This thesis takes as its basic premise the need for more democratic educational structures and practices. By examining the restructuring of public secondary schooling provisions in New South Wales in the period after 1950 it argues that public schools in Australia are not democratic institutions. Rather than being democratic institutions public schools, it is maintained, reflect the private interests of members of so-called "professional and professionalizing groups", or, more precisely, of those with assets in credentials or assets in organization employed within monopoly capitalist enterprises and state enterprises. The employment domain of these groups is characterized by bureaucratic forms of control. The private interests of these groups are class interests in that they pertain to the maintenance of the material interests of those with assets in credentials and assets in organization through the monopoly of special knowledge and skills and reflect the class structure of a society in which monopoly capitalism has become the dominant economic, and, therefore, political and ideological, force. As the above outline suggests, in attempting to address the question of inequality in secondary schooling, marxist theories and categories, most notably those pertaining to class formation and class struggle, are drawn upon. In addition, the thesis maintains that the private interests of those with assets in credentials or assets in organization are "naturalized" in and through the ideology of individualism and of meritocracy. By examining the actual way in which the labour force was being restructured in the post-war period the thesis provides one avenue of critique of these constructions and attempts to demonstrate the limits of equality of opportunity in a class-based society.

The purpose of this study was to compare the academic attainment of public and private school students at Kuwait University and to explore the reasons for the differences that were found. In the first part of this study, a Kuwait University data set of three cohorts of students, which consisted of the final Grade Point Average (GPA) of 8619 university graduates, was analysed in order to determine whether there were significant differences in academic attainment between publicly and privately educated students. An analysis of the dataset revealed that the academic attainment of the students who had attended private secondary schools was statistically significantly higher than those who had attended public ones. The second part of this study employed a mixed methods approach in order to try to determine why private schools students outperformed public school students in terms of the GPA at Kuwait University. Based on the literature review, an interview schedule was constructed and utilized in interviews with sixteen university students. Drawing on my analysis of these interviews, a questionnaire was designed in order to further explore the emerging issues. Two hundred and two students completed the questionnaire survey. Also, a deeper understanding of the key factors underlying the differences in academic attainment between the three cohorts of students was facilitated by interviews with five public and five private secondary school principals. The findings of the questionnaire survey and principals’ interviews suggest that school leadership practices, the quality of teaching, aspects of assessment and feedback and parental involvement are important factors in determining why private schools students outperformed public school students in terms of the 3 GPA at Kuwait University. Of crucial importance, as it permeates every aspect of its policies and practices, is a school’s mission – its aspirations for its pupils.

[Truncated abstract] The aim of this study was to analyse the changing dynamics within and between government and non-government education sectors in relation to the Curriculum Framework (CF) policy in Western Australia (WA) from 1995 to 2004. The Curriculum Council was established by an act of State Parliament in 1997 to oversee the development and enactment of the CF, which was released in 1998. A stated aim of the CF policy was to unify the education sectors through a shared curriculum. The WA State government mandated that all schools, both government and non-government, demonstrate compliance by 2004. This was the first time that curriculum was mandated for non-government schools, therefore the dynamics within and between the education sectors were in an accelerated state of transformation in the period of study. The timeframe for the research represented the period from policy inception (1995) to the deadline for policy enactment for Kindergarten to Year 10 (2004). However, given the continually evolving and increasingly politicised nature of curriculum policy processes in WA, this thesis also provides an extended analysis of policy changes to the time of thesis submission in 2007 when the abolition of the Curriculum Council was formally announced - a decade after it was established. ... The research reported in this thesis draws on both critical theory and post-structuralist approaches to policy analysis within a broader framework of policy network theory. Policy network theory is used to bring the macro focus of critical theory and the micro focus of post-structuralism together in order to highlight power issues at all levels of the policy trajectory. Power dynamics within a policy network are fluid and multidimensional, and power struggles are characteristic at all levels. This study revealed significant power differentials between government and non-government education sectors caused by structural and cultural differences. Differences in autonomy between the education sectors meant that those policy actors within the non-government sector were more empowered to navigate the competing and conflicting forms of accountabilities that emerged from the changes to WA curriculum policy. Despite both generalised discourses of blurring public/private boundaries within the context of neoliberal globalisation and specific CF goals of bringing the sectors together, the boundaries continue to exist. Further, there is much strategising about how to remain distinct within the context of increased market choice. This study makes a unique and significant contribution to the understanding of policy processes surrounding the development and enactment of the CF in WA and the implications for the changing dynamics within and between the education sectors. Emergent themes and findings may potentially be used as a basis for contrast and comparison in other contexts. The research contributes to policy theory by arguing for closer attention to be paid to power dynamics between localised agency in particular policy spaces and the state-imposed constraints.

