The monograph forms the doctrine of the financial and legal status of municipalities and identifies the features of its implementation in the Russian Federation at the present stage. The structure of the financial and legal status of the municipality as a whole is comprehensively presented, its elements are defined, their detailed characteristics are given; the features of the implementation of the financial and legal status of certain types of municipalities (urban and municipal districts, municipal districts, urban and rural settlements, etc.), those of them that have a special legal status (single-industry towns, BUT, science towns) or are located on the territory with a special economic status (territories of advanced socio-economic development, the free port of Vladivostok), as well as within the framework of inter-municipal cooperation and the development of urban agglomerations are indicated; a system of guarantees for the implementation by municipalities is established its financial and legal status. Particular attention is paid to the disclosure of the social block of the financial and legal status of municipalities, represented by the mechanism of citizens' participation in the financial activities of municipalities, including the involvement of citizens in the budget process at the municipal level and the implementation of public financial control over local finances. The collection contains articles on the quality of the conceptual apparatus and terminology of Federal Law No. 498-FZ of December 27, 2018 "On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation", the subject of its legal regulation, the effectiveness of the mechanism for its implementation laid down in the law, state supervision and public control in the field of animal treatment. The problems of organizing the activities of animal shelters without owners, protecting animals from abuse and responsibility for such offenses, directions and ways to improve Federal Law No. 498-FZ and the practice of its application are also highlighted. Attention is paid not only to modern, but also to historical, international and foreign experience of legal regulation of the considered social relations, norms-requirements, restrictions and prohibitions in the field of keeping and using animals, moral and ethical aspects of interaction between people and animals, which emphasizes the complex and interdisciplinary nature of the presented research. The publication is addressed to lawyers-scientists and practitioners, subjects of the law of legislative initiative, employees of state authorities and local self-government bodies directly involved in the application of the norms of Federal Law No. 498-FZ, employees of various organizations engaged in the maintenance, use and protection of animals, animal rights activists, students and postgraduates of law schools, as well as a wide range of readers interested in this issue.

The monograph examines topical issues of reforming the organization of public power in our country in connection with the adoption in 2020 of the Law on Amendments to the Constitution of the Russian Federation. The logic of changes in the organization of public power and the directions of concretization of constitutional values, taking into account the laws of the development of the constitutional system of Russia, are revealed. The most significant characteristics of the updated model of interaction of federal public authorities in accordance with the principle of separation of powers are identified, the trends of constitutional transformations in the spheres of federal relations and local self-government, ensuring the fulfillment by public authorities of international obligations of the Russian Federation are investigated. Particular attention is paid to the development of the legal mechanism of interaction between public authorities and civil society. The authors of the book take into account the results of legislative support for the reform of public power in 2020-2021, a forecast assessment of the implementation of the relevant constitutional and legislative novelties is given, including taking into account the existing legal risks. Solutions are proposed to a number of legal issues of legislative regulation of public power, which can increase the efficiency of its functioning. The monograph reveals the key socio-economic problems of the innovation economy: its content as a knowledge economy and its role in evolutionary development; human capital (living intelligence) as the main resource of the innovation economy. Much attention is paid to the institutional support of innovation through a system of institutions and mutually beneficial contracts. The mixed mechanism of implementation of innovative activity as a synthesis of spontaneous market self-regulation and conscious public administration is shown. The result of the "social control" of society and the state is the coordination of the actions of economic entities and the ordering of economic processes. The most important institution of human society is the family as a strong power in the state. And the person himself with his knowledge, culture, ethics and morality is the main value of society. The main purpose of the family is to reproduce life and provide a person with everything necessary. The state as an institution manages a person's education and health, helps to change his lifestyle, strengthening humanity, ethics, morality and culture of life. The modern global economy remains a sphere of domination of market egoism. It is the market that performs the function of morality as a person and society as a whole. In the global economy, a person is not a representative of the people, but a representative of the system, a standard way of life. And he should live in communication based on respect for each other. It is concluded that today the main wealth of society is not material, but social wealth: the person himself with his knowledge, culture, ethics and morality is a living intellect; a family with the reproduction of life; immaterial knowledge that covers all types of work that cannot be calculated and paid, where the motive is the joy of free cooperation, free giving and community. In this "invisible economy" people mutually teach each other humanity and create a culture of joint thinking and living together. The capacity to engage in spontaneous self-generated thought is fundamental to the human experience, yet surprisingly little is known regarding the neurocognitive mechanisms that support this complex ability. Dementia syndromes offer a unique opportunity to study how the breakdown of large-scale functional brain networks impacts spontaneous cognition. Indeed, many of the characteristic cognitive changes in dementia reflect the breakdown of foundational processes essential for discrete aspects of self-generated thought. This chapter discusses how disease-specific alterations in memory-based/construction and mentalizing processes likely disrupt specific aspects of spontaneous, self-generated thought. In doing so, it provides a comprehensive overview of the neurocognitive architecture of spontaneous cognition, paying specific attention to how this sophisticated endeavor is compromised in dementia.

