Subcontractors have always been linked to higher risk by the industry and academia. However, not much work exists in establishing the reasons behind this relationship. Much of the existing work, either categorise subcontractors under a theoretical label of work to apply the drawbacks of the label to them, or directly enter problem-solving mode. This study focusses on taking the perspective of subcontractors and explores ways in which this viewpoint interacts with safety systems and processes. This study applies a case study methodology to this problem. It examines a total of six cases reflecting six closed single subcontractor fatality accident investigation reports from the year 2004 to 2014 obtained from the Department of Natural Resources and Mines (DNRM) Queensland. These cases are then thematically analysed by employing subcontractor theory to identify themes to categorise the links between higher risk and subcontractors. The themes identified match two pre-existing categories (Institutional safety mechanisms do not cope with variability introduced by subcontractors; expertise in work does not translate to expertise in safety) and two new categories (communication does not flow to the subcontractor from the layers above them; safety work is viewed differently by subcontractor staff when compared to principal contractor’s/operators’) of subcontractor risk. This study aims to serve as a starting point for further research in understanding the subcontractor safety situation by putting things into the subcontractor’s perspective.

Realist evaluation has become widespread partly because of its sensitivity to the influence of contexts on policy implementation. In many such evaluations, the range of contexts considered relevant nevertheless remains disparate and under-conceptualised. This article uses findings from a realist evaluation of English Patient Safety Collaboratives during 2015–2018 to develop a realist taxonomy of contexts, differentiating contexts according to how they affect the corresponding policy mechanism. By analysing the main context-mechanism-outcome configurations that made up the English Patient Safety Collaboratives, we derive a taxonomy of the contexts that affected implementation and outcomes. The categories of context were structural (network, hierarchy, market and organisational contexts); resource-based (actors, material, financial); motivational (receptivity, outcome headroom), and temporal (continuity, history and convergence). To the categories found in previous studies, this study adds the three temporal contexts.

 This article carries out an in-depth scientific analysis of such legal concepts as “transport safety” and “safety of the transport system”, as well as sectoral concepts by type of transport “road-traffic safety”, “navigational safety” and “aviation safety”. The indicated types of safety are viewed based on such criteria and an object of protection, source of threat, as well as cross-system ties with other types of safety. The research demonstrates the vast differences between the objects of protection and sources of threats in these concepts. The methodology of this work consists in the method of formal logics, which allowed determining logical contradictions in the conceptual-categorical apparatus of transport safety, as well as systemic method for conducting systemic analysis of these types of safeties. The author makes a conclusion that the Federal Law “On Transport Safety” underlies anti-terrorism legislation, and is aimed only at combating acts of illegal intrusion into functionality of the transport system. Therefore, the legal definition of transport safety is also severely narrowed and includes one aspect from the multifaceted transport safety.

Objectives: This article aims to understand the incident patterns in relation to different types of spaces within a psychiatric unit, which are discussed using the five levels of safety framework. Background: Implementing measures to improve patient safety is essential particularly in a psychiatric hospital, where limited research has been conducted on inpatient safety. Therefore, this article aims to understand the incident patterns from the lens of the five levels of safety framework, which categorizes spaces according to the level of patient supervision in psychiatric facilities, as follows: service areas, corridors, dayrooms, patient rooms and bathrooms, seclusions and admissions. Methods: In an 81-bed psychiatric hospital, this mixed-method study drew 7 years of incident reports and caregivers’ perceptions gathered through focus groups. Incident reports on physical safety were analyzed based on the five levels of safety framework ( N = 1,316). Focus groups ( n = 9) explored the caregivers’ viewpoints on patient safety and five categories of spaces. Results: Overall findings support the five levels of safety pattern, confirming that most incidents occurred in patient rooms and bathrooms; moreover, relatively fewer incidents happened in dayrooms and corridors. Elopements are higher in hallways and dayrooms. Suicide is most common in patient rooms and bathrooms, and violence is more frequent in dayrooms. Focus groups results yielded insightful recommendations. Conclusions: Levels of safety framework can be adapted to seven categories where seclusion room and admission area would be two of the spaces with least incidents.

