Regional autonomy refers to the authority that regulates the community's interests or acts as a regulator in areas where the federal government empowers local governments to manage their own government. This research technique utilizes five book sources in order to learn about regional autonomy, its various forms, and legal foundations. Community engagement in governance, particularly at the village level, is one of the foundations of regional autonomy that requires attention in this regard. Concerning the village government system's role in development implementation, many village development initiatives have been conceived and determined primarily on considerations and techniques from above, without involving the community being developed.

Belarusian literature in Poland after 1989. About the necessity of developing a literature databaseSpeaking about Belarusian literature in Poland we focus on fiction, its translation into Polish and the study of literature. The existence of the Belarusian literature in Poland in the post-war period is indicated by the following bibliographies: a bibliography of translations for the period 1945–1994 (G. Charytoniuk, Literatura białoruska w Polsce. Bibliografia przekładów za lata 1945–1994, Białystok 1996) and a subject bibliography for the period 1945–1998 (G. Charytoniuk, Polskie białorutenika literackie. Bibliografia przedmiotowa 1945–1998, Białystok 1998). The new political, economical and social conditions in Poland after 1989 have had an influence on the situation of the Belarusian literature. In addition to the existing departments some new university departments and scientific branches have been organized. Their aim is to realize new scientific projects connected with the Belarusian literature in Poland and Belarus. A lot of nongovernment organizations (funds, partnerships, associations) have been organized not only in Bialystok region, but also in the other parts of the country. A new publishing market has been established which has focused on the modern literature of Central and Eastern Europe including Belarusian literature. The Internet also plays an important role in popularization of the Belarusian literature. That literature has been included in the database of the National library (Przewodnik Bibliograficzny, Bibliografia Zawartości Czasopism), regional libraries (Bibliografia województwa podlaskiego) and the digital library (Polska Bibliografia Literacka). The information is searched by institutional scientific depositories and digital libraries. The considerable part of the information has not been registered in the bibliographic database. In this situation it is necessary to develop an integral literature bibliographic database of the Belarusian literature in Poland. Literatura białoruska w Polsce po roku 1989. O potrzebie tworzenia bazy literackiejKiedy się mówi o literaturze białoruskiej w Polsce, trzeba mieć na uwadze literaturę piękną, jej przekłady na język polski i literaturę przedmiotu. O obecności literatury białoruskiej w Polsce powojennej świadczą bibliografie: przekładów obejmująca lata 1945-1994 (G. Charytoniuk, Literatura białoruska w Polsce. Bibliografia przekładów za lata 1945-1994, Białystok 1996) i przedmiotowa lat 1945-1998 (G. Charytoniuk, Polskie białorutenika literackie. Bibliografia przedmiotowa 1945-1998, Białystok 1998). Nowe warunki polityczne, społeczne i ekonomiczne w Polsce po 1989 roku wpłynęły i na sytuację literatury białoruskiej. Pojawiły się nowe uniwersyteckie katedry i zakłady naukowe. Realizują one projekty badawcze uwzględniające literaturę białoruską w Polsce i na Białorusi. Powstały liczne organizacje pozarządowe (fundacje, towarzystwa i stowarzyszenia) nie tylko na Białostocczyźnie, ale i w innych miejscach w kraju. Utworzył się nowy rynek wydawniczy, który zwrócił uwagę i na współczesną literaturę krajów Europy Środkowej i Wschodniej, w tym białoruską. Ważną rolę w popularyzacji literatury białoruskiej pełni Internet. Literatura ta jest rejestrowana przez bibliografię narodową (Przewodnik Bibliograficzny, Bibliografia Zawartości Czasopism) i regionalną (Bibliografię Województwa Podlaskiego). Wyszukiwanie informacji ułatwiają instytucjonalne repozytoria naukowe i biblioteki cyfrowe. Znaczna część dokumentów pozostaje jednak poza rejestracją bibliograficzną. Pojawia się więc potrzeba stworzenia bazy literackiej dotyczącej literatury białoruskiej w Polsce, która dążyłaby do kompletności bibliograficznej.

