For higher vocational colleges, because it is the place to cultivate "professional" talents, vocational education guidance is inevitable in teaching activities, so as to improve students' Vocational Competitiveness and make students' ability development more in line with work needs. But for the physical education work, due to the lack of attention of higher vocational colleges, there are many deficiencies in the process of carrying out educational activities. The most important thing is that there is no "localization" treatment in higher vocational colleges, blindly learning from the physical education curriculum of ordinary high school, without highlighting the guidance of vocational education, which can not provide effective help for students' career development. In this article, we will focus on the reform of physical education in Higher Vocational Colleges under the guidance of vocational education, and put forward some feasible optimization and innovation strategies on the basis of fully considering the professional needs and the development of students.

The latest years are marked by the considerably aggravated demographic situation in Ukraine, which enhanced the competition among higher education establishments (HEEs) on the education services market and intensified the vocational guidance work in HEEs among student youth. The vocational guidance work, gaining special significance as early as in times of Ukraine’s transition to the market economy, still remains an important element of the government policy. It helps identify and purposefully develop talents and inclinations of a person, his/her professional and cognitive interests regarding the choice of future specialty, effectively increase his/her social and professional mobility and form his/her needs and willingness to labor activities. The authors justify the need for essential change in the higher education system of Ukraine. The social background for the professional choice, the dynamics of value orientations and values of student youth, specifics of the vocational guidance work in HEEs are studied by case of the National Academy of Statistics, Accounting and Audit (NASAA). Details of the system for vocational guidance work in NASAA are given, with formulating its core objectives and outlining the phases and areas of implementation. Results of a survey lead the authors to the conclusion about a gap between the needs of the labor market in highly skilled specialists, on the one hand, and the professional orientations and choices of student youth, on the other, resulting in a higher probability of casual entrances of applicants to HEEs. This gives birth to moral and psychological collisions of the personal nature, with the subsequent dissatisfaction with the chosen profession, staff turnover and migration of young specialists across economic sectors. It is revealed that full-fledged and comprehensive information and education efforts and qualified vocational guidance services on professional choice rendered to student youth can be most effective given the concerted actions of HEEs, schools and other social institutes. The authors’ studies allow them to identify problematic points in the vocational guidance work and outline the main areas of further improvements in the vocational guidance.

The author of the article has presented the results of the analysis of national approaches to the implementation of vocational guidance work among young people for the selection of police specialties. On this basis the author has singled out problematic issues in each of the vocational guidance areas (professional information, professional counseling, professional selection and professional adaptation). A number of general problems of vocational guidance among young people has been considered. The author has emphasized the general and special shortcomings in the organization and conduction of vocational guidance in regard to professional choice in general and professions related to the service in the units of the National Police of Ukraine, in particular. The general shortcomings include both the peculiarities of the organization of vocational guidance (lack of a unified system of vocational guidance work, insufficient level of interaction between the participants in the process of vocational guidance, lack of an individual, differentiated and phased approach to each individual while implementing professional choice, etc.) and its content component (low level of awareness of children, parents and teachers regarding the existing social professional inquiry; improper attention to the motivational component of the profession selection, etc.). The special shortcomings include the following: lack of awareness among young people about the peculiarities of different specialties (an investigator, an employee of operational units, a district police officer, etc.); lack of opportunity to try themselves in different types of law enforcement activities within the framework of interaction, for example, between district police station, educational institution, school and parents; insufficient use of media opportunities to adequately cover various aspects of police activities. The author has emphasized the necessity of creating an effective strategy of vocational guidance and qualitative selection procedure, referral and enrollment of young people to higher educational institutions with specific learning conditions.

During the Soviet period, the career guidance system met the objectives of the state in relation to personality formation and the needs of the economy. Managed at various levels of executive power. The inclusion of interested participants was assumed: students, parents, representatives of production, teachers and school administration. Considerable attention was paid to organizing interaction between participants and creating an appropriate subject-spatial environment and methodological support. Foreign practice of career guidance work is distinguished by the desire to take into account the individual needs of students, recognition of the significant role of specialists competent in the field of vocational guidance and counseling. A unified model of vocational guidance has been built, which ensures that students master the minimum vocational guidance. Formats for implementing a unified model, types of activities and materials, forms of career guidance activities allow career guidance work to be carried out at a level that meets the needs and interests of modern schoolchildren. It is noted that vocational guidance in educational institutions is impossible without education, upbringing, the study of psychophysiological characteristics of high school students, psychodiagnostics, organization of elective courses and communications specially organized on a parity basis. The essential aspects of the teacher's career guidance activity (socio-economic, psychological-pedagogical and medical-physiological) are described, which are aimed at promoting the operative and meaningful choice of the future profession by high school students. The importance of involving various types of student activities (cognitive, socially useful, communicative, playful, etc.) in the career guidance work and the development of humanitarian subjects of educational technologies by the teacher are pointed out. The readiness of a humanitarian subjects teacher for career guidance work is determined by his effective theoretical and practical preparation for career guidance within his subject, effective formation of students' ability to independently and consciously choose future professional activities, responsibility for high school students' choice and career guidance system in a secondary school institution in general. Proper readiness is shown when the teacher establishes effective criteria and indicators of the effectiveness of the vocational guidance.

