Abstract This paper explores the spatial considerations and relationship between necessity of expanding lignite mining, and urban resettlements as a context for human development and security. A situation is considered fragile when objective is to implement a strategy of safe resettlement. Moreover, those situations reflect how urban resettlement can be a social displeasure, despite health hazards of actual zones. The study presented in this paper explored the Shala neighbourhood of Hade village, focussing on urban resettlements, and environmental engineering issues. The research method consists of empirical observation throughout the zone, with an accent to the areas of resettlement. In order to receive a clear data and information, research is made within spatial regulation of urban planning, focusing on the environmental features regarding to the morphology of the area, air pollution, zones for expanding lignite mining and general hazards of public health. Case study was investigated through literature review, and the data collected includes maps, composition of urban structure, attributes of space, genius loci, and mining activities. Resettlements as a phenomenon pull away very sensitive social, safety and mental issues. We employ relatively new conceptual findings of urban planning, showing that the urban resettlement to a near village Shkabaj does not fulfil social, health and environmental objectives. Based on results of new resettlement area pollution, and urban planning issues presented in this paper, location for the resettlement of Shala neighbourhood of Hade village was not appropriate: as pattern for future urban resettlements in a context for environmental security and human development

This paper aims to investigate the Income Restoration Plans (IRPs) prepared in the previous Resettlement Work Plans (RWPs) of Thilawa Special Economic Zone (SEZ), Yangon, Myanmar, by employing three resettlement practices: JICA guidelines and the World Bank policies on resettlements (OP 4.12 and ESS 5) as benchmarks. There are three major objectives for this study: to observe the gaps between the resettlement policies and the practices, examine the potential shortcomings in the IRPs, and employ those lessons to improve future resettlement planning. Therefore, JICA and the World Bank policies on resettlements and the IRPs as described in the RWPs of Thilawa SEZs serve as important data sources used in this paper. The study found that IRPs lacked sufficient attention to address impoverishments and provide alternative sustainable livelihoods for the affected communities. First, the IRPs lacked assurances or guarantees on the employment status in/near SEZ areas for those whose livelihoods are affected and needed to secure alternative livelihoods. Second, they lacked sufficient support for those who would choose to be self-employed or establish a business enterprise. Third, there were shortcomings in the meaningful participation by the affected communities. Fourth, there was insufficient gender dimension incorporated into IRPs of the resettlement plan. Four policy recommendations are provided: assuring and guaranteeing the employment opportunities, providing infrastructure, technical and financial assistance for business establishment, deriving development opportunities and benefits from the project, and planning the planning process to become more inclusive and participatory.

Resettlement undertaken with the objective of reducing disaster risk often narrowly focuses only on reducing hazard exposure. However, when resettlements are analyzed from the perspective of holistic development outcomes, including livelihood conditions, health implications, social cohesion and employment opportunities, they are often found to be lacking. Apart from this contrast between considerations of disaster risk and everyday socio-economic risks at the household or settlement level, resettlement programs also lack a clear focus on achieving wider regional development goals including poverty reduction, economic growth and environmental protection. This relates to the sectorization of attitudes to disaster risk and the lack of integration with development concerns across multiple actors involved. This paper offers an approach: (1) to systematize costs and benefits; and using these (2) to assess policy alternatives that could maximize the beneficial outcomes for the resettlement intervention as well as improve overall sustainability for the urban areas they are set in. This paper first situates “risks” within a larger context of structural risks, and then uses the framework of asset accumulation to recognize the changes experienced by the people as costs or benefits. For this, it goes beyond the resettlement site to a broader regional perspective of the city and reflects on the long-term historical trends as well as future risks created by the intervention in the context of urbanization processes and increasing climate variability. To illustrate the use of this approach in assessing intervention alternatives, the paper analyzes three empirical case studies representing in-situ, voluntary and involuntary resettlements from urban Andhra Pradesh in India.

