Purpose In a construction project, “participants’ satisfaction” is one of the main dimensions used for measuring the successfulness of a project. Designers perform a major role in attaining the project goals and managing project complexity during production. The purpose of this paper is to examine the designers’ performance as evaluated by the main participants: the client, the project consultant/manager and the main contractor, and to identify the main success factors of designer performance using the participants’ evaluation. The study also aims to examine how the economic size of a project affects the project participants’ assessment of the designer’s performance. It is assumed that as the size of a project increases, so does the complexity of the project, which will affect the scope of work and demands on the designers’ operational performance for the specific project level. Design/methodology/approach The Finnish project evaluation and benchmark database was used in this study as empirical data. The quantitative data consists of surveys on the project level and are based on a multi-dimensional standard evaluation wherein the main participants evaluate each other’s performances. The client, project consultant and main contractor evaluated the designer’s performance. The data of the study consisted of a total of 892 evaluations. ANOVA analysis was used to examine the differences between the project participants’ assessments based upon the different economic sizes of the projects. Findings Contractors were satisfied with the designers’ performance in small projects, whereas the client and the project consultant/manager rated the designers’ performance most successful in large projects. This result may be due to small projects are typically simple and less complex, in which case design solutions are generally well-defined. Nonetheless, the participants’ level of satisfaction follows the same factors. The main problems in the designers’ performance were related to the design content: the flawlessness and comprehensiveness, as well as the compatibility and consistency of designs. These factors were emphasized particularly in the client’s low satisfaction of the designer’s performance. However, project participants were satisfied with the collaboration with designers; however, room for improvement could be found in internal communication and collaboration within the design teams. The findings illustrated that the assessment of the success rate of a project was party-specific, which was clearly affected by the size of the project, as large projects appeared to be more complex than smaller ones. Practical implications The findings suggested that there is a need to develop project-specific practices in managing multidisciplinary design teams. Additionally, particularly in large projects, designers should focus more on solving problems and design requirements occurring at the construction site. However, this should be implemented in such a way that this does not interfere with the design activities conducted with the client and project management. While client satisfaction is low in the small projects, designers should focus more on customer-oriented methods to serve client needs better. Originality/value In construction project management studies, there is a need to measure the importance that various participants assign to different success factors. Since project success factors depend on project type, a more project-specific approach is suggested to identify the main parameters for measuring project success. This study provides a holistic approach of the designers’ performance, which contributes to the theory of project success and designers’ performance improvement.

The objective of this paper is to provide guidelines for evaluation of the project team performance in the software development project. This paper summarizes measures for evaluation of the team performance, an evaluation objectives and it benefits as well as factors that may have an influence on the team performance. Demonstration example of the guideline usage has been provided.

Purpose The construction industry needs effective methods for gathering and utilizing performance information on industry, company and individual project levels. Such benchmarking (BM) information can be collected from project participants’ bi-directional evaluations of each other’s performance during construction projects. The purpose of this paper is to present the method and discuss the features of a multi-company project evaluation system as a BM tool. Also the accumulated results, based on the extensive BM database in the Finnish construction industry, are investigated. Design/methodology/approach The web-based project evaluation tool was established in 2007 as a joint research project between the Helsinki University of Technology, construction organizations and main associations widely representing the construction industry in Finland. The evaluation method is based on soft, subjective measures, such as client satisfaction and project participants’ satisfaction. The empirical observations of the study are based on over 5,500 evaluations during which the BM system was used in the Finnish construction industry. Findings The use of the evaluation is presented as a multi-level BM tool to evaluate the performance of different discipline groups on project, company and industry levels. The Finnish case shows an example of the industry-level performance BMs of project consultants, main contractors, sub-contractors and architects/designers. The BM categories include project management, staff, collaboration and project goal accomplishment. According to the results, the participants are satisfied with each other’s performance. However, main development targets in the Finnish industry are related to risk management and managing design. Also, the development of sub-contractors’ selection procedures will contribute to the performance of the industry. Research limitations/implications The industry-level feedback is linked to the Finnish construction industry. Similar studies in other countries would enable international comparisons. Practical implications Client satisfaction and project participants’ satisfaction have been identified as one of the key factors affecting project success. With the help of mutual project evaluation, different BMs enable organizations to monitor their performance and to improve their operations in various areas. They also make it possible to position an organization’s performance in comparison to the competitors and help to perceive black spots in the process on project level. As a common system for the parties in the industry, the project evaluation BM system promotes quality improvement, customer orientation and collaboration between participants. Social implications Project evaluation between the project participants’ enhance collaboration and mutual learning. Originality/value Multi-company project evaluation is a new and promising topic in performance measurement which holds potential for performance improvement through the utilization of network information and team dynamics. The study presents its wider utility as the basis of national, company and project BM.

