The bulk of extant research on public opinion on crime and punishment is focused on Global North nations. This article contributes a new perspective to the literature on punitivism by examining public opinion on crime, punishment and the death penalty in Barbados. The article presents insights from exploratory focus group research conducted in Barbados in 2017. These findings are particularly relevant as Barbadian lawmakers navigate reform of the nation’s death penalty law. While the focus groups reveal anxieties that echo those identified in other jurisdictions, related to nostalgia for the past and concern regarding social order for instance, they also demonstrate the specific relevance of time and place. Using approaches from Caribbean Criminology and drawing on post-colonial perspectives, the article examines the context of views on punishment in Barbados, including perceptions of ‘neo-colonial’ interference and concerns about what can be lost in the process of ‘progress’.

The article critically surveys the impact of domestic public opinion on foreign policy in Ukraine by integrating it within theories of public opinion. Studies of public opinion in Ukraine have not given due weight to the unique characteristics of the Ukrainian ‘public’, which differs greatly from the Western public. Ukrainian society is passive, atomized and its power is ‘submerged’ relative to that of the state. The article argues that public opinion is of minimal importance in the area of foreign policy.

Scientific production in Latin America and the Caribbean has experienced great growth in recent years (Álvarez-Muñoz y Pérez-Montoro, 2016; Santa y Herrero, 2010), due in part to the increase in public investment in science in these countries and the indexing of their journals in global (Scopus or Wos) and regional (Latindex or Redalyc) databases of bibliographic references. However, in the area of communication, the publication of academic articles is still embryonic. There are several academic studies (Flores-García y Becerril-García, 2020; López- Ornelas et al., 2017; Rogel-Salazar et al., 2017) that highlight the scarce of disclosure of scientific knowledge in this region, remarking the limited presence of communication journals published in Latin America and indexed in databases. In the specific area of public relations, the conceptualization and recognition of this discipline in the academic and professional field has been increasing since the mid-twentieth century. However, despite the progress experienced, the small number of existing studies on the subject in these journals, justify this investigation line. In this sense, this research, within the framework of bibliometric studies, proposes to determine the position occupied by public relations in the academic production about communication of the main journals of the Latin American Caribbean in the last ten years (2010-2020); as well as analyzing the main characteristics of these publications by examining the areas of knowledge of the published texts, the institutions from which they come or its authorship, among other aspects such as the object of study and the methodological procedure used in the research. The scientific journals that make up the sample (Comunicación y Sociedad, from Mexico, Palabra Clave and Signo y Pensamiento, both from Colombia) have been selected on the basis of representativeness criteria such as the impact index in the Scopus bibliographic database and the geographical scope of the Latin American Caribbean. The results indicate that the discipline of public relations is marginal in the overall scientific production in the area of communication in the Latin American Caribbean. Most of the texts published by the journals with the highest impact index in the region focus on fields related to communication, but are far removed from the specific area of public relations. However, it is noticeable that in recent years greater attention has been paid to this discipline, with an increase in scientific production in the period between 2016 and 2020. The findings obtained also allow us to establish a profile of the scientific production on public relations disseminated in the decade from 2010 to 2020 by the leading journals in the Latin American Caribbean. A collective authorship, balanced in terms of the sex of the signatories, mainly from universities in Latin America and Spain, and the use of empirical approaches from a qualitative perspective, define the type of academic production analysed. Despite the limitations that this research presents when it comes to extrapolating the results to the whole of the scientific production on public relations in territories other than the Latin American Caribbean, it is outlined as an exploratory study and a first approach to the still incipient research on the discipline of public relations in Caribbean academic journals.

ENGLISH ABSTRACT: A qualitative study was utilised as it was appropriate for the study of attitudes of non-disabled people of Sakhisizwe towards people with disabilities (PWDs). This case study set out to: investigate the perceptions of people with disabilities with regard to attitudes towards them; examine the nature of attitudes toward people with disabilities; determine the impact and influence of attitudes on the integration of people with disabilities; and determine facilitators and barriers with regard to the integration of people with disabilities. This instrumental case study explored the attitudes of non-disabled people towards disabled people of Sakhisizwe Local Service Area in the Eastern Cape, South Africa. The researcher used convenience sampling to select a group of disabled participants from a meeting of the disabled structure held at one of the clinics of Sakhisizwe, to form a focus group. In the focus group of disabled people, two participants were identified as information-rich and were selected using purposive sampling for further interrogation. A convenience sample was used to select mostly three diverse groups of non-disabled participants from youth (seven participants), clergy (seven participants), community members (10participants) and one group of disabled people consisting of six participants making a total of four groups to conduct focus groups interviews. Furthermore, three key informants (traditional healer, social worker and local councilor) from the community at large were also purposively selected. Data was collected by means of semi-structured interviews guided by interview schedules for focus groups, disabled individuals‘ interviews, as well as for the three key informants‘ interviews. To supplement the data, observation was done to study the behaviours of people with disabilities in the service centre towards non-disabled people, and vice versa. Data was analysed by the process of inductive thematic analysis in which four themes emerged. These were: attitudes of non-disabled people towards people with disabilities; determinants of different disabilities; challenges facing young people with disabilities; and confidence and self-esteem of people with disabilities. In conclusion, it is recommended that the community identify the general public education and awareness in order to change the negative attitudes that lead to social exclusion and marginalisation of people with disabilities.
AFRIKAANSE OPSOMMING: Die houdings van nie-gestremde persone teenoor persone met gestremdhede in Sakhisizwe is deur middel van ʼn kwalitatiewe studie ondersoek. Hierdie gevalstudie het ook nagevors hoe persone met gestremdhede hierdie houdings ervaar; die aard van die hierdie houdings; asook die impak en gevolg hiervan op die integrasie van persone met gestremdhede in die samelewing met spesifieke verwysing na fasilitators ('facilitators') of hindernisse. Hierdie waardevolle gevalstudie is in die Sakhisizwe Plaaslike Dienste Area in die Oos Kaap provinsie van Suid Afrika gedoen. 'n Fokusgroep is gekies deur middel van 'n gerieflikheidsteekproef ('convenience sample') uit ʼn groep persone met gestremdhede wat 'n vergadering oor gestremde bestuurstrukture by een van die plaaslike klinieke in Sakhisizwe bygewoon het. Uit die fokusgroep is twee deelnemers met ryk ervarings geïdentifiseer as doelbewuste streekproef ('purposive sampling') vir verdere onderhoude. The aim of this research project is to empirically unpack South African public opinion on government's performance in the area of school education. The descriptive analysis chapter shows that school education has not been as politically salient an issue amongst South Africans in post-apartheid South Africa. In addition, this chapter also shows that a vast majority of South Africans positively evaluate government's performance in the area of school education. Furthermore, the multivariate analysis chapter shows that the significant demographic variables collectively formed the strongest basis on which South Africans evaluated government's performance, followed by the significant general experiences with education variable and the significant heuristics variables respectively. Moreover, South Africans' perceptions of the present versus the past appear to be the strongest individual determinant of government's performance. The evidence therefore suggests that South Africans are making use of a schema that deals with their experiences of school education under apartheid to evaluate government's performance.

