Since the launch of the Stabilization and Association Process in 1999, the European Union has become the main conflict mediator on the post-Yugoslav space. The EU’s policy towards the region of the so-called Western Balkans implies the juxtaposition of integration and conflict settlement goals, which was not the case during the previous enlargement waves. Besides promoting peacebuilding initiatives through traditional foreign policy instruments, Brussels has been practicing a complicated system of incentives and sanctions related to the European integration procedures. Progress of the post-Yugoslav republics in enlargement is conditional on their willingness to implement particular requirements. The article analyzes the efficiency of the European Union’s conditionality from the perspective of regional stability. The ambivalence of such approach lies in politicization of peacebuilding agenda as the EU advances its specific image of recent civil wars in the Balkans. Using the methods of retrospective analysis of European politics, including foreign policy documents, the author substantiates the political nature of the demands made by Brussels on the parties to the conflicts. The distinct feature of the EU enlargement policy is the hierarchization of actors in foreign policy processes, which provides various countries with different negotiating power. This conditionality, due to the value contradictions within the communities, leads to the point when the applied measures of settlement lead not to the expected normalization, but to the aggravation of the situation and polarization of the parties. Thus, the author identifies the discrepancy between the declared objectives of the European Union as a mediator and the practical results. This inconsistency has prompted the decay of neighbor relations on the post-Yugoslav space as the EU member states attempted to instrumentalize their position within the Union for the ultimate solution of bilateral disputes with candidate countries, blocking the integration process in general.

Questions regarding the nature and source of consciousness and individual agency to make decisions have enormous practical implications that include human health and wellbeing, social policy, and economics. Ethical issues involving the ability for patients to make conscious, informed choices, such as in cases of dementia or coma, abound, and the health implications of individual choice on public wellbeing are becoming increasingly important as population densities increase. Furthermore, the use of animals for drug testing presents moral dilemmas related to our concepts of consciousness, pain, and consent. While philosophers have long debated aspects of consciousness, the means to scientifically address specific questions regarding regional and cellular functions of the brain are constantly emerging, as are new theories of physical laws and particle interactions which allow for the formation of new hypotheses of the source of consciousness. These emerging capabilities and hypotheses are increasingly able to be subjected to methodological scrutiny by the scientific community. To facilitate open discussion and advances in investigations regarding the nature of consciousness, this Topical Collection is intended to provide a peer-reviewed space to discuss or propose falsifiable hypotheses of consciousness in a full range of systems, using methods across disciplines of biology, physics, computer science, and philosophy of science that can inform such a discussion, while emphasizing the role that our conception of consciousness has on human health, society, and policy.

ABSTRACTOn a global and regional scale, Indonesia has one of the least environmentally sustainable economies in the Asia-Pacific region. Consumption is one of the key factors contributing to environmental degradation. By using materialism and environmental knowledge as mediators, this study aimed to understand how religiosity affects ethical consumption. This research used quantitative methods with structural equation modeling (SEM) analysis techniques based on partial least squares (PLS). The data came from a questionnaire distributed online. 