of this study indicate that, in the concrete process of work in postmodern culture there are aesthetic idioms built through silek, dendang, poetry and poetry texts which are then implemented in the form of acting that emphasizes the use of gestural acting, prescribes verbality and tends to be acrobatic. The purpose of this paper is to analyze and discuss the role of Facebook's AI recommendation system through actor network theory (ANT). To this end, literature related to actor network theory, social media, and Facebook's AI recommendation system was reviewed to examine the characteristics and structure. In addition, the literature that studied the communication effect of social media and the social effect of AI recommendation system was examined. As a result of the study, the opaque 'AI recommendation system' was playing the role of a programmer and switcher for network power. The result leads to a situation in which users using social media are hindered by autonomous choices and actions within the network. In addition, this absurd situation was used to pursue the special interests of platform operators at the peak of network power. Therefore, users who are human actors of the network need a process of recognizing and improving the problems of the system and their natural rights through the process of opening and examining the AI recommendation system closed inside the network for fair network configuration.

‘Fools and graceless buffoons’ was one Italian playwright's view of Italian acting at the turn of the nineteenth century – and the political and linguistic fragmentation of the country continued to prevent any national approach to the problems of actor training. By the beginning of the present century the situation was beginning to improve, but until the ‘sixties the National Academy of Dramatic Art in Rome remained the single major training institution in the country. In this article, Roberto Tessari looks at the explosion of opportunities for actor training – and the wide range of approaches to it – which then occurred, largely since the ‘events’ of 1968. He quotes directly from the teachers involved to illustrate the aims of the various schools, which are now beginning a necessary process of consultation – over such matters as assessment procedures and the placement of students – through the annual ‘Prima del Teatro’ meetings hosted by the Pisa Theatre.

The theatre actor’s process in a rehearsal hall is reality and metaphor. It can be a rehearsal for justice, where we can live freely. In this laboratory the actor becomes all of us. Like the actor, we inhabit our bodies and our sexualities, sometimes as spiritual practice, or as sacred and creative, even as incarnations. In particular, women’s bodies remember what it is like to be no-body and what it is like to be a some-body. The texts of women’s bodies contain their history of pain, wellness and illness. In creating a character, the actor creates a biography, an inner life, and the actor’s imagination aligns with the character’s situation. This is the creation of a character’s ‘living story’. Similarly, for all of us, this is akin to self knowledge. When women and sexual minorities tell their stories and listen to each others’ self knowledge, they are reading their bodies as texts. And worlds split open.

Diane Kuprel does a review about the performance situation, dramatic figures engage in the ludic activity of mimicry by playing roles in the presence of other figures who function, passively or actively, as audience. To recast this in more ontologically weighted terms, the performance situation presents the process by which the subject (actor), in representing the self-as-other (character), submits to a self-dispossession, and expropriates and appropriates otherness as its own in its directedness toward others (audience). For this essay, she analyses three dramas: Troilus and Cressida by Shakespeare, L’île des esclaves by Marivaux and Die verkehrte welt by Tieck.

AbstractWho gets a seat at the table and who does not is an important consideration for successful peacemaking. However, current research does not provide sufficient guidance for understanding the politics of participation in peace negotiations. This article develops a conceptual framework for understanding these dynamics. Its central theme is that the inclusion or exclusion of a given actor in peace negotiations is affected by two independent factors. One factor pertains to the practical requirements of the peace process and addresses the following question: does the participation of a given actor augment the chance of reaching a sustainable peace settlement? The other factor relates to the normative dimension of peace talks: is the participation of a given actor consistent with the values of international mediators and sponsors of peace negotiations? The article argues that the dynamics of inclusion and exclusion result from the interplay of these two factors. The most straightforward situation for mediators is when practical requirements and international norms are mutually reinforcing. Difficulties arise from scenarios where practical effectiveness and norms contradict each other. This is the case when the involvement of a given person (or group) is imperative in terms of the peace process, but difficult to justify politically because this person has committed terrorist acts or is indicted by an international court.

