Abstract Historically, cod has been one of the most important fish stocks in the North Atlantic. Recent stock collapses have been attributed to overfishing, and in February 2000 the European Commission established a closed area in the Irish Sea as part of a general recovery plan. The recovery plan was further revised and implemented between 2001 and 2005. However, the recovery plan has not provided the expected benefit, and the stock is still thought to be below the safe limit of Blim = 6000 t. We use stochastic simulations to investigate possible stock trajectories over a seven-year period from 1999 to 2005 under various scenarios of fishing mortality. Comparing the results of simulations with reality, it is clear that more drastic action is required if the stock is to recover in the medium term. The recovery plan was not explicitly designed to deal with uncertainty in the system, and this, we believe, resulted in the failure to meet the recovery plan objectives.

There is a global shift to foster patient-centred and recovery-oriented mental health services. This has resulted from the expansion of how the concept of recovery is understood in mental health literature and practice. Recovery is now more than a return to function or reduction in symptoms; it is a subjective, individualised and multi-faceted experience. To date there has not been investigation of how recovery-oriented services can be translated and implemented into the primary mental health care system. This paper presents the results of a survey from a prospective cohort of primary care patients with probable depression about the importance of written plans to recover. The benefits of having a written plan to recover from depression, as outlined by the participants, were analysed using Leximancer software. The findings provide insights into how written plans may be an important mechanism for implementing a recovery-oriented primary mental health care system. We conclude that the benefits of a written plan provide insight into how patients conceptualise recovery.

Abstract: Wireless mesh networks (WMNs) have emerged as a key technology for next-generation wireless networking. Because of their advantages over other wireless networks, WMNs are undergoing rapid progress and inspiring numerous applications. In multi-hop wireless mesh networks (WMNs) experience frequent link failures caused by channel interference, dynamic obstacles and/or applications’ bandwidth demands. These failures cause severe performance degradation in WMNs or require expensive, manual network management for their real-time recovery. This paper presents an Autonomous network Reconfiguration System (ARS) that enables a multi-radio WMN to autonomously recover from local link failures to preserve network performance. ARS also improves channel efficiency by more than 90% over the other recovery methods. During their lifetime, multi-hop wireless mesh networks (WMNs) experience frequent link failures caused by channel interference, dynamic obstacles, and/or applications’ bandwidth demands. These failures cause severe performance degradation in WMNs or require expensive manual network management for their real-time recovery. By using channel and radio diversities in WMNs, ARS generates necessary changes in local radio and channel assignments in order to recover from failures. Next, based on the thus-generated configuration changes, the system cooperatively reconfigures network settings among local mesh routers. ARS has been evaluated extensively through ns2-based simulation. Our evaluation results show that ARS outperforms existing failure-recovery schemes in improving channel-efficiency by more than 90% and in the ability of meeting the applications’ bandwidth demands by an average of 200%. After devastating disaster, local governments create their "long-term recovery plans." However, there is no clear threshold showing how severely damaged local governments would establish the plan, and no analysis on what kind of components those plans could include. Another issue about long-term recovery planning is how we compiling ideas or visions of stakeholders of an impacted community into a plan. There exists two aspects in planning, one is how ideas of stakeholders are compiled into a plan, and the other is how a feasible plan is established. This paper discusses about 1) the threshold and components for long-term recovery plans from historical data analysis on the various long term recovery plans in Japan during 1959 Ise Bay Typhoon Disaster to Niigata Chuetsu Earthquake Disaster, and 2) planning scheme to establish feasible plan with stakeholder involvement. As a results about the threshold and components on long-term recovery plans, when 8% house holds suffers major damage within total local government's house holds, local governments could establish "long-term recovery plans," and there exits two kinds of "long-term recovery plans" such as comprehensive plans and disaster reduction+short term recovery plans among recent "long-term recovery plans." And the scheme to develop long-term recovery planning by summing up 1690 of stakeholders' ideas on long term recovery of the community into the plan according to a strategic planning framework were developed from the case study in the Ojiya City long term recovery planning, which suffers severe damage from 2004 Niigata Chuetsu Earthquake Disaster. The planning process which could secure the feasibility and effectiveness of the plan and compile successfully various visions and ideas of stakeholders were compiled into the plan were developed.

Abstract The purpose of this work is to develop and implement a disaster recovery plan (DRP) in stock exchange industry in Indonesia, in order to perform a system recovery in the event of a disaster. To develop a DRP, there are several steps that must be performed as a risk analysis to determine how much risk the company would receive when a disaster occurs, business impact analysis to identify critical business units and necessary resources for the recovery process to run smoothly, to identify recovery strategies to be used as a backup method and recovery site, the recovery procedure that needs to be done in order to make the recovery process run properly, testing and review, and documentation of the DRP. Based on the results of tests that have been done, the development of DRPs can be implemented at stock Exchange industry in Indonesia. With the DRP, the company is expected to have a plan to prepare for and recover resources and information systems in order to be able to walk back in the event of a disaster in order to minimize losses to the company.

A typical objective of a railway agency is to design an efficient and reliable service plan. Although enhancing the level of capacity utilization may increase efficiency, the stability of the service plan may also decrease due to stochastic railway disruptions. Past studies used recovery time to evaluate the stability of a service plan; however, the variation of recovery time was not fully examined. Therefore, we developed a Monte Carlo simulation framework to address this issue and proposed four capacity-based indices for the evaluation of service efficiency and stability. These indices are capacity utilization efficiency, mean recovery time, dispersion of recovery time, and probability of unacceptable recovery time. The latter two new indices explored the variation of recovery time and probability of unacceptable long recovery time, which is undesired for railway operation. We conducted a real-world case study on the Taiwan Railways Administration before and after the service plan revision. Consequently, the northbound service plan needed a deliberate review and revision before implementation, whereas the southbound plan successfully increased capacity usage while not necessarily worsening stability. This result demonstrated that our study introduced uncertainty analysis into the evaluation framework and provided flexible information on the service plan. These developments can provide improved support in the decision-making of railway agencies to strike a balance between service level and asset usage.

