“Teachers Education Act” on February 7, 1994 has been announced until now, the multiplex teachers cultivation became one of priorities of education development, i.e. from the original planed teachers cultivation, reformed for the reserve teachers education. In the developing process, have been through the earlier multi-dimensional period which the teachers education organization had been established rapidly; To solve the 2002 “Teachers Education Act” problem which the system grew after it was announced, therefore revised “Teachers Education Act” largely, also affected the correlation laws and regulations revision, which was the later opening multi-dimensional period; In recent years for all-around in accordance to the lack of birth and the difficulties of the contracted demand markets, the quantity of the cultivated teachers must carry on the effective adjustment and the transformation gradually, to met the teachers supply and demand adjustment, this was the reconsidering time of teachers education opening. The goal of thesis were to find the regulations of the teachers education act and the transform of teachers education system , the development of teachers education curriculum which were three periods mentioned above, except to research the characteristic of the various stages of our country teachers education , and goes through vertically to discusses the process of our country teachers education during ten remaining years, to analyzes the tendency of our country teachers education development, induces the main points of the development, and proposes the concrete proposal.

Up to now there are more than 300 vaild collective agreem- ents signed and practiced in Taiwan. This research is to an- alyze the contents of 167 collective agreements aming them , and discover two ch aracteristics in common of them : 1. The contents of collective agreements : Themost part of the contents are same as the labor con- ditions stipulated in Labor Standard Act ,such as wage, hour , overtime pay ,ect., rarely refer to the interaction of the labor-management relationship, such as labor-management par- ticipation, dispute procedure, and so forth. 2. The subjectives of the collective agreements : The collective agreements in Taiwan are belong to plant -level collective agreements, and plant-level unions are su- bject to control and repression,so most part of the contents of the collective agreements are manipulated by the manage- ment.

In recent years, “Life Planning” is a widely used term; it can be heard in all kinds of career and suitable for anybody. For example: College students, blue-collar employees, professional women, professors, and more; many people are planning for their future. Life Planning appears in all levels of social hierarchy. It shows that, people feel doubtful about their jobs, or education; therefore, they are starting to think “Is my current job right for me?”, “What do I want to do in the future?” These thoughts originate from our self-realization, an anxiety to feel secure about their future. Professional soldiers are no different from any of us. In order to create a military life model, this research focuses on soldiers’ life and their past, and analyzes their life characteristic and variables. This model could help our current and future soldiers to face military life and plan for their future. Many factors can influence a solder’s life, including people, family, and change of environment. This research explores the steps in life planning, cultures, and principles of military life planning model. In order to create a healthy military life mode, one must focus on studying the promotion standard, variables in promotion, and second generation arm force; therefore, the military’s honor and image can be strengthen. This research will use army as a starting point and pinpoint all the variables in getting promoted. After the studying of law, military articles, and personal interview; it shows that military life planning model is worth deeper research. Therefore, this research is going to further analyze base on the current military articles and nation defense law, base on the studying of 1st year soldiers’ past and experiences. Everybody has different grow up environment, life experience, interest, and values; this creates a unique life style. Different life style and career have different approach to achieve different goals. Everybody have the right to choose their own life style, and to create, arrange, or even try another job; this is the trend in newer generation and will be the mainstream in the future. Base on the current life planning model, professional soldiers must face all kinds of people with different occupation and must have the confidence to sell themselves. After the studies: 1.The most important point in soldiers life model is to carefully plan for the future before starting the military life. With a detail plan, one can stay longer and feel hopeful in this career. This research is to change professional soldiers’core from individualism to team player. This will solve most of the misunderstood and cut down the unnecessary cost, resulting a positive military image. 2.Graduating from military academy is exciting but can be frightening because facing all the stressful missions, and to adapt a different life style. Usually the military will ask their officers to talk about their future after graduated a year from the academy. Military might use promotion as a method to encourage their officers. The most influential achievement in the first ten years plan is “marriage”. In this stage, life is like a plain paper; joining military, studying, specialty training, and building a family are all colorful pictures to be painted in their life. How far and high will they go depend on this stage. Therefore, we named this stage “10 years of Hope”. 3. When people satisfy their basic needs, their confidence will start to grow; then it is time to start another ten years plan. In this stage, people are just getting warmed up in their field and are ready to put all the effort into their work. They tend to be more mature, stable, and feel more confidence. It is during this stage, their job starting to take flight. Many of the professional solider will reach lieutenant colonel and might consider retiring from the military. At the same time, family, more skillful training, mortgage, and children’s education are also happening in this stage. Therefore, this stage is the most stressful and tired. However, it may be stressful but the more investment, the more return. In this stage, family happiness, pursuit higher education, and further training are important foundation in their life; these reasons will greatly influence their future life. We named this stage “10 years of great decision” 4.The 3rd ten years plan happens when people are living in the satisfaction from their achievement but there are regrets from retiring from the military. However, having a good family, high living standard, and a new job; one can accept the fact that they might retire from the military. In this stage, a person will have professional attitude and mature thinking they learned from their military life and ranking, so they are ready to face another ten more years which is called “10 years of Intelligence”.