Distributed supervisory control systems are characterized by remote supervisors who work through multiple local actors to control a dynamic process. Coordination normally occurs through the use of predetermined plans and procedures. However, these plans and procedures can be underspecified and brittle when an actor is confronted with an unanticipated situation. In these instances, the local actor must adapt the plan in a manner consistent with the intent of the remote supervisor. This research investigated the communication of intent in military C2 systems by using a mixed-fidelity simulation. US army battalion commanders and subordinate company commanders developed operations orders using their standard planning procedures. Anomalies were introduced that forced them to rely on the senior commander's intent rather than the written plan. In spite of an embedded procedure for communicating intent in the military domain, in most instances, company commanders failed to follow their battalion commander's intent. Explanations for the poor performance and methods for imparting presence and communicating intent are discussed. Implications of the study extend to other types of distributed supervisory control systems in which machine agents can function as either remote supervisor or local actor.

An experiment was conducted with the participation of 67 at least once convicted adult men. All participants examined fraud scenarios with limited and unlimited time conditions for their evaluation and decided on the consent or refusal of the actor in the vignette to commit the crime. Although the decision that the actor in the situation will commit a crime prevailed regardless of the experimental conditions, the results of this study confirm that time pressure has a significant effect on information processing. Time pressure is associated with the predominance of Type 1 (automatic, intuitive) processes and suppression of Type 2 (rational, analytical) processes, while a longer time is associated with the activation of Type 2 processes and the assessment of the long-term perspective.

Theatrical makeup is the process of transforming an actor into a character using specially crafted materials and specific techniques in a play staged. Theatrical makeup work is carried out by applying light, shadow, lines and colours on the actor’s face with specific techniques as well as affixing, where necessary, attachments to the actor’s face or body, such as prosthetic parts or false beard and moustache. Considering that actors predominantly use their facial expressions in addition to their speaking and body language to convey to the audience their emotions and how their situation affects them, the theatrical makeup achieves its objective of strengthening the expression is among the determinative details of the visuality of design. The issue was the introduction of the innate dispositions of an actor and the demands of the situation at work. A survey instrument was administered to 326 Army leaders located throughout the United States. Analysis shows that the leaders could be classified either as developmental or punitive. Further, the leaders handled the same standard problems with significantly different solutions. Policy capturing seems a conceptually meaningful methodology to explain the process of leadership in specific organizational settings.

In this work we continue to build upon recent advances in reinforcement learning for finite Markov processes. A common approach among previous existing algorithms, both single-actor and distributed, is to either clip rewards or to apply a transformation method on Q-functions to handle a large variety of magnitudes in real discounted returns. We theoretically show that one of the most successful methods may not yield an optimal policy if we have a non-deterministic process. As a solution, we argue that distributional reinforcement learning lends itself to remedy this situation completely. By the introduction of a conjugated distributional operator we may handle a large class of transformations for real returns with guaranteed theoretical convergence. We propose an approximating single-actor algorithm based on this operator that trains agents directly on unaltered rewards using a proper distributional metric given by the Cramér distance. To evaluate its performance in a stochastic setting we train agents on a suite of 55 Atari 2600 games using sticky-actions and obtain state-of-the-art performance compared to other well-known algorithms in the Dopamine framework.

The author of the article takes into the account his work as a stage director with the dramaturgy of the vocal material in the Russian music theatre, as well as the analysis of the rehearsal process of the famous theatrical figures on the music and text material of the opera. He reveals the specific features of the joint creative process of both the accompanist and the actor on the part-role in the process of creating an artistic images in an opera performance. It is analyzed the situation, common in the rehearsal process, when most practitioners in the field of performing arts focus on the final process of embodying the image of the character. Thus they miss the initial stage of preparing the actor for learning the music and poetic text. In the center of the article are systematic statements and recorded experience of working with the actors and accompanists of the chamber music theatre on the part-role of the famous practitioners of the Russian music scene L. A. Mogilevskaya and B.A. Pokrovsky. It reveals the connection of their directorial rehearsal methodology with the systematic works of F.I. Shalyapin and K.S. Stanislavsky. Developing N.I. Kuznetsov’s concept about the stages of careful studying of musical and textual opera material together with the accompanist, practical recommendations are given to novice singers, mature opera actors and teachers on the details of the interaction between the actor and the coach in modern realities. In many ways, they are based on the author’s own observations of the rehearsal process of the chief guest conductor Jan Latham-Koenig (Great Britain) at The Kolobov Novaya Opera Theatre of Moscow. The results obtained allow us to judge about the full involvement of world-famous conductors in the problems of the work of an accompanist and a professional vocalist. It is proposed to systematize the main stages of the opera actort’s work on the part-role. It is important to take into account the real theatrical experience and the requirements of the conductor in the perspective of the opportunities that open up before him in the process of cooperation with the accompanist at the opera stage.