Several studies and local accounts have documented elevated levels of air pollution and toxics on or near US public schools. The low cost of brownfield lands and lands near major sources of air pollution have made siting schools on these areas enticing. Histories of using toxic chemicals in building materials explain their presence in school environments. The impacts to academic achievement associated with air pollution and exposure to lead as well as the health implications of regular, high exposure to air pollution and toxic chemicals necessitate policy changes. In this paper, the extent of these health and achievement impacts will be analyzed along with the current work being done by government and nongovernmental organizations to mitigate pollution in public schools. This study will also offer policy recommendations to address these issues and advance environmental equity in public schools.

Main subject of my diploma thesis is an actual situation in application of Public Private Partnership in both the Czech Republic and Europe. Firstly, the main characteristics and a general process of creating PPP project are described. Risk management, one of the most important aspects of PPP is a subject for the second chapter. Furthermore, I analyse the approaches to the application of PPP from the view of the crucial European institutions such as European Commission and European Investment Bank, especially I am concerned about their reactions to the Global financial crises. My thesis includes the analyses of the PPP markets in both Great Britain and France. Lastly, the situation of PPP market in the Czech Republic is examined, and a business case about just emerging local PPP project is included.

This study aims at finding out values in the curriculum of formal schooling and private tutoring in China’s context. Value is an important component of education. As schools’ values have great influence on students’ developing values, it is significant to study values experienced by students in both formal schooling and private tutoring. The present study adopts a qualitative research method with case studies of two secondary students who go to both public formal schools at weekdays and private tutorial institutes at weekends in Guangzhou, China. Data collection consists of documents and interviews. The present study identifies and analyzes stated values in the curriculum of both formal schooling and private tutoring and values perceived by students. Comparison between these two educational systems is drawn. Also, comparison between stated values and perceived values are being made. Distinctive differences in values between formal schooling and private tutoring are identified as collectivism vs. individualism, curriculum for moral education vs. nil curriculum for moral education, and non-consumerism vs. consumerism. The two systems also share similar values such as quality and efficiency on teaching and learning and success on scores. There are some gaps between what educational institutes claim and what students perceive in practice. They are all-round development vs. all-subject development on exam success, student-centre development vs. economic efficiency and aspirations in life vs. success in realistic world. The findings suggest a need to rethink the educational aims in an era of transformation in China.

This study is a multi-level analysis of the pervasive phenomenon of what is termed here as low-fee private (LFP) schooling in India focusing on Lucknow District, Uttar Pradesh. The significance of the study is its focus on a private sector uniquely characterised as one targeted to a clientele traditionally excluded from private education. The study follows a single-case embedded case study research design of the type explained by Yin (1994). Its guiding framework comprises theoretical levels of analysis which are the individual, organisational, and institutional, corresponding to the case sub-units of household, school, and state respectively. The research design is structured through a new institutional paradigm which is also used to analyse results at the institutional level. Data were collected through interviews, observations, documents, and field notes. Direct household data sources were 60 parents/close family members at two focus schools (one urban and one rural); school sources were owners/principals of 10 case study schools (five urban and five rural); and state sources were 10 government officials. Analysis of the 100 formal interviews, informal interviews, observation events, and field notes followed a qualitative approach through an inductively derived analytic framework. Structured portions of household and school interviews were analysed through descriptive statistics providing data on household and school background characteristics. Documents were analysed using a modified content analysis approach. Implications of individual-level results lie in highlighting the schooling choices and patterns of a group that is otherwise regarded as homogenous, i.e. children are not sent to school because parents are uninterested in schooling and fail to see its relevance. In fact, results indicate that disadvantaged groups accessing the LFP sector in the study are active choosers who made deeply considered and systematic choices about their children's education. A model to explain their school choice processes is empirically derived. Data suggest that households employed the strategies of staying, fee-bargaining, exit, and fee-jumping to engage with LFP case study schools. Organisational-level results focus on case study school profiles, their organisational structures, and the strategies they employed to operate in the new schooling market. Results also focus on a qualitative understanding of the challenges case study schools faced as LFP schools, both by the institutional context and household demands. Finally, data point to the mechanisms instituted within the schools to deal with household needs and demands and the changing household-school relationship. The implications of institutional-level analysis He in exposing inconsistencies in the application of the formal institutional framework (FIF) for schooling to case study and other LFP schools by institutional actors. Differences in the FIF in principle and in practice are linked to perverse incentives embedded within it. The results strongly indicate the existence of what is termed here as, the shadow institutional framework (SIF), employed by case study schools to mediate the FIF to their institutional advantage. The SIF comprises internal institutions common across the set of case study schools, allowing them to form linkages with other LFP schools and exchange institutional information; and external institutions or higher order institutions governing how case study schools interacted with the FIF for basic and/or secondary education and private schooling. The SIF tied together an otherwise independent set of LFP schools as a de-facto sub-sector of the greater private sector. The study's main contributions are its analysis of an emerging local model of formal private schooling for disadvantaged groups; extending new institutional theory's application to education; and the methodological contribution of mediating the researcher's positionality through currencies.

