The initial aim of this study was to learn if there was any diversity in ethnicity, sexual orientation, gender, or disability among public library board members. Through participant interviews, this study reports on member perceptions of diversity in the areas of member recruitment, qualifications, training, and length of term. Board members from four public libraries in Alberta and Saskatchewan were interviewed and the results were analyzed through the framework of critical race theory (CRT). Findings suggest that library boards lack diversity, particularly in finding, recruiting, and training members who are truly representative of their community. Cultural sensitivity and cross-cultural training are important for board members to connect with their communities.

Purpose – Public libraries can benefit from understanding the perspectives of various stakeholders leading to the development of measures for decision making and competing for funding as well as demonstrating accountability. The purpose of this paper is to examine library effectiveness from the perspective of multiple stakeholders from a list of indicators pertinent to today and to determine which are most important to a constituency of a single library and any differences among the various constituencies. Design/methodology/approach – A survey that listed indicators of effectiveness for a public library was given to four stakeholder groups of a city library: employees, library board, library foundation members, and the public. Findings – Of the 51 indicators, 39 comprised eight dimensions of effectiveness under the labels of: user experience, facility, digital collection, social media and board, community use, employees, administration, and collection management. The number of statistically significant differences was greatest between the library board and the public as well as the employees and the public. Originality/value – Indicators of public library effectiveness have not been updated for the twenty-first century.

SUMMARY On November 9, 2017, the Monitoring Group (MG) overseeing international auditing standards issued a request for comment on its consultation paper (CP), Strengthening the Governance and Oversight of the International Audit-Related Standard-Setting Boards in the Public Interest. The CP presents a broad array of proposals to reform and restructure the three current auditing standard-setting groups it oversees (International Accounting and Assurance Standards Board [IAASB], International Ethics Standards Board for Accountants [IESBA], and International Accounting Education Standards Board [IAESB]). The CP suggests combining the three boards into a single board, and solicited public comment on the following areas: (1) key areas of overall concern, (2) guiding principles, (3) options for reform of the standard-setting boards, (4) options for the Public Interest Oversight Board (PIOB), (5) role of the monitoring group, (6) administration, including Standard-Setting Board staff, (7) process considerations, and (8) funding. The comment period ended on February 9, 2018. This commentary summarizes the participating committee members' views on selected questions for respondents posed by the MG. The National Library Board (NLB) of Singapore is a centralized library system of some 40 libraries. It comprises one National Library, 23 public libraries and government department libraries including the Parliament Library and Supreme Court Library amongst others. As a publicly funded library system, the NLB has in the past 12 years successfully sought development funding from the government twice. The first was for S$1 billion to build new libraries and upgrade older ones from the period 1996 to 2005. The second was for a further S$100 million to design, build and provide digital library collections and services. This includes setting up knowledge platforms for sharing and collaborations. This article shares some of the learning points from the NLB's experience in negotiating for funds and support from stakeholders. The NLB's ability to convince its stakeholders of its relevance and importance has enabled rapid modernization and implementation of its two proposed roadmaps. The Library continues to serve the people of Singapore effectively in this knowledge age where users are mobile and connected with handheld devices, and always ready to communicate and collaborate with each other.

While it is essential that national library functions and services are carried out, within the English-speaking Caribbean these functions can be provided by extending the role of the country's main public library. A questionnaire was administered in 1994 to 14 public libraries and one national library in the region to ascertain if public libraries performed any national library functions and if so to assess how effectively, with a view to formulating proposals as to how best this dual role could be achieved. The survey, in which 13 libraries participated, revealed that a majority of the libraries did in fact act as de facto national libraries, performing many of the functions of traditional national libraries, though there were major deficiencies (e.g. only seven had legal deposit, and only four produced national bibliographies). A structure for a dual-function Public/National Library is proposed, with three functional divisions (Public Library Services, Technical Services, and National Heritage) and a powerful National Library Services Board.

This study examined available library network security measures as determinants of archives preservation in public libraries in Rivers state. The descriptive survey design was adopted for this study. The target population of the study comprised 514 library staff drawn from Rivers State library board and staff from Jubilee library Port Harcourt. The sample size for this study was 399 library staff comprising 227 staff from Rivers state library board and 172 library staff from Jubilee library Port Harcourt. An instrument titled library network security measures for archives preservation questionnaire was used for data collection. Face validity of the instrument was ensured by three experts. The instrument consists of 10 items of 2 sections. The instrument yielded reliability coefficients of 0.79 with the use of Cronbach Alpha reliability method. The findings indicated that, among other things, encryption technologies such as firewall protection and secure logins are part of the library’s network security measures that are employed to preserve archives in public libraries in Rivers state, Nigeria. Based on the findings, it can be concluded that public libraries in Rivers state are not lacking security features that would help preserve archives via a networked security system. However, the security measures were not effectively employed because staff members’ security training was not sufficiently available. As a result, it was recommended that more training in security should be provided to staff in all of the public libraries in Rivers state.

