Abstract Level of Service is an important measure for describing traffic condition in terms of travel time, speed, convenience, comfort, and safety. The aim of present study is to measure the congestion in mid-block sections using the corresponding average speed values and determine the LOS of the mid-block sections of urban roads based on v/c values. Three mid-block sections were chosen and video-recording method was used for collecting data. Based on the average speed values the level of congestion was determined and the level of service of each mid-block section was also determined by using the v/c ratios. No/low level of congestion was observed in Section- I and Section-III whereas moderate congestion was observed in Section-II. As a result of congestion, fuel consumption will be more, which in turn causes air pollution. When the dynamic PCU values were used for v/c determination, the LOS was A in all the sections.

The analysis of the unban road traffic state based on kinds of floating car data, is based on the model and algorithm of floating car data preprocessing and map matching, etc. Firstly, according to the characteristics of the different types of urban road, the urban road section division has been carried on the elaboration and optimization. And this paper introduces the method of calculating the section average speed with single floating car data, also applies the dynamic consolidation of sections to estimate the section average velocity.Then the minimum sample size of floating car data is studied, and section average velocity estimation model based on single type of floating car data in the different case of floating car data sample sizes has been built. Finally, the section average speed of floating car in different types is fitted to the section average car speed by the least square method, using section average speed as the judgment standard, the grade division standard of urban road traffic state is established to obtain the information of road traffic state.

This paper will aggregate and discuss some of those issues, including Fort Worth's attempt to balance the benefits and burdens of urban drilling. Section I will explain the significant advantages associated with increased production of natural gas. Section II will present a general overview of the Barnett Shale. Section III will detail some of the legal doctrines relative to oil and gas, land use, and water rights. Section IV will cover some of the potential environmental impacts of urban drilling on the community. Section V will review and analyze pertinent sections of Fort Worth's municipal drilling ordinance, along with some commentary regarding the effectiveness of the ordinance. Section VI will explore whether a prohibitive drilling ordinance rises to the level of a regulatory taking. Finally, a brief conclusion will be offered in Section VII weighing the benefits of urban gas production against the potential for environmental harm. Ultimately, this paper is driven by the need to define the proper balance between the advantages of increased natural gas production and the potential environmental and legal impacts of urban drilling. However, the balance depends on the proper regulation of urban drilling through prudent municipal ordinances. Municipalities must be vigilant in enforcing their police power by enacting effective drilling ordinances, but must also use discretion in order to avoid takings claims and conflicts with state laws, which have historically favored the dominance of the mineral estate.

Urban metro cross-section flow is the passenger flow that travels through a metro section. Its volume is a critical parameter for planning operation diagrams and improving the service quality of urban subway systems. This makes it possible to better plan the drive for the sustainable development of a city. This paper proposes an improved model for predicting urban metro section flow, combining time series decomposition and a generative adversarial network. First, an urban metro section flow sequence is decomposed using EMD (Empirical Mode Decomposition) into several IMFs (Intrinsic Mode Functions) and a trend function. The sum of all the IMF components is treated as the periodic component, and the trend function is considered the trend component, which are fitted by Fourier series function and spline interpolation, respectively. By subtracting the sum of the periodic and trend components from the urban metro section flow sequence, the error is regarded as the residual component. Finally, a GAN (generative adversarial network) based on the fusion graph convolutional neural network is used to predict the new residual component, which considers the spatial correlation between different sites of urban metro sections. The Chengdu urban metro system data in China show that the proposed model, through incorporating EMD and a generative adversarial network, achieves a 15–20% improvement in prediction accuracy at the cost of a 10% increase in the calculation time, meaning it demonstrates good prediction accuracy and reliability.

Abstract Roadside trees are distinct component of urban forests, providing benefits to reduce radiation heat and air pollution. However, urban settlements due to overpopulation might affect the abundance of roadside trees. Hence, this study was conducted to assess the species richness and diversity of roadside trees in Shah Alam. All trees with 1-metre height and above in Section 15 and 16 were measured and identified as referred to the Landscape Department of Shah Alam City Council (MBSA) computerised database. The data was analysed for their taxonomic composition and species diversity. A total of 5,523 trees were recorded where 4,087 trees in Section 15 and 1,426 trees in Section 16. Fabaceae was the most dominant family in both sections where their three leading species such as Peltophorum pterocarpum, Pterocarpus indicus, Roystonea regia accounted for 14.7% of the planted trees. Section 15 was relatively higher in taxonomic composition with 11 families and 25 species than Section 16, with 8 families and 18 species. The values for Species Diversity Index are considered high in both sections with 8.37 despite the environmental impact from the industrial activities. Thus, it is suggested that future research should include the potential risks of biodiversity loss for proper management practices in urban settings.

