Catalonia and Bavaria today cling tightly to their linguistic distinctiveness, their cultural traditions, their culinary specialties, and their political particularity. Even after the passage of some centuries, these regions have not yet amalgamated into the nation states that contain them. And yet, Bavaria’s stubborn regionalism does not translate into any real longings for secession, whereas many Catalonians struggle actively and adamantly for autonomy. Why are there strong independence movements in Spain, but not in Germany? How have state formation and the relationship between the center and the region affected independence movements? This thesis provides a historical analysis of Bavarian and Catalan regionalism and argues that autonomy mitigates secession if the predominant state has accommodated sub-state regionalism. This thesis explains that the EU can either strengthen or weaken regional governments, depending upon the nature of the relationship between the regional governments and their associated national government. This thesis argues that the security of both a newly independent state and its parent government is worse off in the short term; the severity of the security situation depends on the nature of the divorce.

“The interfered homeland. Nationalisms and regionalisms in Francoist Spain” investigates the dialectic between nation and region and between nationalisms and regionalisms from 1939 to 1977. This study aims to approach this question from a multiple perspective, drawing on the modern theories developed by studies on the nation and nationalisms. Firstly, by looking at the nation as a narrative. Secondly, by making use of the Spatial Turn that looks at the national question from local, and regional, dynamics in particular. Thirdly, by analysing these phenomena as if they need to be perpetually nurtured and reproduced. Fourth, by criticizing the use of history in the construction and reproduction of the nation. The study uses multiple sources, both primary and secondary. In addition to the archival sources consulted and the references contained in the state of the question, this research has a third kind of source, going through the cultural and political debate from an intellectual perspective with a historicist and essayistic profile. As a result, even the national identities of the state, both Francoist or anti-Francoist, are filled by deep essentialist and ethno-cultural elements. Moreover, the region and regionalism play an important role in supporting the integrity of national narratives and their reproduction.

Regional architecture defines a type of architecture that adapts to the everyday needs of a people and is constructed by the building methods and materials of the region. Regions do not have clear boundaries, but are largely defined by the conditions of nature: climate, soil, topography, vegetation, water. Through this thesis project I have tried to create a regional architecture in Indianapolis, Indiana that embraces the surrounding context, but does not imitate the architecture of the past, through a mixed-use building for everyday life.

Streszczenie:
Arising out of the work of Marshall McLuhan, Eric Havelock, Walter Ong, Jacques Derrida and Gregory Ulmer, among others, it is widely thought there are three stages in the history of human communication: the oral, the literate and the electronic. Nonetheless, debate is ongoing over the integration, ordering and the substantive separation of these stages. An upshot of these debates is that each stage is loosely allied to a particular socio/political structure: hunter/gatherer or tribal societies, nation states, and globalisation respectively. In the current alloying of ‘electronic communication’ and ‘globalisation’ though there is a rising interest in what is termed ‘new regionalism’, or regionalisation, even regionality. Accordingly, Chora-Logic: Electracy as Regional Epistemology examines the possibility of an emerging conceptual alliance (and through reference to two Australian regions a sometimes embodied and situated one) between the embryonic communicational infrastructure of electracy and the age-old spatial scale of the region, a relationship that might just come to represent a means of rethinking the civic and the psychic, the commercial and governmental frameworks of an electro-energised global skein. It may also be a way of reinvigorating a study in the relation of the body (in its capacity as a citizen-subject) to the nation state, especially as all these entities are increasingly though ambiguously constituted in and through globalisation. The method of synthesising and antagonising these relations between electracy and regionalism is through the philosophy of chora, Plato’s conception of embodied place as found in the middle section of the Timaeus, coaxed along by a range of interpretations of this important genesis myth in Western philosophy. In particular, chora is taken up in the work of Gregory Ulmer as a key method in the ongoing conceptualisation of an electrate epistemology. Arising out of these concerns Chora-Logic is an experimental re-configuration of the sovereign, abstracted and disembodied citizen-subject of the Cartesian mould (a significant psycho-political mooring of the literate national character) to one situated both in the virtual density and multidimensional actuality of a particular place (organically conceived of herein as an idiosyncratic mix of psychic, domestic, workplace, local and regional proximities), but whose both [dis][embodied] self-knowledge and world-knowledge are now increasingly realised by access to an electronically arbitrated global/regional polis. In sound-bite terms, the bumper sticker could just as easily proclaim the following inversion: ‘Think and feel chora-logically, act globally’. Finally, the nucleus of Chora-Logic: Electracy as Regional Epistemology is a risky praxis whose experimental eddy (in both formal and content terms) spins within the current ambivalence, uncertainty and fast-paced change in electronic communicative arrangements (electracy), as these are themselves wrapped in the psychic and socio-political variabilities of spatial affiliation, all of which are symbiotically entwined regardless of the historical period and/or the geographical context.

