ABSTRACT A detailed analysis of efficiency of operational work in conditions of reforming of the national economy and railways (1992-2017) is carried out. The need for a significant increase in efficiency based on implementation of technologically and economically sound innovative solutions in the long term to 2030 is emphasized. It is noted that freight transportation is the main income-generating business of the industry and, at the same time, a large part of the operating costs of railway transport is also falling on them, that is why the level of organization of work in cargo traffic is of crucial importance for economically efficient and sustainable operation of railways. It is concluded that in order to further enhance the efficiency of their operational activities, new dynamics of innovations in the framework of the general innovation-oriented development of the industry is required. The new concept of virtual coupling (VC) envisages autonomous trains running in radio-connected platoons to significantly improve railway capacity and address the forecasted increase in railway demand. Such a concept will introduce radical changes to current train services, technologies, and procedures, which calls for a deeper understanding of the possible modes of operation and the impacts on the entire railway business. This paper investigates market potentials and operational scenarios of VC for different segments of the railway market: high-speed, main-line, regional, urban, and freight trains. The research builds on the Delphi method, with an extensive survey to collect expert opinions about benefits and challenges of VC as well as stated travel preferences in futuristic VC applications. Survey outcomes show that VC train operations can be very attractive to customers of the high-speed, main-line, and regional market segments, with benefits that are especially relevant for freight railways. In particular, customers of regional and freight railways are observed to be unsatisfied with current train services and willing to pay higher fares to avail of a more frequent and flexible service enabled by VC. Operational scenarios for VC are then defined by setting market-attractive service headways and by characteristics of the rolling stock, infrastructure, and traffic management. An analysis of strengths and weaknesses of such a concept together with business opportunities and threats is carried out. The defined VC future scenario is set to induce a sustainable shift of customers from other travel modes to the railways.

The railway is the fundamental means of transport, especially for freight. It has a substantial contribution to the sustainable economy of the country and the region at large. However, some factors have been affecting the performance of rail operations; especially for freight, to the extent of reducing the modal share from rail to roads. This has been resulting in high road maintenance costs and underutilization of the available capacity in the railway. This research has studied the factors affecting the Tanzanian railway network in the performance of rail freight operations. The focus was on the corridor from Dar es Salaam to Isaka because it serves most of the landlocked countries such as Uganda, Burundi, Rwanda, and Eastern DRC. The study used the Performance Measurement theory with the Balanced Scorecard model. Data analysis was done by the Linear Regression statistical method with the aid of SPSS version 20. The results of the study show that derailments, washouts, and rail freight wagons maintenance capacity directly affect the performance of rail freight operations. TRC, therefore, needs to strategize measures for ensuring that derailments and washouts are very much reduced. A plan for quick recovery must be in place in case a derailment or washout happens. Also, TRC should enhance its capacity for maintaining the rail freight wagons to ensure its optimal availability. Railway should be viewed as a potential area for investment because it supports the growth of other sectors as well. If constraints are minimized in the railway system; the performance of rail freight operation will be high and many customers will be attracted to use the railway as a preferred mode of transport, hence, the modal share to the railway will increase.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. The aim of this article is to assess the risk of performance of rail freight transport on the basis of an analysis of identified risk areas based on statistical data on the causes of accidents that occurred on the lines of railway transport in Poland. A critical review of selected scientific studies relating to the risk assessment process for identified areas of the railway system has been undertaken. Based on statistical data, the authors analysed the causes of accidents on railway lines in 2019 in Poland and determined the probability of occurrence of a given cause. In addition, the article calculates the probability of vehicle delays for different emergency situations occurring in the performance of rail freight transport operations. This enabled the authors of the article to carry out a risk assessment of freight train delays on railway lines.

The article presents the analysis of damage of freight cars at transfer points for freight cars. The analysis of malfunctions of railcars stepping off the tracks of non-public use enabled us to determine that most of the railway cars have damages common for loading and unloading operations. It is possible to ensure the safety of railcars by applying, in particular, digital technologies, including when receiving freight cars from non-public railway tracks. It is noted that for the points of technical transfer of railcars (PTTW) as a subdivision of technical service points (TSP), the main form of internal primary accounting is the book VU-15 («Book of full-scale inspection of railway cars at technical transfer points»), the electronic format of which is only being introduced into the production process. The special significance of the transition to the electronic version of the VU-15 is manifested in enterprises with several PTTW, where railway cars transferred to the access railway through one point can be returned to the railway through other points. Often, the electronic form of the VU-15 greatly limits the capabilities of railcar inspectors when working on the tracks (operational search for data on railcar malfunctions, the possibility of photo and video recording of damage, the use of regulatory and reference information). The solution to these issues can be the use of mobile workstations (MWS) with additional functions for monitoring the safety of railway cars, which allow monitoring the technical condition of the freight cars before they are delivered to the non-public track and returning them to the infrastructure. Within the framework of the conceptual project, the AWS MWS PTTW structure for monitoring the technical condition of freight cars and the algorithm for processing information in the MWS PTTW for monitoring the safety of railway cars with the practical implementation of software in C# were developed.

