SETTING: Japan, an intermediate TB burden country.OBJECTIVE: To review TB-related technical enquiries received at the Research Institute of Tuberculosis, Japan, from January 2017 to December 2019.DESIGN: This was a cohort study.RESULTS: A total of 2,197 enquiries were analysed. On average, 61.0 enquiries/month (range: 42–81) were received. The enquiry rates were highest for the Yamanashi (4.65/100,000 population) and Ishikawa (4.55) Prefectures, and lowest in the Yamagata (0.46) and Tochigi (0.56) Prefectures. The main organisations the enquirers belonged to were local governments (n = 1,585, 72.1%) and healthcare facilities (n = 307, 14.0%). The enquirers were medical doctors (n = 391, 17.8%), nurses (n = 1,207, 54.9%), other healthcare professionals (n = 57, 2.6%), the general public (n = 168, 7.6%) and others/unknown (n = 374, 17.0%). The most frequent enquiries were about TB diagnosis and treatment (n = 501, 22.8%), including laboratory diagnosis (n = 88, 4.0%), TB treatment in general (n = 93, 4.2%) and management of comorbidities (n = 86, 3.9%), followed by contact investigations (n = 385, 17.5%) and TB in foreigners (n = 344, 15.7%).CONCLUSION: As the most frequent enquiries were about diagnosis and treatment of TB, the health ministry of Japan should maintain a few specialised TB institutions with TB physicians to provide technical assistance.

The consultation of fixed oracles was a central and well-documented feature of ancient Greek life; Greece ought therefore to be able to contribute important evidence to anyone interested in the function of divination in different cultures. But, although no oracle is more famous than that of Apollo at Delphi, so many central questions about its operations are unanswerable that it provides a very shaky basis for comparison. A few points are secure: not only individuals but also states put enquiries to the oracle; and public enquiries related to matters of religious practice and cult, but also on occasion to colonizing projects, alliances, or declarations of war. Beyond these generalities, however, almost everything is contestable. Even the statement just made about public enquiries requires some hedging. On matters of cult they certainly never ceased: in a religion without revelation and specialized religious institutions, the direct access to divine will supposedly provided by the oracle was indispensable to authorize change, or to suggest ritual remedies in a time of crisis such as plague. But the extent to which public enquiries on military and political matters continued to be made after the fifth century is very uncertain.

Aim: This study examines online enquiries received by two prominent stem cell science initiatives operating in different geographical jurisdictions. Materials & methods: Combined quantitative and qualitative analysis undertaken of internet-based queries (n = 1047) received by Stem Cells Australia and EuroStemCell from members of the public over a two-year period (May 2014–2016). Results: Findings reveal striking similarities between the two datasets and highlight the range of uncertainties, priorities and needs of those seeking information about stem cells online. Conclusion: Sustained and in-depth tailored guidance is needed to effectively meet the diverse stem cell-related information-based needs of communities internationally. Such efforts should be prioritized by regenerative medicine research initiatives and organizations, given the trust and hope diverse publics appear to place in these groups.

