Purpose The purpose of this paper is to define a general and common construct in order to measure the level of difficulty companies experience when they implement continuous improvement (CI). Additionally, a rank of barriers is obtained together with a rank of companies. Design/methodology/approach In order to achieve the objective, first, a literature review is carried out to specify the domain of the construct; second, a sample of items is selected; third a survey is carried out in companies that have already implemented CI initiatives, the results being thus limited to this population; fourth, measures are purified by analysing the reliability and validity of the measurements, and finally results are obtained. The Rasch measurement theory will be used to provide a new perspective on a mature research topic. Findings It can be concluded that a new valid construct has been defined together with a rank of CI barriers, being lack of time the main barrier. A rank of companies is also obtained which is a first step in the development of future research studies. Practical implications Managers are provided with a better understanding of the barriers that can obstruct CI implementation. Thus, the rank of CI barriers guides managers through the most common and important obstacles so that they will be able to plan better CI strategies. In addition, the rank of companies allows each company to undertake a benchmarking exercise. Originality/value This work proposes a new way of analysing the difficulty in implementing CI as a continuum, rather than as independent barriers. From a theoretical point of view, it defines a new construct and offers a rank of CI barriers together with a rank of companies based on their level of difficulty when implementing CI initiatives. This is something new, as previous studies were mainly focussed on the items side. From a practical point of view, this study offers the surveyed companies the opportunity to see how they are positioned with respect to the other companies. Moreover, this rank of companies is the foundation on which to develop further studies with a practical orientation in the future.

The variety of forage harvester models available on Brazilian market demand practical tools for selecting and ranking these equipments. The present study aimed at the elaboration of an algorithm capable of providing simple and objective criteria that assist in the decision making. The communication channel of the companies was used to obtain technical specifications and price of the equipment, which were tabulated in spreadsheets. The instructions for the manipulation of the obtained data were elaborated in the software R, being calculated ranks for the following requirements considering simulated information about a farm: price (COT), productivity and price relation (PROD.COT), fuel consumption (CONS), operational comfort (CONF), versatility (VERS) and overall (GERAL). We obtained information from 45 models belonging to 8 companies. The best machine in the overall rank got similar rank in the COT, PROD.COT and CONS ranks and worst rank for CONF. The algorithm established allowed the selection and ranking of the forage harvesters analyzed, providing simple, objective and easily interpreted criteria for the use of the farmers and the technicians who assist them.

The purpose of this study is to apply the assurance region (AR) concept to restrict the range of input-output weights with expert opinions in the data envelopment approach (DEA). Opinions from 34 experts were collected by a questionnaire in order to rank the importance of cost and revenue sources and measure the influence of business factors with the fuzzy analytic hierarchy process (FAHP). This article suggests that a DEA with AR specification in variable weights can present realistic results to measure and rank the performance of twenty meat auction companies (MAC) in Taiwan. We categorise MACs into four groups by decomposing their two revenue sources with auction and slaughter priority and recommend the managerial strategies for each group to improve operational efficiency. This consideration is more critical for small samples or industries that are close to the spatial competitive market structure.<br />

AbstractMaintaining a stable productivity rate in a construction project is a challenge. Many external and internal factors influence it. Delay in payment is one of the factors representing the project cash flow and mirrors the company’s financial stability status. This study explores the delay in payments effects on the construction productivity of the small and medium construction companies in Oman. Also, it ranks the delay in payment among other productivity factors. Sixty-five small and medium construction companies registered in Oman Tender Board participated in the questionnaire survey. The results showed that delay in payment significantly affects the financial stability of the companies. The delay in payment was ranked third out of 21 influencing productivity factors. The results were compared with a previous study that covered large construction companies in Oman. It was found that the rank of delay in payment in the small and medium construction is significantly higher than what was found in large companies.