Over the last few decades, there has been a significant increase in the political and public acceptance of gay men and lesbians. However, this trend of acceptance is not a global phenomenon. Currently over 70 countries still criminalise private consensual same-sex intimacy, among which are 11 of the 12 independent Commonwealth Caribbean states. It should be noted that the anti-gay laws of the Caribbean are rarely used to police consensual private sexual activities. Thus, if private same-sex conduct is rarely penalised, why keep the laws in place, especially in the age where such bans are considered a violation of basic human rights? Many policy makers in the region have cited public opinions about homosexuality as a significant barrier to law reform. However, while a common view is that these laws are anchored by public support, very few studies have emerged to test whether the attitudes and behaviours of the general population are in line with this view. Against this backdrop, this thesis analyses attitudes towards lesbians and gay men and their legal rights in the Commonwealth Caribbean. The thesis begins with an analysis of support for the anti-gay laws in Barbados, Guyana and Trinidad and Tobago. The analysis revealed that a majority of the sample supported the maintenance and enforcement of the laws, but did not want same-sex couples to be penalised for having sex in private. This suggests that attitudes may not be as stark as policy makers suggest. The descriptive statistics also show that a significant share of individuals think that the laws (1) reflect moral standards; (2) stop the spread of homosexuality; (3) are important from a public health perspective, and (4) protect young people from abuse. Support for the laws are thus related to beliefs that homosexuality is a 'threat' to the fabric of society. The empirical analysis of support for the laws revealed that religiousness, interpersonal contact and beliefs about the origin of homosexuality were the most reliable predictors of public support. However, age and education were only statistically significant in a few models, and there was no evidence that attitudes varied across religious denominations. This is a contrast to the findings of studies in the West. It was hypothesised that macro-level factors - such as the large share of Evangelicals, anti-gay laws and level of socioeconomic development - could be exerting an influence on attitudes that is stronger than that of these personal characteristics. As such, the study conducted a cross-national analysis of attitudes towards same-sex marriage in 28 countries in the Americas, 6 of which were members of the Commonwealth Caribbean. In general, countries with higher levels of development, smaller shares of Evangelicals and more liberal laws on homosexuality were more approving of same-sex marriage. The results also suggest that the impact of age and/or religion is less prominent in countries with restrictions on same-sex intimacy, lower levels of development and a strong Evangelical presence, confirming the hypothesis that contextual factors could mitigate the impact of some of the individual-level variables. Finally, to get a nuanced view of anti-gay prejudice in the region, a thematic analysis of anti-gay speech in dancehall and reggae - music originating from Jamaica but popular in the region - was presented. The thematic analysis revealed that homosexuality is presented as 'sinful', a 'violation of gendered norms', 'unnatural', a 'threat to society' and a 'foreign lifestyle'. The presentation of homosexuality as a 'foreign' lifestyle suggests that anti-gay prejudice could be related to fears of neo-imperialism and could be a means of rejecting ideological intrusions from the West. This is not surprising, as currently, the fight for the advancement of gay rights is being headed by activists in the West. Based on the thematic analysis, efforts to remove the anti-gay laws should be (or at least appear to be) home-grown to limit public backlash.