Streszczenie:
Why do some states develop deeper regionalism while others do not? Comparing European and Asian regionalism, this study provides an alternative explanation of different types of regionalism and the national variations in regionalization since the mid 1980s. It defines regionalism as a strategy pursued by a state that desires to enhance its governability of the national economy when market authority outgrows state authority. The rise of regionalism in the neoliberal world economic order changes the balance between the state’s public power and the state’s market governability, consequently resulting in a political convergence toward a majoritarian political system based on individualism and delegative democracy. However, regionalism is realized in very distinctive patterns across different regions as the different historical paths of regional capitalism shape the state-society relationship and the state’s capability of governing the national economy. European welfare states developed a deeper regionalism because they sought to impose a neoliberal economic transformation on their societies by shifting their economic priority of equality and economic policy making based on social concertation toward efficiency and the formation of an encompassing distributional coalition. In contrast, Asian developmental states prefer preserving national autonomy to relying on a formal regional institution to constrain states’ national authority because they are more capable of implementing the neoliberal economic transformation in terms of market governability and the formation of encompassing distributional coalitions.

Streszczenie:
The last thirty years of Renaissance scholarship has debated the extent to which the origins of English nationalism can be traced back to the early-modern period. Countering the scepticism of modernists like Gellner, who date the rise of nationalism to the eighteenth century, Richard Helgerson and others have argued that the literary, legal, theatrical, and religious cultures of the period all present evidence for the existence of an early-modern English nationalism. Historiography has always been key to these debates: national identity is defined by creating histories and modes of historical thought suitable for the needs of that nation. This thesis will show that early-modern culture can better be interpreted through an understanding of its prevailing 'regionalism', and that local affiliations to places, counties, institutions, or patronage circles are obscured by a teleological interest in the rise of nationalism. The first chapter presents a re-evaluation of British antiquarianism from the perspective of the history of scholarship. It argues both that antiquarianism was an outgrowth of the transnational world of Latin scholarship, and that regional histories were emerging through the work of devolved networks of scholars. The second chapter considers two poets, one the poet of nationalism (Spenser), the other the poet of metropolitanism (Jonson), and through picking apart their encounters• with early-modern antiquarianism shows that each had complex regional affinities. The third chapter, on drama in the regions, shows that the circumstances of dramatic performance make for unique (and problematic) encounters with regional jurisdictions. The history play, and the historical scholarship of early-modern dramatists, are the focus here. And finally a chapter on Milton explores the impact of the polarising effect of the civil war on clerical erudition

Streszczenie:
The increased spread in the location of value added coupled with the growing impetus for new forms of bilateral integration are re-shaping international economic activity. The world is becoming more regional and more fragmented but little empirical work has been dedicated to examining the nature of the links between these processes. This thesis aims to fill this gap in the literature. The primary aim of the first essay of this thesis is to extend current indicators of international production so that the bilateral degree of vertical specialisation can be captured. This has been one of the major hurdles in examining the links between vertical specialisation and Free Trade Agreements (FTAs). The comparative static analysis of this first essay reveals that there appears to be a high incidence of regional value chain activity and this motivates the aims of the second essay. It attempts to isolate the impact of an FTA on these flows through a theoretically derived gravity model of input trade. The results suggest that an FTA increases the use of intermediate inputs that are part of a bilateral value chain by 65%. Moreover, the results identify the presence of ‘magnification' which implies that this type of trade is also more responsive to changes in trade costs and income variables. The third essay then looks at how the changing nature of trade affects the formation of new FTAs. It suggests that the propagation of international production alters the political economy dynamics of countries towards favouring further liberalisation. It also identifies regulatory quality and a growing FTA ‘contagion' as determinants of new FTAs.