Scoring systems are increasingly being used to rate, rank and benchmark corporate environmental reports. This paper outlines the four basic levels of measurement or scales utilised in scoring systems highlighting the rules of scaling and statistical application. The scoring systems created by seven groups of analysts and researchers are described and assessed for their methodological approaches. The research shows that the axioms of the scales are rarely obeyed, thus creating skewed and misleading results. The implications of utilising such scoring system to rate, rank and benchmark companies can have repercussions on the type of publicity that companies receive, and they must be better understood and executed in order that companies can deal with the consequences more readily.

Nevertheless, there are not many researches have been done on TOPSIS model in Malaysia’s construction sector. Hence, this paper intends to fill in the loopholes by assessing the performance of the companies from the construction sector in Malaysia stock market by implementing the proposed model. Based from the findings, TOPSIS model was able to assess the companies’ financial performance and consequently rank them. The results from the study parallel with the study done by other investment agencies. Therefore, this method can be opted to substitute the fundamental and technical valuation that is commonly utilised by the investment analysts.

Thesis (MBA)--University of Stellenbosch, 2010.
With limited financial and management resources companies cannot afford to spend resources on every growth opportunity that presents itself, and must therefore continuously rank potential opportunities in order to focus its resources and efforts on the most valuable opportunities. The aim of this study is to develop a system to rank and prioritise new capital projects of mining companies, and specifically Exxaro, which will allow the company to focus its growth efforts on the most valuable opportunities. The literature study firstly examines the use of portfolio management, and particularly the CFA Investment Management Process for ranking investment opportunities. Secondly, various methodologies utilised in the ranking of R&D projects are investigated, providing a guideline for terminology and steps to be used in a capital project ranking system. The project development cycle is also investigated in order to understand the impact of ranking projects that are in different stages of development. Lastly, the utilisation and merits of different financial measures and multi-criteria decision analysis techniques is examined. The literature study emphasised the following principles: Portfolio management is a very structured and formalised process for matching investments with the strategic objectives of an individual or company. The formalised nature of the process ensures that there are clear direction and rigorous criteria for decision making regarding investments, which in turn ensures that resources are spent only on robust investment opportunities. The ranking systems for Research and Development projects emphasised that a ranking system should contain multiple perspectives and criteria in order to comprehensively evaluate all aspects of investment opportunities, but that these perspectives and criteria should not duplicate or overlap in terms of measuring a certain aspect of an opportunity. When rigorous front end loading is applied in the project development process, there is sufficient information to compare and rank projects in different stages of the project development cycle. The financial criteria form a very important part of the ranking criteria and there are various financial criteria utilised to measure the merits of a project. While there are pros and cons to the use of certain criteria, companies should acknowledge and understand the shortcomings of each criteria, the financial aspect of a project measured by each criteria, and ensure that there is no duplication while it utilises the criteria that is well understood and accepted throughout the company. Multiple criteria decision analysis is a comprehensive and structured decision making process which requires the focussed participation of personnel involved in the decisions. The structured process provides a better understanding of the decision to be made, a means to clarify the decision and its implications and the stimulation of discussion and sharing of ideas about the decision and its context. A second part of the research entails qualitative research where interviews were held with four senior mining executives in order to utilise their experience with project ranking systems. The knowledge and understanding gained from the literature study was used to guide the interviews and adapt conversations to specific issues and different points of view. The focus of the interviews was not to obtain statistical data, but rather on having strategic conversations about how project ranking can and should be applied, and to extract inputs from the experience of the interviewees on the design of a ranking system. Findings from the interviews included an emphasis on the importance of guidance from the company strategy in determining perspectives and criteria for project ranking; a requirement to discard unworthy projects as soon as possible via a rigorous filter per commodity; guidance on perspectives and criteria that could be included in the ranking system; the need to firstly rank projects within a commodity before comparing the top projects across commodities; and the need to carefully manage the ranking process in order to ensure that it is included in the annual business process cycle of the company. The knowledge and practical inputs gained from the literature and the strategic conversations were finally applied to Exxaro’s processes and ranking system. Possible reasons for the failure of previous attempts at implementing a ranking system were found to be the lack of a clearly articulated strategy and insufficient involvement of the decision makers in the design of the project ranking system. With the design of a new ranking system, specific perspectives, criteria, filters and templates were designed and a process was suggested to ensure inclusion of the ranking system in the annual business process cycle of Exxaro. In conclusion, a number of suggestions were made for continuous improvement of the project ranking system and its outputs.