The article deals with the issue of intercategorial interactions between the categories of taxis and aspectuality in the context of modern functional-semantic studies. In the course of the study, such general scientific and linguistic methods as hypothetical-deductive, inductive, descriptive, contextual, as well as the method of interpreting and generalizing linguistic facts were used. The purpose of this article is to describe the intercategorial interaction of the categories of taxis and aspectuality from the standpoint of a «focused» or «centered» approach. The scientific novelty of this study is due to the insufficient development of the issue of taxi-aspect interaction in the German language. As a result of the study, it was revealed that the general categorial language units of taxis and aspectuality, which are various aspectual quantifiers, act as explicators and determinants of conjugate primary-taxis categorial meanings of simultaneity, precedence and following in German statements with temporal prepositions bei, in, mit, während, seit, bis, nach, vor. Durative quantifiers (attributes, adverbials) determine durative-primary-taxis categorial meanings. Iterative adverbials and attributes specify the actualization of iterative-primary-taxis meanings, and phasic verbs determine the speech realization of various phase-primary-taxis meanings (inggressive-phase-taxis, egressive-phase-taxis and mid-phase-taxis).

Due to the fact of activity, environment and work dynamics, the construction industry is characterised by high accident rates. Different initiatives have emerged to reduce these figures, which focus on using new methodologies and technologies for safety management. Therefore, it is essential to know the key factors and their influence on safety in construction projects (fSCPs) to focus efforts on these elements. Through a systematic literature review, based on PRISMA methodology, this article identifies, describes and categorises 100 factors that affect construction safety. It thus contributes by providing a comprehensive general framework, unifying previous studies focused on specific geographic areas or case studies with factors not considered or insufficiently disaggregated, along with an absence of classifications focused on understanding where and how factors affect the different dimensions of construction projects. The 100 factors identified are described and categorised according to the dimensions and aspects of the project in which these have an impact, along with identifying whether they are shaping or immediate factors or originating influences for the generation of accidents. These factors, their description and classification are a key contribution to improving the systematic creation of safety and generating training and awareness materials to fully develop a safety culture in organisations.

The article analyzes the complex state of the modern legislative regulation of quality and product safety issues in the context of ensuring consumers’ rights to the proper quality of goods (works, services). It is stated that in view of the variety of different properties that make up the notion of quality, the most important are the defects, which are capable of damaging the life, health, or property of the consumer, that is, the defects, which indicate that the goods are dangerous. The safety of goods works, and services as a legal category are of particular importance and is one of the functions of the state to ensure public safety. State measures of influence on manufacturers and sellers of goods, persons who perform work and provide services should be aimed at ensuring the protection of fundamental civil rights. In most cases, these are imperative requirements for safety, which are approved by special legal acts, as well as measures of state supervision and control to ensure the safety of manufactured goods, works, and services. The legislator, when defining security, uses the term “safety of goods (works, services)”, but it would be advisable to carry out graduation of these concepts since the safety of goods is a state of goods that allows it to be sold, used, stored, transported, disposed of without harm for life, health, the property of the consumer and the environment in normal conditions, and the safety of works and services is the quality of protection of the legal rights of the consumer in carrying out the activities of persons who perform work and provide services, danger to life, health, the property should not manifest itself either in their implementation and providing or later. It is noted that quality requirements should be made mandatory when designing production specifications. It is stated that in order to ensure the effectiveness of legal regulation, the safety of a product, work, or service must be considered as a full-fledged property within the legal notion of quality. It is concluded that product safety is an integral feature of any product, work, and service, acting as an integral element of the quality category. With the emergence of COVID-19, the disasters and risk factors that companies must deal with have become more diverse. This study categorizes these risks into three categories: traditional natural disasters, which have been occurring for a long time but have become more serious and frequent in recent years, the newly emerged COVID-19, and the changes in social values that COVID-19 has accelerated. We organized and compared the characteristics and risk factors of these three major categories of disasters, as well as the measures we are taking and should take. In the future, we plan to further investigate how each disaster and risk factor actually pose a risk to companies and to deepen our research on the roles of companies, supply chains, industries, governments, and the international community.

