This article provides a concise and critical overview of the notions of borderwithin regionalism theory and praxis. It also discusses the last decade’s increase of border barriers in this globalized world and its relation to regionalism. We provide a historical approach to theoretical construction and consider implied ideas of border derived from theoretical and empirical developments of regionalism. This paper finds that old regionalism indicates a notion of border as separation; new regionalism implies a notion of border as filter. The current wave of comparative regionalism identifies two apparently contradictory processes (multilevel regionalisms and nationalisms) that actuate the formation of (cross) border regions embedded into tangled webs of global networks, which requires a globalist perspective of regionalist dynamics.***Noções de fronteira na teoria e práxis do regionalismo: Uma visão crítica***Este artigo fornece um panorama conciso das noções de fronteira na teoria e nas práxis do regionalismo.

The study of regionalism has been, perhaps, one of the trends in the world political science for more than half a century. At the same time, the main attention of researchers is attracted by cases of “successful” regionalism (for example, in Spain or Great Britain), while “unsuccessful” (in electoral terms) regionalisms remain without proper analysis. The purpose of this study was to identify the main factors contributing to the decline of the regionalism. Based on the materials of three regionalisms in Central Eastern Europe (Somogy, Moravia and South Slovakia), these factors were identified. As a research method, a small-N qualitative comparison was used. The study identified three groups of factors that can potentially influence the success of the regionalist movement: factors associated with the activity of regionalist actors, institutional factors and factors of regional identity. Each of these factors, directly and in combination with others, can affect the success of the regionalist movement. Thus, for Moravian regionalism, the decisive factors of decline were the organizational weakness of the regionalist party combined with the decline of regional identity; for regionalism in Somogy, the fatal reform of the administrative-territorial structure of Hungary, depriving the regions of any autonomy and real power, and Hungarian regionalism in Slovakia, deprived institutional and organizational privileges, has lost its electoral significance. In general, the decline of the regionalist movement in this context only in one case out of three led to the disappearance of the regionalist movement itself, in two cases it was successfully transformed into other organizational forms. Thus, the study identifies the main factors of the decline of regionalism and identifies possible models of its transformation.

A lot of things have been said about the invention of the Northeast of Brazil as an imagediscursive creation. Taking such established interpretation as a fundamental premise, this paper intends to show in which way the elaboration of the northeastern region of Brazil by regionalist intellectuals from Pernambuco in the 1920s sought often to qualify their State as the Center of the region. Thus, this State has been constituted as a radiating Center responsible for not only the awakening of a regionalist consciousness, but also to defend and consolidate the regionalist cause. Therefore, if the northeastern regionalism questioned the contemporary Brazilian Federalism, in a more explicit way, considering it centrifugal for benefiting only two or three States, the intellectuals from Pernambuco who participated in this fight seemed to propose, surreptitiously, an equally centrifugal regionalism.

With the expanding representation of the regions and the emergence of new resources for the electoral struggle within political processes in the EU, the number of political parties is multiplying, and regionalist parties are no exception. Earlier most regionalisms had one historically established regionalist party as a representative (for example, SNP in Scotland or Sardinia Action Party in Sardinia). Now, however, the number of regionalist parties within the region may reach up to 10 or higher (Valley D'Aosta, Sardinia). That said, this trend is not obvious: in some cases, there is no fragmentation of regionalism, and regionalism is still represented by one party (for example, Bayernpartei in Bavaria). What is the reason behind the fragmentation of regionalist parties in some cases and absence of it in others? What are the conditions for the emergence of a "second" regionalist party? The research is devoted to answer these questions. Based on 24 cases of Western European regionalism, an attempt was made to explain the factors of regionalist parties fragmentation using the QCA methodology. The structural parameters of the institutional, identity and party orders were used as factors. The study found that structural factors do not directly determine the presence or absence of fragmentation of regionalist parties.