Streszczenie:
Purpose With the exponential development of commercial operations in today's world, the presence of a performance evaluation mechanism in all organisations is a foregone conclusion. This requirement is so obvious that the absence of an evaluation mechanism is seen as a sign of the organization being unhealthy. Financial reviews motivate businesses to improve their results by displaying a company's actual financial status in comparison to other businesses by providing a favourable atmosphere. These types of evaluations are also helpful in reforming and strengthening shortcomings by recognising the strengths of completed operations. In today's intensely competitive climate, financial results evaluation is a critical process for businesses. Company rating is a complicated mechanism that requires the consideration of several financial ratios at the same time. Furthermore, the task of selecting a suitable loan applicant firm has become more difficult, as financial professionals must evaluate a broad variety of options based on a collection of competing financial requirements . As a result, all insiders and customers of a company benefit from establishing a specific and appropriate performance evaluation procedure. To assess financial results, we must consider a number of financial metrics that represent a company's competitiveness. To properly measure and rate the relative success of rival firms, multiple financial ratios must be considered simultaneously. To accomplish this goal, a systematic literature analysis and expert advice are used to identify the key requirements. Method The Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method was selected to solve the problem after a rigorous literature analysis. The TOPSIS method will determine the financial ratios' importance to the evaluation result and show how firms work differently on each financial ratio. This paper examines the TOPSIS approach and offers an online website platform that anybody can use to rate US companies in various industries. The created website takes data from a financial api and automatically executes calculations using the TOPSIS model. It gives us the names of all the companies, their tickers, and the rankings they have earned. Anyone in the world may use the website, which is used to rate firms in a specific industry in the US market Findings The result of this research is a tool in the form of a website that can be used by various investors, analysts, traders and researchers to ascertain the ranking of companies in an industry according to the fundamental ratios. The ranking is based on only the ratios and it doesn’t take into account other stock market factors such as sentiments, macroeconomics and political forces etc. Ignoring all these factors the model is a robust tool to rank companies and can be used in conjunction with other research that accounts for these other factors to provide fruitful results.

Lamprecht, Norman. "Analysis of the Motor Industry Development Programme (MIDP) as a promotional tool for the South African automotive industry in the global automotive environment". Diss., 2006. http://hdl.handle.net/10500/2378.

Pełny tekst źródła
Streszczenie:
The Motor Industry Development Programme (MIDP) was implemented on 1 September 1995 in the context of the country's political and economic liberalisation and the major structural shift in government policy and the trade regime. In an intensely competitive global environment, the strategies of a few dominant motor vehicle manufacturers, mainly operating from the Triad regions of North America, Europe and Japan, impact significantly on the developments of the global automotive industry. Over the past decade the small, highly protected and inwardly focused South African automotive industry has become fully integrated in the global strategies of foreign parent companies. As South Africa's leading manufacturing sector, the automotive sector is contributing significantly to the country's economy in terms of exports, investment, employment and the gross domestic product. The objective of the study was to establish and measure the relevance and value of the MIDP as a promotional tool in the global automotive environment by capturing the responses and perceptions of direct automotive industry exporters and stakeholders for * the South African automotive industry in general, and * the companies forming part of the empirical survey. To satisfy the objectives of the study, the research methodology incorporated an extensive primary and secondary research phase (qualitative and quantitative). A structured empirical survey was used to collect the primary data. The survey data were captured and processed by the Bureau for Market Research (BMR), Unisa. The main findings of the study are that: * The promotional relevance and value of the MIDP as a promotional tool is embedded in the programme's ability to trigger interest in the South African automotive industry, to generate business and to attract investments. * The MIDP is successful in contributing to the automotive sector's international competitiveness and is therefore a very important promotional tool for convincing foreign parent companies to consider South Africa as an investment destination. * The South African automotive industry would not be able to cope with global competition without the MIDP. * Different factors impact on the business operations of the South African automotive industry in general and the specific company in particular and the factors are viewed differently by the selected groups based on their demographic details. The process of trade liberalisation is forcing many South African companies to encounter both intensified competition and new forms of competition. The South African government's target of a 6 percent economic growth rate by 2010 will largely depend on the ongoing successes achieved in priority sectors such as the domestic automotive sector.