Along with the times, literature, culture and society are growing steadily. The Three are affected by the speed of movement conditions of social life in the development of modern society lifestyle. The importance of the revitalization process in literature basically is to restore the function of literary works against society. Its main purpose is to describe the influence learning strategy and the revitalization of the regional literary writing activities and reproduce literature. Thus it would be useful both theoretically and practically. It is directly enrich the regional literature as a form of Indonesian literature. The method used in this research is quasi-experimental method (quasi experiment). This study is called an unreal experiment, or also called a mock experiment. After conducting research with the strategy, there are 31 works of literature revitalized through folklore and regional stories that exist in Indonesia. The work then became one and a book entitled Reproduction of Regional Literature R5A. From the experimental results, the groups can be concluded that there is an average score between the experimental group and the control group. Known after consultation on table turns out significant number.

Using food as a differentiating asset of destinations and its potential in influencing tourists’ travel decisions is being much discussed in academia. Different countries use distinct terms to relate food to tourism. Concepts such as culinary tourism, food tourism and gastronomy tourism are used interchangeably. This paper aims to explore regional innovation strategies based on food and tourism and on how they can contribute to destination management. The study adopts a systematic literature review by focusing on two main databases, namely SCOPUS and ISI Web of Science. In total, 538 articles (from 1985 to 2017) published in English peer-reviewed academic journals were analysed. The systematic review revealed that food and tourism has been approached from varied perspectives, from interactions with traditional protection strategies under European food quality labels, such as Protected Designation of Origin (PDO) and the Protected Geographical Indication (PGI), to innovative actions, which encapsulate the reengineering of places transforming them into creative food spaces or food clusters. Finally, this paper seeks to contribute to the body of knowledge on food and tourism, under the perspective of regional innovation strategies, applying a qualitative systematic literature review of a 27 selected articles within the scope of the research.

O regionalismo gaúcho esteve historicamente permeado de singularidades, tendo a construção do tipo característico “centauro dos pampas” predominante em muitos escritos do gênero. Mesmo que a literatura gaúcha goze de multiplicidade de textos, que retomem características específicas dos lugares em que foram construídas, há textos que rumam para a universalidade com poucas referências ao regional. A presente pesquisa bibliográfica de cunho qualitativo visa empreender reflexões acerca da literatura gaúcha, que se desprende do regionalismo característico para aventurar-se pelos terrenos da universalidade. Se para Ítalo Calvino, o clássico é aquele que não terminou de dizer o que tinha para dizer, Anne-Marie Thiesse intitulou o “check-list identitário” uma série de especificidades capazes de garantir a singularidade de determinado grupo social. Neste contexto, ter-se-á a análise da obra Pequenas epifanias, de Caio Fernando Abreu. Os resultados apontam que obras como esta se constituem a exceção à regra sem perder reconhecimento, com seu lugar entre os pares da literatura regional, mesmo que fuja da “pureza inicial” caracterizadora da literatura gaúcha. AbstractThe Rio Grande do Sul regionalism was historically permeated by singularities, with the construction of the characteristic type “centaur of Pampas” prevalent in a lot of writings. Even though the Rio Grande do Sul literature enjoys a multitude of texts that comprise specific features aboutthe places wherethey were built, there are texts that head for the universality with few references to the regional. This bibliographical research of qualitative nature aims at undertaking reflections about the Gaucho literature which breaks loose from characteristic regionalism to venture out towards the universality land. To Italo Calvino, the classic is the one that has not finished saying what he or she had to say, AnneMarie Thiesse entitled the “check-list identity” a series of special features capable of ensuring the uniqueness of a particular social group. In this context, there is the analysis of the book Pequenas epifanias, by Caio Fernando Abreu. The results show that books like this are an exception to the rule without losing recognition, with its place among the pairs of regional literature, even though it deviates from the “original purity” characterizing the Gaúcha literature. Abstract In the netherlands regional novels have never been considered as real literary works. in Flanders regional literature had a better status, especially because several writers of the Van Nu en Straks movement such as Stijn Streuvels wrote about regional themes. in Czech literature since 1848 regional themes was viewed as important in novels and stories, mainly till the end of world war ii. in 1932 the Catholic writer Antonín Matula defined the so-called ruralism, which became a movement of mainly Catholic writers from the countryside. Most of them were severely persecuted in a constructed Stalinist show trial against the green international in 1951. in his work Hlasy země v evropských literaturách (The Voice of Earth in European Literatures, 1933) Matula discussed nearly all major european literatures, i.e. Flemish regional writers. it is no coincidence that especially Flemish writers such as ernest Claes, Stijn Streuvels and Felix timmermans, were translated into Czech during the second quarter of the 20th century.