SummaryObjective: Patient safety event data repositories have the potential to dramatically improve safety if analyzed and leveraged appropriately. These safety event reports often consist of both structured data, such as general event type categories, and unstructured data, such as free text descriptions of the event. Analyzing these data, particularly the rich free text narratives, can be challenging, especially with tens of thousands of reports. To overcome the resource intensive manual review process of the free text descriptions, we demonstrate the effectiveness of using an unsupervised natural language processing approach.Methods: An unsupervised natural language processing technique, called topic modeling, was applied to a large repository of patient safety event data to identify topics, or themes, from the free text descriptions of the data. Entropy measures were used to evaluate and compare these topics to the general event type categories that were originally assigned by the event reporter.Results: Measures of entropy demonstrated that some topics generated from the un-supervised modeling approach aligned with the clinical general event type categories that were originally selected by the individual entering the report. Importantly, several new latent topics emerged that were not originally identified. The new topics provide additional insights into the patient safety event data that would not otherwise easily be detected.Conclusion: The topic modeling approach provides a method to identify topics or themes that may not be immediately apparent and has the potential to allow for automatic reclassification of events that are ambiguously classified by the event reporter.

The stable blood products, called since 1995 “the medicines derived from blood”, are classified into five categories (albumin, clotting factors, protease inhibitors, immunoglobulins, biological glues). Their manufacture, dispensing, and pharmacovigilance (Correspendants) are provided primarily by the pharmacist. They have a great importance in the compensation of constitutional or acquired deficiency of plasma proteins. Obtaining them from blood donation (voluntary, anonymous and free), requires the application of several successive fractionation, merging, purification, elimination and/or viral inactivation. The main techniques used in fractionation are, precipitation (by cold or ethanol) and chromatography, which also contributes to the reduction of a possible viral load. The viral securisation is a decisive criterion for evaluation of the drug under the authorization of placing on the market. Other recombinant products have been developed ; they have the advantage of being equally effective but safer then plasma products. We propose in our work to review key points on securing viral transmission of medicines derived from blood.

The maritime domain is the most utilised environment for bulk transportation, making maritime safety and security an important concern. A major aspect of maritime safety and security is maritime situational awareness. To achieve effective maritime situational awareness, recently many efforts have been made in automatic anomalous maritime vessel movement behaviour detection based on movement data provided by the Automatic Identification System (AIS). In this paper we present a review of state-of-the-art automatic anomalous maritime vessel behaviour detection techniques based on AIS movement data. First, we categorise some approaches proposed in the period 2011 to 2016 to automatically detect anomalous maritime vessel behaviour into distinct categories including statistical, machine learning and data mining, and provide an overview of them. Then we discuss some issues related to the proposed approaches and identify the trend in automatic detection of anomalous maritime vessel behaviour.

The use of narcotic substances has become a phenomenon of great concern, not only in Kosovo but also in all other countries of the world. Although in Kosovo there are no accurate statistics on how many individuals are regular users of narcotic substances, it is calculated that there are approximately 20. 000 users. To add to this concerning issue, is the fact that the usage of narcotics in elementary and secondary school pupils and students. The objective of this paper is to offer a more realistic presentation of the cases of narcotic users from the new age groups. The goal is to identify the factors that influence the increase of this phenomenon, which is increasing specifically among the youth and is dangerous for public health and the public order and safety. The Kosovo Institutions have approved a National Strategy and action plan for Fighting the Use of Narcotic that is now being implemented. According to the Kosovo Police this strategy has had some positive results. Kosovo Police held more than 150 operations a year in all Kosovo, with a goal of issuing prosecutorial charges against suspected individuals that are active in different individual and group forms, regarding the cultivation and trafficking of drugs. According to the statistics from the Kosovo Police, during the 2012 there was a significant increase of confiscated narcotic substances in comparison with 2011, the percentage of the confiscation of Marihuana has increased around 400%. The use of narcotics among young people is considered as a growing phenomenon. I consider that this is primarily a result of the lack of awareness among the youth regarding the potential dangers for health and social aspects, and lack of specialized institutions for treatment and rehabilitation of the addicted individuals. Lack of appropriate institutional treatment of this phenomenon represents a danger not only for public health but for the safety and public order in general.

