A great deal has been made of the boom in audiovisual production based in southern Queensland (and to some extent in northern Queensland) in the 1990s. This follows a pattern throughout the so-called ‘revival’ period (since the early 1970s) in Australia which has seen successive moments of regional upsurge. In the 1970s, it was South Australia, under the energetic leadership of the South Australian Film Corporation, that saw many of the best feature films and several of the early historical mini-series of the early revival period made in that state (see, for example, Moran). During the early to mid-1980s, Western Australia, with the location of bold production houses such as Barron Films and strong independent documentary traditions, offered robust regional opportunities, culminating in such memorable films as Shame and Fran.

In the wake of economic rationalism and the failed cyber-fantasies of Creative Nation, there has been an increasing tendency towards the corporatisation of film funding bodies at a time when a loosening of self-defensive bureaucratic systems might have been expected. For example, the Film Finance Corporation has created increasingly complex ‘professional’ systems of management and has foreshadowed a ‘last stage’ script assessment process that has created dismay in industry guilds. After exhaustive prior script development (and many funding and script editing stops), a project will face yet another barrier immediately prior to shooting. In addition, the increasing invocation of ‘craft skills' themselves as somehow learnable and precisely quantifiable processes, has dug an even deeper moat around funding bodies. The winding down of Film Queensland and the enhanced corporatisation of the Pacific Film and Television Commission (even to office dress codes!) and incorporation of events such as the Brisbane International Film Festival into an Events Corporation are signs that many largely discredited constructs of The Market are still being applied — to strengthen the power base of the apparatchicks at the expense of their local clients. The events sketched in this paper are paradigmatic of over-regulated and inner-focused arts funding systems that have lost sight of who their real clients should be.

Entering Brisbane's South Bank from the Victoria Bridge, we walk past the concrete 1980s Queensland Performing Arts Complex, the brick Queensland Conservatorium and the modern, glass-fronted ABC Broadcasting buildings, then past assorted cafes and pseudo-beaches until reaching the Ship Inn. Here, we enter an enclave of mid- to late-nineteenth-century architectural gems, surrounding and focusing on the small but tranquil South Brisbane Memorial Park (1923). Opposite the Ship Inn (1865), Cumbooquepa (1891) and South Brisbane Town Hall (1891–92), and adjoining the Maritime Museum (1881), at the eastern edge of South Bank Parklands stands a magnificent old building now known as the Griffith Film School. This building has been the cultural hub of South Brisbane for 130 years, and provides a stylish, heritage ‘bookend’ to today's South Bank Cultural and Educational Precinct.

The ‘gentlemen of the flashing blade’ laboured in an occupation that no longer exists in Australia: canecutting. It was a hard job done by hard men, and its iconic figure – the canecutter – survives as a Queensland legend, so extensively romanticized in the popular culture of the time as to constitute a subgenre characterized by subject matter and motifs particular to the pre-mechanization sugar country culture. Yet, it may seem like the only canecutters immortalized in the arts are Summer of the Seventeenth Doll’s Roo and Barney. To show the breadth and diversity of this subgenre, and the legend of the canecutter and sugar country culture, this article reviews a selection of novels, memoirs, plays, short stories, cartoons, verse, song, film, television, radio and children’s books. These works address the racial, cultural and industrial politics of the sugar industry and its influence on the economic and social development of Queensland. The parts played by the nineteenth-century communities of indentured South Sea Islanders and the European immigrants who followed are represented along with those of the itinerant Anglos. These works depict, and celebrate, a colourful, often brutal, part of Queensland’s past and an Australian icon comparable with the swaggie or the shearer.

A number of structural and policy changes have swept through Queensland's film funding organisations since 1996. Nonetheless, a monocular, rose-tinted view of what constitutes ‘industry’ has remained. Animation is one of many areas which are under-served, if not actively restricted, by this romantic view of industry. This paper looks at the capacity of Queensland's film funding bodies to fulfil the Arts Office's slogan: ‘to ensure success for Queensland's cultural industries’, both in their previous (1997) incarnation and since the implementation of the Weekes Report recommendations in 1998. It then engages with the aspects of industrial practice which are hampered by these gaps in policy.