A period of ten years has elapsed since the Choice on Termination of Pregnancy Act came into effect. Little has been done in South Africa to investigate public discourses concerning termination of pregnancy since the implementation of the Act. The social context and the quality of available support systems determine the outcome of the women’s feelings after the abortion. Knowledge about the social context is important, as it will help to understand the complexities and nuances of abortion. The aim of the research is to explore public discourses on Choice on Termination of Pregnancy (CTOP), and the potential implications of these discourses on the use of the CTOP service. The sample consisted of 23 black isiXhosa-speaking participants from the rural area of the Eastern Cape Province in South Africa. Four focus groups coming from different age groups (between the ages 18 and 52) with both men and women participated in the study. Fictitious vignettes that tap into two different scenarios regarding abortion based on women’s stories were used. Discourses that emerged from people’s text are explained, described and interpreted through a discourse analysis. Since the study was interested in public discourses it led to the discovery of 17 interpretative repertoires as follows: social stigma, abortion equated to murder, degradation of society, pregnancy as an irresponsible act, conditional acceptance, TOP in the context of marriage, future potentiality invested in the foetus, dehumanizing foetus into a clot, shared decision making responsibility, gender dynamics interpretative repertoire, negative post abortion consequences, the scolding versus the supportive nurse interpretative repertoire, alternatives interpretative repertoire, rights versus no responsibility interpretative repertoire, more knowledge needed, male and female or generational differentiation repertoire, and the positive effects repertoire. Abortion is opposed on religious and cultural grounds. TOP has been legalized in South Africa but with this a debate and conflicting views have arisen. These variations in people’s discourses may limit access to TOP for women who need the service.

This exploratory research focuses on identifying the roles and perspectives of community gardens in the Dallas area. Results from semi-structured interviews reveal the social and political makeup of the neighborhoods where the garden projects in this study are located. While these findings highlight the benefits of gardening in the city, they can also be contested spaces. In advocating for the proliferation of garden projects in the city, community organizations would benefit from understanding the nuances of garden initiatives and the way in which they are perceived by members of the garden, nearby residents, and policy makers.

ENGLISH ABSTRACT: Land reform is a vital political issue that has been fiercely debated in recent years, especially in South Africa. With the historical background of South Africa consisting of colonialism and political resistance that resulted in racial discrimination, apartheid was forced onto the black citizens by the white government. To correct the injustices of the apartheid regime, the new democratic government had to find a way to redistribute land that was previously owned by citizens previously disposed of their land. The South African government uses land reform to address the social, political and economic issues that this newly democratic country face; however, it has not been implemented very well to date. The aim of this study was to determine the perceptions on the progress and implementation of land reform in the Matzikama Municipality of South Africa. With different stakeholders’ perceptions to be taken into consideration, this study focused on three aspects: (1) the perceptions of commercial farmers in the Matzikama Municipality; (2) the progress of Equity Share Scheme (ESS) projects in the Matzikama Municipality; and (3) the perceptions of the key role players on land reform. The study focused on the commercial farmer members of the Vredendal famers’ association and members of the ESS projects in close proximity to Vredendal. The research objectives of this study were sixfold, namely (1) to examine the literature on land reform to establish an understanding of what land reform is about, what overall objectives it has, what types and approaches exist and how it has been implemented internationally; (2) to investigate policies, legislation and the land reform programme of South Africa and how it has been implemented nationally; (3) to identify the perceptions of the commercial farmers in the Matzikama municipal area on land reform; (4) to determine how successful or unsuccessful land reform projects have been in the Matzikama municipal area by investigating farms that have incorporated it; (5) to identify the perceptions that key role players have on land reform and to use these perceptions to assess the current state of the land reform programme in the study area; and (6) to identify the problems that the land reform programme is experiencing and to make recommendations on how to improve the current state of land reform. The necessary data was collected through a questionnaire survey among commercial farmers and conducting interviews with beneficiaries of ESS projects and key role-players. The data was then analysed by making use of Statistical Package for the Social Sciences (SPSS) and Microsoft Excel. The findings indicate that the commercial farmers have a very negative perception of land reform, the main reason being that they felt the government was targeting white commercial farmers, and some respondents indicated that they felt insecure about land security. As for ESS projects in the Matzikama Municipality, the projects have not being very successful, although the Alfalfa land reform project is still trying to uplift its shareholders. From the data collected from the interviews conducted with the key role players, five problems were identified relating to the current implementation of the land reform programme in the study area in general: (1) the incoherence of the current policy-making approach and the massive gaps between national and local stakeholders in the current decision-making approach; (2) the slow acquisition process for agricultural land due to cumbersome bureaucracy; (3) the lack of partnership and integration between government departments, the private sector and beneficiaries; (4) the lack of government support, which has contributed to the poor success rate of land reform projects; and (5) the beneficiaries’ inexperience and lack of skills concerning farming. To address the problems identified with the current implementation of the land reform programme in South Africa, it is recommended that the government reassesses the approach it has been using to try to redistribute agricultural land. This can be done by ensuring that officials dealing with land reform have the necessary skills and experience to implement the strategies. The government should also consider a grassroots approach when identifying land for redistribution by making use of local communities. Funding from the government is also crucial and should be allocated appropriately. Lastly, the government should invest in programmes that focus on educating emerging farmers on managing a commercial farm successfully.
AFRIKKANSE OPSOMMING: Grondhervorming is 'n belangrike politieke kwessie waaroor daar die afgelope paar jaar heftig gedebatteer word, veral in Suid-Afrika. Met die geskiedkundige agtergrond van Suid-Afrika, bestaande uit kolonialisme en politieke weerstand wat gelei het tot rasse diskriminasie, is apartheid deur die wit regering afgedwing op swart burgers. Om die ongeregtighede van apartheid reg te stel, moes die nuwe demokratiese regering 'n manier vind om grond te herverdeel aan die voorheen benadeelde burgers wat voor apartheid die grond besit het. Die Suid-Afrikaanse regering gebruik grondhervorming om die sosiale, politieke en ekonomiese kwessies wat hierdie nuwe demokratiese land in die gesig staar, aan te spreek, maar dit word nie so goed geïmplementeer as wat die voorheen benadeelde burgers verwag het nie. Die doel van hierdie studie was om die persepsies oor die vordering met en implementering van die grondhervormingsprogram in die Matzikama Munisipaliteit van Suid-Afrika te bepaal. Met verskillende belanghebbendes se persepsies wat in ag geneem moet word, het hierdie studie gefokus op drie standpunte: (1) die persepsies van kommersiële boere in die Matzikama Munisipaliteit; (2) die vordering van Gedeelde-eienaarskapskema (ESS – Equity Share Scheme) projekte in die Matzikama Munisipaliteit, en (3) die sleutel rolspelers se persepsie oor grondhervorming. Die studie het gefokus op die kommersiële boere wat lid was van die Vredendal Boerevereniging en lede van die AWS projekte in die nabyheid van Vredendal. Coyote (Canis latrans) numbers are increasing in urban areas, leading to more frequent human-coyote interactions. Rarely, and particularly when coyotes have become habituated to humans, conflicts occur. Effective education about urban coyotes and how to prevent habituation reduces conflict. Citizen science, in the form of online education, can be used to engage and educate city dwellers about urban coyotes. In this research, I explore Portland Metropolitan Area (PMA) residents' baseline experiences with, and attitudes toward, urban coyotes. Next, I investigate citizen science as a tool for education. Using the Portland Urban Coyote Project (PUCP), a citizen science project, as a case study, I investigate people's experiences with citizen science and evaluate whether attitudes and knowledge about coyotes changes after an interactive online educational tool. Most participants had seen a coyote at least once, were generally positive about coyotes, and were well-informed about basic facts. Participants who completed a tutorial that provided basic information about coyotes and dispelled common myths, showed higher knowledge scores and more positive, research-based attitudes. These results suggest that educational tools in citizen science projects can be effective for providing information and shaping attitudes about urban coyotes. Increased public access to education about how to live safely with coyotes is an important tool for proactive management. Online educational tools associated with citizen science projects are a viable option for efficient, inexpensive management of urban coyote populations.