This article offers an interpretation of the crisis of the Bolivian Left in the mid-1980s, perhaps the most spectacular of all those suffered by the Latin American Left over the course of the decade. The author shows that the main distinguishing feature of the Bolivian case was the exceptional political power of the Central Obrera Boliviana (COB). It was this that enabled the union federation first to impose a highly expansive wage policy on the Unión Democrática y Popular (UDP) government, and then to veto its attempts to move towards a more realistic financial policy. The author goes on to argue that, in this second period, when the undesired consequences of the government's economic policy were sufficiently obvious to persuade the union to change its original strategies, the institutional structure that the COB had inherited from the past restricted and ultimately eliminated the union's strategic capacity. In this interpretation, the power of the union vis-à-vis a weak government, coupled with the union's own weakness as a corporate actor, gave rise to an accelerated process of institutional decline under the UDP government. This process was marked by the increasing prevalence of particularist and partial rationalities over the collective rationality, taking Bolivia to a Hobbesian situation, in which any actor capable of imposing a new order – however authoritarian or exclusive – would enjoy widespread support and legitimacy.

However, the unmodeled perturbations of the space dynamic and sensor-induced uncertainty complicated the situation in reality; ranging accuracy especially deteriorated outside the antenna main-lobe when maneuvers performed. This paper proposes an on-orbit APC calibration method that uses a reinforcement learning (RL) process, aiming to provide the high accuracy ranging datum for onboard instruments with micrometre level. The RL process used here is an improved Temporal Difference advantage actor critic algorithm (TDAAC), which mainly focuses on two neural networks (NN) for critic and actor function. The output of the TDAAC algorithm will autonomously balance the APC calibration maneuvers amplitude and APC-observed sensitivity with an object of maximal APC estimation accuracy. The RL-based APC calibration method proposed here is fully tested in software and on-ground experiments, with an APC calibration accuracy of less than 2 mrad, and the on-orbit maneuver data from 11–12 April 2022, which achieved 1–1.5 mrad calibration accuracy after RL training. The proposed RL-based APC algorithm may extend to prove mass calibration scenes with actions feedback to attitude determination and control system (ADCS), showing flexibility of spacecraft payload applications in the future.

The export-based development policy launched by South Korea after the end of the Korean war caused the country to rely heavily on energy sources for their development goals. This ultimately encourages South Korea to continue transforming its energy policy in accordance with the situation and conditions experienced by the country. This paper analyzes South Korea's energy transition since its establishment to the present day using the multi-level perspective. The transition process was analyzed from the relationship between the existing regime and innovation opportunities in the wider environment. Data was collected through official South Korean government documents, websites, also supported by journals and news articles. This study concludes that the government remains the dominant actor at the meso level in any energy policy transition. As for the micro level, there are differences in innovation opportunities according to the conditions in that era. In addition, energy transitions are also caused by different situation in each period at the macro level.

The aim of this study is to understand the effective implementation and use of technology in secondary schools in Mozambique, a developing country. Actor network theory (ANT) was used as a lens to understand technology integration in the education system as a package, in which the mutual dependence between the social and technical is highlighted. Maputo province in Mozambique was chosen as the site for this research. Both qualitative and quantitative data approaches were employed. The findings revealed that technology implementation in secondary schools is a dynamic process which is impacted either positively or negatively by the surrounding contextual situation. The study emphasizes that the role of non-human actors such as the ICT curriculum guide, the time-table and the schools' basic infrastructure, and its relationship with human actors, such as the heads of schools, teachers, and students, is gradually shaped by technology and its related network entities.

The modern Polish cultural system emerges through the interplay between social structure and agency, which represent different properties and powers or, more precisely, ‘independent properties, capable of exerting autonomous influences.’ I argue that Polish Catholicism entered the transformation process to some extent as an agential force which shaped progressive social change and delivered ‘energy’ for the transformation of Polish society. However, the process of transformation has changed the public position of the Catholic Church as it is no longer an actor within a dominating social movement that thrived in the quest for freedom and human rights. Catholicism that has played a role in shaping social conflicts, still represents to some degree ‘a public good’. That is why, despite strong political polarization in Poland, there is no context for ‘pillarization’ within Polish society. The situation of Catholicism in the modern Polish social configuration should be described using the category of ‘polarization’ rather than ‘pillarization’. My study of Polish Catholicism confirms that social polarization in Poland is not a bottom-up process but rather, is driven from the top down as a cultural process.