Regionalism’s studies in the context of current political events remain relevant for the academic field. However, most of these studies are focused on regionalism, concentrated within one territorial-administrative unit. At the same time, in the European space there is a phenomenon, when regionalism is dispersed over the territory of several regions. Examples of such a world are Transylvania, Silesia, the Basque Country, etc. However, today in political science there is no theoretical framework for such cases. This article offers a conceptualization of this phenomenon, which is proposed to be called supra-regionalism and a typology of supra-regionalisms in the modern world is proposed. Supra-regionalism is a political movement that has a territorial base in several administrative-territorial units, and converts aspects of regional identity (ethnic, economic, political, etc.) into political action, the goal of which is to achieve/preserve the special status of the regions it represents. In the course of the study, a number of criteria were proposed to assess the effectiveness of supra-regionalism. These include its entire integrity - that is, the uniformity of electoral support within the region, as well as the presence of mechanisms for interregional integration and representation of the supra-region. These parameters were developed based on the concept of multilevel control. Among these parameters: political representation of supra-regionalism, constitutional foundations of identity, non-electoral representation, special meetings, representation in Brussels, cross-border regions, participation in European projects. Based on a low-casus comparison of seven European supra-regionalisms, conclusions are drawn regarding the consistency of supra-regionalism in Europe at the moment. First of all, it should be noted that the main (and almost the only) mechanism for the integration of supra-regionalism is party organizations. In general, supra-regionalisms use other opportunities, including the opportunities provided by the European Union for joint representation and implementation of policy in the interests of the supra-region. Moreover, there is a tendency towards a more effective disappearance of supra-regionalisms in the European Union.

For more than a decade regionalism has been on the rise in the global economy. Based on the concept of allocative efficiency, standard trade theory regards regionalism as a form of protectionism. The paper confronts this view with an institutionalist explanation and draws on recent research on the role of specific investments into international market access, uncertainty and asymmetric information in policy coordination. A distinction between regionalism and regionalist policies is proposed. Endogenous regionalism reflects the economic forces of path-dependent comparative advantage and manifests the embeddedness of trade relations in social networks. Regionalism translates into regionalist policies via political entrepreneurship in policy networks that aims at stabilizing expectations about future market access and balancing negotiation power in a multilateral setting. Regionalism is thus presented as the standard case in global economic integration between the two extremes of unilateral liberalization and complete multilateralism.

The article analyzes the dynamics of the regionalism strategy of the Democratic Alliance of Hungarians of Romania (UDMR), representing the interests of the Hungarian minority, in the 1990s-2010s. The study uses official policy documents and manifestos of the Democratic Alliance of Hungarians in Romania, official electoral data, materials of coalition interactions and parliamentary debates, along with materials from the Manifesto Project Database. The results of the analysis show that the strategy of the regionalist party is transforming: from the rigid and consistent ethnolinguistic regionalism of the 1990s-2000s, in the 2010s the party is shifting to a more flexible adaptive strategy, which is a synthesis of moderate regionalism and competent positioning of the party as a coalition partner with a centrist social-economic agenda. The regionalist agenda is used by the party during the years of electoral activity, which serves as a tool for achieving institutional opportunities for participation in the national political process (shared-rule). The UDMR intention to expand the party's political subjectivity is not the main aim but the tool and opportunity for lobbying the interests of the regional community. The turn of the Hungarian regionalists from a strategy of confrontation with the Romanian unionist parties to a strategy of bargaining and cooperation is also the result.

Abstract: Critical regionalism has emerged as an attack on the universal and homogeneous image of utopian modernity in architecture. Critical regionalist theory is used to address the literal imitation of folk style and the importance of a universal architectural environment. Critical regionalism is an architectural concept that aims to remedy sterile and abstract modernism by focusing on local needs, native wants, and potential using contextual influences. Critical regionalism provides resistance to the homogenizing pressures of global modernism as economic processes disrupt and supplant local construction traditions in India's metropolitan centers. This study examines important architectural importance in Jaipur from history to the present day that incorporates critical regionalism ideas into their designs. The many strategies used by regionalist architects to deal with local climate, topography, materials, and socialism complexes are discussed. By focusing on urban regionalist works, the paper aims to emphasis that important regionalism is more than a collection of aesthetic preferences; it is a conceptual framework capable of producing varied types of architecture despite identical external forces coming from similar site conditions. (bahga, 1 May 2019). This post attempts to understand the main theory of critical regionalism as an approach to post-independence Indian architectural practices. The city of Jaipur, Rajasthan takes advantage of these qualities for research. The current discussion of critical regionalism is a case study of two institutional buildings in Jaipur, 20 years apart, with a critical regionalism of from a theoretical approach to a practical approach in two very different approaches. Analysing the translation. Supported by research. These studies will help determine how to translate and approach critical regionalism in more recent Indian architecture.