In 1970, Maurice Duverger defined the word, ‘Semi-presidentialism’ in his book, Institutions politiques et droit constitutionnel. The definition is that the president shall be selected by citizens, own considerable power, and besides the president, there shall be a Government with administrative power Cabinet. When the Congress doesn’t trust the Government, it can bring up the resignation of the Cabinet. In 1997, the way of the presidential election in R.O.C. was changed to be selected by citizens, and the president can appoint the premier and ministers of the Cabinet without the agreement of the Congress. The Cabinet shall be responsible for the Congress, and the Congress has the right to bring up the resignation of the cabinet. Obviously, the constitutional system of R.O.C. is conformed to the definitions of Maurice Duverger’s. After the revise of the constitution, the regime of R.O.C. is almost the same as France’s, especially the relationship between the president, the Executive Yuan and the Congress. On the other hand, after examining the practical working of Semi-presidentialism, only a few countries’ politics are found stable, for example, France and Finland. Therefore, the constitutional experiences of France and Finland will be analyzed as the references for the constitutional revise in R.O.C. The interaction of the administration and the legislation of France and Finland will be discussed by taking Institutionalism as the main method, and the regime of R.O.C. will be analyzed and compared to the structures. There are lots of institutional and non-institutional factors including the relationship between the majorities of the Congress and the president, the culture of the constitution, the practical reasons, the culture of politics, the election of the president, the relationship between the president and the political parties, the system of the parties and the historical environment, and they will all be discussed in this research paper.

With a long-term observation of the contents of patent documents, one could analysis the evolution and variation of technology. In this thesis, the R.O.C patent documents were downloaded and collected automatically; then the frequency distribution of significant terms over consecutive time periods (e.g. yearly) were computed as the resources for querying keywords histories where significant patterns were extracted via an external memory approach. Experimental results showed that the users could query the histories of keywords related to patents via the significant terms histories extracted from the R.O.C. patents documents in Chinese for several decades (There were $1,086,653$ records before October 10, 2009). On the other hand, we used the Web interface for query and combined the cloud computing provide by Google Chart API to generate statistics diagrams dynamically. Therefore, the users could observe the trend variation of events related to the R.O.C patents.