Freiburg is a city in the southern Black Forest with a very innovative and successful urban planning policy. The city, in cooperation with other partners, redeveloped an abandoned Cold War-era military base into an ecologically sustainable cutting-edge city section with a diverse population.This creative project will examine the processes of the successful transformation of Forum Vauban from a military base into a sustainable mixed-use district. Although such progressive initiatives and creative problem solving may not be politic feasible in every community, it is important to learn from such successful and innovate to urban problems. For my creative project, I will describe and analyze various factors, events and policies that have encouraged Vauban to develop into a successful and world-renowned sustainable city section. It is especially important for urban planners to learn from the success of Vauban as a tool for professional development; however, lay person could also greatly benefit by learning about the successful planning practices in Vauban and in the city of Freiburg, Germany. Perhaps, this would enable them to learn enough about good planning practices to make a difference in their own community.

This dissertation is an urban environmental history of the low-lying American slum. Using qualitative research methods, I investigate the historical phenomenon of topographically based, socio-economic segregation in cities, and how urban actors first created these places then remade them. I examine six low-lying urban neighborhoods in the United States: "The Bottoms" in Columbus, Ohio; "Frog Hollow" in Hartford, Connecticut; "The Flats" in Los Angeles, California; "Black Bottom" in Nashville, Tennessee; "Swede Hollow" in St. Paul, Minnesota; and, "Foggy Bottom" in Washington, D.C. The first part of the thesis examines how land and factory owners, real estate developers, and speculators made urban lowlands into residential districts nicknamed bottoms, hollows, and flats beginning in the late nineteenth century. I argue that the deliberately incomplete implementation of urban interventions such as sewerage, water supply, and flood protection created interstitial spaces for stigmatized residence. Considered potentially threatening strangers, foreign immigrants, black migrants, and poor country whites were forced down into the lowlands, which functioned as containment zones within the internal structure of the city. The second part of the thesis details three modes of remaking the lowlands: slum clearance, zoning, and big projects. Late nineteenth century attempts to remove residents and eliminate slums encountered resistance from voters and city officials due to concerns that displaced undesirables would move into their city spaces. By the 1920s, zoning helped to ease middle and upper class fears of invasion by promulgating rules to protect neighborhoods of single-family homes. After 1937, the federal government funded resident removal and physical redevelopment through public housing, highways, and the urban renewal program, erasing the old lowland slums. The history of urban lowlands highlights the low-lying landscape as an urban nexus point, revealing an inherent conflict between urban actors over containment of the poor versus the redevelopment of stigmatized districts. Planners intervene in this conflict, and assist in the repeated remaking of desirable and undesirable city spaces. The thesis draws connections among physical planning, social inequality, natural processes, and urban space in lowlands of unique interest to scholars and practicing planners in an era of renewed interest in the environment of cities.

The project began as a response to a proposal to construct a suburban style grocery store and surface parking lot in the middle of an existing residential neighborhood, including the substantial demolition and 'strip-mall' conversion of a historic theater located on the Washington, DC site. The Thesis evolved as an exploration of how do we reconcile our contemporary mercantile needs within the urban environment; specifically, how can one incorporate a suburban-scaled, 'big-box' retail structure in an existing, complex urban context. The proposal that follows offers an integrated, mixed-use and contextually sensitive solution, incorporating a full size grocery store (the most fundamental of our consumer needs) with multiple levels of parking below, new residential row-housing and commercial space above - retaining and restoring both the historic theater and the overall neighborhood fabric.

