Urban settlements are home to around half the urban population of Papua New Guinea. Since the end of the Second World War, PNG towns and cities have experienced significant growth of urban settlements. Urban dwellings were established on customary and untransformed state lands. With limited support for services from government, informal settlements in the urban landscape have often been perceived from the perspective of their deficiencies. However, residents of urban settlement communities play an important role in urban economies. The purpose of this article is to critically review perceptions of settlements and issues affecting settlement communities in PNG, both in the mainstream media and from within settlement communities. The authors first present a media content analysis of reporting on settlement communities on PNG’s main online media sites. Second, they examine urban market vendors’ personal experiences of the challenges and solutions of living in Kamkumung Settlement in Lae. Drawing on storytelling and photovoice workshops with market vendors at Awagasi market, they argue for the need for media actively to include the voices of settlement residents. The article suggests that, by better understanding the context and personal experience of residents, journalists and the media could make a stronger contribution to sustainable development and urban planning in PNG.

The aim of the study is to identify the elements of the stability of the settlement of the peripheral district of the Tver region (on the example of the Spirovsky district). Scientific novelty - in the attraction and statistical and cartographic analysis of various sources of primary information about rural settlements (population and national composition): along with the materials of the population censuses, the data of household books (since 1939) were used. The analysis of the settlement was carried out at the level of rural settlements and areas of ethnic settlement.

Abstract The article reviews one of the types of ecological tourism – ecological settlement, its history, advantages and disadvantages. The domestic experience of ecological settlement engineering according to the criteria was analyzed, as well as the experience of existing settlements in the Baikal Natural Territory. The generally accepted scheme of ecological settlement arrangement cannot be implemented in its original form, since each site has its own features. Lake Baikal and its adjacent territories are UNESCO sites, have difficult climatic, geomorphological, landscape conditions, etc. The relevance of ecological settlement arrangement in this territory has been proved. As a result of the analyzes, a scheme of ecological settlement arrangement in the BNT was created. The results obtained allow us to conclude that it is possible to expand the field of research and search for new models. Cluster-based ecological settlements can serve as one of the directions for development. However, one of the most effective ways to check the results is the actual ecological settlement arrangement in the BNT with subsequent study during construction and operation.

В работе предпринята попытка охарактеризовать основные виды районных систем расселения регионов Центрального (за исключением Москвы и Московской области) и Центрально-Черноземного экономических районов. Районные системы расселения (далее РСР) - самый распространенный вариант систем расселения, именно эти системы являются непосредственной средой обитания сельского населения и населения малых городов и поселков городского типа. В последнее время роль райцентров в жизни районов возрастает. Виды районных систем расселения выделены путем совмещения классов центров РСР, заселенности территории и доступности центров. С помощью этой методики получено 9 видов РСР. Рассмотрена динамика численности населения в районных системах расселения разных видов за период с 1989 по 2022 год. Выявлены виды РСР, для которых характерна наибольшая убыль населения. In the paper there was an attempt to characterize the main types of district settlement systems in central regions of Russia (except Moscow and Moscow district) and Central Chernozem economical districts. District Settlement Systems (further - DSS) - the most widespread variant of settlement systems and these very systems are actually the environment of rural population and population of small towns and urban-type settlements. Recently the role of district centres is growing, The types of district settlement systems are singled out with the help of combination of the DSS classes, population density and accessibility of centres. 9 types of the DSS were distinguished with the help of this method. The changes of the population in district settlement systems of different types (throughout the period from 1989 to 2022) were examined. The types of DSS for which the decrease of the population is typical were found out.

Peavine Métis Settlement is located in the boreal forest in Northern Alberta, Canada. The objective of this paper was to explore how different wildfire experiences in an Aboriginal community influence wildfire mitigation preferences at the residential and community levels. Residents of Peavine had varying experiences with wildfire over an extended period of time including traditional burning, firefighting employment and bystanders. Despite these different experiences, participants still implemented or supported wildfire mitigation activities, although for differing reasons depending on experience type. Participants were found to have implemented or supported wildfire mitigation activities on the settlement, including their own properties and public land. Experience type influenced why wildfire mitigation had been implemented or supported: primarily wildfire risk reduction (firefighters), primarily aesthetic benefits (bystanders) and for both aesthetic benefits and wildfire risk reduction (historic traditional burners). The extensive fire experiences of residents at Peavine Métis Settlement have provided insights into how experience influences mitigation preferences. The results show it is important to consider predominant wildfire experience types in a community before developing a wildfire mitigation program. The findings of this study may have relevance for other Aboriginal communities that have experience with wildfires.