This process involves a number of different concerns including: managing natural disasters, equipment failure, and security breaches, poor data management, inadequate design, and complex/impractical design. The purpose of this article is to delineate how virtualization of hosts and cloud computing can be used to address the concerns resulting in improved computer infrastructure that can easily be restored following a natural disaster and which features fault tolerant hosts/components, isolates applications security attacks, is simpler in design, and is easier to manage. Oil spills can threaten the environmental quality of coastal ecosystems. The environmental impact of accidents of this type is significant and it is important to understand them in order to assess the magnitude of such accidents. In this way, the present work aimed to discuss some of the main environmental impacts that can be caused by accidents of oil spill in marine and terrestrial environments, besides presenting a review of cleaning processes for the recovery of these degraded areas. In addition, this study aimed to elaborate a Program for the Recovery of Degraded Areas (PRAD) aiming a work plan for a case study: oil leakage in the coastal region of the municipality of Tramandaí (RS). Thus, a description of the study area was carried out aiming the correct elaboration of a work plan for the recovery of the area. The plan was based on preliminary assessment, containment and removal of oil in the aquatic environment, cleaning of the coastal environment, waste management, destination of the recovered area, along with schedule and budgets. The information presented in this paper serves as a support for the elaboration of recovery programs for areas degraded by oil accidents.

Pre-designed spacecraft plans suffer from failure due to the uncertain space environment. In this case, instead of spending a long time waiting for ground control to upload a feasible plan in order to achieve the mission goals, the spacecraft could repair the failed plan while executing another part of the plan. This paper proposes a method called Isolation and Repair Plan Failures (IRPF) for a spaceship with durable, concurrent, and resource-dependent actions. To enable the spacecraft to perform some actions when a plan fails, IRPF separates all defective actions from executable actions in the pre-designed plan according to causal analysis between the failure state and the established plan. Then, to address the competition between operation and repair during the partial execution of the plan, IRPF sets up several regulatory factors associated with the search process for a solution, and then repairs the broken plan within the limits of these factors. Experiments were carried out in simulations of a satellite and a multi-rover system. The results demonstrate that, compared with replanning and other plan-repair methods, IRPF creates an execution plan more quickly and searches for a recovery plan with fewer explored state nodes in a shorter period of time.

Attempts to recover some depleted Baltic fish stocks between 1995 and 2008 are reviewed. Management measures aimed at recovery were adopted by competent authorities (until 2005 the International Baltic Fisheries Commission, IBSFC), including the Baltic Salmon Action Plan (1997), Long-Term Management Strategy for Cod Stocks in the Baltic Sea (1999), Long-Term Management Strategy for the Sprat Stock in the Baltic Sea (2000), Recovery Plan for Baltic Cod (2001), and the Long-Term Objectives and Strategies for the Management of Baltic Sea Herring (2000–2002). For all stocks, TACs have been set systematically more than the scientific advice based on sustainable exploitation. We interpret this as “decision overfishing”. There is also evidence of extensive underreporting of catches, which is interpreted as “implementation overfishing”. This means that a management body is knowingly maintaining a situation of overfishing. Nevertheless, measures have also been taken to combat the situation. Our analysis suggests that decision overfishing is related strongly to overcapacity of the fleets. The combination of decision overfishing and implementation overfishing, and not the management measures per se, could be the reason for the failure of depleted stocks to recover.

On September 10, 1992, the Moores’ daughter Alistaire, a plan beneficiary, was seriously injured in an automobile accident.

The range of Ontario’s woodland caribou (Rangifer tarandus caribou) (forest-dwelling ecotype) has receded northward substantially over many decades, leading to its current Threatened designation. Ontario released its Caribou Conservation Plan (CCP) in the fall of 2009. This policy responded to public input and recommendations from the Ontario Woodland Caribou Recovery Team and the Caribou Science Review Panel, and outlines conservation and recovery actions to conserve and recover caribou. Within an adaptive management framework, the CCP builds upon a recent history of managing at large landscape scales in Ontario to implement a range management approach as the basis for recovery actions. These commitments and actions include enhanced research and monitoring, improved caribou habitat planning at the landscape scale, an integrated range analysis approach using advanced assessment tools to evaluate thresholds of habitat amount, arrangement and disturbance, the assessment of probability of persistence, consideration of cumulative effects, meeting forest management silvicultural performance requirements, consideration of caribou recovery implications when managing other wildlife, an initial focus on the southern edge of caribou distribution where threats are most significant, improved outreach and stewardship, and consideration of Aboriginal Traditional Knowledge in recovery actions. Implementation of the CCP signifies a long-term provincial commitment to caribou recovery, initially focusing on identified priorities within the CCP.

It is to analyze the efforts to overcome with a Strategic Recovery Plan. Research methods: This research is an exploration research with participatory observation used to collect all of the research data. The researcher uses Business Continuity (BC) dan Disaster Recovery (DR) method as reference to understand the map of pandemic effect, determine operational variable and develop Strategic Recovery plan. Findings: The hotel management have formulated six phases of Strategic Recovery Plan consisting of Market Research and Business Strategy, The Top Priorities, Strategic Findings, Set Milestone, Market Segment Projection, and Work Plan. Implication: Those six phases are created to focus business operation on necessary and realistic action that can be implemented during challenging market condition effected by the long run Covid-19 pandemic.