In 2002, ‘film’ consolidated a position within municipal governance as part of the Brisbane City Council's economic development program based on the ‘new economy’ understanding of the role of the city as the physical location of commercial and cultural activity. This positioning of film within the notion of industry clustering, and the acknowledgment that production technologies of film and television share a common ground with games development, and other forms of leisure software, represent a fundamental departure from the precepts of the traditional national cinema model. Are creative industries discourse and cluster logic opening up a new field of governance for film policy? How does this translate to the state and federal levels if policy is to become more accommodating to the structures and dynamics of specific regional locations? This paper examines two Queensland approaches to creative industries discourse and cluster logic as a way of understanding the impact this move to a ‘global knowledge-based economy’ will have on the traditional policy framework.

The Australian endemic humicolous and hygropetric water beetle genus Tympanogaster Perkins, 1979, is revised, based on the study of 7,280 specimens. The genus is redescribed, and redescriptions are provided for T. cornuta (Janssens), T. costata (Deane), T. deanei Perkins, T. macrognatha (Lea), T. novicia (Blackburn), T. obcordata (Deane), T. schizolabra (Deane), and T. subcostata (Deane). Lectotypes are designated for Ochthebius labratus Deane, 1933, and Ochthebius macrognathus Lea, 1926. Ochthebius labratus Deane, 1933, is synonymized with Ochthebius novicius Blackburn, 1896. Three new subgenera are described: Hygrotympanogaster new subgenus (type species Tympanogaster (Hygrotympanogaster) maureenae new species; Topotympanogaster new subgenus (type species Tympanogaster (Topotympanogaster) crista new species; and Plesiotympanogaster new genus (type species Tympanogaster (Plesiotympanogaster) thayerae new species. Seventy-six new species are described, and keys to the subgenera, species groups, and species are given. High resolution digital images of all primary types are presented (online version in color), and geographic distributions are mapped. Male genitalia, representative spermathecae and representative mouthparts are illustrated. Scanning electron micrographs of external morphological characters of adults and larvae are presented. Selected morphological features of the other members of the subtribe Meropathina, Meropathus Enderlein and Tympallopatrum Perkins, are illustrated and compared with those of Tympanogaster. Species of Tympanogaster are typically found in the relict rainforest patches in eastern Australia. Most species have very limited distributions, and relict rainforest patches often have more than one endemic species. The only species currently known from the arid center of Australia, T. novicia, has the widest distribution pattern, ranging into eastern rainforest patches. There is a fairly close correspondence between subgenera and microhabitat preferences. Members of Tympanogaster (s. str.) live in the splash zone, usually on stream boulders, or on bedrock stream margins. The majority of T. (Hygrotympanogaster) species live in the hygropetric zone at the margins of waterfalls, or on steep rockfaces where water is continually trickling; a few rare species have been collected from moss in Nothofagus rainforests. Species of T. (Plesiotympanogaster) have been found in both hygropetric microhabitats and in streamside moss. The exact microhabitats of T. (Topotympanogaster) are unknown, but the morphology of most species suggests non-aquatic habits; most specimens have been collected in humicolous microhabitats, by sifting rainforest debris, or were taken in flight intercept traps. Larvae of hygropetric species are often collected with adults. These larvae have tube-like, dorsally positioned, mesothoracic spiracles that allow the larvae to breathe while under a thin film of water. The key morphological differences between larvae of Tympanogaster (s. str.) and those of Tympanogaster (Hygrotympanogaster) are illustrated. New species of Tympanogaster are: T. AbstractThe broad brush strokes of Dorothy Cottrell's paintings in the National Library of Australia mark her as a modernist artist, although not one who painted the burgeoning Sydney Harbour Bridge or bright still-life paintings of Australian flora. Rather, she captured the dun surrounds of Ularunda Station, the remote Queensland property to which she moved in 1920 after attending art school in Sydney. At Ularunda, Cottrell eloped with the bookkeeper to Dunk Island, where they stayed with nature writer E.J. Banfield, then relocated to Sydney. In 1924 they returned to Ularunda and Cottrell swapped her paintbrush for a pen, writing The Singing Gold. After advice from Mary Gilmore, whom her mother accosted in a pub, Cottrell send it to the Ladies Home Journal in America. It was snapped up immediately, optioned for a film and found a publisher in England, who described it as ‘a great Australian book, and a world book’. Gilmore added, ‘As an advertisement for Australia, it will go far — the Ladies Home Journal is read all over the world’. Cottrell herself also went far, emigrating to America, where she wrote The Silent Reefs, set in the Caribbean. Cottrell's creative, intellectual and physical peregrinations — all undertaken in a wheelchair after she contracted polio at age five — show how the local references the international, and vice versa. Through an analysis of the life and writing of this now little-known Queensland author, this essay reflects the regional and transnational elements of modernism as outlined in Neal Alexander and James Moran's Regional Modernisms, illuminating how a crack-shot with a rifle once took Queensland to the world.