AbstractLimited access to and low use of quality seed of improved varieties rank among the topmost causes of persistently low cowpea yields in Nigeria. This paper presents experiences under the Tropical Legume III (TL III) project in facilitating the access of smallholder farmers to seeds of improved cowpea varieties through the establishment of innovation platforms (IPs) that were introduced in 2015 as part of the activities of the TL III project. There was rapid adoption and use of newly released varieties by farmers as a result of increased awareness of improved varieties through multi-media and user-friendly communication strategies and tools. During the four years of the project (2015–2018), a total of seven multi-stakeholder platforms (MSPs), which comprised six seed companies, 46 farmer groups, five public seed enterprises, two NGOs, and 718 individual seed entrepreneurs and other stakeholders, were established/strengthened to link actors in the cowpea value chain. Community-based seed producers were linked to seed companies while seed companies were linked to research institutions to access early generation seed (EGS). These activities led to the production of over 532 tons of basic seed and 8366 tons of certified/QDS seed of improved cowpea varieties that were entrenched in the seed system. Yield also increased almost twofold from 500 to 900 kg/ha on farmers’ field. Women and youth incomes increased as a result of seed entrepreneurship activities. The small packs approach was an efficient and cost-effective means of reaching more farmers with affordable quantities of seed and a wide range of preferred varieties.

AbstractIn this chapter, I discuss how companies address sustainability challenges. First, the chapter begins with examples of different corporate approaches to taking responsibility for sustainability. Second, I explore how companies are viewed from the stakeholder perspective, so how others outside the company view the managers’ motivations for engaging in corporate responsibility. Although most companies are still motivated by risk reduction and/or marketing in their sustainability work, this chapter will reframe the motivations into something more positive—a business opportunity. Four cases will be presented, Nike, Arthur Andersen, Volkswagen, and companies involved in the Rana Plaza tragedy, and the companies’ approaches relative to the following strategies will be discussed: reacting, defending, accommodating, and, finally, a proactive approach in which a business’s profitability is anchored in sustainability. The chapter will conclude with reflections on business models for sustainability.

AbstractThis chapter introduces the notion of ‘regimes of ethics’ to explore the diverse ways that ethics is articulated in corporate capitalism, particularly in industries that are involved in the extraction of natural resources such as oil and gas. I show how companies draw on corporate social responsibility frameworks as public-facing demonstrations of ethics for stakeholder engagement, while also generating greater company loyalty and pride among employees. While corporate social responsibility (CSR) provides an explicit corporate strategy, the professional codes of ethics that apply to engineering practices in the USA specifically anchor ethics in individual decision-making. Animated by a generally conservative, if not stultifying, ethos, engineering ethics sees practices such as whistleblowing and breaking ranks as epitomising individual ethical action. Co-existing with and sometimes challenging these two formal regimes of ethics are also industry actors’ own moral convictions. This third regime of ethics draws on my ethnographic research in the oil and gas industry in Colorado, USA. By discussing these various articulations of ethics, my aim is to take seriously formal rules and codes as well as industry actors’ own ethical sensibilities. I suggest that rather than existing as entrenched hardened moral worlds, these multiple and competing regimes of ethics indicate the underdetermined nature of ethical life.

The aim of this chapter is to evaluate the website of Turkish companies in service industry which are listed in İstanbul Stock Exchange. Within this framework, two different dimensions are identified by considering technology acceptance model. On the other side, six different criteria are also defined based on SERVQUAL method. Fuzzy DEMATEL method is used to weight dimensions and criteria. Moreover, fuzzy VIKOR and fuzzy TOPSIS approaches are considered to rank the service companies according to the website overall performance. The findings show that being user friendly is the most significant criterion with respect to the website effectiveness. Another important result is that banks are on the first rank for this aspect whereas telecommunication companies have the lowest performance. Therefore, it is recommended that telecommunication companies should firstly focus on improving the factors that make the use of website very easily for the investors. This situation attracts the attention of these investors and it has a positive influence on the financial performance of these companies.

