ABSTRACT An effective public affairs effort during a crisis is of paramount importance, both in disseminating accurate information and in shaping a positive public perception of the response effort. Good crisis managers take a proactive role preparing, staffing, and testing a media plan. The state of Michigan has had success in its media plan by establishing a Joint Public Information Team (JPIT) consisting of federal, state, and local agencies. This paper is an overview of how the state recruits members, defines jobs, and equips a JPIT. It gives the history of how the JPIT got started and discusses how its lead agency, the Michigan State Police, Emergency Management Division (MSP/EMD) keeps members motivated to participate. The poster presentation will be a series of handouts containing the details of how the MSP/EMD established the JPIT. This overview with the handout should be helpful to any organization establishing a JPIT.

The UN Office of Legal Affairs provides central legal support and assistance to UN offices and entities implementing the fundamental UN mandate established by the UN Charter, namely, to support the maintenance of international peace and security; to promote economic and social advancement for all people; and to affirm faith in fundamental human rights and promote the wider acceptance of international law. The General Legal Division is one of six divisions of the UN Office of Legal Affairs, and one of two of the Office's divisions that provide transactional legal services and support to the United Nations, its Funds and Programmes, such as the UN Development Programme, the United Nations Children's Fund, the Office of the UN High Commissioner for Refugees, the UN Population Fund, and others, the UN's peacekeeping missions, and the UN's regional and country offices throughout the world. Specifically, the Office oversees global crises and at times relevant legal aid. It deals with the internal legal framework of the UN and facilitates its legal interactions with suppliers, donors, implementing partners, and the public at large. In the General Legal Division, we have some thirty lawyers and ten support staff in the Division dealing with a variety of the day to day legal issues faced by the Organization.

The IAU Division C Commission 55, Communicating Astronomy with the Public, played an active role in Union affairs within Division C, Education, Outreach and Heritage. The International Astronomical Union (IAU) vested considerable responsibility for its public outreach efforts in Commission 55 (C55), Communicating Astronomy with the Public. This article briefly recounts the origin and history of C55 over the past decade, and describes the work of C55 until it became Division C Commission C.C2 in 2015. As stated on our website, http://www.communicatingastronomy.org, C55 was founded on the principle that “it is the responsibility of every practising astronomer to play some role in explaining the interest and value of science to our real employers, the taxpayers of the world.” While this was true a decade ago, when the Working Group that eventually became C55 first took shape, it is even more true today, when funding for the astronomical sciences (and science more generally) is under threat on nearly every continent.

Along with comparing public administration affairs in traditional political, genuinely religious, patrimonial, and charismatic systems, we deal with decision-making problem, and along with mentioning decision-making methods in modern mathematics, the decision making process on the basis of personal value system will be under considerations. If the human beings’ value system moves from caring material affairs towards concerning spiritualties, the consequences of decision-making process would be improved. In establishing management and making hierarchical organization, the more the rate of discipline and ration, the organization framework would become more consolidated. The basic skeleton of an organization includes division of labor, authority, and responsibility, hierarchical relationships of different job categories in the organization, and the qualifications of relationships are of the other items that are being considered in this paper. Mutual understandings and beliefs of members of the organization in approaching organizational goals and their moral commitments to preserve organization's benefits would reduce the costs of supervision and control in organizations including visible and invisible costs, and methods for providing these conditions in Sufism are achieved via purification of the self for every single of the individuals. Meritocracy and favoritism are other discussed topics in this paper. In conclusion, fifty rules for public administration affairs are presented which have been raised by His Excellency Haj Zein ul-Abedin Shirvani, a Sufi Master of two centuries ago.

The governance theory has experienced an important evolution throughout history of political models known until present day. Specialists and scholars agree unanimously on the representative system being the preferred instrument of modern democracy to organize the state authority and competences. Politicians and rulers are elected according to a subjective approach, with the obligation to establish and realize public issues. This is a process in which the will of voters is used to prove the legitimacy of the power; however, it is deprived of an impact on direct politicians’ decisions. In another dimension, the Islamic governance theory offers a different postulate which is constructed on a clear division between the public and private interests. “Shura”, that is a consultative system of governance, is determined by divine provisions as a unique governance model, in which the impact of individuals has a direct impact on appointing rulers and on decision making, as well. This system provides a preventative control and monitoring which allow consultants’ or advisors’ interference in the decision making process and also during the executive phase to avoid disturbance or violation of the goals established in public issues, according to provisions and rules of Shari’ah.

All members of the institution must actively contribute through excellent work, recognizing that the overall organizational effectiveness hinges on individual employee performance. This research seeks to explore and assess how service quality and motivation impact the job performance of employees in the Banquet Affairs division of the West Java Provincial Government's Regional Secretariat. Employing a quantitative approach, the study employs both descriptive and verification methods to analyze these influences. The population in this study is 30 respondents chosen using the saturated sample method, thus the population is as large as the number of research samples. The data is collected by distributing questionnaire directly towards the respondents, and then it is analyzed using the multiple linear regression method. The research findings state that service quality and motivation partially and simultaneously influences employee performance in the Banquet Affairs of the Regional Secretariat of the West Java Provincial Government. The contribution of service quality and motivation to employee performance is 74.3%.

Like many research institutions, the Harvard-Smithsonian Center for Astrophysicsf (CfA), has been actively engaged in education and public outreach activities for many years. The Harvard University Department of Astronomy, the formal higher education arm of the CfA, offers an undergraduate concentration and a doctoral program. In our Science Education Department, educational researchers manage ten programs that address the needs of teachers and students (K-12 and college), through advanced technology, teacher enhancement programs, and the development of curriculum materials. The Editorial and Public Affairs Department offers several public lecture series, recorded sky information, children's nights, and runs the Whipple Observatory Visitors Center in Amado, AZ. In this environment of successful programs, the High Energy Astrophysics (HEA) division, one of seven research divisions at the CfA, has initiated, or partnered with other institutions, development of several new education and outreach programs. Some of these programs involve partnerships with the education community, but all of them have been initiated by and involve scientists.