Procedure in the event of suspected exposure to building pollutants in schools in Rhineland-Palatinate: Process aid for school administrations and school boards Aim: The Institute for Teacher Health (IfL) has been dealing with suspected building pollutants in schools since its foundation in 2011. Dealing with pollutant problems is not an everyday situation for schools. After handling some complicated cases and regularly repeated enquiries, the IfL developed a process aid regarding the procedure in the event of suspected exposure to building pollutants in schools, which was communicated to all school administrations, school boards and supervisors in Rhineland-Palatinate (RLP) in November 2019. The process aid is intended to help decision-makers to adopt an efficient and solution-oriented approach. The aim is to support school decision-makers by providing them with professional expertise from the time when the suspicion of a pollutant arises. Group and Method: Out of 589 enquiries received by the IfL in relation to occupational safety during the period 2012/13 - 2017/18, 68 (11.5%) concerned building pollutants. Enquiries about building pollutants were the third most frequent reason for seeking advice during the period specified. These enquiries were subjected to an analysis of experience. The above-mentioned process aid was subsequently developed in cooperation with six other institutions, including Unfallkasse RLP and the Ministry of Education RLP. Results: The experience analysis showed that the IfL was often only involved in the school clarification process at a late stage. The following challenges arose repeatedly on the part of school administrations and school boards: technical complexity and lack of expertise, dealing with increasing emotionality and goal-oriented design of crisis communication. Conclusions: Negative factors can be mitigated by involving professional support at an earlier stage: less emotionality in dealing with the situation, avoidance of measurements that are not goal-oriented, cost reduction and better crisis communication. Acceptance on the part of the schools is to be expected; the increasing number of enquiries in the 2018/19 school year signals a need for support. Purpose The purpose of this paper is to explore the heritage value of modern public spaces designed by landscape architects in Canada. Design/methodology/approach The two-pronged research first aimed to verify if evaluation criteria currently used by heritage practitioners could apply to those public spaces. The second research area developed deals with social value. Here, the publicness of public spaces was used to broaden the scope of potential heritage values so as to include one that relates to the appreciation communicated by those who use them. Field enquiries were conducted to capture this social value. Findings The results of the enquiries demonstrate that identifying a social value can be a delicate process. Not only is it a lengthy endeavour, but opinions about the reasons why a place is important can differ amongst users. Public spaces provide us with a valuable reminder about the need to strike a balance between the evolution according to the needs and the desire of users and the conservation of traditional heritage values understood through historical associations and aesthetics. Originality/value This exploratory research was the opportunity to deepen the understanding of what is entailed when referring to social value in heritage conservation processes. It also helped to demonstrate the importance for landscape architects to integrate the field of heritage conservation. Landscape architects are natural allies with the field of heritage conservation’s new paradigm discussed in this paper by which human values are increasingly the focus of conservation instead of the fabric.

This generates new challenges for the articulation of the religious and the secular in European democracies, which become especially salient in public institutions such as hospitals, prisons, and schools. This special issue focuses on public institutions with the aim to examine how state and religion encounter one another in contemporary Western societies. We take public institutions as privileged observatories for understanding the changing place of religion but also as laboratories in which new arrangements are experimented. The articles analyse the presence, regulation, and negotiation of religion and religious diversity in public institutions across Europe combining innovative empirical enquiries with theoretical and methodological reflections.

The Saskatoon Public Library’s photo indexing project began in 1987 and recent forays into digitization and the Internet have heightened access to the collection. Investigators often define invasion of privacy as collateral damage. Inquiries that require gathering data from third parties, such as banks, Internet Service Providers (ISPs) or employers are likely to impact the relationship between the data subject and the data controller. In this research a novel privacy-preserving approach to mitigate collateral damage during the acquisition process is presented. This approach is based on existing Private Information Retrieval (PIR) protocols, which cannot be employed in an investigative context. This paper provides analysis of the investigative data acquisition process and proposes three modifications that can enable existing PIR protocols to perform investigative enquiries on large databases, including communication traffic databases maintained by ISPs. IDAP is an efficient Symmetric PIR (SPIR) protocol optimised for the purpose of facilitating public authorities’ enquiries for evidence. It introduces a semi-trusted proxy into the PIR process in order to gain the acceptance of the general public. In addition, the dilution factor is defined as the level of anonymity required in a given investigation. This factor allows investigators to restrict the number of records processed, and therefore, minimise the processing time, while maintaining an appropriate level of privacy.

Professor Flew has recently sought to demolish the philosophical pretensions of Marx and the Marxists by the use of Hume's Fork and Popper's demand for falsifiable consequences. Marx tried to derive matters of ‘fact and existence’ from ‘relations of ideas’, which Hume's Fork states to be impossible. From this and not from empirical study, he derived predictions for the future course of history which neither he nor his followers have ever properly tested by empirical enquiries. Nor have they ever provided any clear, unambiguous and therefore testable formulations of those predictions. In particular, Flew claims, they have never given any concrete content to the central notion of ‘alienation’ such that an Index of Alienation could be drawn up and enquiries could be made as to whether, for example, the workers are more or less alienated under the private or public ownership of factories. Both faults stem from Marx's continuation of German, specifically Hegelian, philosophy.

Abstract Organisational consciousness is one of the primary determinants driving organisational development. It is the organisation’s capacity for assessment of its operation level, quest for uniformity and organisational identity. This consciousness revolves around objectives of actions and integrates collective efforts, thereby determining collaboration. Therefore, it performs a vital role in the public safety management system (PSMS), where efficiency of operations may be achieved only as a result of joint actions. In essence, this was an imperative to carry out research aimed at analysing the significance of organisational consciousness in the public safety management system. During enquiries the authors gave insight into the concepts of organisational consciousness and organisational development as well as characterizing the PSMS in the context of organisational consciousness. Bearing in mind a comprehensive and adaptive approach to each analysed situation in an individual manner the relevance of organisational consciousness in public safety management systems was found. Furthermore it was testified that organisational consciousness in the PSMS affects three areas, namely: enhances involvement in accomplishment of objectives set, strengthens inter-organisational collaboration and fosters innovative solutions.