153 valid questionnaires were selected for analysis. All respondents came from Indonesia, were adults (from 18 years old), and were Muslims. Findings show that religiosity influences ethical consumption, materialism, and environmental knowledge. This research also reveals that materialism and environmental knowledge influence ethical consumption, as well as the mediating effect of materialism and environmental knowledge on the influence between religiosity and ethical consumption. So, all hypotheses from this research can be accepted. These findings contribute theoretically to explaining the relationship between religiosity, materialism, environmental knowledge, and ethical consumption. Thus, this findings contribute to the field of Islamic economics. Practically, the findings of this research can help marketers formulate communication strategies that take into account the level of religiosity of consumers in Indonesia. Marketers must avoid unethical practices to encourage ethical consumption.Keywords: Religiosity, ethical consumption, materialism, environmental knowledge ABSTRAKPada skala global dan regional, Indonesia merupakan salah satu negara dengan perekonomian paling tidak ramah lingkungan di kawasan Asia-Pasifik. Konsumsi merupakan salah satu faktor utama yang berkontribusi terhadap degradasi lingkungan. Dengan menggunakan materialisme dan enviromental knowledge sebagai mediator, penelitian ini berupaya memahami bagaimana religiosity mempengaruhi ethical consumption. Penelitian ini menggunakan metode kuantitatif dengan teknik analisis Structural Equation Model (SEM) berbasis Partial Least Square (PLS). Data berasal dari kuesioner yang disebarkan online. 153 kuesioner yang valid dipilih untuk analisis. Seluruh responden berasal dari Indonesia, dewasa (mulai 18 tahun) dan beragama Islam. Temuan menunjukkan bahwa religiosity berpengaruh terhadap ethical consumption, materialism, dan environmental knowledge. Selain itu juga diketahui bahwa materialism dan environmental knowledge berpengaruh ethical consumption, serta adanya efek mediasi dari materialism dan environmental knowledge pada pengaruh antara religiosity dan ethical consumption. Sehingga, semua hipotesis penelitian ini dapat diterima. Secara praktis, temuan penelitian ini dapat membantu pemasar untuk merumuskan strategi komunikasi yang mempertimbangkan tingkat religiosity konsumen di Indonesia. The process of design, or project execution, can formally be viewed as the development of a prototype or prototype of a proposed or possible object or its state. The design process is based on professional knowledge, achievements in science, technology, technological advances, and mathematical methods for solving engineering problems, the basics of art, economics, pricing policy, inventive activity, regulations, legislation and much more. The beginning of the design is determined by the presence of the main provisions on the proposed object and the sources of its financing. As a result, investment feasibility studies and other studies are usually carried out prior to project development. There are relevant rules for the selection of projects, tenders are considered and the documents are finally approved. Design includes many systems, as well as the knowledge of engineers - this is an integral part of the overall investment process, the main participants of which are the Investor, the Customer, the construction department (Contractor) and the design company. Abroad, design is one of the most important stages in the implementation of urban development projects. Studies have shown that about 15% of the project budget is spent on correcting design errors, and more than 50% of project changes are due to poor design in the early stages [1, 2]. This article analyzes the design process in various foreign countries, such as the USA, Great Britain, France, Germany, Singapore, Bulgaria, based on publicly available materials (regulatory documents, tender documentation, guidelines, websites of architectural bureaus and official websites of regional and city administrations). The approach to determining the cost of architectural design for the conclusion of work contracts is considered in two ranges: 1) Range of territory – documents containing development projects for elements of the planned structure of the city. Architectural and urban planning concepts, depending on the type of documentation adopted in the country; 2) Development range (buildings) – a document that defines the development project for the elements of the planned structure of the city, as well as architectural, functional, technical and constructive solutions for capital construction projects. Depending on the type of document adopted in the country, it can be draft, design or working. The study of foreign practice of organizing the process of architectural and construction design has revealed a number of principles that can guide the authorities in ensuring high quality in the development and implementation of urban development projects.