Even the Government as a whole and the Prime Minister do not much take care about the defence policy. The so-called experts concerning defence policy are the militaries, the diplomats and the NATO-bureaucrats.Yet, the political problems with respect to the Atlantic Alliance and the division of the European continent, wilt constrain the politicians to reconsider the basic options of the policy.

This paper presents the findings of a study that explored how authorities of Cape Coast perceive the role of mass media in corporate communication and reputation management. The study which was descriptive by design, solicited information from 77 purposively selected senior members in the university. Simple quantitative methods involving frequency tables, percentages, bar and pie charts were employed in analyzing the data collected. Among other findings, the study found that the University had adopted the use of multiple media especially radio, television, internet and newspaper to communicate to students, staff the University Community and its large external publics. The university's use of media is however mostly uncoordinated. Based on the findings, the paper argues that the University can study that explored how authorities of maximise benefit of the use of mass media if it adequately resources and positions its Division of Public Affairs to enable it enhance its performance and also educate the University Community on the role of media in corporate affairs.

This study aimed to promote volunteerism among educational stakeholders to support public secondary school programs in the Division of Batangas City. It determined the projects, activities and programs (PAP’s) undertaken by the public schools that need the assistance of the stakeholders, and the extent of the stakeholders’ support along school affairs- its organizational set and policies, projects and activities, student services and facilities. It also delved about the problems met by the public schools in promoting volunteerism among their stakeholders. The study made use of descriptive method with the survey questionnaire, interview and documentary analysis as data gathering instruments. The respondents were 18 school heads, 258 teachers and 74 parents of the 18 public secondary schools. The study revealed that the respondents often supported school projects, activities and programs undertaken by the school. Extra-curricular activities for music and arts were seldom supported. Educational stakeholders also supported school organization set up, policies, school projects, student services and school facilities to a great extent. The main problem encountered in the promotion of volunteerism among stakeholders was that many of the community people come from low-income families thus they hardly provide financial assistance to school which was rated moderately serious.

This research is based on the phenomenon that the management of PT Astra Agro Lestari Tbk applies the concept of a matrix organization in terms of the roles and responsibilities of public relations. The matrix pattern makes coordination happen across functions. The implementation of communication programs in the form of media relations in all subsidiaries spread across nine provinces becomes increasingly difficult when the work from home work pattern is implemented. This study wants to find out how the online sharing session strategy is carried out by the Communications and Public Affairs Division in overcoming the lack of knowledge of the Community Development Division as the field implementer of the communication program. The research method used is descriptive qualitative. Collecting data in this study using observation and interview techniques. Research concludes that online coordination can be a solution, but its effectiveness needs to be combined with cultural elements and formal strengths.

This research focuses on fostering student morals, namely UKK (Unit Kegiatan Kerohanian). To find the form and process of implementing UKK programs. Using a research method descriptive approach, all data were using interviews with 20 informants selected using data techniques, the authors also took data through interviews, documentation, and observation. All data is then analyzed by thematic method and document analysis. Introduction: Women dominate Indonesia's health system but there is no clear evidence how this is represented equally in the decision-making process. Globally, the healthcare system is challenged by gender segregation of health managerial position. Aims: This study is to explain the findings regarding patterns of male or female dominance in the particular division of the district health office. Methods: This study was an original research discussing gender segregation of male and female dominance as health managers in district health office. We listed the characteristics of health managers in two provinces with different kinship system. These characteristics were then compared with several gender segregation patterns i.e. work area; position requirement; dominant task coordination; workplace; emergency possibility; budget; percentage of the female manager based on matriarchy and patriarchy background. Result: Female managers of a matriarchal background dominate in General Secretariat (63.4%). Public Health and Community Empowerment (62.5%) and Healthcare Services (80%). A significant portion of men of a patriarchy background shows that men are dominating in two divisions, Disease Prevention and Control (57.8%) and Health Services (55.3%). The study proved the existence of the dominance of one gender in a specific job. This indicated the existence of gender segregation in the healthcare system. Conclusion: Female managers tend to be placed in domestic organization affairs while the male managers are generally responsible for interorganizational affairs, including jobs with high emergency responses.

Mr. DiRosa obtained a Master’s in Public Administration (MPA), with a focus on managing federal agencies, from The George Washington University in 2002. While at GWU, Andy served as editor of Policy Perspectives, and was awarded the Leadership Award and was inducted into the Pi Alpha Alpha public administration honor society. Andy obtained a BA from Old Dominion University (Norfolk, VA) in English and Political Science in 1987. While at ODU he was elected to two terms on the student senate.Presently, Andy is the assistant section chief of the Executive Intelligence Section in the FBI’s Directorate of Intelligence at FBI Headquarters. In this capacity he helps oversee daily operation of 24-hour units that prepare the daily intelligence briefing materials for the FBI Director, US Attorney General, and other senior executives. Andy has also worked in the FBI’s Counterterrorism Division, as an intelligence analyst and supervisor, and in the FBI’s training division and office of public affairs, as managing editor of the FBI Law Enforcement Bulletin, a widely read criminal justice journal. He authored book reviews and journal articles, including features on street gangs and the impact of the Second World War on US law enforcement. While in the Counterterrorism Division Andy served in an international intelligence cell at NATO headquarters in Brussels. Mr. DiRosa has also represented the FBI at bilateral intelligence exchanges with Canada and the United Kingdom. The road is a means of land transportation that has a function to connect one area to another. Therefore the development of an area can run well if access and mobility are not disturbed or hindered. Road conditions are very important in facilitating the mobility of various sectors such as the economic, industrial, trade and transportation sectors. The Central Lombok PUPR Service has duties regulated in government regulation number 38 of 2007 regarding the division of government affairs between the provincial government and district/city regional governments. In accordance with regional regulation number 11 of 2016 concerning the formation and composition of the regional apparatus of the NTB province, the position of the public works and spatial planning office of the NTB province has the task of assisting the governor in carrying out regional government affairs in the field of public works and spatial planning geographic information system design for road mapping at the PUPR Service. make it easier for officers to check the road. It is hoped that this system can improve data management, so as to create quality road construction in the Central Lombok Regency area.