In both UK and US bankruptcy proceedings, shareholders rank lowest in terms of recovery. In consensual restructurings, however, shareholders in both jurisdictions may be able to position themselves to retain some potential upside in exchange for their cooperation in the restructuring process. Likewise, in the context of non-consensual arrangements, shareholders in both the US and UK may also seek to leverage their position, especially in cases where they have an influence in the restructured business, whether this is by virtue of their involvement as management or key employees, or in providing further funds to the distressed business. As a matter of UK law, various restructuring techniques exist which facilitate the compromise of shareholder rights, or allow them in certain circumstances to be left out of the restructuring entirely; we consider these techniques in this chapter. In summary however, both in the US and as a matter of UK law, a consensual solution is often the preferred route so shareholder cooperation is often sought, and to this extent the shareholders may continue to influence the restructuring process.

Patent litigation is an expensive legal process faced by many companies. To reduce the cost of patent litigation, one effective approach is proactive management based on predictive analysis. However, automatic prediction of patent litigation is still an open problem due to the complexity of lawsuits. In this paper, we propose a data-driven framework, Convolutional Tensor Factorization (CTF), to identify the patents that may cause litigations between two companies. Specifically, CTF is a hybrid modeling approach, where the content features from the patents are represented by the Network embedding-combined Convolutional Neural Network (NCNN) and the lawsuit records of companies are summarized in a tensor, respectively. Then, CTF integrates NCNN and tensor factorization to systematically exploit both content information and collaborative information from large amount of data. Finally, the risky patents will be returned by a learning to rank strategy. Extensive experimental results on real-world data demonstrate the effectiveness of our framework.

The countries that seek to increase their wealth and the wellbeing of their population should promote policies to increase their competitiveness and therefore to strengthen their ability to obtain decent incomes on external markets form the sales of goods and services they produce. Exports are a mean to avoid the small size of the internal market. They let companies to increase economies of scales by extending the market, to specialize and improve production processes and their products and services. Exporting companies may have access to a more sophisticated demand, to new knowledge, technologies. Thus increasing exports should spur aggregate productivity and economic growth. On the other side exports performance is a reflection of a country competitiveness. The competitive advantage of countries depends on the ability of companies to innovate and upgrade and the national environment is very important in this regards (Porter, 1990). The objective of the research is to evaluate the innovation environment, productivity and international competitiveness of the Republic of Moldova comparing to Central European countries. Some of the conclusions the authors have drawn from the undertaken research are as follows. Moldova rank significant lower comparative to the benchmark countries as concerns the innovation input sub index and knowledge impact index of the Global Innovation Index produced by Global forum of intellectual property. The knowledge impact expressed in production and exports complexity, labor productivity growth, and high tech exports of total trade is small that explains the share of Moldova in the world export market.

Streszczenie:
Abstract Standards and regulations are clear: all staff who work on pipelines need to be both “competent” and “qualified.” Standards such as API 1173 are clear about competence within a safety management system: “The pipeline operator shall ensure that personnel whose responsibilities fall within the scope of the PSMS [Pipeline Safety Management System] have an appropriate level of competence in terms of education, training, knowledge, and experience.” The burden of defining and specifying competence falls on pipeline operators, but they have little guidance regarding the required skills, knowledge and levels of competency. Additionally, we are all biased — different operators will have different ideas and emphases on competencies, which will affect their decision-making. The only way to avoid these cognitive biases is to use consensus standards supported by rigorous surveys that capture the required competencies. This paper explores some of the more common biases that can affect decisions and presents the results of a controlled, independent, survey aimed at both specifying and quantifying the necessary competencies needed by a specific engineer working within a PSMS: a pipeline integrity engineer. The paper identifies and ranks these necessary competences. The survey was completed by 100 pipeline integrity engineers from 25 different countries. Its specific objective was to investigate the key skills and knowledge requirements needed in a junior engineering position (i.e., a pipeline engineer with less than three years of relevant experience) working under supervision to be ‘competent’. It listed eight core competencies (identified by subject matter experts) considered essential for a pipeline integrity engineer. Each of these core competencies contained a set of skills. Respondents were first asked to rank the eight core competences, and then rank the skills within the competency. An analysis of the data provides insights into how 100 pipeline integrity engineers view the key skills required to be “competent.” The results of the survey can assist pipeline companies in setting objective competency requirements for their engineering personnel, developing learning programs to address any gaps, and improve the overall safety of their pipeline system.