The University Hospital of Zurich offers a text-based, Medical Online Consultation Service to the public since 1999. Users asked health questions anonymously to tele-doctors. This study focused on the characteristics of male enquirers with intimate health problems, the content of their questions, the medical advice given by tele-doctors and the rating of the service to prove the benefit of an online service for medical laymen. This retrospective study included 5.1% of 3,305 enquiries from 2008 to 2010 using the International Classification of Diseases-10 and International Classification of Primary Care codes relevant for intimate and sexual health problems in men. A professional text analysis program (MAXQDA) supported the content analysis, which is based on the procedure of inductive category development described by Mayring. The average age was 40 years, 63.1% enquirers had no comorbidity, in 62.5% it was the first time they consulted a doctor, and 70.2% asked for a specific, single, intimate health issue. In 64.3%, the most important organ of concern was the penis. Overall, 30.4% asked about sexually transmitted diseases. In 74.4% a doctor visit was recommended to clarify the health issue. The rating of the problem solving was very good. The service was mainly used by younger men without comorbidity and no previous contact with a doctor with regard to an intimate health problem. The anonymous setting of the teleconsultation provided men individual, professional medical advice and decision support. Teleconsultation is suggested to empower patients by developing more health literacy.

The impact of COVID-19 on healthcare services has been profound. One major impact has been underutilization of traditional healthcare services by patients. In 2020, the Saudi Ministry of Health (MoH) started offering general COVID-19 enquiries, education, and medical and psychological consultations around the clock via their 937-Call Center. Given this major change, there was a need to understand the impact of the COVID-19 pandemic on Call Center services, specifically medical consultations, to suggest future recommendations for patient care optimization. This descriptive study analyzed routinely collected data on the 937-Call Center service between March 2020 and September 2020. Data were reviewed, coded, verified, and analyzed using SPSS v22. There was a 296% increase in the number of calls received by the 937-Call Center in 2020 compared to the same period in 2019. The majority of calls received in 2020 were general medical enquiries (98.41%), but about three million COVID-19-specific enquiries were also received in 2020. The increased number of calls was managed by accepting volunteers to handle calls: an average of 236 volunteers per month, handling about 20% of the total call volume. The majority of volunteers were physicians but with the presence of pharmacists, psychologists, and specialized healthcare workers such as nutritionists. Utilization of the 937-Call Center increased during the COVID-19 pandemic, suggesting that it has been an effective strategy for combatting the COVID-19 pandemic in Saudi Arabia. Further research is recommended to investigate the impact of COVID-19 on public awareness of the 937-Call Center and other health-related mobile apps.

Introduction: The Centre de Médecine de Plongée du Québec (CMPQ) established a bilingual 24-hour dive emergency call line and diving medicine information service in 2004. The toll-free number (888-835-7121) works throughout Canada. Calls and emails (cmpq.cisssca@ssss.gouv.qc.ca) are answered by a CMPQ coordinator or on-call hyperbaric physicians and other consultants as needed. We reviewed 15 years of activity. Methods: Details of phone calls and email enquiries to the centre were reviewed individually and compiled into a database. Data were analysed to characterise contact volume and issues addressed. Contacts were categorised into five groups: information only (INF); medical opinion required (MOP); medical issue after the critical period of urgency had passed (PUR); current urgent but not immediate life-threatening issue (NLT); and immediate life- or health-threatening issue (ILT). Data presented as mean (standard deviation) or percentage. Results: A total of 3,232 contacts were made from May 2004 through December 2018: 19 (SD 8) per month [215 (70) per year]. Primary issues of concern were: emergency planning (20%); technical (not medical/physiology) questions (16%); otorhinolaryngological (12%); and decompression sickness-related (7%). Categorisation was 52% INF, 28% MOP, 13% PUR, 7% NLT, and 0.1% ILT, with 0.2% lacking sufficient detail to categorise. The nature of the diving activity of interest was determined in 67% of cases: 48% (n = 1,039) professional; 46% (n = 1,008) recreational; and 1% (n = 11) breath-hold. Conclusions: The call centre serves as a resource to the community, providing information on health and safety for diving in addition to being available to assist with emergent needs.

