The history of the creation of the Imperial Public Library for more than two centuries has continued to excite researchers of Russian culture., Monographs have been created dedicated to the figures who stood at the head of the emerging Library in the first years of its creation in the late 18th – early 19th centuries. Meanwhile, the figure of Mikhail Ivanovich Antonovsky, a writer, historian, translator, one of the most enlightened people of that time, remained outside the sphere of attention for many years. Objective – This project sought to build upon a reader development tool, Many Roads to Wellbeing, developed by a health librarian in a mental health NHS Trust in Birmingham, England, by piloting reading group sessions in the main public library in the city using wellbeing-themed stories and poems. The aim was to establish whether a “wellbeing through reading” program can help reading group participants to experience key facets of wellbeing as defined by the Five Ways to Wellbeing. Methods – The program developers ran 15 monthly sessions at the Library of Birmingham. These were advertised using the Meetup social media tool to reach a wider client base than existing library users; members of the public who had self-prescribed to the group and were actively seeking wellbeing. A health librarian selected wellbeing-themed short stories and poems and facilitated read aloud sessions. The Library of Birmingham provided facilities and a member of staff to help support each session. Results – A total of 131 participants attended the 15 sessions that were hosted. There was a 95% response rate to the questionnaire survey. Of the respondents, 91% felt that sessions had helped them to engage with all of the Five Ways to Wellbeing. The three elements of Five Ways to Wellbeing that participants particularly engaged with were Connect (n=125), Take Notice (n=123), and Keep Learning (n=124). Conclusion – The reading program proved to be successful in helping participants to experience multiple dimensions of wellbeing. This project presents a new way of evaluating a bibliotherapy scheme for impact on wellbeing, as well as being an example of effective partnership working between the healthcare sector and a public library.

This study aims to determine the stages of the application of the Law on Public Information Openness and the obstacles faced by the Library and Archives Office of East Luwu Regency. This research uses descriptive research using a qualitative approach. This research was conducted at the Department of Library and Archives of East Luwu Regency. Methods of data collection through interviews, observation and documentation. The results showed the stages of implementing the Public Information Openness Law at the East Luwu Regency Library and Archives Service, namely through three stages. The three stages are analyzing information based on Law Number 14 of 2008 concerning public information disclosure; information is analyzed again based on the rules of the National Archives of the Republic of Indonesia (ANRI); and publish on the official website of the East Luwu Regency Library and Archives Service. Purpose The purpose of this paper is to examine current public library apps in Scotland and assess Scottish public library users’ opinions of those apps. Design/methodology/approach Two qualitative and quantitative surveys were conducted. One survey was distributed to each Scottish local authority, the entities responsible for public libraries and Scotland. The second survey was made available to the public. The results were analysed with nonparametric statistics and content analysis. Findings All 32 authorities responded. In all, 17 authorities had an app, two had one in development, and 13 had none. Offering an alternative means of communication to patrons was the main reason for providing an app, while cost and low priority were the main reasons provided against app provision. Authorities were satisfied with the core services offered in their apps, but less so with others. No authorities had consulted the public regarding app provision. The public (n=185), while satisfied with current library apps, criticised the complex procedures required to access external services. Patrons from authorities without an app stated interest in apps. Research limitations/implications It is vital for public libraries to implement at least core services that are optimised for mobile devices. They should consult with the public before and throughout the development process to ensure they are happy with the implementation. Originality/value This is the first known study to explore public library app use in Scotland as well as one of the first in public library app use worldwide.

Penelitian dilakukan dengan menggunakan metode deskriptif dan Verifikatif. Penelitian ini mengkaji Pengaruh bauran promosi, yang terdiri dari Periklanan, Penjualan Personal, Promosi Penjualan, Penjualan Langsung dan Publisitas terhadap Minat Baca Anggota Perpustakaan Universitas Widyatama dengan menggunakan teknik regresi berganda. Data dikumpulkan menggunakan kuesioner dengan skala Likert. Pengolahan data menggunakan analisis regresi berganda dan data deskriptif analisis menggunakan teknik rata-rata.Hasil penelitian menunjukkan secara parsial variabel Periklanan, Penjualan Personal, Promosi Penjualan, Penjualan Langsung dan Publisitas berpengaruh secara signifikan terhadap Minat Baca Anggota Perpustakaan Universitas Widyatama. Secara simultan masing-masing sub variabel bauran promosi memiliki pengaruh yang signifikan Minat Baca Anggota Perpustakaan. ABSTRACT This study aims to determine the Effect of Promotion Mix on Reading Interest of Members of the Library. Grand theory used is Promotion Mix from Kotler and Armstrong. The research hypothesis is that there is a simultaneous influence of the promotion mix, which consists of Advertising, Personal Selling, Sales Promotion, Direct Marketing and Public Relation towards Reading Interests of Widyatama University Library Members. The study was conducted using descriptive and verification methods. This study examined the effect of promotional mix, which consisted of Advertising, Personal Selling, Sales Promotion, Direct Marketing and Public Relation on Reading Interests of Widyatama University Library Members using multiple regression techniques. Data was collected using a questionnaire with a Likert scale. Processing data using multiple regression analysis and descriptive analysis data using the average technique. The results showed partially the variable Advertising, Personal Selling, Sales Promotion, Direct Marketing and Public Relation significantly influence the Reading Interest of Widyatama University Library Members. Simultaneously each promotional mix sub variable has a significant influence on Library Member Reading Interest. The most dominant variable in the Reading Interest of Widyatama University Library Members is Personal Selling.

Purpose The purpose of this paper is to study globally successful public library systems with reference to their infrastructure, physical space, services, collection, processes, finances and best practices and recommend models, structure and minimum standards for smart public libraries of the upcoming 100 smart cities of India. Design/methodology/approach An email with 14 questions was sent to 50 public library system across the world. A sample of n = 18 responses were received. Findings The finding suggests that all the libraries have a central library and a good network of branch libraries across respective cities with adequate staff and collection to cater to the needs of the public. The size of the central library varied from 8,000 m2 (Cologne Public Library) – 86,000 m2 (Boston public library) and average size of the branch library varied from 200 m2 (Aarhaus) – 1,582 m2 (Barcelona). Monthly average users varied from 96,000 (Moscow) – 1.5 million (Toronto). Social implications The Indian public library system remains uneven throughout the country with varying levels of legislation, financing and quality of library services. Even a room with few books is considered as a library. The results of this study will help develop a quality public library system of global standard and ensure that libraries are transformed into knowledge hubs. Originality/value This study is a unique exploration in which different types of libraries are defined in terms of physical space, service, staff, collection based on a global model which ensures uniform growth and development of public library systems in upcoming smart cities of India.

