The growth of urban areas has led buildings to come closer and closer to road traffic routes, exposing civil buildings to traffic vibrations, causing discomfort for users and damage to structures. Although there are numerical studies on traffic vibrations, effective vibrational isolation techniques are little explored in this research. A promising approach is the use of periodic structures. Although used in several areas of engineering, periodic structures still have limited application in civil engineering, especially to isolate vibrations caused by vehicles rolling on pavement in small buildings. In this context, this research developed three numerical finite element models for a small structure, which represent residential and/or commercial buildings with a number of floors equal to or less than three, in reinforced concrete. The first model involved a periodic block-type structure foundation, while the two comparative models included periodic raft-type foundations and block-type concrete foundations. The objective was to analyze the vibrational absorption of different foundations for forced vibrations arising from road traffic in the 1-50Hz range. In order to compare them and observe how beneficial the use of periodic foundation is, in the context of the study. The methodology used consisted of creating structural models using finite elements, applying boundary conditions to couple the foundation layers and the structure, establishing continuity. The study looked for modal responses, and in the frequency domain, resulting from excitation in the foundation, using the Ansys® software (2023) for all simulations. The results revealed that periodic foundations are capable of reducing amplitude peaks at frequencies above 30 Hz, which is beneficial for attenuating vibrations in this range. With an appropriate design, adjusting the geometric and physical parameters of the materials, it is possible to obtain effective vibrational isolation for structures, minimizing vibrations arising from ground waves in buildings. This suggests that the use of periodic structures would be promising in isolating vibrations caused by traffic in small structures.

§1. Introduction. Russell's type-theory can be seen as a theory of properties, relations, and propositions (PRPs) (in short, a property theory). It relies on rigid type distinctions at the grammatical level to circumvent the property theorist's major problem, namely Russell's paradox, or, more generally, the paradoxes of predication. Type theory has arguably been the standard property theory for years, often taken for granted, and used in many applications. In particular, Montague [27] has shown how to use a type-theoretical property-theory as a foundation for natural language semantics.In recent years, it has been persuasively argued that many linguistic and ontological data are best accounted for by using a type-free property theory. Several type-free property theories, typically with fine-grained identity conditions for PRPs, have therefore been proposed as potential candidates to play a foundational role in natural language semantics, or for related applications in formal ontology and the foundations of mathematics (Bealer [6], Cocchiarella [18], Turner [35], etc.).Attempts have then been made to combine some such property theory with a Montague-style approach in natural language semantics. Most notably, Chierchia and Turner [15] propose a Montague-style semantic analysis of a fragment of English, by basically relying on the type-free system of Turner [35]. For a similar purpose Chierchia [14] relies on one of the systems based on homogeneous stratification due to Cocchiarella. Cocchiarella's systems have also been used for applications in formal ontology, inspired by Montague's account of quantifier phrases as, roughly, properties of properties (see, e.g., Cocchiarella [17], [19], Landini [25], Orilia [29]).

This paper presents an analysis of raft foundation behavior and settlement estimation. Soil-structure interaction is incorporated into the studied models through the parameter k (modulus of the subgrade reaction). However, k is limited in applicability due to its lack of intrinsic connection with the soil. The rigidity of the foundation, superstructure, and their projection within the plant, all impact the k parameter, resulting in further constraints. Despite these limitations, integrating k into the analysis can lead to less conservative designs and viable raft foundation solutions that might otherwise be discarded. As a foundational parameter, the modulus of subgrade reaction is evaluated using theoretical expressions, tables, correlations, and empirical studies. This paper aims to present an assessment of the modulus of subgrade reaction and its distribution beneath the raft plate. The evaluation involves theoretical expressions and an indirect method to explore the potential benefits of employing different k values across distinct regions of the plate. The findings reveal a uniform distribution of modulus of subgrade reaction values, leading to the conclusion that incorporating an average of this parameter value in the plate's design analysis can yield satisfactory results. In conclusion, this research contributes to understanding raft foundation behavior in concrete structures by emphasizing the significance of soil-structure interaction through the incorporation of the subgrade reaction parameter k. By addressing the limitations and demonstrating its applicability, this paper encourages a safe, more efficient, and less conservative approach to raft foundation design.