The emergence of new arenas of representation in the context of increasing European integration and the complexity of a multilevel management system leads to qualitative changes in regionalist parties. Transforming from “niche” parties, regionalist parties acquire a new place in regional party systems, which affects the overall electoral success of the regionalist movement. At the same time, in many cases there is a fragmentation of regionalism, in some cases, the number of regionalist parties reaches ten or more. On the other hand, the tolerance of national parties towards decentralization further enhances electoral competition in the regionalist segment. The study is intended to answer the question of how the complexity of inter-party interactions affects the electoral dynamics of regionalism. Based on two competing theories (ethnic outbidding and the theory of "nested" competition "), a hypothesis is put forward on the diversification of supply as a factor favorable for the regionalism dynamics. It finds confirmation on the empirical material of the Italian autonomies (South Tyrol, Sardinia, Valle D'Aosta). At the same time, the study shows that some factors such as internal party cohesion, the coalition policy of regionalist parties, and their government status also have a significant impact on the dynamics of regionalism.

The rise of “new regionalism” is one of the most salient features of the post-Cold War international order. Despite the resurgence of regionalism in Europe, little consensus exists on how regional identity impacts public opinion toward the European Union. To remedy this problem, this study examines the impact of three types of individual-level regional identity on support for integration: parochialism (exclusive regionalism), inclusive regionalism, and pseudo-exclusive regionalism. Contrary to scholarly expectations, the multilevel analysis reveals that inclusive regionalists are as equally Eurosceptic as parochial regionalists. In general, regional identity depresses support for integration unless it is expressly combined with a supranational identity. This finding holds true even in minority nations, where respondents are, on the whole, less Euro-friendly.

The spread of regionalist movements is one of the stable trends in world politics. At the same time, among the researchers of regionalism, there has never been a consensus on the determinants of the success of the regionalist movement: some researchers attribute the structural factors of the region to such, others explain the success of regionalism by the activities of its actors. However, in this vein, the social and organizational characteristics of the regional community are also important. The aim of the study is to determine the influence of the socio-organizational characteristics of the community on the success of the regionalist movement. The research methodology consists in a quantitative (comparison of two groups, regression) analysis of the relationship between the socio-organizational characteristics of communities and the success of the regionalist movement in them. The study revealed statistically significant differences between regionalist regions and regions without a regionalist movement in terms of the parameters of social capital and trust in government bodies at various levels. At the same time, it is not possible to unequivocally declare the relationship between these characteristics and the electoral success of regionalism due to the low explanatory significance of the final regression model. Nevertheless, the study empirically proved the importance of the study of socio-organizational characteristics in the study of regionalism.

Although very different in terms of their politics, both parties have been successful as they have followed strategies and tactics evident in the broader regionalist parties' literature. The past decade has witnessed a resurgence of regionalism in world politics. Old regionalist organizations have been revived, new organizations formed, and regionalism and the call for strengthened regionalist arrangements have been central to many of the debates about the nature of the post-Cold War international order. The number, scope and diversity of regionalist schemes have grown significantly since the last major ‘regionalist wave’ in the 1960s. Writing towards the end of this earlier regionalist wave, Joseph Nye could point to two major classes of regionalist activity: on the one hand, micro-economic organizations involving formal economic integration and characterized by formal institutional structures; and on the other, macro-regional political organizations concerned with controlling conflict. Today, in the political field, regional dinosaurs such as the Organization of African Unity (OAU) and the Organization of American States (OAS) have re-emerged. They have been joined both by a large number of aspiring micro-regional bodies (such as the Visegrad Pact and the Pentagonale in central Europe; the Arab Maghreb Union (AMU) and the Gulf Cooperation Council (GCC) in the Middle East; ECOWAS and possibly a revived Southern African Development Community (SADC, formerly SADCC) led by post-apartheid South Africa in Africa), and by loosely institutionalized meso-regional security groupings such as the Conference on Security and Cooperation in Europe (CSCE, now OSCE) and more recently the ASEAN Regional Forum (ARF). In the economic field, micro-regional schemes for economic cooperation or integration (such as the Southern Cone Common Market, Mercosur, the Andean Pact, the Central American Common Market (CACM) and CARICOM in the Americas; the attempts to expand economic integration within ASEAN; and the proliferation of free trade areas throughout the developing world) stand together with arguments for macro-economic or ‘bloc regionalism’ built around the triad of an expanded European Union (EU), the North American Free Trade Area (NAFTA) and some further development of Asia-Pacific regionalism. The relationship between these regional schemes and between regional and broader global initiatives is central to the politics of contemporary regionalism.