Atualmente estamos atravessando um momento único na história do país. Além da estabilidade econômica que gera visibilidade e credibilidade mundial ao Brasil, estamos às vésperas de realizar o maior evento esportivo do planeta: a Copa do Mundo FIFA de Futebol. O futebol é um esporte de grande repercussão – chamado de paixão nacional no Brasil – o que gera grandes expectativas sobre o Megaevento, principalmente pela questão econômica. Além de todos os interesses que cercam a realização deste evento, os cidadãos envolvidos com o Setor Terciário (que abrange atividades comerciais, prestação de serviços, turismo e entretenimento) são os mais otimistas frente à realização do mesmo. Este setor da economia, que cada vez emprega mais pessoas, vem mudando seu perfil desde a década de 70, e a diversidade dos serviços atualmente oferecidos está diretamente relacionada com a mudança do perfil urbano das grandes cidades. A respeito disto, vários autores vêm escrevendo a respeito das modificações ocorridas na dinâmica das metrópoles, como por exemplo Ascher (2004) e Santos (1999), entre outros, que destacam em suas obras a crescente importância da tecnologia no cotidiano, as facilidades de comunicação, informação e mobilidade, o aprimoramento constante da ciência e a consequente modificação da noção de limites espaciais e temporais. Algumas obras já chegam a denominar o nível de complexidade que atingiu o Setor Terciário nas grandes metrópoles de Terciário Superior ou Quaternário, tamanho o ineditismo que foi alcançado neste aspecto atualmente. Para se referir a estes novos processos urbanos, usaremos neste trabalho a denominação Terceira Modernidade Urbana, de Ascher (2004, p. 28), para que haja um destaque deste momento frente aos anteriores. Focando os estudos em Porto Alegre, procura-se aqui encontrar as evidências desta Terceira Modernidade Urbana na capital gaúcha. E, sendo esta uma das 12 cidades-sede da Copa do Mundo no Brasil, objetiva-se verificar também como o Setor Terciário da cidade está se preparando para atender um público global, e qual a expectativa do mesmo sobre o legado que o Megaevento vai deixar para o Setor.
We are currently going through a unique moment in the country's history. Besides economic stability that generates global visibility and credibility to Brazil, we are on the verge of realizing the greatest sporting event on the planet: the FIFA World Cup. The football is a sport of great impact - called national passion in Brazil - which generates great expectations about the mega event, mainly for economic question. Besides all the interests that surround this event, citizens involved in the Tertiary Section (covering commercial activities, services, tourism and entertainment) are the most optimistic ahead to achievement the same. This section of the economy, which increasingly employs more people, is changing its profile since the 70s, and the diversity of services currently offered is directly related to the changing profile of the urban cities. In this regard, several authors have been writing about the alterations in the dynamics of metropolises such as Ascher (2004) and Santos (1999), among others, in his works that highlight the growing importance of technology in everyday life, the facilities communication, information and mobility, the constant improvement of science and the consequent modification of the notion of spatial and temporal boundaries. Some works have come to signify the level of complexity that hit the Tertiary Section in the large cities of Upper Tertiary and Quaternary, the unprecedented size has been achieved in this regard today. To refer to these new urban processes, this work will use the term Third Urban Modernity, of Ascher (2004, p. 28), to this moment to have highlighted a compared to others. Focusing on studies in Porto Alegre, seeks to find evidence of this here Third Urban Modernity in the state capital. And, this being one of 12 host cities for the World Cup in Brazil, aims to verify how well the Tertiary Section of the city is preparing to serve a global public, and what is the expectation of the same on the legacy that the mega event will leave the section.

AbstractThis chapter proposes to study urban initiatives implemented in the framework of the EU cohesion policy as integrated urban multi-level policy mixes. The first section details the main policy level and dimensions of these policies and analytical ideas about their relationship based on policy sector and policy integration perspectives. The second section applies this analytical framework to the so-called urban dimension of the cohesion policy, proposing some insights into its multi-scalar comparative analyses based on policy frame changes, member state’s institutional contexts and local settings. The third section specifies the central added value expected from EU integrated urban initiatives and research already done about this issue. AbstractEarly work in planning for food systems emphasized practice and approaches based on common planning methods over a robust theoretical framework. This may have been a strategic choice, but it is worth re-examining. In this section of five chapters, we develop rationales for why and examples of how theory might be applied to make practice better. The section draws out implied theoretical connections in the first wave of food systems scholarship in planning and begins to outline current food systems planning thought that is explicitly theoretical and pushes scholarship in new directions. One challenge to scholars in food systems planning is to be more critical about how and where their work is situated and the implications of different types of action; we do not want food systems planning to recreate past planning errors. How can such scholarship directly consider justice, empowerment, control, and epistemologies that drive action? And, how might ethical considerations be related to food systems scholarship? This section seeks to demonstrate that theory and ethics can be motivators for advancing the field intellectually and practically.

This section of the book reflects upon those pedagogical origins and traces how academics mapped the way they taught about the food system onto the traditional methods and processes that planning students learn. Two of the chapters, however, chart a bolder way forward for food systems planning pedagogy that revolves around equitable community engagement and racial justice. This new justice-oriented, equitable engagement approach requires planning pedagogy to confront the thornier aspects of planning for the food system, by explicitly recognizing the power dynamics, systems of oppression, and injustices that planning has created and perpetuated.