Abstract Although the Lithuanian Government has an active programme (Global Lithuania) to engage with citizens residing abroad, there is a lack of social protection policies for non-resident nationals who are facing economic difficulties. This is due to the public opinion that Lithuanians abroad are in a better financial position to contribute rather than benefit from the already limited state budget. Nevertheless, some assistance exists in the area of health care: Lithuanian consulates help Lithuanians abroad with evacuations or if they get into an accident and wish to return to Lithuania. Consulates also assist emigrants with the receipt of pensions and family-related documents.

Abstract In the last decade, the Bologna Process has underlined many times the need for Student-Centred Learning (SCL), Innovation in Learning and Teaching, providing support to learners and removing obstacles that students face in order to fulfil their potential. As SCL is still at the core of the Bologna Process, the instruments which are meant to record the students’ perspective are very important. However, we consider that there is a deficit regarding the needed research that would lead to efficient ways of delivering positive outcomes for the entire academic community. In that sense, this paper will focus on how national student surveys have been developed in several countries, as there are some reasons to consider this instrument as one of the most efficient, especially in consolidating and developing learning and teaching. The paper will take into consideration three examples from the European Higher Education Area: the National Student Survey (United Kingdom), Studiebarometeret (Norway) and the National Sociological Research about Students’ Satisfaction (Romania) and will approach aspects such as the structures and stakeholders which are involved in developing and coordinating the process, the subjects tackled by these questionnaires, why and how they were selected. Our study provides an insight regarding the usefulness of a national student survey for the future development of European Higher Education Area. It also shows the potential relevance of these questionnaires for the Bologna Process. The paper will also present how these instruments have evolved across time and how they were received by the public opinion. We will draw a set of conclusions starting from examined good practices and the literature review. As a result of this paper, we consider that a national students’ survey represents one of the most useful tools for HE stakeholders in order to assess the quality of learning and teaching.

AbstractAfter the Cold War, the Atlantic Alliance played various roles, which were unthinkable in the first decades of its history. NATO performed crisis management, peacekeeping, humanitarian intervention, fight against international terrorism; all these operations took place out-of-area. Since the Ukrainian crisis in 2014, NATO re-discovered its ancient enemy, Russia, and has re-focused mainly on its traditional task, the defence of the member states’ territory. Adaptation is a constant feature of the Atlantic Alliance’s history and became more imperative and frequent in the post-Cold War. A perusal of the North Atlantic Treaty’s text helps to understand how the Alliance worked in different periods. However, large parts of the public opinion in the member states have no clear idea of the Alliance’s purpose and roles. Hence the necessity of a full and scholarly assessment of NATO’s performance during and particularly after the Cold War.