This article examines the professional career of Governor Albert P. Brewer and the development of his vision for a public affairs research group, that exists to give objective facts about state and local governments. The research question of this article is if Albert Brewer’s goal was fulfilled. The careful planning and the quality reputation of the published research of Public Affairs Research Council of Alabama (PARCA) has fulfilled the goal that Brewer had in mind. A methodology in arriving at this conclusion can be found in investigating the published output and broad, favorable reception of that output. This article examines the major events in the career of Governor Albert Brewer. He was a state legislator, speaker of the house, lieutenant governor and governor of Alabama. Brewer had many accomplishments, including the creation of the Alabama Development Office (ADO), the Alabama Commission of Higher Education (ACHE), substantial increased funding for public schools, and an effort to produce a new state constitution. A goal of Brewer was to create the PARCA, as a source of objective data and other facts that all people could use. PARCA is a non-profit and non-partisan group. The goals of Brewer for PARCA have been met and the organization continues to flourish. Brewer is one of the most decent professionals to ever occupy the Alabama governor’s office. Brewer was governor and decided to pursue another term with the 1970 election. In his political campaigns he projected the goal of being inclusive as opposed to the strong desire of George Wallace to cause division between African American citizens and some other citizens. That is, Wallace pursued a campaign tactic of creating a racist environment, to get votes. That election is considered by historians to be one of the most racially charged elections. The result was that Brewer and Wallace were in a run-off, and Wallace won by less than 34,000 votes. Later, in 1972 Wallace survived an assassination attempt. Some people think that event changed him, as he did stop pursuing a racist ideology for the rest of his political career. In contrast, Brewer consistently pursued a more inclusive message in appealing to citizens to work together for progress. PARCA, a group championed by Brewer furthers that goal. To help policy makers, PARCA provides objective data, which people of all political views can refer to. Brewer’s goals of an organization that provides accurate information has been achieved.

The article aims to present a comparative analysis of the results of opinion polls conducted by all-Russian public opinion centers and regional research organizations regarding the work of the police based on the case of one division of the Siberian Federal District - Kemerovo Region - Kuzbass. It is noted that conducting such research acts as a kind of “feedback” tool between the Ministry of Internal Affairs and the public and is basically aimed at identifying the dynamics of current results and existing problems in the work of police officers. At the same time, the authors compare polls of different types (mass and online polls) and levels (federal or regional), which allows for a better analysis of the issue. The article analyzes data for the last few years obtained by the Public Opinion Foundation (FOM), the All-Russian Research Institute of the Ministry of Internal Affairs of Russia, the Siberian Politics Foundation and the Centre for Regional Social and Political Research at the Institute of History and International Relations of Kemerovo State University. The main issues that are constantly monitored by the leadership of the Ministry of Internal Affairs and representing the subjects of tudy for opinion surveys include the degree of protection of the population, the level of trust to police officers, performance assessment, the degree of victimization of the population (whether a person was subjected to criminal attacks or not for over the past 12 months). The study made it possible to see the weak and strong aspects of both the survey results themselves using the case of the region and to trace the similarities and differences in the public evaluation throughout the country and in Kuzbass. For example, online polls in Kuzbass conducted in September 2020 against the background of the COVID: pandemic showed a “surge” of protest potential in the responses. In general, the study concluded that federal results tend to color the real situation offering a certain generalized result across the country, while the level of regional research is more objective in reflecting the real situation.

Based on the result of research in the Cooperative Office, Micro, Small and Medium Enterprises Bandung and the Department of Trade and Industry Bandung, there is work performance that has not been maximized, it can be seen from the indicators: the quantity of work, job knowledge and personal quality. This is due to: the complexity and formalization that have not been optimize. This research used combination research method by using Sequential Model that is with data and quantitative data analysis in first stage and with qualitative data in second stage. Technique collective data consist of literature study, field study (participant and non-participant observation, in-depth interviews with two heads of service, questionnaires distributed to 28 persons, Division Head and Section Head of both Focus Group Discussion), research design, data and data sources, key informant and informant, and documentation studies. The result of this research is quantitative result of 68.9% result of organizational design on work performance in Cooperation Department, Micro, Small and Medium Enterprises, Trade and Industry Office of Bandung City that have a high enough influence. The result of qualitative research is micro business that became a municipality affair then small enterprises are provincial affairs, and medium enterprises are the affairs of central government. This showed that there are still overlapping in work specialization and the authority that has not optimize yet from central to region, thus it needs a new concept or research findings that will certainly enrich organizational theory and study related to organizational structure and public institutional related to work performance. This article aims to understand various efforts to improve public services through deregulation. For example, the Mayor of Pekalongan shared complaints from fishermen who felt that the existence of the state and government made it difficult because to take care of sea permits alone had to deal with 17 different agencies. The problem centers on the obstacles to improving public services through deregulation and the factors that cause overregulation in Indonesia. This study determined the obstacles to public services and over-regulation. The data used are secondary data collected through literature studies and analyzed qualitatively. This study concludes that the Government has made various efforts to improve intermediate public services through deregulation by enacting several laws and regulations that unify the material of previous laws and regulations. Overregulation occurs in Indonesia due to the unclear development of authority between various institutions. There are still many overlapping laws and regulations in regulating various affairs so the applicable regulations can be said to have been too many. Therefore, there needs to be a firm policy in the division of authority of regulators so that there is no more over-regulation because there are no more overlapping regulations.