The setting for this study was the J.A. Turner Professional Library which is the central corporate Professional Library for the Peel Board of Education which is the largest Public School Board in Canada. The library also provides library services for educators in graduate programs at Brock University, the Ontario Institute for Studies in Education, York University, and the Faculty of Education University of Toronto to support their professional development and continuing education needs. The focus for the study were the Peel and Brock consumer groups so as to allow for comparisons. The purpose of this study was to evaluate the services and resources of theJ.A. Turner Professional Library by ascertaining the views and opinions of two consumer groups of the Professional Library at the Peel Board of Education. The author initiated the evaluation for several reasons including: her belief that the library as a service component of the organization must ensure that it's objectives fit the organizational culture and as the Peel Board was committed to organizational renewal i.e., strategic planning so was the library. The sample consisted of library users drawn from two consumer groups of which there were 127 Peel and 50 Brock users, and 32 Peel and three Brock stakeholders. The data collection consisted of a self-reporting questionnaire and selected interviews. For the purpose of analysis the responses were divided into the following two groups Peel Board of Education and Brock users. The results indicate that there is a high level of support for the J.A. Turner Professional Library. The interviews provided future directions for the development of the J .A.Turner Professional Library. The study closes with a series of recommendations to enhance the operation of the J.A. Turner Professional Library within the organizational context of the Peel Board of Education.

In 2015, the National Library Board (NLB) Singapore was invited to participate in a project to set up two public libraries of about 1500 sq m each, within a larger public library of 67,000 sq m in the Tianjin Eco City. This was the first time NLB had the opportunity to plan two libraries concurrently within a larger library, from conceptualisation to delivering the final product of two working libraries. The libraries were completed and opened in September 2018. This article describes the journey, opportunities, challenges and lessons learnt.

Singapore has been taking various steps to develop its information resources since the publication of the Library 2000 report in 1994, which was preceded by the IT2000 plan in 1991. Libraries have been officially recognized as an integral part of the country's information infrastructure. A National Library Board was set up in 1996, to develop national and public library services and to spearhead collaboration with other government agencies in promoting access to information. A clearer distinction is being made between National Library services and public library services, both of which have been provided by the National Library. A National Reference and Information Service will include a National Reference Library, a Singapore Resource Library, and a Multimedia Information Centre. The public library system will be restructured to include five regional libraries, to serve the educational, informational, recreational and business needs of each region; 18 community libraries, catering primarily for the residents of Housing Development Board towns; and around 100 neighbourhood libraries, situated in HDB flats and currently aimed at children below the age of ten. Efforts are being made to coordinate national collection strategy, to orient services to markets and to create links with business and the community. The recognition of technology as a key enabler has led to several major initiatives. It is also recognized that technologically adept and information-oriented librarians are needed, and educational programmes to produce them are being developed, as well as short term recruitment and training activities. Research in library and information science is also encouraged. The Library 2000 initiative is part of a wider picture of fostering the cultural and intellectual capital of Singapore.

Abstract Objective – This study aimed to explore the well-established link between public library funding and activity, specifically to what extent socioeconomic factors could explain the correlation. Methods – State-level data from the Massachusetts Board of Library Commissioners were analyzed for 280 public libraries using two linear regression models. These public libraries were matched with socioeconomic data for their communities. Results – Confirming prior research, a library’s municipal funding correlated strongly with its direct circulation. In terms of library outputs, the municipal funding appeared to represent a library’s staffing and number of annual visitations. For socioeconomic factors, the strongest predictor of a library’s municipal appropriation was its “number of educated residents.” Other socioeconomic factors were far less important. Conclusion – Although education correlated strongly with library activity, variation within the data suggests that public libraries are idiosyncratic and that their funding is not dictated exclusively by the community’s socioeconomic profile. Library administrators and advocates can examine what libraries of similar socioeconomic profiles do to receive additional municipal funding.

This public policy agenda can not be implemented entirely, whereas library and archival development is implemented with the aim of raising awareness, willingness of reading interest for every individual, public, institution and school. In order to realize the highest degree of community education systematically and sustainably as a mandate of the opening of the 1945 Constitution is to educate the life of the nation.The research was conducted at the Library and Archive Board (BPA) Pekanbaru City. Population and sample in this research is State Civil Apparatus that served in Library and Archives of Pekanbaru. The sampling technique used is simple random sampling (simple random). The number of civil servants 36 and daily personnel are 41 persons.From research activities conducted known that the Library and Archives (BPA) Pekanbaru comes as one of the seriousness of the Government of Pekanbaru City in the intellectual life of the nation. BPA Pekanbaru has the task to provide the best service in the field of library and filing. Website managed to be one source and delivery of information BPA Pekanbaru City. Then the BPA is good enough to implement the policies that have been made. This study investigated sustainable practices of environmental management in the preservation of archives in public libraries in Rivers state. Two objectives and its corresponding research questions and hypotheses guided this study. The descriptive survey design was adopted for this study. The population of interest in this study was 514 library staff from the Rivers state library board and staff from the Jubilee library in Port Harcourt. The sample size of this study was 399 library staff, of which 227 were from the board of the Rivers state library and 172 were from the Port Harcourt branch of the Jubilee library. The sample size was calculated by Taro Yamane's formula, and a two-stage sampling method was employed to select the sample size. Stratified and simple random samplings were used in the process. A self-structured instrument titled sustainable practices of environmental management in the preservation of records questionnaire was employed for data collection. Face and content validation was ensured by three experts. The instrument yielded reliability coefficients of 0.81 with the use of Cronbach Alpha reliability method. Mean and Standard Deviation were used in answering research questions while z-test was used for the inferential statistics. The findings revealed that Sustainable practices for environmental management in public libraries in Rivers state include using acid-free folders, having large sculptures shielded from elements, and having the archives environment protected from flooding. Microforms are not used to shield delicate unpublished documents and artworks are not stored in enclosures made of acrylic plexiglass. It was concluded and recommended that archivists in the libraries should e supported by the government to employ sustainable practices such as microforms, acrylic plexiglass, ultraviolet filtering windows and low-velocity vacuum systems to protect both unpublished and published materials from degradation.