Both academic and political debate about the effects of privatisation upon employees in privatised companies has taken place in something of an empirical vacuum. In particular, there is a lack of systematic enquiries into the major privatised utilities. Despite the lack of evidence, a number of claims have been advanced, both about the impact of privatisation upon the political attitudes of employees, and about its effects on working conditions, worker motivation and behaviour. This paper presents the results of a survey of 442 employees in two privatised public utilities. It is divided into two parts, looking first at the more general social and political attitudes of these employees, then presenting their views on the impact of privatisation on the company they work for, and on their working lives. The findings reported here lend little support either to new right claims about privatisation's transformative powers or to the view that ‘for most people … privatisation will make very little difference at all’ (Saunders and Harris, 1990).

Focusing on Benefits Street, and specifically the figure of White Dee, this rapid response article offers a feminist analysis of the relationship between media portrayals of people living with poverty and the gender politics of austerity. To do this we locate and unpick the paradoxical desires coalescing in the making and remaking of the figure of ‘White Dee’ in the public sphere. We detail how Benefits Street operates through forms of classed and gendered shaming to generate public consent for the government's welfare reform. However, we also examine how White Dee functions as a potential object of desire and figure of feminist resistance to the transformations in self and communities engendered by neoliberal social and economic policies. In this way, we argue that these public struggles over White Dee open up spaces for urgent feminist sociological enquiries into the gender politics of care, labour and social reproduction.

The Indonesian government’s policy on inclusive education determined that students with all type of disabilities (physical, mental and social) should be mainstreamed into general schools regardless post-secondary schools/colleges/universities. As a result, those disabled graduating from vocational high school should be satisfied with non-formal occupation. By improving their scientific enquiries through ICT aid, they could pursue further education in accounting, management, architecture, design graphics, translator, etc and enjoy formal occupations for a much better income. This paperexamines to what extent the government policies have or have not effectivelypromoted the rights of the disabled to higher education and training via the use of information communication technology. This paper draws on a survey of fivehigh schools for the disabled at Central Java and Yogyakarta with total of 170 students. It was found that there is no Presidential Decree or Ministerial Decree on post-secondary education /higher education of the disabled. Even the Presidential Decree No 75 of 2015 was oriented to the national action plan for the disabled (2015-2019) such as implementing the respect, protection, fulfillment, enforcement, and promotion of human rights in Indonesia.

Abstract The enquiry whether human dignity as the translation of the biblical designation of the human person as imago Dei should continue to be the framework used to ground human rights and specify their realisation, is developed in five parts. The first identifies two understandings of dignity in the public realm, one inherent-transcendental, the other empirically verifiable. The second section compares the use of “dignity” in three traditions of Catholic Theological Ethics: virtue, natural law, and autonomy. In view of doubts whether theological anthropology should still be the primary location for expounding the meaning of imago Dei, the third section discusses attempts to absorb anthropology into ecclesiology. The modern history of reception of this biblical term by J.G. Herder is outlined in section four, before drawing conclusions from the previous enquiries for the question which language theological ethics should use in public discourse, imago Dei or dignity.

In the second paper on the regulation of professional conduct the functioning of the Professional Board of Psychology with regard to ethical complaints and enquiries is examined. A relatively low number of complaints was lodged in the period 1974 to 1990, with 23 findings of guilt established. Complaints involving fees or accounts predominated, with advertising an important second category. Advertising complaints mostly were submitted by psychologists themselves, while members of the public are well represented in the other categories of complaint. The findings are discussed in terms of the functioning of a code of ethics in the professional domain: to maintain the appearance of professional vigilance for ethical transgressions, and to punish visible offences against the public more severely than intra-professional transgressions. It is concluded that codes of ethics are not particularly strong in acknowledging and enforcing the corporate obligations of a profession.

The paper begins with an outline of history of the institution of ombudsman and its place in the Polish legal system. The main body of the paper contains the description of the scope of activities of the Polish Ombudsman (in Polish nomenclature ‘the commissioner for the protection of civil rights’). The duties of the Ombudsman include: supporting individuals in their claims, filing petitions to the Constitutional Tribunal, public appearances, filing enquiries to the Supreme Court and to the Supreme Administrative Court. The institution of ombudsman is well grounded in the Polish legal system which fosters the efficacy of this post. Having in mind a big number of successful interventions of the Polish Ombudsmen, Polish organs creating and enforcing law are more vigilant and careful in their actions.