RESUMO: OBJETIVO: Avaliar e comparar o conhecimento sobre higienização das mãos de médicos e equipe de enfermagem, atuantes na atenção básica. MÉTODO: Estudo transversal, de caráter quantitativo. Realizado com profissionais de saúde que atuam na atenção básica. Coleta de dados com o instrumento Teste de Conhecimento a Respeito da Higienização das Mãos para Profissionais da Saúde. RESULTADOS: As categorias profissionais conhecem a principal via de transmissão cruzada de microrganismos. Sobre a técnica de higienização das mãos, a maioria, identifica que a preparação alcoólica deve cobrir todas as superfícies das mãos, as mesmas devem estar secas antes do uso e não se deve utilizar papel toalha após. Entre o conhecimento das categorias profissionais não houve diferença estatística. CONCLUSÃO: Resultados demonstram conhecimento, mas lacunas são identificadas. HYGIENIZATION OF HANDS AS A MEASURE FOR PATIENT SAFETY IN BASIC ATTENTIONABSTRACT: OBJECTIVE: To evaluate and compare the knowledge about the hygiene of the hands of physicians and nursing staff, who work in basic care. METHOD: Cross-sectional, quantitative study. Performed with health professionals who work in basic care. Data collection with the Knowledge Testing Tool on Hand Hygiene for Health Professionals. RESULTS: The professional categories know the main way of cross-transmission of microorganisms. On the hand hygiene technique, most identify that alcoholic preparation should cover all surfaces of hands, they should be dry before use and should not be used paper towels after. Among the knowledge of the professional categories there was no statistical difference. CONCLUSION: Results demonstrate knowledge, but gaps are identified. The article dwells on configuring Middle East and North Africa (MENA) countries in three political economy dimensions: population, gross national income per capita in current international dollars converted by purchasing power parities (per capita GNI PPP), and human development measured by the Human Development Index (HDI). Furthermore, the relationship between the mentioned dimensions and self-reported life satisfaction as well as the Index of Happiness is analyzed. The author conducts comparative analysis of diversity within a target region, shows where it fits on the world scale, and focuses on drawbacks in the data. The author concludes that the MENA region is a volitile cluster from the standpoint of safety, political rationality, and living standards. Armed clashes, technogenic accidents, the refugee problem in coping with the trend of demographic growth will put extra stress on the national economies of states and create great challenges for the governments.

The present study assessed the comprehensibility of aviation safety pictorials that compose specific pictograms. A total of 120 individuals were asked to provide detailed responses to each pictorial that comprised a pictogram. The seven categories of pictograms were: (a) take-off, landing, and surface movement; (b) oxygen; (c) in flight; (d) land evacuation; (e) emergency/brace position and floor lighting; (f) water evacuation; and (g) water evacuation — on overwater aircraft. Results indicated that 21 of the 40 pictorials presented were within the acceptable range of the ISO 67% comprehension criterion, whereas only 11 of the 40 pictorials were within the ANSI 85% comprehension criterion. Comprehension of the pictorials comprising the oxygen pictogram was the highest among the seven categories of pictograms tested. However, the pictorials that connoted “move away from the aircraft”, which were found in the land evacuation pictograms, were the least comprehended. Implications for aviation safety card design are discussed.