Abstract Since 2011, millions of Syrian people have had to leave their country and seek shelter in neighbouring countries and in Europe. Forced migration or displacement creates multiple vulnerabilities while trying to settle in a new environment. Socioeconomic, cultural and psychological vulnerabilities hinder them from participating actively in society. Higher education is one of the main ways that refugees and displaced people cling to hope for a better life. Their access to and participation in higher education has been a challenging route for many reasons both for themselves and also for the higher education systems and universities in their host countries. Turkey has a unique place in regard to Syrian refugees. It hosts the largest refugee population in the world with 3.6 million Syrians and 500,000 asylum seekers from other countries, such as Iraq, Iran, Afghanistan and Pakistan. Turkey has a young population with the 5–17 age group comprising 21% of the population, but the Syrian population is much younger as its rate is 30%. Turkey is also the country with the largest student population in the European Higher Education Area. The incomparable magnitude of the situation, among others, plays a crucial role in developing new integration policies. In spite of the ongoing difficulties and challenges, the past nine years proved a success story in protection, social cohesion and integration of these newcomers. Turkey has been suffering from some challenges, such as a supply and demand imbalance in higher education. Demographic factors, shortcomings of the higher education system and the unemployment rate among university graduates have been some long-term challenges for Turkish higher education. Moreover, a common misconception in public opinion, that Syrian refugees are admitted to Turkish universities without fulfilling the requirements, adds new challenges for future policies. Both the sheer number of migrants and also the emergency of the situation during this migration flow necessitated some action to be taken in the area of higher education. In a country like Turkey, where there is high competition between students to pass the nationwide university selection exam each year, encouraging Syrian students to access higher education seems to be an area for discussion. This paper is based on the fieldwork of research conducted in the context of the Hopes-MADAD project entitled “Elite Dialogue II- Dialogue with Syrian Refugees in Turkey through Syrian Academics and Students” in 2019. The main research subject is which types of vulnerabilities Syrian university students face, and how they can integrate into society in Turkey. New approaches and definitions are needed to touch the actual needs of the refugees to be actively involved into society. Nevertheless, research on the higher education practices of vulnerable groups in general, and of Syrian students in particular, is largely missing.

As a means of illustrating the central albeit conflicted place that issues of authenticity occupy in the French Caribbean, Chapter 3 examines Guadeloupean Maryse Condé’s canonical novel, Traversée de la Mangrove (1989). Consideration of the somewhat heated discussion of Caribbean authenticity prompted by Patrick Chamoiseau’s public reading of Condé’s novel, in evidencing the authors’ stark differences of opinion on the matter, also serves to further inform the fundamentally identitarian dilemmas surrounding the construction of French-Caribbean expression. Subsequent close textual analysis of Traversée de la Mangrove on two distinct architextual and architectural levels illustrates how issues of authenticity are divulged and addressed in the text. Additional consideration of the novel’s architextual properties—in particular with respect to Haitian Jacques Roumain’s Gouverneurs de la Rosée (1944)—leads, in conclusion, to an examination of the architectural significance of the house that Condé’s main character inhabits and in which he undertakes the (metatextual) project of writing a novel entitled Traversée de la Mangrove.

Abstract Studying subnational public opinion is often impeded by the limited sample size of survey data. This chapter provides an overview of the issues and methodology involved in estimating public opinion of geographical areas and an introduction of the Bayesian spatial methods. The work focuses in particular on the Bayesian kriging model, which provides a cohesive framework for incorporating different information and for measuring area-level public opinion. The chapter introduces its technical details and related advantages. It then illustrates the method through an example of constituency ideology and concludes with views on the importance of applying various methods to appropriate situations.

The relation between public and forest changes during the time. Public opinion and interests has considerable influence on decision making regarding forestry. Half of Lithuania’s forests (circa 1.1 mill. ha) has state forest status and are managed by state forest enterprises (SFEs) under confidence rights. One of the most important strategic aims for SFEs is to meet public needs. Yet, public opinion and forestry facts mismatches. Therefore, this study aims to analyse prevailing opinion on forestry practices in state forests managed by Kaišiadorių SFE that are located in Kaišiadoriai municipality. The sociological survey methodology was applied that was conducted involving respondents representing inhabitants over 18th years old. Data was analysed by conducting frequency analysis. Results showed incorrect public opinion concerning with increase of forest coverage, sustainable cutting intensity and increasing environmental consideration. According to opinion of the respondents, the quality of the forests, afforestation and forest sanitary was well improved by Kaišiadorių SFE. It was determined the demand to develop more recreation infrastructure objects in Kaišiadorys municipality forests. The comparison between surveys conducted in 2007 and 2014 showed increasing amount of public that was quite well informed on forestry issues. Also, it determined changes in information sources concerning forestry. Results of the research stressed the necessity of the long-term strategy for the information dissemination.

Over the last couple of years, artificial intelligence (AI)—namely machine learning algorithms—has rapidly entered our daily lives. Applications can be found in medicine, law, finance, production, education, mobility, and entertainment. To achieve this, a large amount of research has been undertaken, to optimize algorithms that by learning from data are able to process natural language, recognize objects through computer vision, interact with their environment with the help of robotics, or take autonomous decisions without the help of human input. With that, AI is acquiring core human capabilities raising the question of the impact of AI use on our society and its individuals. To form a basis for addressing those questions, it is crucial to investigate the public perception of artificial intelligence. This area of research is however often overlooked as with the fast development of AI technologies demands and wishes of individuals are often neglected. To counteract this, our study focuses on the public's perception, attitudes, and trust towards artificial intelligence. To that end, we followed a two-step research approach. We first conducted semi-structured interviews which laid the foundation for an online questionnaire. Building upon the interviews, we designed an online questionnaire (N=124) in which in addition to user diversity factors such as belief in a dangerous world, sensitivity to threat, and technology optimism, we asked respondents to rate prejudices, myths, risks, and chances about AI. Our results show that in general respondents view AI as a tool that can act independently, adapt, and help them in their daily lives. With that being said, respondents also indicate that they are not able to understand the underlying mechanisms of AI, and with this doubt, the maturity of the technology, leading to privacy concerns, fear of misuse, and security issues. While respondents are willing to use AI nevertheless, they are less willing to place their trust in the technology. From a user diversity point of view, we found, that both trust and use intention are correlated to the belief in a dangerous world and technology optimism. In summary, our research shows that while respondents are willing to use AI in their everyday lives, still some concerns remain that can impact their trust in the technology. Further research should explore the mediation of concerns to include them in a responsible development process that ensures a positive impact of AI on individuals' lives and our society.