Abstract Refugee resettlement is not new to EU member states. But the EU only accounts for about 10 percent of resettlements globally. Before the 2015 European Council decisions to relocate about 160,000 persons from Italy and Greece only half of EU Member States participated in resettlement programs. Relocation of refugees has emerged as a new form of resettlement as an EU reaction to the growing refugee influx. It is likely to become a permanent part of Common European Asylum Policy. The refugee emergency has intensified discussions about the application of the solidarity principle to pressure member states not yet engaged in relocation to contribute to the joint efforts of the EU. But this has created serious political controversy in many of the new (eastern) member states. The article outlines key elements of refugee resettlement and relocation that have recently emerged in the EU and discusses the prerequisites for the sustainable use of this tool in an unfavorable political and unclear legal environment, with particular focus on new member states. The main goal of the article is to identify factors that need to be considered for the design of sustainable resettlement and relocation programs, considering the aspects of political salience, legal conditions, burden-sharing, and member states’ capacity. The case study of Lithuania presented in this article suggests that such programs need to be carefully considered and adequately funded as there are ample pitfalls which can quickly discredit the idea among the citizens.

Managed retreat has become a recommended adaptation strategy for hazard-prone coastal cities. The study aimed to improve considerations for the contextual factors that influence the success of managed retreat and resettlement projects in Metro Manila. Data were collected through a mixed-method approach consisting of a screening of relevant literature, a qualitative case analysis of resettlement projects, and a workshop series with Philippine stakeholders. It turned out that the resettlement of informal settlers is a central element of urban development. Though in-city resettlement is preferred, the majority of existing and planned projects are developed in off-city locations. The findings present a nuanced view of different retreat approaches. Not all in-city resettlements are successful, and the unpopular off-city projects have a potentially important role for urban and regional development. A strategic planning thread to develop concepts for qualitative off-city settlements that counteract uncontrolled urban sprawl with monofunctional residential areas for urban poor people was deduced. The other thread asks for pathways for inner-city development with innovative, vertical, in-city projects. A final observation was that climate change and the COVID-19 pandemic are worsening the situation in informal settlements, thus strengthening the argument for the planned decentralization of Metro Manila’s congested urban areas.

In Zimbabwe, ever since the government embarked on a disastrous land reform agenda in the early 2000s, the issue of land reform and its social-economic effects, such as relocating people, remained a bone of contention. Extensive research has shown that land reform laws and relocation approaches in some remote areas of Zimbabwe are politicised and not consistent and, therefore, catastrophic. However, most studies in land reform and resettlement have been limited, persistently focusing on the impacts and constitutionality of Zimbabwe’s 2000s land reform program. This study seeks to contribute to the land reform debate by examining the Zimbabwean government’s land reform and relocation activities between 2015 and 2021 using a case study of the Chilonga and Mazoe governmentled resettlement programmes. Three key empirical questions are asked - What are the government’s intended strategies when relocating the Chilonga and Mazoe people? Is there any resemblance with the colonial resettlement approaches? What legal instruments were used, and were they constitutionally justified? Data for this study was drawn mainly from a systematic review of documents and interviews with key informants and victims (n=40) of the government-led resettlements. Analysis shows that the government’s resettlement approaches bear a significant resemblance to the unconstitutional procedures the colonial government employed. We argue that the government’s post-2000 land reform laws, especially between 2015 and 2021, must be cleansed of the colonial elements that allow the government to manipulate the laws to suit their political needs at the expense of the general populace.

Policy makers, funding agencies, and researchers often overlook the implications of resettlement for host populations. Settlers and refugees usually receive aid, research coverage, and policy attention, while the plight of the host people remains largely unnoticed. The 1980s resettlement program in the Metekel lowlands of Ethiopia is a case in point. This program contributed to the impoverishment of the host population--the Gumz--and caused unexpected changes in their survival strategies and customary practices. In this article, I argue that during massive resettlements, the host people, particularly powerless communities, are likely to encounter displacement and impoverishment similar to that of relocatees. Therefore, the analytical categories and models used to understand the situation of settlers can also be employed to examine the experiences of the hosts.

