Unmanned traffic management (UTM) systems rely on collaborative position reporting to track unmanned aerial system (UAS) operations over wide unsurveilled (with counter-UAS systems) areas. Many different technologies, such as Remote-ID, ADS-B, FLARM, or MLAT might be used for this purpose, in addition to the direct exploitation of C2 telemetry, relayed though cellular networks. This paper provides an overview of the most used collaborative sensors and surveillance systems in this context, analyzing their main technical parameters and performance effects. In addition, this paper proposes an abstracted general statistical simulation model covering message encoding, network capacity and access, sensors coverage and distribution, message transmission and decoding. Making use of this abstracted model, this paper proposes a particularized set of simulation models for ADS-B, FLARM and Remote-Id; it is thus useful to test their potential integration in UTM systems. Finally, a comparative analysis, based on simulation, of these systems, is performed. It is shown that the most relevant effects are those related with quantification and the potential saturation of the communication channels leading to collisions and delays.

Near field communication (NFC) has been a widely used radiofrequency identification (RFID) technology, credited to its convenience and security features. However, the transmitted signals can be easily eavesdropped or relayed in an open wireless channel. One of the challenges is relay attack, where an attacker simply relays the signal and bypasses encryption or other means in the application layer. Prior works on relay attack countermeasures have focused on distance-bounding protocols or ambient-based solutions. This paper focuses on ISO/IEC 14443-A and proposes an NFC relay detection method based on RF fingerprinting of transmitted wireless signals in the physical layer. To this end, we first designed and implemented two realizations of NFC relay attacks, wired and wireless relays, and built an SDR-based testbed. We collected the normal and relayed signals of four NFC tags, and the answer to request type A (ATQA) segments were selected for RF fingerprinting. The created dataset comprised 66,366 samples, with four tags’ normal and wired relayed signals and the wireless relayed signals. The dataset was then fed into a deep CNN for training. Finally, our experiment results showed that the method effectively distinguished normal and relayed signals with a high accuracy of 99%, confirming that RF fingerprinting can be a promising countermeasure to NFC relay attacks.

One of the fundamental challenges faced by an inexperienced user in portable unmanned aerial vehicle (UAV) such as quadcopters is flight control, often leading to crashes. Addressing this challenge, and leveraging upon the technological advancement in perceptual computing and computer vision, this research presents a modular system that allows for hand gesture based flight control of UAV, alongside a transport mechanism for portable objects. In addition to ascertain smooth flight control by avoiding obstacles in navigation path, real-time video feedback is relayed from the UAV to user, thus allowing him/her to take appropriate actions. This paper presents the design implementation by discussing the various sub-systems involved, inter system communication, and field tests to ascertain operation. As presented from testing results, the proposed system provides efficient communication between the subsystems for smooth flight control, while allowing for safe transport of portable objects.

Relays can be used in cellular systems to increase coverage as well as reduce the total power consumed by mobiles in a cell. This latter benefit is particularly useful for mobiles operating on a depleted battery. The relay can be a mobile, a car or any other device with the appropriate communication capabilities. In thesis we analyze the impact of using relays under different situations. We first consider the problem of reducing total power consumed in the system by employing relays intelligently. We find that in a simulated, fully random, mobile cellular network for CDMA (Code Division Multiple Access), significant energy savings are possible ranging from 1.76 dB to 8.45 dB. In addition to reducing power needs, relays can increase the coverage area of a cell by enabling mobiles located in dead spots to place relayed calls. We note that use of relays can increase the useful service area by about 10% with real life scenarios. We observe that in heavy building density areas there is more need of relays as compared to low building density areas. However, the chance of finding relays is greater in low building density areas. Indeed, having more available idle nodes helps in choosing relays, so we conclude that unlike present day implementations of cellular networks, the base station should admit more mobiles (beyond the capacity of the cell) even if they are not placing calls since they can be used as relays. One constraint of using relays is the potential to add interference in the same cell and in neighboring cells. This is particularly true if the relays are not under power control. Based on our analysis, we conclude that in interference limited systems like CDMA the relays have to be under power control otherwise we will reduce the total capacity by creating more dead spots. Thus, we believe that either the base station should be responsible to allocate relays or relays should be provided with enough intelligence to do power control of the downlink. Finally, we show how utility of data services can be increased by use of relays.