A project is currently underway at http://arts.deakin.edu.au which is innovative on a number of fronts. It has multiple beginnings: in the proactive, as culture dissemination work of a number of Yanyuwa and Garrwa women, who proclaimed in the white man’s world that they were ‘bosses themselves’ (Gale 1983) and who in various ways have sought to bring their culture to the attention of the wider world. This has been accomplished through a prize-winning (Atom Australian Teachers of Media awards in 1991) film, Buwarrala Akarriya: Journey East (1989), of are-enacted ritual foot-walk in 1988 from Borroloola to Manankurra 90 kilometres away. They also made a another prize winning film called Ka-wayawayarna: The Aeroplane Dance (1993) which won the Royal Anthropological Society of London award for the best ethnographic film in 1995. Since 1997 senior Yanyuwa women have been involved on a regular basis in sharing their knowledge of Yanyuwa performance practice with tertiary students in a subject called Women’s Music and Dance in Indigenous Australia which is offered as a course in anthropology through the Aboriginal and Torres Strait Islander Studies Unit, they have also lectured in core anthropology subjects in the faculty of Social and Behavourial Sciences Department of Anthropology and Sociology at the University of Queensland. They have also engaged actively in work as language preservers and teachers at the Borroloola Community Education Centre (hereafter BCEC) and in the Tennant Creek Language Centre program called Papulu Apparr-Kari.

This research project explores the nature of In-School Touring Productions that are presented in Queensland classrooms by Queensland Arts Council (QAC). The research emerged from my background as a drama teacher working on secondment at QAC in the Ontour inschools department. The research follows the development of a new production Power Trip: the Adventures of Watty and Volt. The research was guided by the key question: What are some of the production and pragmatic issues that relate to In-school Touring Productions and in what ways do QAC’s Ontour inschools productions offer learning experiences? This research involved the creation of three intersecting elements: (1) a 45 minute personal documentary film, 8 Times Around the Equator. The film follows my enthusiasms for this hybrid form of theatre which developed from my childhood, teaching practice and finally in my role at QAC; (2) a multimedia DVD, Queensland Arts Council 2008 inschools Season, which presents a series of short video clips promoting QAC’s Ontour inschools program; and finally (3) this exegetical paper, Queensland Arts Council Road Trip: an Examination of In-Schools Touring Productions (2005-2008). This exegesis supports the multimedia presentations and provides additional descriptions of QAC's Ontour inschools productions which are contextualised within the history of QAC and the field of Youth Theatre generally. During the project I observed 37 QAC productions and analysed them against set criteria and as a result four types of learning experiences were identified: • Category X: X-periencing the Art Form – providing students with exposure to traditional forms of main stage theatre; • Category L: Learning Through the Art Form – communicating information using an art form to educate. For example using comedy, clowning or slapstick to teach science; • Category U: Unpacking the Art Form – deconstructing art forms and providing students with increased awareness and appreciation; and • Category M: M-bodying the Art Form – workshops and artist residencies that allow students to create their own work. The creative works (documentary film and DVDs) combine to make up 65% of the project. This exegetical paper concludes the final 35% required for submission.