After analyzing the weaknesses of AHP, the method of minimum range and GA is put forward to prefect some weight values and make the appraisal result more impersonal and convincing.

PurposeThere is often a lack of accurate performance evaluation in Public–Private Partnership (PPP) projects. It is a challenging issue to effectively use Building Information Modeling (BIM) for PPP project performance evaluation. The objective of this study is to develop a PPP project performance evaluation model based on Industry Foundation Classes (IFC) and an enhanced matter-element method to more precisely evaluate PPP project performance.Design/methodology/approachThe performance evaluation of PPP projects in the construction and operation period was explored. The PPP project performance evaluation indicator system was first established based on a literature review and PPP project practice. Then, the evaluation indicator information was expressed through IFC mapping and extension. After that, an IFC-based PPP project performance evaluation model was developed, and a case study was provided to validate the use of the proposed performance evaluation model.FindingsThe results of the case study show that the proposed approach can accurately and efficiently evaluate PPP projects, and it could favorably contribute to performance evaluation in PPP projects.Research limitations/implicationsThis study only concerns the performance evaluation of one type of PPP project. Further research is required to study different types of PPP projects; the model needs to be more efficient and intelligent.Originality/valueThe performance evaluation of PPP projects utilizing IFC extension and the enhanced matter-element method provides guidance for the government and private parties to accurately and efficiently evaluate PPP project performance.

In order to identify the best or poorest alternative project by an overall ranking result in the scenario of assessing multiple infrastructure projects, multicriteria decision aid methods need to be incorporated into evaluating project performance. Most previous methods for assessing infrastructure project performance may not be applicable to frequent cases with numerous evaluation criteria but inadequate observation data. This paper proposed an objective performance evaluation approach from annual field-survey data through Random Forests and IN-PROMETHEE II methods together. Random Forests method is employed to predict performance values under selected criteria as the single-valued performance scores. IN-PROMETHEE II method is further developed to quantify the preference index among different projects under each criterion. By calculating a weighted average of single-criterion preference index, the multicriteria preference index can be obtained to determine the ultimate ranking of alternative projects. A comprehensive empirical study reveals that this approach is able to successfully avoid subjective bias. It is helpful in tracing decisive factors of project performance for practical projects in multicriteria cases. The analysis results have proved that the proposed method can be widely used in performance evaluation of complicated infrastructure projects.

In public R&D projects, to improve the decision-making process and ensure the sustainability of public investment, it is indispensable to effectively evaluate the project performance. Currently, public R&D project management departments and various academic databases have accumulated a large number of project-related data. In view of this, we propose a data-driven performance evaluation framework for public R&D projects. In our framework, we collect structured and unstructured data related to completed projects from multiple websites. Then, these data are cleaned and fused to form a unified dataset. We train a project performance evaluation model by extracting the project performance information implicit in the dataset based on multi-classification supervised learning algorithms. When facing a new project that needs to be evaluated, its performance can be automatically predicted by inputting the characteristic information of the project into our performance evaluation model. Our framework is validated based on the project data of the National Natural Science Foundation of China (NSFC) in terms of four performance measures (i.e., Accuracy, Recall, Precision, F1 score). In addition, we provide a case study that applies our framework to evaluate the project performance in the logistics and supply chain area of NSFC. In conclusion, this paper contributes to the body of knowledge in sustainability by developing a data-driven method that equips the decision-maker with an automated project performance evaluation tool to make sustainable project decisions.