The social economic impacts of the Covid-19 crisis in informal urban settlements are widely discussed in the literature, as are the risk factors for particular social and economic groups in these areas. However, government responses and evidence of their impact do not appear to rise to the challenges posed by these studies. Pre-pandemic analyses of risk factors in informal urban settlements and newly collected evidence from different contexts are available to understand the unique and pressing challenges that the pandemic poses to wellbeing in informal urban settlements. In contrast, there is little evidence of effective policy and programme solutions to address these challenges, which is likely driven by the absence of targeted policies and programmes to support people living in informal urban settlements. As a result, many communities have had to rely on their own limited resources and support networks to respond to the crisis (Wilkinson, 2021). This report briefly summarises the range of available evidence on the social economic impacts of the Covid-19 crisis in informal urban settlements and the intersectional differences in how different identity groups living in them have experienced the pandemic. Following a short introduction to the context of the Covid-19 crisis in these areas, the report outlines three thematic areas that have received significant attention in the literature and policy discourses – livelihoods and poverty, food security, and education. While not an exhaustive list, this range of topics is indicative of the range of evidence available and outstanding gaps. The remaining section details evidence of how different identity groups living in informal urban settlements have experienced the pandemic based on gender, disability, age, and migration status. The review draws on a mixture of academic and grey literature, with some opinion pieces and blogs also included given the ongoing nature of the pandemic.

The rapid growth in population and related demand for travel during the past few decades has had a catalytic effect on traffic congestion, air quality, and safety in many urban areas. Transportation managers and planners have planned for new facilities to cater to the needs of users of alternative modes of transportation (e.g., public transportation, walking, and bicycling) over the next decade. However, there are no widely accepted methods, nor there is enough evidence to justify whether such plans are instrumental in improving mobility of the transportation system. Therefore, this project researches the operational performance of urban roads with heterogeneous traffic conditions to improve the mobility and reliability of people and goods. A 4-mile stretch of the Blue Line light rail transit (LRT) extension, which connects Old Concord Rd and the University of North Carolina at Charlotte’s main campus on N Tryon St in Charlotte, North Carolina, was considered for travel time reliability analysis. The influence of crosswalks, sidewalks, trails, greenways, on-street bicycle lanes, bus/LRT routes and stops/stations, and street network characteristics on travel time reliability were comprehensively considered from a multimodal perspective. Likewise, a 2.5-mile-long section of the Blue Line LRT extension, which connects University City Blvd and Mallard Creek Church Rd on N Tryon St in Charlotte, North Carolina, was considered for simulation-based operational analysis. Vissim traffic simulation software was used to compute and compare delay, queue length, and maximum queue length at nine intersections to evaluate the influence of vehicles, LRT, pedestrians, and bicyclists, individually and/or combined. The statistical significance of variations in travel time reliability were particularly less in the case of links on N Tryon St with the Blue Line LRT extension. However, a decrease in travel time reliability on some links was observed on the parallel route (I-85) and cross-streets. While a decrease in vehicle delay on northbound and southbound approaches of N Tryon St was observed in most cases after the LRT is in operation, the cross-streets of N Tryon St incurred a relatively higher increase in delay after the LRT is in operation. The current pedestrian and bicycling activity levels seemed insignificant to have an influence on vehicle delay at intersections. The methodological approaches from this research can be used to assess the performance of a transportation facility and identify remedial solutions from a multimodal perspective.