Static Load Tests are foundation control tools used to assess the load capacity versus displacement behavior of piles. This article a challenging Static Load Test on the foundations of the new bridge under construction over the Araguaia River, in São Miguel do Araguaia-GO. The bridge has a total length of more than 1.1 km and during the load test, almost all of its structure was already executed in the central region of the river channel - place where one of the masts with 104m free span is located. To assess the load capacity and safety of the piles, a static load test was carried out, where the biggest challenge was the need to run it underneath the structure of the bridge, using it as a reaction system. There were 15 tubular steel piles in the reaction/foundation block, and the load test was successfully performed to 6000 kN. That test represented a significant challenge and required a high level engineering work. The paper presents all the work constraints, along with assembly and executive challenges to the achieved results.

The Ottoman Empire had inherited the waqf (charitable foundation) as an institutionalized form of charity from the Near Eastern Islamic states, which had preceded it. Over time, new forms of charitable foundations emerged, while with the expansion of the Empire, waqfs grew in number and spread geographically. Donors created over fifty thousand charitable foundations, making them into the most widespread institution in Ottoman history. Some waqfs, the largest ones in particular, survived for many centuries. However, sometimes continued functioning was under severe threat, due to wars, epidemics, natural disasters, and rebellions. To overcome financial straits, the waqfs resorted to a variety of measures. Occasionally, a royal waqf in difficulty received assistance from other foundations established by sultans and/or their relatives. Administrators reduced current expenditures, sometimes even suspending salaries and charitable services. Moreover, through long-term lease contracts involving substantial down payments by the lessees, waqf administrators often raised the money needed to restore damaged properties. In the present paper, we study Ottoman royal waqfs when exposed to adversities and financial hardships. As administrators reacted with considerable flexibility, the claim that the waqfs were rigid institutions is in obvious need of revision.

ABSTRACTThis article argues that Quine's holistic and naturalized semantics provides an inadequate account of the foundations of logical expressions and misrepresents the internal structure of theories. By considering a Quinean model of theoretical revision, I identify the status and foundation holism provides to the propositions of logic. I contend that a central tenet of Quinean holism—the Revisability Doctrine—cannot be held consistently, and that the inconsistencies surrounding it mark a series of pervasive errors within naturalized holism. In response, I propose that semantic theories must reflect the different linguistic functions of different types of expressions and the specific relationships that individual concepts within a theory or language have to one another.

AbstractThe construction of a systematic philosophical foundation for logic is a notoriously difficult problem. In Part One I suggest that the problem is in large part methodological, having to do with the common philosophical conception of “providing a foundation”. I offer an alternative to the common methodology which combines a strong foundational requirement (veridical justification) with the use of non-traditional, holistic tools to achieve this result. In Part Two I delineate an outline of a foundation for logic, employing the new methodology. The outline is based on an investigation of why logic requires a veridical justification, i.e., a justification which involves the world and not just the mind, and what features or aspect of the world logic is grounded in. Logic, the investigation suggests, is grounded in the formal aspect of reality, and the outline proposes an account of this aspect, the way it both constrains and enables logic (gives rise to logical truths and consequences), logic's role in our overall system of knowledge, the relation between logic and mathematics, the normativity of logic, the characteristic traits of logic, and error and revision in logic.

The purpose of this study is to analyze the development strategy of multicultural Islamic education in Islamic educational institutions. He used the study of literature with a qualitative approach. Learning shows that: first, the foundation of multicultural Islamic Education Development consists of religious, historical, psychological, sociocultural, and geographical foundations. Second, Multicultural Islam The strategy of developing education in Islamic educational institutions can be pursued through two approaches, namely quantitative and qualitative. Quantitative development strategies are by socialization and internalization programs through scientific activities, multicultural educational innovation programs, and building a culture that accommodates the spirit and values of multiculturalism in the Islamic environment of the institution. Meanwhile, the qualitative development strategy is intensive in the Qur'an and Sunnah study programs, curriculum revision programs, education and training programs for educators, and local wisdom programs.

