A survey, which achieved a 54% response rate, was completed to assess the availability and type of rehabilitation health services in Australia. 1044 surveys were sent out and 561 were returned. The details of a total of 346 rehabilitation services were obtained. There were more services in metropolitan compared with rural areas, more services in New South Wales and Victoria than in the other states, and a higher proportion of services led by health care workers other than rehabilitation physicians in rural compared with metropolitan areas. There is likely to be a need for additional rehabilitation services of all types across Australia. The majority of rural, regional and remote areas are likely to need additional physician-led, allied health and nursing services. Further work is needed to assess the size and catchment areas of services in the capital cities and other large population centres to assess whether additional services are also needed in these areas.

The problems for Australian Football League clubs in accessing medical services during the football season in Australia are escalating. This study surveyed medical officers, club officials and Sports Medicine Australia members nationally. Issues for all those involved were explored and any difficulties highlighted in regard to the reasons why doctors were reluctant to provide services to this sporting group. Overall, 132 Sports Medicine Australia members responded to the survey. In addition, 53 medical officers and 28 club officials were surveyed by telephone. This study revealed that there was a definite mismatch between club officials and medical officers as to what was important to doctors in deciding to provide services to a club. The main issues were time demands, the lack of equipment and facilities, remuneration, and impact on family life during the football season. The future of medical officers within Australian football clubs is in need of review if a shortage of trained medical officers providing services to the clubs is to avoid a crisis in the near future.

This paper outlines the basic characteristics of intensive family preservation programs which have very recently been introduced into the child welfare systems of most Australian States. Typically these programs have been used to prevent placement or to assist families whose children are being returned to their care. Highly intensive and with 24 hour availability these short-term services draw on a range of theoretical approaches and are delivered in the family's home and natural environment. It is argued that Australia should avoid both the ‘cultural cringe’ and the ‘Tall Poppy Syndrome’ in assessing what intensive family preservation services may have to offer us.

AbstractAnecdotally, there are frequent reports that peer-facilitated initiatives can be successfully used in employment services. However, in Australia, there is little information about how to effectively deliver peer support. In this paper, we discuss how peer-based interventions might be used to supplement formal return-to-work services and contribute to positive job-seeking outcomes. We illustrate the potential of vocational peer support using a real situation involving a young adult who successfully returned to work soon after sustaining a traumatic injury. Future research should explore the inclusion of various peer support structures and formats as a component of other employment services, to help people with long-term conditions and disabilities achieve a range of vocational outcomes and to guide practice in this area.

A voluntary survey questionnaire that assessed experience with and perception of the volunteering program was mailed to 62 current and 9 former volunteers and 47 staff members of Latrobe Regional Hospital (LRH). Sixty-one completed questionnaires were returned. The nature of hospital work attracted volunteers (57%) and most volunteers felt oriented to the hospital, supervised and supported. The volunteers enjoyed working with patients and felt they contributed to better services and staff and patient support. There was a need felt that more training and development, recognition, orientation and supervision would be beneficial. Overall, most volunteers rated their experience as good (60%) to excellent (25%). Staff rated the contribution from volunteers as good (41%) to excellent (47%). Volunteers identified several areas of improvement, including opportunities for further training and supervision. Volunteers play a crucial role within the health care system. There is tremendous scope for further development of the volunteer role and increasing opportunities for training and development, recognition and encouragement.

Limited progress in nutrition policy action is often blamed on the close relationships the food industry has with health policy decision-makers. This analysis sought to examine this belief through the analysis of health ministers’ diaries. Entries were downloaded from health ministers’ diaries from two states in Australia from January 2013 to June 2018. Entries were coded according to which interest group met with the minister or whether general parliamentary business was undertaken. Coding was also undertaken for any meeting topics related to nutrition policy. Analysis of health ministers’ diaries found that the food industry has limited documented interaction with the two state health ministers in Australia. Instead, medical associations, private hospitals and health services, and sporting associations (rugby league associations) had the most interactions with health ministers. Poor representation was seen on nutrition issues, and there was an apparent lack of nutrition advocates interacting with the health ministers. There are opportunities for nutrition advocates to increase their level of interaction with state health ministers. This could include building alliances with medical associations, as they are in a powerful position, to advocate directly to health ministers. Health ministers’ diaries can provide valuable insights into who is meeting officially with ministers. However, there are also limitations with the dataset.

The historiography of Australian racism has principally "blamed" the labour movement for the existence of the White Australia policy and racist responses to the presence of migrant workers. This study argues that the motivations behind ruling class agitation for the White Australia policy have never been satisfactorily analysed. To address this omission, the role of the Returned and Services League of Australia (RSL) in race relations is examined. As an elite-dominated, cross-class organisation with links to every section of society, it is argued that the RSL was a significant agitator for migrant exclusion and white unity in the interwar period. The thesis employs case studies, oral history and qualitative assessment of various written sources, such as newspapers, archival records and secondary material, in order to plot the dynamics of racist ideology in two major mining centres in the interwar period. The results suggest that, although labour organisations were influenced by racist ideas and frequently protested against the presence of migrant workers, it was also true that mining employers had a material interest in sowing racial division in the workplaces they controlled. The study concludes that labour movement responses to migrant labour incorporated a range of different strategies, from demands for racist exclusion to moves towards international solidarity. It also reveals examples of local and migrant workers living, working, playing and striking together in ways that contradict the dominant view of perpetual tension between workers of different nationalities. Lastly, the case studies demonstrate that local employers actively encouraged racial division in the workplace as a bulwark against industrial militancy.