The Supreme Court is always consistent in that the protective legal interest of the crime of intrusion on housing is “de facto peace” However, when there are several people living in the same space, only the establishment of the crime has been analyzed, and the number of crimes has not been discussed. If there are a few of people who belong to the exclusive legal interest, it is impossible to share or transfer the legal interest as well as to succeed due to the possibility of transfer of the legal interest. Therefore, if there are several people living in the shared house, the protection legal interests must be recognized as overlapping as the number of residents. At this time, it should be understood that the infringement of protective legal interests due to a single act of invasion of housing exists as much as the number of residents. In this case, if conceptual concurrence is recognized, there is a concern of excessive evaluation of illegality, so here, would like to admit inclusive crime. If the actor recognizes that some of the inaliennable legal interests agree and some explicitly reject them, the actor violates the legal interests of the deniers because there is an intention to invade the rejected people. Therefore, the crime is not established because the constituent requirements are understood and the applicability of the constituent requirements is carved, but the crime of some of the inclusive crime does not affect the establishment of the inclusive crime for the rejected. In other words, the crime of housebreaking is established. However, if an actor who does not know the internal circumstances between people sharing the space enters with some consent, actor does not recognize the disagreement of others, so the intention cannot be established for the legal interest, and as a result, there is no intention of housing invasion for those who disagree. In addition, due to the nature of the intrusion act, the presence of the actor's intention depends on the ‘recognition’ of consent by the resident unless it is abnormal access, and that is the situation at the site facing the actor. Through such arguments, here, if there are several people with the legal interest of de facto peace in the shared space, the establishment of the crime of house intrusion was resolved as inclusive crime. Although there are some deficiencies in the logical outcome process, this is also a task to be solved in the future in the process of argumentation.

The globalizing world has forced various actors to look beyond their borders and establish relationships with other actors, in order to reflect the current demands of society. The European Union (EU) was able to reflect on this situation very effectively, since the impact of the European integration process does not end only at the external borders of its member states. The main objective of the article was to define the European Union as an important geopolitical actor that can effectively spread its values and norms across the entire political map of the world. The scope of the EU's external impact beyond the borders of the European integration area was identified through the theoretical approaches of inter-regionalism and External Governance. The author analysed how the EU can spread values and standards towards selected groups of actors, namely candidate countries, countries of EU neighbourhood and other regional integration organizations. The emphasis was not only on the process of how the EU can spread its norms and values, but also on how they are accepted by the affected actors. The large scale and institutionalized form of the EU's external impact documents the effort to actively act beyond its external borders. The spread of values and norms towards external actors contributes to the strengthening of the geopolitical position, where the EU represents an actor with a wide global reach. In addition, the article offered a prognosis of which actors will likely to be exposed to stronger external influence from the EU in the coming years.