The purpose of this research is to find out whether social media (Facebook) can provide convenience in introducing various services, providingan an information to users in the current style. In addition, to find out whether facebook can be used to effectively promoting an information services and activities in the library. Researchers will look at facebook, collect documentation data on facebook library pages and analyze them using descriptive qualitative analysis. The approach used is a qualitative approach, namely research that describes the phenomenon, digging data by interviewing informants, observation and documentation. Researchers' technique in finding data will be done directly through online media or the internet by structured interviews and checklists. It's just that if needed the researcher will meet directly the informant. Researchers assume that social media can be used as a substitute for the promotion of library services in the form of online or softcopy and simultaneously to many people and quickly and sometimes even immediately get a response or public response. In addition, promotion with social media can attract users to take of library facilities and participate in library activities and as a media for documentation of various activities in the library. The results of this research are expected to be input and thought for the Library of Indonesian Institute of Arts Surakarta, namely how to promote library services through facebook in this modern era so that the academic community utilizes services library.

Visiting interest comes as a form of fulfilling information needs in library. When users visit the library, they have an interest in obtaining a diverse information and ease of information access. Complete and reliable information is a tool in improving the library. High visitor interest can be an indicator of the library's successful development. This research aims to determine relationship between information access and public visiting the Indonesian National Library. The method used in this research is the survey method with a questionnaire as the research instrument on a sample size (n) of 510. The results showed that the information factors, people factors including gender and occupation, and the place factors have a significant association relationship with the public's interest in visiting the National Library of the Republic of Indonesia. The information factor got the highest result reaching 23.92%. Users factors including gender and occupation showed that 77.64% were women and 58.82% of visitors were students. The place factor obtained results with the majority of visitors agreeing that access to the National Library of the Republic of Indonesia is easy to reach as much as 96.66%. It can be said that the relationship between access to information and public interest in visiting the National Library of the Republic of Indonesia has an accepted hypothesis (H1). The conclusion shows that people have information access behavior of the Information Ground model with its three factors, namely, information, people, place.

Background: This article examines to what extent Canadian public libraries participate in civic journalism at a time when news media coverage is declining in many communities. This pilot study was prompted by reports that public libraries in the United States were undertaking civic-minded journalism following the closure of community newspapers. Analysis: A content analysis of 64 Canadian public library websites found nearly a dozen examples of basic news reporting or civic-minded journalism initiatives (basic reporting, n = 8; civic, n = 3) published during the 2019 and 2021 federal election campaigns. This article also articulates and explains the shared goals and philosophy of the civic journalism movement and the mandate of public libraries. Conclusions and implications: While the numbers are small, this is the first empirical evidence of Canadian public library participation in journalism work, and the fact that it exists at all has significance. Whether or not public libraries in Canada continue to participate in civic-minded journalism warrants further attention.

The public library is an abode of information and knowledge, committed to education, culture, and Library advocacy. Though public libraries are called “people’s University” and cater to varied categories of users and their infinite information needs without any discrimination but still in India many such libraries are still not providing effective services to the user community. In India, out of 28 states, 19 states have already enacted library legislation with the latest entrant being Telangana State (2015) and though Haryana State enacted the Act in the year 1989 but still very few comprehensive studies conducted either by any public library or the users’(RRRLF). Well, the present study attempts to check out the ground reality of the State Central Library along with 2 District Libraries of the State of Haryana in terms of library collection, services, facilities, and user satisfaction. A descriptive survey research design was employed, and 500 library users across three public libraries were surveyed using a structured questionnaire, out of which 396 responses(n=396) were found eligible for the analysis. The study found an improvement in the use of public libraries in the region but identified some inadequate facilities like lack of enhanced library services along with updated collection, and poor internet/ICT services as major factors affecting user satisfaction. The findings suggest that the Haryana government should increase funding to public libraries to acquire adequate information resources and ICT facilities, thereby increasing the utilization of public libraries and meeting the information needs of the users.

The study’s main purpose was to investigate faculty members’ information searching behaviors while administering any research. This study designed an online questionnaire and printed questionnaires used for data collection. The data were analysed using several descriptive statistics, such as frequencies, percentages, and non-parametric tests, i.e., Mann-Whitney and Kruskal-Wallis. The findings showed that faculty members were heavily dependent on search engines to access information, and they have mainly used academic social media sites such as Google Scholar (n=139) and ResearchGate (n=133). Additionally, to keep up-to-date with new publications, they primarily relied on journal alerts (n=126). In the case of applying searching strategies, they used more than one keyword search and sometimes one keyword. Conversely, they do not apply proximity operators, discovery and federated tools and Boolean operators in their search techniques. Furthermore, for modifying search techniques, they used several keywords searching and utilise search engines, databases, and advanced search techniques. Moreover, the Mann-Whitney test result found no significant differences in terms of their gender regarding the types of e-resources used by them, and the Kruskal-Wallis tests found substantial differences in terms of faculty demographic characteristics of using only indexed databases, search engines, academic, social media sites (e.g., ResearchGate, and Zotero Network), current awareness services (i.e., Journal alerts, Web alerts, and discussion lists), and search techniques (i.e., Boolean operators, and Truncation).

The Library began to function on the principle of separate departments. From the largest meetings in various specialties, the departments turned into stable administrative units. For the fi rst time, the history of the Department of Fine Arts and Technology, containing unique collections of prints, lithographs, notes, and others, was recreated in detail. The activities of V. I. Sobolshchikov, V. V. Stasov, I. I. Gornostaev, N. D. Chechulin, L. A. Sakketti, M. L. Lozinsky, who served in it, are disclosed. The order of preparing its catalogs and the organization of large collections, in particular the Peter the Great Gallery, are analyzed. The reasons for the liquidation of the departmental system of the Public Library and the replacement of its functional one is substantiated.

Developments in the 1950s and 1960s involving some 70 municipal libraries were followed by withdrawal into the traditional book-centred role of libraries. Future development of artotheques must be based on the principles of quantity and renewal (ensuring ample choice), and of quality (achieved by professional selection of original prints). A campaign to foster art appreciation and visual literacy, paralleling efforts in the field of literacy, would nourish the role of artotheques. Lifetime and rare editions of works of great writers, researchers, public figures are of special cultural and historical value and enjoy the increased attention of the keepers of book collections and visitors of book museum exhibitions. The purpose of this article is to introduce into scientific circulation the rare copies of domestic and foreign editions of works of the historian and writer N. M. Karamzin (1766 – 1826), stored in the Novosibirsk State Regional Scientific Library (NSRSL) and the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS). Among them are books from the library of the Kolyvan-Voskresensk mining plants, including those received there from personal collections of mining engineers, copies of the journal “Vestnik Evropy” for 1802-1803 from the collection of V. S. Mikhalkov, a volume of “History of the Russian State” used in one of the oldest educational institutions in Russia – the Smolensk Boys’ Gymnasium, a volume of a lifetime edition of the “History of the Russian State”, which belonged to the historian, archaeographer P. M. Stroev, the compiler of the “Key, or alphabetical index to the “History of the Russian State” by N. M. Karamzin”.Special attention should be paid to the first complete Russian-language edition of “On Ancient and New Russia in its Political and Civil Relations”, written in 1811, addressed directly to Emperor Alexander I and for censorship reasons first published only abroad, in Berlin, in 1861. A copy from the Department of Rare Books and manuscripts of the State Public Scientific Library of SB RAS is unique in that it contains proofreading notes of the historian A. N. Pypin. Relying on this copy of the Berlin edition of N. M. Karamzin’s work and consulting the handwritten copies of it which were at his disposal, he prepared the first complete publication of the text of this manifesto of Russian conservatism in Russia in 1900 as an appendix to his monograph “Social Movement in Russia under Alexander I”. A careful study of valuable publications from the collections of Novosibirsk libraries deepens our knowledge about the book culture of Siberia and, more broadly, about the history of Russian-language book culture, about the history of the formation of Novosibirsk book collections, demonstrates the continuity of these collections in relation to the outstanding book collections of the past.