(Synopsis to introductory statement): An introductory statement to five documentary films made by Ian Lang in Australia between 1981 and 1997 exemplifying  a 'democratising' model of sustainable and ethical documentary film production. This document critically reflects on the production process of these films to accompany their submission for the degree of Doctor of Philosophy by Publication at Griffith University. One explanation for this organisational-level phenomena has been suggested by Atkinson (1987) in his account of the ‘flexible firm’. Atkinson claims that employers are increasingly attempting to divide the workforce into two major segments: a skilled, full-time core labour force and an unskilled, non-standard segment. This thesis examines Atkinson’s ‘flexible firm’ model through a study of labour-use practices of three acute hospitals in Queensland. A main finding of this thesis is the generalised and substantial growth of non-standard employment in all types of Queensland hospitals. The growth of non-standard hospital labour is not as, Atkinson would suggest, largely the result of demand-side strategies of employers but is also conditioned by supply-side factors. Gender, rather than skill, is found to be an important determinant of the proliferation of non-standard employment. Non-standard employment is not the major labour adjustment mechanism in all sectors of the hospital industry. Labour intensification is a critical and overlooked form of labour adjustment in the public sector. Overall, this thesis concludes that employers’ labour-use practices need to be conceptualised within the context of the opportunities and constraints imposed by the interaction of demand and supply-side factors.

This thesis examines organisational communication's contribution towards strategic planning, in the management of change for firms with a turbulent environment. The thesis begins with a theoretical analysis of premises from related disciplines. These include brief reviews of the theories of evolution, chaos and the self-organising ability of a system as opposed to its self-referencing quality. Additionally, certain implications of such scrutiny for the strategic planning approach are succinctly alluded to, as found in concepts of holism, feedback cycles, open and closed systems. This leads to the discussion of the origins and typology of planning, a definition and models of strategic planning, a critique of the process and an overview of an alternative, as found in the learning approach. In the face of increasing turbulence or rapid changes in organisational milieus in the contemporary era, unpredictability of long term organisational futures has emanated as a key issue. The literature reviews a critical causal agent for the extant inefficacy of strategic planning measures as the deterministic mindset of managers/personnel. The thesis argues for an alternate worldview making process - a more continual, consensual problem identifying and decision making process, as is offered by sense making communicative theory. It is argued that this relatively new dimension of organisational communication can help members to socially construct reality/environments of firms. Herein, the facilitatory and yet, intricate role of communication in defining a firm's identity and its future through the adaptability of its members to a continually changing perception of their environment is highlighted in the sense making approach. This approach pre-empts the tenets of an informal and continual manner of strategic planning via organisational learning. The investigation adopted a qualitative methodology and a case study method, in keeping with the open ended/ naturalistic nature of the research problem. A Queensland public sector firm, which structured a strategic planning tool to manage rapid environmental changes was selected for the study. Convergent interviewing and document analysis formed the primary scrutiny techniques, as the researcher spent six months at the study site, interviewing and observing personnel regarding their opinion about the efficacy of the extant planning tool/methods. The data was simplified into major, recurrent themes and these were corroborated with the findings from the document analysis, before arriving upon an outcome. The results supp01t the theoretical postulate that organisational communication is central to the future making process of a firm; further, that informal planning is a feasible alternative to structured, formal strategic planning in the open phases of organisational evolution. The conclusion is in favour of a mix of formal and informal strategic planning approaches to suit systems that continually alternate between open/closed (chaotic/stable) phases of systemic evolution. A proposition at the close of the thesis pre-empts the dual properties of communication as both, a higher order of being the very act of organising and a lower one of a mere mechanical tool in helping to co-ordinate firms' functions meet such a view. In particular, the study indicated the existence of elementary forms of informal strategic plans (also referred to as the learning approach) at the firm, like 'lock up sessions' and 'facilitators', which need to be further developed to help manage turbulent environments. In its limited context, the research argues that its conclusions have important implications for firms that currently depend on the traditional theory of strategic planning, which is based on the premise that singular/linear solutions can be constructed for resolving 'changes' or achieving 'desirable futures' in a 'predictable' world. A new theoretical framework has been demanded and proposed in face of an increasingly accepted view that predictability is limited in frequently turbulent organisational environments, which is in part, a result of extensive computerisation and hence, automation in modern industries. Also, that a continual monitoring of changes in a corporation's boundaries is required, which must entail a participatory approach, whereby all members of a firm are involved in swiftly responding to 'rapid' environmental changes. The above suggests the need for a flexible/decentralised organisational structure and a continual and flexible method of communicating within a firm, as found in the informal strategic planning approach (Stacey, 1993 ). Herein, the dual role of communication is seen as being crucial; at its close, the study pre-empts a deduction that the tapping of such a dual property of communication will help to change members' assumptions about their 'reality' and thus, their culture, awareness of 'rapid' changes in their firm's milieu and their decision making abilities. However, this argument though a corollary of the research conducted, needs further bolstering through future research, before being thoroughly established. In general, the thesis concludes that organisational communication's role is vital and indispensable for creating firms' futures; in that, it serves as a critical 'medium' through which personnel make sense of environmental changes, whether these be expected or unexpected, slow or rapid.

