E-government usually studies focus on outcomes or user opinion. Our attempt is to see this also from the point of view of IT professionals that work in public institutions. Big cities will always be on the forefront of using new technologies in their day-to-day work and, because of that, they are usually the subject of researchers wanting to study this field. But most Romanians live in small cities, towns and villages. We are also interested in the pace of e-government development in these municipalities. After the 2017 study that focused on big Romanian cities, this year we follow up with a more comprehensive research, which aims to find out how e-government is implemented in small urban municipalities in Romania. Our research aims to learn how successful the implementation of egovernment services in Romanian local government is in the eyes of those tasked with rolling out these services. E-government is no longer a new development in the public institutions’ continuing search for better service. The interaction between citizens and companies, as well as the government, are constantly evolving, and new ways of doing things are regularly tested and adopted or discarded.

The Russian State Archive of Literature and Art (RGALI) contains reports of Soviet writers and cultural figures who traveled in the 1950s-1980s on creative business trips to socialist countries. Not yet in high demand by researchers, they are at the same time of undoubted interest as a historical source, since they reflect information related to the establishment of bilateral and multilateral cultural ties, the development of literature and art in foreign (in particular, Eastern European) countries, as well as the mood of foreign intelligentsia. The article deals with the report on the trip to Romania in the spring of 1962 by the young playwright Mikhail Filippovich Shatrov (1932–2010). A sincere supporter of the genuine renewal and democratization of the Soviet system, M. Shatrov was pleased with the reception given to him in Romania and highly appreciated the state of theatrical performances in this country. At the same time, he got the impression based on communication with Romanian interlocutors (writers and theatrical figures) that the Romanian society was lagging behind the Soviet one in its readiness to break with the Stalinist legacy. In his view, those responsible for cultural policy preferred to play it safe when it came to staging the Soviet plays in Romania that were critical of Stalin's personality cult, as they might lead the public to undesirable parallels with the current situation in Romania. Moreover, according to M. Shatrov, an atmosphere of fear continued to flourish in Romania, “a terrible legacy of the era of the cult of personality”. On the other hand, he drew attention to the reluctance of some Romanian cultural figures to advertise their old Soviet connections in the face of public opinion, because they were afraid of being compromised in the eyes of their colleagues in the conditions when the Romanian communist regime began to keep distance from the USSR.

This article analyses Romania’s foreign policy during the transition from communism to democracy, between 1990 and 1996, through the lens of its relations with Hungary. These were conditioned by the historical background, antagonistic feelings best describing public opinion attitudes in the two states. The analysis considered the situation of the Hungarian minority in Romania and the way in which inter-ethnic tensions (such as the street fights in Târgu-Mureş in March 1990) influenced diplomatic cooperation, as well as the way in which the political class positioned on this issue. The study focuses on the adoption of the ‘Treaty of understanding, cooperation and good neighborliness concluded between Romania and the Republic of Hungary,’ a condition for the acceptance of the two countries in the negotiations for accession to NATO and the European Union. The tortuous process that led to the signing of this document was analyzed through the lens of specialized literature, but also by reference to some decision-makers at that time, such as the US ambassador to Romania, Alfred H. Moses, or President Ion Iliescu. As regards the reactions of politicians and the media in both states to the signing of the treaty, in the context of the Romanian electoral campaign that was taking place at that time, sources from the written press were used, Evenimentul Zilei and Adevărul being the most widely read dailies.

This study aims to analyse the problems and the future of Muslim families of recently settled in Romania, from the countries of the Near & Middle East and Africa, ravaged by armed and/or ideological and religious conflicts, but above all the reflection of this anthropological and socio-cultural problems in the Romanian and international media, especially the online media. Because, apparently, between the "traditional" Muslim families of Romania, usually located in Dobruja, with ethnic Turk-Tatar roots, and the "new" Oriental and African Muslim family, there is a significant gap, especially regarding the relation towards integration, or non-integration, more precisely, in the contemporary Romanian society. Knowing well that at present we are witnessing an almost open conflict between the "old" Muslims, represented by the Mufti Authority of Dobruja, the Turks and Tatars, with an old and respectable history on Romanian territory, dating back to the time of the Ottoman Empire, and who have mostly lived, for centuries, in harmony with the majority Romanian population, and the "new" Muslims, who arrived in Romania after 1989, from the countries of the Near & Middle East and Africa, this research aims to analyse the intra- and extra-familial tensions that are now emerging in our country, tensions linked to cultural, anthropological and socio-economic differences. To all these tensions are also added the ideological and political sides, because the "new" Muslims of Romania seem to have the tendency and ambition to impose themselves on the media and in the eyes of public opinion, as legitimate representatives, and, if possible, the only ones, of the Muslims of Romania, an ambition that creates enormous difficulties of integration into Romanian society to the most vulnerable representatives of these Muslim families, who are women and children.