Abstract Most indigenous peoples experience homelessness in the Philippines. This is the case for Mount Kalbo’s indigenous tribe, the Agta Community. They face the challenges of dealing with mass wasting disasters potentially devastating their houses and compromising the lives of their families. It is with high hopes that they will be resettled to Sitio Pulang Lupa to rebuild a community, in which this research aims to propose and develop. The proposed resettlement’s goal is to improve and sustain the Agtas’ living conditions in Sitio Pulang Lupa by addressing the unstable slopes and preparing the community to cope with mass wasting disasters. Sitio Pulang Lupa is analyzed compared to Mount Kalbo regarding its advantages of keeping the resettlement sustainable and safe from mass wasting. The resettlement merges the Agtas’ necessities to achieve the research’s objectives, which are improved living conditions, cultural representation, and disaster preparedness into one landscape development in Sitio Pulang Lupa. The resettlement comprises of spaces and facilities that reflect their cultural practices and their needs. Disaster management protocols were also formulated by mapping safe routes, and refuge landscapes to equip the Agtas with preparedness in case disaster occurs. To sustain the vision for the Agtas, soil conditions are firstly addressed by using contour planting. It was used as slope protection and to over-all enhance the environmental quality of the Agtas’ resettlement area. The resettlement as a whole shall be able to meet the research’s goal of proposing a landscape development that mitigates the mass wasting threats experienced by the Agtas, and improves their living conditions. Having said that, Agtas shall finally feel safe and secured in their own homes.

Cambodia is a country undergoing a major urbanization. The capital - Phnom Penh is growing rapidly, with numerous development projects. The city also has a large proportion of informal low-income settlers, squatting on private or public land.It is unavoidable that in this context many land related conflicts occur. The conflicts are most commonly solved through resettlement of the informal dwellers by allocating a land plot in one of relocation sites in the outskirts of Phnom Penh. However, many of the resettled families choose or are forced to sell their rights to the land. This thesis will explore the post-resettlement land transactions and tenure insecurity in PhnomPenh. Using a field study focused on one of the resettlement sites as a base, it will look into the reasons behind the emergence of the post resettlement land transactions, their mechanisms and subsequent displacement. The information obtained through interviews and surveys will point out the weaknesses in the current resettlement practice. The findings of this thesis will be used to make recommendations, which should be applied in the process of developing a comprehensive resettlement and poverty alleviation plan for Phnom Penh.

This dissertation looks at the development and operation of the Canadian refugee resettlement program. It queries how law influences the non-legal act of resettlement and conversely how resettlement contorts the law of asylum. Refugee resettlement is a voluntary act by states in which they bring refugees to their territories who have fled elsewhere but who have not received adequate protection. The voluntary nature of resettlement is in contrast to the legal obligation of non-refoulement that states take on with the promise not to send back refugees who reach their territory and claim asylum. Canada is one of the three leading resettlement countries in the world. It has a long-standing resettlement program and employs diverse and creative resettlement models. It is also a program in political and legal flux. Each Canadian resettlement model – government-assisted, private sponsorship, source country, and group processing – is the basis for an analysis of the intersection of rights, responsibility and obligation in the absence of a legal scheme for refugee resettlement. This analysis is supported by an examination of the historical development of the international refugee regime and the United Nations High Commissioner for Refugee’s challenge in fulfilling a mandate tenuously connected to human rights and comprised of both legal obligations and voluntary burden-sharing. A comparative review of the programs in Australia and the United States, which lead in global resettlement alongside Canada, is undertaken to point out and contrast respective differences, weaknesses, and strengths. This analysis shows how differing models affect the law’s place and influence. With these frameworks, the dissertation offers a comprehensive picture and examination of resettlement in Canada, and contributes to a holistic understanding of international resettlement. Beyond this, the project explores the law’s influence on refugees, from outside of the law, and what this does to their access to protection. Refugee law is approached not from the border or at the point of an asylum claim, but further afield in the operation of the non-legal act of resettlement. Thus the project moves past traditional conceptions of law to consider the multitude of legal influences in both refugee law and policy.

Resettlement is one of three durable solutions, which the United Nations High Commissioner for Refugees (UNHCR) uses to achieve refugee rotection. Refugees are assumed to locally integrate, voluntarily repatriate or resettle. Too many of the world's refugees, however, are left to linger in non-durable conditions in countries of first asylum that are often only minimally safer than the countries they have fled. Where neither local integration nor repatriation is possible, resettlement is the only option. Resettlement requires a third country to be willing to accept refugees into its territory. While signatory states to the 1951 Convention relating to the Status of Refugees (1951 Convention) are obliged not to refoule asylum seekers at their borders, they have not committed to accept refugees for resettlement. By geographic distance, presumptions of safety, and a lack of legal obligations, those refugees who fail to make it to the frontiers of safe states are simply not seen. These refugees remain so far removed in a vague, far-off realm that they are rendered invisible. Their invisibility is reflected in the 1951 Convention's silence on obligations to them, the dearth of academic examination of resettlement, and media and government attention only in the celebratory act of making a small number of such refugees visible and legal, through the act of bringing them within a protective state's borders. Despite their invisibility, the protection needs of those refugees left outside the borders of safe states remains. The goals of this thesis are therefore to create visibility and increase resettlement. Resettlement is examined from its theoretical motivations, historical origins, current manipulations, and future possibilities - both generally and through an examination of the Canadian scheme. The thesis closes with recommendations for resettlement reform. They are targeted at UNHCR, the international community, national governments, and Canada in particular. For resettlement to offer a fair mode of protection a comprehensive and global model of resettlement must be designed and, ultimately, implemented.