Commission 22 (Meteors, Meteorites and Interplanetary Dust) was established at the first IAU General Assembly held in Rome in 1922, with William Frederick Denning as its first President. Denning was an accountant by profession, but as an amateur astronomer he contributed extensively to meteor science. Commission 22 thus established a pattern that has continued to this day that non-professional astronomers were welcomed and valued and could play a significant role in its affairs. The field of meteors, meteorites and interplanetary dust has played a disproportional role in the astronomical perception of the general public through the majestic displays of our annual meteor showers. Those in the field deployed many techniques uncommon in other fields of astronomy, studying the “vermin of space”, the small solid bodies that pervade interplanetary space and impact Earth's atmosphere, the surface of the Moon, and that of our satellites in orbit. Over time, the field has tackled a wide array of problems, from predicting the encounter with meteoroid streams, to the origin of our meteorites and the nature of the zodiacal cloud. Commission 22 has played an important role in organizing the field through dedicated meetings, a data centre, and working groups that developed professional-amateur relationships and that organized the nomenclature of meteor showers. The contribution of Commission 22 to the field is perhaps most readily seen in the work of the presidents that followed in the footsteps of Denning.

Informants taken of this research are Head of Finance and Regency Asset Managerial Bureau in Merauke Regency, Head of Accounting Division and Head of Treasury Division, Head of Documentation Section of Regency Secretariat Law Division in Merauke Regency, also experts used in the process of policy arrangement. Data collected by using interview method which is then processed with “snowball” technique.From the result of this research will be then comprehended how the policy arrangement process are conducted, started from policy issues to the decision or ratification of the policy. It can be seen from the result that policy issues are being responded by the release of Ordinance about Government Accounting Standard Based on Accruals which then being followed by Minister of Home Affairs’ Ordinance for Implementation of Accruals Accounting Application. Initial phase is by making team of Policy Arrangement in Regency Government which then followed by a discussion of the team and experts, and also related officers in local government. The most affecting factors are dominated by old behavior related to the application of the policy implementation.Regent ordinance about Merauke Regency Accounting Policy is the instruction of Government Rules which later be arranged in Minister of Home Affairs’ rule about the Implementation of Accounting Standard in Regency Government, the arrangement team involves experts or academician as masters of policies who has been chosen by Head of Finance and Assets Executives, public process has involved related division and treasurer as impacted party of this policy. By doing discussion and socialiszation, this policy arrangement – which is done by policy experts and related division – has applied easier alternatives under the obedience of the regulation.There is no obstruction factor in this arrangement process then by far it can be called a success since the team, experts, and institutions has done a good communication and coordination during the process. But still the old behavior holds the most dominant effect in this formulation.Efforts done in this phase of policy arrangement – from team assembling of demand issues to discussed material through the forum – involved stakeholders which then be settled as occured procedure.

The purpose of this study is to find out how the Ministerial Decree of the State Secretary No. 14 year 2012 is implemented, especially Basic Health Service Standard in the Division of Health Services, General Bureau, The Public Ministry of the State Secretariat. This research used a qualitative descriptive approach to describe the implementation of Basic Health Service Standard in the Division of Health Services, General Bureau, The Ministry of the State Secretariat. The study found that the Division of Health Services, General Bureau, General Affairs, the Ministry of the State Secretariat has not implemented all the policies of basic health service standard. Objective: to analyze the everyday life of nurses through the sexual work division as well as through interdependence relations and the time in hospital.Method: quanti-qualitative study, based on the Time Use Survey and in Norbert Elias's Configuration Theory of Interdependencies. Daily shifts distribution record, directed by 42 participants - with self-confrontation - by interviews which drew dialogues on subjective aspects of the everyday experiences related to use of time, based on a job at a university hospital. The theoretical intake that founded data analysis was based on concepts of conflicts of interest, power struggles, sexual work division and polychronic-monochronic concepts - whether the work environment demands multitasking nurses or not.Results: time records allowed to observe differences between the groups studied, useful to identify conflicts, tensions, power struggles and gender inequalities in interviewees' everyday affairs that do not only affect physical and mental health, but also their way of life.Conclusion: the analytical path pointed out the need for public policies that promote equity in gender relations, keeping at sight the exercise of plural discourses and tolerant stances capable to respect differences between individual and collective time.

As a regional regulation enforcement officer, the Civil Service Police Unit in conveying information is assisted by Public Relations in conveying it. From these problems, the authors carried out research to find out the Public Relations Communication Strategy of the Civil Service Police Unit in Maintaining Order for Street Vendors. The research approach that the author uses is qualitative research. to fully explain what happened, using primary and secondary data as the types of data and sources of data obtained through Public Relations (Head of Unit, Head of Sub-Division of General Affairs and Personnel, Section of Public Order) and Street Vendors in Kec. Telanaipura. Data collection techniques were carried out through observation, interviews and also documentation. Abstract In the valid legislation of the Czech Republic, we do not find a clear and completely unambiguous definition of the concept of “self-government”. Nonetheless, it is an institute traditionally used and with content defined in a particular way by the theory of administrative law or administrative science in the context of the division of public administration into state administration and self-government. Self-government usually refers to public administration (i.e. administration of public affairs) carried out by public law bodies other than the state. These public law bodies are most often public corporations, which perform specific tasks within territorial self-government, professional self-government and interest group self-government. The aim of the paper is to provide an interpretation of the theoretical and legislative definition of the concept of self-government and specifically to focus on territorial self-government. In processing the paper and fulfilling the set goal, the authors will primarily use scientific methods of analysis, synthesis, description, explanation and comparison. Based on the presentation and analysis of theoretical opinions on the issue, the applicable legislation of territorial self-government and insights from public law-related practice, the authors conclude that it is appropriate to consider a more detailed (yet open) definition of self-governing tasks of municipalities and regions in the future.