During the early 1990s, following the restoration of independence, Lithuania reoriented in terms of foreign policy towards West. One of the state’s main foreign policy goals became the accession to the EU and NATO. Acknowledging that the ‘opinion of the people’ is a crucial factor in today’s democracy as it is important and necessary for politicians to know and take into consideration the ‘public opinion’, that is the opinion of the people they represent, this paper brings into attention the public support for the political pro-West project. The paper is structured in two main parts. The first one presents in short the politicians’ discourse regarding Lithuania’s accession to the EU and its general ‘returning to Europe’, in the general context of the state’s new foreign policy, while the second part presents the results of different public opinion surveys regarding the same issue. Comparing these two sides, in the end, the paper provides the answer that the Lithuanian people backed the political elites in their European projects. Although, the paper does not represent a breakthrough for the scientific community, its findings could be of interest for those less familiarized with the Lithuanian post-Cold War history, and especially for the Romanian public to whom this journal mainly addresses.

Discourses on European integration and Euroscepticism have benefitted from increased interest after Brexit. Researchers point out that there is a great variance from one national context to another and that there is a gap in the literature concerning non-elite discourses and perspectives from Central and Eastern European countries such as Romania. The Eurobarometer findings of early 2023 indicate a shift in Romanian public opinion towards Euroscepticism. To better understand the potential causes for these shifts, we approach the politicisation of the issue in Romania through an analysis of online news headlines and related social media news sharing metadata. In the aftermath of the decision not to accept Romania and Bulgaria, this research investigates shifts in the media framing of the Schengen issue and EU over two months (from October 15 to December 15, 2022) in the 14 most accessed Romanian online news sites (with more than 10 million visits per month). Quantitative analysis of news headlines (<em>N</em> = 3,362) shows that the coverage focuses on Romanian politicians in power and emphasises conflict. Furthermore, the analysis of the interactions produced by news sharing of the analysed sample shows the impact of the political rhetoric encouraging the boycotting of Austrian companies in retaliation for the denial of Schengen Area accession: scapegoating and disenchantment with politics and politicians. The two-step approach used and results that use Facebook interactions as indicators of public resonance of politicisation and strategic framing may be replicated in future research.

The article examines emerging practices of personalization in political talk shows on Romanian television. Our interest lies in the reconfiguration of the role of critical journalist, as performed by talk show hosts on private TV channels, in the context of increasing commercialization and instrumentalization of the Romanian media in postcommunism. This development consists of the strategic use of personalization, achieved through the talk show dispositive, for the enactment of positions of journalistic interpretation, adversarialness, and intervention on behalf of the citizens. The findings indicate shifts in the symmetry/asymmetry relationships between journalists, guests, politicians, and publics, as well as new ways of constructing and understanding public issues. Two main patterns of personalization have been identified: the journalist as a fully engaged voice, effectively substituting itself for the public opinion, and the journalist as an ordinary person, who has the capacity to see through and expose dominant public discourses.

This article examines how the Russian invasion of Ukraine influenced Kremlin's propaganda against Romania. For one year (24.02.2022 – 24.02.2023), the author followed official statements by Russian politicians and diplomats, material appearing in the most important federal media outlets, and messages released via social media and other marginal propaganda sources. Thus, it was possible to determine the main Russian propaganda narratives against Romania: „Romania seeks to annex parts of Ukraine”; „Romania seeks to annex the Republic of Moldova and Transnistria”; „Romania promotes unreasonable Russophobia”; „Romania is a «Western colony» used by the USA against Russia”, and last but not least, attempts to discredit Romanian aid to Ukraine. In this way, the author determined the image of Romania created by the Russian propaganda machine for its audience, but also the ways in which Moscow uses the distorted image of Romania to influence public opinion in Ukraine and Moldova.