However, these models do not attach importance to the applicability. So, it causes lack of suitable evaluation model for evaluating the projects of government investment in public project in Low-Carbon Economy. Therefore, this article in accordance with the characteristics of this investment in public projects, combined the gray relational analysis method, fuzzy comprehensive evaluation method and stepwise discriminate analysis method with their respective advantages to develop a new algorithm——GFS algorithm. Using the GFS algorithm can do discriminate analysis for a new investment project. Practice shows that the GFS algorithm has a good effect. It can provide the theoretical basis for decision-making of senior government managers.

Often when public agencies allocate funding for transportation programs, evaluation of a project’s performance becomes an afterthought, if a consideration at all. Relatively recently, evaluation of project performance has garnered attention as a means for both assessing how cost-effectively public funds help attain transportation and air quality objectives and guiding future public investment decisions. Nonetheless, these efforts suffer at times from a lack of coordination and would benefit from the application of a standardized method. Such a standardized method is applied to evaluate the cost-effectiveness of three categories of transportation control measure (TCM) projects: fixed-route transit, transportation demand management (TDM), and alternative fuel projects. The method provides a means for estimating and quantifying travel mode effects and converting them to net emissions benefits. Three sets of funding programs implemented in California were the subjects of evaluation efforts in which the standardized method was applied. The results of these evaluations are presented, and conclusions are suggested about project cost-effectiveness on the basis of project data and comparisons across categories of projects. On the basis of the evaluation of 58 projects, TDM projects other than telecommunications projects were cost-effective compared with alternative fuel and fixed-route transit projects. In light of the key evaluation findings, an approach and framework for future evaluations of TCM projects to ensure consistency and comparability are proposed. Some future uses of the evaluation data in the form of a centralized database are also suggested.

Purpose The construction sector is a major contributor to the Egyptian economy and gross domestic products, plus considered as one of its fastest-growing sectors. Various deficiencies such as low productivity, delays, cost overrun, poor quality, etc. have plagued the construction sector, leading to undesirable project performance across Egypt and several other countries. One of the best methods to measure and improve performance evaluation and consequently a step toward industry improvement is key performance indicators (KPIs). The paper aims to discuss this issue. Design/methodology/approach A questionnaire survey was conducted to identify the importance index for 35 KPIs. The KPIs were identified and selected based on an extensive literature review and one on one interview with expert construction professionals. Moreover, exploratory factor analysis method has been used to analyze and determine the inter-relationships between the set of indicators. Findings Seven indicators that have the highest importance indicator were selected to create project overall performance indicator assessment models to consistently measure the performance of different construction projects. Seven equations are introduced reflecting the output of the research while considering both organization size and project type. Practical implications The proposed evaluation assessment models can be used to: evaluate the relative success of projects; indicate the areas of strengths and weaknesses in performance and establish company benchmarking. Three projects were selected to validate the performance evaluation models. Originality/value This paper provides mathematical assessment models for evaluating overall construction project performance in Egypt, taking into consideration organization size and project type. Previously published research works on the subject matter are quite limited, and frequently deal with only one or two selected aspects.