Abstract We complement the literature on distributive politics by taking a systematic look at regional favoritism in a large and diverse sample of countries and by employing a broad measure that captures the aggregate distributive effect of many different policies. In particular, we use satellite data on nighttime light intensity and information about the birthplaces of the countries’ political leaders. In our panel of 38,427 subnational regions from 126 countries with yearly observations from 1992 to 2009, we find that subnational regions have more intense nighttime light when being the birth region of the current political leader. We argue that this finding provides evidence for regional favoritism. We explore the dynamics and the geographical extent of regional favoritism and show that regional favoritism is most prevalent in countries with weak political institutions and poorly educated citizens. Furthermore, foreign aid inflows and oil rents tend to fuel regional favoritism in weakly institutionalized countries, but not elsewhere.

This article reviews the literature on regional economics and economic geography, in connection with tourism to identify theoretical models, attempting to explain the role of tourism in regional development and growth, and their empirical applications. The review finds that in their early days, theories of regional development did not include tourism, mainly because the regional economics and location research community did not consider tourism significant enough to influence economic development but also because regional science researchers tend to give priority to manufacturing above services, while development planners tend to prioritize urban above rural. This neglect of tourism as a research field in its own right has led the tourism sector to develop its own scholarly agenda suitable to their own business needs, such as destination competitiveness and tourism promotion. The literature review here concludes upon suggested future directions required to further develop regional tourism research as a study based on economic development and growth.

Resumo O objetivo deste artigo é rever, a partir de seu confronto com a discussão internacional sobre o assunto, o modelo analítico proposto por Hoff, San Martin e Sopeña (2011) para a análise do impacto das universidades públicas no desenvolvimento regional. O modelo, originalmente, foi desenvolvido a partir de referências nacionais para o tema. Para tanto, utiliza-se a técnica de pesquisa bibliográfica e documental. O referencial teórico estudado demonstra que o modelo analítico estabelecido com referências nacionais mostra-se correspondente à discussão apresentada pela literatura internacional sobre o tema. Destaca-se, no entanto, que a literatura internacional apresenta enfoque direcionado às relações com o ambiente externo à universidade, principalmente com o meio empresarial, fato não tão presente na literatura nacional. Conclui-se que a literatura internacional ratifica o modelo proposto por Hoff, San Martin e Sopeña (2011). Abstract The purpose of this article is to review, from its confrontation with the international discussion, the analytical model proposed by Hoff, San Martin and Sopeña (2011) to analyze the impact of public universities in regional development. The model originally was developed from national reference to the subject. Therefore using the bibliographic and documentary research technique. The studied theoretical framework shows that the analytical model established with national references is shown corresponding to the discussion presented in the international literature on the subject. Noteworthy, however, that the present international literature focusing mainly on relations with the external environment to the university, especially with the business community, which was not so present in the national literature. We conclude that the international literature confirms the model proposed by Hoff, San Martin and Sopeña (2011).

Global environmental governance is growing increasingly complex and recent scholarship and practice raise a number of questions about the continued feasibility of negotiating and implementing an ever-larger set of global environmental agreements. In the search for alternative conceptual models and normative orders, regional environmental governance (REG) is (re)emerging as a significant phenomenon in theory and practice. Although environmental cooperation has historically been more prevalent at the regional than at the global level, and has informed much of what we know today about international environmental cooperation, REG has been a neglected topic in the scholarly literature on international relations and international environmental politics. This introduction to the special issue situates theoretical arguments linked to REG in the broader literature, including the nature of regions, the location of regions in multilevel governance, and the normative arguments advanced for and against regional orders. It provides an overview of empirical work; offers quantitative evidence of REG's global distribution; advances a typology of REG for future research; and introduces the collection of research articles and commentaries through the lens of three themes: form and function, multilevel governance, and participation.

In local autonomy era to achieve target of tourism development is required a strategy through policies and steps that must be implemented continuously. This policy is defined as a guide in conduct tourism both national and regional level. This paper is intended to explain the policy of East Java government in developing sustainable tourism. This qualitative research used literature approach. The data analysis used descriptive analysis. The results of this literature study showed that sustainable tourism development in the region has three dimensions, namely economic, socio-cultural, and environment. These dimensions are based on the principle of justice that not only benefits the present generation, but also future generations. In addition, important factor in the development of tourism is the supervision of standards and quality of tourism services.