The terms influencer and influencer marketing are relatively new. However, they have raised research issues and gained a lot of attention in various research areas, ranging from social psychology, information and communication technology to marketing. Nevertheless, the impact of influencers on the adoption of new products and services, brand awareness and brand recognition is undeniable. Despite the impressive growth and popularity of influencers and influencer marketing in general, there is a lack of academic and practitioner research on the impact influencers have on the formation of public opinion. This study attempts to provide better insight and understanding of this subject as well as to represent a stepping stone for future research in this area. The theoretical starting points of this paper accentuate the knowledge based on influencers and influencer marketing, the formation of public opinion and the role of media in the formation of public opinion. The main objective of this paper is to determine the impact of influencers and influencer marketing on the formation of public opinion on everyday topics among a sample of 142 students from University North in Croatia from May to July 2022. The paper examines the differences in students' perception of influencers and influencer marketing on the formation of public opinion with regard to gender, age, level of study and type of study. The obtained results indicate that there is a statistically significant difference in the surveyed students about the influence of influencers and influencer marketing on the formation of public opinion according to the level and type of study and provide new insights for marketing and media practitioners.

With the development of public awareness on environmental protection, especially after the Fukushima nuclear accident, the opposition to nuclear power due to NIMBY (not in my back yard) effect begins to hinder the rapid development of Chinese nuclear industry. For example, in recent years several large-scale mass incidents with appealing to stop the siting and construction of nuclear facilities in China have put related projects (including nuclear power plant and nuclear fuel cycle facility) into termination, resulting in certain financial loss and unnecessary social unstabilization, thus causing more and more concern from administrative authority, research institution and nuclear industry. To strengthen public acceptance on nuclear power, related enterprises such as CGN and CNNC have made great efforts in information disclosure to eliminate mysterious feelings towards nuclear power and expect to build new impression as clean energy. Domestic institutions and universities carry out plenty of work on methods to help public correctly perceive nuclear risk and present strategies for effective public communication. Administrative authority also issued detailed guidance on public communication required to be fulfilled during plant’s siting phase, which provided explicit provisions on the responsibility and job content of different entities. Here we will take one public communication practice of one nuclear power project located in south Zhejiang region as an example. In this scenario, we face more difficulty than other projects, such as doubt from local government, complexity of public types, and large amount of stakeholders. In this paper, we will make summary on endeavors to improve public acceptance, such as large amount of NPP visits, comprehensive scientific popularization, direct communication with stakeholders and integration development between local society and nuclear industry. And we will discuss the feasibility of innovative practice, combining several similar tasks needed in different subjects, such as environmental impact assessment and social stabilization assessment, to fulfill at once. To achieve this goal, we design specific questionnaire and use it to survey the opinion of more than 800 people in the fairly large region across different provinces, covering 30km radius area of site, which gains satisfactory results. By comparing outcomes of opinion surveys carried out before and after the practice, we will put forward to the considerable effect of public communication in improving public acceptance to nuclear power, and analysis the pros and cons of this example. Moreover, we also expect the good experience in practice can be promoted to overall processes of nuclear power plant, including siting, construction, commission and life extension, helping nuclear power gain more public acceptance.

Public administration and the services it provides have an important role in the lives of citizens. People use these services to solve various problems, and the interaction that people have with public servants can influence their opinion about the performance and quality of these services. The aim of the paper was to identify the factors that influence the perception of citizens from the city of Brasov about the public services for registration of persons and marital status, in order to improve them and make them more efficient. In order to fulfil the purpose of the paper, we established a series of objectives, such as identifying the citizens� level of satisfaction with the public services of Brasov County, as well as identifying the difficulties that citizens face when they use public services. In order to conduct the research we used a quantitative method and we applied an online questionnaire to 793 beneficiaries of public services from Brasov county, in the period between 15 November 2020 - 15 December 2020. The main findings of the research revealed that citizens of Brasov County have a positive opinion about the public services they have access to, their level of satisfaction being high, and that factors such as age and material wealth can influence their satisfaction with the public services. Hence, the research showed satisfaction with the public services increases with age, and that people from the urban area are more satisfied with the services than people from the rural area.

In my contribution, I focused on issues that are directly related to tax fraud, tax evasion and tax avoidance. The area can be described as an abuse of the tax system, which in its opinion is a real reflection of the behaviours of tax subjects in a specific tax practice. As a result of this procedure, the tax revenues of public budgets are reduced, as the collection of taxes decreases from year to year compared to the estimates of the tax administration in most EU Member States. Tax evasion due to fraudulent practices causes economic damage to individual states.