The relay based cooperative network is one of the promising techniques for next generation wireless communications, which can help extend the cell coverage and enhance the diversity. To deploy relays efficiently with limited power and bandwidth under certain performance requirements, resource allocation (RA) plays an increasingly important role in the system design. In recent years, with the fast growth of the number of mobile phone users, great portion of CO2 emission is contributed by wireless communication systems. The combination of relay techniques and RA schemes reveals the solution to green communications, which aims to provide high data rate with low power consumption. In this thesis, RA is investigated for next generation relay based green wireless systems, including the long-range cellular systems, and the short-range point-to-point (P2P) systems. In the first contribution, an optimal asymmetric resource allocation (ARA) scheme is proposed for the decode-and-forward (DF) dual-hop multi-relay OFDMA cellular systems in the downlink. With this scheme, the time slots for the two hops via each of the relays are designed to be asymmetric, i.e., with K relays in a cell, a total of 2K time slots may be of different durations, which enhances the degree of freedom over the previous work. Also, a destination may be served by multiple relays at the same time to enhance the transmission diversity. Moreover, closed-form results for optimal resource allocation are derived, which require only limited amount of feedback information. Numerical results show that, due to the multi-time and multi-relay diversities, the proposed ARA scheme can provide a much better performance than the scheme with symmetric time allocation, as well as the scheme with asymmetric time allocation for a cell composed of independent single-relay sub-systems, especially when the relays are relatively close to the source. As a result, with the optimal relay location, the system can achieve high throughput in downlink with limited transmit power. In the second contribution, the power consumption in relay based 60 GHz cooperative networks is studied, which is based on three-terminal diversity amplify-and-forward (DAF) and diversity DF (DDF) relaying strategies. A total power consumption model including drive power, decoding power, and power consumption of power amplifier (PA) is proposed, excluding the transmit power, as it is relatively small compared to decoding power and PA power in the indoor environment. This model is formulated as a function of drive power, which gives an easy access to the system level power allocation. To minimise the system total power consumption, the optimal drive power can be allocated to the source node by numerical searching method while satisfying the data rate requirement. The impact of relay locations on the total power consumption is also investigated. It is shown that, with the same data rate requirement, in the small source-relay separation case, DAF consumes slightly less power than DDF; while with larger source-relay separation, DAF consumes much more power than DDF. In the future work, multiuser relay-based short-range communication systems will be considered for the 60 GHz communication in the fading channel scenario, which extends the proposed power consumption model in a more practical way. The power consumption model of other components, such as analog-to-digital converter, data buffer, modulation/demodulation could also be considered to provide more details about green P2P communications.

The increasing demand for mobile applications such as streaming media, software updates, and location-based services involving group communications has prompted the need for wireless communication technologies that can support reliable high data rates. However, wireless channel is subject to signal fading that severely degrades the system spectral efficiency. By exploiting the spatial diversity, multiple-input multiple-output (MIMO) techniques can provide both theoretically attractive and technically practical solutions to combat channel fading. Moreover, in the case of long source-destination distance, single or multiple MIMO relay node(s) is necessary to combat the pathloss and/or shadowing effects of wireless channel and relay signals from the source to the destination.In this thesis, we focus on multiuser MIMO relay systems. We first present joint source, relay, and receiver optimization algorithms for the uplink system based on the minimum mean-squared error (MMSE) criterion subjecting to individual power constraints at the source and the relay nodes. The proposed algorithms outperform the existing techniques in terms of both MSE and bit-error-rate (BER). Next, in the downlink system, we consider multicasting multiple data streams among a group of users with the aid of a relay node, where all the nodes are equipped with multiple antennas. The downlink system performance is optimized subjecting to both power constraints at the source and the relay nodes and quality-of-service (QoS) constraints at the receivers.Then we present the duality between the uplink and the downlink of a multi-hop MIMO relay system. Based on this duality, we propose an optimal design of the source precoding matrix and relay amplifying matrices for multi-hop MIMO relay system with a nonlinear dirty paper coding (DPC)- based transmitter at the source node. The proposed nonlinear transmitter algorithm outperforms the existing decision feedback equalizer (DFE)-based receiver schemes.Multiuser MIMO relaying is then considered in an interference system where a group of transmitters communicate simultaneously with their desired destination nodes with the aid of multiple relay nodes, all equipped with multiple antennas. Transmit-relay-receive beamforming technique is exploited to minimize the total source and relay transmit power in conjunction with transmit power control such that a minimum QoS threshold is maintained at each receiver. The proposed scheme generalizes the existing single-hop MIMO interference systems and the single-antenna, dual-hop interference relay systems to the dual-hop interference MIMO relay systems with any number of source, relay, and destination nodes, all equipped with multiple antennas.The above algorithms are developed assuming that the instantaneous channel state information (CSI) knowledge of both the source-relay link and the relay-destination link is available at the scheduler. However, in practical relay communication systems, the instantaneous CSI is unknown, and therefore, has to be estimated. Hence, we finally propose a bandwidth efficient MIMO channel estimation algorithm that provides the destination node with full knowledge of all channel matrices involved in a dual-hop MIMO communication. The proposed approach attains smaller channel estimation error and is applicable for both one-way and two-way MIMO relay systems.