Objetivo: Analisar a produção científica na área de Inovação Frugal (IF), nas bases de dados Web of Science e Scopus (CAPES, 2021). Metodologia: A pesquisa é caracterizada como descritiva com abordagem quantitativa e aplicação da técnica bibliométrica. Assim, após definir a técnica e tema, a busca foi realizada nas bases WoS e Scopus por tópico, utilizando os termos “frugal innovation”, com intervalo de tempo de 2010 a 2020, resultando em 306 publicações na WoS e 396 na Scopus. Em seguida, os dados foram organizados na Planilha Excel e após, as publicações foram identificadas nas seguintes categorias: evolução temporal, áreas temáticas, publicações por países, autores e frequência de citações. Por fim, utilizou-se o software VOSViewer para a criação de mapas textuais e clusters de co-citação. Resultados: Destaca-se que a temática de Inovação Frugal vem crescendo em frequência de publicações, destacando-se o ano de 2020. Dentre os resultados, a Índia e Estados Unidos encontram-se entre os primeiros que mais publicam e em nona posição encontra-se o Brasil encontra-se em nona posição. Quanto a area, Gestão, Negócios e Contabilidade tem a primeira posição. Entre os anos de 201 a 2020, somando entre as bases, tem-se o total de 5.281 citações. Originalidade/Valor: O uso da técnica de bibliometria apresenta-se como uma ferramenta relevante para a disseminação do conhecimento científico e tecnológico, possibilitando aos pesquisadores a análise quantitativa, descritiva e prognóstica de publicações realizadas em uma determinada área da ciência. Além disso, este estudo contribui com a disseminação do conhecimento sobre a inovação frugal, que é necessária para países que buscam o desenvolvimento econômico a partir da diminuição do uso de recursos e atendendo uma maior quantidade de pessoas, que antes não tinham acesso a determinados mercados e produtos. ABSTRACT The purpose of this study was to analyze the short-term and long-term relationship between the Islamic capital markets of 5 selected countries in the Covid-19 era. This study used a quantitative approach using weekly secondary data from January 2020 to December 2022. The data analysis model used Vector Auto Regression (VAR) analysis. The results of this study show that in the short term, variants in the capital market will change due to shocks in other ASEAN Islamic capital markets, but short-term deviations in the Islamic capital market will adjust in the long term. meanwhile, in the long run, Islamic capital markets in ASEAN countries that were tested, have integrated despite the occurrence of a health crisis that also has an impact on the financial crisis. This provides an opportunity for investors to mitigate risks and increase profit margins, especially in Islamic stock exchanges in ASEAN countries. On the other hand, this research allows investors to reformulate a more diversified portfolio after the Covid-19 pandemic. Penelitian ini menggunakan pendekatan kuantitatif dengan menggunakan data sekunder mingguan januari 2020 sampai dengan desember 2022. Model analisis data menggunakan analisis Vector Auto Regression (VAR). Hasil penelitian ini menunjukkan bahwa dalam jangka pendek, varian di pasar modal akan berubah karena guncangan di pasar modal syariah ASEAN lainnya, namun penyimpangan jangka pendek di pasar modal syariah akan menyesuaikan dalam jangka panjang. sementara dalam jangka panjang, pasar modal syariah di negara-negara ASEAN yang teruji, memiliki integrasi meskipun terjadi krisis kesehatan yang juga berdampak pada krisis keuangan. Hal ini memberikan suatu kesempatan bagi para investor untuk memitigasi risiko dan memperbesar margin keuntungan terutama di bursa saham syariah negara ASEAN. Disisi lain, dengan adanya penelitian ini memungkinkan membantu para investor untuk merumuskan kembali portofolio yang lebih terdiversifikasi setelah terjadinya pandemi covid-19. Climate change induced sea-level rise (SLR) is on its increase globally. Regionally the lowlands of China, Vietnam, Bangladesh, and islands of the Malaysian, Indonesian and Philippine archipelagos are among the world’s most threatened regions. Sea-level rise has major impacts on the ecosystems and society. It threatens coastal populations, economic activities, and fragile ecosystems as mangroves, coastal salt-marches and wetlands. This paper provides a summary of the current state of knowledge of sea level-rise and its effects on both human and natural ecosystems. The focus is on coastal urban areas and low lying deltas in South-East Asia and Vietnam, as one of the most threatened areas in the world. About 3 mm per year reflects the growing consensus on the average SLR worldwide. The trend speeds up during recent decades. The figures are subject to local, temporal and methodological variation. In Vietnam the average values of 3.3 mm per year during the 1993-2014 period are above the worldwide average. Although a basic conceptual understanding exists that the