Background: One of the main characteristics of the Ukrainian religious field is conflict between two large Orthodox Churches – Ukrainian Orthodox Church (UOC) and Orthodox Church of Ukraine (OCU). These Churches embrace most part of orthodox population and it makes their conflict potentially dangerous for society. The Russian invasion February 24, 2022 makes many problems for UOC because it is considered to be part of state-depending Russian Orthodox Church. As a result, many believers turned their backs on this church, and the state changed its politics toward it rather harshly. But the extent of the changes in belonging to this church remains uncertain and requires assessment. Purpose: To assess the changes in mass self-identification with Ukrainian Orthodox Church in condition of Russia-Ukraine war. Methods: The analysis of statistical data of the moving of religious community in Ukrainian religious field and analysis of data of confessional identification in national representative public opinion polls. Results: Data of public opinion polls show that on the level of identification with the UOC a significant impact was made by large-scale Russian invasion on February 24, 2022 only. Only in the polls in 2022 there was a significant decrease in the corresponding figure. However, the level of such identification has remained stable even in the situations of the Russian aggression of 2014-2021. Conclusion: Data of public opinion polls show that the large-scale Russian invasion of 2022 has significantly influenced the adherence to and the orientation of the UOC. But at the same time, assessments of such changes, which are making on the confessional identification in these surveys, may be somewhat overstated, and they should be treated with great caution, especially if you base on them a politics in such dangerous area as religion. The UOC has been facing powerful challenges for many years. These challenges have dramatically increased since February 24, 2022, but even now this Church has shown considerable sustainability and the issue of halting of its functioning remains quite conflict-prone, while the benefits from its closing seem rather doubtful. National Open University of Nigeria’s (NOUN’s) open courseware has been adjudged a source of dependable open educational resources for students and instructors within and outside the ambit of open and distance learning institutions across Africa and beyond. The development of instructional videos, produced by professionals in every subject area in NOUN has significantly added value to open learning resources. Opening the instructional videos to unrestricted access particularly through social media has been a subject of debate considering the public request and the university’s need to protect the integrity of the videos. Although social media, especially YouTube, house both open and restricted access instructional videos, doubtful sources and questionable contents have made its adoption for open universal education a prolonged challenge. This work surveyed public opinion within and outside Nigeria on how social media could enhance the openness of NOUN’s instructional videos and boost the users’ trust in the contents on social media. Hinging the discussion on Uses and Gratification theoretical analysis, transporting NOUN’s instructional videos to social media was adjudged a welcome development. Substantial empirical deductions from public perceptions of the idea affirmed that the practice would lubricate the public’s interest and confidence in open and distance education.

Early child development is related to early education, health, nutrition, and psychosocial development; therefore, the holistic concept of early approach combines elements from the area of stimulation of the child, health, nutrition, speech therapy, psychological counselling, physical development support, etc. The need for the development of integrated early education services and their extension to the area of 0-3 years are priorities of the European strategies assumed through a complex of educational policy measures, having as a priority the development of quality early education services for the benefit of all prerequisites for lowering the schooling rate (Strategy for early childhood education, Strategy for parental education, Strategy for reducing early school leaving in Romania, Study on the evaluation of public policies in the field of early childhood education - Saber Early Childhood). In this context of the development of early childhood education, numerous inequalities are identified in the implementation of European and national strategies and programs in the development of early childhood education services, supported by economic, political, social factors, etc. In order to make them compatible at European level, we consider it necessary to support training and development programs for staff providing educational services in early childhood education institutions. The purpose of this study is to acknowledge the opinion of the bodies with attributions in the pre-kindergarten and preschool education in Romania, as well as of the civil society and public opinion, as a prerequisite for identifying school policy measures and developing programs for training the teaching staff so as to be able to provide educational services in early childhood education (representatives responsible for early childhood education in school inspectorates and Houses of the Teaching Staff, teaching staff in preschool educational institutions, representatives of the Ministry of Labour and Social Protection, representatives of the Social Assistance Directorate, managers of nursery schools, representatives of NGOs and other categories of organizations with experience in the field, parents and interested representatives of the civil society and public opinion). The present study is a qualitative research based on the focus-group method, but also a quantitative research by using the questionnaire-based survey, being carried out on a representative sample of 100 persons (2 focus-group of 25 persons, respectively 50 persons involved in the survey-based questionnaire). The conclusions of this study highlight the need to restructure the system of early childhood education in Romania through interventions at the legislative level and ensure a unitary system of policy and intervention in early childhood education. Also, we believe it is imperative to reorganize the training system of the human resource, by developing complementary competences of the teaching staff, adapted to the training needs of the early childhood population, ensuring a valuable inclusive and integrated intervention.

As the measurement of public opinion and attitudes toward gender issues has gained increasing attention in gender policy and research, the accurate design, implementation, and analysis of survey data has become paramount. In this paper, we examine the impact of the gender of the interviewer on survey responses in Latin America and the Caribbean, both individually and in the aggregate, using data from the LAPOP surveys (2012-2018). We also present a formal model that illustrates how the gender of the interviewer may influence responses and derive an optimal adjustment in survey design and analysis to account for this bias. Our findings highlight the substantial influence of social norms on gender opinions, revealing that respondents are more likely to overestimate men's abilities in politics relative to women's and to accept domestic violence when interviewed by men rather than women. Two key actions emerge as a corollary: survey firms should always provide the gender of the interviewer in their data, and researchers should adjust for this bias in their analysis. Without implementing these recommended practices, survey data may not accurately reflect what individuals in the region think about gender issues, potentially skewing behaviors and public policy.

This policy brief uses data from the 2014/2015 Latin American Public Opinion Project survey to examine attitudes toward intimate partner violence and child physical discipline in six Caribbean countries. Although Latin America has a reputation for a particularly macho culture, Caribbean adults were 10.8 percent more likely to tolerate a man beating his wife if she neglects the household chores and 5.7 percent more likely to if she is unfaithful. Characteristics of those who were more tolerant of intimate partner violence included being lower income, younger, resident of a rural area, and not completing secondary education. Similarly, those who say it is necessary to physically punish children in the Caribbean - and those who experienced physical punishment frequently themselves - were more prevalent than in Latin American countries. Experiencing frequent physical punishment during childhood was found to be a statistically significant correlate of male tolerance of intimate partner violence after controlling for other individual characteristics. Policy options to prevent intimate partner violence and childhood violence are examined.