This study explores the disconnection that exists between refugee policy developers and those whom they intend to benefit by bringing the voices of refugees and their supporters into community discussions on policies and practices that directly affect the refugee resettlement experience. The purpose of their involvement was to help ensure that resettlement activities were relevant to their needs. In an effort to make the findings as generalizable as possible, the researcher applied techniques of Participatory Action Research (Carr & Kemmis, 1986) within a Grounded Theory (Glaser & Strauss, 1967) methodological framework. Community consultations involving a total of 86 refugees, refugee claimants and their supporters in three cities were conducted during the period that Canada was responding to post-9/11 concerns for national security with its first implementation of the Immigration and Refugee Protection Act. Findings from those consultations were triangulated with data from interviews with 29 service providers, government officials and individual refugees, as well as documentary evidence from scholarly research, government publications and mass media sources. Implications for further policy development were then developed from that process. Findings from the research suggest that the potential for unexpected policy outcomes can be reduced if culturally sensitive community consultations, in the preferred language of the community, are incorporated in policy development and implementation processes. These findings can contribute to building local community capacities to increase the effectiveness of resettlement activities and improving their sustainability by inviting those who have the most to benefit take ownership of them.

The Kindertransport brought close to 10,000 unaccompanied minors to Britain on a trans-migrant basis between 1938 and 1939. The outbreak of war turned this short-term initiative into a longer-term episode. This PhD is a study of Scotland’s Kindertransport story and an evaluation of the Kindertransportees’ experiences of reception, care and nurture between 1938 and 1945. It also considers the wider implications of the Kindertransport upon the Kindertransportees’ broader life stories after 1945, namely further migration and resettlement. This thesis will unite a number of disparate areas of research, including British philanthropy and welfare, Anglo/Scottish Jewry, Zionism and migrant/refugee studies. It will be shown that Scotland’s reception of the Kindertransportees was highly varied and marked by many different agendas. These were fundamentally responsive to British interests. Growing up in Scotland exposed the Kindertransportees to a variety of different types of care. These were strongly tied to their Scottish context and mirror experiences of the Scottish child in care. Kindertransportees’ nurture invited important changes in their connection to Judaism. Nonetheless, an epitaph to a lost Jewish generation is inappropriate. Zionism emerges as an important Jewish connection. Nevertheless, Kindertransportees did not en-masse adopt Zionist goals or make Aliyah. Yet, at the same time, they did not usually remain in Scotland. Resettlement patterns show that there was a mass exodus of Kindertransportees across the Scottish borders. However, these Kindertransportees still exhibit a connection to Scotland as well as to Scottish communities in the diaspora. They express a profound fondness to all things imagined to be Scottish.

Continued wars and conflicts around the world have forced many people to migrate in search of safety and protection through resettlement programs. These people are considered refugees. Unfortunately, these refugees initially resettle in countries that are not able to provide them with necessary human services. Therefore, the United Nations Higher Commissioner for Refugees works with other countries who are willing to take and provide permanent resettlement opportunities to these refugees.