The standards about legalization of dispatched employment had been enacted in the foreign countries. Legislation of dispatched employment had been enacted in Japan in 1985; besides Germany and America also made special laws and regulations about dispatched employment. All about the forbidden regulations also had been abolished in Denmark. From those examples of developed countries above, we can understand that the legalization about dispatched employment is forced by the world trend. The difference between dispatched employment and typical employment is that the dispatched employees are employed by the dispatched work agency but they provide service to the user enterprise. Because the triangular arrangement of dispatched employment concerns the interaction among user enterprise, dispatched work agency and dispatched workers, so there are many disputations between employees and employers. Although the Department of Commerce of MOEA in Taiwan permitted the enterprise to register their operations as “Employee dispatching industry” in October 1999, there were still no relevant laws about dispatched employment. The International Labor Organization had made the conventions and recommendations about dispatched employment; moreover Germany and Japan also made the relevant laws. In order to protect the rights of dispatched labors, the law-making which correspond with our national conditions is of great urgency. By comparing of the legalization about dispatched employment of America, Germany and Japan, we want to know the practical conditions and analyze the advantages and disadvantages of those countries above. By doing so, we can provide our country with the referential aspects in making the law about the dispatched employment in the future. Finally, in order to establish the legalization about dispatched employment corresponded with our society and to create a win-win situation of employee and employer, we analyze the existent Dispatched Employment Bill in Taiwan and bring forward certain relative lawmaking proposals.

Human Resource (HR) is the most precious through the function of organizations. Peter Drucker said:「In relation to the operation in the enterprises, only HR can be expanded and acted on the competitive society among various resources. For other resources in an organization, it is run and followed by the mechanism; No matter how these resources will be operated properly, the amount of input is always less than output. Among the resources, the HR is one and only resource which can grow and develop gradually from an organization. In the 21st century, the quality of human power will be regarded as the key point to competitive and knowledge-oriented society hence」. Based on the importance of HR to future policies and planning for R.O.C. DOD, the starting point of HR is initially based on the recruitment, and how to attract and enlist new recruits with high standards. These requirements for the recruitment are essential to the future policies and outcomes. Besides, from Maslow’s theory of the demand, we know that human nature can rely on the five levels, that is, 「physiology」,「safety」,「love and belonging」,「esteem」 and 「achievement by myself」. Therefore, the research can further explore voluntary soldiers from R.O.C. Air Force as their career, and identify the requirements for their body and mind, so that the contents of military service and inducements can be explained more details. We take both the qualitative method and questionnaire to do the research. First of all, we investigate how the supervisors of each corps think about the shorter length of compulsory soldiers. Then, we use the questionnaire to confirm the how the military rule the manpower utilization of each personnel of air force. In order to make use of the marketing and management further, we apply the method of SWOT analysis to the research, and this method can be specifically found for military recruitment by taking strength, weakness, opportunity and threat. By the method of SWOT analysis, most supervisors think there are not enough supplementary measures for the rule of compulsory soldiers. Therefore, most crops in R.O.C. Air Force do not the right to select the new soldiers because of military restraints and policies. And it is the tough problem for these crops in Air Force recruitment. We will bring up some advice for some problems by the research.

The key for making the best decision is to apply in the most suitable cost-effective research method. AHP was developed by Thomas L. Saaty(1971), which can be applied to multi-assessment questions. This method simplifies complicated questions to a clear level system. It is still widely used by researchers. However, the disadvantages have been found as well. This research will apply AHP combined with DEA. Also, we will take CW method into our analysis as well. A good assessment should get rid of benchmarks such as financial or operation al orientations. We should observe the most effective discipline in this fast-growing generation. BSC will be our solution. This research will apply four assessments of BSC such as Finance (cost), Customer (number for soldiers), inside process (supply and maintence) and growing and learning( technology development) to develop all related disciplines. Therefore, this research will discuss with professions combined with equipment cost assessment to score BSC, Thus, we expect that we may be able to apply this research in future cost-efficiency investment.

Recently, the public opinions demand Ministry of National Defense (MND) to adopt a more ‘effective’ deterrence strategy. Actually, the deterrence strategy in the existing theories can be conceptually classified as strategy of deterrence by retaliation and the deterrence by denial. Our military objective is to deter the invasion of P.R.C. In strategic thinking, both are viable options. These two strategies differ in many ways and particularly in its implementation phase such as force planning and the resources allocation. It is suggested that to achieve the purpose of deterrence, one must assure the consistency between the choice of a strategy and its implementation. In view of the fact that consensus about this topic has not been reached, there are gaps between the ends and the means, which adversely affect the risks concerning deterrence strategy. This research first adopts three constructs (communication, capability and credibility) extracted from existing research and then uses these constructs to examine the deterrence strategy of MND, which is also termed as ‘effective deterrence & resolute defense’ in the Defense White Book. This analysis suggests that while MND intends to develop a deterrence by retaliation-type strategy, it actually adopts a deterrence by denial-type one. By clarifying the difference between theories and practices, this study explores the dilemma of deterrence strategy and the related problems. Finally, this conclusion has been verified by the selected field experts.