Memory and Attention Adaptation Training (MAAT) is a cognitive-behavioral therapy (CBT) designed to help cancer survivors self-manage and mitigate the late and long-term effects of cancer and cancer therapy on memory function. Cancer-related cognitive impairment (CRCI) is a set of mild to moderate memory and attention impairments that can have an adverse influence on quality of life. CRCI symptoms tend to present during active treatment, but for some individuals cognitive changes can persist for years. While the exact prevalence of CRCI is unknown, review of the literature estimates that nearly half of all survivors may experience some form of CRCI. Causes of CRCI are multiple and are the subject of continued research. Chemotherapy, genetic vulnerability, neurovascular damage, inflammation, and hormonal/endocrine disruption have all been identified as candidate mechanisms of persistent cognitive change. Given the multiple causal mechanisms, finding a biomedical treatment for CRCI remains elusive. MAAT was developed as a CBT to help cancer survivors make adaptive behavioral and cognitive changes to improve performance in the valued activities that CRCI hinders. MAAT consists of eight visits and has been designed for administration through telehealth technology, improving access to the survivorship care that so many cancer survivors may lack after the time and expense of cancer treatment. Survivors can use this workbook to reinforce their in-session learning and continue to build adaptive coping.

This chapter considers a form of attention-based meditation as a novel means to gain insight into the mechanisms and phenomenology of spontaneous thought. Focused attention (FA) meditation involves keeping one’s attention on a chosen object, and repeatedly catching the mind when it strays from the object into spontaneous thought. This practice can thus be viewed as a kind of self-caught mind-wandering paradigm, which suggests it may have great utility for research on spontaneous thought. Current findings about the effects of meditation on mind-wandering and meta-awareness are reviewed, and implications for new research paradigms that leverage first-person reporting during FA meditation are discussed. Specifically, research recommendations are made that may enable customized analysis of individual episodes of mind-wandering and their neural correlates. It is hoped that combining detailed subjective reports from experienced meditators with rigorous objective physiological measures will advance the understanding of human consciousness.

Now imagine a wing that has no hinged control surfaces or linkages but that instead bends or warps to assume an appropriate shape, like the wing of a bird. Such a device could be enabled using an electro-active polymer technology based on electronic artificial muscles. Artificial muscles act directly on a structure, like our leg muscles that are attached by tendon to our bones and that through phased contraction enable us to walk. Sensory feedback from our muscles enables proprioceptive control. So, for artificial muscles to be used appropriately we need to pay attention not only to mechanisms for muscle actuation but also to how we can incorporate self-sensing feedback for the control of position.

This chapter examines the human essence in helping relations, with a particular focus on belongingness, independence, and status. It first reviews research on seeking and receiving help, paying attention to how receiving assistance from others leads to positive and negative consequences for the recipient: positive reactions are expressed in feelings of gratitude, while negative consequences come in the form of threat to self-esteem. The chapter proceeds by discussing the dynamics of inequality in interpersonal and intergroup helping, along with the autonomy versus dependency nature of help (i.e., solutions vs. tools). It explores how generosity breeds prestige within the group. It continues to strategic aspects in intergroup helping relations, considers the ways in which helping relations constitute subtle mechanisms to maintain or challenge existing structural inequality (i.e., the Intergroup Helping as Status Relations model, IHSR). Self-inflicted injury (SII) is defined as a deliberate act in which a person seeks to cause bodily harm or death. The etiology and developmental course of SII are unclear. Converging evidence suggests coercive family processes may heighten risk for SII and related clinical problems among vulnerable youth. This chapter outlines a developmental theory of SII with particular attention to contextual risk factors. It proposes that risk for SII is highest when vulnerable youth are exposed repeatedly to coercive and invalidating family environments. Evidence in support of this theory is drawn from longitudinal studies of SII and borderline personality traits. The chapter also reviews data involving conflict discussion tasks with self-injuring and depressed adolescents and their mothers. Accumulating evidence suggests that coercive processes are a leading contextual mechanism that shapes behavioral and physiological dysregulation, ultimately heightening risk for self-injury and borderline personality disorder.