Since the end of the Cold War, the Private Military Industry has skyrocketed. This study gathers, compiles and examines demographic and financial information on 585 private and public companies that operate in the Private Military Industry. The demographic analysis reveals that an overwhelming majority of firms are privately held and offered no financial information. Firm inception dates are closely correlated with past and current world events. Majority of the private firms founders have military or government backgrounds and are located in the United States and United Kingdom. Using Singer's and Avant's classification of the Private Military Industry, the study determines that most firms are not restricted to one classification as they operate in more then one arena. The analysis of public firms reveals that revenues and profits have been increasing steadily since 2003 as well as operating expenses, shrinking profit margins. The public firm analysis presents the financial relationships between the Initial Public Offerings, locations, and employee numbers to the success of the companies. Overall this study and the analysis of the Private Military Firms offer insight into the prevalence of the Private Military Industry in the business world and how financially rewarding it can be.

The title ‘Inclusive schooling: contexts, texts and politics’, names a thesis which critically analyses the development of inclusive schooling in the small Australian Island state of Tasmania between 1996 and 1998. The ‘Inclusion of Students with Disabilities’ policy, introduced in 1995 by the Tasmanian Department of Education, Community and Cultural Development, provides an opportunity to understand the cultural context and politics of change in schooling over this period. The qualitative methodology deployed here is informed by poststructuralism and captures the everyday experiences of university teaching as a research site. The teacher/researcher as the visible maker of the research use metaphors of fibre and textile practice, techniques of textual juxtaposition and her positioned subjectivity as a female academic to tell a 'big story'. The researcher develops a 'double method' as a possible model for Inclusive research practice and educational policy analysis. Using a critical ethnographic method, derived from the work of Carspecken (1996), 'data stories' (Lather & Smithies 1997, p.34) are produced from the narratives of five key informants – a parent, two teachers, a policy-maker and the researcher. Assembled as the data of the thesis the multi-voiced texts provide an account of the sociocultural, professional and systemic context of Inclusive schooling over a three-year period. In the analysis these data are interpreted from a feminist poststructural standpoint. A deconstructuive reading of the data stories interprets the discourse of inclusive schooling emphasising the dominant foundation of the special education knowledge tradition. The idea of author function (after Foucault 1975, 1984b and Grundy and Hatton 1995) is used to interpret the 'texts' of the key Informants as discursive constructions. The researcher theorises inclusive schooling as an entangled, multiple and contradictory discourse, embedded in the social, cultural and material contexts, rather than a singular unitary Idea of the progress within the special education knowledge tradition. The study contributes a fine-grained analysis of the constructed knowledge of inclusive schooling in one locality. The thesis advocates continuing engagement with questions of epistemology and social transformation in inclusive schooling, rather than persisting with technical rationality and the status quo. The researcher takes the position that the opportunities to theorise inclusive schooling lie within the multiple and disparate constructed texts of the micro world of everyday practice and the macro understanding of understandings of contemporary social justice. The poststructuralist writing/reading questions traditionalist theorising in the special education field. Central to the negotiations of power and truth inclusive schooling research and practice is a communicative theory that transforms populist conceptions of inclusion.

Over the past three decades, privatization and school choice have been introduced and embodied in the vocabulary of several national education policies. Although free education has been constituted, private schooling has been steadily growing its presence over the last years in Greece and Sweden. Parents are asked to choose among different school alternatives in an attempt to find the school that ‘fits them the best’. This study aiming to examine the phenomenon of private schooling and the factors that affect parental school choice, outlined a comprehensive framework of the national policies about private schools and school choice in both countries. Furthermore, the Human Capital, Human Rights and Capability approaches consisted the theoretical background of the study and framed the analysis of its research findings. The case study design of the research provided an in-depth exploration of the two national contexts, enriching the study with empirical data. Twenty semi-structured interviews with education professionals and parents from both countries shed light on the reasons behind the school choice towards private schools. Regarding the findings of the research, several kinds of educational inequalities and social segregation were identified because of the fact that not all parents have access to school choice under equal terms.