This paper has been inspired by Tony Watts’ pioneering work which explored the relationship between VET and career guidance. This relationship features traditionally ambiguous and not very clearcut definitions. His helpful distinction between career guidance ‘prior to’ and ‘within’ VET opened new perspectives for analysis. Career guidance cannot only serve as an ‘eye opener’ to stimulate VET demand, but also as a ‘change agent’ to improve VET supply. However, career guidance has come under attack for being ‘VET-blind’ and has been criticised for being inadequately sensitive to VET. Similarly VET needs to consider the relevance of career guidance. It is this potential for a reciprocal interaction between VET and career guidance that this paper focuses on.

Conclusions. The particularity of the specialty "Architecture and Urban Planning" requires early specialization of future potential applicants for higher education, as well as the acquisition and improvement of certain skills from an early age. Early career guidance in the specialty "Architecture and Urban Planning" is the key to successful entry into the Free Economic Zone, as well as obtaining a specialty that meets the individual characteristics of the child and the maximum professional realization in future work. In the context of the general globalization of the modern world, vocational guidance means combining two processes. First of all, an individual is perceived as a separate unit, and not part of a group, and, secondly, society becomes a community of people connected by a network of common interests that knows no boundaries. In the past, there was an opinion that the choice of a profession is justified only by the accumulation of a certain stock of knowledge, effective activity and work. Today, as an addition to all this, adaptability, flexibility, and self-government are considered paramount. The author addresses this and other questions. A number of state documents in the field of education emphasize the importance of organizing an effective system of career guidance for students. The relevance of this work is due to several reasons, one of which is the strengthening of the dynamics of the labor market and the market of professions. Today, futurologists find it difficult to say which of the professions will be in demand in the future. Today’s students should have a clear understanding of what the expression “lifelong education” means and be ready to change their profession. One of the modern approaches to creating an effective career guidance system is the environmental approach, that is, the use of the career guidance potential of the society. This approach is especially relevant for organizations of additional education for children.

Work placements for students bridge the gap between school and the world of work and the vocational training system. They are part of a comprehensive set of measures for vocational orientation and are organized by a multi-professional team of different actors, such as teachers and other educational staff involved in the process of secondary education and professionals working in institutions that accompany the transition. Though little research has been done on inclusive vocational guidance, it can be assumed that complexity of this process will increase with new cooperations. This article presents results from multi-professional group discussions with participants from various institutions and derives competences for inclusive vocational guidance in schools. The results point to the necessity of identifying fields of action, investigating cooperation between actors within the school system and, above all, determining knowledge references that arise subject-specifically for inclusive vocational orientation from the needs of students with special educational needs.