There have been gradual and continual improvements in maternity care in the UK. This has been paradoxically accompanied by increasing censure by authorities for adverse outcomes and public expression of dissatisfaction. Serious maternal and perinatal adverse outcomes have a devastating effect. Grieving families need an honest explanation, continued support and reassurance that lessons are being sought and learnt. Additionally, the public would welcome the acknowledgement of limitations of healthcare and the science itself; and that the adverse outcomes can be minimised but not eradicated. Blame culture is harmful to the clinicians, healthcare system and, ultimately, patients. The controversial issue of intrapartum fetal monitoring best illustrates the urgent need to reform mistaken science in addition to organisational and cultural improvements. Most enquiries do not critique bad science or guidelines but only birth attendants. The healthcare outcomes must continue to improve through investigations, reviews, openness, medical progress and by helping the clinicians to mitigate the limitations of scientific knowledge, resources and human factors.

The first named author has experienced ambiguous responses when he has approached persons associated with groups taught by, or in the lineage of Maurice Nicoll (1884-1953). As is well-known, Nicoll participated in Gurdjieff's Institute for the Harmonious Development of Man near Paris in 1922-3, thereafter studied with P. D. Ouspensky in London and Surrey, and subsequently taught his own groups from around 1931, producing at least two publicly known successors in Beryl Pogson and Ronald Oldham. In this paper we discuss a series of personal enquiries, some of which involve named public figures previously associated with the 'Work', and others who are not publicly identified. Responses (where received) have typically been noncommital. We reflect on problems in attempting to research, as academics, participants in a tradition which fights shy of academic enquiry despite its creative influence in fields such as psychology, literature and new forms of 'spirituality'. By locating our case within the discussion on problems in studying 'secret' (Urban, von Stuckrad) or 'hidden' (Sutcliffe) traditions, we explore possible reasons for this ambivalent reception, ranging from principled rebuff to the provision of a 'test' of the motives of the enquirer. At the same time, other scholar-practitioners have recently put unpublished Gurdjieffian texts into the public realm: for example, Maurice Nicoll’s writings have been brought back into print and his archive at Yale University has been publically available for some time. In light of these conflicting data between guarding access on the one hand and freely disseminating information on the other, we reflect on issues in accessing Nicollian and Gurdjieffian traditions and address the tension we detect between a movement preserving its integrity, assimilating to the post-1960s ‘new spirituality’ culture, or simply dying out.

This paper examines six exhibitions of machines, clocks, and automata which were performed in the squares, salons and coffee-houses of late eighteenth-century London. It does not take into account those natural philosophers whose enquiries were acknowledged by institutional science, rather focusing on those mechanicks, illusionists, and circus owners (Gulielmo Pittachio, John Joseph Merlin, Benjamin Rackstrow, Henry Breslaw, Philip Astley and James Cox), often collocated in the category of charlatans. By taking into account original advertisements, catalogues and pamphlets, it argues that these shows, with their moments of veiling and unveiling, their dissimilar “methods” to astonish and induce credulity in the beholders, and their separation from institutional venues, were still conceived as places to enlighten and edify the mind, and conveyed concepts such as wonder, deception, curiosity and philosophical understanding to the public.

ObjectiveAccidental or intentional poisoning is a public health concern requiring intervention. The current study designs to evaluate the types of poisoning exposure calls received by the Malaysia National Poison Centre (NPC) over a 10-year period.Settings and data sourcesThe poisoning enquiries database (2006–2015) from the Malaysia NPC was used for the analysis.ParticipantsThe NPC records all telephone calls that it manages using a validated and standardised form. Demographics and types of the poisoning exposure calls were extracted and descriptive analysis was applied.Primary and secondary outcomesThe primary outcome of this study is to evaluate NPC data for trends in the poisoning exposure calls based on the types and modes of poisoning over a 10-year period. The secondary outcome is to evaluate the characteristics of human exposure cases based on the calls received by the NPC.ResultsThere was a notable increase in the number of poisoning exposure calls noticed during the 10-year period but dropped significantly in 2012. The highest number of poisoning exposure calls came from Selangor (21.0%), Perak (18.0%) and Negeri Sembilan (9.8%). More than half of the exposure was intentional (53.8%) involving more women (50.3%) as compared with men (41.9%), and in the 20–29 years age group category (33.5%). Exposure mostly occurred at home (96%) through the ingestion route (94.1%). Pharmaceutical products (40.5%), pesticides (31.7%) and household products (20.1%) were the common agents implicated for intentional exposure.ConclusionsThere is an increasing trend in enquiries on poisoning exposure calls made to the NPC. Most of the intentional poisoning exposures occurred among younger women and involved pharmaceuticals, pesticides or household products. Poisoning safety education and other interventions are needed to curb poisoning incidents.