increasing global frequency of the strongest tropical cyclones is related with the increasing temperature and SLR, this relationship is insufficiently understood. Moreover the precise, complex environmental, economic, social, and health impacts are currently unclear. SLR, storms and changing precipitation patterns increase flood risks, in particular in urban areas. Part of the current scientific debate is on how urban agglomeration can be made more resilient to flood risks. Where originally mainly technical interventions dominated this discussion, it becomes increasingly clear that proactive special planning, flood defense, flood risk mitigation, flood preparation, and flood recovery are important, but costly instruments. Next to the main focus on SLR and its effects on resilience, the paper reviews main SLR associated impacts: Floods and inundation, salinization, shoreline change, and effects on mangroves and wetlands. The hazards of SLR related floods increase fastest in urban areas. This is related with both the increasing surface major cities are expected to occupy during the decades to come and the increasing coastal population. In particular Asia and its megacities in the southern part of the continent are increasingly at risk. The discussion points to complexity, inter-disciplinarity, and the related uncertainty, as core characteristics. Rapid urbanization rates impact significantly on the nature of Land Cover patterns of the environment, which has been evident in the depletion of vegetal reserves and in general modifying the human climatic systems (Henderson, et al., 2017; Kumar, Masago, Mishra, & Fukushi, 2018; Luo and Lau, 2017). This study explores remote sensing classification technique and other auxiliary data to determine LULCC for a period of 50 years (1967-2016). The LULCC types identified were quantitatively evaluated using the change detection approach from results of maximum likelihood classification algorithm in GIS. Accuracy assessment results were evaluated and found to be between 56 to 98 percent of the LULC classification. The change detection analysis revealed change in the LULC types in Minna from 1976 to 2016. Built-up area increases from 74.82ha in 1976 to 116.58ha in 2016. Farmlands increased from 2.23 ha to 46.45ha and bared surface increases from 120.00ha to 161.31ha between 1976 to 2016 resulting to decline in vegetation, water body, and wetlands. The Decade of rapid urbanization was found to coincide with the period of increased Public Private Partnership Agreement (PPPA). Increase in farmlands was due to the adoption of urban agriculture which has influence on food security and the environmental sustainability. The observed increase in built up areas, farmlands and bare surfaces has substantially led to reduction in vegetation and water bodies. The oscillatory nature of water bodies LULCC which was not particularly consistent with the rates of urbanization also suggests that beyond the urbanization process, other factors may influence the LULCC of water bodies in urban settlements. Harmful and toxic algal blooms (HABs) are a well-established and severe threat to human health, economies, and marine and freshwater ecosystems on all coasts of the United States and its inland waters. HABs can comprise microalgae, cyanobacteria, and macroalgae (seaweeds). Their impacts, intensity, and geographic range have increased over past decades due to both human-induced and natural changes. In this report, HABs refers to both marine algal and freshwater cyanobacterial events. This Harmful Algal Research and Response: A National Environmental Science Strategy (HARRNESS) 2024-2034 plan builds on major accomplishments from past efforts, provides a state of the science update since the previous decadal HARRNESS plan (2005-2015), identifies key information gaps, and presents forward-thinking solutions. Major achievements on many fronts since the last HARRNESS are detailed in this report. They include improved understanding of bloom dynamics of large-scale regional HABs such as those of Pseudo-nitzschia on the west coast, Alexandrium on the east coast, Karenia brevis on the west Florida shelf, and Microcystis in Lake Erie, and advances in HAB sensor technology, allowing deployment on fixed and mobile platforms for long-term, continuous, remote HAB cell and toxin observations. New HABs and impacts have emerged. Freshwater HABs now occur in many inland waterways and their public health impacts through drinking and recreational water contamination have been characterized and new monitoring efforts have been initiated. Freshwater HAB toxins are finding their way into marine environments and contaminating seafood with unknown consequences. Blooms of Dinophysis spp., which can cause diarrhetic shellfish poisoning, have appeared around the US coast, but the causes are not understood. Similarly, blooms of fish- and shellfish-killing HABs are occurring in many regions and are