Service delivery in libraries is all the activities that librarians engage with in providing information resources that are available to the questions and queries of the users and to meet their information needs. However poor service delivery appears to be rampant in public libraries this can be as a result of poor ICT competence on service delivery. This study therefore investigated the influence of ICT application on service delivery. The study adopted survey research design. The population of the study comprised 319 library personnel from public library board in South-South, Nigeria. The questionnaire was the main data collection instrument and data analysis was done using simple frequency count and percentages. Findings revealed that ICT competence had significant influence on service delivery by library personnel in public libraries in South-South, Nigeria (Adj.R2 = 0.606, F(3, 255) = 131.880, p < 0.05). ICT skill R2=0.550, t(252)= 5.673, p < 0.05) had significant influence on service delivery in public libraries in South-South Nigeria. The study concluded that ICT application improved service delivery of library personnel in public libraries in South-South, Nigeria. The study recommended library management should formulate invest in the training and retraining of librarians in public libraries in South-South, Nigeria.

I work three days a week for the North York Public Library Board: one day at the Central Library’s Literature and Fine Arts Department, and two at the York Woods Library, a regional branch with high immigrant use. As a part-time librarian and as an artist focussing on the more traditional aspects of art, drawing and painting, I usually leave library thoughts at the library door. If anything, it’s the patrons themselves who have inspired my art. However, the Fine Arts collection at the Central Library provides me with resource materials to observe and connect what artists in the past have done to what I seek to do now.

The documents stored on the site can be browsed, searched, printed, downloaded, and emailed.These unique primary source materials support research in international studies, global affairs, history, political science, sociology, security studies, peace studies, law, public policy, environmental studies, and anthropology. Specific topics include borders and migration, human rights violations, peacekeeping, climate change, terrorism, revolutions, and human trafficking. AbstractBackgroundThere is a need to reduce the variation in organisational performance across the NHS for which boards hold ultimate responsibility. By exploring how boards can add value, we hope that this research will benefit patients and improve service efficiency and effectiveness.ObjectivesWe know that there are knowledge gaps in relation to the composition and characteristics of effective boards in the NHS, their impact and the range of tools and techniques available for developing effective boards. This realist synthesis study, therefore, aims to add to existing knowledge by (1) providing a theoretical contribution to board governance and relating it to the NHS context, (2) offering fresh insights into effective board composition, structures, processes and behaviours in the NHS, (3) furthering an understanding of how NHS boards can affect organisational performance and (4) summarising and analysing the range of board assessment tools and development interventions available for the NHS.MethodThe study adopted a realist approach to an evidence synthesis of a diffuse literature. In line with realist review principles, we tested, honed and refined the research questions and emerging findings with a joint expert advisory and stakeholder group of 23 people. A search was conducted across relevant library and external sources including ABI/INFORM® (ProQuest, Ann Arbor, MI, USA), SciVerse® ScienceDirect® (Elsevier, Amsterdam, the Netherlands), MEDLINE, EMBASE and the Social Science Research Network, from 1968 to 2011. A total of 618 general articles, 209 health-care-related articles, 252 textbooks and 54 reports were identified.ResultsFrameworks that have developed from theory and from practice were categorised into the three elements of composition (board structure), focus (what the board does) and dynamics (the behavioural dimension), and the potential conjunction between board theories and practices was explored. We found some important distinguishing characteristics in the public, non-profit and health-care sectors. In relation to the impact of boards on organisational performance, the importance of contingency factors was highlighted and there is positive empirical support for the role of physicians on the board. Other than self-reports, we could not find any significant studies on the impact of board development on board effectiveness.LimitationsThe study is dependent on the diverse nature of the sources of evidence and the relative infancy of the realist synthesis method. The literature is fragmented, equivocal and, at times, contradictory. We believe, nevertheless, that the study offers insights in terms of developing middle-range theories for effective health-care boards.ConclusionsWe found no simple theory about how boards should operate. The use of certain models for boards may be more appropriate than others, depending on what the priority is in terms of organisation outcome. We have identified some important distinguishing characteristics in the public and non-profit sectors. On the whole, evidence lends some further support for a theory about the dynamics of an effective board in relation to high challenge, high trust and high engagement, modified in the light of our developing understanding about the linkages between different contexts and desired outcomes. We identified five areas in which board development approaches should be more focused. We suggest three main areas for further research: the composition of NHS boards, the conditions under which health-care boards are able to exert a sustained focus on clinical quality and an evaluation of the impact of board development activities on organisational performance.FundingThe National Institute for Health Research Health Services and Delivery Research programme.