Background. One of the most important questions in the acting profession is how to educate the psychophysical apparatus of the actor, what it consists of, what exercises will be useful and will be able to develop the necessary psychophysical qualities. Therefore, the theatrical teachers often turn to the sciences, which study the human, to be able to rely not only on the personal experience and on theoretical works of famous theatrical figures. Therefore, K. Stanislavsky creating theory of art turned to experimental psychology, the theory of conditioned reflexes by I. Pavlov. K. Stanislavsky sought to substantiate scientifically his system, to analyze creativity based on “brain physiology”, to study objectively higher nervous (mental) activity. One of the basic elements of the actor’s psychophysics is imagination, which remains by far one of the least studied. Moreover, the first studies of the “imagination” in such science as neuroscience began only in the second half of the XX century. Today, it is important to pay attention to the discoveries that take place in the related sciences in order to be able to understand deeper how a particular exercise affects the psychophysics of a future actor. There is a small amount of contemporary work devoted to the theoretical substantiation of the development of the psychophysical qualities of the actor. Among them the writings by famous theater educators Uta Hagen (“Play as Life”) and Ivana Chubbuk (“Chubbuk’s Actor Technique”) are, which consider the concept “imagination” in relation to other elements of actor psychotechnics, as one of the tools and ways of creating the role. The American actor and a teacher Gavin Levy has created an interesting book “275 Acting Games: Connected” presenting various exercises connected with developing of imagination. Professor of Acting at the University of California Bella Merlin in her work “Acting: Theory and Practice” proposes to develop imagination through a variety of games and improvisation also. Attempts to comprehensive study of actor training, the impact of exercise on the imagination and psychophysics of the actor as a whole are described in the works of M. Alexandrovskaya, S. Gippius, N. Rozhdestvenskaya, V. Petrov, and L. Gracheva, whose experimental results was used in this study, The objective of this paper is to consider the concept of “imagination” in the complex and interaction with other elements of actor psychophysics, using the latest scientific discoveries about human. A complex methodology was used in the work: analysis and synthesis methods that allow to explore a category such as “imagination”, separately and in conjunction with the elements of actor psychophysics; methods of systematization and generalization – to determine the key theoretical provisions of the study in the context of understanding the pedagogical experience of modern domestic and foreign theater schools; method of historical and cultural analysis – in the course of consideration of works on the theory of theater. Results. The concept of “imagination” in acting training is used quite often, but there is no specific answer to the question – whether imagination trains or not. Professor of Russian State Institute of Performing Arts Larissa Gracheva conducted an experiment to help answer this question. Students were asked to recall and relive in their imagination the acute emotional situation that was in the life of each participant in the experiment. A total of 30 student actors and 20 economics and theater students were involved. This experiment affirms the influence of special acting exercises on developing the imagination, because 95 % of participant-actors demonstrated body physical reactions. This concept is considered the paper in conjunction with other elements of actor psychotechnics, such as “visions” (after K. Stanislavskiy), affective and emotional memory, reaching truthful expressiveness on stage and muscular freedom. The chain of interaction between these elements is proposed and their interdependence is justified. The experiment answered the question of how imagination is dependent on “visions” and affective memory, what kind of exercises the future actors can train their imagination. Links has been established between imagination and muscular freedom. Recent discoveries of neuroscience have been used to answer the question of what is going on with the brain, when human being imagines something. Overall, the paper summarizes the current state of knowledge of the selected topic by discussing the findings presented in recent research papers that create an understanding of the theme for the reader. Conclusions. Training of “awakening the imagination” is a complex psychophysical process that can be developed only in combination with other elements of actor psychotechnics. Such complex approach will allow the actor to shape a completely harmonious personality. Imagination is based on visions that form and emerge from each person’s long-term memory. For each actor, these internal images will be unique. This proves that the use of imagination (substitution effect and affective memory) is quite personal and unique process. This approach causes an impression of truth of drama action and induces a strong emotional response. In turn, emotional reaction is first a muscular reaction of the body. Therefore, in acting training it is important to make exercises so as to harmoniously develop the psyche and physics of the actor using in plastic exercises imagination and vice versa, the physics reactions for the developing of imagery thinking.

Policy deployment refers to the formulation of policies, their implementations, and reviews. Every organization irrespective of its size and sector involves the process of policy deployment. There exist many factors that affect the process of policy deployment. These factors pose flexibilities that can alter the outcome of a policy. This paper explores the flexibilities in the choice of the factors governing a policy decision. An Indian auto-spare part industry with certain policy issues is selected for theory building. A framework model for solving the policy deployment issues is formulated using an interpretive comparative technique known as situation-actor-process-learnings-actions-performance (SAP-LAP). It is based on the comparative study of contextual relationships within and among its various elements. The contextual relationship within a particular element is presented in the form of a self-interaction matrix and the contextual relationships among the elements are depicted using the cross-interaction matrix. Further, the actors and actions of the framework are ranked using an efficient interpretive ranking process (eIRP) for easy selection and prioritization. The ranks obtained through the efficient IRP model will facilitate the policymakers in the formulation of better decisions and implementation of key policies.

Providing quality and accessible education, including secondary education, realises every individual’s right full, economically independent life through obtaining an education, and the profession later on. This will allow one to become a complete actor in all social processes; it will help overcome social exclusion. The author specifies the definition of exclusion and outlines social groups of excluded, which are represented not only by people with health problems but also by those who find themselves in difficult life circumstances, such as migration, resettlement, and being in a new socio-cultural environment, etc. Special attention is paid to the social group of talented children who require particular professional sensitivity. Paper emphases the peculiarities of the organisation of education of children with disabilities according to the traditional system, which was inherited from the Soviet Union, and forms the idea of changing approaches to the special children’s educational process. The situation regarding the real state of implementing inclusive technology, which was massively initiated in educational institutions of general secondary education, is outlined. The results of expert interviews are analysed, which allows the author to determine the achievements in implementing the concept of inclusion in the educational process; the first challenges faced by direct participants in the inclusive educational process, the main risks and expectations of managers in education. Recommendations for optimising the educational process based on the inclusion are offered.