Nationwide, public libraries are experiencing an increase in “on-premise” opioid overdoses and other issues (e.g., suicide attempts) affecting unstably housed library users. The public library presents a unique opportunity to access an otherwise hidden population. In partnership with the San Diego Central Library, researchers led focus groups, in-depth interviews, and surveys with 63 library patrons experiencing homelessness or housing instability (n = 49) and library staff (n = 14) (January–June 2019). Using a consensus organizing framework and mixed methods approach, the researchers conducted in-depth interviews exploring the library’s strengths and opportunities for patrons experiencing homelessness, the barriers to meeting their aspirations, and whether having a social worker at the library or other policy changes in government or the library could help. Specifically, participants answered inquiries about the opportunities for the library to address substance use and human trafficking. In brief surveys, library patrons and staff provided views on the patrons’ educational needs, library staff’s training needs, and changes needed in government or library policies. Results revealed the desire of the library patrons (69%) and staff (93%) to have a library social worker who could link patrons to housing services, substance use harm reduction or treatment, and address food-insecure youth/families and human trafficking/sexual exploitation. Participants also valued peer advocates with lived homelessness experiences. Over 70% of the unstably housed patrons said they would like library patrons to participate in peer leadership training. Other significant themes were the need for crisis prevention and intervention, connecting patrons to resources and each other, and creating consistent assistance. Libraries urgently need more on-premise support to address patrons’ pressing housing, health, and mental health needs.

Purpose The purpose of this paper is to use Song’s 2004 survey to assess this institution’s international business students’ perceptions and expectations of library services to improve the quality of services provided. Design/methodology/approach The authors of this study deployed Song’s 2004 survey, with his permission, to 775 international undergraduate and graduate students enrolled in the Fall 2016 semester using the online survey tool Qualtrics. Findings The current study compared Song’s 2004 survey results (n = 143) with the researchers’ results (n = 149). The response rate of the current survey deployment was 19.2%. This research focused on the comparison of this institution’s Chinese business students’ (n = 71) perceptions of library use and services in 2016 with Song’s Chinese students’ perceptions (n = 24) at the University of Illinois at Urbana-Champagne (UIUC) in 2004. The researchers asked the international business students (UG and GR) to rate their perceived importance of five topics of library services: personal study area, public computers, electronic resources, group meeting space and virtual reference. Overall students (n = 149) rated personal study area as being the most important library service (4.34; moderately important) and virtual reference as being the least important library service (3.33; neutral). Originality/value Overall the library literature is limited with respect to studies that compare the perceptions and expectations of library services of international students from China, who are studying business at universities or colleges in the USA.

Design – Quantitative, survey questionnaire. Setting – Public libraries in Iran. Subjects – Survey respondents (N=362) were public librarians* (see note below). Methods – The authors created a theoretical model based on six separate hypotheses, describing the relationship between the following variables: corporate social responsibility, organizational accountability, professional ethics, and conscientiousness. A questionnaire was distributed to the participants. SPSS 21.0 was used for the analysis of demographic data and SMART PLS 3.0 was used to assess the theoretical model. Main Results – The results show a significant, positive, and direct relationship between the variables being studied (corporate social responsibility, organizational accountability, professional ethics, and conscientiousness), therefore confirming the relevance of the authors’ theoretical model. Conclusion – The results of this study demonstrate the importance of promoting the social responsibility and organizational accountability efforts of public libraries. The data suggest that doing so will strengthen the positive perception of the library amongst employees, which will in turn have a positive effect on their professional ethics and conscientiousness. The authors suggest that library managers need to create a culture of accountability and ethics within libraries. They can do so by incorporating ethics and social responsibility in decision-making and policies. Additionally, the authors propose that professional ethics training in library curricula and continuing education would provide librarians with the knowledge necessary when encountering ethical dilemmas on the job.

The round table, “Information resources of the State Historical Public Library of Russia for Slavists: the practice of using” was held on 25 February 2020 at the State Historical Public Library of Russia. It was opened by the director of the Historical Public Library, Mikhail D. Afanasiev, and by the director of the Institute of Slavic Studies, Konstantin V. Nikiforov, who underscored the importance of libraries for education, historical science, and Slavic studies in Russia. Specialists from the Historical Public Library discussed ways of acquiring foreign literature for Slavic studies and of networking with colleagues, libraries, and science centres in other Slavic countries; and provided information regarding Slavic studies in Belarus, Bulgaria, Bosnia and Herzegovina, Macedonia, Poland, Serbia, Slovenia, Slovakia, Ukraine, Croatia, Montenegro, and the Czech Republic. For the Round table, an exhibition of foreign literature for Slavic studies was opened, which included items acquired by the Historical Public Library in 2018 and 2019. The exhibition contained more than 700 publications. Colleagues from the Institute of Slavic Studies presented some books published by the Institute of Slavic Studies, including “Slaves and Russia”. They have been publishing since 2013, when they released the translation of M. Sekulich’s book “Knin failed in Belgrad. Why did the Serb Republic of Krajina die?” and N. Vujović’s memoirs “The last fl ight from Dayton. Closed-door negotiations”.

The author reviews the history of Russian central sci-tech library in 1918-1919. During this period, the library was called The State Scientific Technical and Economic Library (SSTEL) and was part of the Sci-tech Department of the Supreme Council of National Economy of the Russian Soviet Federative Socialist Republic. Further, in 1927-1958, this largest library organization was called The State Scientific Library. It became the foundation to the Russian National Public Library for Science and Technology and State Public Scientific & Technological Library of the Russian Academy of Sciences Siberian Branch.The author analyzes the pool of the government and departmental solutions that laid the basis for the Library; he also describes organization process, and reviews personal contributions of librarians to the initial library organization and collection development. He characterizes the first SSTEL leaders and librarians (M.L. Milshtein, Karl F. Gessel, Nikolay N. Orlov). In particular, he emphasizes the outstanding contribution by Nikolay P. Gorbunov (former assistant to Vladimir Lenin, later an academic).At the initial stages, two well-stocked public libraries were merged into SSTEL, namely the Society for Advancement of Experimental Sciences and Their Practical Applications named by H.S. Ledentsov (and its specialized library building) and Moscow Technical Library of the Polytechnic Society.The author concludes that the efforts of librarians and scholars in the Supreme Council of National Economy made it possible to establish the central national sci-tech library and get it off the ground during the hardest years of the Civil War.