A investigação académica em consultoria linguística tem originado trabalhos de natureza aplicada associados a domínios de atividade profissional com objetivos orientados, sobretudo, para a resposta a questões e dificuldades práticas. Este estudo preconiza uma abordagem de reflexão sistematizadora sobre a importância da consultoria linguística enquanto atividade sustentada academicamente. Nele revisitam-se as perspetivas de alguns trabalhos anteriores, recolhem-se dados, evidências e argumentos, desenvolve-se um conjunto de reflexões em que se constituem os fundamentos teóricos, tentando evidenciar a sua importância para a consultoria linguística, sem, contudo, descurar-se o efeito de influência que uma teoria detém sobre a realidade, para ser testável e comparável com resultados empíricos. Para uma tal abordagem, estabelece-se um contexto que promove e reforça o quadro teórico; propõem-se entendimentos sobre a investigação fundamental e a investigação aplicada, de modo a estimular a reflexão; procuram-se nos trabalhos anteriores indícios de vínculos teóricos; regularizam-se dados terminológicos com o propósito fixar a terminologia adotada no estudo, entre os quais: a noção de fundamento teórico ou até o próprio conceito de consultoria linguística reconstituído como um grupo de domínios de atividade interdisciplinar teórico-prática que inclui a edição e a revisão, a tradução, o ensino de línguas, a gestão de informação, a escrita criativa, a comunicação e o jornalismo. Dada extensa tipologia de problemas teóricos e práticos que podem ocorrer, resulta que nem todos os argumentos sustentados nas reflexões podem configurar fundamentos teóricos e, nem mesmo os que configuram, significam soluções para o alargado escopo de desafios que a consultoria linguística acomoda.
Academic research in linguistic consultancy has given rise to applied work associated with domains of professional activity guided, mainly, to answer practical questions and difficulties. This study advocates a reflexive systematized approach concerning linguistic consultancy as an academic sustained activity. It covers the perspectives of some previous works, it gathers data, evidence and arguments, it develops a set of reflections that make up the theoretical foundations, trying to highlight its importance for linguistic consultancy, without ignoring the influence effect that a theory holds on reality, to be testable and comparable with empirical results. For such purpose, it sets a context that promotes and reinforces the theoretical framework; it offers some understandings on fundamental research and applied research, in order to stimulate reflection; it seeks for previous evidence of theoretical bonds; it regularizes terminology data to tie the study adopted terminology, including: the notion of theoretical foundation or even the linguistic consultancy concept itself, reconstituted as a group of domains of interdisciplinary theoretical and practical activity that comprises edition and revising, translation, language teaching, information management, creative writing, communication and journalism. Given the extensive typology of theoretical and practical problems that may occur, not all reflections supported arguments outline theoretical foundations and not even those that do support purport solutions to the broader scope of challenges that language consulting accommodates.

Abstract As part of an overall revision of the mechanical engineering curriculum at Clemson University, a new introductory course in thermal-fluid sciences was developed.1 This course is situated in the second semester, sophomore year for mechanical engineering majors, and is a prerequisite for the junior-level courses in thermodynamics and fluid mechanics. The growing role of foreign language linguistic competence and especially foreign language functional literacy of a specialist requires a revision of the theoretical foundations and approaches to teaching writing in English in a modern university. This article defends the thesis that the development of linguistic competence through the prism of translation competence plays an important role in the development of foreign language functional literacy. The presented work clarifies the concept of foreign language functional literacy of students through the prism of translation competence and foreign language linguistic competence; recommendations are offered for the further development of a model for the formation of functional literacy in the process of teaching a foreign language in a non-linguistic university.

