Due to the lingering impacts of the Vietnam war and the difficulties that Vietnam has been confronting in the post-war period, traditional cultural values in rural areas in North Vietnam were neglected. Since Đổi mới (in 1986), the Communist Party of Vietnam and the Vietnamese government have drawn more concern and been thoroughly aware of the role of culture on Vietnam’s developing path of the country. In addition, the remarkable growth of Vietnam’s economy recently paves the way for Vietnamese residents to rebuild and renew their spiritual lifeas well as enjoy benefits created based on traditional cultural values. This research elucidates the resilience of conventional cultural values in rural areas in North Vietnam in the Đổi mới period, particularly emphasizing the following aspects: Inhabitants’ contributions to build and rebuild temples and pagodas; reinstating conventional rituals and festivals; restoring family customs, and compiling village convention.

Vietnam's rural area accounts for 65% of the population, providing over 70% of the labor force for the national economic sectors, of which 51% of the workforce is working in the agricultural sector. This is a sector that creates many jobs for rural areas, contributing 30% of GDP to the national economy. In the current period and the coming years, Vietnam's rural agriculture still plays an important role in the country's socio-economic development. However, Vietnam's rural areas are facing new difficulties and challenges, the growth of agriculture is slow and unsustainable; Farmers' living standards are low and slowly being improved; The disparity in living standards between urban and rural areas, and between regions and regions is tending to expand, especially in mountainous rural areas with unfavorable natural conditions, with many ethnic minorities living together, the gap between the rich and the poor is increasing. That creates conflicts and instability in society, threatening the sustainable development of the country. This article focuses on analyzing the state management situation on new rural construction in Muong Cha district, Dien Bien province, Vietnam, pointing out the achievements, limitations, causes and some recommendations for improvement. In the context of English as a global language, compulsory English language education at the primary level has become an inevitable trend in many non-English-speaking countries, including Vietnam. However, there have been concerns regarding how English language policy is realised across contextual settings, especially in rural and remote areas of Vietnam. Based on language-in-education goals, this article investigates English language policy implementation in Vietnam’s rural and remote areas from the perspective of primary English teachers from 2008 onwards. The present paper employs a desk review of existing literature, policy analysis, and semi-structured interviews. Data collected from multiple sources show the inequality of access to English language learning in the rural localities. The findings also indicate a significant gap between the current English language policy goals and implementation in the rural primary sector regarding slow execution, curriculum variations, limited teaching resources, inappropriate pedagogy, and assessment. These problems have been accelerated due to a shortage of teachers as well as inconsistency and limitations related to pre-service teacher training programs and recruitment. Identifying significant challenges of English language policy implementation in the Northwest of Vietnam helps shed light on primary English education in remote and marginalised regions. Therefore, the recommendations target policy makers, teacher educators, and stakeholders to assist primary English teachers in rural areas to improve and advance the success of primary English education in Vietnam’s remote areas and beyond the specific context to which it refers.

Purpose – The purpose of this study was to explore the impact of governmental support policies and socio-cultural influences on female entrepreneurship in rural Vietnam. As such, the study addresses an important literature gap concerning female entrepreneurship within rural communities in South East Asia. Design/methodology/approach – Qualitative in-depth interviews were conducted with six female entrepreneurs and six female non-entrepreneurs in northern Vietnam to examine the influence of various environmental factors on female entrepreneurship in a rural setting. Findings – The results suggest that government pro-entrepreneurship policies, together with private sector interventions, have had an impact on rural Vietnam. Yet females in rural and remote Vietnam are still constrained by societal prejudices, financial limitations, and limited entrepreneurship educational opportunities. Originality/value – The paper's originality lies in its review of the circumstances confronting women in rural Vietnam and its findings concerning the impact of environmental factors on female entrepreneurship in this setting.

In connection with the development of the Republic of Vietnam, which is accompanied by the growth of its importance in the Asia-Pacific region, it becomes relevant to analyze the current state and prospects of the republic in various industries and regions, including in agriculture. In order to eliminate the imbalance between the declining share of agricultural production in the national economy and more than 60% of the population living in rural areas, a competent state policy in the field of integrated rural development is necessary. In addition to this disparity, there are growing problems associated with the income gap between the peasantry and urban residents, with a strong orientation of agriculture towards exports, and with the implementation of the idea of creating peasant cooperative farms. To date, the basis for working with rural areas is the resolution of the Communist Party of Vietnam “Agriculture, farmers and rural areas” adopted in August 2008. On its basis, the “National target program - New rural development” was created, designed for the period from 2010 to 2020. Data analysis showed that the area of agricultural land in the Socialist Republic of Vietnam gradually increase, and the cropping pattern change, for example, reduces the area of rice fields and increases the area occupied by permanent crops, especially fruit. Production of grain per capita has been steadily decreasing. In animal husbandry, there is a gradual transition from small-scale dispersed production to its concentration on large farms. The measures taken for the development of agriculture are aimed, among other things, at minimizing the negative impact on the environment and introducing modern achievements of science and technology in order to increase the economic efficiency of production. At the same time, Vietnam’s food security in general cannot be called sustainable, especially because of the need to import barley, without which Vietnam’s livestock farms cannot feed their existing livestock