The paper considers problems connected with car fleet safety assurance, it highlights aspects that require a scientific solution. Special attention is paid to assessment of influence of railway transport structural reform on dynamics of damage growth of freight cars. The paper shows that the greatest amount of damage occurs during freight and shunting operation on non-public railway tracks while a technological level of organization and execution of freight operations on industrial enterprises can’t guarantee an exception of car damage risks. On the example of open-box cars unloading with the use of overhead vibration machines the authors have considered aspects of safety assurance that require a scientific justification. They have highlighted priority tasks that it is necessary to solve: revision of normative and technical documentation on freight car safety assurance, arrangement of interaction between car owners, a railway infrastructure owner and owners of non-public railway tracks, development of methodological basics for organization of car fleet safety assurance system.

To tackle with economic performance setbacks and huge financial debt, Chinese Railway Group Corporation (CRGC), who is in charge of business operations, determined to make product innovation for express freight so as to provide the market with value-added logistical services and increase its revenue. This paper aims to analyze the necessity and feasibility of developing innovative express product for CRGC. Under the condition of heavy accumulated debt pressure and continuous economic losses, it is imperative for Chinese railway to increase revenue through the introduction of novel express freight services. Based on complete transportation product theory, this paper summarizes the temporal-and-spatial characteristics of modern logistics, analyzes the prospect of supplying express freight services, and applies Express Freight Network Design Model to identify key factors for express freight product supply. In order to improve service quality of express freight product, it is necessary to optimize transportation organization, put forward market-oriented customized products, and improve informationization standard.

Goods movement using container are quite efficiently assessed because it can carry a great amount of goods fit to container capacity. Freight transportations is a primary component of all supply-chain and logistics systems, but in contrary using a truck as its transportation means causing many problems such as air and noise pollutions, traffic congestions, road accidents and road damage. Depart from this facts, so government is looking for another means of freight transporter which more efficient with a bigger load capacity advantages. This options goes to train as a solutions of intermodal freight transportations lack. In order to supporting intermodal freight transportations, right now double track of railway is available for Jakarta – Surabaya route (Northern line route). By now, noted that freight transportation with double track railway frequency is potentially increase to 15 trip per days with capacity 500 TEU (Twenty feet Equivalent Units) per days and fuel consumptions (with truck) can be thrifted into 115 kl per days also reducing carbon monoxide emission amounts 350 tons per days. According with an official statements from Directorate General of Railways, Ministry of Transportations, explained that Jakarta – Bojonegoro route on double track railway is fully operated so this paper is conducted to determining feasibility of railway structure performance due to freight intermodal transportations at Bojonegoro – Kalitidu route. Railway structure performance feasibility is observed from loading distributions, rail strength, rail sleeper strength, and railway subgrade endurance to planned freight trains. As a result of this research obtained that tension force that occurred on rail is 830,10 kg/cm2 < permitted tension on rail (first class rail) 1325 kg/cm2. So, tension force that occurred on rail is safe. Moment force that occurred on rail bottom is 14521,25 kg.cm < permitted moment force (150.000 kg.cm) Moment force that occurred in the middle of rail sleeper is 58993,978 kg.cm < permitted moment force (93000 kg.cm). Tension force that occurred on above railway subgrade (σ2) is 4,17 kg/cm2 < qu (29,671 kg/cm2). It means that railway subgrade is capable to supporting load of freight transportation operations along Bojonegoro – Kalitidu route.