This study presents a large-scale study of public library services to older adults in the United States. A random sampling method was used to identify public libraries (n=226) for the study. Results suggest that libraries serve their aging communities in multiple ways. Some libraries provide a plethora of specialized programs focused on the specific needs of older adults. Others extend core library services to ensure they are accessible to older adults. Others invest in infrastructure and staff development to prepare for an aging society. Some do not provide any specialized programs or services for older adults. There is great unevenness in terms of library services for older adults across the nation. The discussion suggests additional work needed to better understand this unevenness, and to address it.

Purpose This paper aims to analyse extant literature on open data, distinguish and categorize the strands of public accountability research and use the results to provide better clarity in the concept of open data-driven public accountability. Design/methodology/approach Systematic review of 135 open data articles and 155 accountability articles from the e-government reference library. A multi-stage analysis results in 12 articles which are categorized using Bovens’ (2007) accountability theory of information, discussion and consequences. Conceptual development, using the literature analysis, forms the final section of the paper. Findings Research demonstrates that a range of open data topics has been advanced. However, just 12 articles exist that simultaneously address open data and accountability theory. Of the total 155 public accountability articles, the preponderant focus is on the information (N = 25) and discussion (N = 7) stages of the accountability process. Just one article focuses on the complete accountability process. To address this problem, the characterization of open (government) data-driven public accountability establishes conceptual crispness and clarity. Originality/value Public accountability theory on open government has become overshadowed by social and economic value perspectives. This paper clarifies and advances the open data-driven public accountability perspective. It takes stock of public accountability research, delimits the key issues and questions and highlights the next steps needed for developing scholarship.

The article is devoted to the analysis of the «Ministry of Education Journal» as a historical source on the history of libraries and librarianship. The magazine was published in 1834–1917. During the journal activities it published about 45 thousand articles, over 300 of which were devoted to librarianship. This is an average 3.42 publications per year. They are normative acts in the field of librarianship, articles devoted foreign librarianship, history of domestic libraries. A large number of notes were reprinted from local editions and dedicated to the provincial public libraries and libraries of educational institutions.For the first time in the national librarianship the author analyzes the editorial policy of the journal related to library construction. The first stage was based on the concept of official nationality of the Minister of Education S. Uvarov, which was focused on publishing articles on the library system organization and familiarizing readers with the world librarianship development. The editorial policy second stage, began in 1860, was based on N. Ushinsky views about education nationality and upbringing through the book. The special attention was paid to activities of the Imperial Public Library, Rumyantsev Public Museum and Vilen Public Library. For the first time the journal publishes articles devoted to the problem of academic libraries acquisition, cataloging, etc.

Objective – Libraries have had to temporarily shut their doors because of the COVID-19 pandemic, resulting in the provision of online and remote services. This review analyzed services offered by libraries, the technological tools used, and the challenges facing libraries during the pandemic. Methods – This study employed a systematic literature review, following the PRISMA checklist (Moher at al., 2009). The Building Blocks search strategy was employed to search for keywords of concepts in Library and Information Science Abstract (LISA), Library and Information Science Technology Abstract (LISTA), Library Science Database, Web of Science (WoS) core collections, and Google Scholar. A set of inclusion and exclusion criteria was pre-determined by the authors prior to database searching. Quality assessment of included studies was performed using the Mixed Methods Appraisal Tool (Hong et al., 2018). A tabular approach was used to provide a summary of each article allowing the synthesis of results, which led to the identification of eight broad categories of services provided by libraries in included studies. Results – The first set of searches from the 5 databases produced 3,499 results. After we removed duplicates and applied the inclusion and exclusion criteria based on titles and abstracts, 37 potentially relevant articles were identified. Further screening of the full-text led to the final inclusion of 23 articles used for the qualitative synthesis. The majority of the studies were conducted in the United States of America (n= 6, 26.1%), followed by India (n=4, 17%), and China (n=2, 8.7%). The remaining studies were carried out in United Kingdom, Ireland, Canada, Mexico, Romania, Czech Republic, Indonesia, Pakistan, Nigeria, Lesotho, and Zimbabwe. The most common method used in selected studies was the case study (n= 11, 48%), followed by survey (n=7, 30.4%), content analysis (n=4, 17.4%), and mixed methods (n=1, 4.3%). The majority of the studies were carried out in academic libraries (74%), while the rest were based on medical, public, and special libraries. Findings show that the majority of academic libraries in the included studies are providing and expanding access to electronic resources (n=16, 69.6%) and increasing open access resources and services (n=11, 47.8%). More so, most academic libraries are assisting in virtual education and teaching endeavors of faculty and students (n=13, 56.5%). In addition, some medical and public libraries are bolstering public health safety through health literacy (n=12, 52.2%), supporting research efforts, and engaging in virtual reference services, among others. In order to carry out these services, libraries are harnessing several educational, social networking, communication, and makerspaces technologies. Most of the libraries in the included studies reported budgetary challenges, and the need for new ICT infrastructure and Internet service as they move their services online. Conclusion – This review found that libraries are adapting in a number of ways to continue their roles in meeting patrons’ needs in spite of the growing challenges posed by COVID-19 restrictions and lockdown. For libraries to thrive in these trying times, there must be a well-structured approach to ensuring continuity of services. Libraries should prioritize the acquisition of electronic resources as well as increase their efforts to digitize resources that are only available in printed copies. As library services have predominantly shifted online, there should be concerted effort and support from government and funding agencies to equip libraries with the technological facilities needed to provide cutting-edge services. The quality assessment of the included studies shows that there is need for rigor and transparency in the methodological description of studies investigating library services provision in a pandemic. This review provides an overview of the ways libraries have responded to the challenges posed by a global pandemic, and hence will be of use and interest to all librarians especially those in health and academic sectors.