Abstract This comparative content analysis of Belgian and Swedish newspaper coverage of the ‘refugee situation’ in 2015 (N=898) revolves around responsibility indicators, news actor characteristics, and thematic emphasis. As they are a potential influential factor in the public-opinion formation process, the studying of media portrayals is an essential first step in investigating the dynamic interplay between media discourse and societal reactions. Belgium and Sweden differ with respect to migration policy, integration indicators, and the number of incoming refugees. They also differ in terms of journalistic cultural values. As a result, they make for an excellent case study of intercultural differences and similarities in how refugees are reported on. Our analysis made clear that Belgian news coverage shows regional diversity, with Francophone Belgian journalists showing more tolerance towards migrants and thus tending to be more in line with their Swedish counterparts. Still, refugees are seldom allowed to speak for themselves. This warrants attention and action by news professionals.

ABSTRACTThis paper represents a case study in welfare state expansion. It takes an actor-centered point of view and reconstructs the long process which has ultimately led to a compromise solution to the problem of providing long-term care, especially for the elderly. It describes the previously means-tested arrangement of long-term care provision and its shortcomings. Furthermore, it sketches the different stages through which the political debate on this issue has passed during the last twenty years: from the initial phase of defining the “social problem”, to the final stage when the approval of the compromise package became a question of “all or nothing”. The analysis of the politics of long-term care insurance reveals that the difficulties of reaching an agreement mainly resulted from the complex decision-making situation. It was in essence a problem of decision-making under conditions of general uncertainty.

This article uses a leadership as process framework to examine the degree of mutuality that existed between EU and Kenyan responses to Somali piracy between roughly 2008 and 2012. In so doing, it seeks to comprehend whether regional and extra-regional actors had similar experiences of and responses to the situation. This is important because the voices of regional actors are largely marginalised and implicitly subsumed to those of more powerful global actors. This article focuses on the EU (as an extra- regional actor) and Kenya (as a regional actor). It undertakes an analysis of official and non-official documents available in the public domain to understand the interactions and exchanges of influence that underpinned the crafting and implementation of counter piracy measures. Overall, the article concludes that the EU and Kenya had different experiences of the piracy threats which then led to them each having different sets of priorities. On paper there seems to be mutuality between the EU and Kenya concerning the naval response: the need to solve the problem on land in Somalia and capacity building in the region. However, an analysis of interactions surrounding their counterpiracy measures reveals a more complex picture of discords. This article shows that, in fact, there was a low degree of mutuality between EU and Kenya in their responses to Somali piracy which hindered the formation of a strong common response incorporating regional and extra-regional actors.

The process of change in the management approaches of cities encourages stakeholder participation. Multi-actor, transparent and controllable urban administrations should be the basic vision of modern cities. Because the heterogeneous structure is like a symbol of cities. It is important for the governance approach to have environments where different interest groups can come together for social reconciliation. City councils are examples of this situation. In the understanding of local government, there is a flow in favor of locality. This situation is valuable for local democracy. Effective and efficient participation of urban people in decisions contributes to accountability, social solidarity, and citizen awareness. Members of public, private, and non-governmental organizations can participate in city councils. It is therefore strong in terms of governance. The aim of this study is to examine the place and importance of city councils in terms of urban democracy. First of all, the conceptual framework of the phenomena is emphasized. Then, the roles in the establishment of local democracy through the structure of city councils are discussed. It is possible to realize the principles of governance in the functioning of city councils. Governance and city councils will play an active role in bringing a positive vision to cities. Therefore, city council activities that can work efficiently should be supported.

