Manuel Miró received his M.Sc. (1998) and Ph.D. (2002) in Chemistry from the University of the Balearic Islands, Spain. He has conducted post-doctoral research in several universities, including the Technical University of Berlin, Technical University of Denmark and University of Natural Resources and Applied Life Sciences. He is currently Full Professor in Analytical Chemistry at the University of the Balearic Islands (since September 2017); Guest Professor at Charles University (Czech Republic) (since 2014); and member of the IUPAC Chemistry and Environment Division (Subcommittee on Chemical and Biophysical Processes in the Environment). He has completed and consolidated four teaching periods (each of 5 years) and three research periods (each of 6 years). Dr. Miró is the Reviews Editor of the journal Analytica Chimica Acta (Elsevier, IF: 6.91, the second highest IF across scientific journals for general analytical chemistry) and Associate Editor of the Encyclopedia of Analytical Science, 3rd Edition, Elsevier, positions that he has held since 2007 and 2016, respectively. His publication record shows over 220 refereed publications, including 14 book chapters and a foreword, with an h-index of 42 and over 5600 citations. He has published 24 articles in the prestigious journal ‘Analytical Chemistry’ from the American Chemical Society and is the corresponding author of 110 articles. Dr. Miró has delivered 70 oral presentations (60 as plenary, keynote, or invited lecturer) at international conferences on analytical chemistry, sample preparation, nanotechnology, environmental chemistry, and automation based on flow methodology. He has also presented over 180 poster communications in international conferences and symposiums. He has supervised 10 Ph.D. students in national and international universities (Technical University of Denmark, Mahidol University and Chiang Mai University in Thailand, University of the Balearic Islands in Spain, and Federal University of Bahia in Brazil). He has been actively engaged in 34 national and international research projects (e.g., University of Melbourne in Australia and Charles University in Czech Republic), including 16 as the Principal Investigator. Dr. Miró’s research interests are focused on the development of on-line sample processing strategies for isolation and/or preconcentration of trace levels of environmental pollutants, exploiting 3D printing in the generation of various flow injections, including 3D-printed µFIA and Lab-on-a-Valve mesofluidic platforms, in conjunction with modern analytical instrumentation.

Victor T. Le Vine, professor emeritus of political science, analyst, and commentator, died on May 7, 2010, after a brief illness. Le Vine, an only son, was born in Berlin in 1928. His family fled Nazi Germany and lived in France until they immigrated to the United States in 1938. A polyglot, fluent in French, German, and Russian, he was a rigorous researcher, a dedicated teacher, and an encyclopedic repository of classical works in politics, history, literature, and music. He mentored hundreds of graduate and undergraduate students in his 47 years as an academic and was known for using his multilingual skills and photographic memory to make every class lecture come alive—at times accompanying them with his vivid newspaper clippings that he collected from his travels. In his classroom, the politics of the postcolonial world were peppered with vignettes of his experiences as a participant observer in the heyday of Africa's decolonization. He shared with his students the emergence of the political systems of diverse countries such as Benin, Cameroon, Cyprus, the Czech Republic, Eritrea, Ghana, France, Israel, the PRC, Rwanda, Saudi Arabia, Turkey, and Zaire (DRC).

Purpose – The purpose of this paper is to discuss the current state of provision for homeless people in Prague. Design/methodology/approach – This is primarily a narrative account, though supported by and referenced with contemporary Czech social policy scholarship. It first traces the roots of the current situation through the history of the Czech legal framework for citizenship; the effects of communist-era ideology, when homelessness was simply hidden; and the post-communist (new-era) economic and political climate. The range of existing services is then described and analysed with respect to the difficulties in the demands posed for people in this situation. Findings – The paper outlines the current approach with outreach (“terrain”), engagement (“threshold”) and “accommodation” (support and rehab) services; and the challenges in transition from one to the next. Many systemic barriers remain for the re-integration of homeless people, stemming from attitudes within the community and amongst professionals, as much as a sheer lack of resources, or the psychological and emotional difficulties of the homeless themselves. Originality/value – There are few papers published internationally on homelessness in the new EU states. The similarity in the structure of services to what are sometimes called “staircase models” may therefore be instructive.

New records are provided for aquatic dance flies from Czech Republic, with new distribution records for 19 species in six different genera. Four species are newly recorded from Czech Republic: Dolichocephala ocellata (Costa, 1854), Kowarzia tenella (Wahlberg, 1844), Wiedemannia insularis Collin, 1927 and Wiedemannia wachtli (Mik, 1880). There are now 43 species of aquatic dance flies recorded from Czech Republic.

Abstract The article deals with an institutional reform of public employment services implemented in the Czech Republic in 2011. By merging social benefits administration with employment services into the newly established Labour Office of the Czech Republic, the right-wing government attempted to reduce the staffing and administrative costs of these services and to improve the governance of local labour offices. Using the theoretical concept of “policy fiasco” and taking an interpretive perspective thereon, we analyse these organisational changes in the functioning of public employment services in the Czech Republic. Our data consist of interviews with experts on labour market policy in the Czech Republic and two focus groups with employees of labour offices who had participated in the reform process. We conclude that the institutional reform of public employment services in the Czech Republic in 2011 can be referred to as a policy fiasco in the sense of the theoretical concept used in the work of Bovens and t’Hart (1998).

The paper explains the need for proper wastewater treatment in the Czech Republic and the development of legislation for effluent standards. A step-wise development from environmental quality standards to emission effluent standards is described. The necessity of retaining the environmental quality standards in the new legislation under specific conditions of the Czech Republic is explained. The paper describes the proposal by the Czech Association of Wastewater Treatment Experts to change the absolute effluent standards to standards with a stochastic character. The numerical values of effluent standards in the Czech Republic depend on the wastewater treatment plant size. Thus the wastewater treatment processes characteristic of individual size categories are described.

Summary This paper deals with the question, whether, how and to what extent the Charter of Fundamental Rights of the EU could enter the scene of constitutional review before the Czech Constitutional Court. In connection to Czech Republic, this question must react on the special constitutional category – Czech constitutional order, which includes also international agreements on human rights which are binding for the Czech Republic. The paper analyses the question, whether EU Charter can be understood as such international commitment or not and what are the options of its application by the Czech Constitutional Court and also how we can define its relation to the constitutional order. Paper distinguishes 3 scenarios: 1) inclusion of the EU Charter into the constitutional order of the Czech Republic; 2) refusal of formal inclusion of the EU Charter into the constitutional order of the Czech Republic; and 3) understanding of the EU Charter as association of constitutional order, capable to be used within the constitutional order even without the formal inclusion into the set of Czech constitutional rules.

AbstractThe Czech Republic is the only European Union member state not to have ratified the Rome Statute of the International Criminal Court. Although the Czech Republic is a like-minded state and the government can generally be said to support the ratification, there are several reasons why this has not yet happened. This paper elucidates these reasons. It gives an overview of the relevant provisions of Czech constitutional law as well as both material and procedural criminal law and shows current Czech procedures regarding international cooperation. In this evaluation, it is highlighted that most existing provisions or those currently undergoing revision would soon enable the Czech Republic to ratify and implement the Rome Statute. The reasons why this has not yet happened are shown to be not as much legal as they are political.