Objetivo: Avaliar as publicações científicas sobre a utilização de softwares no auxílio do tratamento de doenças crônicas não transmissíveis. Métodos: Estudo bibliométrico, em que foram realizadas pesquisas eletrônicas nas seguintes bases de dados National Library of Medicine (PubMed), Biblioteca Virtual em Saúde (BVS), ScienceDirect, Scientific Electronic Library Online (Scielo) e BioMed Research International. Para a coleta de dados foram utilizados os Descritores em Ciências da Saúde (DeCS/MeSH) em português e em inglês: Cooperação e Adesão ao Tratamento/Treatment Adherence and Compliance, Software e Doença Crônica/Chronic Disease. De 112 estudos identificados, foram selecionados 40. Resultados: Pôde-se observar um predomínio de publicações na PubMED (n=37). A análise dos artigos indicou um maior número de pesquisas com a metodologia da Revisão Sistemática da Literatura (n=5), com predomínio do idioma inglês (n=39), com maior frequência de publicações nos periódicos Journal Of Medical Internet Research (n=6) e Public Library of Science One (n=4), sendo os Estados Unidos o país de destaque (n = 11) e das universidades de Michigan e Utah (n=6). Conclusão: Verificou-se que o campo da aprendizagem mais abordado foi a adesão terapêutica, e que há uma ascendência exponencial de estudos voltados para o tema comprovou-se que os aplicativos móveis promove hábitos saudáveis, facilita a adesão à medicação, simplifica a relação médico-paciente, contribuindo significativamente para o tratamento das doenças crônicas não transmissíveis.

Purpose The purpose of this paper is to study the relationship between public libraries, literature festivals (litfests) and reading habits in Chennai and Bangalore to understand publishing, reading and the role of public libraries to improve reading and learning among public. Design/methodology/approach A field visit to select book fairs and litfests in Chennai and Bangalore was undertaken in 2015 and 2016 to collect data. A predesigned questionnaire was used for data collection at the festivals to establish the correlation among the libraries, bookshops, book fairs and litfests. A sample of n = 445 responses were received. Findings The findings suggest that 47 per cent of the respondents do not have any kind of library membership, and most (n = 154) of the respondents say they own an electronic device for reading. In total, 25 per cent say reading books is one of the top leisure activities, and distance (31.7 per cent) hinders people from visiting libraries for reading. Eighty per cent agree that visiting litfests influences and improves reading habits. Further, 48.4 per cent read books several times a week, and 46.7 per cent read 5-20 books in any given year. In total, 84 per cent agree that there is a significant link between a family’s reading habits and a child’s future attitude toward reading. Also, 74 per cent agree that people who buy books from bookshops also borrow books from libraries and vice versa and endorse the fact that there is a strong relationship between book buyers and library visitors. Social implications Litfests are booming to promote literature in India. There is a lot to be done to promote public libraries as a public good for people in India as a third space for reading, inclusion and diversity. Innovations in social media and networks, information and communication technologies and internet give an opportunity to the library sector to tap the litfest phenomenon to celebrate reading to reach a large section of the society. Originality/value This is a unique exploration to connect the stakeholders – policy makers, publishers and libraries – associated with reading, as studies of this nature are rarely reported in India, when print and digital publishing is flourishing.

A student worker transcribed the audio recordings and de-identified transcripts underwent iterative, thematic coding in MAXQDA, a qualitative data analysis tool. The authors used a grounded theory approach to conduct open coding, then identified relationships between themes, and elaborated upon each theme based on its relationship to a theoretical model of morale impact avenues in library organizational structures, which was developed by one of the authors. Main Results –The authors uncovered that most study participants (n = 21) reported having high levels of morale, a surprise to the research team who expected that participants with lower levels of morale would participate in the study. Most participants (n = 27) worked in public and larger institutions, and the majority were female (n = 24), though only 5 were Black, Indigenous, and People of Color (BIPOC). Participants mostly had MLIS degrees or other advanced degrees. The results of the study expanded beyond the original research questions to comprise a broader set of factors that impact morale levels including relationships with colleagues and direct managers, opportunities for advancement, respect, work autonomy, and funding. Respondents emphasized that staff morale was significantly impacted by their relationship with direct managers, noting that micromanagement, defensiveness, and lack of accommodations contributed to lower levels of morale and a sense of disconnection. Managers who were supportive, advocated for staff needs, and were good listeners improved morale. Relationships between staff and their librarian colleagues also impacted morale, with the librarian–staff divide and treatment of staff by librarians being major contributors to influencing morale. Additionally, staff felt that having or lacking respect from librarians and administration and having autonomy and flexibility in their work made a big impact on morale. Having opportunities to meaningfully engage, to advance in the workplace, to receive professional development funding, to participate in decision-making processes, and to feel valued by the institution contributed to higher levels of staff morale. Conclusion – Library staff morale is impacted mostly by staff members’ sense of connection, respect, and value within the institution and among their librarian colleagues, direct managers, and library administration. Having pathways for advancement and professional development, meaningful opportunities to contribute to institutional decision-making, and autonomy over their professional and personal lives contributed to a higher sense of staff morale. The authors highlight several practical recommendations for improving staff morale including fostering a respectful environment, advocating for more flexible and better work environments, and providing opportunities for professional development and growth.

Introduction Communicating risk to the public continues to be a challenge for public health practitioners working in the area of climate change. We conducted a scoping literature review on the evaluation of risk communication for extreme weather and climate change to inform local public health messaging, consistent with requirements under the Ontario Public Health Standards (OPHS), which were updated in 2018 to include effective communication regarding climate change and extreme weather. Methods Search strategies were developed by library information specialists and used to retrieve peer-reviewed academic and grey literature from bibliographic databases (Medline, Embase, Scopus and CINAHL) and Google country specific searches, respectively. The search strategy was validated through a workshop with experts and community stakeholders, with expertise in environment, health, emergency management and risk communication. Results A total of 43 articles were included. These articles addressed issues such as: climate change (n = 22), flooding (n = 12), hurricane events (n = 5), extreme heat (n = 2), and wild fires (n = 2). Studies were predominantly from the US (n = 14), Europe (n = 6) and Canada (n = 5). Conclusion To meet the OPHS 2018, public health practitioners need to engage in effective risk communication to motivate local actions that mitigate the effects of extreme weather and climate change. Based on the scoping review, risk communication efforts during short-term extreme weather events appear to be more effective than efforts to communicate risk around climate change. This distinction could highlight a unique opportunity for public health to adapt strategies commonly used for extreme weather to climate change.

Scientific Library MGIMO opened to readers in 1944 became the basis for her book fund of the Faculty of International Relations, Moscow State University on the basis of which was created by an independent institution - Institute of International Relations (MGIMO in the future). In 1954, when the composition of the MGIMO was included from the Moscow Institute of Oriental Studies, the merger of the two libraries. This has considerably enriched the book collection, as the Institute of Oriental led his chronicle of the Lazarev School of Oriental Languages, founded in 1815 and features a wonderful book collection. In 1958, the merger with the Institute of Moscow State Institute of Foreign Trade funds replenished special economic literature. Thus was formed the basis of the library's collection of MGIMO, which develops in accordance with the curriculum and subjects research university. Pride Library -176 manuscripts and more than 21 thousands of rare and valuable editions of XIII -the beginning of XX century. Abstract This study aimed to conduct an integrative review of scientific literature on the topic of Oral Health in the Family Health Strategy in the period 2004-2014. Articles published in national and international journals (n = 141) were consulted and selected from the electronic Library the Scientific Electronic Library Online (SciELO) and from electronic databases PubMed, Lilacs, BBO and Cochrane. The implementation process of oral health teams in the Family Health Strategy was the most frequent thematic variable (18%) of the 15 variables identified. The Northeast was the Brazilian macro-region where the largest number of published articles originated (n = 61). The studies were predominantly quantitative, and the highest number of publications occurred in 2010 (n = 26). We concluded that there is an increasing interest in investigating the context of oral health implementation in the Family Health Strategy, with particular emphasis on theme categories related to the micro-process work and the redefinition of professional identities arising from multidisciplinary work in primary care.