Streszczenie:
The presented study is an analysis of the regional integration process of the Association of Southeast Asian Nations ASEAN utilizing theories of international relations and integration. The dissertation studies the factors which contributed to its formation, evolution and transformation and the perspectives of its further development. ASEAN was established by virtue of Bangkok Declaration signed on August 8, 1967 among Indonesia, Malaysia, Philippines, Singapore and Thailand. Subsequently Brunei joined the Association in 1984, Vietnam 1995, Laos and Myanmar 1997 and Cambodia 1999. ASEAN's formation falls within the process of creating of regional organizations after World War II, a period of the biggest development of the institutionalization of the international cooperation. Association was based on relatively free and voluntary cooperation and political declarations. With the end of Cold War and bipolarity, with the defeat of communism and the advent of political and economic reforms in the former socialist bloc ASEAN institutionally strengthened and transformed itself, expanded its membership and the decision to form ASEAN Free Trade Area AFTA in 1992 and the Treaty on the Common Effective Preferential Tariffs shifted Association from the stage of cooperation to integration. ASEAN becomes an international organization (based on international legal agreement with the objectives, principles, internal structure etc.) through the adoption of the Charter in 2008. The Charter is the symbol of the transition process from voluntary cooperation based on political declarations to creation of an intergovernmental organization with international legal personality and legal contractual basis for community building, to strengthen the norms and principles. ASEAN has functioned over 40 years based on personal, very frequent and regular contacts between the key elites (who have significantly contributed to its creation and development), as a grouping of common practice and an emerging common identity. It is a form of intergovernmental cooperation, where member states have exclusive position in the decision process; there are no supranational institutions that would have exclusive powers. ASEAN is the initiator of the development of regionalism in Asia, a considerable number of international structures, inter-and trans-regional contacts, forums and programs. Its activities after the Cold War fall into the framework of the new regionalism The thesis tries to point out possible perspectives for its future path, especially in connection to recently born special cooperation ASEAN+3 (China, Republic of Korea, Japan) and plans for building of East Asian Community (ASEAN+3, Australia, New Zealand, India) and its Free Trade Area. Basic characteristics of ASEAN integration process: it takes place in Southeast Asia, it is a process and a state, it consists of economic, political, security, social and cultural part, the emphasis is on economic affairs, its origin is in the postwar period, the main actors are the states and their elites (from the 90's NGO's, think-tanks and civil society become active creating a broad network of socio-cultural relations and interactions), integration expands by the process of ASEAN +3 and EAS, there is a spillover effect within and outside ASEAN, integration process is gradually evolving from a lower to a higher level. Carried out research has its limitations, since it is impossible to generalize the results and formulate a clear assessment of the large international complex, the information is always limited and the social process is miscellaneous. Well-known is the fact that political elites do not act according to the theories, which they often do not know, but based on their own understanding of reality and interests of individual states, eventually groups of countries. No theory is able to explain fully the evolution of ASEAN, failing to capture reality in its full extent, and thus the prospects for the future are some speculations. From the theoretical examination of ASEAN I elect neofuncionalism, since ASEAN represents a process of empowerment, where elites play a crucial role; they share many values and objectives and contribute to the integration process. The rise of transactions in the regional grouping (trade, communication, exchange of ideas), gradually creates a sense of common identity, elites have closer contacts and their values are complementary. Southeast Asia should occupy an important place in the Czech Republic's foreign policy, taking advantage of traditional contacts with the region. Priority should be given to economic ties and active political involvement in the multilateral framework of ASEM, an important part of political dialogue should be question of human rights.