Abstract In the last decade, the Bologna Process has underlined many times the need for Student-Centred Learning (SCL), Innovation in Learning and Teaching, providing support to learners and removing obstacles that students face in order to fulfil their potential. As SCL is still at the core of the Bologna Process, the instruments which are meant to record the students’ perspective are very important. However, we consider that there is a deficit regarding the needed research that would lead to efficient ways of delivering positive outcomes for the entire academic community. In that sense, this paper will focus on how national student surveys have been developed in several countries, as there are some reasons to consider this instrument as one of the most efficient, especially in consolidating and developing learning and teaching. The paper will take into consideration three examples from the European Higher Education Area: the National Student Survey (United Kingdom), Studiebarometeret (Norway) and the National Sociological Research about Students’ Satisfaction (Romania) and will approach aspects such as the structures and stakeholders which are involved in developing and coordinating the process, the subjects tackled by these questionnaires, why and how they were selected. Our study provides an insight regarding the usefulness of a national student survey for the future development of European Higher Education Area. It also shows the potential relevance of these questionnaires for the Bologna Process. The paper will also present how these instruments have evolved across time and how they were received by the public opinion. We will draw a set of conclusions starting from examined good practices and the literature review. As a result of this paper, we consider that a national students’ survey represents one of the most useful tools for HE stakeholders in order to assess the quality of learning and teaching.

This chapter examines the Europeanization effects associated with Romania’s effort to begin and, later, complete its accession negotiations with the European Union. The road to EU membership in 2007 was a long and hard one for Romania. While public and political opinion remained solidly in favour of integration, and ultimately membership, institutional fluidity, poor administrative capacity, political factionalism, and corruption posed significant challenges to processes of domestic adaptation. The chapter first provides an overview of the changing pattern of Romania’s relationship with the EU before discussing some of the early evidence of the impact of EU membership on Romanian public opinion, party politics, and public policy. It also looks at important factors that have affected both the ‘production’ and ‘reception’ of the Europeanization pressures associated with the EU’s most recent enlargement. Finally, it compares Romania’s EU membership experience with those of other member states, particularly Poland and Bulgaria.

The main part of this chapter is devoted to the consideration of the Euro-Atlantic direction of Romanian foreign policy. A brief overview of foreign policy under the administrations of the four presidents is given. The core idea that stands out is that, despite some nuances of foreign policy preferences of various presidential teams, Romania throughout the post-communist period firmly adhered to the course of participation in Euro-Atlantic structures. The chapter touches on important aspects of regional cooperation from the point of view of Romania's geopolitical ambitions: relations with the Republic of Moldova, Ukraine, and Hungary. The country's foreign policy priorities are determined by taking into account its active “pro-Americanism” and complicated relations with Russia, which have resulted from negative perception of the latter's foreign policy. The main contours of Romania's foreign policy are also examined through the prism of public opinion, including statements by representatives of nationalist groups that negatively assess the Euro-Atlantic priorities of Romanian foreign policy.

Reorganisation of the Austrian Empire into the dual Austro-Hungarian Monarchy in 1867 was followed by an attempt to cancel the special status of the Grand Principality of Transylvania, which had a long tradition of autonomous statehood, and absorb it into the Kingdom of Hungary. This caused a reaction by the Romanian nationalist movement in the region that intensified decade by decade. That this movement became a threat to the integrity of Austria-Hungary could not help but become an object of observation for Russian diplomats in the neighbouring Kingdom of Romania, where the issue of the status of Transylvanian Romanians was gaining more and more political attention. In this essay, based on archival and published sources, it is shown how Russian observers, first and foremost Russian diplomats in Bucharest, described not only the complex interethnic relations at the turn of the nineteenth and twentieth centuries, but also the attitude of the Romanian political elite and Romanian public opinion towards the status of Romanians in Transylvania - subjects of the Habsburgs. The author comes to the conclusion that a glace thrown from outside on this remote region, loosely con-nected with Russia, nevertheless allows conclusions to be drawn that help to reassess issues that concerned the Russian Empire (such as the Bessarabia question).

The third part presents the impact of EU membership on Bulgarian political institutions and governance. Finally, a brief comparison is offered with the Romanian experience of Europeanization. The underlying argument is that the process of Europeanization has been a slow one.

