The paper concludes the research results performed on the Faculty of Economics and Management, Czech University of Life Sciences in Prague, concerning the utilization and validation of external and internal software quality measures (metrics). The aim of this research was the validation of measures (metrics) recommended in the ISO/IEC 9126-2 and 9126-3 technical reports, with the intention to incorporate selected measures to international standards. The research presents the serious deficiencies and users provisions concerning these measures and the necessity of a deep revision of the set of measures before the decision about incorporating these measures into the ISO/IEC 250xx standards series, developed within the SQuaRE international research project. The main part of this contribution was presented at the conference Agricultural Perspectives XV, organised by the Czech University of Life Sciences in Prague, September 20 to 21, 2006.

Purpose The purpose of this paper is to focus on the quality of the connections (linkset) among thesauri published as Linked Data on the Web. It extends the cross-walking measures with two new measures able to evaluate the enrichment brought by the information reached through the linkset (lexical enrichment, browsing space enrichment). It fosters the adoption of cross-walking linkset quality measures besides the well-known and deployed cardinality-based measures (linkset cardinality and linkset coverage). Design/methodology/approach The paper applies the linkset measures to the Linked Thesaurus fRamework for Environment (LusTRE). LusTRE is selected as testbed as it is encoded using a Simple Knowledge Organisation System (SKOS) published as Linked Data, and it explicitly exploits the cross-walking measures on its validated linksets. Findings The application on LusTRE offers an insight of the complementarities among the considered linkset measures. In particular, it shows that the cross-walking measures deepen the cardinality-based measures analysing quality facets that were not previously considered. The actual value of LusTRE’s linksets regarding the improvement of multilingualism and concept spaces is assessed. Research limitations/implications The paper considers skos:exactMatch linksets, which belong to a rather specific but a quite common kind of linkset. The cross-walking measures explicitly assume correctness and completeness of linksets. Third party approaches and tools can help to meet the above assumptions. Originality/value This paper fulfils an identified need to study the quality of linksets. Several approaches formalise and evaluate Linked Data quality focusing on data set quality but disregarding the other essential component: the connection among data.

108 Background: To assess quality in breast cancer care, standardized metrics are needed. Many accepted breast performance metrics are based on evidence-based practice; however, most fail to reflect patient choice in treatment decisions. Given the focus on patient-centered breast care, we sought to determine how compliance with established quality metrics correlates with receipt of breast cancer care impacted by patient preference. Methods: American College of Surgeons (ACS) National Cancer Data Base facilities were designated compliant or non-compliant based on Commission of Cancer (CoC) breast metrics MASTRT, BCSRT and HT*, which all improve survival. Compliant facilities met the expected performance rate (EPR) for all three metrics, while non-compliant facilities failed to meet the EPR for any. Rates of breast conserving surgery (BCS) for early stage cancer, immediate breast reconstruction (IBR), and contralateral prophylactic mastectomy (CPM) are proposed metrics that are impacted by patient preference. For these, quality is defined as high rates of BCS, high rates of IBR, and low rates of CPM. Multivariable logistic regression models were used to estimate the association between facility level rates on these measures and the probability of treatment at a CoC compliant facility. Results: 729 facilities were included in the analysis. Based on the CoC measures, 79 (10.8%) were considered compliant and 650 (89.2%) non-compliant. Rates of BCS and IBR did not differ between compliant and non-compliant facilities; however, women treated at compliant facilities were more likely to undergo CPM (26.3% vs 21.4%; p = 0.02). In a multivariate model treatment at compliant facilities was associated with higher rates of BCS, IBR, and CPM; however, the predictive value of these metrics was minimal (Estimated OR range: 1.01-1.03). Conclusions: Rates of preference driven therapies do not differentiate CoC compliant and non-compliant hospitals. The quality of a hospital’s breast care is likely poorly measured by metrics that are influenced by, but cannot account for patient values. *MASTRT (RT≤1yr of diagnosis in women with ≥4 +lymph nodes); BCSRT (RT ≤1yr of diagnosis for women ≤70 receiving BCS); HT (hormone therapy recommended ≤1yr of diagnosis for HR-positive breast cancer)

Due to the ongoing problems with the quality of foods in European markets, the public authorities try to take some measures, which would reduce the amount of substandard food products offered to consumers in retailing. Three such measures – the higher frequency of quality checks conducted by public authorities, the imposition of some import barriers on the foodstuffs from countries known for their frequent breaches of quality standards in the food industry and the establishment of an information platform serving for the public pillorying of poor quality food – are studied in this paper. The experimental policy analysis was used as the research method. The results obtained show that only the higher frequency of quality checks can improve the situation of consumers. This measure is also effective in punishing the dishonest retailers, while not harming the honest ones.

Statistical construction specifications based on multiple quality characteristics frequently use pay equations that include a separate term for each of the quality characteristics so that the resultant pay adjustment is a function of the combined effect of all quality measures. An alternate method that can be used to accomplish the same purpose is to base the pay equation on a single quality measure that is a composite of the individual quality measures. The latter approach, because it keys the various decision-making steps to a single performance indicator, simplifies the procedure and offers several practical advantages. It is believed that this approach makes significant strides toward the ultimate goal of developing quality assurance procedures that are at the same time technically sound, fair and effective, and easy to understand and apply. Examples of a two-variable case for hot-mix asphalt pavement and a general three-variable case are presented.