The aesthetics of art galleries with the concept of white cube rooted in modernism have become trend in the world and international style in architecture. Yogyakarta is currently facing locality in architecture that can reflect its identity as a city of arts and culture. Art galleries have an essential role in spreading dynamic contemporary art. This study aims to identify the white cube approach to art gallery architecture and critical regionalism to respond to modernity. This research uses descriptive qualitative research methods. Data analysis was conducted by comparisons between cases based on indicators of crucial regionalism in architecture. The conclusion is based on the tendency of applying white cube with indicators of regionalism in cases. The results showed that the regionalism approach was found in cases that emphasized tectonic aspects, responses to climate, and responses to the surrounding context. Artwork in the Yogyakarta art gallery is not necessarily freed from the surrounding context, such as the concept of the white cube gallery.

ABSTRACT: This paper analyses the changing nature of the contemporary subnational regionalism through the example of the Basque Country. It shows in what ways the Basque regionalist strategies have evolved from parochial and confrontational to outward looking, cooperative and innovative, adapting to the challenges of European integration and the emergence of new modes of European governance. On the basis of theoretical tools provided by contemporary regional studies this paper explores the emerging hybrid type of Basque regionalism consisting of the new, postmodern and transnational components which serve to strenghten the economic, political and social competence of the region as an active player in European affairs. The question of the direction of regionalist strategies in the EU seems especially salient in the view of the emerging European multi-level governance where power has been dispersed away from central governments; upwards to the supranational level, downwards to subnational jurisdictions and sideways to public and private networks of non-state actors which has given the regionalists new possibilities of achieving similar goals.

This article is dedicated to the question of regionalization. The authors note that regions begin to play a more important role in the local and global political processes. Special attention is given to the “old” and “new” regionalism. The application of comparative method alongside the method of analysis and synthesis allowed determining the characteristic features of the two types of regionalism. If the “old” regionalism suggests a complicated system of relationships on different levels, partial transfer of state sovereignty, the peculiarities of “new” regionalism include the rejection of bureaucratic supranational institutions, equality of participants, and opportunity to be a member of other organizations. The article also describes the attributed to Russian and Near Eastern regionalisms. The problem of choosing the model of Russian regionalism is determined by the need for development of such value within the political culture as federalism. Despite repeated attempts, Near Eastern regionalism remains underdeveloped, which is substantiated by the simmering conflicts, ongoing wars, as well as external interference to the domestic affairs of other states. The scientific novelty consists in the comprehensive coverage of theoretical aspects of regionalism and comparison of its types. The authors conclude that the potential of “new” regionalism should be used for settlement the issues of regional (growing into global) character.