A consortium of companies is collaborating in a Joint Industry Project (JIP) for Acoustic Induced Vibration (AIV). Laboratory testing is one of the work areas of the JIP. The goals of the tests are to evaluate typical pipe fittings for AIV induced fatigue, to rank order their AIV risk and to obtain data for validation of computational models. An NPS6x8 (6R8) pressure safety valve was the flow and noise input to a 10S piping system, which consisted of an NPS12 tailpipe input into an NPS12x20 tee. Small bore connectors (SBCs) were included in both the NPS12 tailpipe and the NPS20 header. The type of fitting used as the connection between the SBC and the pipe was varied. The system was operating in a Carucci-Mueller acoustic power of around 175 dB. Vibration acceleration response of the system was measured, and dynamic strain data was also gathered to evaluate fatigue life. The piping and data acquisition system setup will be discussed along with the type of results that are being obtained.

Streszczenie:
The integrity of aging pipeline systems is a major concern for operating companies. Because maintenance budgets are limited by economic constraints, operators must decide on how to best allocate the available maintenance resources. Optimal resource allocation involves the identification of high risk segments, and the determination of integrity maintenance activities for those segments that will lead to the highest reduction in overall operating risk. To identify high risk segments it is necessary to quantify the probability of line failure and to evaluate the consequences associated with different types of failure. To identify optimal maintenance activities for high risk segments it is also necessary to quantify the reductions in failure probabilities associated with various candidate integrity maintenance activities. Under the sponsorship of a number of pipeline companies and Government Agencies, C-FER has initiated a Joint Industry Program (JIP), to develop quantitative risk-based models and software tools for estimating the current level of operating risk and the risk reduction potential associated with distinct segments of pipe within a pipeline system. The key steps in the methodology are system prioritization and maintenance optimization. At the prioritization stage, segment-specific attributes are processed to provide an estimate of the failure rate for individual segments, and an estimate of the potential consequences of line failure. The failure rates are then combined with the loss potential into a measure of risk, and used to rank segments according to the calculated level of operating risk. At the maintenance optimization stage, a formal decision analysis approach is employed to identify the best maintenance strategy for high risk segments based on a comparison of the costs and risk reductions associated with each available option.

Streszczenie:
Abstract Depleted Fracture Gradients have been a challenge for the oil and gas industry during drilling and cementing operations for over 30 years. Yet, year after year, problems related to lost circulation, borehole instability (low mud weight due a low fracture gradient), and losses during cementing operations leading to NPT and remedial work continue to rank as some of the top NPT events that companies face. This paper will demonstrate how the geomechanical modeling, well execution and remedial strengthening operations should be implemented to provide for a successful outcome. The use of a Fracture Gradient (FG) framework will be discussed, and the use of a negotiated fracture gradient will highlight how the fracture gradient can be changed during operations. This paper will also show actual examples from Deepwater operations that have successfully executed a detailed borehole strengthening program. Through our offset studies and operational experience, we will provide a format for navigating complex depleted drilling issues and show an example on recovering from low fracture gradients. This paper will demonstrate (1) how our framework facilitated multi-disciplinary collaborative discussion among our subsurface and well engineering communities; (2) how the impacts of drilling fluids and operational procedures can change this lost circulation threshold; and (3) how our negotiated FG approach has successfully delivered wells drilled in narrow margins.