Abstract In the weeks following the assassination of Archduke Franz Ferdinand on 28 June 1914 King Charles and Liberal and Conservative politicians watched the deteriorating international situation with increasing anxiety. They had good reason to fear war, for Rumania’s geographical position made it inevitable that she would find herself in the middle of an expanding, European conflict. The country faced the crisis far from united. There were serious political divisions between the king and a small group of Germanophiles, on one side, and the majority of politicians and public opinion, on the other. which favoured the Entente. Yet both sides could agree on the urgent need to avoid war. The lack of preparedness of the Rumanian army and the aggressive behaviour of Austria-Hungary toward Serbia gave everyone pause. Convinced that Serbia wished to settle the crisis peacefully and fearful that otherwise Russia would support Serbia militarily and a general war would break out, the king and Prime Minister Bratianu urged both parties to settle their differences through negotiation. They became thoroughly alarmed when Austria-Hungary presented a drastic ultimatum to Serbia on 24 July. War now seemed to them inevitable, since Serbia, in their view, could not possibly accept all its terms.

Financing the higher education systems in European countries is a highly debated topic, and the main issues are related to increasing the level of public funding, increasing the degree of autonomy in the management of the financial resources of universities, establishing direct correlations between results and the amount of public funding, and encouraging the diversification of funding sources, combined with the creation of partnerships with research institutes, enterprises, and regional authorities. This chapter presents a four-tiered research regarding the opinions of the Romanian academic community with respect to: (a) the priority measures used to improve convergence in Higher Education (HE) financing, (b) the most relevant indicators for assessing convergence in financing HE, (c) the barriers stopping or slowing down convergence financing in HE, and (d) the institutions responsible for taking measures and clearing any obstacles in financing the higher education system.

In public administration, ethics and integrity are key factors for the proper functioning of public authorities and institutions at both the central and local level. Public organisations aim to ensure a proper ethical framework so that staff in public organisations serve the public interest, manage public money properly and make fair decisions for a modern, transparent, and therefore honest public administration. In this study, we focus on the role of the ethics advisor in promoting ethics and organisational integrity in the public sector, starting from the assumption that the ethics advisor is essential for implementing the ethics standard, as well as for promoting ethics and organisational integrity in the public sector. This is quantitative research conducted at the level of local public authorities: county councils and city halls, using an opinion survey through a self-administered questionnaire distributed to ethics advisors.

The public sector has a fundamental role in ensuring long-term prosperity thus a deficient mechanism of public administration can have a negative impact on unique market, innovation and investment functioning. In European states, actions were initiated and implemented meant to stimulate the performance of the administrations. The way of public sector capacity development differs for each state of European Union; some of them are able to reconsider the basics of the administrative system, while others are considering mechanisms for achieving and quantifying performance in the public system. The Romanian public administration is developing its entire capacity with support of local and central institution, by developing and implementing projects able to reduce bureaucracy and being a real support for citizens. In this context, quantifying the projects` results in comparison with citizens` opinion represents a useful analyse which can offer a better framework of public administration system development. The most recent and relevant indicators which can be taken in consideration in order to evaluate the administrative capacity are the digitalization systems created in the last period and citizens ‘opinion about the progress in administration by their last interaction with public institutions. Thus, the main goal of this article was to evaluate the efficiency of EU funds spending on projects with digitalization component versus citizens` opinion about the improvement of administrative services.

The study entitled �Representative values of the Romanian Police in interaction with public authorities� is an exclusively qualitative research. The purpose of the research was to identify mechanisms for streamlining the police service, communication and relations between the police, public authorities and citizens, performance and activity in the service of the community. In order to achieve the main objectives, we used the interview-based survey as a research method. The interview included 13 questions and was structured on several main investigative topics: institutional relations, functional, structural and logistical problems of the police, the phenomenon of corruption and traffic of influence, degradation of public space, the role of the media, loss of authority and influence, perception of public opinion. Interviews were conducted with representatives of the authorities in public office: Mehedin?i County Council, A.T.O.P. Mehedin?i (Territorial Public Order Authority), Prefecture of Mehedin?i County. The main results obtained were: The strengths that characterize the police service are: the authority of the institution, conferred by law, the professionalism of the management and execution staff, the operative situation that ensures a climate of safety and trust of the citizen. The weaknesses are determined by the lack of clear and coherent legislation and procedures regarding the use of weapons and the mode of action in critical situations, the lack of trained personnel in areas that have direct contact with the public, the lack of equipment necessary to ensure police protection.