Build the policing crime prevention system and the systematization model.4.Build the evaluation system of policing enforing crime prevention. Similarly the officers also agree the effectiveness of law, organizational, and execution strategy. The research previews suggest the best crime strategy is law, organizational, and execution strategy to carry out community prevention. The policing crime prevention system cooperate with other administrational ministries such as the ministry of education, the ministry of social public, the ministry of citizen public. The policing crime prevention system can mobilizes the community’s power and maintains the social order. In order to propel community prevention it is necessary to coordinate the power of police station’s crime prevention officers with domestic violence prevention and juvenile delinquency prevention officer.

Exchange between Taiwan and China is increasingly becoming vibrant. With so many open and cooperation policies, is it possible that Chinese intelligence personnel would find any opportunity to induct Taiwanese or Taiwan’s military personnel and obtain important secrets related to Taiwan’s security? This remains to be seen. As such, in order to further discuss the strategy, scope and effects of Communist spies engaging in intelligence activity, we will analyze Communist spy cases which have been cracked down by Taiwan in recent years. Moreover, we will discuss the reasons why they took place. Chapter 1 is an introduction, including motivation and purpose, research method and structure, literature review and research limits, explanation and implication of related terms. Chapter 2 covers military anti-espionage mechanism and intelligence gathering, including change of the military anti-espionage agency, brief view of military anti-espionage task, intelligence gathering regulations and methods. Chapter 3 offers an analysis on spy cases in the Taiwan military in recent years, including pattern of infiltration and induction by Communist spies, overview of spy cases in the Taiwan military that have been cracked down in recent years, analysis on characteristics of spy cases. Chapter 4 contains a work review and planning of intelligence gathering by the Taiwan military anti-espionage agency, including discussion of anti-espionage problem in the Taiwan military, challenges that faces the current intelligence gathering task, planning of intelligence gathering task in the future. Chapter 5 is a conclusion, including reflection on the research and suggestions. This study attempts to, through related theses, books, the Internet, etc., understand and generalize references, mechanism and approach of intelligence gathering laws related to Taiwan’s and the military’s existing anti-espionage task, in order to conform to law and regulation. Besides, we will analyze key spy cases which have taken places in Taiwan and the military in recent years. The purpose is to understand the cause behind these spy cases. Finally, we will identify problems related to the intelligence gathering mechanism of the military’s existing anti-espionage task.

Abstract The aim of this project is to review the government's Budget Examination System, including the correlation between the budget and the examination of policy implementing. What is the influence of the Performance Audit on our Budget Examination in the past decade? And what are the outcome and the limitations of the Performance Audit? Finally, according to the assessment, we will sort out solutions to those problems in order to foster a performance-oriented and responsible government. A budget is an official report which is presented in numbers. The budget examination and performance audit is an important but ignored parts of the system of the financial management in a government. As a budget, which involves in the distribution of benefit, is a political issue, the budget-related topic is a main research area in the academic. Even if there are many contemporary budget theories, such as rational budgeting model, incremental budgeting, role theory, maximizing budgeting model, and so on, the theories about Budget Examination are rare and often ignored. Although our government implements financial integrated organization, the function of Performance Audit could not work well. It is a great pity for the whole system of our government's financial management. This research program is attempted to analyze the reasons of its failure by history documentary analyze of qualitative approach, and interview with key person, and by questionnaire method & statistical analysis of quantitative approach. The steps that we take is generally as the historical system analysis, gathering governmental document, interviewing method, and compare the Budget Examination System of the developed countries. By employing the integrated research design, this research also analyzes the key factor influence the malfunction and the implementation. Finally, we would like the results of this research could contribute to the government's budget examination, performance Audit and the actual budget system, and could also provide the decision-makers with some political inspiration. This thesis is a study on the treatment of juvenile pre-delinquent in R.O.C.. The word “treatment” has various meanings, such as punishment, education, protection, and correction, so that it is the very word to describe our country’s policies about juvenile pre-delinquent. There are six chapters in total. The first two chapters introduce (1) what motivated the author to begin this study, (2) what juvenile delinquency is, and the juvenile legal system in other countries. The next three chapters discussing the treatment of juvenile pre-delinquent in R.O.C , which are the core of this thesis, firt connect Criminal Law with the juvenile legal system and the legal juvenile procedures. Then discuss wheather it is proper that the legal system deals with the juvenile pre-delinquent, and turn to introduce the government policies about the juvenile pre-delinquent . The last chapter comes the conclusion of this thesis.