Streszczenie:
This thesis takes as its point of departure the debate on federalism that emerged in Italy in the years preceding the unification of 1861 and that resumed in the early 1990s, a debate mainly revolving around the profound socio-economic differences between the North and the South of the country. Torn between continuous centripetal and centrifugal forces, but not characterized by ethnic connotations, the Italian regional model implemented with the 1948 constitution and strengthened in 2001 elicits questions that intersect with topical debates engaging scholars across the globe, and displays features that have the potential to stimulate fruitful discussions both inside and outside Italian borders. While the present state of Italian regionalism remains ambiguous, the Italian regional model distils lessons coming from different theoretical experiences, including federalism, sub-state nationalism, and the European unification process. Therefore, it can be seen as an innovative experiment crafted by those who were looking for a compromise between unitary and federal schemes. Adopting a theoretical framework combining literature on federalism, regionalism and sub-state national theory, this thesis addresses a number of questions that help fill a gap in scholarship. The thesis discusses the relationship between federalism and regionalism, arguing that regionalism is an overarching term that incorporates diverse experiences; consequently, the regional state paradigm to which Italy is usually associated is just one of the many shapes that regionalism can take. The research also identifies the elements enabling us to differentiate between a federal and a regional model, as well as the advantages of opting for a regional scheme (as opposed to a federal one). The socio-economic tensions between the North and the South of Italy offer the ideal basis to discuss non-national differences, an expression used to indicate political and socio-economic communities located within a geographical territory displaying some de facto asymmetries compared to the state-wide community, seeking some form of acknowledgement of their specificity. The thesis argues that national differences (e.g. differences based on linguistic, religious or other cultural issues) are not the only ones requiring attention, and it identifies a number of legal and constitutional stratagems that could be used to address non-national difference. Also, the recognition of non-national difference may also help find a solution to issues regarding sub-state national recognition. Finally, the thesis tries to find a point of reconciliation between federalism and solidarity, particularly in the context of non-national difference. The Italian regional experience serves once again as the point of departure to discuss whether federalism and solidarity are conflicting ideas, and to open a discussion regarding the exact contours of solidarity, especially in its horizontal understanding.

The dissertation focuses on the Vietnamese economy and its development during the time period from the end of the World War II until present. Its objective is to map and analyze the process of integration of Vietnam into the regional and global economic structures in the aforementioned time period and identify the main challenges of current Vietnamese economic development. The issues of deficient infrastructure, energy shortage and environmental pollution can all hinder further economic development in terms of trade and investment absorption capacity. Although many other developing countries face similar problems, in Vietnam the conditions had been aggravated by more than 30 years of war, socialist planned economy, division of the territory and long lasting economic isolation all resulting in inefficiencies in use of resources, division of labor and environmental devastation. Nevertheless, Vietnam skillfully uses the newly acquired regional network within the Association of South East Asian Nations as well as the advantages of deepening relationships with the economic centers in Europe and North America to further enhance trade, attract investment and raise development aid. With its outstanding record of high economic growth and dynamic development, Vietnam has proved the ability to employ its resources and comparative advantages to the full.

This work is a study of universalism concepts and literary regionalism and its implications in the study of Novel. The novelistic narratives have often been categorized either as regionalist, or as universal. However, this classification is usually made arbitrarily, since the basis under which these concepts are applied are not consistent, which paves the way for the claim that these are used exclusively with marginalization purposes of certain literary manifestations. On this, the research seeks to establish other ways in which the local and the universal can be thought of in the novel, making use of the opportunities provided by the reflections of the French philosopher Paul Ricoeur about the narrative which allow us to think the novel as having dimensions that include both private as universalizing aspects of the plot. In order to check the consistency of the analysis, the study will turn to the literary works Relato de um certo Oriente, by Milton Hatoum, Beiradão, by Alvaro Maia, and Galvez Imperador do Acre by Márcio de Souza, that, wheter they have been compiled by authors from outside the major centers, they have elements that allow align them to the general panorama of the novel, while guarding features that approximate their original context of accomplishment.

The dialectical cycles of expansion/contraction of capitalism in the Amazon during the twentieth century have left indelible marks on the cultural and social sphere. The rubber period was one of the most significant moments of this process, the economic values transacted in the apogee of rubber exploration turned Manaus and Belém in modern urban centers, equipped with infrastructure services that would come later to other Brazilian cities. The short time between the peak and decline of the rubber extraction was marked by a vigorous intellectual production, ranging from an optimistic view about the future of the region to the pessimism of the Amazon abandonment by the public power of the Union. Born in 1928, Leandro Tocantins, sought to understand the social change processes that led to the decline of the regional economy and at the same time signals a political strategy to put the region on the national political agenda. His intellectual production and political action moved gradually from the national developmentalism for the conservative modernization. In this sense, the concept of tradition and modernity in his thinking is intimately articulated to the intellectual role he played in the organization and direction of cultural, regional and national living.