ABSTRACT Esther J. Walls (1926–2008) was a Black librarian born in Mason City, Iowa, who sought social justice in her home state before making her belief in equity and literacy the touchstone of her significant career. Walls worked at the New York Public Library and other important institutions, including appointments to prominent organizations’ committees and boards that recognized her deep knowledge and commitment to service. While earning her master’s degree in library science from Columbia University in 1951 and for years afterward, Walls brought Black culture into the Harlem Branch library and brought the library and its resources into the Harlem community, a then-radical act of information-sharing. New technologies and artifacts from her travels to Africa formed the basis for programs and community conversations. In 1963 she led an American Library Association (ALA) Young Adult Services Division (YASD, now YALSA) committee that created African Encounter: A Selected Bibliography of Books, Films, and Other Materials for Promoting an Understanding of Africa Among Young Adults. Her distinguished career included appointments as director of the US Secretariat to promote UNESCO’s International Year of the Book in 1972 and, in the early 1990s, an appointment to the advisory board for the Center for the Book at the Library of Congress.

The study investigates the impact of promotional tools on marketing of library services. The study explores the relationship between promotional tools constructs: personal selling, sales promotion, public relations and advertising on marketing of library services among selected Polytechnics in Ghana. With the aid of SPSS, the following statistical method were employed: supporting literature for measurement scales, values of cranach’s alpha for construct values, descending means of constructs, skewness and kurtosis on the constructs, correlations and regression analyses on a sample of 402 obtained through convenience sampling method. The study revealed that, all the constructs of the promotional tools thus personal selling, sales promotion, public relations and advertising have significant positive relationship with marketing of library services. The study suggests that the professional training of library staff should include courses such as personal selling, sales promotion, public relations and advertising. . Library staff should be trained and develop skills on how to handle users request and establish a good personal relationship with users of the library. Library staff should be oriented on the procedures to handle complaints and find lasting sloutions to them. Users should be updated with the list of new databases, online services and new journals via notice board, leaflets and newsletters as well as the institutional websites. Library staff should collaborate with professional markerters on the application of the marketing mix in the promotion of their services. English summaries are published as they are translated by authors and included in the final version of defended MScPH. Macedonian Medical Master of Science theses are deposited in the Central Medical Library and National and University Library “St. Kliment Ohridski” in Skopje.At the Faculty of Medicine in Skopje 17 MSc theses in Public Health there were defended in 2012, five of them are not deposited in the Central Medical Library. All deposited MScPH have abstracts in Macedonian and English language, with key words, mentors and co mentors. Editorial Board does not take any responsibility either for the content, nor the quality of the abstracts. Primary responsibility for the quality of the MSc theses belongs to the mentors, to the institutions they are representing, and to the Vice-Dean of science. This article examines the impact of the COVID-19 pandemic on computer and Internet access services in Canadian public libraries as well as the implications of this lack of access for people facing socioeconomic barriers, and how Canadian public libraries could address digital divide issues in the post-pandemic era. Recommendations on future pandemic preparedness for public libraries are also discussed in this article. This research project conducted a bilingual (English and French) online survey targeting public library technicians, librarians, and library board members across Canada. From 1,631 research invitation emails sent to public library staff across Canada and three Facebook posts on Canadian public library staff groups, over a one-year period from November 3, 2021, to November 6, 2022. 226 individuals participated in the online survey questionnaire. Findings suggest that the COVID-19 pandemic has exacerbated social inequalities in Canada, including access to computers and the Internet. The digital divide could lead to poor health outcomes and put existing disadvantaged populations at greater risk in terms of future employment opportunities. The digital divide needs to be addressed so that Canadians in low-income households and those living with disabilities do not get left behind. Importantly, public libraries in Canada have been working tirelessly to equalize access to computers, the Internet, and digital literacy training and support. Their determination, social responsibility, and professional ethics need to be acknowledged. Finally, this article's recommendations for future pandemic preparedness in Canadian public libraries may also be applicable and beneficial to public libraries globally.

Public archives in east and southern Africa are functioning in a competitive information environment. Institutions such as libraries and museums also offer information, but fewer people utilise public archives. More effort is required to make archives a part of the daily lives of citizens in east and southern Africa. This study sought to explore whether or not public archives should collaborate with other information providers in their mission to increase social interaction with the archives. Directors of National Archives, archivists and members of the East and Southern Africa Regional Branch of the International Council on Archives (ESARBICA) Board were invited to shed light on their experiences and views regarding collaboration in outreach initiatives. The directors completed a questionnaire, while the archivists and board members participated in face-to-face interviews. Country reports from the different ESARBICA member states were also reviewed. The findings indicate that collaboration in outreach initiatives took place to a certain extent, but libraries and museums were rarely part of this. This paper recommends that public archives play a stronger role in collaborative efforts to improve their visibility and widen their outreach to the public in east and southern Africa. The findings provide an overview on collaborative outreach projects from the perspective of selected archivists from this region, and therefore cannot be generalised to represent the common views of this entire region.