The incomes of military servicemen are both wages and welfares. On the different orientations of the military servicemen’s incomes, the rate of wages is different. Which are depending on the solider who were recruited from the labor market or civil society. But,the functions of the military welfares are so similar between the different fixed positions of the military servicemen of the States. No matter the resources were provided from the States, markets, or civil society, the policies are focus on the honor of the soldiers or veterans, to maintain the livelihood of the soldiers' family, health cares, and the hazard management policies. The military welfares were provided for the soldiers to inspire the moral, duty, honor, and to improve the national security. This paper discusses the reform of the volunteer welfare institutions of R.O.C.. In 1949, after the civil war of China , the sovereign and military of R.O.C. withdrew from mainland China and stayed with Taiwan area. The old veterans were recruited from the community of mainland China, away from the original community and family. They had sacrificed their life for the national defense's security of ROC with low wage and encompassment welfares. When they retired, the VA of R.O.C. offer the honor and welfares institutions for their income maintenance and life care. The new generations of the military camp and the new veterans, got higher wages and facing the reform of the military welfares. On the first , the military servicemen's pensions, related to the wages system , had burden the public financing, and finally had reform the financing system to the partial funding system. On the hazards management of warfare, set the life insurance for 3.5 million to provide the external benefits on national defenses. On the soldier's family , the higher wage rate had substitute the functions of the subsidies ,and the new family care system are not constructed yet. On the veteran welfare, the new generations of veterans had limited on the ten years constraints, and be exploited the honor and the rights of VA welfare. Nowadays, the VA institutions are not fit for new veterans' needs and national defenses' manpower policy. This Paper suggests the policies must be reformed and take care about the new veterans' ture needs , but keep the quality of life care and income maintenance about the old veterans.

In july 1999, the former President Lee of R.O.C. made a response to questions submitted by the reporter of Deutsche Welle radio station from German. Lee brought up an idea that the cross-strait relationship is "as a state-to-state relationship or at least a special state-to-state relationship." Thus, the statement caused different reflection from internal and international. The statement of "a special state-to-state relationship" that represents in sovereignty and the statehood between the cross-strait relationship abandons the "one China" principle that R.C.C.insisted in the past but differs from the view of P.R.C.. Certainly, P.R.C. criticized such kind of statement that violates "one China" principle and blocks the process of the national unification.Soon, P.R.C. unilaterally declared the fundation of the exchange and the discussion not existed any more. After a series of verbally disparaged and militarily intimidated from P.R.C. and not supported from U.S.A. government, R.O.C. has obviously shrunken back in the statement of "a special state-to-state relationship".Even after the D.D.P. which was definded independential party won the president campain of 2000, the president elect Cheng didn't show out his view of suportting "a special state-to-state relationship" and amending constitution and as soon as possible that brought up before the president campain. Therefor, in the process after bringing up "a special state-to-state relationship", it show out an epitome of the sovereignty conflict between the cross-strait. In fact, the statement of sovereignty that the R.O.C government declared from 1949 had been suppressed by P.R.C.. In the international politics, it bulges out the difficult position of R.O.C.'s sovereignty. The thesis, "the sovereignty between R.O.C. and P.R.C.", investigates the sovereignty issue between the cross-strait from 1949 to 2000. It founds on an approach of international politics and international law. Though sovereignty is the issue of international law. But the thesis supposes an idea that the sovereignty issue between the cross-strait is an political issue more than a legal. The thesis would prove this view by describing the international political events and bringing up a series of international contracts, official proclamation of the sovereignty issue between the cross-strait from 1949.So, the conclusion of the thesis would bring up a point, that is the difficult position of R.O.C.'s sovereignty.