This dissertation aims to demonstrate that S?o Paulo State?s urban history was surrounded, from the beginning, by the imprecision between the urban and rural environments, especially in the mogiana region, which spawned a rural urbanity apart from the administrative limits and strongly related to Minas Gerais. This way, it relativizes the civilization?s approaches, presenting shards of a road network and spread preexistent neighborhoods, deeply related to the natural landscape, structured according the way of life and imagination of their inhabitants and where ideas and goods that supplied the internal market traveled. At the same time, they worked as communication channels with areas already considered urbanized, from where came diluted influences built from the diversity of beings and ways. This culturally diverse landscape shaped a perception of the urban environment compatible to the existing rural way of life and adapted to the reality and possibilities of the rural population. Therefore, the cultural landscape was the base for the insertion of the administrative network then consolidated the modern regional territoriality. Like stacked layers, intersection and detachment moments are observed, influenced by the encounters, conflicts, dialogs, resistances and redeterminations of the landscape itself and the network. The failure in immediately complying with an external urbanizing model, makes this process peculiar, consistent with the local culture and detached from the belle ?poque concept. This regionalist urbanity kept rustic cultural aspects that justified its spatial features and the organization method of the society around communities, where the production and genealogy defined them as groups. Under this scenario, urban cores presented themselves as places of political representativeness, linking the region to the capital of S?o Paulo, while converting it in a metropolis. This administratively fragmented cultural landscape between S?o Paulo and Minas Gerais territories was kept until late 19th century and the industrialization process, that began during the 20th century, was a milestone on the frontier definitions.

This thesis examines the EU's influence on regional cooperation in the Association of Southeast Asian Nations (ASEAN), Mercosur in South America and the Southern African Development Community (SADC) by drawing on concepts from diffusion studies. It argues that conventional perspectives have tended to view different cases of regionalism as independent phenomena reflecting particular structural, institutional or ideational conditions, mainly internal to the respective region itself. I propose instead to conceive of regional organisations as asymmetrically interdependent, in that the EU as the most successful regional grouping in the international system influences other regional organisations in important respects; yet in ways that are ill-captured by the conventional depiction of external influence as a form of coercion. The central question addressed in this thesis is thus: Under what conditions and in what ways does the EU affect the trajectory of formal rules in regional cooperation elsewhere? I advance three main arguments. First, I suggest that given the EU's ideational and material power in global regionalism, it is likely to act as a focal point in debates about regional rule change around which actors' expectations converge when being confronted with an exogenous cooperation problem. This renders EU influence difficult to escape. Second, I argue that there are two dynamics by which EU influence affects outcomes in global regionalism - the EU as switchman and as driver. While the former leads policy-makers to choose EU-type rules instead of similarly viable alternatives given a particular cooperation problem, the latter affects the very incentives for regional rule change and thereby acts as an independent driver of regional cooperation. Third, I argue that, in terms of outcomes, EU influence has been highest in SADC, lower in Mercosur and lowest in ASEAN, mainly reflecting different degrees of material and ideational interdependence between the EU and other regions. Yet, policy-makers' widespread reluctance to share national sovereignty has sharply delineated the boundaries of EU influence in all three regions. I test these arguments across three central areas of regional cooperation: market building, institution building and community building.

Renshaw, Catherine Michelle. "Human rights and regionalism in Southeast Asia". Thesis, The University of Sydney, 2014. http://hdl.handle.net/2123/12017.

Pełny tekst źródła
Streszczenie:
I have two aims in this dissertation. The first is to record an extraordinary period of human rights institution-building in Southeast Asia. This period began in 2007, with the signing of the Charter of the Association of Southeast Asian Nations (ASEAN). The Charter explicitly links the purpose of ASEAN with the strengthening of democracy and the protection of human rights and provides for the establishment of an ‘ASEAN Human Rights Body’. This body was established in 2009, as the ASEAN Intergovernmental Commission on Human Rights. The Commission’s first task was to draft the ASEAN Human Rights Declaration, which was completed and adopted by ASEAN Heads of State in November 2012. In the context of the political diversity of Southeast Asia, the region’s historical resistance to international human rights law, and the long shadow cast by the ‘Asian Values’ debate of the 1990s, I ask the following questions: What factors explain the establishment of these institutions? How deep is ASEAN’s new commitment to human rights and democracy? What do these institutions augur for the way rights are realised in Southeast Asia? My second aim is to explore and test my theory that regional institutions possess a particular legitimacy in the promotion and protection of human rights. The theory is driven by a simple observation. Since the end of World War II, the discourse of human rights has become, to borrow a phrase used by Charles Beitz, ‘the common moral language of global society.’ Yet the original post-World War II vision of a legalised international human rights order (with judicial oversight, mechanisms for enforcement, and sanctions for non-compliance) has faded. The global human rights system works by setting standards, which are then invoked (by domestic and international non-governmental organisations, members of civil society, political oppositions, the international community) to persuade, shame or coerce states into compliance. The problems are: change is very slow, many states (both predatory and decent) are resistant to influence, and in circumstances of exception (civil conflict, war, political crisis) when human rights are most vulnerable to abuse, the system is least effective. The failures of the global system are many and patent. On the other hand, states seem more willing to subscribe to binding norms promoted by regional organs of restricted membership. Regional systems now exist under the auspices of the Council of Europe, the Organisation of American States, the Organisation of African Unity, the League of Arab States and most recently, the Association of Southeast Asian Nations. Scholars have observed that there seems to be a ‘directness of association’ between members of regional organisations, which positively influences (or has the potential to influence) causal processes such as socialisation, binding, monitoring and enforcement. My theory is that regional factors such as smaller numbers, deeper levels of integration, greater consensus around the importance of certain societal values, similar geographic characteristics and shared economic and security interests, create the conditions for legitimate governance. I test my theory using a case study of Southeast Asia and its new institutions. In the end, my conclusion is that in circumstances where regions possess low levels of democracy, then regional human rights systems do not possess a particular legitimacy. The nature of democracy, the relationship between democracy and human rights, and the deficit of democracy in Southeast Asia are at the heart of my explanation about why Southeast Asia’s nascent human rights system (currently) lacks legitimacy.