The purpose of the article is to highlight the contribution of the Mordovsky family to the development of library space of Yekaterinoslav province. Research methods: system-structural, analytical-synthetic, comparative.Main results. The Mordovsky family left a remarkable trace in cultural and public life of Yekaterinoslav province. Individual representatives of the family, which had different occupations, were united bycooperation with library centers. The life path of a zemstvo leader and a member of Yekaterinoslav Town Duma P. G. Mordovsky was closely connected with the library board, and his achievements in the field of library business contributed to the enhancement of librariesʼ status. Experience and contribution of G. P. Mordovska to the development of the Town Public Library at the beginning of the 20th century was significant, namely, an active participation in library reorganization. P. F. Mordovsky, an agrarian, known for his productive activity at Novomoskovsk association of village farmers, was responsible for the specialized library and its replenishment at the end of the 19th century. In this field he manifested himself as a professional librarian dealing with issues on the library's replenishment and book loaning to the members of the centre.Conclusions. The place and role of zemstvo and public leaders from the Mordovsky family in cultural space of the region are determined. The description of lives of individual members of the Mordovsky family helps create a broad ethnographic circle.Practical meaning. It is recommended for scholars for in-depth study of historical and library lore studies.The scientific novelty is the discovery by the author of previously unexplored materials about the activities of individual personalities of Yekaterinoslav intelligentsia.Type of article: descriptive.

Purpose – The purpose of this paper is to highlight work with older people being undertaken by public libraries. Design/methodology/approach – The paper draws on responses from libraries working with older people, outlining their approaches, and also on the report, “Library services for older people – good practice guide”. Findings – There is a large and varied programme of work being delivered by public libraries and their partner organisations. However, much of it is “under the radar”, so, when spending cuts are made, the knock-on effects are often not recognised. Practical implications – Highlights examples of work that other library services could replicate. Also highlights work that potential partner organisations may not know about, and therefore can use this paper as a “way in” to libraries. Stresses the importance of recognising the wide range of people under the umbrella term, “older people”. Social implications – This paper aims to draw attention to a key area of work which may not be well known outside libraries themselves, with the potential to bring other partners and funders on board. Originality/value – The paper draws together examples of different initiatives developed by public libraries, all of which have an enormous impact on the older people (and their families) involved.

This study explored renewable energy facility and green building practices for improved archives preservation in public libraries in Rivers state. Two objectives, composed of research questions and hypotheses, were the basis for this study. A descriptive survey design was used for the study, with a target population of 514 library staff from both Rivers State Library Board (RSLB) and Jubilee Library Port Harcourt (JLP). With the help of Taro Yamane's sample size determination formula, 399 sample members were chosen using both stratified and random sampling techniques (227 staff from RSLB and 172 from JLP). The data collection instrument used was a self-made questionnaire titled ‘Renewable Energy and Green Building for Public Library Archives Preservation’; its face- and content-validity was approved by three experts. Cronbach Alpha reliability estimation yielded a reliability coefficient of 0.78 for this instrument. Mean and Standard Deviation were employed to answer the research questions, while z-test was used to conduct the inferential statistics. The findings revealed that Rivers state libraries can preserve archives with renewable energy and green building practices, such as solar power, passive ventilation, native landscaping, water-efficient fixtures and regulated humidity. Based on the findings, it can be concluded and recommended that incorporating renewable energy into green building practices can significantly preserve archives in public libraries. More so, public libraries in Rivers state should collaborate with the Ministry of Culture and Tourism to replace fossil fuels with renewable energy sources (e.g., solar, batteries, wind turbines) to improve archives preservation.

The Library Quarterly, 89(2), 156-172. https://doi.org/10.1086/702203 Abstract Objective – To explore how librarian attitudes regarding intellectual freedom and demographic factors influence collection development decisions. Design – Online survey. Setting – Public libraries in the Midwestern United States. Subjects – 645 collection development library professionals employed in public libraries. Methods – An electronic survey was distributed to 3,018 public library directors in nine Midwestern states and completed by the library professional primarily responsible for collection development (Oltmann, 2019, p. 6). The survey had a 21.37% response rate. The survey focused on intellectual freedom in the management of collections and probed the participants for their experiences and influences in making collection development decisions. The survey also asked participants to make hypothetical purchasing and holdings decisions for library materials based on a short description of the material. Main Results – Participants indicated that they used a variety of different tools for the selection of materials including patron requests. Of the participants, 45.7% indicated that their library had a policy, practice, or metric to assess the balance of their collections, while 54.3% indicated that their libraries did not have policy or method in place for ensuring that their collection was balanced. Of the respondents, 73.4% felt that local community values should be considered in collection development decision, but 62.3% said that this should not be the most important factor in decisions. Overall, the political leaning of the community did not have an impact on participants’ alignment with the ALA's stances on intellectual freedom. Most respondents (73.4%) felt that government library funding bodies should have an influence over collection development decisions. Some respondents indicated they felt internal pressure from other library staff or the library board to purchase particular materials (28.1%) or relocate materials (14.1%). Respondents also indicated that they felt external pressure from their communities to purchase (32%) or restrict or withdraw (19.1%) materials. In the hypothetical purchasing scenario, most librarians indicated that they would purchase the majority of items. Some participants (39.8%) felt tension between their personal and professional views on intellectual freedom. Conclusion – The first part of this article found that holding an MLS degree had a significant impact on participants' stance on intellectual freedom and alignment with the American Library Association (ALA) principles. This part indicated that they also felt greater pressure to withdraw, acquire, and manage particular materials in their collections and felt more tension between their personal and professional stances on intellectual freedom. Age, gender, duration of work, and community political affiliations significantly impacted only some of the participants' responses. Overall, there was general support for intellectual freedom and alignment with the ALA principles; however, 40% of respondents indicated tension between their personal and professional beliefs about intellectual freedom.