The purpose of the article is to study the approaches of S.S. Alekseev to the analysis of private and public law; to their interaction and relationship. Special legal, biographical, hermeneutical and comparative legal methods are used. S.S. Alekseev justifies that the main division of law expresses its deep, initial principles, and hence the fundamental features that appear within the framework of these areas of law, each of which is distinguished by a kind of legal instrument. S.S. Public and private law have their own «spirit», the initial beginnings, the principles, features. Moreover, despite the «strength» and the leading nature of public law in modern legal systems, private law is historically and logically the first subsystem of law that laid its fundamental features in general. The two legal subsystems cannot exist without each other. They are inseparable, but everyone has its own tasks, functions, and its own subject of regulation. Public law is necessary for the authorities to regulate their existence and manage the affairs of society, but the state apparatus is less interested in the existence and development of private law. However, without private law, or if it exists, but with serious diminution or deformation, public law also suffers. Private law disappears under socialism and therefore a logical and important result of the study of the teachings of S.S. Alekseev on public and private law today, in the context of the country's transition to democracy, respect for human rights and a market economy, is the conclusion that the revival of private law in Russia is necessary.

This article analyzed the conservatism of Japanese political society, focusing on the division of Japanese political society and the crisis of the public sphere. In general, conservatization in Japanese political society focuses on the rise of conservatives due to the decline of innovative forces, excessive representation of right-wing ideologies, and support for conservative forces that led reform discourse in the process of overcoming a long-term recession. However, it is noteworthy that the silence of the general public on political issues is deeply related to conservatism in Japanese political society. This fact is meaningful in that it is possible to grasp the characteristics of the conservatization of Japanese political society, which is carried out regardless of political support. Based on this point, this article examined the characteristics of right-wing conservatism in Japanese society, focusing on the fact that it is a crisis of polarization and public sphere. In conclusion, the polarization of Japanese political society that has intensified since the 2000s and the resulting self-satisfied and present-oriented attitudes of the public have made them passive and subordinate to social affairs. As a result, the conservatist, which are active political participants, are overrepresented, and Japanese political society is being tilted toward conservative and rightward.

Abstract. Disaster preparedness is critical for reducing potential impact. This paper contributes to current knowledge of disaster preparedness using representative national sample data from China, which faces high earthquake risks in many areas of the country. The adoption of earthquake preparedness activities by the general public, including five indicators of material preparedness and five indicators of awareness preparedness, were surveyed and 3245 respondents from all 31 provinces of Mainland China participated in the survey. Linear regression models and logit regression models were used to analyze the effects of potential influencing factors. Overall, the preparedness levels are not satisfied, with a material preparation score of 3.02 (1–5), and awareness preparation score of 2.79 (1–5), nationally. Meanwhile, residents from western China, which has higher earthquake risk, have higher degrees of preparedness. The concern for disaster risk reduction (DRR) and the concern for building safety and participation in public affairs are consistent positive predictors of both material and awareness preparedness. The demographic and socioeconomic variables' effects, such as gender, age, education, income, urban/rural division, and building size, vary according to different preparedness activities. Finally, the paper concludes with a discussion of the theoretical contribution and potential implementation.

The international relations literature regularly embraces sovereignty as the primary constitutive rule of international organization. Theoretical traditions that agree on little else all seem to concur that the defining feature of the modern international system is the division of the world into sovereign states. Despite differences over the role of the state in international affairs, most scholars would accept John Ruggie's definition of sovereignty as “the institutionalization of public authority within mutually exclusive jurisdictional domains.” Regardless of the theoretical approach however, the concept tends to be viewed as a static, fixed concept: a set of ideas that underlies international relations but is not changed along with them. Moreover, the essence of sovereignty is rarely defined; while legitimate authority and territoriality are the key concepts in understanding sovereignty, international relations scholars rarely examine how definitions of populations and territories change through-out history and how this change alters the notion of legitimate authority.

The law of the sea as one of the most important domains of public international law is developing dynamically. The process of establishing maritime law norms is made of many centuries of struggle for the interests of individual maritime powers and decades of negotiations on an international agreement. Unfortunately, in the face of the threat to the statehood of many states and the existence of many dependent territories, being climate change, the UNCLOS is not enough. Hence, international custom appears so important and brings fast and satisfactory international legal effects. The process started by island states in the Pacific Ocean is unprecedented. They deposit satellite coordinates of their maritime borders at the United Nations Commission on the Limits of the Continental Shelf at the Division for Ocean Affairs and Law of the Sea. In this way, they confirm the rights of territorial integrity and the rights stemming from UNCLOS in relation to their zones - primarily the continental shelf.