especially threatening to aquaculture. The science, management, and decision-making necessary to manage the threat of HABs continue to involve a multidisciplinary group of scientists, managers, and agencies at various levels. The initial HARRNESS framework and the resulting National HAB Committee (NHC) have proven effective means to coordinate the academic, management, and stakeholder communities interested in national HAB issues and provide these entities with a collective voice, in part through this updated HARRNESS report. Congress and the Executive Branch have supported most of the advances achieved under HARRNESS (2005-2015) and continue to make HABs a priority. Congress has reauthorized the Harmful Algal Bloom and Hypoxia Research and Control Act (HABHRCA) multiple times and continues to authorize the National Oceanic and Atmospheric Administration (NOAA) to fund and conduct HAB research and response, has given new roles to the US Environmental Protection Agency (EPA), and required an Interagency Working Group on HABHRCA (IWG HABHRCA). These efforts have been instrumental in coordinating HAB responses by federal and state agencies. Initial appropriations for NOAA HAB research and response decreased after 2005, but have increased substantially in the last few years, leading to many advances in HAB management in marine coastal and Great Lakes regions. With no specific funding for HABs, the US EPA has provided funding to states through existing laws, such as the Clean Water Act, Safe Drinking Water Act, and to members of the Great Lakes Interagency Task Force through the Great Lakes Restoration Initiative, to assist states and tribes in addressing issues related to HAB toxins and hypoxia. The US EPA has also worked towards fulfilling its mandate by providing tools and resources to states, territories, and local governments to help manage HABs and cyanotoxins, to effectively communicate the risks of cyanotoxins and to assist public water systems and water managers to manage HABs. These tools and resources include documents to assist with adopting recommended recreational criteria and/or swimming advisories, recommendations for public water systems to choose to apply health advisories for cyanotoxins, risk communication templates, videos and toolkits, monitoring guidance, and drinking water treatment optimization documents. Beginning in 2018, Congress has directed the U.S. Army Corps of Engineers (USACE) to develop a HAB research initiative to deliver scalable HAB prevention, detection, and management technologies intended to reduce the frequency and severity of HAB impacts to our Nation’s freshwater resources. Since the initial HARRNESS report, other federal agencies have become increasingly engaged in addressing HABs, a trend likely to continue given the evolution of regulations(e.g., US EPA drinking water health advisories and recreational water quality criteria for two cyanotoxins), and new understanding of risks associated with freshwater HABs. The NSF/NIEHS Oceans and Human Health Program has contributed substantially to our understanding of HABs. The US Geological Survey, Centers for Disease Control and Prevention, and the National Aeronautics Space Administration also contribute to HAB-related activities. In the preparation of this report, input was sought early on from a wide range of stakeholders, including participants from academia, industry, and government. The aim of this interdisciplinary effort is to provide summary information that will guide future research and management of HABs and inform policy development at the agency and congressional levels. As a result of this information gathering effort, four major HAB focus/programmatic areas were identified: 1) Observing systems, modeling, and forecasting; 2) Detection and ecological impacts, including genetics and bloom ecology; 3) HAB management including prevention, control, and mitigation, and 4) Human dimensions, including public health, socio-economics, outreach, and education. Focus groups were tasked with addressing a) our current understanding based on advances since HARRNESS 2005-2015, b) identification of critical information gaps and opportunities, and c) proposed recommendations for the future. The vision statement for HARRNESS 2024-2034 has been updated, as follows: “Over the next decade, in the context of global climate change projections, HARRNESS will define the magnitude, scope, and diversity of the HAB problem in US marine, brackish and freshwaters; strengthen coordination among agencies, stakeholders, and partners; advance the development of effective research and management solutions; and build resilience to address the broad range of US HAB problems impacting vulnerable communities and ecosystems.” This will guide federal, state, local and tribal agencies and nations, researchers, industry, and other organizations over the next decade to collectively work to address HAB problems in the United States.