The article is devoted to the memories of the talented work of Eduard Rubenovich Sukiasyan (1937—2021) — the greatest library scientist in Russia, one of the developers and later Editor-in-Chief of the Library Bibliographic Classification (LBC). The author traces his professional path as prominent theorist and practitioner of librarianship. The article presents information about the work of E.R. Sukiasyan in the V.I. Lenin State Library of the USSR (now the Russian State Library, RSL), as well as the compiler and member of the Editorial Board of the “Dictionary of Library Terms”. The author considers his contribution to the reorganization of the RSL system of catalogues as the Head of the Department of systematic and subject catalogues. Eduard Rubenovich enjoyed the well-deserved love of students of the Academy of Retraining of Workers of Art, Culture and Tourism. E.R. Sukiasyan was an active participant in the public library movement, the member of the Council of the Russian Library Association. He made great contribution to the activities of the International Society for Knowledge Organization, as well as to the work of the Classification and Indexing Section of the International Federation of Library Organisations and Institutions. E.R. Sukiasyan is the author of over one thousand scientific papers.

On 16—20 May 2021, the All-Russian Library Congress: XXV Anniversary Annual Conference of the Russian Library Association (RLA) was held in the Library Capital of Russia for 2020/2021, Petrozavodsk (Republic of Karelia), with the support of the Ministry of Culture of the Russian Federation and the Government of the Republic of Karelia. The theme of the Congress was “Library 2030: Building the Future Today”. For the first time, this forum was held in a hybrid format, i.e., both offline and online, while all the events were streamed online, which made it possible to expand the audience reach. The strategic goals of the Congress were to identify the main trends in the development of librarianship and to form the image of the library of the future. Consequently, many speakers focused on the pivotal document for the library field “The strategy for the development of librarianship in the Russian Federation until 2030”, approved in 2021. In addition, the participants deliberated the draft of the new professional standard “Specialist in library and information activities”. The plenary and sectional sessions involved the discussions on the development of libraries of various types, the library profession in the modern world, etc. The Congress was accompanied by the XXI Exhibition of publishing products, new information technologies, goods and services, which was also organised in a hybrid format. At the final plenary meeting, the results of the elections of the President of the RLA and the members of the RLA Board for 2021—2024 were announced. M.D. Afanasyev was elected President of the RLA for a second term. One of the important outcomes of the Congress was the adoption at the final plenary session of the RLA normative and advisory act “Methodological recommendations for the formation of basic standards for the provision of public libraries services in the constituent entities of the Russian Federation”. College & Research Libraries, 79(5), 645-658. https://doi.org/10.5860/crl.79.5.645 Abstract Objective – To investigate how people with autism spectrum disorder (ASD) discuss their experiences in academic libraries in an online community of their peers. Design – Qualitative content analysis. Setting – Online discussion forum. Subjects – An unknown number of registered members of Wrong Planet (wrongplanet.net), who self-identify as having ASD and have posted about academic libraries on the public discussion board since 2004. Methods – Potentially relevant Wrong Planet public discussion board threads posted between 2004 and an undisclosed collection date were retrieved using an advanced Google search with the search strategy “library; librarian; lib; AND college; university; uni; campus” (p. 648). Each thread (total 170) was read in its entirety to determine its relevance to the study, and a total of 98 discussion threads were ultimately included in the analysis. Data were coded inductively and deductively, guided by the research questions and a conceptual framework which views ASD as being (at least partially) socially constructed. Coding was checked for consistency by another researcher. Main results – Wrong Planet members expressed a variety of views regarding the academic library’s physical environment, its resources, and the benefits and challenges of interacting socially within it. Many members discussed using the library as a place to escape noise, distraction, and social interaction, while other members expressed the opposite, finding the library, its resources, and its patrons to be noisy, distracting, and even chaotic. Social interaction in the library was seen both positively and negatively, with members appearing to need clearly defined rules regarding collaboration, noise, and behaviour in the library. Conclusion – While there is no one-size-fits-all approach to supporting students with ASD in academic libraries, the findings suggest it may be beneficial to provide sensory-friendly environments, designate defined spaces for quiet study and for collaboration, clearly state rules regarding noise and behaviour, and provide informal opportunities to socialize. The author also suggests libraries raise awareness of the needs of ASD students among the entire academic community by hosting events and seminars. The author plans to build on these findings by surveying and interviewing relevant stakeholders.