Increasing informal settlements are characterised by unplanned land management; lack of housing, sanitation, sufficient water and electricity supplies; overpopulation; high health risks; and growing urban poverty. These informal settlements are mostly occupied by citizens and immigrant families who seek job opportunities in urban areas. To sustain the ecology of the invaded land and provide a liveable informal settlement, education of the inhabitants is essential. Teachers as the implementers of sustainable environment curricula could be valuable in addressing the environmental challenges these informal settlement communities experience by educating children on how to sustain the environment. Data were collected by means of a literature study and an online survey consisting of closed and open-ended questions completed by student teachers (n = 280). Participants’ perceptions, perspectives, and experiences regarding educating informal settlement inhabitants in the sustainment of the environment were significant in answering the research questions. Most of the participants (n = 216) had visited informal settings, 48 were inhabitants, and 16 had never visited an informal settlement. Most of them believed that educating children at an early age and the inclusion of a compulsory subject on the sustainability of the environment were essential. Education can contribute to the sustainment of clean water, food, and the environment. Additionally, interactive community projects such as recycling, waste management, composting, aquaponics to grow plants, and infrared thermal imaging to detect plant diseases could assist informal settlement inhabitants in sustaining the environment.

We propose a dedicated research effort on the determinants of settlement persistence in the ancient world, with the potential to significantly advance the scientific understanding of urban sustainability today. Settlements (cities, towns, villages) are locations with two key attributes: They frame human interactions and activities in space, and they are where people dwell or live. Sustainability, in this case, focuses on the capacity of structures and functions of a settlement system (geography, demography, institutions) to provide for continuity of safe habitation. The 7,000-y-old experience of urbanism, as revealed by archaeology and history, includes many instances of settlements and settlement systems enduring, adapting to, or generating environmental, institutional, and technological changes. The field of urban sustainability lacks a firm scientific foundation for understanding the long durée, relying instead on narratives of collapse informed by limited case studies. We argue for the development of a new interdisciplinary research effort to establish scientific understanding of settlement and settlement system persistence. Such an effort would build upon the many fields that study human settlements to develop new theories and databases from the extensive documentation of ancient and premodern urban systems. A scientific foundation will generate novel insights to advance the field of urban sustainability.

AbstractThis article examines how the historical experience of displacement and resettlement shapes key notions of identity and self-representation among Circassians in Jordan. Circassians, one of the peoples of the North-West Caucasus arrived in the Ottoman Empire in large waves of migration in the late 19th century and were settled as agricultural communities in different provinces of the empire. The experience of settlement, the types of settlements formed, and the relationships with the local inhabitants in the places of settlement—all inform the sense of identity among Circassians. The key images of being displaced, settlers, and Muslims enable Circassians both to maintain a sense of difference but also to integrate into the broader Jordanian society.

The subject of the study is the settlement network of the Ostyako-Vogul National District of the Omsk region, the object is spatial placement, number, typology, size (by the number of inhabitants) its localities. In addition, the influence of natural-geographical, socio-economic and other conditions for the development of the network of settlements was taken into account. The sources for the study of the settlement network were the documents of the Russian State Archive of Economics (RGAE) introduced into scientific circulation for the first time: materials of the Central Statistical Office under the Council of Ministers of the USSR, lists of populated places indicating the population according to the All-Union Census of 1939 in the Ostyako-Vogul National District. The work used historical-comparative, historical-typological, statistical research methods, as well as methods of graphical representation of the data obtained. Analysis, comparison and critical approach allowed us to consider the process of development of the settlement network in the studied district. Reference to the historical experience of the settlement network of the national district will contribute to the replenishment of data on the history of the regional settlement system. For the first time, a quantitative analysis of the structure of settlements showed the predominance in the typology of the settlement network of yurts, villages, settlements, the presence of a small number of villages. The size of villages of different types in the district is determined. Thus, the number of inhabitants of yurts averaged 35 people, villages – 85, settlements – 482, villages – 892.

The purpose of this research was to contribute to the literature on migration and settlement work for LGBTQ newcomers and the service providers who support them in Canada. The study employed a descriptive phenomenological research approach to answer the following question: “What are service provider’s perceptions and descriptions of their work in supporting LGBTQ immigrant clients?” Interviews were conducted with twelve service providers working in settlement, social work, and counselling psychology, with experience working with LGBTQ newcomers ranging from fourteen months to twenty five years. Participants represented nine languages and five ethnicities, and worked within the Metro Vancouver region of British Columbia, Canada. Utilising Giorgi’s (2009) descriptive psychological phenomenological method, data analysis uncovered three overarching structures that captured participants’ experiences of settlement work with LGBTQ newcomers. These structures included a) service providers’ perceptions of LGBTQ newcomers’ needs and experience, b) organizational issues, and c) personal impact. This study contributes to a greater understanding of the ways in which settlement work is done with LGBTQ newcomers, and sheds light on factors that are both challenging and beneficial to their service provision work. Recommendations for further research are made, as well as specific recommendations for training and counselling psychologists working with LGBTQ newcomers.