Abstract Cities are traditionally characterized as a sub-unit of the state that functions as a socioeconomic node. However, global trends in recent decades indicate that cities are gradually acquiring a semi-independent political role, challenging and contesting the nation state`s authority. Into the twenty-first century, cities` actions in global politics (e.g., supranational city-based networks) and within the state (e.g., sanctuary cities) indicate that they aspire to attain or even directly claim more political autonomy. However, achieving these localist goals sometimes warrants regional cooperation with neighboring municipal jurisdictions, thereby engendering ad-hoc and bottom-up regionalisms. Addressing this phenomenon theoretically, this Article analyzes three empirically and conceptually distinct types of the localist-regionalist nexus, demonstrating different rationales: (1) regional cooperation supporting localist innovation independent of state intervention; (2) regional cooperation supporting localist contestation of state policies; and (3) regional solidarity in the face of national tensions. Based on recent examples from Israel, it analyzes these three types along with their political and normative implications. Despite various discrepancies and possible tensions between localism and regionalism, the main conclusion emerging from this Article is that these two principles are not mutually exclusive. Moreover, although there are legal, institutional, political, and ideological tensions between them, the analysis suggests a third way between localism or regionalism. Likewise, some types of regionalization may act as a mechanism or tactic to support and deepen localist agendas.

The problem of the disintegration of our country has arisen several times: the first time — as the disintegration of the Russian Empire, the second time — as the disintegration of the Soviet Union. Since the situation of disintegration has been consistently repeated, this process cannot be regarded as accidental. Among its causes is the ideology of regionalism. It emerged in the 19th century as a response to the colonial policy of the centre towards the outlying territories. Regionalism was inseparably linked to the life of Grigory Ivanovich Gurkin (1870–1937), the first painter of the Altai landscape, having affected him three times. For the first time, at the turn of the 19th and 20th centuries, regionalism helped a representative of the minority from the Altai to become a professional artist. The work of the spiritual mission in the Altai, with all its peculiarity, was objectively the embodiment of regionalists’ dream about elementary education of national minorities. Gurkin’s painstaking mastering of literacy and icon painting, allowed him not only to develop creative abilities, but also to get acquainted through A. V. Anokhin with the leader of the Siberian regionalists G. N. Potanin. Friendship with Potanin, Anohin, and other representatives of the Siberian regionalism, promoted political awakening of the Altai landscape painter. After October events of 1917, Gurkin turned from assimilation of ideas of regionalism to their direct realization in political activity. For the third time, the ideas of regionalism were actualized at the turn of the 20th and 21st centuries, when the national elite of the Altai Republic transformed Gurkin into a key figure of ethnic solidarity.

The article deals with the concept of regionalism including it in the dialogue between architectural culture and alpine world through an interdisciplinary perspective. As a result of historical processes of interaction with external cultural, social and economic situations, the Alps look as a mosaic of identities with an evasive and discontinuous contour. This has encouraged the segmentation of approaches to read them and the increase of the geographies, through regionalism, has tried to reconstruct the logic and coherence of this space. In the second half of last century, the criticism to the regionalist paradigm has led to a new view of the region that can find new perspectives in the regionalism as a space of governance of the territory. Through regionalism, the contemporary alpine architecture brings up the complex network of cultural circulation and government and political systems. The architectural culture stands as a medium of comprehension of the territory as an expression of values, awareness and common and shared practices. In this perspective, regionalism reflects the cultures and the needs of living in the mountains. At the same time the culture of construction needs the participation of a civil society aware of the values of inclusion and belonging; in other words a society that, through culture, expresses awareness and common and shared practices; in other words its regionalism.

The monograph under review is devoted to the study of Russian regionalism. The authors consider its various historical forms and come to the conclusion that the formation and expansion of the Russian state inevitably strengthened the regionalist forms of state administration and interaction between the central government and the regions. At the same time, the authors prove that in the history of Russia, regionalization and centralization were not mutually exclusive, but complementary directions of development. The ethnic factor has always played a significant role in regional politics, so the focus of the work is on the consideration of the ideology and political practices associated with ethnic regionalism. A significant place in the monograph is occupied not only by a description of the origins and political evolution of regionalist ideas in Russia, but also by an analysis of the features of Soviet and post-Soviet ethnic regionalism. The need to improve regional policy in modern Russia is convincingly substantiated. Indeed, in modern conditions, there is a need for a new type of partnership between the federal center and the regions of the Russian Federation, and, in fact, the response to the coronavirus pandemic laid the foundation for developing a model for quickly countering new risks, primarily by combining the efforts of federal and regional authorities. The conclusions formulated by the authors are convincingly supported by the study of a number of cases: the republics of the North Caucasus, the Finno-Ugric republics of the Russian Federation, the Republic of Tatarstan, the modern Russian "regionalism", the Republic of Crimea.