The EUR organization was set up in the early 90’s to produce a common specification for the next LWR nuclear power plants to be built in Europe. 18 years after its foundation, the organization is well recognized and still quite active. During the last 3 years, the EUR products have mainly been evaluations of the Gen 3 LWR designs. The evaluations of the AP1000 and of the AES92 designs have been concluded in 2007 and a revised version of the evaluation of the EPR completed in 2009. Other LWR projects of potential interest for the EUR utilities, such as MHI’s APWR, are being reviewed before starting a full-scope assessment. Last, a revision C of the EUR volume 4 has been published in 2007. Coordinated actions with the other industry groups and the other stakeholders have been a centerpiece of the recent EUR strategy. In particular, the EUR and ENISS organizations have joined their efforts in nuclear safety vs. IAEA and WENRA. Also EUR and WNA/CORDEL are now working together on harmonization of the design requirements at global level. Meanwhile, the EUR organization has kept enlarging: CEZ and MVM now are active associated members and Gen-Energija from Slovenia has been invited to participate. Education and training has been dealt with actively in 2009 and 2010. The EUR organization strongly supported WNU’s “Forum on harmonization” in 2009. A more technical course about the EUR requirements is being organized in 2010 under the aegis of ENEN. Finally, a lot of preparatory material for a revision D of the EUR volumes 1 and 2 has been gathered during the last 10 years. Several options are under consideration about how to proceed towards this revision.

For Class 1 components, the consideration of the environmental effects on fatigue has been suggested to be evaluated through two different methodologies: either NUREG/CR-6909 from March 2007 or ASME-Code Case N-761 from August 2010. The purpose of this technical paper is to compare these two methods. In addition, the equations from Revision 1 of the NUREG/CR-6909 will be evaluated. For these comparisons, two stainless steel component fatigue test series with documented results are considered. These two fatigue test series are completely different from each other (applied cyclic displacements vs. insurge/outsurge types of transients). Therefore, they are producing an appropriate foundation for these comparisons. In general, the severities of the two methods are compared, where the severity is defined as the actual number of cycles from the fatigue tests, including an evaluation of the scatter, divided by the number of design cycles from the two methods. Also, how stable the methods are is being evaluated through the calculation of the coefficient of variation for each method.

The concept of Standard Maintenance Windows has been widely used in the planned outage of light water reactor in the world. However, due to the specific feature of Pressurized Heavy Water Reactor (PHWR), it has not come to a consensus for the PHWR owners to adopt Standard Maintenance Windows for planned outage aiming at the optimization of outage duration. Third Qinshan Nuclear Power Company (TQNPC), with their experience gained in the previous outages and with reference to other PHWR power plants, has identified a set of Standard Maintenance Windows for planned outage. It can be applied to similar PHWR plants and with a few windows that are specific to Qinshan Phase III NPP. The use of these Standard Maintenance Windows in planned outage has been proved to be effective in control shutdown nuclear safety, minimize the unavailability of safety system, improve the efficient utilization of outage duration, and improved the flexibility of outage schedule in the case of emergency issue, which forced the revision of outage schedule. It has also formed a solid foundation for benchmarking. The identification of Standard Maintenance Windows and its application will be discussed with relevant cases for the common improvement of outage duration.

The finite element method (FEM) has become an indispensable tool for design, analysis, and modeling in a vast array of engineering and applied science disciplines. Despite its importance, however, FEM is typically not a required undergraduate course. In this work, a module-based approach is promoted for introducing FEM applications into undergraduate engineering courses without the need for a major revision of the course content or the existing curricula. A Learning Module (LM) is defined as a well-structured, compact, and self-sufficient learning resource that provides a learner the required content in a precise and concise manner, enabling the learner to learn efficiently and effectively. The organization and essential components of an FEM learning module are discussed in detail. Critical to the construction of a learning module is the principle of conceptual analysis which allows the extraction of general concepts, principles, and procedures from FEM software dependent specifics. The application of conceptual analysis throughout the development of learning modules is demonstrated and discussed. The pedagogical foundations behind the module-based learning are explored from the cognitive science perspective, and implications of module-based learning in undergraduate education are discussed.

tate-ecclesiastical law as a discipline that regulates relations between the state and the church, with the example of the protection of church movable and immovable property, confirms the importance of agreement between secular and autonomous law. The legal and historical analysis of the state legal sources created in comparison with the church canons of the Ecumenical and Local Councils laid the foundations for the law protection of church property. Through examples of Serbian medieval legal sources, the author indicates that the attitude towards church property was inherited from Byzantium, accepted and passed on in modern times. Along with natural updating and revision, the legal protection of church property is regulated by modern state and church-legal sources in the Republic of Serbia. The relationship to church property in secular law is regulated today by the Law on Churches and Religious Communities, which is not only harmonized with the highest state act, but its fullness is realized through a complementary relationship with the highest legal act of autonomous law. Legal protection of church property is a model and direction for other examples in the field of state-ecclesiastical law.