A Blueprint of R.O.C Military Social Work Practice Abstract: This research focuses on the issues of interpersonal problem, drug abuse, alcohol abuse and suicide in the R.O.C Military. Meanwhile, it also makes a review of present military welfare policies, such as the serviceman insurance, dependant’s service, serviceman compensation, etc. This study tries to figure out the two main problems of the present supporting system: 1.Social workers in the military, their selves are the problem. They emphasize to solve their clients’ psychological problems but neglect the reason which caused those problems. 2.The military authorities don’t understand and respect this helping profession. They need military social worker solving problems and want them do it quickly and effectively, but that attitude just against the rule in this professional area. Base on these two problems, the author of this research wants to find a way out and improve the present system for the better circumstance of the military social worker. Research methods: 1.Focus group interview. 2.The Delphi technique. Conclusion: Three stages of planning future blueprint : Frist, the initial core stage. Second, the advanced stage. Third, the entire operate stage, that supports to implementing the military social work in the future.

In China, before Chin-Dynasty, there was control system designed for strengthening the monarchical power, until Han-Dynasty censor system established, the control power became a more complete and systematic scheme. The most important function of the censor system is to supervise the officials for monarch, and to avoid the greedy officials to disobey the discipline, but, in fact, the efficiency of censor system depends on the attitude of monarch: if the monarch is enlightened and willing to release his power, and accept the comments from the others sincerely, the control power will work well; if the monarch monopolizes and holds all the powers by himself, the control system is only to supervise his staffs, the system will be away from its original purpose. In west, under the system of division powers, the administration power expanded in order to meet the requirement of the welfare states, it led to administration efficiency is getting lower, and there are more and more corruption and degeneration, the control power arose in this way. However most of division-powers countries do not establish one independent organization to run its control power, the powers to impeach and investigate are belong to parliament. There is also new way for control power under the system of division powers, for example, parliament-control-system in Sweden, the independent public procurator in U.S.A., these are the new ways for control power. Besides, the establishment of international control organization “International Ombudsman Institute” (IOI)proved the trend of “independent supervision” in the world. After the establishment of R.O.C, the controller system reformed several times, in the beginning it was a “public-opinion institution”, and now, it is the highest control government organization, the powers include impeaching, correcting, investigating, auditing, examining, and so on.. However the control power nowadays doesn’t contain the power of punishing, so that it is hard to warn, alert and intimidate. Whether “Division Powers” or “Five-Power Constitution”, the design of separation of powers is to avoid the powers concentrated, in other words, it is to restrict the power of the government, and protect the rights of people. Our control system nowadays resulted from the political negotiations; there is difficulty when work in practice, to further more, our Constitution is amended constantly, the control power is divided, the control function is not clear. Under this situation, we should not abolish the “Control Yuan of R.O.C.”, but clarify the duty of it and normalize it. The law could not work by itself; it is the same that the system is designed by people: people might follow the system, and might destroy it as well. If the leader who holds power could not understand the importance to esteeming the law and system, the system will not work efficiently even though it is proper perfectly.