This handbook is the culmination of the NORDGREEN project, which develops and implements smart planning and management solutions for well-designed, high-quality green spaces that promote health and well-being. Researchers and practitioners worked alongside one another in six Nordic cities: Aarhus (Denmark), Espoo and Ii (Finland), Stavanger (Norway), and Täby and Vilhelmina (Sweden). Together, the researchers and practitioners applied methods including GIS data analysis, statistical analysis, PPGIS surveys and analysis, policy document analysis, interviews, and evidence-based design models. The handbook uses an innovative framework based on the multi-disciplinary approach of the project, using epidemiological studies, environmental psychology, policy and management, and citizen participation. These fields of study and their respective methodologies are divided into the four so-called NORD components—NUMBERING, OBSERVING, REGULATING, and DESIGNING—which, accompanied by a BACKGROUND section reviewing the evidence linking green space and human health, form the bulk of the handbook. Some key take-away messages from these chapters include: There is a fairly broad consensus that access to, and use of, natural and green areas have a positive influence on people’s health and well-being. Both perceived and objective indicators for access to green space and for health are needed for making a more comprehensive evaluation for how people’s health is influenced by green space. Citizens’ experiential, local knowledge is a vital component of urban planning, and PPGIS can offer practitioners the opportunity to gather map-based experiential knowledge to provide insights for planning, designing, and managing green spaces. Alignment, both vertically across the political, tactical, and operational levels, as well as horizontally across departments, is critical for municipal organisations to foster health-promoting green spaces. Evidence-based design models can provide important categories and qualities for diagnosing the gaps in existing green spaces and designing green spaces with different scales and scopes that respond to the various health and well-being needs of different people. Based on the research and lessons learned from the six case study cities, the handbook provides practitioners with a TOOLBOX of adaptable methods, models, and guidelines for delivering health-promoting green spaces to consider in their own contexts. By reading this handbook, planners and policymakers can expect to gain (1) a background on the evidence linking green spaces and health, practical tools for planning, designing, and managing green spaces, (2) tips from researchers regarding the challenges of using various methods, models, and guidelines for delivering health-promoting green space, and (3) inspiration on some success stories emerging from the Nordic Region in this area of study. The handbook covers a wide range of health and urban green space topics. Landscape architects will find evidence-based design models for enhancing existing green space design processes. Planners will find methods and guidelines for identifying, collecting, and analysing both qualitative and quantitative green space and health data from statistical databases, national citizen surveys, and map-based participatory surveys. And all practitioners will find guidelines for achieving programmatic alignment in their work for delivering health-promoting green space.

In this paper we explore the possible impact of urban congestion on agglomeration economies for a cross-section set of cities in Latin America. We use travel time data from Tom Tom to estimate wage regressions equations controlling for city size and congestion. We use population in each city in the 19th and early 20th century as instruments for current city size (measures by population). In our baseline estimates, we find an elasticity of wages to city size of 0.05, very similar to previous research in the region. When congestion is included in the estimation, we find that agglomeration economies are reduced. This holds even after using rain-days and average yearly as an instrument for congestion. Our results imply that congestion is a drag on economic productivity. This indirect cost of congestion is considerably larger economically than the direct cost measured as the loss of valuable time for citizens.

This paper compares the saving behavior of formal and informal workers and additionally provides a socioeconomic and financial characterization of informal workers in Chile. The paper uses the Financial Household Survey conducted by the Central Bank of Chile in 2007, 2008, 2009 and 2010, which covers between 1,740 and 2,533 urban households, performing both OLS and probit regressions. The cross-section regression results indicate that, in general, informal households save less than formal households. Further, descriptive data indicate that informal workers have less access to financial services and possess less financial assets and liabilities. In terms of policy implications, combating informality may not only improve the well-being of workers, but may also have positive consequences on the aggregate saving rate. In addition, for Chile, it is evident that there is ample room to improve access to financial services not only for informal but also for formal workers.

However, climate change is expected to exacerbate the threat of natural hazards and pose new ones. As a result of climate change, average temperatures and sea levels are known to be rising, precipitation patterns might change, and hurricanes could intensify. Many of these changes are already occurring, and are projected to become more severe in the future. The Inter-American Development Bank (IDB) supports a wide-range of projects in the LAC region. Climate change-related risks could adversely affect the financial, economic, environmental, and social performance of current and future IDB investments in the region. This factsheet identifies climate change risks and risk management options that can be incorporated into IDB-investments for the urban infrastructure sector.

This report reviews and summarizes the current state of knowledge and practice related to mechanical damage in natural gas and hazardous liquid steel pipelines, with a particular focus on transmission pipelines. Comprehensive voluntary interviews were conducted with 10 pipeline operators who represent a diverse cross-section of industry professionals in the United States, Canada, and Europe. The interviews, which focused on operator practices for detection, characterization, and mitigation of mechanical damage on both gas and liquid transmission and gas distribution pipelines (the latter examined for comparison purposes), provided an invaluable source of data for the development of this report. Operator practices associated with the prevention of mechanical damage primarily resulting from excavation damage were also extensively covered in the interviews. The inquiry primarily included pipelines that comprise transmission systems, but gas distribution companies also reported on their experience with distribution systems consisting of both steel and plastic pipe, the latter reviewed for a comprehensive discussion of the operator's damage prevention programs and issues. Pipeline geographic locations included remote and rugged terrain, rural areas, and constrained urban environments.