Streszczenie:
The thesis investigates private versus public space and the natural tendency for an individual to seek out its own place within a group. More specifically, the project studies whether private and public could not only occupy the same geographic space independently, but also activate one another. A library was chosen as the program for its opportunity to serve as a â third placeâ in the community. A â third placeâ is a neutral ground that is neither a home nor workplace. The benefit of such a place is to stimulate conversation and interaction, to provide a way to either hide or be seen, and to encourage social cohesion as people meet that may not have through normal daily life. The site is on the corner of 12th and H Streets NE in Washington, DC. Its location in a rebounding streetscape demands that the library give the surrounding context a large role in its design. Public space is a priority, and the building is porous to extend the exterior into the interior and vice versa. The libraryâ s ever-changing role in a city inspires flexibility in the design and a life beyond normal library hours.

A public private partnership is an alternative to procurement of the facility by the public sector, using funding from tax revenues or public borrowing. In a typical public sector procurement, the public authority sets out the specifications and design of the facility, calls for bids on the basis if this detailed design, and pays for construction of the facility by a private sector contractor. The public authority has to fund the full cost of construction, including cost overruns. Operation and maintenance of the facility are handled by the public authority and the contractor takes no responsibility for the long term performance of the facility after the construction warranty period has expired. In a public private partnership, on the other hand, the authority specifies its requirements in terms of outputs, which set out the public services which the facility is intended to provide, but which do not specify how these are to be provided. It is then left to the private sector to design, finance, build and operate the facility to meet the longterm output specifications. The project company receives payments over the life of the PPP contract, which are supposed to repay the financing costs and give a return to investors. The payments are subject to deductions for failure to meet output specifications, and there is no extra allowance for cost overruns which happen during construction or in operation of the facility.