Value senses are considered in the context of dynamics of Ukraine’s political system in information epoch. Stability of a political system depends on its ability to respond effectively to challenges, to adapt to internal and external changes. The importance of objective socio-economic indicators, choice of priorities of state policy and availability of common, recognized by majority of citizens, socio-cultural and spiritual values and meanings for normal functioning of the country are emphasized. Attention is focused on one of the key factors of stabilization – maintaining and enhancing of national understanding concerning major national development tasks, goals and axiological meanings. A necessary condition for stable development is formation of an information space that corresponds to main values of national socio-cultural field. This space, in turn, has its positive and negative sides, and therefore carries some risks. The necessity for creation an effective model of value senses of public understanding of a complex approach, which provides ensuring of freedom as a security by the state. It is emphasized that it is important to harmonize challenges related to both tradition and innovations in order to achieve a stable state of society.The specific contradictions between these components under the present Ukrainian conditions are revealed. The content of axiological guidelines, which are priority for forming stability of both society and political regime, was analyzed. Two models of political stability (total and dynamic) of society and their characteristics are considered. The current state of destabilization of Ukrainian society is indicated: significance of the contingency factor has increased critically and the important regulatory and controlling functions have been lost by the power. The need for authorities and society to work together to restore the original model of understanding that existed at the beginning of Ukraine’s independence was noted.Significant part of responsibility for this state of affairs, especially for widen the division in Ukrainian society, lays in domestic political elite, which, instead of mobilizing values in socio-political space and uniting the efforts of citizens around constructive development goals, seeks to rely on external support.

Specialized units under the internal affairs authorities, designed to protect objects and property, appeared in the USSR in the 1950s. Instead of security structures that were under the jurisdiction of various departments, Extradepartmental Guards was formed. In 1959 a department of Extradepartmental Guards was established on the territory of the Gorno-Altai Autonomous Region. Initially, there was only one officer with a rank in his staff. Subsequently, the guards, consisting of freelance watchmen, began to be replaced by professional paramilitary guards, and later by militia units. Service dogs and technical means were used to guard the facilities. In order to prevent thefts from protected objects, interaction was carried out with the militia detectives, district militia officers, firefighting units, voluntary citizen patrols and the public. Over time, the network of Extradepartmental Guards units and the range of services provided were expanded. All banking institutions, buildings of Soviet and Communist Party authorities, and storage sites for explosives were taken under guard. By the beginning of the 1990s, Extradepartmental Guards at the Internal Affairs Directorate of the Gorno-Altai Autonomous Region had a branched structure, which included a division, inter-district, district and specialized squads, a militia squadron, detention groups, centralized security points, Paramilitary Guards teams. Thus, Extradepartmental Guards personnel not only ensured the security of facilities, but also made a significant contribution to the protection of law and order in the Gorno-Altai Region.

This study aims to identify and analyze statutory regulations related to building permits for the implementation of the conversion of protected areas into residential buildings and to analyze the control of spatial use of housing development in Merauke District. This research is an empirical legal research. This research was conducted at the Legal Division of the Merauke Regency Regional Secretariat, the Spatial Planning Section of the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency of Merauke Regency, the Public Works and Spatial Planning Office of Merauke Regency, developers, and residential communities. The results of this study indicate that the laws and regulations related to building permits on the implementation of housing development are an obligatory affair of the regency / city government, in this case the management of buildings, which includes setting up building permits (IMB) and certificates of eligibility for building functions (SLF). new. As well as the implementation of the function change of protected areas in Samkai Village is not in accordance with the current spatial direction. For this reason, the local government of Merauke Regency is within its authority to regulate and balance the arrangement of buildings in conservation areas and water catchment areas so that the community has permits to build buildings according to the regulations. And Controlling Spatial Use of Housing Development in Protected Areas Local governments still face various obstacles / obstacles, namely not having a regional regulation on a strategic plan (renstra) for protected areas so that the government has not been able to provide certainty to the public regarding the activity plan and financing of the housing location. Supervision and control are still passive in nature because they are only based on complaints and are not carried out regularly. Most of the land in the protected area belongs to the private sector and the community, so that control is limited to an appeal.

This article mainly explores the changing and development of thought that occurred in one of the largest modernist Islamic organizations in Indonesia, Muhammadiyah, regarding Islamic purification. Using intellectual history as an approach, this research concluded that even though Muhammadiyah had purification as its main characteristic, in fact it had its own reinterpretation being extended and expanded. By implementing Abdolkarim Soroush’s theory of contraction and expansion of religious knowledge, this research found that in the very early days of its inception, Muhammadiyah constructed its concept of purification from the spiritualization, rationalization, and functionalization of Islamic teachings. But after the inception of Tarjih division in 1927, the purification in Muhammadiyah had a narrower orientation from worships and creeds (puritanism) to the muamalah of world affairs (ultra-puritanism). Beginning in 1995, there was a wider scope in which the Tarjih division in Muhammadiyah expanded its issues of worship to include public and humanitarian issues; that era was called post-puritanism. Based on the core hypothesis that any changes in religious thought have implications for educational orientation, from George R. Knight’s perspective, several educational implications are obtained: (1) In the early days of its inception, Muhammadiyah’s education implemented a progressivism philosophy that’s inspired by religion, rationality, and life; (2) when it comes to the narrower aspect of purification only for faith, worship, and muamalah, Muhammadiyah shifted its educational philosophy to perennialism-essentialism; (3) when the purification's meaning and interpretation expanded, Muhammadiyah tended its education toward the philosophy of reconstructionism.

The article is devoted to the formulation of the definition and disclosure of understanding of the purpose and objectives of public administration of local development in Ukraine. The author is convinced that for the public administration of local development in Ukraine the correct definition of its purpose is of great importance, because, firstly - it is possible to predict the future consequences of a specific government action (both positive and negative), and secondly - it outlines the limits of necessary tools for activities of authorized entities, the implementation of which ensures the achievement of the planned results. The study revealed that the purpose and objectives of public administration of local development in Ukraine are separate block elements of the structure of this process. Their totality represents its actualization as a necessary socially determined mechanism by which is performing socio-economic, environmental, spiritual, cultural support of regions. These are actions that local public administration and citizens commit in close cooperation to achieve the desired, planned results, which have long been a public challenge to implementation, but not implemented in practice, in particular because at the highest state level they are either not proclaimed at all or not have sufficient basis for proper implementation. The author's definition of the analyzed categories is given, and also the vector of a direction of activity of public administration concerning maintenance of local development in Ukraine is outlined. Local authorities should initiate the process of meeting the needs of their community to higher state authorities, without the division of powers between them "top-down". This state of affairs should be implemented in the near future by optimizing the legal framework, where the balance of local needs with state capabilities ensuring the interests of the region and its inhabitants.