As a part of a reactor protection system in safety-related Distributed Control Systems (DCSs) applied in nuclear power plants, Point to Point Communications (PPC) mostly influence the response time of shutdown of a nuclear reactor. A new solution to improve efficiency for point to point communications is receiving increased attention. In this paper, a FPGA-based point to point communications system is proposed, which extremely enhances the communication efficiency for the network communication card with multi-ports. It also delivers a method to meet the requirement of high safety and reliability. In addition, the contribution of shortening the response time of shutdown of a nuclear reactor is presented, which is derived from analysing and calculating the response time based on FirmSys, the first DCS with safety class 1E produced by China with proprietary intellectual property. A validation scheme is also established for verifying the new proposed FPGA-based point to point communications system. The validated platform is built based on the current FirmSys system. The experimental data and calculated result are present in the article. In conclusion, it is proved that the FPGA-based point to point communications could be used to promote the efficiency of point to point communications and shorten the response time of shutdown of a nuclear reactor.

Therefore, We summarize the problem of communicating information in medical care as a systemic problem. How the complexity of problems in information communication can be solved orderly and harmoniously so that a better experience can be served for children patients will be the subject of this paper.

Mirrors have been widely used in designs of large astronomical telescopes, mainly because of the following two advantages: (1) they provide a near dispersion-free transfer function and (2) they can be manufactured in much larger sizes than can glass lenses. Despite these advantages, mirror-based optical systems have not been recognized for their potentials in optical signal processing and data communications. Recent fiber communications research has shown that an efficient way of utilizing the existing fiber bandwidth while alleviating the bandwidth burden on the interfacing electronics is to use the wavelength division multiple-access (WDMA) scheme. The WDMA concept may also be applied to the parallel processing applications where communicating nodes are densely packed. To reduce the material dispersion-related signal cross talk in a WDMA-based parallel processing environment, it is desirable to use dispersionless optical networks based on mirror-type hardware. In this talk, a novel optical dispersionless cross-over bus network for the WDMA environment is presented. By using a three-stage routing algorithm, more than 100,000 densely packed WDMA communication nodes can be interconnected. System parameters, such as diffraction- and aberration-limited interconnect capacity, power distribution loss, etc., are discussed. The system is compared to various other optical networks in terms of power efficiency, space requirements, and hardware complexity.