This thesis examines the settlement experience of the Bosnian Muslims in Victoria. Overall this research exploration takes places against background of the history of the immigration to Australia. The study covers migration patterns of Bosnian Muslims from post World War 2 periods to more recent settlement. The thesis provides contemporary insights on Bosnian Muslims living in a Western society such as Australia. The thesis excavates key issues about Islam and the Muslim communities in Western nations and argues that successful settlement is possible, as demonstrated by the Bosnian Muslim community. By adopting a socio-historical framework about settlement, the thesis reveals the significant, interconnected and complex aspects of the settlement process. Settlement of immigrants takes place within global, historical, economic, political, social and cultural elements of both the sending and receiving countries. Thus any study of settlement must examine theories and concepts on migration, settlement, religion, culture, integration and identity. The purpose for migration, the conditions under which migration takes place, the conditions of immigrant reception are fundamental in the context of Australia. Furthermore, Australia since the 1970s has adopted a policy of multiculturalism which has changed settlement experiences of immigrants. These elements are strongly analysed in the thesis both through a critical conceptual appraisal of the relevant issues such as migration, multiculturalism and immigration and through an empirical application to the Bosnian Muslim community. The theoretical element of the study is strongly supported by the empirical research related to settlement issues, integration and multiculturalism in Victoria. Through a socio-historical framework and using a ‘grounded theory’ methodological approach, field research was undertaken with Bosnian Muslim communities, Bosnian organizations and multicultural service providers. In addition, historical data was analysed by chronology. The data provided rich evidence of the Bosnian Muslims’ settlement process under the various governmental policies since World War 2. The study concluded that the Bosnian community has successfully integrated and adapted to the way of life in Australia. Different cohorts of Bosnian Muslims had different settlement patterns, problems and issues which many were able to overcome. The findings revealed the contributions that the Bosnian Muslim community has made to broader social life in Australia such as contribution to the establishment of multi-ethnic Muslim communities, the Bosnian Muslim community development and building social infrastructure. The study also concluded that coming from multicultural backgrounds, the Bosnian Muslims understood the value of cultural diversity and contributed to the development of Australian multiculturalism and social harmony. Overall conclusion of this research is that the different generations of Bosnian Muslims are well-integrated and operate well within Australian multiculturalism.

This thesis traces the immigration of Madeirans to Cape Town and their settlement from the 1900s to the 1970s. It focuses on how exclusionary legislation from 1902 affected Madeiran entry, how they managed to circumvent it and the documents required for immigration over this long period. Particular attention is drawn to the role of women in the migration process, the nature of the households and the impact of women in shaping a settled Madeiran population. The thesis examines the role Portuguese organisations played and continue to play in maintaining cultural and religious values and the extent to which these values have been retained in the second and later generations. This thesis seeks to ask to what extent the Madeiran migration experience bears commonalities with other groups, particularly Indians, or whether unique features are discernible. Indians and Madeirans were both regarded as ‘undesirable’ and subject to literacy tests, domicile certificates, permits and certificates of identity. Illegal entry was common to both groups. Chain migration featured in their decision to leave the poverty of their homeland. The split-household was the dominant household form. Once settled, Indian and Madeiran wives played a key role in the business and in passing on their cultural and religious values. Both groups established cultural organisations. Despite these commonalities, Madeiran migration displayed certain unique features compared to Indians.

This thesis explores the shifting cultural identities of young Owambo migrants living in Babilon, an informal settlement on the outskirts of Windhoek, Namibia. Through an investigation of their social, cultural and economic lives, I show how these young people invoke their Owambo-ness, but how they also transcend their ethnic identifications through engaging in an emerging Namibian youth culture, which cuts across rural-urban, ethnic, and socio-economic divides. I argue that young migrants from Ovamboland, who intend to escape their poverty stricken rural homes and arrive on packed busses, bringing with them few possessions and great expectations, constantly shift and resituate their cultural identities while trying to make a living in the city. These young people are eager to engage fully in a better life and hope to find employment in the urban economy. For many, however, this remains just that &ndash
hope. In their daily lives, the young migrants replicate, reproduce and represent rural Owambo within the urban space. Using the examples of &lsquo
traditional&rsquo
food and small-scale urban agriculture, I explore how their ideas of Owambo-ness are imagined, enforced and lived in Babilon. I argue that although migrants identify themselves in many ways with their rural homes, and retain rural values and practices to a large extent, this does not mean that they would remain &ldquo
tribesmen&rdquo
, as earlier, how classic studies in Southern African urban anthropology argued (Mayer 1961
Wilson and Mafeje 1963). They also appropriate &ldquo
ideologies&rdquo
and practices of the emerging Namibian youth culture, especially popular local music and cell phones. My study thus shows that the migrants develop multiple, fluid identities (with reference to Bank 2002)
they identify concurrently with the urban and the rural and develop a synthesis of both. The thesis is based on ethnographic research, which was conducted between February and May 2008. During the fieldwork, I engaged daily in informal discussions with many residents of Babilon, and carried out life history interviews, focus group discussions, and in-depth interviews with key research participants.