AbstractThis essay assesses the role of regionalism in interwar Austrian painting with a focus on the Tyrolean painter and architect Alfons Walde (1891–1958). At a time when painting was seen to be in crisis, eclipsed by the deaths of prominent Viennese artists such as Gustav Klimt and Egon Schiele, regionalism offered an alternative engagement with modern art. As the representative of a wider regionalist movement, Walde paved the way for a clearly identifiable image of rural Austria without foregoing the modernization process that took place in the Alps at the time. Filtering essential elements of local culture and synthesizing them with both a modern formal language and “modern” topics, most significantly ski tourism, he created a regionalism that reverberated beyond the narrow confines of his home province and caught particular momentum during the rise of the Austrian Ständestaat in the 1930s. Moving in between regional and national significance, Walde's work underlines the essential position of the region in Austria after 1918 and conveys that an engaged regionalism that responded to the rapid cultural and political changes taking place became a significant aspect of interwar Austrian painting.

Most scholars of the recent history of Yugoslavia and its successor states tend to focus on nationalism and its hegemonic role in the region. However, it is prudent to examine the role of subnational regionalism on the politics of the region as well. This article analyzes Istrian regionalism in Croatian politics during the 1990s. It investigates the struggle between the Croatian ruling nationalist party, the Croatian Democratic Alliance (HDZ), and its primary regionalist opponent, the Istrian Democratic Assembly (IDS). While the HDZ generally maintained a hegemonic position in much of Croatia, the IDS resisted with a hegemonic hold on the region of Istria. Ultimately, both parties’ popularity fell in the late 1990s with the upswing in the Croatian economy. The article concludes that in specific regions and under particular circumstances, regionalism can be as hegemonic as nationalism and should be taken into consideration when studying modern politics and the politicization of identities.

The study of Chinese political economy has experienced a sea change since the late 1990s; instead of debating the origins and direction of national reform, scholars have turned to examining the origins of local economic variation. This article reviews recent work in the regional political economy of contemporary China. In keeping with a movement in comparative politics toward analyzing subnational politics, the “new regionalists” seek to identify and explain meaningful heterogeneity in the Chinese polity and economy. Yet they go further than simply using subnational cases to generate or test theories about Chinese politics. Instead, they propose that subnational political economies in China are a function of endogenous change rather than a reaction to national priorities. After identifying differences between the “new regionalism” and previous studies of decentralization in China, the author discusses this work according to the theoretical approaches (institutional, ideational, and sociohistorical) used to explain the origins of regional differences. She concludes by examining the limitations of the new regionalist agenda in comparative and historical context and suggesting that scholars move past unconditional acceptance of the causal power of “socialist legacies” and instead attend to the importance of changes in the post-Mao administrative hierarchy.

Siberian regionalism movement is discussed in the paper in relation to classical Eurasianism of the 1920s. the political differences between Siberian regionalism and Eurasianism were by no means accidental. They were a consequence of deep theoretical differences. The Siberian regional concept was based on the idea of Siberia as a separate economic and geographical region, completely different in its natural and climatic conditions from the European part of Russia. The regionalists focussed on the geographical originality of Russian Siberia, as well as its remoteness and isolation from the “metropolitan state” in geographic and economic terms. All this fundamentally contradicted the “Eurasian geography,” which as persistently smoothed out the geographical space of Russia, trying to present it more homogeneous than it really was. The mental maps of the regionalists and Eurasians did not coincide on the basic level: they both saw the geographic space of Russia in different ways, just as they perceived the structure of its economy. The analysis performed in the article may help to evaluate ideological foundations of modern Eurasian political blocks and alliances as well as Eurasian international legal initiatives.