The activity of companies with foreign capital is more often in the center of attention of the public opinion, researchers and public authorities considering the positive effects but also the negative externalities that it generates on the economies of the host countries. With the liberalization of capital movements, FDI was consider the panacea that could solve all economic, environmental and social problems in the host less developed countries, but the reality is much more complex. In order to test if foreign direct investment (FDI) is caused by competitiveness in case of Romania, we considered FDI inflows externalities for national economy, net inflows (% of GDP) and Competitiveness index for the time period 2007-2018. The econometric methodology used to model FDI and Competitiveness Index is Granger Causality. The results of the study suggest that there is a unidirectional causality, flowing from Competitiveness Index to foreign direct investment. Thus, in case of Romania, foreign direct investment represents the result of competitiveness, FDI does not influence Competitiveness index.

During the COVID -19 pandemic, among other institutions, mass media has played an essential role in disseminating information about the evolution of the pandemic, but also in shaping peoples� opinion about the COVID - 19 vaccine. The purpose of our paper was to identify the way online media channels portrayed the positive and negative effects of the COVID � 19 vaccines in order to raise awareness regarding the importance of analyzing the subject from several perspectives. We considered such an analysis to be both necessary and relevant, because often, exposure to mass � media can determine people to develop certain beliefs and to act in specific ways. We were interested in identifying which types of vaccines were presented in a more positive manner, and in identifying similarities and differences between the approaches of Romanian and foreign online media channels. Content analysis was used as a method, while having as a research instrument a content analysis grid. The sample of the research includes 5 official websites of Romanian media channels and 5 official websites of foreign media channels. The analysis period was: August 2020 - October 2020. The results of our research revealed that online media presented the COVID -19 vaccines both from a positive and negative perspective, the vaccines discussed most being the Russian vaccines, AstraZeneca and the Chinese vaccines. The context in which the vaccines was described most were represented by: effectiveness of vaccines and side effects. Considering the theoretical and practical implications, from a theoretical point of view, the paper contributes to the literature on the effects and influence of mass � media. From a practical point of view, the paper can be used as a frame of reference for further studying the influence of the messages sent through online media about the COVID � 19 vaccines on the public.

The current presentation includes several queries regarding the interaction of migration and globalization – one of the most significant phenomena of social transformation in recent decades, as well as the meanings that this interaction presents for artistic research and practice. The major social and cultural transformations that have taken place in recent decades following more intense migratory movements have sparked an interest among artists for creating visual discourses, which, by using languages specific to different genres and environments, contribute to the dissemination of knowledge about migrants and migratory experiences different from the discourses generally offered and exploited by the media and public opinion. In cultural studies, the mobility turn also influences how contemporary art reflects on the direct and indirect implications of migration. The selection of works we analysed (which mainly use the medium of documentary photography) challenges the way we understand the notions of space and time, by exploring ideas regarding the concepts of (at)home and road, which are, moreover, two of the notions that undergo most changes during migratory experiences. The artistic projects selected reconsider defining the concept of (at)home as the place where the individual builds his sense of belonging, referring only to the physical house and not just to a single house set in an immovable place, but considering multiple connotations of the idea of home. Migrants' personal narratives reveal the ways in which individuals move between multiple homes, developing attachments and reinventing their identities along the way. Considering both the international context of migration and the particular case of Romanian economic migration as a recent phenomenon with important socio-cultural implications, I sought to investigate through my own artistic practice how documentary photography can become an environment for reflection on the topic, by combining autobiographical elements and a subjective discourse added to the objective dimension.

The online environment provides broad options regarding the type of web applications that can be used in eLearning, so who wants to use online learning technics can opt for community websites, forums, blogs, social networks. Nowadays, blog is considered by specialists a very powerful marketing tool for influencing public opinion, and can be described as an explosion of online marketing products; it could also be considered as an instrument of interpersonal and organizational information that can be used in practices of eLearning in companies and it might be seen as a challenge for organizational environment, an innovative tool for measuring the efficiency and performance. There are currently blogs that attract over 100,000 readers per day online long enough to interest the media relations professionals. In addition, corporate blogs are a useful tool for identifying consumer attitudes and concerns. This work was performed quantitative research that will result from the influence of blogs like e-learning tools for the professional community in Romania. Blogs are not just personal diaries, with impressions in chronological order, they can be real customer feedback archives or employees, organizational blogs as marketing tools can be used as marketing communications. Blogs can also be used to influence public opinion or internal organizational management. With all the benefits and blog can be an instrument of manipulation, because most companies make their fake blogs known prospects to make positive, influencing and manipulating preferences of visitors or customers. Although it is a means of sharing personal information for teachers or trainers can be a way of learning, product promotion, comments and opinions, the feedback being appreciated as a way of knowing the needs and wishes of students and a modern e-learning.