In other words, Robert Scorpio is conveniently – if not tokenistically – played by an Australian. The limits of tolerance of the non-American for the world of network soap are instanced in General Hospital’s casting criteria for an (American) actor to play Robert Scorpio’s long-lost brother, Malcolm. The actor, John J. York, is quoted in the ABC house journal, Episodes, saying: “They didn’t want a strong dialect [sic] . . . . They didn’t want a Paul Hogan type, because that accent is too strong. They were saying ‘just a hint’” (Kump 1991: 29). The Australian is more “exotic” than Peter Pinne may have wished: too exotic. Just the accent, though, if muted, can have an appealing otherness. The second index of the acceptability of the non-American, again Australian, has yet to be tested on the American market place. Called Paradise Beach, it is not a ready-made Australian soap seeking overseas sales, but a co-production between the Australian-based Village Roadshow, Australia’s Channel 9, and the American New World Entertainment, which has secured pre-sales to the CBS network at 7:30 p.m. week-nights (beginning June 14, 1993) and Britain’s Sky Channel as well as in nine other territories worldwide (Gill 1993; Chester 1993; Shohet 1993). As an Australian-based soap directed primarily at a teen audience, it recalls Neighbours and Home and Away. As a youth drama serial set in a beach tourism center, it recalls Baywatch and summer holiday editions of Beverly Hills 90210. And like Melrose Place and the Australian E Street, each episode includes what one report breathily calls “an MTV moment . . . a two-minute montage of sleek shots of beautiful bodies and plenty of sun, surf and sand set to the latest pop music hit” (Shohet 1993: 5). Set in and around Surfers Paradise on Queensland’s Gold Coast, it recalls, for Australian viewers, the 1983 film, Coolangatta Gold, which celebrates Australian beach culture (see Crofts 1990). It is noteworthy indeed that most of the performers are recuited from a model agency, not an actor’s agency. An American actor, Matt Lattanzi, plays an American photographer, and Australian actor, Tiffany Lamb, sports an American accent. There is a concern, understandable in a program sold overseas, to make Australian colloquialisms comprehensible (Gill 1993: 2). In terms of physical geography, the locations are Australian; in terms of cultural geography, Queensland’s Gold Coast is substantially indistinguishable from much of Florida and parts of California and Hawaii. The era of the co-production re-poses the question of the degree of acceptability of non-American material in the American market-place by begging the question of the distinguishability of the two. But given the unequal cultural exchange long obtaining between Australia and the US, with shows like Mission: Impossible being filmed in Australia to take advantage of cheap labor; given the tight money of Paradise Beach’s shooting schedule of 2.5 hours of soap per week; and given New World’s Head’s, James McNamara, ignorance of Australian soaps (“Paradise Beach is the first soap to be skewed at a teen audience” (quoted by Gill 1993: 2)), one might wonder which party is defining the". Conceptually, the management of safety at roadworks can be seen in a three level framework. At the regulatory level, roadworks operate at the interface between the work environment, governed by workplace health and safety regulations, and the road environment, which is subject to road traffic regulations and practices. At the organizational level, national, state and local governments plan and purchase road construction and maintenance which are then delivered in-house or tendered out to large construction companies who often subcontract multiple smaller companies to supply services and labor. At the operational level, roadworks are difficult to isolate from the general public, hindering effective occupational health and safety controls. This study, from the State of Queensland, Australia, examines how well this tripartite framework functions. It includes reviews of organizational policy and procedures documents; interviews with 24 subject matter experts from various road construction and maintenance organizations, and on-site interviews with 66 road construction personnel. The study identified several factors influencing the translation of safety policies into practice including the cost of safety measures in the context of competitive tendering, lack of firm evidence of the effectiveness of safety measures, and pressures to minimize disruption to the travelling public.