The identification of significant areas impacting safety performance has always been a key concern for construction management researchers. This paper aims to examine the diversified influence of sensitive sub-categories of demographic variables on construction safety climate (SC). The data relating to fourteen demographic variables and twenty-four formerly validated SC statements were collected from forty-one under-construction high-rise buildings in Pakistan. The variances in respondents’ distribution among various sub-categories of demographic variables, and influence of each sub-category of demographic variables on SC statements were analyzed using cross-tabulation, Spearman’s rho correlation coefficients, independent sample Kruskal-Wallis and Mann-Whitney U tests. The study comprehends that the employees in the age group of 20 years or below and between 41 and 50 years, engaged for over 48 h per week, having 4 dependent family members, primary education, and/or lesser working experience, attained a comparatively lower SC level. Likewise, frontline workers and foremen are observed to be employed for extended working hours, causing them fatigue. It also discovers that safety alertness level steadily declines once employees get acquainted with their tasks, thus necessitating to arrange periodic refresher safety training sessions. The study recommends concentrating on frontline workers and foremen who are less educated and fall in the age group of 41–50 years by resolving their safety concerns and providing them adequate safety training, promptly replacing their defective equipment, improving worksite conditions, and counselling them about the significance of wearing PPE and adhering to all the safety rules regardless of the difficulty in their enactment. A joint focus on the heightened personal attributes of employees and risky SC statements is expected to enhance safety performance on under-construction building projects. Moreover, the study’s results can be cautiously generalized and applied to other countries having similar work environment.

ABSTRACT Objective: To evaluate nursing professionals’ perception on safety climate, to check if this perception differs between categories and if there is correlation between the Safety Attitude Questionaire (SAQ) domains and personal and professional variables. Method: Quantitative and transversal study held in a teaching hospital in the countryside of São Paulo, in Brazil. Data collection occurred in the period from April to July 2014, with the application of the SAQ. Results: 259 professionals participated in the study. The domain job satisfaction obtained scores above 75 for both categories. The perception of safety climate differed between the categories for most areas, except for the recognition of stress, and there is correlation between five SAQ domains and the variables time of experience and intention to leave the profession. Conclusion: Knowing the professionals’ perception on safety climate will contribute to a secure assistance.

Background:Reducing unnecessary conveyances to hospital can help relieve pressure on emergency departments. Making decisions about conveyance in rural areas is particularly challenging because of the travel distances involved.Aims:To explore perceptions of paramedics in a rural setting about how they make decisions regarding conveyance and non-conveyance for patients categorised as ‘amber’ (serious but not life-threatening).Methods:Data were collected through interviews with 17 paramedics working in rural areas, which were analysed using inductive thematic analysis.Findings:Paramedics perceive hospitals as places of safety for themselves (psychological safety) and for patients (patient safety). Lower levels of psychological safety (e.g. because of an organisational blame culture) and perceived increased risks to patient safety (e.g. because of a lack of health resources in the community) influence paramedic decision making on conveying patients to hospital.Conclusion:Current practice contributes to increasing pressures on emergency departments. Ambulance services should work towards a non-punitive culture of safety where paramedics feel they can make decisions based on their experience and expertise rather than to protect themselves.

Introduction: The objective of this paper is to describe a manual annotation process to identify likely health information technology (IT) related patient safety event (PSE) reports and the descriptive analysis of the self-reported event type categories of the resulting likely health IT related events. Methods: 5287 PSE reports were manually coded as likely or unlikely related to health IT and the structured general and specific event type categories were analyzed. Results: Of the 2435 likely health IT related events, 1200 were categorized as medication error events, 709 described an error related to a procedure, treatment, or test, and the remaining events were distributed among 19 different general event types. Discussion: The variety of self-reported general and specific event categories indicates a potential need to provide additional support for individuals reporting events to capture contextual nuances and incorporating advanced techniques to assist researchers and safety officers in identifying health IT related events.

The purpose of this meta-analysis was to provide a comprehensive quantitative review of research to date on the antecedents of psychological and organizational safety climate. Building upon and expanding Zohar’s conceptual model, antecedents were organized into three broad categories: situational factors, interpersonal interactions, and personal factors. Data were gleaned from 136 primary studies to calculate effect sizes for 38 antecedents and the relative importance of each antecedent within the three categories. Antecedent effect sizes were generally homologous for psychological and organizational safety climate, with the strongest effect sizes for interpersonal interactions followed by organizational climate and leadership. The magnitude of the safety climate antecedent effect sizes tended to be stronger in health-care industry studies and varied inconsistently as a function of the industry-specific nature of the safety climate measure. This meta-analysis provides a much needed summary of the research to date in an effort to guide future research and practice on the development and improvement of safety climate in organizations.