Abstract Now there are many countries, which have already established Community Policing,and many are still making thorough inquiries about Community Policing. Academic circles and executives slowly figured out that police and people in the community, working together, maybe effectively helps to solve community problems and prevent crimes. The new police tactics, performance and efficiency was exactly the category we wanted to research. We also try to learn about how those new tactics would influence the social environment in Taiwan. There are different ideas about how to run Community Policing We have to study all of those ideas to be able to choose the right one for our country. Studies about Police Public Security Tactics. The latest Scholars have concentrated their studies on the function of police and people in the community, working together, to prevent crimes from happening. Nowadays, the newest development in tactics on crime prevention are affected by three factors. The first: The police can’t provide crime prevention without the help of the people living in the community. The second: With passive reaction, which means the police has to wait for a crime to happen to take action, the police won’t achieve the main purpose, crime prevention. The third: The police duties are too negative and because of the three factors, we can say it is a form of Community Policing tactics thinking main groundwork. The memoir has about hundred words, separated in six chapters. Every chapter’s round up is as following. Chapter one. The Preface. To explain the studies origin and the questions background, study motive, purpose and limit. Chapter two. To build the Community Policing relative theory assay. First explain the meaning and development of the Community Policing. The Community Policing theory and intention. Second is to talk about the relationship between Community Policing and preventing crimes. The last is to use the community for crime preventing countermeasures Chapter three. The development compendium of the foreign community police. “The stones of those hills may be used to polish gems.” Scan America’s ,England’s and Japan’s experiences of the Community Policing development related literature. After analyzing and comparing our traditional police politics and Community Policing the miscellany is trying to explain about Community Policing in countries with different cultural backgrounds. We have to find out if it is possible to successfully implement Community Policing in our country. We can use other countries experiences as an example or for reference. Chapter four. The development of our Community Policing. First it tells about the history of our police duties and the profile of the police diligent area effectuation. Chapter five. Taipei’s police force has established Community Policing. It’s trying to learn about the effects and results and analyze the advantages and disadvantages, as a reference for the police force, to help to implement Community Policing in the future. Chapter six. Conclusions and suggestions. Rearrange the ideas of chapter 1-5. and interviewing victims. This can give substantial proof. Those results will be analyzed. This brings out the memoirs conclusions and suggestions. My own suggestions. 1、he government officials in charge should show clear and steady support. 2、We should try to implement Community Policing tactics all over the country. 3、Estimate the results of this system. Quality and quantity should be equal. 4、In case of problems and difficulties. It would be better to create a system to solve them. 5、The department in charge should have long term plans. 6、The function of Community Policing is to make the police and the community work together. 7、The goal of Community Policing is to support and simplify the police work. That’s the main pillar of Community Policing 8、To strengthen, propagate and inspire people to take part in Community Policing 9、To animate Community Policing we’ll need all the people to join. 10、Give adequate authorization. Let the policemen get satisfaction from their work. 11、Study and maybe change Community Policing related laws and simplify the duties of the policemen. 12、To build a system to evaluate the work of policemen on basis of Community Policing 13、Carrying out the police diligent area system will or might increase the peoples’ sense of security. 14、Use the financial resources of the people well to help to keep the public secure. 15、Be able to change and adjust tactics of public security at any time and form a complete set of plans to implement them. 16、Strengthen the publicity to perfect the ideas of Community Policing.

@ 我國自發展觀光事業以來來華日本旅客一直是最主要客源,惟近年來 由於主客觀環境影響,日本出國旅客結構有所改變,加上我國目前並沒有 完整的行銷推廣策略的情況下,來華日本旅客市場終於於近年內形成連續 負成長的困境。 @ 為改善目前狀況本研究乃針對日本海外旅行現況、 特性,與來華旅行現況、特性,先行分析找出目標市場,再與亞洲地區主 要競爭國之對日觀光推廣現況做比較,找出彼此間優缺點做為推廣策略之 參考,最後再依日本旅行業者對我觀光環境的認知與需求,分析我應推廣 之重點及方法。 @ 本研究對象乃是選定日本出國人數最多之三大都市 東京、大阪、名古屋之經營日本來華旅行之業者來華熟悉旅行時做問卷調 查後再進行分析及實證研究。研究結果顯示,除原有之40到50歲之男性為 主力市場外,日本女性旅客市場,尤其是年輕女性層為最具有潛力之目標 市場,對於這些市場之觀光推廣,政府應編列寬裕經費加強開發有主題有 創意之觀光據點並舉辦各項人文活動,以提高旅遊品質做為我觀光宣傳推 廣訴求,並選用適當廣告媒體、企劃實施適當的促銷活動,善用人員推銷 及公共報導努力推廣,假以時日對於日本來華觀光市場必定會有良好的成 果出現。