Purpose Digital India, the flagship programme of Government of India (GoI) originated from National e-Governance Project (NeGP) in the year 2014. The programme has important aspect of information security and implementation of IT policy which supports e-Governance in a focused approach of Mission Mode. In this context, there is a need to assess situation of the programme which covers a study of initiatives and actions taken by various actor involved and processes which are responsible for overall e-Governance. Therefore, the purpose of this case study is to develop a Situation-Actor-Process (SAP), Learning-Action-Performance (LAP) based inquiry model to synthesize situation of information security governance, IT policy and overall e-Governance. Design/methodology/approach In this case study both systematic inquiry and matrices based SAP-LAP models are developed. Actors are classified who are found responsible and engaged in IT policy framing, infrastructure development and also in e-Governance implementation. Based on a synthesis of SAP components, various LAP elements were then synthesized then which further led to learning from the case study. Suitable actions and performance have also been highlighted, followed by a statement of the impact of the efficacy i.e. transformation of information security, policy and e-Governance on the Digital India programme. Findings On developing the SAP-LAP framework, it was found that actors like the Ministry of Electronics and Information Technology of the Govt. of India secures a higher rank in implementing various initiatives and central sector schemes to accelerate the agenda of e-Governance. Actions of other preferred actors include more investments in IT infrastructure, policy development and a mechanism to address cyber security threats for effective implementation of e-Governance. It was found that actors should be pro-active on enhancing technical skills, capacity building and imparting education related to ICT applications and e-Governance. Decision making should be based on the sustainable management practices of e-Governance projects implementation to manage change, policy making and the governmental process of the Indian administration and also to achieve Sustainable Development Goals by the Indian economy. Research limitations/implications The SAP-LAP synthesis is used to develop the case study. However, few other qualitative and quantitative multi criteria decision making approaches could also be explored for the development of IT security based e-Governance framework in the Indian context. Practical implications The synthesis of SAP leads to LAP components which can bridge the gaps between information security, IT policy governance and e-Governance process. Based on the learning from the Situation, it is said that the case study can provide decision making support and has impact on the e-Governance process i.e. may enhance awareness about e-services available to the general public. Such work is required to assess the transparency and accountability on the Government. Social implications Learning based on the SAP-LAP framework could provide decision making support to the administrators, policy makers and IT sector stakeholders. Thus, the case study would further help in addressing the research gaps, accelerating e-Governance initiatives and in capturing cyber threats. Originality/value The SAP-LAP model is found as an intuitive approach to analyze the present status of information security governance, IT policy and e-Governance in India in a single unitary model.

The teaching-learning process generated within the framework of Higher Education system remain as a constant of analysis and tension. The economic and sociocultural configuration of the 21st century has evoked it a recurring idea about to have professionals who are increasingly prepared to adapt to changes and generate effective social interactions. If we look at the graduation profiles of the undergraduate programs, it is possible to quickly identify many socio-emotional skills that would be developed as part of a teaching-learning process during their undergraduate career. However, it is complex to access those aspects related to methodologies, teaching methods, tests, projects, and feedback strategies that would support this expected development. Due to this situation, the focus of this article is to generate an initial proposal to deepen the context of apprenticeship during an internship process and the possibilities of this being an instance that bring direct benefits to the socio-emotional development of undergraduate students, by emphasizing the role of the teacher who supervises this formative milestone as an actor who plays a role as a mediator using metacognition and emotional regulation. The reflection on this dimension of Higher Education hopes to initiate a discussion about the opportunities for the improvement´s internship process, and Higher Education teaching-learning process that focus on the mediation style for the development of key skills throughout life.

Can old buildings faithfully transmit social meaning? Conservation studies have taught us for decades that buildings are valuable for their historical substance and symbolic value gradually acquired with time. Drawing on an Actor-Network-Theory-inspired perspective to tackle buildings, this article questions the philosophy of preservation studies and their definitions of building and agency. Following the process of renovation of the 17th century Alte Aula in Vienna, I explore its dynamics and unpredictable drifts. Renovating is not about transforming a passive and subservient object; it rather offers an experimental situation in which one can witness the building recalcitrance, i.e., its capacity to manifest itself as disobedient as possible to the protocol of renovation, to resist the attempts of control and to ‘surprise’ its makers. A building is, I argue here, a complex mediator that skilfully redistributes the agency among human and nonhuman participants in renovation, provokes contextual mutations and transforms social meanings.

Deciding when to use lethal force inherently depends on assessing threat, a process that itself incorporates numerous perceptual factors. This study assessed this relationship between perception-based threat assessment and behaviour-based threat response. Specifically, participants completed multiple tasks designed to elicit either a threat rating (e.g., perception-informed threat assessment) or a binary behavioural response (e.g., shoot/don’t-shoot). Actor posture and weapon presence significantly affected the threat assessment, which was an extremely powerful omnibus predictor of threat response. However, for ambiguous threat stimuli, perceived threat became a poor predictor for threat response relative to the omnibus test. Participants appeared to adopt additional rules to inform behaviour independent of the threat assessment when faced with an ambiguous situation. These results demonstrate an intriguing disparity between subjective threat assessment and the behavioural response to use force that does not apply well to ambiguous cases or adequately explain errors in lethal force decisions.