Growth in the coal seam gas industry in Queensland, Australia, has been rapid over the past fifteen years, with greater than USD 70 billion invested in three liquified natural gas export projects supplied by produced coal seam gas. Annual production is of the order of 40 Bscm or 1,500 PJ, with approximately 80% of this coming from the Jurassic Walloon Coal Measures of the Surat Basin and 20% from Permian coal measures of the Bowen Basin. The Walloon Coal Measures are characterized by multiple thin coal seams making up approximately 10% of the total thickness of the unit. A typical well intersects 10 to 20 m of net coal over a 200 to 300 m interval, interbedded with lithic-rich sandstones, siltstones, and carbonaceous mudstones. The presence of such a significant section of lithic interburden within the primary production section has led to a somewhat unusual completion strategy. To maximize connection to the gas-bearing coals, uncemented slotted liners are used; however, this leaves fluid-sensitive interburden exposed to drilling, completion, and produced formation fluids over the life of a well. External swellable packers and blank joints are therefore used to isolate larger intervals of interburden and hence minimize fines production. Despite these efforts, significant fines production still occurs, which leads to failure of artificial lift systems and the need for expensive workovers or lost wells. Fines production has major economic implications, with anecdotal reports suggesting up to 40% of progressive cavity pump artificial lift systems in Walloon Coal Measures producers may be down at any one time. The first step in solving this problem is to identify the extent and distribution of fines production. The wellbore completion strategy above, however, precludes use of mechanical calipers to identify fines production-related wellbore enlargement. A new caliper-behind-liner technique has therefore been developed using a multiple-detector density tool. Data from the shorter spacing detectors is used to characterize the properties of the liner as well as the density of the annular material. This is particularly important to evaluate as the annulus fill varies between gas, formation water, drilling and completion fluids, and accumulated fines. The longer spacing detector measurements are then used in conjunction with pre-existing open-hole formation density measurement to determine the thickness of the annulus, and hence hole size, compensating for liner and annulus properties. This methodology has been applied to several wells completed in the Walloon Coal Measures. Results have demonstrated the ability to identify zones of borehole enlargement behind slotted liner, as well as intervals of either gas or fines accumulation in the annulus. In addition, the technique has been successful in verifying the placement of swellable packers and their integrity. The application of this solution has been used to drive improvements in the design of in-wellbore completion programs and in the future will help drive recompletion decisions and trigger proactive workovers.