A next generation real-time river crossing monitoring solution requires an integration of various sensor types, data computation capabilities, and low power wireless connectivity which would: - utilize proven sensors technologies such as accelerometers, inclinometer strings and float-out buoys to detect dangerous conditions, - be able to recognize and minimize false alarms by examining a combination of sensors, - alarm on contact with hydrocarbons, - require minimal maintenance, - be easily scalable, both geographically and as a network, - provide seamless integration into Supervisory Control and Acquisition (SCADA) systems, and - be economical. Floods are major water-related disasters that affect millions of people resulting in thousands of mortalities and billiondollar losses globally every year. Flood Early Warning Systems (FEWS) - one of the floods risk management measures - are currently operational in many countries. The UN Office for Disaster Risk Reduction recognises their importance and strongly advocates for an increase in their availability under the targets of the Sendai Framework for Disaster Risk Reduction, and Sustainable Development Goals (SDGs). However, despite widespread recognition of the importance of FEWS for disaster risk reduction (DRR), there’s a lack of information on their availability and status around the world, their benefits and costs, challenges and trends associated with their development. This report contributes to bridging these gaps by analyzing the responses to a comprehensive online survey with over 80 questions on various components of FEWS (risk knowledge, monitoring and forecasting, warning dissemination and communication, and response capabilities), investments into FEWS, their operational effectiveness, benefits, and challenges. FEWS were classified as technologically “basic”, “intermediate” and “advanced” depending on the existence and sophistication of FEWS` components such as hydrological data = collection systems, data transfer systems, flood forecasting methods, and early warning communication methods. The survey questionnaire was distributed to flood forecasting and warning centers around the globe; the primary focus was developing and least-developed countries (LDCs). The questionnaire is available here: https://inweh.unu.edu/questionnaireevaluation-of-flood-early-warning-systems/ and can be useful in its own right for similar studies at national or regional scales, in its current form or with case-specific modifications. Survey responses were received from 47 developing (including LDCs) and six developed countries. Additional information for some countries was extracted from available literature. Analysis of these data suggests the existence of an equal number of “intermediate” and “advanced” FEWS in surveyed river basins. While developing countries overall appear to progress well in FEWS implementation, LDCs are still lagging behind since most of them have “basic” FEWS. The difference between types of operational systems in developing and developed countries appear to be insignificant; presence of basic, intermediate or advanced FEWS depends on available investments for system developments and continuous financing for their operations, and there is evidence of more financial support — on the order of USD 100 million — to FEWS in developing countries thanks to international aid. However, training the staff and maintaining the FEWS for long-term operations are challenging. About 75% of responses indicate that river basins have inadequate hydrological network coverage and back-up equipment. Almost half of the responders indicated that their models are not advanced and accurate enough to produce reliable forecasts. Lack of technical expertise and limited skilled manpower to perform forecasts was cited by 50% of respondents. The primary reason for establishing FEWS, based on the survey, is to avoid property damage; minimizing causalities and agricultural losses appear to be secondary reasons. The range of the community benefited by FEWS varies, but 55% of FEWS operate in the range between 100,000 to 1 million of population. The number of flood disasters and their causalities has declined since the year 2000, while 50% of currently operating FEWS were established over the same period. This decline may be attributed to the combined DRR efforts, of which FEWS are an integral part. In lower-middle-income and low-income countries, economic losses due to flood disasters may be smaller in absolute terms, but they represent a higher percentage of such countries’ GDP. In high-income countries, higher flood-related losses accounted for a small percentage of their GDP. To improve global knowledge on FEWS status and implementation in the context of Sendai Framework and SDGs, the report’s recommendations include: i) coordinate global investments in FEWS development and standardise investment reporting; ii) establish an international hub to monitor the status of FEWS in collaboration with the national responsible agencies. This will support the sharing of FEWS-related information for accelerated global progress in DRR; iii) develop a comprehensive, index-based ranking system for FEWS according to their effectiveness in flood disaster mitigation. This will provide clear standards and a roadmap for improving FEWS’ effectiveness, and iv) improve coordination between institutions responsible for flood forecasting and those responsible for communicating warnings and community preparedness and awareness.

The paper considers the role of philosophy and philosophical disciplines as the means of forming general cultural competences, in particular, in the development of critical thinking. The article emphasizes that the process of forming over-subject and soft skills, which, as a rule, include also critical thinking, gets much more complicated under the conditions of the reduction in the volume of philosophical courses. The paper grounds that one of the ways to “return” philosophy to educational programmes can be the implementation of training, using the e-learning environment, especially Moodle. In addition, authors point to the expediency of using this system and, in general, e-learning as an instrument for collaborating students to the world’s educational community and for developing their lifelong learning skills. The article specifies the features of providing electronic support in philosophy teaching, to which the following belongs: the difficulty of parametrizing the learning outcomes; plurality of approaches; communicative philosophy. The paper highlights the types of activities that can be implemented by tools of Moodle. The use of the following Moodle test tasks is considered as an example: test control in the flipped class, control of work with primary sources, control of self-study, test implementation of interim thematic control. The authors conclude that the Moodle system can be used as a tools of online support for the philosophy course, but it is impossible to transfer to the virtual space all the study of this discipline, because it has a significant worldview load. Forms of training, directly related to communication, are integral part of the methodology of teaching philosophy as philosophy itself is discursive, dialogical, communicative and pluralistic. Nevertheless, taking into account features of the discipline, it is possible to provide not only the evaluation function of the test control, but also to realize a number of educational functions: updating the basic knowledge, memorization, activating the cognitive interest, developing the ability to reason and the simpler ones but not less important, – the skill of getting information and familiarization with it.

Ecological models are used throughout the US Army Corps of Engineers (USACE) to inform decisions related to ecosystem restoration, water operations, environmental impact assessment, environmental mitigation, and other topics. Ecological models are typically developed in phases of conceptualization, quantification, evaluation, application, and communication. Evaluation is a process for assessing the technical quality, reliability, and ecological basis of a model and includes techniques such as calibration, verification, validation, and review. In this technical note (TN), we describe an approach for evaluating system quality, which generally includes the computational integrity, numerical accuracy, and programming of a model or modeling system. Methods are presented for avoiding computational errors during development, detecting errors through model testing, and updating models based on review and use. A formal structure is proposed for model test plans and subsequently demonstrated for a hypothetical habitat suitability model. Overall, this TN provides ecological modeling practitioners with a rapid guide for evaluating system quality.