Design – Semi-structured interview, phenomenology Setting – Public libraries in Canada and the United States Subjects – Participants (N = 20) were credentialed librarians who worked or had worked in a public library, and who experienced low morale due to their work. Methods – Invitations were distributed to 10 electronic mailing lists. Purposive sampling was used to select the participants -- they represented librarians with a range of experience, working within a variety of specialties. The researcher received informed consent and the participants completed a short survey in order to collect demographic data before taking part in semi-structured interviews. The interviews were transcribed and coded, after which data were analyzed and thematic clusters identified. Main results – Various types of abuse, either performed by library users (ex. physical and verbal abuse), or by colleagues/managers/administrators (ex. emotional abuse, system abuse, and negligence) were revealed to cause low morale in public librarians. Data show that the participants' responses to the abuse influenced their affective, cognitive, and physiological well-being, as well as professional expectations and trajectories. This study identified three low morale impact factors and seven enabling systems that were unique to public librarians when compared to academic librarians. The unique impact factors are: personal safety, resilience narratives, and social contexts. The enabling systems are: organizational structure, library workplace culture, on-demand relocation, policies, training, equity, diversity, and inclusion (EDI), and politics. Conclusion – This study builds on the literature and provides additional evidence on the prevalence of low morale in LIS workplaces. The data show that there are similarities in the causes and consequences of low morale in the workplace amongst public librarians and their academic counterparts. Understaffing, mission creep, and working with underserved and marginalized communities all play a part in the morale of public librarians. Low morale negatively affects public librarians’ mental and physical health, as well as their professional outlook and trajectory. The author makes a case for comprehensive leadership training for public library management, as well as the presence of people with different expertise (such as social workers and first responders) in public libraries. Additionally, the author suggests the need for further research on topics that came up in this study.

This study uses three cohorts of first-time, full-time undergraduate students (N=8,652) at a large, metropolitan, public research university to examine the impact of student use of three library resources (workstations, study rooms, and research clinics) on academic performance. To deal with self-selection bias and estimate this impact more accurately, we used propensity score matching. Using this unique approach allowed us to construct treatment and control groups with similar background characteristics. We found that using a given library resource was associated with a small, but also meaningful, gain in first-term grade point average, net of other factors.

Abstract
Objective – To examine interlibrary loan (ILL) request rates for open access (OA) materials and determine how OA may affect resource sharing. This research updates the author’s previous study.
Design – Quantitative analysis.
Setting – A large, urban, public research university library system in the United States of America.
Subjects – 1,557 open access ILL material requests among 23,531 total ILL requests submitted during the 2012 and 2013 fiscal years (July 2011-June 2013).
Methods – The library has tracked and recorded OA requests that appear among ILL material requests since 2009. Using OCLC’s ILLiad software to manage ILL requests, they have implemented two custom routines. One routine is for open access searching on standard items, and uses software plugins to search across various open resources. All materials published prior to 1923 are treated as being in the public domain, so requests for these materials are automatically routed to this queue. The second custom routine is used for searching for OA electronic theses and dissertations, and is employed when the requested resource is not found in the library’s subscription resources. Other article requests are routed to the RapidILL service for open access availability.
Main Results – The research presented reveals that ILL requests for OA materials exhibited a steady increase year over year, while overall ILL requests decreased slightly. This finding is true both for the fiscal years reported in this study and also the years since the author’s original study in 2011 (Baich, 2012). Of the 1,557 OA requests examined, 72% (n=1,135) were for journal articles, 8% (n=125) were for books or book chapters, 9% (n=140) were for theses or dissertations, 3% (n=54) were for conference papers, and 7% (n=105) were for reports.
Library staff typically fill these article requests using gold OA or green OA sources. The researcher notes the difficulty in refining by source, though confirmed that 15% of articles requested (n=170) were filled using a gold OA source, and that another 30 article requests (~2.6%) were filled with materials available in the public domain. This leads to the conclusion that the majority of article requests are filled using green OA sources. As the library also includes OA collections within its electronic resources, staff filled 13% of ILL article requests (n=152) using journals and repositories from these sources. Another 16% of article requests were filled using a combination of various online open repositories, including subject repositories (n=83), institutional repositories (n=84), or national or consortial repositories (n=16).
The author includes a similar breakdown of fulfillment rates and sources for the other main categories explored – books and book chapters, theses and dissertations, conference papers, and reports – representing a combined 27% of all OA ILL requests. Regarding this content, it is noteworthy that overall open access requests for these material categories has dropped across each category when compared to the author’s previous study, with the exception of report requests, which more than doubled compared to that previous study.
The study includes a brief overview of the user status for users making the various open access requests, with undergraduate students (n=283) and graduate students (n=807) combined making 70% of all requests. Subject areas are also briefly examined, with ILL requests coming from 63 different schools or departments across the library system. The top 15 are reported, with Psychology being the top requester (n=198), followed closely by Engineering & Technology (n=182). The author notes that 7 of the top 15 are STEM or health science disciplines.
Conclusion – The rate of ILL requests for OA materials shows that library users continue to struggle with information retrieval. The researcher concludes that in many cases, making an ILL request is easier for the user than completing a thorough search. Since staff resources are being redirected to fill user requests for materials that are readily available through open access, this use of staff time may have impacts on resource sharing and the library’s ability to fill ILL requests. The author identifies benefits of using OA resources, including an increased ability of staff to fulfill ILL requests, especially when providing grey literature, theses and dissertations, and conference papers and reports. Another identified benefit was the decreased turnaround time for securing materials, with immediate availability via OA saving 1.15 days to deliver materials to the user. Finally, the library estimates cost savings of over $27,000 (USD), based on estimated traditional per unit ILL costs.