The mission of the national armed forces is to protect the national security. The ethic and value hold by serviceperson represent a part of soft national defense capability. Therefore, the national armed forces not only need to have professional military knowledge, but also processes the ethic and value of a soldier. That is the foundation the soldier can give loyalty to the country and safeguard people’s safety. Nowadays the transition of the society has inevitably brought about many changes in the ethic and value of soldiers. In order to go in quest of the integration of the values among individuals and groups, and improve the ethical relation of soldiers, people should understand the ethics and values of the army in the present day. Then the whole fighting capacity of the military will be on the rise and the confidence of people to the national army will augment. This study surveys the students at the CGSC(Command and General Staff College) and War College of the National Defense University, NDM-SP(National Defense Management strategic Program), NDM-CGSP(National Defense Management Command and General Staff Program), the regular program and the master program students of NDMC(National Defense Management College). This research adopted Rokeach Value Survey (Rokeach, 1973) and the questionnaire of the ethical relation of the military to find out the current perception of the ethics and values of military officers. The study findsthe first ten important values ROC military officers care most are: “health”, “family security”, “happy life”, “inner harmony”, “national security”, “responsibility”, “self-esteem”, “sincere friendship”, “mature love”, “to be law-abiding”. Finally the author tried to explore the relations with the ethic and value of the national military.

Since 1960, 90% of countries in the world reduce voting age to eighteen years old, even sixteen years old owing to popularization of education and aging population. Voting age of Taiwan is still twenty years old nowadays. In recent years, young people are concerned about political and social issues and initiate civic movement, which becomes a non-ignored social reform. But young people under the age of 20 do not have the right to vote in Taiwan. To maximize the participation of democracy, young people should have more political power such as having voting right for communicating young people 's thoughts to the society. Through literature research, this thesis explores necessity and feasibility of reduction of voting age. Exploring the background and cause of reduced voting age by studying the process of reduction of the voting age in other countries of the world. The characteristics and development of civil society in Taiwan are now included in the forest of democratic countries. Nowadays, owing to that education is popular with high quality in Taiwan and the rise of civic consciousness of young people, young people focus on national policies and their future. Young people take too much social responsibility but they can't have the political participation rights to protect their own interests. Democratic politics should be the majority of participation. Due to the population structure is aging, excluding of young people in political participation will result in policy tilt. The study found that other countries have four points to reduce voting age: 1. The equality of youth 's rights and obligations. 2. Social population structure aging and maintain justice of generation. 3. Expand democratic participation and encourage youth political participation. 4. Reduce the voting age is the world trend. Taiwan has won the success of civic education after years of effort. Youth has sufficient political knowledge and strong civic awareness. The voting age should be reduced to 18 years old for expanding democratic participation and maintaining justice of generation. There are two suggestions proposed by this research for reducing voting age: 1. Strengthen the 16-18 year-old youth citizens "political participation" courses and resources. 2. Encourage youth political participation to play the influence of citizens and become an important force in the stability of democracy.

Today, the high-tech weapons and equipment are more and more evolutional and also the war patterns are more different from the past war. At the time of war to high-tech and information technology, professional competence of troops are required seriously. The military is bound to move towards specialization and functions. The military also needs to recruit high-quality, long service constitutes volunteer military personnel. This research aims at probing into the feasibility of voluntary military service policy, including political, economic, administrative, legal, and time feasibility, from stakeholders’ points of view to give policymaker a reference to adjust, sustain, or stop the policy in the future. For these purposes, the study uses the secondary data and questionnaire method to analyze. The research findings indicated that different stakeholders have different opinions in terms of policy feasibility of voluntary military service. The study concludes that both voluntary and compulsory military services should be implemented in current situation.