The Nigerian Public Officers Protection Act, (POPA) is part of statute of general application and is deeply rooted in the Public Authorities Protection Act of 1893 which has been repealed in England. The original intendment of POPA is to offer special protection to public officers in the performance of their public duties by entrenching a three-month limitation period for action against public officers in the performance of their duties. However, the emerging jurisprudence has interpreted the definition of person to include artificial persons, thereby bringing in more public entities under the protection. In addition, many public authorities enjoy further protection by reason of entitlement to pre action notice as entrenched in their enabling Acts. The effects of the dual protection are the seeming discriminatory and unequal treatment of private corporations and individual vis a vis public authorities. Hence, the widely held view that the dual protection is anachronistic and a clog in the wheel of justice as many litigants have been left without remedy on procedural grounds of non-issuance of pre action notice or failure to institute an action within the three-month limitation period. This paper makes enquiries on whether the dual protection being enjoyed by public officers and institutions constitute impediments to access the court of law and justice. The paper adopts a comparative analysis to investigate the contemporary approaches of a number of countries that have repealed or revised the dual protection offered public authorities. Lessons learned from other jurisdictions formed the basis of final recommendations of the paper which primarily calls for an urgent review of POPA.

SummaryAn outbreak of cryptosporidiosis which affected 44 people in January and February 1991 was identified through local surveillance at a South London Public Health Laboratory. Preliminary enquiries revealed that more than half the patients were adult and that there were no common factors other than geographical association. A case-control study showed a significant association between illness and consumption of tap water supplied by a particular water company, as well as a dose response effect. There were no apparent breaches or irregularities in the water distribution system and no indication of a problem through routine monitoring indices. This incident demonstrates the problems of establishing the source of cryptosporidiosis outbreaks in the absence of evidence of environmental abnormality, as well as possibly indicating that water conforming to current treatment standards may occasionally contain sufficient numbers of Cryptosporidium oocysts to cause sporadic cases or clusters.

In a 2-year retrospective analysis of 147 maternal deaths in South African urban and rural hospitals, the maternal mortality rate (MMR) was estimated to be 144 per 100 000 live births. MMR was significantly higher ( P = 0.025) in urban hospitals (160 per 100 000) and the main causes of death were hypertensive disease in pregnancy (33%), of which eclampsia contributed to 70% of deaths, and haemorrhage (18%). Only 49.7% of women who died, attended an antenatal clinic. The MMR in South Africa is lower than sub-Saharan countries but unacceptably high for a country with a mix of private and public medicine. Disparities have been noted in maternal mortality rates within the country due to different study designs and poor documentation. Structural changes in the health care system would only be possible if a common information database system were established and confidential enquiries held into maternal deaths.

Background Limited surgeon-specific outcomes data are currently released to the public. Existing schemes generally result from the recommendations of public enquiries, addressing breaches to patient safety and malpractice. We found limited evidence in the literature about patients’ or orthopaedic surgeons’ wishes regarding the release of such data to the public. Methods We surveyed 80 joint replacement patients and 41 orthopaedic surgeons regarding their wishes concerning collection and release of individual surgeon data to the public. Results Of 80 patients, 30% (24/80) were aware of data on the NHS-My Choices website, 16% (13/80) had reviewed data prior to operation and 95% (76/80) wanted data concerning surgeons’ experience, length of stay and complications including revisions. Patients expected more current monitoring of data than occurs. Of 41 surgeons, 20% (8/41) thought national joint registry (NJR) derived data accurately reflected their NHS work. Surgeons did not think this data improved patient outcomes (34%, 14/41), and that it reduced innovation (61%, 25/41) and training (75%, 31/41) and increased risk of adverse behaviour (61%, 25/41). Surgeons wanted a minimal data set accurately presented and risk adjusted. Conclusion In the future, it is likely that more individual surgeon data will be released to the public. There needs to be an agreed, accurate minimum dataset collected, reviewed in local clinical governance meetings and published with explanatory notes regarding the interfering variables and what conclusions can be drawn regarding the ability of the surgeon. This process needs to be overseen by an independent body trusted by the public.