Abstract This thesis increases the understanding of public-private partnerships (PPPs) by examining their development in a centralized public procurement context. The thesis discusses on how the actors in centralized public procurement participate in the development of PPPs and what drives and challenges the actors to transit from traditional transactional arm’s length tendering to partnership thinking in public procurement. The PPP research is integrated into the research stream of Industrial Marketing and Purchasing (IMP) and the interaction approach to recognize PPPs as socially constructed during the public procurement process. The triadic approach is applied to regard PPP development as dynamic and examine the relationship dynamics between the three actors of centralized public procurement. The empirical setting of the thesis rests on a qualitative case study design using two cases. It analyzes PPP development in a standardized product procurement of food and a more diversified service procurement of home nursing. The empirical data is primarily acquired through qualitative interviews, which are supported by information from written documents and seminars on procurement regulations and procedures. The thesis shows that the development of PPPs in the context of centralized public procurement is an ongoing and dynamic process, in which the three actors actively participate by initiating, building, and facilitating the development process. The thesis further finds that cooperative interaction contributes to PPP development by increasing knowledge exchange and promoting the transition from transactional procurement logic to partnering in public procurement. The procurement type and the network in which the PPP is embedded influence the process by reflecting the actors’ ways of participating in the process and how trust is built between them. The thesis further shows how relationship dynamics influence the process in the triadic setting; that is, the procurement logic of a single actor or the logic underlying the relationship of two actors engender and intensify the problems or promote the partnership thinking in the triad. The findings of this thesis aid managers to identify how they can proactively foster the development of PPPs in centralized public procurement, and identify the influence of relationship dynamics on the process
Tiivistelmä Tässä väitöskirjassa keskitytään julkisten ja yksityisten organisaatioiden välisten kumppanuussuhteiden kehittämiseen keskitetyssä julkisessa hankintakontekstissa. Tutkimus tarkastelee sitä, kuinka keskitetyn hankintakontekstin kolme eri toimijaa osallistuvat suhteen kehittämiseen ja sitä, mikä edistää ja haittaa heidän siirtymistä perinteisestä transaktionaalisesta kilpailutuksesta kohti kumppanuutta. Tutkimus yhdistää julkisten ja yksityisten organisaatioiden välistä kumppanuutta käsittelevää kirjallisuutta teollisen markkinoinnin ja ostamisen tutkimukseen sekä erityisesti vuorovaikutusnäkökulmaan, koska kumppanuus ymmärretään työssä sosiaalisena ja vuorovaikutteisena prosessina, joka kehittyy hankintaprosessissa. Työ hyödyntää myös triadia näkökulmaa kolmen toimijan välisen kumppanuuden dynamiikkojen tutkimiseksi. Tutkimuksessa toteutettiin laadullinen kahden tapauksen tapaustutkimus, jossa kumppanuuden kehittämistä analysoitiin standardoidussa ruokatuotehankinnassa ja kotihoidon palveluhankinnassa. Työn aineisto on kerätty haastatteluiden kautta, ja sitä on tuettu kirjallisten dokumenttien ja julkisen hankinnan seminaarien kautta kerätyn tiedon kautta. Tutkimuksessa esitetään, että julkisten ja yksityisten organisaatioiden välisten kumppanuussuhteiden kehittäminen keskitetyssä hankintaprosessissa on jatkuva ja dynaaminen prosessi, johon kolme toimijaa osallistuvat aktiivisesti käynnistämällä, luomalla tai tukemalla prosessia. Distance learning using telecommunications technologies holds new and challenging promises for library and information science (LIS) education. Pedagogical, technological, cultural/sociopolitical issues and their impact upon the constituents involved--faculty, accrediting bodies, students, employers and educational administration--need to be systematically studied. Findings of a research project that examined one of the human agencies involved in distance learning, full-time faculty at library schools who have taught LIS courses for graduate credit to distance learners using a telecommunications technology, are reported. The primary research questions were exploratory ones that sought answers about the impact of the distance-learning educational model upon faculty. The methodology used was a mix of written survey, telephone, and direct interview techniques. Faculty perceived that their role changed in the distance-learning model from what it was in the traditional classroom-based model. "Teaching is no longer a private act; it is a public performance." Other findings are that more time is required for class preparation; patterns of interaction and communication between students and faculty are different; technical and managerial skills are needed; sociopolitical issues (such as copyright) need to be addressed; and specific knowledge about learning behaviors within this model is needed. Teaching, in this model, is a complex performance that may conflict with the prevailing organizational culture of both the institution and the academic profession. However, the "critical mass" of a library school teaching faculty (conspicuous for its small size) requires several changes if distance learning is to be pursued successfully, and these are discussed briefly. Salient, early historical points about the Board of Education for Librarianship (BEL, American Library Association), American Association of Library Schools (AALS), forerunner to the Association for Library and Information Science Education (ALISE), and the Gaylord Brothers (New York) financed American Correspondence School of Librarianship (ACSL) are included.

Public reason theorists argue that it is permissible for the state to enforce political norms, such as laws or constitutional principles, when those norms are acceptable to ?reasonable people.? Reasonable people are neither actual people, with all their flaws, nor are they perfect people; they are rather a partially idealized group ? realistic in some ways and idealized in others. Each of the major public reason theorists ? John Rawls, Gerald Gaus, Jonathan Quong, Joshua Cohen ? idealizes reasonable people to a different degree, but they all share two claims: 1) Reasonable people hold diverse views of the good life. Nevertheless, 2) Reasonable people can all accept basic liberal political norms grounded in freedom and equality. My dissertation begins by arguing that theorists are not free to choose any level of idealization, but are constrained in this choice by the justifications of their theories. In particular, idealization is constrained by one essential part of public reason?s justification, which I call the ?diversity argument.? The diversity argument explains the first element of reasonable people: why do they disagree about the good? The answers, I argue, attributes certain realistic qualities and tendencies to reasonable people, which therefore constrains how much we can idealize them. In chapters on the major public reason theorists, I argue that they all offer a diversity argument that does not match the level of idealization that they employ. As a result, they are unable to show that liberal norms are acceptable to reasonable people, appropriately idealized. In the final chapter, I argue that the mismatch in these theories goes even deeper, which we can see when we ask why we must accommodate disagreement at all. The answers that philosophers have given us ? reasonable disagreement is the inevitable result of human reasoning, human psychology, or free conditions ? also apply to irrational disagreement. Irrational influences such as implicit bias and motivated reasoning are also inevitable results of who we are and how we live, which means we must accommodate these realistic tendencies in political justification. So, if public reason theories must now accommodate disagreement among reasonable-but-sometimes-irrational people, what could be acceptable to all such people? I conclude by suggesting a new direction for public reason theories. People who disagree about the good life, but recognize their common biases, can still justify their views to each other by supporting institutions that mitigate those biases, such as non-discrimination laws and deliberative institutions. This requires a new kind of social contract theory ? one that is grounded in the shared recognition of our limitations, rather than our shared reasons.