In her original Feature Integration Theory, Anne Treisman proposed that we process a limited set of basic preattentive, visual features in parallel across the visual field. Binding those features together into coherent, recognizable objects requires selective attention of item after item. In Treisman’s original conception, searches were divided into parallel feature searches and other serial self-terminating searches. Wolfe’s Guided Search model added the idea that the deployment of attention could be guided by preattentive information. In this view, the efficiency of search is related to the effectiveness of guidance on a continuum from perfect guidance, in the case of simple feature pop-out, to no guidance when no basic features distinguish target from distractors. This chapter reviews the evidence for different basic, preattentive features and describes the current understanding of the rules of guidance, the mechanics of visual search, and the relationship of these processes to visual awareness.

After repudiating atomism, Cavendish described a new theory of matter, vitalist materialism. According to Cavendish’s theory, there are three “degrees” of matter: two self-moving and one inanimate. The varying inherent motions of matter give rise to particular creatures and phenomena. This chapter explains Cavendish’s theory, giving particular attention to the metaphors she uses in describing it; for example, Cavendish appeals to a metaphor of dance, in striking contrast to the clock metaphor favored by mechanists of her day. This chapter also traces the development of Cavendish’s vitalist materialism over time, identifying refinements between her first version of it (in 1653) and her last (in 1668). For example, the claim that the parts of nature have free will is only obliquely mentioned in her early presentations of vitalist materialism but becomes explicit in her later works. Similarly, Cavendish’s theory of occasional causation is not fully worked out until her last texts.

How is it that we can think highly abstract thoughts, seemingly fully detached from actual, physical reality? Despite the obvious interactions between mind and body (we get tired, we are hungry, we stay up late despite being tired, etc.), until today it remains puzzling how our mind controls our body, and vice versa, how our body shapes our mind. Despite a big movement towards embodied cognitive science over the last 20 years or so, introductory books with a functional and computational perspective on how human thought and language capabilities may actually have come about – and are coming about over and over again – are missing. This book fills that gap. Starting with a historical background on traditional cognitive science and resulting fundamental challenges that have not been resolved, embodied cognitive science is introduced and its implications for how human minds have come and continue to come into being are detailed. In particular, the book shows that evolution has produced biological bodies that provide “morphologically intelligent” structures, which foster the development of suitable behavioral and cognitive capabilities. While these capabilities can be modified and optimized given positive and negative reward as feedback, to reach abstract cognitive capabilities, evolution has furthermore produced particular anticipatory control-oriented mechanisms, which cause the development of particular types of predictive encodings, modularizations, and abstractions. Coupled with an embodied motivational system, versatile, goal-directed, self-motivated behavior, learning becomes possible. These lines of thought are introduced and detailed from interdisciplinary, evolutionary, ontogenetic, reinforcement learning, and anticipatory predictive encoding perspectives in the first part of the book. A short excursus then provides an introduction to neuroscience, including general knowledge about brain anatomy, and basic neural and brain functionality, as well as the main research methodologies. With reference to this knowledge, the subsequent chapters then focus on how the human brain manages to develop abstract thought and language. Sensory systems, motor systems, and their predictive, control-oriented interactions are detailed from a functional and computational perspective. Bayesian information processing is introduced along these lines as are generative models. Moreover, it is shown how particular modularizations can develop. When control and attention come into play, these structures develop also dependent on the available motor capabilities. Vice versa, the development of more versatile motor capabilities depends on structural development. Event-oriented abstractions enable conceptualizations and behavioral compositions, paving the path towards abstract thought and language. Also evolutionary drives towards social interactions play a crucial role. Based on the developing sensorimotor- and socially-grounded structures, the human mind becomes language ready. The development of language in each human child then further facilitates the self-motivated generation of abstract, compositional, highly flexible thought about the present, past, and future, as well as about others. In conclusion, the book gives an overview over how the human mind comes into being – sketching out a developmental pathway towards the mastery of abstract and reflective thought, while detailing the critical body and neural functionalities, and computational mechanisms, which enable this development.