The purpose of this research was to gather and analyze refugees’ stories of their resettlement experiences in Illinois. I used qualitative methods, with a focus on narrative inquiry. I conducted in-depth interviews with four male refugee participants who had at least seven years of resettlement experiences in the U.S. Two participants were from DRC Congo, Africa, one from Iraq, and one from Vietnam. Based on these interviews, the study’s findings were: (a) government and non-governmental agencies provided participants with civic education, language acquisition, and technical training that enabled them to gain access to education and employment opportunities; (b) the lack of English language oral communication and writing skills slowed down agency services acquisition; and (c) negative political rhetoric, migration policies, religious and ethnic discrimination, and prejudice created fear among participants that threatened to overshadow their aspirations to integrate and acculturate. Along with the rapid growth of urbanization, a large number of villages in China are converted into demolition and resettlement communities due to government land replacement or village relocation and so on. However, most of the demolition and resettlement communities are different from ordinary commercial housing communities in terms of spatial characteristics, governance models, and social relationships, and currently some plans have many problems such as neglecting the livelihood of the residents and the public participation in the form, so the research on the relevant planning strategies is significantly important. In light of the problems existing in the existing demolition and resettlement community planning, combined with the construction detailed planning practice case of Longhai South District, a four-point planning strategy is proposed through the combination of theoretical research and actual cases: First, strengthening public participation can assist planning and design, the electronic questionnaire combined with the on-site discussion are recommended to public participation in the demolition and resettlement community. At the same time, public participation can guide the planning and design to make it more rational and pertinent, and to some extent, to revise the planning and design conditions. Second, innovative organization management system is beneficial to the promotion of the conversion process of farmers to the citizenship. Third, planning should not only consider the space but ignore the future livelihood of the residents, and it is of great importance to increase the employment opportunities and income sources of the residents. Fourth, the fairness and homogeneity of the demolition and resettlement community planning is particularly important, much attention should be paid to the continuation of the traditional context.

This web archive strives to offer a documented commentary on the most recent addition to the Canadian resettlement scheme, the Blended Visa Office-Referred (BVOR) program. The program constitutes a modified version of private sponsorship of refugee and immigrant applicants; it has to be examined in relation to both private and government resettlement schemes, and in comparison to the historical use of private sponsorship for Indochinese refugees. The documents presented here allow an examination of the background debates that led to the institutionalization of the BVOR program, the challenges BVOR is intended to address, public and political debates concerning the proposed division of public and private responsibility, and the links made between this particular model and the public acceptance of the en masse resettlement of select Syrian refugees in Canada​. This refugee crisis raises important political and legal questions for both the Canadian public and Canadian policymakers. Who is deemed to be a deserving refugee, who is eligible for resettlement and based on what criteria, keeps changing. The current and future saliency of migration could be succinctly revealed by examining factors such as which categories of migration hold significance, how they are constructed and determined, and by whom. The debate continues and must do so above and beyond policy measures, legal requirements and formal immigration regimes. It is also of utmost importance to underline that private sponsorship programs are to be in place as a complementary element to government-assisted resettlement commitments. They cannot eradicate the necessity of the Canadian government to fulfill its international obligations and humanitarian commitments in the face of mass displacements. The Syrians are unlikely to be the last group to suffer such a fate.

As a result of the refugee reception crisis in 2015 the advocacy for increasing resettlement numbers in the overall refugee protection framework has gained momentum, as has research on resettlement to the EU. While the UNHCR purports resettlement as a durable solution for the international protection of refugees, resettlement programmes to the European Union are seen as a pillar of the external dimension of the EU’s asylum and migration policies and management. This paper presents and discusses the literature regarding the value transmissions taking place within these programmes. It reviews literature on the European resettlement process – ranging from the selection of refugees to be resettled, the information and training they receive prior to travelling to their new country of residence, their reception upon arrival, their placement and dispersal in the receiving state, as well as programs of private and community sponsorship. The literature shows that even if resettlement can be considered an external dimension of European migration policy, this process does not end at the border. Rather, resettlement entails particular forms of reception, placement and dispersal as well as integration practices that refugees are confronted with once they arrive in their resettlement country. These practices should thus be understood in the context of the resettlement regime as a whole. In this paper we map out where and how values (here understood as ideas about how something should be) and norms (expectations or rules that are socially enforced) are transmitted within this regime. ‘Value transmission’ is here understood in a broad sense, taking into account the values that are directly transmitted through information and education programmes, as well as those informing practices and actors’ decisions. Identifying how norms and values figure in the resettlement regime aid us in further understanding decision making processes, policy making, and the on-the-ground work of practitioners that influence refugees’ lives. An important finding in this literature review is that vulnerability is a central notion in international refugee protection, and even more so in resettlement. Ideas and practices regarding vulnerability are, throughout the resettlement regime, in continuous tension with those of security, integration, and of refugees’ own agency. The literature review and our discussion serve as a point of departure for developing further investigations into the external dimension of value transmission, which in turn can add insights into the role of norms and values in the making and un-making of (external) boundaries/borders.