This article examined the successes and challenges of Kenya’s standard gauge railway for users in transport operations. The constrained operations in Kenya’s existing colonial railway system have contributed to connectivity barriers and inefficiencies in the transport sector. Standard Gauge Railway’s construction aimed to address these gaps and facilitate cargo and passenger transport operations in Kenya and across borders. This study used a descriptive research design in the form of a survey and adopted a mixed research method of qualitative and quantitative data with primary data collected through questionnaires and interviews. The population of interest was the train users (passengers and cargo transporters). The findings suggested that the railway has generally enhanced transport operations for passengers and freight through reduced travelling time, improved transport safety and security, and improved mobility and accessibility. While the SGR has led to reduced travel costs for passengers, the cost of freight transport remains relatively high.The SGR has provided an alternative for freight and passenger transport, but there are challenges such as logistical and administrative challenges in cargo clearance, ticketing issues, and passengers' “First mile and Last mile” challenges. While the improvement of physical transport infrastructure and connectivity is significant, these challenges should be transformed into enablers to realize the railway’s full potential. This research, therefore, recommends for; effective transfer of the cargo clearance and forwarding paperwork from Mombasa to Nairobi; development of a transport link between the railway and the two major cities to solve the “first mile” and “last mile” transport challenges for passengers, and to audit the ticketing system to identify and sanction cartels involved in ticketing malpractices. The overall conclusion is that generally, the railway has added value in Kenya’s transport sector; passengers now have a cheaper, reliable and safer mode of transport while cargo is transported in a more reliable and safer way. The SGR is thus a transformative infrastructural project for Kenya; it symbolizes a country on a pressing need to transform herself into a middle-income economy supported by modern infrastructure.

The relationship between computer technology and supervision is examined with reference to new empirical evidence drawn from a study of the computerisation of freight operations in British Rail. Attention is focused on the extent to which computerisation allows for a more integrated system of management control, and the possibility of devolving additional elements of control from middle management to the local supervisory level. Contemporary research often claims that the first-line supervisor is becoming more peripheral to the direct control of operations, as computerised equipment takes over the execution of many supervisory tasks, and as operatives who are skilled in the use of new technology overtake the apparent skill superiority of first-line supervisors. This thesis contends that it is misleading to focus on the 'pure' role of the first-line supervisor when studying the effects of computer technology on supervision. The main body of empirical data is drawn from an in-depth study of the effects of change in five traditional marshalling yards in three British Rail regions. The case study examines how the application of a comprehensive computer system to process and transmit information over diverse and spatially distant freight yards can transform the distribution of responsibilities for operational control within management. It is argued that the redistribution of management control functions over a network of organisational levels has resulted in a far more complex redefinition of supervision than is implied by the apparent erosion of the role of the first-line supervisor. A broader conception of supervision is presented in order to explain changes in the distribution of supervisory tasks across various supervisory levels, within the context of changes in work organisation and the system of management control. Finally, it is argued that whilst computerisation may erode the traditional basis of supervision, it may also result in the emergence of a new type of computer-oriented supervisor, whose role is to use the 'realtime' information provided by the computer to co-ordinate and control previously diverse areas of production or service operations.

Operational capacity is an important consideration in Transnet’s practical capacity utilisation analysis. Practical capacity utilisation is an important measure in making business decisions as part of Transnet’s Long-Term Planning Framework. If Transnet wants to increase practical capacity utilisation in order to attract investors according to the definition of the practical capacity utilisation (i.e. operational capacity as a portion of used capacity) Transnet needs to either reduce used capacity or increase operational capacity. Since Transnet is already facing strained networks, reducing used capacity is not a viable option thus increasing operational capacity is the best way to increase practical capacity utilisation. Operational capacity is theoretical capacity less maintenance and operational allowances and it is this capacity that is the basis of timetable generation. Transnet typically takes operational capacity to be 65% of theorical capacity as a rule of thumb and basis for timetable generation. The proposition of this project is that it is more valuable to determine operational capacity based on the evaluation of a set of timetables, according to stakeholder-valued timetable evaluation metrics. The output of this research is a conceptual framework that can be applied in the evaluation of timetables on the basis of level of risk to achieving the stakeholder valued outcomes. In this way, timetable development, selection and operation depend on the factors of the network that are the most critical to its stakeholders

The monograph discusses theoretical and practical issues related to the completion of the implementation of the introduction of new forms of ownership in the formation of the railway holding JSC "Russian Railways". The organizational and economic results of the structural reform of railway transport in Russia are analyzed in comparison with the experience of modern reform of foreign railway transport. The variants of transformation of the modern cargo transportation management system in the new economic conditions are proposed. The main results of the study of modern economic and organizational conditions of cargo transportation, taking into account the specifics of working with a private car fleet, are presented. Based on a large-scale analysis of the loading dynamics of the main directions of the Russian Railways network and the resulting unevenness of operational work, new approaches are proposed for the formation of the market of freight operators of rolling stock. An economic assessment of the implementation of scenario options for the introduction of technological outsourcing is given on the example of JSC "Federal Freight Company" with the justification of a methodological approach for the formation of a consolidated fleet of wagons based on the algorithm of the cost method for calculating the throughput during the consolidation of a fleet of freight wagons. For practitioners and researchers involved in cargo transportation management, forecasting and formation of private fleets of freight cars. It will be useful for graduate students, undergraduates and students of economic faculties of railway universities when studying courses in the economics of railway transport and the cost of freight transportation.