Streszczenie:
The wave of globalisation gave rise to a number of regional arrangements. The notion of economic regionalism gained importance rapidly in international trade as well as regional diplomacy. The body of theoretical and empirical literature suggests that economic regionalism is beneficial for trade flows and economic welfare, but some studies find it as a stumbling block for multilateral liberalisation efforts. The fundamental analytical questions are whether the groups demonstrate significant impetus to expand intra-bloc trade and whether a preferential liberalisation within theregional arrangement results in non-trivial mutual gains. To address these queries, this thesis investigates the trade pattern, potential and effects of a comparatively newregional group, Bay of Bengal for Multi-Sectoral Technical and EconomicCooperation (BIMSTEC).To examine the trade pattern of BIMSTEC countries, it adopts an augmented panel gravity model. The results reveal that imports of the member countries follow the Linder hypothesis, while exports can be explained by Heckscher-Ohlin-Samuelson theorem. Controlling for behind and beyond the border constraints, the results of astochastic frontier gravity model also support these findings. Such constraints are found to explain most of the total variation in imports and exports. The results also suggest that the highest trade potential, estimated by the frontier gravity model, turns out to be significant. Every members of the group can substantially expand intra-BIMSTEC trade if the constraints are either removed or kept at the minimum. This thesis finally examines the possible effects of an FTA within BIMSTEC by trade policy simulation tools, Software on Market Analysis and Restrictions on Trade(SMART) and Global Trade Analysis Project (GTAP). The results of SMARTsimulations indicate that significant gains can be obtained from an FTA in terms of trade and welfare effects. Conversely, revenue effects appear to be disproportionate. Smaller members like Bangladesh, Bhutan, Myanmar, Nepal, and Sri Lanka would experience proportionately higher revenue loss compared to bigger members such asIndia and Thailand. It suggests that smaller members deserve technical support and compensation to offset negative incidences. The GTAP simulations suggest that only Bangladesh would incur a net welfare loss and a negative growth of real GDP by joining the FTA. The group as a whole would end up with a trade deficit, although India would enjoy a trade surplus. Intra-bloc trade would increase substantially in most of the sectors except for Myanmar. The simulation result also implies that despite some country-and sector-specific negative effects, the impact on overall economic growth would be positive by initiating an FTA.

The thesis is divided into three main parts. The first part is devoted to regionalism on the North American continent and the gradual emergence of mutual ties between Canada, USA and Mexico. It is devoted as well to the circumstances under which NAFTA was established and to motives of individual countries to enter into this integration. The largest and the most important part is the second chapter, in which are outlined basic provisions of the agreement, then described the results of NAFTA as a whole, and finally there is analyzed development of individual member economies under the influence of NAFTA. The content of the final third chapter are main present problems in connection with NAFTA, there are also outlined possible directions for the future development of integration and potential of its further enlargement and deepening. The last section deals with the question if the strategic approaches of member countries of NAFTA have changed after fifteen years of its existence.