The late 1980s saw the onset of a rapid expansion of Chinese immigration into Australia. While this influx of Chinese migrants has produced a proliferation of research on the more affluent migrants from Hong Kong and Taiwan, studies on migrants especially women from the People's Republic of China (PRC) have remained few and far between. Among those few studies on PRC-born migrant women, all of them identified settlement stress and its health implications as a major concern among PRC-born migrant, yet there has been little concerted effort on why this is the case, particularly in the area of health needs and solutions. Considering the increasing presence of PRC-born migrant women in Australia, there is a clear need for a comprehensive in-depth investigation into their settlement stress, to address their social and health needs and to provide solutions. This study aims to examine in-depth the PRC-born migrant women's settlement experience in Brisbane, focusing especially on their stress, social and health needs. This study employed both qualitative and quantitative methods. Since this study paid more attention to these migrant women's own life experiences, it is mainly a qualitative one, using informant interview, focus group and in-depth interviews to explore how best their stress could be alleviated. Quantitative method is based on secondary data analysis to provide a community profile of PRC-born migrant women in Brisbane and Queensland. This study firstly draws on literature reviews to explain historical, social, cultural and gender based factors underpinning PRC-born migrant women's settlement stress and health status. Findings reviews that settlement stress comes from social isolation and loneliness; cultural difficulties; lack of support prior to and after childbirth, as well as assistance with childcare; conflicts in both marital and familial relations; academic stress; and finally, problems in utilising public transport. Particularly, this study highlights that downward mobility; barriers to access health services; and language barriers are a major source of stress and the cause of health problems for PRC-born migrant women when settling in Brisbane. As strategies, this study adapts health promotion strategies named as empowerment framework and Ottawa Charter action framework to address the needs highlighted in this study. Settlement stress affects health particularly mental health. Strategies provided in this study can also help migrant women from other non-English speaking countries. More significantly, this study encourages governments and service providers to pay more attention to migrant women's settlement processes in order to help them integrate into Australian society smoothly and quickly.

Natal dispersal is at the nexus of ecology, ethology, population genetics, and evolution. While abundant research exists on emigration and associated proximate and ultimate causes, less is known about exploration, settlement, and factors that influence settlement decisions. Further, the role of individual behavioral phenotypes in the domains of wildlife ecology and conservation, which include natal dispersal, is a recent and expanding area of inquiry. Understanding the relationships among individual phenotype, environmental conditions, and natal dispersal is increasingly important as landscapes become altered by disturbance, fragmentation, and climate change. I investigated natal dispersal in endangered Mt. Graham red squirrels (Tamiasciurus hudsonicus grahamensis), an isolated, peripheral subspecies of North American red squirrel persisting at the southern edge of the species' range. We tested hypotheses about the importance of proximate and ultimate drivers of emigration, dispersal distance, and settlement, and estimated perceived landscape connectivity within a mosaic of forest damage in the Pinaleño Mountains, Arizona. Compared to other red squirrel populations in North America, natal dispersal in Mt. Graham red squirrels is sex-biased and non-philopatric with mean dispersal distance over 8 times that observed in non-peripheral populations. Resources, indicated by mother's body mass in spring (a reflection of her intrinsic quality and territory quality) and individual body condition, contribute to individual behavioral tendencies for movement and exploration. Individuals with behavioral tendencies for movement and exploration dispersed the farthest, and for both males and females the longest observed dispersal distances and proportion of individuals dispersing occurred in a year of lowest food availability. Our research highlights the important role individual behavioral syndromes may play in observed heterogeneity in life history strategies with populations. Following emigration from the natal area, we provide evidence that individual dispersers rely upon forest structural cues similar to their natal area to select locations for settlement; the first test of natal habitat preference induction in a single vegetation community type. We used circuit theory to evaluate landscape connectivity and identify areas important for long-distance dispersal movements. Because single connectivity models may not adequately represent functional connectivity for an entire population, we summarized landscape connectivity across varying levels of landscape resistance to identify areas that promote movement and long-distance dispersal for individuals with different perceptions of landscape resistance. We show that composite connectivity models are a useful method to identify forest areas important for the promotion of long-distance movements as well as areas that constrain movement.

The late 1980s saw the onset of a rapid expansion of Chinese immigration into Australia. While this influx of Chinese migrants has produced a proliferation of research on the more affluent migrants from Hong Kong and Taiwan, studies on migrants especially women from the People's Republic of China (PRC) have remained few and far between. Among those few studies on PRC-born migrant women, all of them identified settlement stress and its health implications as a major concern among PRC-born migrant, yet there has been little concerted effort on why this is the case, particularly in the area of health needs and solutions. This thesis examines the feasibility of applying people-centred approaches to flood early warning systems (EWS) in informal settlements in the City of Cape Town, particularly, through the experiences of poor and disadvantaged communities in Kosovo and Masiphumelele informal settlements. The impact of recurrent floods during the winter rainfall months and their costs are disproportionally borne both by those at risk and the local government that is required to repeatedly respond to them. A social science perspective is adopted, with the application of a risk communication framework. The urban flood-risk context of both study sites and the risk governance approach to managing and communicating flood risk were investigated and factors influencing flood warning processes and behavioural factors influencing response to flood-risk and flood warning, examined.