AbstractIn this paper, we review software-based technologies already known to be, or expected to become essential for autonomous train control systems with grade of automation GoA 4 (unattended train operation) in existing open railway environments. It is discussed which types of technology can be developed and certified already today on the basis of existing railway standards. Other essential technologies, however, require modifications or extensions of existing standards, in order to provide a certification basis for introducing these technologies into non-experimental “real-world” rail operation. Regarding these, we check the novel pre-standard ANSI/UL 4600 with respect to suitability as a certification basis for safety-critical autonomous train control functions based on methods from artificial intelligence. As a thought experiment, we propose a novel autonomous train controller design and perform an evaluation according to ANSI/UL 4600. This results in the insight that autonomous freight trains and metro trains using this design could be evaluated and certified on the basis of ANSI/UL 4600 .

The technology of augmented reality is often confused with virtual reality and differs fundamentally. While augmented reality complements the real environment with virtual elements, virtual reality completely replaces this environment. Complicating the currently used technological process due to incorrectly or "violently" augmented reality can result in a primary prolongation or overpricing of the process, and secondarily also a reduction in the safety of employees performing the technological procedure operations in the track. The analysis of technological procedures in transport and logistics with the aim of innovating established procedures is an ongoing process not only in the present. Innovation can result in lower operating costs, increased transport speeds and adaptation to the needs of customers so that the rail sector remains competitive compared to other modes of transport. With the development of information technology in recent decades, new and new opportunities for innovative practices are gaining ground, while innovation itself is not proceeding as fast as development allows. This is for various reasons, whether in terms of operational safety or the relevance of technological progress to rail transport issues. The aim of this paper is to assess the possibilities of implementing technology of augmented reality in terms of procedures for processing sets of wagons in freight transport based on the analysis of technological procedures in rail freight transport at the Žilina - Teplička marshalling yard and characteristics of augmented reality. The implementation options are assessed on the basis of their feasibility separately in the case of the carrier, separately in the case of the infrastructure manager and finally in the simultaneous implementation in both entities. The implementation of augmented reality is always rational, which means that it must always represent a simplification, acceleration or reduction of costs in the usual technological procedures.

Abstract At first glance, it seems appealing to suggest additional wheelsets under a given railcar type. From the track’s viewpoint, and in a simplistic analysis, trading a particular car’s four-axles for the use of six should allow half again more car weight. This paper will examine efforts to test this concept over the past century. Indeed, the railway marketplace has investigated the three-axle truck in both the freight and passenger car arenas multiple times over the past century. Except in heavy-duty flatcars, the record shows that each implementation has proven to be only temporary. In general, three-axle freight trucks were developed for use with steam locomotive tenders in the early 20th century. These designs were then adapted to other car types over several decades, involving thousands of individual cars. Today, three-axle trucks are nearly extinct. This paper will address the history and status of three-axle freight trucks (or bogies) as used in North American railcar operations. Various past 20th-century applications will be discussed. International efforts will be reviewed as well. The very limited and remaining current usage of three-axle trucks is also discussed.

But there is not such development in railway transport system. The Bangladesh Railway transport system is still using an old technology to monitor and control signalling, scheduling, operations etc. This paper describes various problems in the existing systems and also solutions have been provided considering the existing railway transport systems of Bangladesh. A new system has been developed to control and monitor the total railway transport system from remote locations. While designing the system, various sensors and actuators have been introduced and also Information and Communication Technologies (ICTs) have been applied in the field of railway transport. So a Machatronics aspect of system has been designed to ensure a collision free, safe and efficient operation and management of railway transport system. This system is not only for monitoring and controlling of railway transport but also ensures efficient asset management. As a result face-to-face accidents, cross-road accidents and accidents due to railway line displacements or breakage can be avoided and there will be no loss of assets and valuable human lives.