Subject area – Islamic Accounting, Auditing, Strategic Management and Accounting Theory. Study level/applicability – The case is suitable for graduate and postgraduate business students, particularly those on courses such as Islamic Accounting, Auditing, Strategic Management and Accounting Theory. The case is based on secondary data collection and all the facts are real. Case overview – In the early 2000s, the Tabung Haji (TH) faced financial difficulty, particularly regarding its returns from investments and, with the intention of helping to improve this situation, the General Manager (GM) of Finance and the GM of Investment decided to accept an investment proposal presented by an investment company. The proposal involved initial and subsequent investment portfolios of RM50 million and RM150 million, respectively. The proposal was presented in a board meeting and was approved by the board. Indeed, the two GMs were delighted to receive a return of RM12.5 million from their RM50 million initial investment – i.e. 25 per cent return. In the process of approving the subsequent investment of RM150 million, the two GMs were informed that their investments were partly for the FOREX market (Foreign Exchange Market/Currency Market). At that time, there was no conclusive decision on the status of investment in the FOREX market regarding whether it complied with Sharia principles. The two GMs contemplated whether they should accept this second investment proposal. The issue was whether they should reveal in the board meeting that this investment was partly in FOREX. What if the board failed to accept the idea of investing in FOREX and rejected the proposal? Indeed, they were dropping an opportunity for lucrative returns. Should the GMs seek technical advice on the status of FOREX investment in Islam and present it to the board? Expected learning outcomes: – The case should help students to: understand the concept of Sharia and Sharia financial principles; understand the process involved in TH investment decisions; analyze the issues involved in decision-making and apply the relevant theories to describe the actions; and recommend various alternative course of actions in a given situation. Purpose Online transparency has become a tool to increase legitimacy and trust in governments. The purpose of this paper is to study the online transparency of Spanish Central Government agencies and analyze whether their corporate governance (CG) structures influence their online transparency. Design/methodology/approach The information used for building an online transparency index and about the board of directors has been collected from the websites of the 168 agencies and from their statutes and activity reports. Ordinary least squares analysis is used. Based on a previous literature review and the requirements of the EU Directive and Spanish legislation, 108 items included in the websites have been analyzed. Findings The average information displayed through the website agencies is significantly less than the information considered as relevant in previous literature and in the Spanish legislation. The highest values are presented by the technical dimensions and the lowest by the organizational/political dimension. The presence of independent directors and women on the boards of directors are revealed as the most important explanatory factors of online transparency. Practical implications Practical implications to improve online transparency are related to the organizational/political dimension – including the positions and CVs of members of governing bodies, minutes, etc. and to the presence of independent directors and, to a lesser extent, of women, on the board of directors. Originality/value The contribution of this paper is the identification of some online transparency determinants in public entities under the same general legal framework. This is the first paper that analyzes the relationship between online transparency and CG in public agencies.

The Sharia Arbitration Board is an institution whose mission is to resolve disputes peacefully based on Sharia principles without interference from public courts. This effort is made to provide legal certainty for legal subjects in dispute in Sharia economics. Law Number 30 of 1999 regulates that arbitration has the right to resolve problems and disputes related to civil law, including the economic, business, financial, trade, and industrial sectors by applying sharia principles. The method used is a qualitative descriptive and library research approach by analyzing documents, data, and information related to Basyarnas. This research shows that although Basyarnas' role in resolving sharia economic disputes is very important its decision position is binding on the parties.

Postcolonial theory has yielded productive methodologies with which to examine an institution such as the John Rylands Library. This paper reinterprets aspects of the Library‘s history, especially its collecting practices, using Bhabha‘s concept of hybridity. The Library‘s founder, Enriqueta Rylands, embodied hybridity and colonial talking back in her remarkable trajectory from a Catholic upbringing in Cuba, via her conversion to Nonconformity and her marriage to Manchester‘s most successful cotton manufacturer, to her usurpation of the cultural hegemony in purchasing spectacular aristocratic collections for her foundation. Hybridity was embedded in many other aspects of the Library‘s development: it was established as a public library with a board of governors but its collections were largely shaped by Enriqueta‘s tastes and interests; it was independent until 1972, while maintaining very close links to the University of Manchester; it has always fulfilled a dual remit of addressing the research needs of scholars and attracting wider audiences; and it is simultaneously a library of printed books and manuscripts, an archive repository, and a gallery of visual materials.

As early as the 1950s it was decided to amalgamate the National Library of Iceland and the library of the University of Iceland - the prerequisite for this being the building of a new library near the university campus. After many years in construction, this building was finally completed in 1994, and a new library with a dual function, the National and University Library (NUL), was opened on 1 December of that year, in the process becoming by far the largest and technically best equipped library in Iceland. The university appoints two of the five members of the Library Board and the National Librarian has a non-voting seat on the University Senate. Although there are difficulties in running a library with a dual function, it is the main concern in the coming years to remove as many disadvantages as possible and to allow both the general public and the university to enjoy the benefits of a large and well-equipped library. The library is intended to play a leading role among Icelandic libraries; and the Ministry of Education and Culture has established a working group to investigate and propose a new library system, suitable for all libraries in the country, which would create a common database, present a single use interface, and include digital formats. Projects have been initiated by the NUL as stages in a programme to create an Icelandic National Electronic Library. The first project, Maps of Iceland on the Internet, has been completed, and a much larger one, SagaNet, begun; this entails the digitization of images of the manuscripts of the Sagas of the Icelanders, along with published texts. A new legal deposit law is being drafted, to take account of electronic publication.