Introduction. Leisure is considered important in the settlement and acculturation experiences of refugee and immigrant communities. Perceiving a gap in the literature which has taken a diaspora perspective, this on-going study looks at an online community converging around a leisure activity from a gender and diaspora standpoint, while looking to understand what would be experienced as information in that context. Method. Employing a qualitative research approach, data was obtained through semi-structured interviews with fourteen participants and also through the collecting of comments posted on fan fiction blogs. Analysis. Qualitative thematic analysis is being carried out using Nvivo software. Results. Early observations by way of themes lend credence to the importance of social context and point towards the role of meaning making in the information and document experience of the participants. Conclusions. Going beyond information seeking and problematic situations, adopting an experience approach can contribute towards conceptual and theoretical development in the field. The study also hopes to contribute towards literature that has looked at diaspora communities from a gender and leisure perspective.

Abstract Environmentally acceptable reclamation solutions for the decommissioned tailings ponds can be achieved by integrating the tailings deposits into the landscape either by turning the tailings pond/deposit into a lake and maintaining a permanent water cover over the deposit or by stabilisation of the deposits as a “dry” landform. Conceptually, the dry landscape reclamation involves three remedial steps: 1) Placement of an interim cover on the tailings surface to provide the consolidation load and create a stable working platform. 2) Building of a surface contour providing suitable run off conditions for the surface water. 3) Capping the surface with a final cover to control infiltration into the tailings. For reliable predictions of consolidation, proper sequencing of remedial steps/measures and cost efficient reclamation of soft tailings it is necessary to use Non Linear Finite Strain (NLFS) codes. The advantage of the NLFS program system Consol2D is that it allows the reconstruction of the history of the tailings discharge, the evaluation of the material parameters, the calculation of settlement in inhomogeneous deposits, the 3D quantification of the settlement trough and the evaluation of the drainage effect of the vertical drains.

<p>The El Salvador Project is a student-led initiative born in 2001 at Imperial College London that provides simple and effective engineering solutions to rural communities in El Salvador. The projects are developed in close collaboration with the Salvadorian NGO REDES and the UK-based charity Engage for Development. This paper presents the work developed over the summer 2019, when a footbridge was constructed for the School of the community of El Yomo, in the town of Alegría. The footbridge was intended to restore the path connecting the main settlement with the local school, which heavy rainfall had eroded in the previous years forming an impassable ravine. The footbridge was designed as a 15 m long steel truss beam supported on masonry walls. The construction was a collective effort. The main challenges faced during construction were the unexpected conditions of the site, the unreliable supply of materials and the lack of means for excavation, lifting and auxiliary constructions. The success of the project relied considerably on the knowledge of the local workers. The involvement of the community helped develop a feeling of ownership over the project which has resulted in a strong commitment in its maintenance since the opening. The footbridge was enthusiastically inaugurated by the community and has provided the children of El Yomo with a safer and faster route to their school, based on a comprehensive risk management approach.</p>

Whether the government provides workers ' compensation insurance directly, or when it is delegated to a third party (special authorities or insurance companies), the government is still responsible for the operation of the system. The latter is of particular importance, since the settlement of claims for workers ' compensation insurance is of a long-term nature. An effective system of protection against industrial injuries and occupational diseases should be considered not only as a type of insurance but as an absolute need of the productive sector and as one of the foundations of social peace and economic stability.

As with most highway bridges, railway transitions experience differential movements due to differences in track system stiffness, track damping characteristics, foundation type, ballast settlement from fouling and/or degradation, as well as fill and subgrade settlement. This differential movement is especially problematic for high speed rail infrastructure as the “bump” at the transition is accentuated at high speeds. Identification of different factors contributing towards this differential movement, as well as development of design and maintenance strategies to mitigate the problem is imperative for the safe and economical operation of both freight and passenger rail networks. This paper presents the research framework and preliminary findings from a recently initiated research effort at the University of Illinois at Urbana-Champaign. Aimed at developing design and repair techniques to mitigate differential movement at railway transitions, this research project involves instrumentation, performance monitoring and numerical modeling of new and existing track transitions.

The research of geocryological structure of the coasts is important in the planning and construction of infrastructure in permafrost zone. Long-term monitoring of temperature regime of the Arctic coastal zone soils needs to predict the steady state of the object during its operation and prevent possible negative consequences resulting from interruption of the steady state. It is especially important in conditions of today's climate change, as well as the possibility of warming effect of engineering facilities (for example pipelines). The results of a study of the coastal seasonally frozen cap, formed in the contact zone of freezing fast ice to the bottom are presented by the examples of the Mys Kamenniy settlement at the Gulf of Ob coast (Kara Sea) and Varandey settlement at the Pechora Sea areas. The technology of the monitoring station establishment for the geocryological statement and temperature regime of the Arctic coastal zone observations is proposed based on the conducted field works experience.