The First World War was not a unifying experience for Australian society. The demands and traumas produced by the war played on and exacerbated long existing tensions and divisions in Australian society. The descent from a facade of near unanimity of purpose at the beginning of the war to the open and bitter racial, religious and class confrontations at its end is now well documented. Marilyn Lake and Raymond Evans have provided accounts of the impact of the war upon the homefront in Tasmania and Queensland between 1914 and 1918, while L.L. Robson in his excellent study has charted the decline of unity by focussing on responses to one issue, enlistment.(2) Other historians have also provided sweeping accounts or narrow specialist studies which chronicle the degree of disunity and social conflict during the war years.(3) Heated industrial disputes, falling wages and rising prices and two emotive conscription referenda all helped to aggravate and extend the societal divisions caused by religious suspicions, racial persecution and class conflict over the inequality of wartime sacrifices. These divisions were deepened by two overseas events; Britain’s brutal suppression of the Irish Easter rebellion, and the Bolshevik revolution in Russia. As a result of the trauma of war Australian society in 1918 was a cauldron of turmoil into which one more divisive ingredient was yet to be added, the returned soldier.

Recent research estimates that one in every five military personnel who have returned from Iraq and Afghanistan will develop some form of posttraumatic stress (PTS). The impact of war and conflict on individuals and families can be significant and long term. The chapter highlights important ways in which interdisciplinary music projects are tackling the issues related to military personnel coming home from recent conflicts. The chapter will highlight two recent projects in Australia, Fred Smith’s Going Home initiative, part of a larger research project focused on arts-based approaches to supporting ex-military personnel and their families, and A Soldiers Wife, developed by Sugarrush in collaboration with Legacy Australia. While each of the projects had different aims and modalities, they attempted to incorporate the military vernacular as a way to engage and respond to the needs of current and former members of the armed services. The chapter will explore these modalities and discuss the implications for future arts and music projects.

Aim/Purpose: In many OECD countries, emergency response relies on volunteers, and while emergency incidents are increasing, volunteer numbers are declining. Volunteer turnover occurs at various stages of the volunteering life cycle (i.e., recruitment, training, socialisation, performance, and retirement), the socialisation stage has the greatest impact on organisations, as it occurs after the allocation of resources and training, but before the investment is returned through volunteer performance. There is sparse literature exploring this stage. Background: Addressing the gap, this paper presents a model of volunteer retention, predicting acceptance, social-expulsion, or self-exclusion, based on social fit. Methodology: The model is based on an inductive examination of the processes of volunteer turnover during socialisation of emergency service volunteers. Using a grounded theory approach, focus groups and interviews were conducted with 157 volunteers across seven locations. Contribution: This model contributes to theory by categorising volunteer turnover according to the stages of the volunteering life cycle, and to practice by drawing attention to the need to consider social fit prior to investing in new volunteer training and understanding the role of leadership intervention pre- and post-training. Findings: The study identifies the processes of volunteer turnover and predicts that volunteers either stay or leave based on the level of their social fit. Recommendations for Practitioners: Strategies are developed to guide leaders on the best approaches to maintain and retain volunteer workers in Emergency Service agencies Recommendation for Researchers: The model contributes to theory by providing an empirically based description of the processes involved in volunteer retention and turnover and offers guidelines for increasing volunteer retention in emergency services and other volunteer organisations across Australia and around the world. Impact on Society: Increased retention benefits the emergency service organisation in terms of return on the investment of volunteer training, regarding sustainability of human resources, and in regard to increasing diversity among its volunteers. In turn, this retention also benefits volunteers, and the entire community, as it gains access to a greater number of emergency services providers. Future Research: Future research should focus on recreating this study in other countries and in different emergency service contexts.

In Australia, 6000 military personnel leave the military each year, of whom at least 30% become unemployed and 19% experience underemployment, figures five times higher than the national average (Australian Government 2020). Believed to be one of life's most intense transitions, veterans find it difficult to align their military skills and knowledge to the civilian labour market upon leaving military service (Cable, Cathcart and Almond 2021; AVEC 2020). // Providing authentic opportunities that allow veterans to gain meaningful employment upon (re)entering civilian life raises their capability to incorporate accrued military skills, knowledge, and expertise. Despite acknowledging that higher education is a valuable transition pathway, Australia has no permanently federally funded post-service higher education benefit supporting veterans to improve their civilian employment prospects. Since World War II, American GIs have accessed a higher education scholarship program (tuition fees, an annual book allowance, monthly housing stipend) (Defense 2019). A similar offering is available in Canada, the UK, and Israel. // We are proposing that the AVSP would be the first comprehensive, in-depth study investigating the ongoing academic success of Australia's modern veterans as they study higher and vocational education. It consists of four distinct components: // Scholarships: transitioning/separated veterans apply for one of four higher education scholarship options (under/postgraduate): 100% tuition fees waived // $750/fortnight living stipend for the degree duration // 50/50 tuition/living stipend // Industry-focused scholarships. // Research: LAS Consulting, Open Door, Flinders University, over seven years, will follow the scholarship recipients to identify which scholarship option is the most relevant/beneficial for Australian veterans. The analysis of the resultant quantitative and qualitative data will demonstrate that providing federal financial support to student veterans studying higher education options: Improves the psychosocial and economic outcomes for veterans // Reduces the need for financial and medical support of participants // Reduces the national unemployed and underemployed statistics for veterans // Provides a positive return of investment (ROI) to the funder // May increase Australian Defence Force (ADF) recruitment and retention rates // Career Construction: LAS Consulting will sit, listen, guide, and help build an emotional connection around purpose, identity, education and employment opportunities back into society. So, the veteran can move forward, crystalise a life worth living, and find their authentic self, which is led by their values in the civilian world. // Mentoring: Each participant receives a mentor throughout their academic journey.