In this article I discuss parts of tny book Gender in and as Organization. An Overview of Swedish Research on Work & Gender. The overall aim of the book is to describe and analyze research on gender and work in organizations in Sweden during the 1990s and it focuses in particular on six domains of research. This article builds on three of these: 1) Structural Transformation, 2) Leadership and 3) Technology and Organization. Studies of structural transformation usually focus on more encompassing changes in the organization of production, such as the transformation of the public sector in the 1990s, as well as on more minor themes such as the closing down of local industries. On a general level, the studies show that men become unemployed less frequently and furthermore that they have greater opportunities to get new permanent jobs in times of structural change. The opportunities for women to get new jobs seem dependent on the local labour märket and to what degree it can offer traditional women's jobs in the public sector. In the research on leadership, studies show that women seldom become leaders/ managers in the private sector. Only 17 percent of the leaders in the private sector were women in 1999. Studies of the development in the public sector show a change from 29 percent of women leaders in 1990 to 51 percent in 1999. Qualitatively oriented studies provide explanations for these figures. The equal opportunity strategies and the law against sex discrimination in employment seem to have had a more profound impact in the public organizations - a state of affairs which most probably has its roots in the close connection between these organizations and "the state". The overall results from research on technology and organization show that in most organizations, when new technology and/or new ways of organizing work are introduced, gender regimes are resistant to change. Initially some changes due to the gender division of labour can be seen, but after only a short period of time most organizations go back to "normal", i.e. an organization with a traditional and stereotypical gendered division of labour.

The author, Co-Chair, Urban Sustainability Task Force of the National Round Table on the Environment and the Economy, and Special Advisor to the Mayor of the City of Ottawa, is a former senior public servant and international consultant with extensive experience in public administration, policy formulation and program management relating to economic and regional growth, infrastructure development, social development as well as urban planning and conservation. With degrees in International Affairs from Carleton College in Minnesota and Political Science and Economics from Columbia University, he also holds Certificates in Russian Studies from Columbia University and in Military and Strategic Studies from the National Defense College in Kingston, Ontario. Mr Aquilina had a long career in the federal public service which included appointments to the Civil Service Commission, the Prime Minister's Office and the Privy Council Office. He served as Assistant-Deputy Minister in the Departments of Regional Economic Expansion, Secretary of State and Finance. He also occupied the positions of Deputy Secretary of the Treasury Board, General Manager of the National Capital Commission and Chair of the Task Force on Decentralization of Government Operations. As a consultant, he provided senior advice to the governmentof Lebanon on public service reform and headed a task force in Ethiopia on public finance reform. He was also a senior member of two missions from Canada to the governments of Benin and Haiti. Abstract Religious philanthropy is now in a new age. In 2012, the State Bureau of Religious Affairs and other 5 state agencies published a document to encourage and regulate religious philanthropic activities. It means that the central government’s new religious policy is to cultivate religious philanthropy. However, many religious groups, since their engagement in philanthropy, have encountered a series of problems, such as the immaturity of theory, the inefficiency of resource use and search, the shortage of organizations and staff with experience, and the unclear division between serving and preaching. Even if the religious environment in Taiwan is different from that in Mainland, the success of the waste sorting and recycling program of Tzu Chi, the largest Humanistic Buddhist group in Taiwan, still brings some valuable experience to religious groups doing philanthropy in Mainland. First, Tzu Chi’s leader, Cheng Yen, was good at linking Buddha’s teachings with recognized environmental issues. Her style of speech might be learned by other religious leaders who intend to generate philanthropic discourses. Second, Tzu Chi’s waste sorting and recycling program always made use of contingent opportunities and resources outside it to develop itself. This way of expansion should be noted by religious groups that want to establish philanthropic organizations. Third, the division of labor among Tzu Chi’s leader, volunteers, and professionals and their high level of autonomy could be taken by other religious philanthropic organizations. Finally, Tzu Chi’s religious philanthropic practices prioritize public interests and set an example for the separation between serving and preaching.

Debates on the transfer of powers from central to local government are raging in Cameroon. Historically, since 1884, when Cameroon was under German protectorate. The transfer of power was a reality, notably through the division of the country into administrative districts. Following the German defeat at the end of the First World War in 1916, Cameroon was placed under a Franco-British mandate under the coordination of the League of Nations (SDN). In the British region of Cameroon, particularly in North-West and South-West regions, the administrative system was based on the principle of “indirect rule” which consisted for the British administration in integrating local administration into the management of affairs. public; and in the French-speaking part, the administrative system was based on the principle of “Direct rule”, that is to say the hierarchy of administration from top to bottom with the intermediary of the agents of this system. Thus, these two systems have the common denominator in Cameroon of bringing the administration closer to local populations. It was through this hierarchical structure that decrees, laws and the first texts on decentralization were issued. Decentralization in Cameroon, through the transfer of powers to decentralized local authorities, offers greater participation by the population as a whole in the management of local affairs, and in the efficient, participatory development of local authorities. Beyond this appreciable aspect, it also encourages closer ties between administrators and citizens. Despite this qualification, we have to admit that the long-awaited skills are still languishing at, beside our administrations, particularly those in charge of deploying them in good and due form to the CTDs to help our communities take off.