The article gives a brief characteristic of the Yusupovs’ book collection. The eighteenth century was the time when collecting got very popular in Russia. Book collections became the main part of the Russian aristocratic society collection and formed private rich collections. The library of Yusupovs’ princely family is an example of such book collection. The study of this matter involves certain difficulties because Yusupovs’ library was divided into several parts and kept in different palaces and country estates in Moscow, St. Petersburg, Spasskoe-Kotovo, Arkhangelskoe, Rakitnoe. It is known that Yusupovs’ library has consisted of about 60,000 of books, 400 of them belonged to the earliest Russian printed art. B. G. Yusupov and his wife I. M. Yusupova set up the traditions of book collecting. The Yusupovs’ library has enraptured his contemporaries. A. S. Pushkin visited this library. His monument was raised in Arkhangelskoe in the poet’s name. N. B. Yusupov inherited his grandfather’s interest in dramatic and music art, and replenished the collection with rare musical editions and claviers. He went down in history as a vice-director of the Imperial Public Library, its patron and the donator. Moreover, he wrote a book about the Yusupovs family history. Felix Yusupov inherited the writer’s talent from his grandfather N. B. Yusupov, and wrote two books. Studying the history of Yusupovs` book collection gives an idea of book and bibliographic culture development throughout the mid XVIII - early XIX centuries. Nowadays the library in Arkhangelskoe has a significant book collection, which is considered to be Russian national treasury.

Objective – To evaluate and measure how patrons physically navigate entry routes within a public library and determine whether GIS is a useful instrument for this purpose.
Design – Unobtrusive, covert observational study.
Setting – Medium-sized public library in the United States.
Subjects – 1,415 patrons were observed as they entered the library.
Methods – Routes used by patron cases were selected as the unit of analysis. Patron cases were either individuals entering the building alone or groups entering the building together. Patrons were observed from a stationary and unobtrusive location. ArcMap (GIS software) was used to develop the floor plan instrument on which entry routes were recorded and then later analyzed. The paths analyzed were limited to what was considered the “entry area.” Data were collected during three separate one-hour periods for six consecutive days in the fall of 2008. The researcher chose three purposive one-hour time samples with the intention of distributing them across the library’s opening hours.
Main results – The 1,415 patron cases used 195 unique routes that were recorded from the two entrances of the facility, with the east (right) entrance accounting for 83.3% of the cases (n=1178). Two entry routes were consistently the most popular overall and across each of the sample days. The next-most-popular entry routes did not remain constant across the total observed cases and each day’s observed cases or across the sample days. Over 75% of all observed patrons used 22 of the 195 entry routes: 7 routes were used by 30 or more cases each (n=836, 59.1% of all cases), 4 by 20 to 29 cases each (n=95, 6.7% of all cases), and 11 by 10 to 19 cases each (n=159, 11.2% of all cases). The route to the circulation desk was the most popular entry route for patrons. The other most popular route passed toward the rear of the library, but the observer could not record the final destination(s) of that route due to the restricted viewable area.
Conclusion – The study helped the researcher to establish what areas would be ideal locations for the placement of marketing materials and a book display. Knowledge of popular entry routes can also be useful in identifying routes that could be enlarged to ease patron navigation. GIS was shown to be a useful mapping instrument for recording and analyzing routes taken.

Objective – To provide cross-comparable information on the number of students per librarian, salary, faculty status, contract lengths, and maternity benefits of academic librarians.
Design – Online questionnaire.
Setting – Four-year private, four-year public, and two-year public academic institutions in Arkansas.
Subjects – Academic library deans and directors were surveyed three times over a six-year period.
Methods – Three surveys were sent to library deans and directors of four-year private, four-year public, and two-year public academic institutions in Arkansas in 2007, 2009, and 2011. The surveys were created by the College and University Library Division of the Arkansas Library Association, with questions created based on reports from the Association of College and Research Libraries (e.g., Standards and Statements). Committee members tested the survey before distribution. Over the course of the six-year period the questions were modified and were chosen to ensure that respondents could easily answer them (i.e., no questions on topics such as retirements, vacation, which can vary significantly from librarian to librarian). All responses were confidential.
Main Results – The 2007 survey had a 78% response rate (n=35/45); the 2009 survey had a 93% response rate (n=42/45); and the 2011 survey had a 90% response rate (n=44/49). While the survey covered a number of topics (shown in supplementary material online), the article focused on five areas of interests and had the following findings. 1) The number of students per librarian is increasing at four-year private and two-year public institutions. While the data shows a decrease in the ratio at four-year public institutions the authors believe this is due to the addition of new institutions in the follow-up surveys, one of which had a very low study-to-librarian ration. 2) Tenured librarians make more than non-tenured librarians. 3) The number of institutions granting faculty status is increasing at a statistically significant rate at four-year private and two-year public institutions, and has remained relatively constant at four-year public institutions. 4) Most libraries have 12-month contracts for librarians, although this has decreased slightly over the survey period. 5) The number of institutions providing paid maternity leave has decreased.
Conclusion – This study provides a broad overview of the changing state of academic librarians’ rights and benefits in Arkansas over the last six years. Some of the trends demonstrated, such as an increase in the number of students per librarian, are potentially troubling and may have a negative impact on the quality of service provided by individual institutions. Other trends, such as increases in institutions granting faculty status to librarians and decreasing the number of 12-month contracts, may signal that some institutions are beginning to acknowledge the significance and impact of librarian research. Ultimately, this article provides a starting point for other states and provinces to begin collecting similar data in an attempt to understand changing trends in academic libraries.

Abstract
Objective – To measure the correlation of tested information literacy skills with individual writing scores and overall course grade.
Design – Online, multiple-choice survey.
Setting – Public research university in North Carolina, United States of America.
Subjects – Freshmen students enrolled in either first-year seminar (UCO1200) or basic English writing course (ENG1000).
Methods – A 25-question, forced-choice test was piloted with 30 students and measured for internal consistency using Cronbach’s Alphas. The survey instrument was slightly revised before being administered online via SelectSurvey, to 398 students in 19 different sections of either UCO1200 or ENG1000, during class sessions. The test measured students’ information literacy skills in four areas: research strategies, resource types, scholarly vs. popular, and evaluating websites. The preliminary questions asked for each student’s name, major (by category), number of library instruction sessions attended, and the names of library services utilized.
The students’ information literacy scores were compared to their writing scores and overall course grades, both of which were obtained from course instructors. The information literacy scores were also analyzed for correlation to the number of library instruction sessions attended or the types of library services utilized.
Main Results – Information literacy skills positively correlated with writing scores (n=344, r=-.153, p=0.004) and final course grades (n=345, r=0.112, p=0.037). Pearson’s Correlation Coefficients results demonstrated relationships between writing scores and the information literacy test section “Scholarly versus Popular Sources” (n=344, r=0.145, p=0.007), and final grade and information literacy test sections “Types of Sources” (n=345, r=0.124, p=0.021) and “Website Evaluation” (n=345, r=0.117, p=0.029). The impact of using other library services or of attending multiple information literacy sessions was not statistically significant.
Conclusion – Students’ mastery of tested information literacy skills directly correlates to their writing and final course grades. The study confirms the need for faculty and library collaboration to create well-integrated library instruction and services, and advocates for librarians to become integral to campus initiatives for student learning and success.