Vocational guidance in the Soviet system of education was considered a high priority of institutional socialisation. Industrialisation and technical modernisation dictated and regulated changes in perception of labour training and vocational guidance and encouraged to promote economically required and favourable occupations in the public discourse. However, in reality, the attempt of the educational staff to direct pupils to vocational education facilities did not correspond with the expectations of parents and children regarding their future. Moreover, children’s choices for future occupations were far from accompanying socialist slogans. In order to reveal this complex phenomenon, the article analyses the systematic, theoretical, and practical implementations of vocational guidance in the educational environment of Soviet Lithuania. The research revealed that educational framework for vocational guidance in Soviet Lithuania was receptive to the changes introduced by educational reforms throughout the Soviet nion. It reflected the government’s economic, technical, and agricultural modernization as well as the increasing necessity of specialized manpower and blue–collar workers. The 1970s was the turning point for vocational guidance infrastructure in Lithuania – a huge institutional development took place. Moreover, state administration sectors responsible for economic welfare imposed their considerable influence on the educational system. The modernisation of the educational discourse in Soviet Lithuania in the 1960s–1970s changed the perception of vocational training in the educational system. Labour ducation and vocational guidance became the focus of the Soviet educational discourse and offered a child–oriented vocational guidance framework, which was based on the knowledge of the child, motivational, and interest related education. However, this sophisticated approach was used to manipulate children and to ensure adequate supply of professionals for various key industries, alongside with the implementation of ideological tasks. The actual practices of labour education and professional choices among children were influenced by family values, teachers’ approaches, and different socioeconomic conditions that surrounded children in the rural and urban environment. Due to the agricultural structure and collectivization in rural areas, children there were used to physical work. Therefore, their labour education included helping collective farm workers and their own parents during harvest periods. Meanwhile faster modernisation of urban educational spaces and more advanced technical possibilities determined that labour education of children from urban areas was less intense in terms of physical work. The development of the infrastructure of post-school activities in urban areas allowed children to get acquainted with different professions and activities. These circumstances were crucial when making a decision for future professional choices. Children’s future occupational decisions were also influenced by the concept of “prestige profession” (lawyer, doctor, engineer etc.) that circulated among parents and children during our research period. This concept was exceptionally strong among cultural and political elite families; therefore, their children most frequently went for higher education. Meanwhile childhood in rural areas based on physical work, determined the urge to escape these difficult conditions. nsequently, these pupils were considering non–manual occupations. However, their strong urge to help the family sometimes left them in an ambivalent position and their work choices were made in favour of the family. These contradictory practises led to the emergence of “vocational misguidance” when only unapt, ill-behaved or ideologically upstart pupils were guided to vocational training institutions.

Vocational guidance within the framework of educational activities is an extremely relevant area of work. This activity is regulated by both Federal Laws and regional regulations. In this paper, we analyzed the main methods for the development of career guidance activities. On the example of the Belgorod region, we determined which of these techniques work and what results they give. There are various vocational guidance centers in the region that assist schoolchildren and students in choosing a profession, providing information on the labor market, training and employment opportunities. However, despite the results achieved, there are still a number of challenges and problems that need to be addressed. One of these problems is the lack of information about the labor market in the region for specific professions, which makes it difficult to choose a future profession. Vocational guidance is one of the key directions in the work of any vocational education institution, as it provides an opportunity to promote the professions offered by the institution. Rational presentation of educational programs allows future applicants to approach the choice of a profession in a well-founded manner, relying not only on general knowledge but also gaining a thorough understanding of all the nuances and requirements of a specific future profession. To achieve this, vocational education institutions hold open days several times a year, where they conduct master classes on professions represented by the institutions, provide general information about the institution, and educational programs. The algorithm of actions is always the same, but the question arises of how to diversify this work, make it more relevant and effective, taking into account the particularly challenging times for our country. This is where modern technologies come to our aid. Therefore, in order to ultimately obtain highly qualified workers and ensure that each learner has their status in society, we need to expand the possibilities of vocational guidance by introducing modern technologies into its implementation.

This paper proposes a framework for career information management and guidance systems (CIMGS) to support career decision-making by providing relevant career information and recommending suitable training courses based on individuals' characteristics. A survey was conducted to collect user requirements and opinions regarding the difficulties in identifying employees' relevant career information. The findings demonstrated that users' subject knowledge at work and age affects their information-seeking behaviors, thus, the system requirements. Further, we identify three underlying factors affecting individuals' career decisions, i.e., opinions from other individuals; abilities, affections, and career plans; and personalities and family influences. The four factors that influence training decisions are information perceived, physical constraints, affections, and resources.

Streszczenie:
This study deals with competence-based and student-centered Finnish initial vocational education and training (IVET). The main research question is how holistic guidance supports the building of the student’s competence identity in Finnish IVET. The holistic guidance in competence- and work-based vocational education and training is formally implemented when a personal competence development plan (PCDP) is drawn up for each student and informally in various interaction situations in studies, work, and leisure time. The guidance actors supported student’s personal growth, guided learning and provided career guidance. For this study, interviews were carried out with IVET students (n=15) and IVET teachers (n=29). The analysis carried out combined data-based and abductive qualitative content analysis methods. In the analysis results, the different guidance actors were organised into the following five levels of guidance: 1) IVET teachers, tutors, and workplace instructors, 2) IVET study counsellors and special needs teachers, 3) student welfare personnel, 4) leisure time actors and hobby instructors, and 5) employment specialists. Based on the results, a framework was designed for holistic student-centred guidance in Finnish IVET. This framework describes how active student agency and multidisciplinary guidance work can support the building and updating of the student’s competence identity. This study revealed that guidance processes are complex and highlights that many actors are, not only guidance specialists, needed to fulfil the task.