This is the fourth article in a series dealing with the role of universities in the innovation process in Egypt. The first three examined the topic from the perspective of academia. They revealed that there was relatively little university–industry collaboration. Hence, this article focuses on university–industry collaboration from the perspective of industry. It is based on a questionnaire survey of 237 firms located in different industrial zones in Cairo. The findings confirm the low level of university–industry collaboration, with no more than 6% of the sample claiming to have links with academia. The lack of collaboration is found to stem mainly from firms’ perception that academic research is not relevant to them and from the mismatch between the interests and objectives of the two sectors. The article makes recommendations for what is needed if the situation is to change and focuses particularly on the role of government, the third actor in the Triple Helix.

<div><p class="Els-history-head">In the last two decades, the Australian Government has intensified the practice of securitizing migration issues. The difference is that the pre-Scott Morrison migration securitization program was more focused on handling cases of Illegal Maritime Arrivals, while the core of Scott Morrison's migration program was to reduce the pressure on the immigrant population. Through the discourse of Planning for Australia's Future Population, Scott Morrison cut the quota of permanent immigrants from 190,000 to 160,000 people. Scott Morrison also implemented immigration transfer policies and migration reforms. Therefore, this study focuses on analyzing the process of framing the issue of Australian immigrants under the leadership of Scott Morrison. This research uses securitization theory and qualitative methods, particularly process-tracing. As a result, this research found that Scott Morrison, as the securitization actor, intentionally created a speech act and convinced the public that the referent object, namely Australia's national security, was in a threatening situation due to the surge in the immigrant population. Functional actors, including parliament, media, and epistemic groups, reinforced Scott Morrison's speech acts. </p></div>

The authors of the article reveal the methodological features of the use of interactive teaching methods, which are the most popular among teachers when organizing and conducting training sessions with future military psychologists. The article states that the situation of a full-scale russion invasion of the territory of Ukraine requires the teachers of a higher military educational institution to use optimal ways of their militaryprofessional training during training of future psychologists. These are the ways of interactive teaching methods. Thus, the method of analyzing a specific situation is used in cases where it is necessary to analyze and professionally assess the difficult life situation of a serviceman by future military psychologist. Application of the business game method, which simulates the professional activity of future military psychologists, gives the latter the opportunity to feel like an active actor in a real military-professional situation. The article states that the teacher's use of the business game method in the educational process contributes to the transfer of accumulated long-term military psychological experience for future military psychologists. The authors draw the readers' attention to the fact that the active position of future military psychologists is actualized and reveals its behavioral manifestation in the business game. Describing the features of the use of "brainstorming" as an interactive method of training future military psychologists, the authors emphasize that this method allows the search for new ways of solving military psychological problems through the generation of non-standard ideas. The author's team emphasizes that "brainstorming" as an interactive learning method, contributes to the formation of future military psychologists' confidence in their professional knowledge. The round table method is aimed at developing the cognitive activity of future military psychologists. It is stated, that this method forms in future military psychologists the ability to argue their professional point of view.

Purpose This study aims to outline a practice-based theoretical model to identify barriers and enablers to training in humanitarian organizations toward improving the efficiency of humanitarian organizations. Design/methodology/approach The situation actor process-learning action performance (SAP-LAP) model has been applied to understand the barriers and enablers to training in humanitarian organizations. The synthesis of SAP leads to LAP, which helps in identifying bottlenecks of training through analysis of present situations and processes. Then, suggested courses of action for enhancing performance are laid down. The data have been collected through discussions with five practitioners involved in past relief operations in India. Findings In all, five barriers and six enablers were uncovered during discussions with practitioners illustrating the complexity involved in training in humanitarian organizations. The results suggest the need for more effective strategic planning much before actual training starts, particularly in the current situation where resources are limited in terms of time, capital and manpower. Research limitations/implications The SAP-LAP model needs further validation through empirical data. Practical implications This study contributes to existing body of literature and helps practitioners by providing a better understanding of barriers and enablers to training in humanitarian organizations. Originality/value This study is the first of its kind that integrates the views of practitioners in identifying barriers and enablers to training in humanitarian organizations toward improving the efficiency of humanitarian organizations.