This study investigates the relationship between geographical indications (GIs) and sustainable rural development in Vietnam, and analyzes the case study of the Cao Phong orange. Qualitative data were collected from interviews with Vietnamese policy-makers and orange growers to investigate the role of the government of Vietnam in designing and implementing GIs, as well as the involvement of local producers taking advantage of GIs, in order to identify how and to what extent GI protection affects sustainable rural development. The results show that GIs have positively contributed to sustainable rural development in Vietnam; however, some problems remain. This study concludes with policy implications for promoting GIs and sustainable rural development in Vietnam.

Background: Customers’ easy access to information and communications technology has increased the pressure for firms to deliver good experiences within tourism. This is due to that customers can now easily compare tourism services between different firms online. The quality of experiences is affected by good service delivery that can be improved by several actors within a service ecosystem. Furthermore, service delivery leads to value co-creation between all the actors that are involved. Purpose: The purpose of this study is to examine how firms can create good experiences via service ecosystems and how they can co-create value with local service providers. Methodology: The study follows a qualitative research approach. Findings are based on an embedded case study consisting of interviews, observation participation and information from secondary sources such as official documents and documents from the case firm. Findings: Travel firm scan create good experiences by having an organisational culture and structure that increases commitment within the organization and service ecosystem. This can be achieved by aligning organisational goals with the goals of the actors within the service ecosystem. Furthermore, experiences can be improved by technology since it allows for smoother communication within the ecosystem. Good experiences can lead to brand value, which can result in positive electronic word of mouth and more customers. More customers increase economic value within the service ecosystem, which can increase the standard of living for local service providers. In addition, service ecosystems can yield intangible value from social and environmental aspects.

This thesis is a contribution to the research literature of the Vietnamese rural credit market during 1990s. The data' used is from the Vietnam Living Standard Surveys carried out in 1992/93 and 1997/98, providing both cross-sectional and panel data. The thesis consists of four main chapters. Chapter 2 provides an overview ofthe rural credit markets. We find a big expansion of the formal credit sector over years but financial system remains largely underdeveloped with a dual structure in which formal and informal sectors exist side by side. Chapter 3 is a study assessing determinant factors of household's credit participation formal and informal credit markets. We contribute to the literature as the first research attempts to estimate the credit demand and the credit supply functions separately. We are also the pioneer in applying the bivariate probit model with partial observability in empirical study using data from Vietnam. The empirical analysis in the Chapter 4 highlights the determinant factors of credit amount obtained. We find that poor rural households who seem to borrow most often are not those who borrow the largest loan size. The last chapter aims to assess the impact of formal credit on household consumption. To address problem of selection bias, we employ instrumental variable method. We show that on average each percent increased in household's formal credit per capita would lead to 0.26 percent increased in consumption per capita. Our results draw some important policy implications. First, even though formal credit network continues to expand greatly to ,cover most rural areas, there is a question on the outreach and flexibility of credit services because rationing remains as a serious problem for rural households. Credit institutions should develop a better screening system, e.g. credit scoring system, to reduce collateral requirement which actually considered as one of the most obstacles of the formal credit access. Land regulations and fixed asset legal entitlement should also be reviewed together with improvement of administration procedure to enable households to use their property as collateral if required. In addition, increased demand for credit implies more investment opportunities. Hence, government should continue to improve the economic infrastructure to facilitate agricultural product trade market, provide better health and education system to maintain this demand.