The article discusses the comparatively young form of written Romani literary self-expression as an example of “minor literature” in Deleuze and Guattari’s sense.[1] The focus here is on producing a classifying survey of the literary production of Romani writers in France and Spain, with the article outlining the different aesthetic fields and literary forms evident in French and Spanish Romani literature. The comparative approach reveals thatdespite regional and national differences, these minor literatures demonstrate several aesthetic similarities typical of Romani literature that could ultimately come to define the transnational, cross-border characteristics of Romani literature. Furthermore, I show that there are literary tendencies in contemporary Romani literatures that go beyond the usual forms of establishing literary self-expression in diasporic cultural productions or aesthetic appropriation of major society’s literary traditions, so that Romani literatures in French and Spanish should, I argue, also be seen as part of world literature. 1 It is important to emphasize that the potentially offending implications of the evaluative use of the term “minor” is by no means hinted at in Deleuze and Guattari: The French “literature mineure” does not indicate lower aesthetic qualities or literary inferiority to majority literature but rather describes a literature produced by writers not (exclusively) belonging to the nation-state in which they live. At the same time, it should be mentioned that the term “small literature,” in contrast to minor literatures, means literary expressions from small nations or/and in small languages like, for example, in Bulgarian, Estonian, or Luxembourgish (cf., Glesener 2012).

Agriculture in both the developing and developed country context is highly sensitive to weather shocks. The intensity of these shocks is likely to increase under climate change, leading to an ongoing debate regarding the ability of farmers to insulate yields and income against accelerating environmental extremes. We study crop diversity as an avenue for increased resilience. Diversity in agricultural systems has been suggested in the agroecology and environmental economics literatures as a powerful means of on-farm insurance, both through physical and market-based channels. However, large-scale empirical evidence of its effectiveness is lacking, and crop diversity is largely absent from the empirical climate impacts literature. We examine the insurance benefits of crop diversity in the context of India at the height of the Green Revolution, a period of rapid change in agricultural diversification due to the increased penetration of a small set of high-yielding variety crops. Building on a basic empirical model from the climate impacts literature, we show that areas with higher crop diversity of planted area display measurably more drought resilience, both in terms of gross and net revenues. We decompose this aggregate result to show that diversification has implications for farmer welfare both through physical (yield) and market (price) channels.

The article reviews contents, theoretical grounds, and significance for the contemporary philology of a large-scale work of Ural scholars – The History of Literature of the Ural Region (The 19th Century). In the 1920s, the idea of cultural nests – regional cultural centres, which have their own history and traditions, – was formulated in the works by N. K. Piksanov. The idea was followed and further developed by N. P. Antsiferov, who wrote about an attractive and magnetic power of locus, which organizes the cultural space around itself. That was the beginning of regional literature studies. V.N. Toporov and N. E. Mednis introduced the notions of the urban text, local text, and super-text of the Russian literature, which were accepted by the humanities geography (D.N. Zamyatin). Regional philological studies fitted into the frontier discourse smoothly: space and territory began to be perceived and considered as historical and socio-cultural factors. The reviewed book is the Ural text of the Russian literature incorporating literary and journalistic works about this poly-ethnic macro-region, written by authors biographically and territorially connected with the Large Ural Region; data on bibliography, book publishing and book trade, library management, the history of theatre, etc. The scale of research and the widest coverage of topics and data deserve the highest appraisal and make the work by the Ural colleagues exemplary.

This is an attempt to study the regional history of Bengal with the help of literature and narratives and unheard past of Santhal Pargana through narrative performances. Since, the history was written for the ruling and aristocracy class which gives an understanding of the past from above and it hardly talks about the history of lower strata. There is a massive need of history writing pertaining to local areas. The knowledge of the local people is acquired through qualitative research because the indigenous knowledge is transferred from one generation to another and because of the west centric knowledge, the indigenous knowledge is marginalised which will even vanish after sometime. Similar is the situation of the knowledge of spiritual and religious past. The hagiographical literature of this region is considered as an important source to understand the socio- religious outlook. Beneath these literatures, there were several proto socio- religious outlooks that exercised a profound impact on people at lower level. In process to study these , one has to depend upon the oral history available in its surroundings.