It is argued that there are important parallels and intersections between critical theoretical analysis in legal studies and in geography. Each critical tradition is sceptical about the ontological status of its disciplinary foundation—‘law’ in legal studies, and ‘space’ in geography. Furthermore, the reification of particular distinctions in legal discourse is deepened by spatial distinctions. A convergence of critical legal and geographic analyses can thus have powerful analytical consequences, and the authors attempt to demonstrate this point by investigating judicial approaches to the regulation of worker health and safety in two federal states, Canada and the United States. They conclude with a discussion of the theoretical and political significance of critical legal geography, and suggest some directions it might take in the future.

This paper summarizes an exploratory study probing perspectives of pesticide applicators and educators regarding pesticide licensing and safety training in Idaho. The purpose of the study was to identify lines of inquiry concerning critical learning components for pesticide worker safety. Information was gathered about training practices for pesticide applicators. Adult learning theory provided a foundation for a priori themes combined with grounded theory to explore emergent concepts and categories. Four categories relevant to pesticide applicator safety training emerged from the literature review and interviews: knowledge and learning, worker practices, worker beliefs and attitudes, and the work environment. Understanding why workers take risks is central to developing effective safety training. Providing workers with access to research-based information may reduce risk. Narrative may play an important part in developing educational curriculum. There is a need to develop additional safety education programming that is designed for this specific audience.

Smart mobile devices have become indispensable, yet the associated risks are not fully understood or known by users (Felt, Greenwood, & Wagner, 2011), and an effective way of communicating the risk information to the users is needed. In addition to a summary risk/safety index that has been shown to be effective (Chen, Gates, Li, & Proctor, 2015; Gates, Chen, Li, & Proctor, 2014), prior research (Jorgensen, Chen, Gates, Li, Proctor, & Yu, 2015) proposed an intermediate-level risk display that includes selected major risk categories that are identified by individual users ( personal privacy; monetary loss; device stability). The goal of the present study was to evaluate the various formats for displaying these major risk categories, by comparing bar graph and numerical table representations (see Tversky, 1997), as well as the horizontal and vertical display orientations in each format. These displays were tested in two user tasks: Risk rating and app selection. In Experiment 1, participants were asked to rate the potential risk of an app based on the provided risk display. The bar graphs took shorter time and elicited higher risk ratings than the numerical tables. As the risk score increased in each category, the potential risk of the app was rated higher overall, and the self-reported mostly concerned risk category was weighed more than others. In Experiment 2, participants were required to choose one app that they would install out of two alternative apps given the potential risks of the two apps. There was no significant difference in terms of response time or app-selection percentage between the display formats. The apps with lower risk scores were chosen more often, and this effect again was influenced by the self-reported risk concerns. No difference was found between horizontal and vertical displays in either experiment. These results indicate that it is potentially beneficial to include this intermediate-level risk display in the app interface, and individualized design incorporating self-reported risk concerns of the users may be more informative. Moreover, the bar graph display seems to be more efficient and effective than the table display, at least when users need to evaluate an individual app.

ABSTRACT The objective of this study was to verify the characteristics of food safety inspections, considering risk categories and binary scores. A cross-sectional study was performed with 439 restaurants in 43 Brazilian cities. A food safety checklist with 177 items was applied to the food service establishments. These items were classified into four groups (R1 to R4) according to the main factors that can cause outbreaks involving food: R1, time and temperature aspects; R2, direct contamination; R3, water conditions and raw material; and R4, indirect contamination (i.e., structures and buildings). A score adjusted for 100 was calculated for the overall violation score and the violation score for each risk category. The average violation score (standard deviation) was 18.9% (16.0), with an amplitude of 0.0 to 76.7%. Restaurants with a low overall violation score (approximately 20%) presented a high number of violations from the R1 and R2 groups, representing the most risky violations. Practical solutions to minimize this evaluation bias were discussed. Food safety evaluation should use weighted scores and be risk-based. However, some precautions must be taken by researchers, health inspectors, and health surveillance departments to develop an adequate and reliable instrument.