The Sunshine Coast (unless otherwise specified, Sunshine Coast refers to the region which includes both Sunshine Coast and Noosa council areas) is a classic regional hotspot. In many respects, the Sunshine Coast has assets that make it the “Goldilocks” of Queensland hotspots: “the agility of the region and our collaborative nature is facilitated by the fact that we're not too big, not too small - 330,000 people” (Paddenburg, 2019); “We are in that perfect little bubble of just right of about everything” (Erbacher 2019). The Sunshine Coast has one of the fastest-growing economies in Australia. Its population is booming and its local governments are working together to establish world-class communications, transport and health infrastructure, while maintaining the integrity of the region’s much-lauded environment and lifestyle. As a result, the Sunshine Coast Council is regarded as a pioneer on smart city initiatives, while Noosa Shire Council has built a reputation for prioritising sustainable development. The region’s creative economy is growing at a faster rate that of the rest of the economy—in terms of job growth, earnings, incomes and business registrations. These gains, however, are not spread uniformly. Creative Services (that is, the advertising and marketing, architecture and design, and software and digital content sectors) are flourishing, while Cultural Production (music and performing arts, publishing and visual arts) is variable, with visual and performing arts growing while film, television and radio and publishing have low or no growth. The spirit of entrepreneurialism amongst many creatives in the Sunshine Coast was similar to what we witnessed in other hotspots: a spirit of not necessarily relying on institutions, seeking out alternative income sources, and leveraging networks. How public agencies can better harness that energy and entrepreneurialism could be a focus for ongoing strategy. There does seem to be a lower level of arts and culture funding going into the Sunshine Coast from governments than its population base and cultural and creative energy might suggest. Federal and state arts funding programs are under-delivering to the Sunshine Coast.

As global agricultural production methods and supply chains have become more digitised, farmers around the world are adopting digital AgTech such as drones, Internet of Things (IoT), remote sensors, blockchain, and satellite imagery to inform their on-farm decision-making. While early adopters and technology advocates globally are spruiking and realising the benefits of digital AgTech, many Australian farmers are reluctant or unable to participate fully in the digital economy. This is an important issue, as the Australian Government has said that digital farming is essential to meeting its target of agriculture being a $100billion industry by 2030. Most studies of AgTech adoption focus on individual-level barriers, yielding well-documented issues such as access to digital connectivity, availability of AgTech suppliers, non-use of ICTs, and cost-benefit for farmers. In contrast, our project took an ‘ecosystems’ approach to study cotton farmers in the Darling Downs region in Queensland, Australia who are installing water sensors, satellite imagery, and IoT plant probes to generate data to be aggregated on a dashboard to inform decision-making. We asked our farmers to map their local ecosystem, and then set up interviewing different stakeholders (such technology providers, agronomists, and suppliers) to understand how community-level orientations to digital agriculture enabled and constrained on-farm adoption. We identified human factors of digital AgTech adoption at the macro, regional and farm levels, with a pronounced ‘data divide’ between farm and community level stakeholders within the ecosystem. This ‘data divide’ is characterised by a capability gap between the provision of the devices and software that generate data by technology companies, and the ability of farmers to manage, implement, use, and maintain them effectively and independently. In the Condamine Plains project, farmers were willing and determined to learn new, advanced digital and data literacy skills. Other farmers in different circumstances may not see value in such an undertaking or have the necessary support to take full advantage of the technologies once they are implemented. Moreover, there did not seem to be a willingness or capacity in the rest of the ecosystem to fill this gap. The work raises questions about the type and level of new, digital expertise farmers need to attain in the transition to digital farming, and what interventions are necessary to address the significant barriers to adoption and effective use that remain in rural communities. By holistically considering how macro- and micro-level factors may be combined with community-level influences, this study provides a more complete and holistic account of the contextualised factors that drive or undermine digital AgTech adoption on farms in rural communities. This report provides insights and evidence to inform strategies for rural ecosystems to transition farms to meet the requirements and opportunities of Agriculture 4.0 in Australia and abroad.