This report is the outcome of an Inter-American Development Bank (IDB)regional public good (RPG) that different Latin American and Caribbean countries helped to create by identifying the information they needed to perfect the decision-making process on matters of trade and integration. The mechanism that the IDB foresaw is a three-way process, in which decisions are made in partnership with technical institutions and countries, which share their experience and knowledge of social demands. In this case, the countries of the region played a key role in designing an opinion poll on trade and integration, the results of which we compare with national statistical indicators. This was made possible by the strategic partnership between the Institute for the Integration of Latin America and the Caribbean (IDB/INTAL), part of the Integration and Trade Sector, and Latinobarómetro, marking the start of the dialogue between two databases with very specific features. The first of these is the highly complete information on trade and integration that INTAL has acquired over its 51-year history. The second, the public perceptions that Latinobarómetro, a pioneering public opinion poll, has been measuring in the region for over two decades. Cross-referencing the results of over 20,000 exclusive surveys that were carried out in 18 Latin American countries with national statistics has helped create a powerful tool for designing integration and trade strategies. Comparing citizens' opinions and national statistics allows researchers to find correlations and asymmetries between public perceptions and the region's actual performance, thus contributing to improving planning and impact assessment in public policy design. We believe that integration processes should reflect both dimensions: they must not overlook classic indicators but they also need to include the voice of the people of Latin America, which is an essential part of any regional strategy seeking to construct a form of governance that is underpinned by the demands of society.

This document analyzes the results of a Web-based survey conducted by the Research Department to assess how the IDB is viewed by political and corporate leaders in the region. The questionnaire included 31 questions that compared the IDB to the IMF, World Bank, CAF, BCIE and CDB. The sample includes the responses of 336 representatives from the 26 Latin American and Caribbean IDB member countries. In general, the IDB has a better image than the other multilateral organizations in understanding development problems and contributing to their solutions. Its main comparative advantage is in the design of social service projects (education, health and social security). The IDB also is clearly perceived to outperform its peers in public sector modernization and infrastructure projects. The IDBs weakest areas are related to its efficiency (lengthy loan approvals) and efforts to help discipline macroeconomic and other policies. Respondents believe that all international organizations should expand their technical assistance and knowledge activities not tied to projects or loans. For the IDB, the survey results also assign a high priority to increasing projects in social areas.

Tracking progress towards the Sustainable Development Goals (SDGs) is critical to evaluate how far the water and sanitation sector is from achieving these targets, and to guarantee that the solutions and strategies implemented get everyone closer to them. But this is not a simple task. To truly assess collective progress towards achieving SDG 6 (and all other goals), it is fundamental to count on standardized measures that help track all types of access, their reliability, and their quality. Existing data tend to lack comparability across sources and locations because they rely on different definitions and categories. Samples are often not representative of all groups within the population. More developed areas are more likely to collect data, which results in the overrepresentation of groups that enjoy better services. Still in some areas and for some categories of information data is not available at all. In response to these challenges, the Inter-American Development Bank (IDB) partnered with the Latin American Public Opinion Project (LAPOP) to gather nationally representative and comparable data in 18 countries in the region. The goal of this effort was to provide an initial outlook of the current landscape of water and sanitation services in the region, using two batteries of questions in the LAPOP questionnaire for the 2018-2019 wave. The main message that arises is that the Latin American and the Caribbean region faces a wide range of challenges, that vary both across and within countries. Some areas face the primary challenge of closing access gaps, while others display higher deficiency in service quality, such as continuity. The gaps in quality of services, in particular, are not clearly perceived by users. In general, levels of satisfaction with the services received is quite high among the population, much higher than warranted by the objective measures of service quality. This raises important issues for accountability in the sector. If users are mostly satisfied with the current state of affairs, it is unlikely they will pressure governments and utilities to improve service delivery. A more in-depth analysis is required to understand the reasons behind these opinions and possible ways to raise awareness.

We study individual preferences and public beliefs surrounding extractive industries in the Latin America and the Caribbean (LAC) region using a metaphor elicitation technique instead of standard stated self-reported questions. Combining qualitative one-on-one interviews in Guyana and Venezuela with national surveys in 12 LAC countries, we uncover deep metaphors and narratives shaping citizens views. The findings reveal key narratives centered around environmental, economic, and social impacts, as well as governance and local participation. Sentiment analysis indicates polarized opinions on extractive industries. The study highlights the importance of considering emotional and unconscious mental models in shaping individual preferences, which is often overlooked in traditional survey-based methodologies. Our findings could contribute to more nuanced policy interventions and conflict resolution strategies in the extractive sector. Broadly, alternative tools to stated preference surveys are valuable for researchers and policymakers to understand public sentiment across various issues and contexts.

Executive Summary of the evaluation that assesses the work done by the Inter-American Development Bank Group (IDBG) on public-private partnerships (PPPs) in infrastructure in Evaluation of Public-Private Partnerships in Infrastructure Latin America and the Caribbean (LAC). The evaluation comes at a unique time for IDBG given the recent merge-out of private sector operations into the Inter-American Investment Corporation. The change in strategic focus of the Multilateral Investment Fund, which used to have a PPP focus area, may also create new opportunities and challenges in terms of skills, organization, and coordination among different parts of the IDBG.