This paper focuses on the analysis of the Latin Americas regionalism evolution, especially confronting the main features of regionalism models in the continent characterized as \"open\" and \"post-hegemonic. Both regionalisms characterize the periods of creation and development of the main economic bloc in South America, Mercosur, and determine its transformations and performance. Due to its relevance in history as well as in the transformation of the regional integration pattern, through a historical analysis, this paper studies the issues that motivated its creation, structure, importance in the region and how, over the years, has changed due to external and domestic influences of its members, which strongly influenced in specific models of integration that composed the Mercosur, called strategic, social and productive regionalisms. Thus, it aims to demonstrate that Mercosur reflects the economic, political and social changes that occurred at the end of the twentieth century, culminating in its creation and development, modifying it substantially in the first decade of the current century.

This research explores the liabilities and possibilities of African regionalism in an emerging international system characterized by economic globalization. The paper concerns itself with understanding the ways in which scholars are conceiving the concept of globalization, determining the ways in which the phenomenon is impacting the international system, and discerning globalization's impact on political and economic outcomes in Africa. The paper argues that globalization is driving the establishment of a global free market capitalist economic system based on competition, efficiency and productivity. This emerging international political economic order increasingly favours economies of scale and collective capacity. That is, its organizational logic is such that only those competitors who can rapidly mobilize and deploy vast resources across a range of domains will be able to compete effectively in the system. Accordingly, the wealthy areas of the globe are organizing themselves into increasingly cohesive economic and political regional groupings. Furthermore, globalization is speeding the inclusion of poorer countries into this fiercely competitive market. However, the terms of inclusion are dictated by and in favor of the wealthiest and most powerful members of the international society. Based on this reading of international life the paper argues that more pervasive cooperation and integration is ultimately Africa's only viable development strategy. African regionalism is examined in historical perspective an assessment of past initiatives, which it is now clear have largely faltered, yields the conclusion that a fundamental strategic re-orientation is required. The constitutional, 'grand-strategy' approach to integration must give way to an orientation that emphasizes more functional economic connections below the level of the state. Thus, this paper advocates the gradual and incremental enlargement of the area of cooperation across political and economic domains within and across regions on a functional basis. The establishment of an African Free Trade Area is viewed as the most effective framework for animating a functional orientation.

Streszczenie:
This dissertation examines the representation of England in the plays of the first tetralogy. Arguing that a large number of studies of Shakespearian drama have tended to gloss over the inherent differences within the English nation. I suggest that regionalism and regional identity play a pivotal role in Shakespeare's dramatisation of English history from the accession of Henry VI to the death of Richard Ill. In this thesis I propose that the first tetralogy is not only a representation of the past, but an expression of the political, cultural and geographical divisions within England during the period of the plays first production. While Shakespeare's first tetralogy forms part of an interconnecting discourse of nationhood -- contributing to what has been termed the discovery of England -- I explore how the plays also serve to highlight the extent to which regionalism and regional diversity remained powerful factors within English society. By drawing attention to the proliferation of geographical references in the tetralogy, I discuss how the localisation of scenes and the identification of characters with specific places represents an encounter with the kingdom beyond the confines of the theatre. In a series of plays that appear to be principally concerned with the struggle between rival dynasties for control of the realm, the various regional references can be read as the site of competing voices and sectional interests: an acknowledgment of not one England, but various other Englands. While the image of the regional world in these plays is largely informed by the chronicle sources, this study considers how Shakespeare's fashioning of regional identity was governed by the need for Elizabethan acting companies to secure and maintain the protection of powerful and influential patrons, by censorship, company rivalry, and the demands placed on theatre companies by touring. With this in mind, I argue that the manner in which certain characters and regions are presented in the tetralogy is an indication that these plays may have been performed throughout England. After a theoretical overview, chapter one presents an examination of regionalism as a social, cultural, political and economic phenomenon in early modem England. It is followed by a discussion of the various ways in which a sense of place was projected on the Elizabethan stage. Appropriating William Harrison's division of the late Tudor kingdom into four distinct provinces, this dissertation interrogates the role and representation in the first tetralogy of the area south of the Thames (chapter two), the midlands (chapter three), Wales and the English border counties (chapter four), and northern England (chapter five).

Through the design of a municipal complex for Chowan County, North Carolina, the intention is to examine what it means to design with a sense of place that is an extension of the region's past. Regionalism has been trivialized to be as simplistic as the practice of attaching community-accepted stylistic embellishment to any new building. This is unfortunately done without historic examination of place. All too often the desire is for a historic connection through iconographic application. This usually results in a farce that mocks and devalues the past and present. This is an honest examination of past building and community nuances for translation and inclusion in the development of a new municipal complex, to be built using contemporary construction methods.