This essay examines the limits and possibilities of the mid-century broadcasting field in Northern Ireland, by attending to the dynamic interplay at the BBC's Belfast station of three competing regional formations: the political regionalism of the Northern Irish state; the cultural regionalism of a coterie of Northern Irish writers and intellectuals; and the broadcasting regionalism instituted as part of the BBC's policy of national programming. These contrary regionalisms each had different and, at times, competing criteria for what constituted particular and typical details of life in the North, and broadcasters had to negotiate the inexact correspondences among them with ears tuned to the political relations triangulated by Belfast, Dublin, and London. Beginning with a consideration of how broadcasters in Northern Ireland produced forms of mediated actuality both in and beyond the studio, the essay concludes with Sam Hanna Bell's This is Northern Ireland (1949), a feature that explores the tension of overspill and containment effected less by the partition of Ireland than by the contradictions inherent to the broadcasting field.

It will examine the case of the Japanese botanist Nakai Takenoshin (1882–1952), an internationally recognized authority on Korean flora based at Tokyo Imperial University. Serving on the International Committee on Botanical Nomenclature in 1926, Nakai endorsed and acted upon European claims of universal science, whilst simultaneously unsettling them with his regionally shaped systematics. Eventually he came to promote his own systematics, built regionally on Korean flora, as the new universal. By analysing his shifting claims in relation to those of other European and non-European botanists, this paper makes two arguments. First, universalism and regionalism were not contradictory foundations of scientific practice but useful tools used by this non-European botanist in maintaining his scientific authority as a representative Japanese systematist. Second, his claims to universality and regionalism were both imperially charged. An imperially monopolized study of Korean plants left a regional imprint on Nakai's systematics. In order to maintain his scientific authority beyond its region of origin he had to assert either the expanding regionalism of ‘East Asia’ or universalism.

Abstract: This article suggests that the quarter of the world’s states that are African can yet contribute to new “developmental” regionalisms in theory and practice, as the North enters a period of ambivalence about, if not retreat from, positive global engagement. This article builds on the pioneering analysis of Björn Hettne with Inotai on new regionalism and the related contributions out of contemporary “development” studies by Jan Nederveen Pieterse on East-South relations and Oliver Stuenkel on a non-Western world. In the context of events of the Russian Revolution and the Civil War in Russia the Omsk cadet Valentin Aleksandrovich Zhardetsky`s views on the Siberian regionalism are considered. He was a one of the main Kolchak regime ideologists. The source for the study is the Siberian periodicals, as well as the testimonies of our hero about the activities of the Siberian regionalists and the connection of the issue of Siberian autonomy with the international situation given to the Omsk Gubchkom on the eve of his execution. The last source is introduced into the scientific turnover for the first time. The authors conclude that the Russian nationalist V. A. Zhardetsky was one of the most consistent opponents of «Siberian selfhood» similar to the Ukrainian nationalism. His arguments about Siberian regionalism are also relevant for modern Russia, which once again faces the potential threat of separatism in Siberia

In the research field of comparative regionalism, divergent positions on how to frame the EU are a major obstacle to constructing a general theory of regionalism. Put simply, this is the issue of whether or not to treat the EU as a model. However, there has been no systemic study on how non- EU regionalisms have subjectively framed the EU in actuality. Have other regions held the EU as a model? This paper elucidates how ASEAN has perceived European integration and what factors have brought changes to that perception by using a variety of sources. Entering the 1990s, ASEAN came to see the EU as a model for its accelerated movement toward economic integration, also perceiving the need to increase institutionalization. This finding suggests that to call for a break with EU-centrism betrays a somewhat distorted view of actual conditions.