The dissertation thesis provides a comparison of approaches to the audit - compliance audit, performance audit and financial audit, on example of PPP project. The fact that the border between both parties of PPP project can not be generally defined provides space for the comparison of audit in the public and private sector. The topicality of the theme is given the fiscal problems not only in European countries, where most countries are looking for a way of extending the budget constraint to private sector engagement in the form of PPP projects. Therefore, PPP projects in the world are increasingly popular form of financing. Each includes every new minister of finance includes PPP projects as a possible source of budget. PPP projects, however, represent a huge, long-term investment, that large amounts of money are invested over long time periods. Large fiscal risk would occur in the corrupt environment, with a real threat of government failure, where the supplier has better information through a quasi-monopoly position and large fiscal risks. This risk persists many years and is associated with the provision of large state guarantees in an uncertain economic and societal benefit, taking place to constrain the budget for future generations. PPP project can be agreed only if resources are used efficiently in accordance with societal consensus and the pace of economic growth and public revenue consistently exceeds the real interest rate on public debt. Therefore, PPP projects in the world are increasingly popular form of financing.The fact that this form of financing should be transparent among other things, regularly audited.

The apparent dichotomy between public and private morality and the problem of justifying 'raison d'etat' has been a constant problem in political philosophy since the publication of Machiavelli's 'II Principe'. In this thesis the conflict between personal morality and the demands of public office are examined in the light of the ethical and political systems of Hobbes, Locke, Bentham, Kant and Bosanquet all of which to a greater or lesser extent fail not only to answer the questions raised but to provide a comprehensive justification of the grounds for ethical conduct. It is contended here that the morality of self perfection, coupled with the acceptance of the notion of Natural Law as a yardstick against which both legislation and executive acts of public officials can be judged, does provide a unifying moral principle capable of bridging the gap between political action and private conscience. Statesmen, politicians and public officials cannot shirk the hard decisions that often go with public office but if they recognise a wrongful act for what it is and subscribe to a morality which includes an ethic of character then the chances of their being corrupted are greatly reduced.

The purpose of this study was to examine the relationship between Home School Enrollment and Virginia Public School Finances. Enrollment trends were examined from Fall 2001 through Fall 2010 to determine if there was an increase in Home School Enrollment over the ten year examination period. Also, two sets of Virginia Standards of Quality Variables (SOQs), Expenditures (Instructional Salaries, Administrative Salaries, Per Pupil Expenditures) and Revenues (State Portion of Basic Aid, State Portion of ADM funds and Enumerated Funds) were examined in relation with Home School Enrollment to determine if Home School Enrollment influenced Virginia Public School Finances at all. Superintendents’ Region I, one of Virginia’s eight superintendents’ regions, served as the sample population. The study revealed that Instructional and Administrative Salaries were correlated to an increase in Home School Enrollment while Per Pupil Expenditures correlations revealed no relationship. Strong correlations were revealed between an increase in Home School Enrollment and State Portion of Basic Aid while correlations between State Portion of ADM funds and Enumerated revealed no relationship. The study results revealed that Home School Enrollment does not cost or save Virginia Public Schools. Significant relationships were found but whether Home School Enrollment presents a savings or an expense to Virginia Public School Finances was not concluded. The relationships, results, implications and recommendations are presented and discuss

Using private firm financial data, I compare operational improvements in public-to-private and private-to-private leveraged transactions in Western Europe between 2003 and 2010. Results are consistent with the recent literature and find operational gains to be significantly smaller then when buyouts were originally analyzed by Jensen (1989) and Kaplan (1989). Public firms experience an increase in raw EBITDA margin of 7.2 percentage points three years post-buyout, while a doubling of firm size yields an increase in EBITDA margin of 4.6 percentage points in year three post-buyout. Using industry-adjusted data, prior corporate form is positive and significant in year two post-buyout. Contrary to prior literature’s expectations, governance state does not impact increases in net profit margin or return on assets. My analysis offers support for the free cash flow theory, as the positive and significant effect of a public structure on EBITDA margin suggests that public firms have greater growth potential for private equity investors and more agency costs than their private counterparts.