The paper aims to fill a void created by the absence of proper materials management on construction sites. Research has shown that construction materials accounts for 50-60% of the total cost in construction projects. For a productive and cost efficiency, material management is very essential. Material mismanagement decrease the contractor’s profit leading to huge losses, and leaving the project in big troubles, therefore the proper management of this single largest component can improve the productivity and cost efficiency of a project and help ensure its timely completion. The existing construction material management practices of contracting companies are investigated in this paper. The study was exclusively assessed through questionnaire survey, interviews, field visits and discussion with the concerned authorities. 26 factors were selected for the proper assessment of most critical factors. The population for this research was all ongoing building construction project sites in Trivandrum and purposive sampling techniques were used. To achieve these research objectives questionnaire survey and interviews were used to collect relevant data from contractors, consultants and client representatives on-site. A total of 45 valid questionnaire survey was returned 31(83.78%) from contractors, 9(81.82%) from consultants and 5(62.50%) from clients. So that, based on the respondent’s agreement the relative importance index (RII) value and percentage were used to rank and explain their agreement by using Microsoft excel.

Streszczenie:
In the decade after the Civil Rights Act of 1964, African Americans made historic gains in accessing employment opportunities in racially integrated workplaces in U.S. business firms and government agencies. In the previous working papers in this series, we have shown that in the 1960s and 1970s, Blacks without college degrees were gaining access to the American middle class by moving into well-paid unionized jobs in capital-intensive mass production industries. At that time, major U.S. companies paid these blue-collar workers middle-class wages, offered stable employment, and provided employees with health and retirement benefits. Of particular importance to Blacks was the opening up to them of unionized semiskilled operative and skilled craft jobs, for which in a number of industries, and particularly those in the automobile and electronic manufacturing sectors, there was strong demand. In addition, by the end of the 1970s, buoyed by affirmative action and the growth of public-service employment, Blacks were experiencing upward mobility through employment in government agencies at local, state, and federal levels as well as in civil-society organizations, largely funded by government, to operate social and community development programs aimed at urban areas where Blacks lived. By the end of the 1970s, there was an emergent blue-collar Black middle class in the United States. Most of these workers had no more than high-school educations but had sufficient earnings and benefits to provide their families with economic security, including realistic expectations that their children would have the opportunity to move up the economic ladder to join the ranks of the college-educated white-collar middle class. That is what had happened for whites in the post-World War II decades, and given the momentum provided by the dominant position of the United States in global manufacturing and the nation’s equal employment opportunity legislation, there was every reason to believe that Blacks would experience intergenerational upward mobility along a similar education-and-employment career path. That did not happen. Overall, the 1980s and 1990s were decades of economic growth in the United States. For the emerging blue-collar Black middle class, however, the experience was of job loss, economic insecurity, and downward mobility. As the twentieth century ended and the twenty-first century began, moreover, it became apparent that this downward spiral was not confined to Blacks. Whites with only high-school educations also saw their blue-collar employment opportunities disappear, accompanied by lower wages, fewer benefits, and less security for those who continued to find employment in these jobs. The distress experienced by white Americans with the decline of the blue-collar middle class follows the downward trajectory that has adversely affected the socioeconomic positions of the much more vulnerable blue-collar Black middle class from the early 1980s. In this paper, we document when, how, and why the unmaking of the blue-collar Black middle class occurred and intergenerational upward mobility of Blacks to the college-educated middle class was stifled. We focus on blue-collar layoffs and manufacturing-plant closings in an important sector for Black employment, the automobile industry from the early 1980s. We then document the adverse impact on Blacks that has occurred in government-sector employment in a financialized economy in which the dominant ideology is that concentration of income among the richest households promotes productive investment, with government spending only impeding that objective. Reduction of taxes primarily on the wealthy and the corporate sector, the ascendancy of political and economic beliefs that celebrate the efficiency and dynamism of “free market” business enterprise, and the denigration of the idea that government can solve social problems all combined to shrink government budgets, diminish regulatory enforcement, and scuttle initiatives that previously provided greater opportunity for African Americans in the government and civil-society sectors.