In the contemporary society there are many discussions about bullying and public shaming, especially about the need to eliminate this harmful phenomenon, but it can be seen that there is bullying and public shaming that affect countries and populations, without synchronizing the approach for the elimination of these phenomena. Romania and Bulgaria are the most exposed countries to what could be defined as bullying and public shaming at the country and population level, especially by presenting them as negative examples, following the annual statistics compiled by Eurostat. One of the reasons why Romania and Bulgaria are again in the last places in the EU is the consumption of daily portions of fruits and vegetables. Eurostat statistics place the two countries in last place in the EU in the consumption of fruit and vegetables, in the interpretation given by the media that took the Eurostat data, but it is, in fact, the consumption behavior that shows the population's refusal to comply to standardization. The two countries are large producers of fruits and vegetables, with a large number of owners of gardens and orchards, and culinary behaviors are based on the consumption of fruits and vegetables, especially from their own production. We have carried out an analysis of documents, at European level, correlated with the campaigns launched in the media, starting with 2014, to demonstrate the links between the need to impose new rules at EU level and the persuasion techniques used to determine the population to comply. We also conducted quantitative research to highlight the perception of public opinion on these topics. Thus, we demonstrated that the fact that Romanians and Bulgarians are on the last two places in these annual statistics shows, in fact, the total failure of standardization, at the level of society, as well as the impossibility to change mentalities in the two traditionalist countries. The role of bullying and public shaming is, in fact, to make the population comply, but even so no other results have been obtained.

Open access represents an important trend in research libraries' sector. Scholarly journals and books are at the heart of research and science, and, therefore, it is very important for Romanian research libraries to understand the aims, scope and impact of open access. Romania is the first country where EU Framework Programme for Research, Development and Innovation Horizon 2020 was launched and this can be an extremely significant opportunity for Romanian libraries to increase their role in scientific life. Nowadays, librarians are very much implied in search of scientific open access information, in order to support knowledge production and consumption in research institutes and universities. There are a lot of international success models for open access, and this aspect is very significant for Romanian librarians, in order to properly assist researchers in their work. The most important publishers support both gold and green open access, and, in matters pertaining this latter option, libraries offer their support by paying subscriptions to journals with open archive. As an example of positive attitude regarding open access and, implicitly, open science, a series of researchers at the Institute of Mathematics of the Romanian Academy (IMAR) publish their articles in open access, and their works can be read free from EuDML (The European Digital Mathematics Library), on their personal pages which can be accessed from the web-page of IMAR, or in journals with open access policies. The article aims to present the results of a survey on opinions and approaches of IMAR's researchers regarding open access publishing. Digital preservation and data management are, also, vital for research libraries in contemporary digital age. Librarians supporting researchers in institutes and universities must also comply with the ethics principles of open access, in terms of copyright and licensing issues, and so they can better carry out their mission by supporting authors in publishing in open access their high quality results, in the context of the scientific developments in the modern world.

Established as a personal right, the right to free speech implies obligations and duties, which may generate possible restrictions. Freedom of expression works correctly in a legal framework when it comes to a legitimate aim in a state law. Article 10, paragraph 2, of the Convention explains the conditions under which the right to freedom of expression is justified by the need to protect certain public interests (such as those relating to national security, the territorial space of the state, public order, the prevention of crimes, the protection of health and social morals, the guarantee of authority and the impartiality of the judiciary) but also to protect certain private interests, such as reputation and the rights of others. persons or the need to prevent the publication of secret information. This paragraph basically authorizes states to take certain measures to protect those interests, which materialize through rules and normative rules of the right to conscience, opinion and freedom of expression States enjoy a margin of appreciation for establishing the need for such reactions in a state governed by the rule of law, but in the end it is also up to the European Court of Human Rights to rule on the compatibility of interference with the provisions of the Convention, assessing on a case-by-case basis if the interference arises as a result of the urgent social issues and whether it is fair.