Within the Innovative Programme 5 (IP5) of Shift 2 Rail (S2R) initiative (“Moving European Railway Forward”), The Open Call Project, Marathon2Operation (M2O), has cooperated with the FR8RAIL II Project to demonstrate the feasibility of freight trains equipped with Distributed Power System (DPS), using wireless communication to control the Traction Units (TUs). At this aim, the TrainDy software has been used as computational tool for Longitudinal Train Dynamics (LTD) and the Leaflet UIC 421 was applied as methodology in order to compare simulation results. The TrainDy software is considered the state-of-the-art tool for LTD computation by major European Railway Undertakings and the Leaflet UIC 421 provides a statistical methodology to accept new or modified operational scenarios for freight trains, which are beyond current regulations in terms of hauled mass and/or train length. The basic idea of UIC 421 is the “relative approach”, even if it does not discard the “absolute approach”. In short, the “relative approach” considers a train acceptable for regular operation if the risk level of the train is lower than the risk level of trains already in service; “the absolute approach” considers a train acceptable for regular operation if in-train forces are lower than (reliably) computed or measured admissible in-train forces. Since the cooperation among M2O and FR8RAIL II was based on the “relative approach”, only this approach will be discussed in this paper. The computation of in-train forces is crucial for new train consists to avoid derailment or disruption.</p><p>The paper shows the application of the relative approach in a particular way: the same trains (randomly generated) are simulated with and without the DPS system, considering different train operations and assuming communication among the TUs successful or not. In this way, the effects on in-train forces of DPS and wireless communication are immediately emphasized.</p><p>This paper reports the comparison between experimental measurements and TrainDy simulations and a series of analyses performed to compare the LTD of reference train against DPS train on level track, but also on up/down hill. The interesting conclusion that comes from this study is that the comparison among the reference and DPS trains does not depend on the track gradient, but rather on the train operations. Of course, the track gradient, especially when it is as steep as the one considered in this analysis, has a considerable effect on in-train forces as well as the exact train configuration (i.e., the wagon order within the train). </p><p>This paper could be used as guideline for similar analyses about in-train forces of new types of trainsets, e.g., implementing a new technology as radio DPS.

A knowledge-intensive company is one that employs 20% of its workforce in research and development, having to manage the unique and intellectual property of the company. The latter is part of a growth-oriented business culture, basing its operations on innovation, a factor that permits a series of advantages, including tax reliefs. Moreover, the business would, especially in the actual economic conditions, has to make use of artificial intelligence, with the scope of analysing data, employing learning algorithms for efficiency and effectiveness of operations and strategy, and predicting patterns, correlations and, ultimately, developing models and policy functions. Although, there are some constraints in the world of knowledge-intensive services, especially that of the freight transport industry, as well as in the usage and implementation of AI, consisting of the lack or limited availability of data, infrastructure limitations, data retrieval capacity, computer machine learning software etc., the advantages of using AI in the problem-solving operations of knowledge enterprises determines a client-oriented approach, the strategic concentration on the problem-solving and innovation system creation, with the simple utilization of knowledge for the generation of tangible and intangible values. The research question of the present paper collides between those concepts, and develops on the proposition of a model for the intensive usage of AI in the knowledge-intensive freight transport industry and the related policy decision-making. The article includes a regression analysis on a World Bank database correlating the logistics performance, air freight transport, and railway freight transport to economic, business, social and technology-related variables. The findings are congruent with the basic need for implementation within the freight industry of updated policy, business transformation, knowledge-intensive services and AI algorithms.

The ASME Rail Transportation Division (RTD), founded in 1920 as the Railroad Division, is one of the oldest and most active of ASME’s 37 Divisions and Subdivisions. Today RTD promotes the engineering profession within the railway industry, and holds two technical conferences per year. A wide variety of topics are covered at the conferences including subjects related to freight, passenger and locomotive operations and maintenance, infrastructure improvements, mechanical components, and safety research. ASME RTD also has a program for designating historical mechanical engineering Landmarks within the railway industry. This paper briefly outlines the overall scope and purpose of the ASME Landmarks program. The paper then describes the many existing ASME Historical Mechanical Engineering Landmarks related to the railway industry, such as the Pennsylvania Railroad GG1 electric locomotive, the Manitou and Pikes Peak Cog Railway in Colorado, and the Norfolk and Western 611 Class J steam locomotive. The authors discuss potential railway industry additions to the RTD Landmarks list, and review potential ways to conduct the Landmark selection process for the future.

More than just scheduling terminal-to-terminal trips for trains, “Precision Scheduled Railroading” (PSR) creates entire point-to-point trip plans for individual railroad shipments. Since precision execution was first put into practice, the benefits to shipment arrival reliability and to freight railroads’ profitability have been demonstrated by its use in several Class One freight railroads. However, the effects of the PSR operating strategy on passenger railway operations in shared freight/passenger corridors has not been studied in detail. This research examines the effects of PSR railroad operations on passenger railways, including measuring “Host Railroad Minutes of Delay per 10,000 Train-Miles” and “On-Time Performance” of individual passenger railways, both intercity and high-speed.