The global pandemic has brought renewed attention toward the everyday challenges in informal settlements. COVID-19 reminds us that southern urban life is rooted in ‘collective’ experiences where toilets and kitchens are shared by multiple families; where the categories of work and home, private and public space overlap; and where the majority live in vulnerable conditions. Despite these challenges, some of the most innovative and collective responses to COVID-19 have emerged from these areas. While informal settlements did face a host of risks and vulnerabilities during the pandemic, local responses have highlighted the resilience of informal settlement communities. However, few informal settlements are actually ‘resilient’ and any local responses must be robustly supported by system-wide change including support from local and national governments, improvements to built infrastructure, and improved access to health care services, among other priorities. The category of ‘informal settlements’ also captures a wide range of settlement types, from a legal slum to an informal settlement with no legal status, with many other types in between. This underscores the need to address fundamental issues that ‘perpetuate conditions of inequity, exclusion and vulnerability’ while also recognising the needs and contexts of different kinds of informal settlements. Whether COVID-19 helps governments recognise conditions of insecurity and vulnerability to address safe and secure housing and infrastructures remains to be seen. This is an update to the previous SSHAP brief on ‘COVID-19 in Informal Urban Settlements’ (March 2020). This evidence review highlights local responses, grassroots efforts, and challenges around COVID-19 recovery within urban informal settlements in South Asia. It focuses on specific examples from Karachi, Pakistan and Mumbai, India to inform policy responses for COVID-19 recovery and future epidemic preparedness and response. We show how local level responses are shaped in these cities where national and international responses have not reached communities at municipal and sub-municipal levels. The new elite in post-1991 independent Moldova gradually captured state institutions, while internal drivers of reforms have generally been weak. Civil society has had limited effectiveness; and the media is largely dominated by political and business circles (BTI, 2022). The Moldovan diaspora has emerged in recent years, however, as a powerful driver of reform. In addition, new political parties and politicians have in recent years focused on common social and economic problems, rather than exploiting identity and geopolitical cleavages. These two developments played a crucial role in the transformative changes in the presidential and parliamentary elections in 2020 and 2021, respectively.1 The new Moldovan leadership has experienced many challenges, however, in achieving justice and anti-corruption reforms—the primary components of their electoral platform—due to the persistence of rent-seeking and corruption in the justice sector (Minzarari, 2022). This rapid review examines literature—primarily academic and non-governmental organisation (NGO)-based—in relation to the political settlement of Moldova. It provides an overview of the political settlement framework and the political history of Moldova. It then draws on the literature to explore aspects of the social foundation and the power configuration in Moldova; and implications for governance and inclusive development. The report concludes with recommendations for government, domestic reformers, Moldovan society, and donors for improving inclusive governance and development in Moldova, identified throughout the literature. This report does not cover political settlement in relation to Transnistria.

The social economic impacts of the Covid-19 crisis in informal urban settlements are widely discussed in the literature, as are the risk factors for particular social and economic groups in these areas. However, government responses and evidence of their impact do not appear to rise to the challenges posed by these studies. Pre-pandemic analyses of risk factors in informal urban settlements and newly collected evidence from different contexts are available to understand the unique and pressing challenges that the pandemic poses to wellbeing in informal urban settlements. In contrast, there is little evidence of effective policy and programme solutions to address these challenges, which is likely driven by the absence of targeted policies and programmes to support people living in informal urban settlements. As a result, many communities have had to rely on their own limited resources and support networks to respond to the crisis (Wilkinson, 2021). This report briefly summarises the range of available evidence on the social economic impacts of the Covid-19 crisis in informal urban settlements and the intersectional differences in how different identity groups living in them have experienced the pandemic. Following a short introduction to the context of the Covid-19 crisis in these areas, the report outlines three thematic areas that have received significant attention in the literature and policy discourses – livelihoods and poverty, food security, and education. While not an exhaustive list, this range of topics is indicative of the range of evidence available and outstanding gaps. The remaining section details evidence of how different identity groups living in informal urban settlements have experienced the pandemic based on gender, disability, age, and migration status. The review draws on a mixture of academic and grey literature, with some opinion pieces and blogs also included given the ongoing nature of the pandemic.

This case study provides exploratory research into the personal journeys of forced recruits into Boko Haram, to examine how they entered the organization, the conditions they experienced in camps and settlements, their exits from the group, their subsequent experiences in state hands, and their perspectives about future reintegration. These themes are particularly pertinent given the mass disengagements from Boko Haram in spring 2022, and the extent to which federal and state systems lack the capacity to absorb and handle the large numbers involved. Research was undertaken at Operation Safe Corridor (OPSC), a program established in 2016 by the Nigerian state to provide an off-ramp for members of Boko Haram and Islamic State West Africa Province (ISWAP) deemed to be ‘low risk’ by military intelligence. Located at Mallam Sidi on the outskirts of Gombe, the OPSC program houses cohorts of around six hundred clients at any point in time. This report features the findings from thirteen in-depth interviews with participants in the OPSC program to provide important insights into the state-sponsored off-ramp from this group.