The International Commission on Illumination (CIE) is a global non-profit organization dedicated to advancing knowledge and providing standardization to improve the lighted environment. Light and darkness form the fundamental rhythm of daily life for the planet and light reveals the details of the world around us. The CIE seeks to make possible the equitable and responsible provision of the proper light, in the proper place, at the proper time. Doing so is a critical element in humanity’s response to global environmental crises including climate change. Over 1 000 volunteer experts contribute to CIE committees to develop consensus on scientific fundamentals and application guidance that is published in the form of technical notes, technical reports and international standards. Continuing advances in scientific knowledge provide the foundation for new and revised CIE publications. The CIE Research Strategy identifies the topics that researchers should study now, so that the knowledge is available to support and guide the next generation of CIE reports and standards. First published in 2015, the CIE Research Strategy received minor updates in 2019 and 2020. The 2023 edition is a major revision and reflects the CIE’s aim to contribute to the achievement of the United Nations 2030 Sustainable Development Goals (SDGs).

The Department of Justice and Federal Trade Commission Merger Guidelines (the “Merger Guidelines”), including the much improved latest revision in 2023 (the “New Merger Guidelines”), have continued to perpetrate what we call in this paper the horizontal merger efficiency fallacy. The fallacy arises because in the Guidelines the term “efficiencies” has become unmoored from its foundations in economic theory and has been reduced to the business school construct of cost savings. We show that cost savings can only be considered universally socially beneficial by acceptance of what is termed “the Consumer Welfare Standard” (antitrust) or “the surplus theory of welfare” (economics), a theory that has been discredited and abandoned by welfare economists. In economic theory, efficiency means Pareto Efficiency. We explore the various attempts to tether the cost savings definition of efficiency to Pareto Efficiency and explain why these attempts have failed. We conclude that there is no sound way to theoretically reconcile cost savings with the economic meaning of efficiencies. We then move beyond the efficiency fallacy and show how modern welfare economics can be used to integrate Congressional antitrust goals into the New Merger Guidelines. This requires abandoning the unsupported “standard deduction” for efficiencies and replacing it with an evidence-based assessment of how a specific merger under review potentially impacts Congressional antitrust goals. This change renders the present efficiency rebuttal section of the New Merger Guidelines superfluous, and we provide specific reasons why this section as currently drafted is flawed and should be jettisoned.

Native and restored plant communities are part of the foundation of park ecosystems and provide a natural context to cultural and historical events in parks throughout the Heartland Inventory and Monitoring Network (HTLN). Vegetation communities across the HTLN are primarily of three types: prairie, woodland, and forest. Park resource managers need an effective plant community monitoring protocol to guide the development and adaptation of management strategies for maintaining and/or restoring composition and structure of prairies, woodland, and forest communities. Our monitoring design attempts to balance the needs of managers for current information and the need for insight into the changes occurring in vegetation communities over time. This monitoring protocol consists of a protocol narrative (this document) and 18 standard operating procedures (SOPs) for monitoring plant communities in HTLN parks. The scientific objectives of HTLN plant community monitoring are to (1) describe the species composition, structure, and diversity of prairie, woodland, and forested communities; (2) determine temporal changes in the species composition, structure and diversity of prairie, woodland, and forested communities; and (3) determine the relationship between temporal and spatial changes and environmental variables, including specific management practices where possible. This protocol narrative describes the sampling design for plant communities, including the response design (data collection methods), spatial design (distribution of sampling sites within a park), and revisit design (timing and frequency of monitoring visits). Details can be found in the SOPs, which are listed in the Revision History section and available at the Integrated Resource Management Applications (IRMA) website (irma.nps.gov). Other aspects of the protocol summarized in the narrative include procedures for data management and reporting, personnel and operating requirements, and instructions for how to revise the protocol.