Abstract Background Social support may be a protective factor for the mental health of public safety personnel (PSP), who are frequently exposed to potentially psychologically traumatic events and report substantial post-traumatic stress disorder (PTSD) and major depressive disorder (MDD) symptoms. Research examining perceived social support and its association with PTSD and MDD in different PSP categories (e.g. firefighters, paramedics) is limited. Aims To examine differences in perceived social support across PSP and determine whether perceived social support is associated with differences in rates of MDD and PTSD. Methods We asked Canadian PSP, including correctional workers and officers, public safety communications officials, firefighters, paramedics, municipal and provincial police officers, and Royal Canadian Mounted Police (RCMP) officers, to complete an online anonymous survey that assessed socio-demographic information (e.g. occupation, sex, marital status, service years), social supports and symptoms of mental disorders, including PTSD and MDD. Analyses included ANOVA and logistic regression models. Results Perceived social support differed by PSP occupation. RCMP officers reported lower social support than all other PSP except paramedics. For most PSP categories, PSP who reported greater social support were less likely to screen positive for PTSD (adjusted odds ratios [AORs]: 0.90–0.93). Across all PSP categories, greater perceived social support was associated with a decreased likelihood of screening positive for MDD (AORs: 0.85–0.91). Conclusions Perceived social support differs across some PSP categories and predicts PTSD and MDD diagnostic status. Studies involving diagnostic clinical interviews, longitudinal designs and social support interventions are needed to replicate and extend our results.

This qualitative study is based on the DELPHI method, with a group of 19 nursing professionals from education and care practice, involving both primary and specialized care. Weaknesses and threats revolve around five categories: profession, organization and infrastructure; indicators; communication and safety culture; and safety training. Opportunities to improve safety cover six categories: organizational change; promotion of the safety culture, professional training and development; relationship with the patients; research; and strategic planning. Work is needed to improve safety and nursing should be ready to assume this leadership.

Aiming at the problem of food risk prediction, this paper proposes a method based on clustering algorithm to predict product risk by raw material risk. Firstly, based on the provincial supply chain closed-loop hypothesis, this paper proposes the selection method of clustering indexes for products and their raw materials. Secondly, this paper uses the k-means clustering algorithm to cluster the products and the corresponding raw materials respectively, then based on the clustering Class results automatically determine the high-risk categories of the products and their raw materials. Finally, the analysis of the experimental data of the 8 categories of products and their raw materials shows that the ratio of the high-risk categories of products and the ratios of the corresponding high-risk categories of raw materials have a strong positive correlation. The experimental results prove the rationality of the raw material clustering index selection method proposed in this paper and the correctness of the method of predicting product risk based on the raw material risk based on the clustering algorithm.

Streszczenie:
The paper analyses the railway accidents sources in the Czech Republic on the basis of knowledge on complex system behaviour. It derives seven categories of sources of railway accidents. The individual categories include the accident sources from the same field domain. These domains are: technical related to rail traffic vehicles; technical related to rail infrastructure and railway station; railway operation control – organizational causes; railway operation control – cyber causes; control of rail traffic vehicles; attack on the train; domain legislative and other. The results show that for railway traffic safety improvement, it is necessary to pay attention to all categories, and especially to these that lead to organizational accidents origination.

Ecological safety is not a new area of scientific research, however, there is still no single definition of the concept, and no signs and measures to ensure ecological safety are studied. The paper attempts to consider special aspects of the conceptual framework of environmental and technogenic safety enshrined both in domestic and foreign legislation. The author examines the environmental legislation norms, both Russian and foreign enshrining legal security values in this area, as well as the practice of the Constitutional Court of the Russian Federation; analyzes various views on the concept of ecological safety. The research sets a goal to identify differences in the content of categories under the study, which is a prerequisite for the efficient activity of an executor of law in the sphere of provision of corresponding types of safety. The author attempts to develop a unified approach to the understanding of ecological and technogenic safety firstly as scientific categories, which in the future can become the basis for consistent implementation of national security policy in the framework of the legal protection of the environment to balance private and public interests. The novelty of the study is in the conclusions about the scope and content of the concepts of environmental and technogenic safety. As a result of the study, the author formulates the differences in the wording of such categories as ecological safety and technogenic safety, attributes of ecological and technogenic safety, and gives their definitions.