Streszczenie:
The article is devoted to the theoretical analysis of regionalism as a general regional cooperation process in international relations and to examining the specifics of regional construction based on the example of the SCO. Looking back over the 20-year history of the Shanghai Cooperation Organization, one can find that in terms of basic conditions, objective environment, interests and strategic orientation, its regionalism has both similarities with other similar regional organizations (such as OAS, OAU, League of Arab States, ASEAN, EU) and its unique distinctive characteristics. The article considers the regionalist attributes and regional consensus of the SCO, discusses the basis of the organization's structure and the reasons for its success, and analyzes the relationship between the collective “consensus” and the “interests” of the SCO member states. The problems involved in regional construction and cooperation in various fields are examined, the structure of the SCO is analyzed, and the features of the SCO's regionalism building and strategies for future development are summarized. The authors justify that this paradigm provides a new template for building regionalism, and in the context of the increasing challenges of globalization, the SCO needs to continuously deepen regional administration and building regional order. The common and continuous progress of regional subjects (member states), regional mechanisms (SCO) and regional building (cooperation in various fields) will help strengthen the influence of the SCO and serve as a starting point for new global management. The authors conclude that building a “community with a common future for humanity” has become the collective agreement of the SCO, which also means that the target of regionalism has been modernized in terms of concept and focus, The authors conclude that building a “community with a shared future for humanity” has become the collective agreement of the SCO, which also means that the goal of regionalism has been modernized in terms of concept and focus, which helps to strengthen the political, military, economic, cultural and other aspects of close ties, and in response to changes in international and regional situations, power structures and regional order are formed to guarantee this interconnection of people's lives. No doubt, creating a “community with a shared future” is an enormous project, and its realization requires more complex, long-term, and strenuous efforts.

Mark Storey, "Country Matters: Rural Fiction, Urban Modernity, and the Problem of American Regionalism" (pp. 192––213) This essay intervenes in the critical debates surrounding nineteenth-century American regionalism, arguing that such debates have tended to ignore the possibility of a shared and trans-regional category of "rural fiction." Developing this notion, I suggest that literary representations of rural life in the late nineteenth century are a crucial and neglected way of understanding the geographically indiscrete transformations of urban-capitalist modernity. Further, by examining these transformations through the prism of rural fiction, we can challenge the urban-centric tendency of postbellum American literary history. Drawing on several writers who have been the focus of much of critics' attentions on regionalism (Edward Eggleston, Hamlin Garland, and Sarah orne Jewett in particular), this essay considers both the generic and thematic instabilities of rural fiction, arguing that these instabilities serve to encode and refract the social and cultural context from which this fiction emerges. Reading rural fiction against the background of the increasing similarities between geographically distinct areas of rural life, and reconsidering many of the works that we currently gather under the regionalist rubric as, instead, rural, a distinct perspective can be gained on the standardizing and flattening processes of modernity itself.

Abstract This Article presents a new mode of governance called “inclusive regionalism,” which aims at curing the fragmented citizenship of marginalized groups within multicultural-divided societies. It seeks to expand the theoretical work on the appropriate mode of local governance in multicultural-divided societies from a narrow resident-based to a broad citizen-based point of view. I argue that regionalism can play a dual role in curing social ills through the establishment of regional facilities that engage in civic activities and promote solidarity between citizens. As opposed to localism, a regionalist mode of governance that coordinate the facilities and practices of several localities within a region is more capable of confronting issues of discrimination, segregation, and inequality within and between localities. Moreover, such a mode of governance can connect the residents of separate localities within the region by providing regional facilities and institutions that serve as bridges between communities. Accordingly, applying a regional mode of governance might result in a much less fragmented society, which benefits from greater opportunities for cooperation between residents of the region in various fields. Promoting such a mode of governance requires a shift in the perception of regionalism as a means of control toward a mode of “community building” that advances social and environmental justice and inclusive citizenship.

Paraules clau: terres de l’Ebre, premsa comarcal, catalanisme, actituds lingüístiques Abstract: In the middle of a journalistic circuit written exclusively in Spanish, comes the first newspaper written entirely in Catalan in the city of Tortosa: La Veu de Tortosa. This one is followed by La Veu de la Comarca which has the firm intention of «awake the Catalan consciousness of the district of Tortosa». Both newspapers represent the introduction of regionalism in Terres de l’ Ebre and the Catalan language in a zone dominated throughout the first decade of the twentieth century by Spanish dynastic parties. After the silence of the dictatorship of Primo de Rivera appears a homonymous weekly as a diffusion platform of a district party related to the Lliga Regionalista. In counterpart, the magazine Vida Tortosina first, and the biweekly Acció after, become organs of expression of Acció Catalana and represent a moderate progressive nationalism. Regionalists and nationalists tried to fight the greatest political force in Tortosa with the establishment of the II Republic, the «marcel·linistes» Republicans.