In a democracy, decisions may be taken in a number of non-violent ways. Some are taken by everybody in referendums or, after an election, by the members of parliament; almost all of these ballots and elections of the general population, as well as decisions by elected representatives, are binding. Other, usually non-binding decisions, may be made by independent commissions or public enquiries, albeit sometimes subject to a government veto; while yet further decisions of government may be influenced by consultations, public opinion surveys, deliberative polls and focus groups. Given the ever-increasing sophistication with which some forms of deliberative democracy operate, it is time to ask whether they too should be legally binding if, that is, (a) the representative sample meets certain minimum criteria, and (b) the outcome, the social choice or ranking, has passed a pre-determined threshold of support. Accordingly, this article first examines the way a social choice or ranking can be identified; next, with frequent reference to instances from across the globe, it takes an overview of the more common means of public participation; and then, in regard to item (b) above, it advocates criteria by which the outcomes of some of these democratic instruments may be deemed to be binding.

In the period 1989–1991 the Medical Tribunal in the state of New South Wales conducted enquiries into seven complaints about professional misconduct of a sexual nature incidental to psychiatric treatment. This study is submitted in the interests of patients, profession and public in accordance with the ethos of the Medical Practitioners Act (NSW). It is based on personal observations and published legal documents and refers to the legal context and procedures. It addresses the substance and style of complaints and complainants and of defences and respondents. The names of six psychiatrists and one trainee psychiatrist were removed from the Medical Register. In three instances decisions or orders were unsuccessfully appealed in the Supreme Court. In two instances associated complaints (of illicitly prescribing drugs of addiction and of divulging confidential information) were also found to be professional misconduct. Courtroom pitfalls are illustrated and practical principles explicit in judgements are reiterated.

Refers to the DRSs provided by three academic libraries, namely Glasgow University Library, the University of Strathclyde Library, and Glasgow Caledonian University Library, and two other premier libraries in Scotland, the Mitchell Library in Glasgow and the National Library of Scotland in Edinburgh. Concludes that digital reference services are effective forms of service delivery in Scotland’s academic, national and public libraries, but that their full potential has not yet been exploited. E‐mail is the major technology used in providing digital reference, although plans are under way to use more sophisticated Internet technologies. Notes that the majority of enquiries handled by the libraries are relatively low‐level rather than concerning specific knowledge domains, and training the users to extract information from the best digital resources still remains a challenge.

AbstractThis essay explores the attitudes of the British middle classes towards witchcraft, ghosts, and other so-called superstitions from the mid-eighteenth to the late nineteenth centuries. Conventional historiographical wisdom maintains that belief in magic among middle-class Britons declined gradually between the early modern and modern eras. Grounded in the study of newspapers, antiquarianism, public lectures, and literary fiction, this essay proposes a more precise chronology for the decline and subsequent resurgence of magic. It argues that it was only from the 1820s that the middle classes, the media that served them, the police, and certain politicians put popular superstitions under significant duress, and examines the agendas and anxieties underlying this temporary cultural shift away from magic. The later Victorian period saw the emergence of greater tolerance towards witchcraft and ghost beliefs, allowing them to be reinterpreted as picturesque folklore or fitting subjects for the enquiries of psychical science.

This article argues for a reassessment of James Mill's anticlerical, and possibly atheistic, brand of secularism. Mill's well-known religious skepticism and criticism of the Church of England, it is suggested, have tended to obscure his otherwise dispassionate assessment of religion as a social phenomenon. The article traces Mill's lifelong belief that religious improvement was a necessary precondition to societal progress, from his first major publication in 1805 to his late advocacy of a tolerant state religion in 1835. In this, Mill differed starkly from Jeremy Bentham, who considered all religious beliefs harmful and whose utopian utilitarian society was secular rather than tolerant. The article contends that eighteenth-century Scottish enquiries into human manners and religious progress directly inspired Mill's lifelong ambition to use religion as a tool to reform manners and create the educated public opinion he believed was indispensable to the enactment of his democratic and utilitarian programme.