Abstract Objective – The purpose of this study is to explore collection development, cataloguing, processing, and circulation practices for tabletop game collections in libraries. This study used the term “tabletop games” to refer to the array of game styles that are played in real-world, social settings, such as board games, dice and card games, collectible card games, and role-playing games. Methods – An online survey regarding tabletop games in libraries was developed with input from academic, public, and school librarians. Participants were recruited utilizing a snowball sampling technique involving electronic outlets and discussion lists used by librarians in school, public, and academic libraries. Results – One hundred nineteen libraries answered the survey. The results show that tabletop games have a presence in libraries, but practices vary in regard to collection development, cataloguing, processing, and circulation. Conclusion – Results indicate that libraries are somewhat fragmented in their procedures for tabletop collections. Libraries can benefit from better understanding how others acquire, process, and use these collections. Although they are different to other library collections, tabletop games do not suffer from extensive loss and bibliographic records are becoming more available. Best practices and guidance are still needed to fully integrate games into libraries and to help librarians feel comfortable piloting their own tabletop collections.

AbstractWhat role can a library system play in the development of a knowledge society and a smart city or a smart nation? In Singapore, we are able to identify governmental master plans to develop and to consolidate a knowledge society and a knowledge-based economy since around 1980. The current Smart Nation plan aims for comprehensive digital innovations in the country. Singapore’s National Library Board (NLB) is an agency of the Ministry of Communication and Information; it is responsible for the Public Libraries, the National Library, and the National Archives. Its duties are regulated by law. This article describes the tasks of NLB and its institutions, the physical as well as digital resources, NLB’s services (for instance, OneSearch and the Singapore Memory Project), important programs (e.g. activities to foster digital literacy and information literacy), NLB’s social media activities, and, finally, user participation (following design thinking) in the development of NLB’s services. In contrast to many other countries in the world, the nationwide library system in Singapore plays an important role on the way towards a knowledge society and Smart Nation as it fosters ubiquitous access to knowledge (content), provides spaces for the community, and attempts to deepen digital literacy skills of all Singaporeans.

The main requirement for using the Fluctuation Enhanced Sensing technique is the ability to perform low-frequency noise measurements. The portability of the measurement system is also a quite desirable feature not limited to this specific application. In this paper, an approach for the realization of a dual channel spectrum analyzer that is capable of exploring frequencies down to DC, although based on a USB sound card, is proposed. The lower frequency range of the input signals, which is outside the frequency range of the sound board, is upconverted to higher frequencies by means of a very simple modulation board. Then, the entire spectrum is reconstructed numerically by proper elaboration. With the exception of the modulation board, the approach we propose does not rely on any specific hardware. Thanks to the efficiency of the spectra estimation and reconstruction software, which is based on a public domain library, the system can be built on a low-cost computer single board computer, such as the Raspberry PI3. Moreover, when equipped with an optical TCP/IP link, it behaves as a compact spectrum analyzer that along with the device under test can be placed into a shielded environment, thus being isolated from external electromagnetic interferences.

Do you refer to yourself as reference librarian? If so, what does the word reference mean to you?”1 This was the lead on RUSA Past-President Anne Houston’s column in the spring 2016 issue of RUSQ. Shortly thereafter she formed the RUSA Name Change Task Force to examine possibilities for changing the name of RUSA in the context of larger re-branding efforts within RUSA and “library public services generally.” In the fall, the task force submitted their report which will be discussed by RUSA board to determine next steps. The report should be published to the RUSA website by the time this issue appears.

In improving reading interest and creativity strategies in children, it is necessary to attract their attention. Nowadays, children prefer to learn while playing so that they are not only focused on the material but also on the fun. This study aims to determine the role of Jejak Literasi (JeLi) Bahagia Mendawai Public Library in fostering children's creativity and its supporting factors. Researchers used descriptive qualitative methods and data collection was carried out using non-participant observation techniques, interviews with 10 informants and documentary studies to strengthen the findings. Data analysis was carried out by reducing data, presenting data and drawing conclusions. The results of this study show that Jejak Literasi (JeLi) activities as a forum for children to increase their interest in reading and have an impact on changes for them to learn while playing, especially children outside Kampung Caping Pontianak for free. Supporting factors for Jejak Literasi (JeLi) play an important role such as reading carts, collaboration communities, library board members and mobile library cars and other facilities. The learning gained from JeLi also helps them at school such as counting, reading, listening, coloring and writing.

"Established to manage the art collections of one of Auckland city’s former businessmen, the Mackelvie Trust Board has operated for over 125 years. The Trust was set up to administer James Tannock Mackelvie’s(1824−85) collection of European paintings, books, decorative arts and objets de vertu including bronzes, clocks, coins and natural treasures now held at the Auckland Art Gallery, the Auckland War Memorial Museum and the Auckland Public Library. This article will explain how part of the collection came to be at the Auckland War Memorial Museum, how the Trustees administered the will, and how the Trust Board itself evolved to include professional expertise. The impact of this evolution on Mackelvie’s gifts and bequest and the collection’s development is one of the most important findings. After an evaluation of the collection’s management over time, it is concluded that while the Mackelvie Trust Board has always endeavoured to implement Mackelvie’s wishes, financial and physical restrictions led to certain compromises regarding control and display of the collection. Nevertheless, the Trustees have always acted in good faith and protected Mackelvie’s legacy for the enjoyment of future generations of Aucklanders and visitors to the city."