Economic security is one of the important dimensions of security that is closely linked to the fate of society. Because the development of a society needs its economic progress. The Islamic religion has always introduced various rules for the economic system in order to achieve a desirable and healthy economy. Amir al-Mu'minin Ali (pbuh), the first Imam of the Shiites, has in his scientific and practical course precious tips of a healthy economy that, after the Holy Quran, is the most important source of economic security. The Alawite government is also an example of practical Islamic governments. During his caliphate, Amir al-Mu'minin (pbuh) made every effort to have a favorable economy and the people of that community to live in economic security. The Emir (pbuh) proposes various points and strategies for achieving economic security, These include: overseeing affairs, dealing with corruption, creating a culture of endowment, combating usury, combating hoarding, fair judgment, promoting the economy, reforming consumption patterns, equitable division of public property.

ABSTRACT This sequential explanatory research aims to determine the academic risk-taking of tenth graders. The result of the study was the basis of the proposed intervention plan to improve their confidence, support, and motivation to take risks in their academics. A mixed-method sequential explanatory design was used, involving 103 tenth graders in one of the public schools in Cluster I Schools Division of Pampanga. The study revealed that fear of failure, lack of support and motivation, discouragement, judgment, and low self-esteem are why they are not taking risks in their academics. Moreover, the study discovered that this is why the participants struggle with their academic curriculum and have less interest in academics. It affects the participant's behaviour and the school's performance. Even though it is difficult to feel supported because of the environment that they have and how their relationships with the people around them actually work, the findings eventually shed light on the factors that contribute to the student's level of academic risk-taking. They need the support and motivation of their families and friends, encouragement to have high self-esteem and to be motivated to take risks without worrying about failure, and the willingness to take risks despite the difficulties that they may encounter so that they will achieve their goals of having good grades and boost their confidence to try new things beyond their capabilities. Therefore, the researchers made an intervention plan to address and improve the student's academic risk-taking behavior. Recommendations included providing better equipment, comprehensive trainings on crisis communication, news writing and cybersecurity, fostering organizational collaboration, and recruiting specialists. Finally, a Course Instructional Guide for Public Affairs Officers was developed and proposed for adoption and implementation to hone their effectiveness in promoting the PCG’s mission and functions.

John Hartwell is Head of the Resources Division in the Department of Resources, Energy and Tourism, Canberra Australia. The Resources Division provides advice to the Australian Government on policy issues, legislative changes and administrative matters related to the petroleum industry, upstream and downstream and the coal and minerals industries. In addition to his divisional responsibilities, he is the Australian Commissioner for the Australia/East Timor Joint Petroleum Development Area and Chairman of the National Oil and Gas Safety Advisory Committee. He also chairs two of the taskforces, Clean Fossil Energy and Aluminium, under the Asia Pacific Partnership for Clean Development and Climate (AP6). He serves on two industry and government leadership groups delivering reports to the Australian Government, strategies for the oil and gas industry and framework for the uranium industry. More recently he led a team charged with responsibility for taking forward the Australian Government’s proposal to establish a global carbon capture and storage institute. He is involved in the implementation of a range of resource related initiatives under the Government’s Industry Action Agenda process, including mining and technology services, minerals exploration and light metals. Previously he served as Deputy Chairman of the Snowy Mountains Council and the Commonwealth representative to the Natural Gas Pipelines Advisory Committee. He has occupied a wide range of positions in the Australian Government dealing with trade, commodity, and energy and resource issues. He has worked in Treasury, the Department of Trade, Department of Foreign Affairs and Trade and the Department of Primary Industries and Energy before the Department of Industry, Science and Resources. From 1992–96 he was a Minister Counsellor in the Australian Embassy, Washington, with responsibility for agriculture and resource issues and also served in the Australian High Commission, London (1981–84) as the Counsellor/senior trade relations officer. Poverty in agricultural sector is still becomes a serious issue in developing country, and Indonesia is no exception. Our previous study was focusing on poverty and income (income poverty). This paper, however, deals with a substantive question, can access to social facility (non-income) help poverty reduction in agriculture? The study (also) utilized previous model of Dimensionality Test, Factor and Path Analysis to answer the question. The results show that the higher government transfer source income in terms of Social safety Net Program, the more money for smallholders will be. This leads us to argue that transfer income from the government to the smallholder community can be still considered in maintaining smallholders’ daily life, means helping them move out poverty. The better access to social services such as primary public health center (called PUSKESMAS), clean water supplied by PDAM (Local Government Division for Drinking Water Affairs) and secondary school is, the higher the household income will be. Thus, if PUSKESMAS, primary and secondary schools as well as clean water sources are nearer, the less time and money will be spent to travel, then the more household income at hand will be saved. In other words, distance and degree of utilization appear to be a crucial part of these interpretations above. Therefore, it is reasonable to say that the better the access to social services such as public health center, schools and public clean water, the more household income will be and in turn it will alleviate the poverty of smallholders. It is clear that providing better access to social facility can help poverty reduction in agricultural sector.

Feminist historians have expended a good deal of energy on delineating the cultural concept of the Two Spheres This curious cultural phenomenon emerged in the wake of the evangelical revival and the Industrial Revolution, and caused people to believe that the world was divided into two to match the two sexes. The male part was the world of public affairs, commerce, business and, of course, the defence of the realm. The female centred on the private domain: home, family and children. The problem that this imposed on women has never yet been successfully resolved: the sexual division of labour and the domestic location of women's work. In Britain in the nineteenth century, as the population moved into the cities and standards of living rose (if patchily), the physical form of the modern urban environment took shape in ways which perpetuated the continuance of the Two Spheres. This was particularly true for middle-class women, whose lives in suburban retreats had little physical connection with the rest of the city. Of all the pressures which dictated the form of nineteenth-century cities, there was not one related to finding new ways for women to live in modern cities outside a rigid interpretation of the Two Spheres.