Language change and contact in Vietnam has recently intensified among some demographic groups. As such, certain sociolinguistic patterns help to describe these changes in language and society. This study is aimed at observing and measuring dialect change in Vietnam influenced by urbanization, with evidence from a rural community in Hanoi, a speech community in Xuan Canh commune, Dong Anh district. The study investigates the ways in which dialect change in this region has developed according to specific social and cultural factors. The Xuan Canh speech community evidences a narrowing usage of local variants. For its method, the study employs fieldwork, and subsequent quantitative methods to aid in the analysis. The data set includes 34 informants, randomly selected, which were categorized into certain social variables. The study also released 34 questionnaires, 11 recorded files of natural speech, from which emerged two sets of 34 recorded files of word lists and a text. The results indicate a gradual reduction in the frequency of use of local variants, a decrease in the number of lexical forms with rural characteristics, and an increase in certain types of urban variants. This trend can be seen by observing changing social variables sensitive to urbanization, such as youths, officials, students, and hence people who have out-community communication scope. Here, the quantitative correlations prove statistically significant. [This Proceedings paper was revised and published in the journal Issues in Informing Science and Information Technology] Aim/Purpose : The uptake of university by regional students has been problematic for various reasons. This paper discusses a program, initiated by a South Australian regional university campus, aimed at attracting regional students into higher education. Background: A qualitative descriptive approach to study was used to determine the value of the program on participating students and school staff. Year 10 students from Roxby Downs, Port Augusta and Port Lincoln high schools were invited to participate in a two-day regionally-focussed school-university engagement program that linked students with the university campus and local employers. Methodology: A survey was administered to determine the impact of the program. Perceptions about the program by school staff were gathered using a modified One-Minute Harvard questionnaire. While 38 Year 10 students and 5 school staff members participated, 37 students and 3 staff evaluated the program. Findings: The findings revealed that the majority of the students would like to attend university, but financial and social issues were important barriers. The students learned about the regional university, what it can offer in terms of programs and support, and the employment prospect following university. The school staff benefited by developing a closer relationship with students and becoming better informed about the regional university. Recommendation for Practitioners: One way by which university uptake may be increased is to provide similar immersion programs featuring engagement with employers, our recommendation to other regional universities. In increasing the levels of education, individuals, communities and the society in general are benefited.

Global climate destabilization is exacerbating water problems in Vietnam, most acutely in the South and Central regions where most of the inhabited area lies in the low elevation coastal zone. Using a geographical information system (GIS) platform, a wind resources atlas developed by the Asia Sustainable and Alternative Energy Program and the projected rural population available from Columbia University’s Center for International Earth Science Information Network, this paper explores the potential for off-grid medium to small-scale reverse osmosis desalination powered by small wind turbines for the coastal fringe of Vietnam’s Mekong Delta. The analysis estimated that in the absence of all other water supply facilities, off-grid wind desalination could provide clean water to 5.4 million rural residents living in 18.9 thousand km2 of the Mekong Delta coastal provinces at the rate of 60 liters per capita per day. In addition to providing clean water, the use of wind powered desalination in the region would have educational benefits, combat poverty and unemployment, ease water-related conflicts, and has been shown to be improve environmental and agricultural sustainability. Thus this technology was found to represent a decentralized and community-based method to adapt to and mitigate climate change in the coastal fringe of the Mekong Delta.

Throughout the Asia Pacific region, fish farming is a vital and growing source of food security and economic activity. Since 1970, aquaculture has maintained an average annual growth rate of 8.7% in the region. Currently, almost 90% of global aquaculture production currently takes place in Asia Pacific and over 20 million people are employed in the sector. This growth has been associated with a large increase in family-run backyard aquaculture and integrated agriculture-aquaculture reservoirs in areas like rural Vietnam. However, yields in those rural ponds have typically been low. This is largely due to lack of aeration systems, which introduce oxygen into the pond water and allow for greater stocking densities, healthier fish, and greater yields. Aeration systems typically are not employed in these remote communities due to high capital costs, lack of access to reliable electricity, and prohibitive maintenance costs. To address this need, a low-cost solar-thermal aeration system for implementation in resource-constrained settings was devised. The system consists of a metallic solar collector and a heat transfer column, which induces convective circulation in the water by dissipating heat to the cooler, deeper layers of the pond. As a result of the circulation produced by the device, oxygen generated by phytoplankton at the top of the pond is distributed throughout the water column, preventing oxygen losses to the atmosphere due to surface supersaturation and increasing the overall pond oxygen content. This paper presents the system models developed to validate the concept, including a Computational Fluid Dynamics (CFD) model and a diel Dissolved Oxygen (DO) simulation model. These models, when used in conjunction, can estimate the increase in DO to be expected by the introduction of passive aeration device. These models were tailored to represent two target test ponds in Bac Ninh, Vietnam. To calibrate the models, instrumentation measured relevant parameters including DO and water temperatures at various depths, wind speed, ambient air temperature, and solar irradiance. A description of the mechanical design, construction and installation of two full-scale prototypes is then discussed, and field results for the first month post-implementation are analyzed. The model and experimental results indicate that the device can improve the DO content at deep levels of the ponds (i.e. oxygen-depleted regions) and has the potential to improve aquaculture productivity in resource-constrained settings.