Possible benefits of this integration concept can be exemplified by development of Association of South East Asian Nations (ASEAN) whose member states have substantially different interests due to historic and socioeconomic reasons. However, ASEAN was able to overcome these different interests by a specific integration model which is based on mutual trust, consensual decision-making and gradual changes. As a result, natural suspicions were eliminated to some extent and member states were able to deepen their integration. Main powers in the region noticed its success and they began to strive to develop closer relations not only with ASEAN, but also with other regional powers through ASEAN structure.

Abstract: In this research, we investigate four Brazilian fictional narratives that took actively for their arrangement the backland territory: Pedra Bonita (1938) and Cangaceiros (1953), by José Lins do Rego, and Deus e o diabo na terra do sol (1964) and O dragão da maldade contra o santo guerreiro (1969), by Glauber Rocha. We presuppose that the two novels and two films, even if produced in a historical gap of thirty-one years, when they elect the backland space, the narratives behave and congregate an inquietude with the direction that the peripheral modernity assumed in Brazil. Different styles of narrating that spatiality and its comprehension show the authors‟ different conceptions about the politics and aesthetics. Searching to apprehend in novels and movies, however, these private records, fix the literary and the cinematographic spaces comprehension as social space, while require the analysis about the connections between these spaces and the dynamics of Brazilian social life

This research has as main focus the observation of land and of people from São Paulo as being the artistic point on Guilherme de Almeida\'s literature. It comprehends poet\'s reflections about the cultural identity of people and about the city itself, based on articles from the newspaper \"O Estado de S. Paulo\", by emphasizing the difference between the cosmopolitan and the traditionalist São Paulo. For that purpose is analyzed in his literary production after the Modernism movement and its esthetical and ideological transformation as well, and the strains revealed by that change are evidenced: the cosmopolitan and the traditionalist views, the author\'s concerns in understanding the people from Brazil by defining the people from São Paulo, and the introduction of author on a Bandeirante line and the creation of the Bandeirante mith.

Streszczenie:
During the last decades a stronger role for the regions has developed in many West European countries. To a significant degree this regionalisation trend has coincided with European integration. The key change in the role of the regional level has been with regard to its status as an agent of regional development. In most West European countries there has been a shift from an approach to regional policy that has focused on redistributive measures from the centre in which the regions play a relatively weak role to a perspective that is sometimes labelled “new regionalism” in which the focus is on the region taking responsibility for its own development. In this new regionalist perspective, which is both descriptive and normative, the region is considered as the appropriate arena for both economic activities and decision-making. In the political systems of the Nordic countries the regional level has traditionally been in a relatively weak position and regional policy has emphasized centralisation and redistributive measures. Not unexpectedly, the pan-European trend toward a stronger role for the region has also found its way to the Nordic countries. The aim of this study is to describe and analyze if and to what extent key actors in three peripheral regions, situated in countries with a strong tradition of redistribution from the centre and a weak role for the regional level, have embraced the new regionalist perspective. The three regions are Troms in Norway, Pohjois-Pohjanmaa in Finland and Västerbotten in Sweden. All are peripherally located with small populations and economies that rely heavily on natural resources. The analysis is based on interviews with regional and local politicians, civil servants, and business representatives. The empirical material is presented in the form of narratives formulated by the regional actors who express their views on regional policy and the role of the region. The results of the study show that regional actors in the three peripheries express similar narratives. To a certain degree actors have embraced the new regionalist perspective in the sense that they see the regional level as an important coordinator for development initiatives and measures. However, the actors’ claims for a stronger regional level must be understood in the context of the unitary state. In this context, the actors’ perspective combines the new regionalist and the centralist redistributive approach, one that can be labelled ‘redistributive regionalism’. The state remains the key actor and is expected to guarantee equal conditions in all parts of the country. The emphasis on strengthening the administrative region is more pronounced in Troms and Västerbotten than in Pohjois-Pohjanmaa, where instead there is a stronger focus on the functional region. Actors in the three regions do not see any contradiction between a strong state and increased regional influence on development issues. In sum, the study finds that the new regionalist perspective has been embraced to a certain extent but that it has been adapted to national characteristics, as well as to the specific conditions in the three regions.