The use of digital technology in various fields of education today is one of the most important trends in the educational process in the world. The article presents the results of the analysis of the current state of implementation of ICT in the educational process of institutions of general secondary education in Ukraine. For this purpose, a survey was conducted among students of the first year of the Zhytomyr Polytechnic State University, within which 17 questions were asked to students related to the use of information and communication technologies in the educational process. As a result of the research, the introduction of the discipline “Educational technologies and digital education” into the training of future information technology specialists was substantiated, as well as the certification educational program “Information systems and cloud technologies in the educational process”, designed for general education teachers, educators for higher education institutions, experts in the field of additional educational services, and other professionals.

Once the global leader in telecommunication systems and the Internet, over the past two decades the United States has fallen behind global competitors, and in particular China, in mobile communication infrastructure—specifically 5G and Internet of Things (IoT). This national failure, with the socioeconomic and geopolitical tensions that it creates, is not due to a lack of US government investment in the knowledge required for the mobility revolution. Nor is it because of a dearth of domestic demand for the equipment, devices, and applications that can make use of this infrastructure. Rather, the problem is the dereliction of key US-based business corporations to take the lead in making the investments in organizational learning required to generate cutting edge communication-infrastructure products. No company in the United States exemplifies this deficiency more than Cisco Systems, the business corporation founded in Silicon Valley in 1984 that had explosive growth in the 1990s to become the foremost global enterprise-networking equipment producer in the Internet revolution. This paper provides in-depth analysis of Cisco’s organizational failure, attributing it ultimately to the company’s turn from innovation in the last decades of 20th century to financialization in the early decades of the 21st century. Since 2001, Cisco’s top management has chosen to allocate corporate cash to open-market share repurchases— aka stock buybacks—for the purpose of giving manipulative boosts to the company stock price rather than make the investments in organizational learning required to become a world leader in communication-infrastructure equipment for the era of 5G and IoT. From October 2001 through October 2022, Cisco spent $152.3 billion—95 percent of its net income over the period—on stock buybacks for the purpose of propping up its stock price. These funds wasted in pursuit of “maximizing shareholder value” were on top of the $55.5 billion that Cisco paid out to shareholders in dividends, representing an additional 35 percent of net income. In this paper, we trace how Cisco grew from a Silicon Valley startup in 1984 to become, through its innovative products, the world leader in enterprise-networking equipment over the next decade and a half. As the company entered the 21st century, building on its dominance of enterprise-networking, Cisco was positioned to upgrade its technological capabilities to become a major infrastructureequipment vendor to service providers. We analyze how and why, when the Internet boom turned to bust in 2001, the organizational structure that enabled Cisco to dominate enterprise networking posed constraints related to manufacturing and marketing on the company’s growth in the more sophisticated infrastructure-equipment segment. We then document how from 2002 Cisco turned from innovation to financialization, as it used its ample profits to do stock buybacks to prop up its stock price. Finally, we ponder the larger policy implications of Cisco’s turn from innovation to financialization for the competitive position of the US information-and-communication technology (ICT) industry in the global economy.

[Extract from Executive Summary] This report documents Work Package 7 of the Scottish Inshore Fisheries Integrated Data Systems (SIFIDS) Project, which was designed to facilitate engagement with the key stakeholders including; inshore fishers, their representative bodies, Regional Inshore Fisheries Groups, Marine Scotland including Policy, Compliance and Science. The SIFIDS Project focused on 12 metre and under inshore fisheries vessels, of which around 1,500 are registered in Scotland including those that work part-time or seasonally. The facilitation team was set various targets for engagement based on the requirements of other work packages. The success of the overall project was dependent to a significant extent on securing voluntary engagement and input from working fishers. Previous experience has shown that having a dedicated project facilitation team is an extremely effective model for establishing the necessary trust to encourage industry-participation in projects such as this. The WP7 facilitation team comprised three individuals who have significant marine and fisheries related experience and wide-ranging skills in communications and stakeholder engagement. They worked together flexibly on a part-time basis, ensuring staffing cover over extended hours where required to match fishers’ availability and geographical coverage over Scotland.