Since 2013 there has been an explosion of a new genre of factual programming on British television that centres on the everyday lives of people claiming benefits. The emergence of Factual Welfare Television (FWT) has coincided with intensifying public and political debates about poverty and the British welfare state, and has proved a deeply controversial and contested genre. While programme-makers have argued that FWT fulfils a public service mandate to inform audiences, critics have accused producers of making inaccurate, provocative and unethical television. Sociological enquiries into FWT have focused on the representations within these programmes and audience reception, arguing that these contribute to hardening anti-welfare sentiment. This article presents a complementary and urgent line of enquiry into FWT, locating it squarely within the conditions of its production by including questions of cultural labour, diversity in the workforce, and increasing competition and deregulation within broadcasting. We argue that market logics governing broadcasting discipline cultural workers and contribute to the production of reductive and stigmatising representations of social class and poverty. In doing so, we offer new insights into relationships between television production, representation and – consequently – consumption.

Objective To investigate the relationship between physical activity level and sexual function in middle-aged women. Methods A cross-sectional study with a sample of 370 middle-aged women (40-65 years old), treated at public health care facilities in a Brazilian city. A questionnaire was used containing enquiries on sociodemographic, clinical and behavioral characteristics: the International Physical Activity Questionnaire (IPAQ), short form, and the Female Sexual Function Index (FSFI). Results The average age of the women studied was 49.8 years (± 8.1), 67% of whom exhibited sexual dysfunction (FSFI ≤ 26.55). Sedentary women had a higher prevalence (78.9%) of sexual dysfunction when compared to active (57.6%) and moderately active (66.7%) females (p = 0.002). Physically active women obtained higher score in all FSFI domains (desire, arousal, lubrication, orgasm, satisfaction and pain) and total FSFI score (20.9), indicating better sexual function than their moderately active (18.8) and sedentary (15.6) counterparts (p <0.05). Conclusion Physical activity appears to influence sexual function positively in middle-aged women.

This research investigates one of the first e-Government services launched as part of Ireland’s Information Society program, the Irish Land Registry’s implementation of their award winning Electronic Access (EAS) project. In-depth enquiries into how public sector organizations manage IT-enabled transformations have remained relatively limited and this case contributes to this emerging body of literature. The analysis highlights that the implementation of e-Government initiatives beyond basic service levels necessitates business process change in order to reap rewards. This study fulfils an identified need for research in Business Process Change (BPC) in the implementation of e-government initiatives. In this way the research attempts to add to, and complement, the existing pool of studies exploring e-Government induced change. The conclusions from the research stress the importance of planning for process change and the support of top management in the achievement of the efficiency gains and improved customer experience that are outcomes of e-Government.

The proportion of funds received by the Commonwealth Scientific and Industrial Organisation (CSIRO) from sources other than Treasury, referred to as external earnings, has been used by the Australian government as an indicator of CSIRO's engagement with industry and contribution to the economy. Two periods of decline in external earnings in the 1940s and the 1980s were followed by enquiries into the organisation's purpose and operation, amendments to CSIRO's enabling legislation and introduction of measures to improve industry engagement. After 1988 these measures included a 30% external earnings target. External earnings subsequently rose from 24% of total revenue in 1988/89 to average 36% over the period to 2014/15, peaking at 51% in 2011. Following a review in 2002 the target was removed due to its unintended consequences that included encouraging competition with private industry, placing emphasis on earning capacity over public good, and acting as a disincentive to innovation and collaboration.

This article investigates the #WalkTogether initiative which commemorated the 10th anniversary of the 7 July 2005 London bombings by encouraging people to individually re-enact and share on social media the moment when following the bombings, in the absence of a functioning public transport network, Londoners walked to and from work together. It asks what forms of togetherness did the initiative promote and what was the role of professional journalists and news organisations in facilitating this togetherness? To answer these questions, the article conceives of togetherness as hybrid and unfolding within broader media and memory ecologies. This encourages the use of innovative combinations of methods and the introduction of the concepts of ‘mediatised performative commemoration’ and ‘digital gestural remains’. In turn, this allows a number of specific enquiries into the characteristics of #WalkTogether’s commemoration, communities, remembrance and reporting a decade after 7/7 took place and a discussion of the extent to which the initiative resulted in forms of clicktivism and commemorative silos.