Public private partnerships [PPPs] are a product of policies and processes to modernise the delivery of infrastructure-based services. An examination of the modernisation literature establishes the broad analytical frame within which this thesis investigates PPPs. The macro-level overview of the recent transformation of the Australian public sector confirms that the dominant principles underlying modernisation are grounded in new institutional economics [NIE] that are implemented through private-sector derived accounting and management implementation technologies. It highlights the contextual complexities stemming from Australia’s federal system of government, explaining the decision to focus on investigating PPP experiences in Victoria. At the conceptual level, PPPs rely on risk management and modernisation of service delivery to achieve value for money [VFM] for governments. In Victoria, 2000 signals a change in the modernisation role of PPPs. Thereafter, risk inherent in PPPs was reduced by excluding the contractor from the delivery of core social services. Also, the state began to develop a number of PPP policies to guide, aid, control and rationalise decision making in the pre-contracting stage, and to clarify objectives. Analysis of PPP contracts and the failure of one pre-2000 PPP hospital project are illustrative of the controversies identified in the literature about ‘hidden’ aims, the role of technologies designed provide ‘objective’ evidence of VFM inherent in PPPs at the time of contracting, and the ‘fallacy’ of risk transfer to private contractors. An examination of prison contracts indicates the changing nature of the management and control of PPPs in the execution stage. Analysis of pre-2000 prison contracts reveals that these projects were intended to drive significant financial and nonfinancial modernisation reforms throughout the correctional services system. Despite problems with contractual specification of performance and payment mechanisms, and the failure of one of the three pre-2000 prisons, recent evidence suggests, contrary to conclusions in the previous literature, that sector-wide modernisation objectives are being achieved in PPP prisons. PPPs have been criticised on the grounds that they enable governments to avoid accountability for service provision. A survey of the extent, focus and characteristics of the performance audit of PPPs confirms that little PPP auditing has been undertaken in Australia per se, and also that much of the performance auditing has focused on examining adherence to mandated procedures in the pre-contracting stage. However, this thesis demonstrates that the Victorian government has undertaken significant evaluation of the operation of its pre-2000 PPP prisons, and that its thinking and policy development reflect lessons learnt. The evidence presented in this thesis challenges findings in the previous literature that modernisation has delivered less than promised. This thesis confirms the potency of longitudinal research to investigate outcomes of what is essentially an iterative process of reform and that ‘successful’ implementation of modernisation change is sensitive to the context to be reformed. In finding that the presence of goodwill trust is critical to the implementation of recent modernisation reform in the correctional services sector (including in the PPP prisons), this thesis also confirms recent critiques of the power of NIE theories to explain contracting practices in the PPP setting.

This dissertation is a compilation of three studies related to public school choice issues. Chapter 2 examines whether access to public schools of choice influences a household’s decision to choose private school for their child. I employ a multistate, individual-level data-set on students and their families — for which I have been granted access to restricted geo-code information. I supplement these data by matching students with their respective school districts using geographic information systems (GIS); I then examine whether relative measures of public school choice (PSC) in a school district influence the household’s public-private school decision. I find slight evidence that households respond to general measures of choice, though the implied effects appear to be trivial. Conditional on the presence of either PSC type of school in a district, I find more consistently significant crowd-out effects for competition measures from magnet schools, while charter school measures elicit stronger private-sector crowd-out effects, roughly three times those of the respective magnet school measures. Chapter 3 examines the statewide educational policies and student, household, and school district-level attributes that influence the demand for interdistrict and intra-district public schools of choice. In the context of a multinomial probit model, I also estimate the demand for private school as a third alternative to attending an assigned school. I find evidence to suggest that households substitute between intra-district and interdistrict schools of choice.. I also find that mobility patterns may significantly increase the probability a household opts out of district. Chapter 4 is an exploratory analysis that examines the qualities that distinguish school districts as net-losers, net-keepers, or net- gainers of students in their public schools. In particular, I examine how public schools of choice affect the net flow of students across the public sector. I find that charter schools appear to locate in districts that are net-losers of students, where students are opting into private school. I also find evidence to suggest that net-loser districts may signal better quality school districts with more diverse options available to facilitate positive student-school matches.

The use of public-private partnerships is a growing trend in the United States.  However, these arrangements\' job creation abilities have not fully been studied.  The nature of these arrangements allows for a wide variety of organizational structures.  This thesis analyzes differing public-private partnership models for their job creation efficiency.  The characteristics present in these arrangements are discussed.  This thesis is a multiple-case study of three distinct public-private partnerships for higher education infrastructure.  The three cases presented are Clemson University\'s International Center for Automotive Research, the University of Washington\'s South Lake Union Medical Research Complex, and Louisiana State University\'s Digital Media Center.  The findings of this thesis are that public-private partnership models with substantial upfront non-public investment can create jobs more efficiently from the public sector\'s perspective.  The public-private partnership models that create jobs more efficiently have the characteristics of stability, capacity, and collaboration.