Learning is not always the goal of schooling. As policymakers around the world tackle the ongoing global “learning crisis,” it is important to understand the logics behind the design of education systems. Using a political settlements approach, this article documents the evolution of education policy and associated outcomes in Tanzania in tandem with shifts in elite perceptions of the goals of schooling. Tanzania has experienced four phases of political settlements, each of which encapsulated a different policy posture regarding the goal of schooling. The article also shows that electoral incentives are decidedly biased in favor of increasing access to schooling, even at the expense of quality. These findings advance our understanding of the politics of education policy and the persistent failures to invest in improving learning outcomes in many countries around the world.

The main recommendations of the panel report can be summarised under five key headings. Underpinning all five areas is the recognition that human narratives remain crucial for ensuring the widest access to our shared past. There is no wish to see political and economic narratives abandoned but the need is recognised for there to be an expansion to more social narratives to fully explore the potential of the diverse evidence base. The questions that can be asked are here framed in a national context but they need to be supported and improved a) by the development of regional research frameworks, and b) by an enhanced study of Scotland’s international context through time. 1. From North Britain to the Idea of Scotland: Understanding why, where and how ‘Scotland’ emerges provides a focal point of research. Investigating state formation requires work from Medieval Scotland: a future for its past ii a variety of sources, exploring the relationships between centres of consumption - royal, ecclesiastical and urban - and their hinterlands. Working from site-specific work to regional analysis, researchers can explore how what would become ‘Scotland’ came to be, and whence sprang its inspiration. 2. Lifestyles and Living Spaces: Holistic approaches to exploring medieval settlement should be promoted, combining landscape studies with artefactual, environmental, and documentary work. Understanding the role of individual sites within wider local, regional and national settlement systems should be promoted, and chronological frameworks developed to chart the changing nature of Medieval settlement. 3. Mentalities: The holistic understanding of medieval belief (particularly, but not exclusively, in its early medieval or early historic phase) needs to broaden its contextual understanding with reference to prehistoric or inherited belief systems and frames of reference. Collaborative approaches should draw on international parallels and analogues in pursuit of defining and contrasting local or regional belief systems through integrated studies of portable material culture, monumentality and landscape. 4. Empowerment: Revisiting museum collections and renewing the study of newly retrieved artefacts is vital to a broader understanding of the dynamics of writing within society. Text needs to be seen less as a metaphor and more as a technological and social innovation in material culture which will help the understanding of it as an experienced, imaginatively rich reality of life. In archaeological terms, the study of the relatively neglected cultural areas of sensory perception, memory, learning and play needs to be promoted to enrich the understanding of past social behaviours. 5. Parameters: Multi-disciplinary, collaborative, and cross-sector approaches should be encouraged in order to release the research potential of all sectors of archaeology. Creative solutions should be sought to the challenges of transmitting the importance of archaeological work and conserving the resource for current and future research.

There are significant problems during construction to establish an adequate foundation for fills and/or subgrade for pavements when the natural ground has low-bearing soils. Geosynthetics such as geogrids, geotextiles, and/or geocells could provide a less time-consuming, costly alternative for establishing an adequate foundation for the fill and/or subgrade. There is extensive evidence in the literature and on DOTs practices about the suitability of using geotextiles in pavements as separators. Previous studies have also shown that the use of geogrids in flexible pavements as a reinforcing mechanism could decrease the thickness of the base layer and/or increase the life of the pavement. In this study, analyses of selected pavement designs using Pavement ME—while considering geogrid-enhanced base or subgrade resilient modulus values—showed that geogrid-reinforcement, when placed at the interface between subgrade and base, did not produce significant benefits and only a modest increase in pavement life was predicted. In addition, parametric finite element analyses were carried out to investigate the potential benefits of placing a geogrid at the base of a fill over a localized weak foundation zone. The analyses showed that the use of geogrids is beneficial only when: (a) the stiffness of the weak foundation soil is about an order of magnitude smaller than the rest of the foundation soil; and (b) the horizontal extent of the weak foundation soil is at least 30% of the base of the embankment foundation. The largest decrease in differential settlements at the surface of the fill, resulting from geogrid-reinforcement, was less than 20% and, therefore, it is unlikely that the sole use of geogrids would be sufficient to mitigate differential settlements. Based on previous studies, a geocell mattress, which is a three-dimensional geosynthetic filled with different types of materials, could act as a stiff platform at the base of an embankment and bridge over weak zones in the foundation. However, given the limited experience in Indiana on the use of geocells, further research is required to demonstrate that geocells can be effectively used in place of other reinforcement methods.