Penelitian ini menggunakan metode pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa strategi yang dilakukan oleh pustakawan Dinas Perpustakaan dan Arsip Kabupaten Lombok Tengah dalam meningkatkan minat baca masyarakat telah diimplementasikan dalam berbagai bentuk kegiatan diantaranya yakni: 1) Meningkatkan saran dan prasarana. 2) Layanan Free Wifi. 3) Mengadakan lomba-lomba. 4) Melakukan kunjungan disetiap sekolah-sekolah yang ada di wilayah lombok tengah. 5) Memanfaatkan perpustakaan keliling pada saat CareFree Day di lapangan TASTURA setiap hari minggu. Untuk memperkenalkan perpustakaan kepada pemustaka. Adapun strategi yang dilakukan dalam meningkatkan minat baca adalah dengan meningkatkan literasi informasi pemustaka agar pemustaka tahu bagaimana mencari informasi, bagaimana memperoleh informasi, bagaimana memanfaatkan informasi dan ikut berpatisipasi dalam sosialisasi literasi informasi. Adapun kontribusi diharapkan dari penelitian ini adalah agar eksistensi Dinas Perpustakaan dan Arsip Kabupaten Lombok Tengah, selalu memberikan pelayanan yang maksimal dan menjadi pusat sumber belajar masyarakat yang dapat meningkatkan minat baca pemustaka yang berkunjung untuk memenuhi kebutuhan informasi. ABSTRACT This research uses descriptive qualitative approach method with data collection techniques through observation, interviews, and documentation. The results of this study indicate that the strategies carried out by the librarians of the Central Lombok District Library and Archives Office in increasing public reading interest implemented in various forms of activities including 1) Improving advice and infrastructure. 2) Free Wifi service. 3) Hold competitions. 4) Visit each school in the Central Lombok region. 5) Use the mobile library at CareFree Day in the TASTURA field every Sunday. To introduce libraries to users. The strategy carried out in increasing reading interest is by increasing the information literacy of readers so that readers know how to find information, how to obtain information, how to use information and participate in information literacy socialization. The contribution expected from this research is that the existence of the Central Lombok District Library and Archives Service always provides maximum service and becomes a center for community learning resources that can increase the reading interest of visitors who visit to meet information needs.

The article discusses the problem of the sources of M. N. Tikhomirov’s book collection kept at the State Public Scientific Technological Library of SB RAS in Novosibirsk. Based on a codicological approach in studying the manuscript collection it is possible to conclude that a part of the collection was purchased by M. N. Tikhomirov from M. S. Sevastyanov, a book salesman, who was well received by the Old Believer communities of the Baltic Region, Ukraine, Caucasus. On the basis of owner records, pookplates and stamps a part of the book collection is attributed to the archive of Uglich merchants Serebrennikovs, which is already known source of replenishing Tikhomirov’s collection in scientific literature.

The decree of the President of the Russian Federation declared 2019 as the Year of Theatre. Libraries traditionally participate in promotion of theatre art, provide their places for plays, hold art meetings, organize theatre clubs, and use theatrical tools in club activities to hold public events. The article objective is to identify and characterize types, forms, orientation, and specifics of cultural, educational, and leisure activities implemented by the central universal scientific libraries of the Siberian Federal district (SFD) as part of the Year of Theater. 10 central libraries were chosen to be analyzed: Altai Regional Universal Scientific Library named after V. Y. Shishkov (Barnaul), Irkutsk Regional State Universal Scientific Library named after I. I. Molchanov- Sibirsky, State Scientific Library of the Kuzbas named after V. D. Fedorov (Kemerovo), Krasnoyarsk Regional State Universal Scientific Library, Novosibirsk State Regional Scientific Library, Omsk State Regional Scientific Library named after A. S. Pushkin, National Library named after M. V. Chevalkov (Gorno- Altaisk), National Library of the Tuva Republic named after A. S. Pushkin (Kizil), National Library named after N. G. Domozhakov (Abakan), Tomsk Regional Universal Scientific Library named after A. S. Pushkin. The source bases of this study were public plans and reports of libraries, news and events reports posted on the official libraries websites. The theatre topic reflects itself in preparing various libraries exhibitions, chronographs publications, organizing meetings with culture and arts figures, clubs work, organizing competitions, cultural and educational events and projects, holding festivals. Sociocultural event “Library Night 2019” aimed at supporting reading was a bright manifestation of the “Library + Theater” union. Libraries used the following forms of events: performances, concerts, lectures, master classes, exhibitions, excursions, quizzes, competitions, playgrounds. The events held during the Year of Theatre varied in content and combination of traditional and new forms; had strongly marked book and reading popularization; were oriented on different age groups, interactive; used many multimedia products. Although the chosen forms of the events are alike, the fact that each library has its unique content based on local history makes special cultural and leisure activities of every library.

In the 1920s, the activities of the Buryat Scientific Committee were multifunctional. In addition to scientific researches, the committee carried on educational, publishing and translation activities, including the dissemination of communist ideas. Scientific modernization of Buryatia was impossible without a full-fledged reference apparatus, namely, a library. Organization of cooperation with leading scientific and educational structures of Russia has become a priority in the work of the Committee. By 1928, contacts have been established with over 40 institutions. The largest libraries, research institutes, publishing houses of central scientific journals were among them, for example, with the library of the Asian Museum of the Academy of Sciences, the Leningrad Institute of Living Oriental Languages, the Scientific Association of Oriental Studies, the Central Bureau of Regional Studies, the Kazan University, the Institute for the Study of Languages and Ethnic Cultures of Eastern Peoples, etc. In addition, contacts were established with famous Russian orientalists: A. V. Burdukovsky, B. Ya. Vladimirtsov, V. A. Kazakevich, N. K. Klyukin, S. F. Oldenburg, N. N. Poppe. Book exchange, including international, was established. It was the first channel of acquisition of the Committee’s library, including the distribution of scientific literature. The transfer of bibliographic values from the leading cultural, scientific and educational institutions of the country was the second channel for replenishing the Committee’s library. The acquisition of rare scientific oriental publications in bookstores in Moscow and Leningrad was the third channel. Collecting the items of scientific, cultural and historical value in the regions of Buryatia was the fourth channel of the Committee’s collections. The donating was the fifth channel. For example, D. Ye. Khangalova donated personal materials of the famous Buryat ethnographer and folklorist M. N. Khangalov to the Committee. The receipt of an obligatory sample of new literature was the sixth channel for the accumulation of scientific publications. Аccordingly, the chairman of the Buryat Scientific Committee, an outstanding orientalist and public figure, Bazar Baradin and his associates made significant contribution to the organization of the library, to the accumulation of a complex of academic scientific literature, which contributed to more successful scientific modernization of the republic.