The purpose of this study was twofold. First, it aimed to present an argument for the inclusion of primary-age children's views in the decision-making process in primary schools. Second, it aimed to explore the potential of primary-age children to contribute to better decisions about their own schooling. The hypothesis is that primary-age children have worthwhile views of schooling that should be introduced into both classroom and school decision-making processes. Authoritarianism, moral development, childrenqs rights and active learning were explored in relation to child participation in decision-making. This study attempted to explore children's views of schooling from the viewpoints of the children themselves. Children kept diaries of school for one week and from these diaries an interview schedule was constructed to allow the exploration of their views. The study shows that primary-age children have views that can contribute legitimately and valuably to decision-making at both the classroom and school levels.

The purpose of the study was to identify factors which influence Indiana public school superintendents and principals to provide special services to home-school families. A second purpose of the study was to identify the services Indiana home-school families would use if available from the public schools.Perceptions Indiana public school superintendents (N=97) and principals (N=404) have of home-schools were collected through the use of a survey instrument developed for the study. One -hundred thirty-one Indiana home-school families participated in the study.Findings from the study show principals and superintendents hold a negative view of home-schooling relative to the academic, instruction, and socialization quality available to home-school students. Home-school families choose non-classroom activities most frequently when indicating possible participation in the public schools.The following conclusions are drawn from the study:1. Public school principals in Indiana have a negative perception of the academic, instruction, and socialization quality in home schools.2. Indiana public school principals are more willing to allow home-school families access to non-classroom activities than classroom.3. The majority of Indiana public school principals and superintendents believe parents choose to home school for religious reasons.4. Public school superintendents in Indiana have a negative perception of the academic, instruction, and socialization quality in home schools.5. Indiana public school superintendents willing to allow home-school families access to the public schools are willing to allow home-school families to participate in either classroom or non-classroom activities.6. Of Indiana families educating children at home, less than 15% use public school services while homeschooling; however, over 85% might use public school services if made available.

This thesis explores wisdom education, in theory and practice, at a Bahá’í-inspired school. As background for this research, the thesis investigates the concept of wisdom, taking into account representative voices from philosophy (Socrates), psychology (Sternberg) and Biblical studies (Proverbs), and undertaking a detailed analysis of wisdom as a central idea in Bahá’í thought and Bahá’í education. The data for the research into Bahá’í education was collected at Nancy Campbell Collegiate Institute (NCCI), a Bahá’í-inspired school committed to wisdom education. NCCI, located in Stratford, Canada, provides a solid foundation for education through the twin pillars of ‘achieving academic excellence’ and a ‘clear moral framework’. NCCI asserts that the centre of the educational experience is their commitment to nurturing and inspiring qualities of the spirit, emphasizing that the spiritual life of their students is an important element of their overall development. The data collected was analysed through the strategies and techniques of interpretive ethnography in educational research. The sources for generating the data were: participant observation, interviews and document/curriculum analysis. After critical analysis of the data, it became apparent that wisdom in this school is understood to be more than knowledge and experience. Wisdom is an educational process involving: · An innate capacity within each individual to become wise. · The stimulus of this innate wisdom capacity through exploring fields of both spiritual and material knowledge. · An acquired understanding of these spiritual and material worlds that increases the potential for good in individual and collective lives. · Making informed and beneficial moral and life decisions based on this acquired understanding, which becomes an integral part of the person’s life experience. · Reflection on decisions made and actions taken, which enables the individual to gain a new level of understanding for seeking knowledge and making better decisions. Also, it became apparent that the acquisition of wisdom is more than seeking knowledge from the elders, God and the environment. There was a strong consensus amongst the informants that education is a vital instrument to stimulate the development of the innate wisdom in their students. This was evident by the way the school emphasised the implementation of the 19 Moral Capabilities (Appendix Three) and promoted spiritual awareness, employed the technique of consultation, implemented the concept of mentorship, upheld the principle of Unity in Diversity, and used performing arts through dance and theatre workshops to enhance social, moral and spiritual understandings. The model of wisdom education investigated in the research undertaken in this thesis offers a valuable model for exploring wisdom education in a wide range of contemporary schools in Australia.