Recent literature on the political economy of education highlights the role of political settlements, political commitments, and features of public governance in shaping education systems’ development and performance around learning. Vietnam’s experiences provide fertile ground for the critique and further development of this literature including, especially, its efforts to understand how features of accountability relations shape education systems’ performance across time and place. Globally, Vietnam is a contemporary outlier in education, having achieved rapid gains in enrolment and strong learning outcomes at relatively low levels of income. This paper proposes that beyond such felicitous conditions as economic growth and social historical and cultural elements that valorize education, Vietnam’s distinctive combination of Leninist political commitments to education and high levels of societal engagement in the education system often works to enhance accountability within the system in ways that contribute to the system’s coherence around learning; reflecting the sense and reality that Vietnam is a country in which education is a first national priority. Importantly, these alleged elements exist alongside other features that significantly undermine the system’s coherence and performance around learning. These include, among others, the system’s incoherent patterns of decentralization, the commercialization and commodification of schooling and learning, and corresponding patterns of systemic inequality. Taken together, these features of education in Vietnam underscore how the coherence of accountability relations that shape learning outcomes are contingent on the manner in which national and local systems are embedded within their broader social environments while also raising intriguing ideas for efforts to understand the conditions under which education systems’ performance with respect to learning can be promoted, supported, and sustained.

Under the United Nations Charter, the U.N. Security Council has several important functions and powers, not least with regard to taking binding actions to maintain international peace and security. The ten elected members have the opportunity to influence this area and others during their two-year terms on the Council. In this paper, we aim to illustrate some of these opportunities, identify potential guidance from prior elected members’ experiences, and outline the key procedures that incoming elected members should be aware of as they prepare to join the Council. In doing so, we seek in part to summarize the current state of scholarship and policy analysis in an effort to make this material more accessible to States and, particularly, to States’ legal advisers. We drafted this paper with a view towards States that have been elected and are preparing to join the Council, as well as for those States that are considering bidding for a seat on the Council. As a starting point, it may be warranted to dedicate resources for personnel at home in the capital and at the Mission in New York to become deeply familiar with the language, structure, and content of the relevant provisions of the U.N. Charter. That is because it is through those provisions that Council members engage in the diverse forms of political contestation and cooperation at the center of the Council’s work. In both the Charter itself and the Council’s practices and procedures, there are structural impediments that may hinder the influence of elected members on the Security Council. These include the permanent members’ veto power over decisions on matters not characterized as procedural and the short preparation time for newly elected members. Nevertheless, elected members have found creative ways to have an impact. Many of the Council’s “procedures” — such as the “penholder” system for drafting resolutions — are informal practices that can be navigated by resourceful and well-prepared elected members. Mechanisms through which elected members can exert influence include the following: Drafting resolutions; Drafting Presidential Statements, which might serve as a prelude to future resolutions; Drafting Notes by the President, which can be used, among other things, to change Council working methods; Chairing subsidiary bodies, such as sanctions committees; Chairing the Presidency; Introducing new substantive topics onto the Council’s agenda; and Undertaking “Arria-formula” meetings, which allow for broader participation from outside the Council. Case studies help illustrate the types and degrees of impact that elected members can have through their own initiative. Examples include the following undertakings: Canada’s emphasis in 1999–2000 on civilian protection, which led to numerous resolutions and the establishment of civilian protection as a topic on which the Council remains “seized” and continues to have regular debates; Belgium’s effort in 2007 to clarify the Council’s strategy around addressing natural resources and armed conflict, which resulted in a Presidential Statement; Australia’s efforts in 2014 resulting in the placing of the North Korean human rights situation on the Council’s agenda for the first time; and Brazil’s “Responsibility while Protecting” 2011 concept note, which helped shape debate around the Responsibility to Protect concept. Elected members have also influenced Council processes by working together in diverse coalitions. Examples include the following instances: Egypt, Japan, New Zealand, Spain, and Uruguay drafted a resolution that was adopted in 2016 on the protection of health-care workers in armed conflict; Cote d’Ivoire, Kuwait, the Netherlands, and Sweden drafted a resolution that was adopted in 2018 condemning the use of famine as an instrument of warfare; Malaysia, New Zealand, Senegal, and Venezuela tabled a 2016 resolution, which was ultimately adopted, condemning Israeli settlements in Palestinian territory; and A group of successive elected members helped reform the process around the imposition of sanctions against al-Qaeda and associated entities (later including the Islamic State of Iraq and the Levant), including by establishing an Ombudsperson. Past elected members’ experiences may offer some specific pieces of guidance for new members preparing to take their seats on the Council. For example, prospective, new, and current members might seek to take the following measures: Increase the size of and support for the staff of the Mission to the U.N., both in New York and in home capitals; Deploy high-level officials to help gain support for initiatives; Partner with members of the P5 who are the informal “penholder” on certain topics, as this may offer more opportunities to draft resolutions; Build support for initiatives from U.N. Member States that do not currently sit on the Council; and Leave enough time to see initiatives through to completion and continue to follow up after leaving the Council.