The research and substantiation of the conceptual procedure of evaluation of efficiency of IT projects which are realized on the basis of application of flexible methodology of Scrum is offered. This procedure will increase the efficiency of the IT project, as well as reduce its implementation time. The substantiation and choice of the criterion for evaluating the effectiveness of the IT project, which takes into account the human factor, is presented. Evaluation is based on human resources research, namely the characteristics of project team members. Conceptually, the procedure for evaluating the effectiveness of an IT project is a complex multi-stage iterative process that requires consideration of the team implementation of IT project processes. The transparency of Scrum's general terms and standards of flexible methodology provides the possibility of the expected result. Therefore, continuous evaluation of performance at each stage of Scrum will increase productivity and help to identify deviations at an early stage, when they can be quickly eliminated or corrected. Based on this, we can identify the following main stages of evaluating the effectiveness of IT projects implemented in the flexible methodology of Scrum. An integrated indicator of project team competence was obtained, which provides opportunities to reconcile the company's IT goals and opportunities to reduce requirements, as well as the decision to continue research by expanding existing options or synthesis of new options with appropriate variation of indicators, weights, composition of elements. Conclusions are made about the possibility of applying the research in the development of an intelligent system for evaluating the effectiveness of the IT project based on determining the level of competence of project team members, which will reduce project implementation time and increase IT project efficiency.

Evaluation of investment project performance indicators is one of the most important components of project management in any organization. It is carried out at every stage of project development and implementation, up to its completion. Due to the insufficient resources of companies to implement a set of projects, it is almost always necessary to select one or several projects from the entire complex. At the same time, one of the main selection criteria is the maximum compliance of the project with the company's strategic development vector. A project was undertaken to examine how pavement management and related data in various state departments of transportation (DOTs) can be used to evaluate the performance of new materials and to validate new design concepts. Evaluation of the performance of Superpave® was used as an ideal example for demonstrating the potential. No performance analyses have been presented to date. The project started with fact-finding visits to the DOTs of Maryland, Florida, Indiana, Arizona, and Washington. From the findings, a Pathfinder study was coordinated for Maryland, where all required data from seven Superpave projects were collected, transferred to an electronic file, and subsequently entered into a web-based system, developed by the University of Washington, where the data could be analyzed. The project results show that it is possible for state DOTs to assemble a database that can be used to evaluate the performance of Superpave and other design and new materials concepts. The project was not large or long enough to make a complete evaluation, but it did determine the feasibility of the concept and its applicability among five states.

Sewage treatment and reuse have always been hot issues in both the business and academic communities in all nations around the world. In order to solve the difficulties in accurate quantization and objective evaluation of industrial sewage treatment projects, this paper proposed a comprehensive industrial sewage treatment project evaluation method based on the improved entropy–TOPSIS method. First, this paper constructed an evaluation indicator system for sewage treatment projects from the four aspects of environmental performance, economic performance, managerial performance and social performance. Second, it made a modification to the experts’ experience-based grading using the entropy weight method and determined the weight of the indicators in a more objective and more accurate manner. Third, this work improved the traditional TOPSIS method and simplified the calculations with regard to the traditional TOPSIS-based comprehensive evaluation. Finally, by taking the example of evaluating industrial sewage treatment projects of the China Water Affairs Group in Q city (ChongQing), China, this paper verified the feasibility and practicability of the proposed comprehensive industrial sewage treatment project evaluation system and method.

We report on a novel evaluation framework to globally assess the footprint of smart cities and communities (SCC) projects, being also expandable to the case of smart grid related projects. The uniform smart city evaluation (USE) framework is constructed upon three complementary evaluation axes: the first one aims to weigh up the success of a SCC project based on performance metrics against pre-defined project-specific target values. The second axis focuses on the project’s impact towards the sustainability of a city and it is bench-marked against national and international key objectives arising from strategic plans. This bench-marking feeds the third axis which provides a more inclusive evaluation against four pre-defined and widely acclaimed sectors of interest. The steps to be followed for the uniform evaluation of each axis and corresponding index are presented in detail, including necessary key performance indicator (KPI) normalization, weighting, and aggregation methods. The resulting indices’ scores for each axis (namely project performance index, sustainability impact index, and sustainability performance index) can be post-processed with adequate data processing and visualization tools to extract important information on the extent to which the range of success of a SCC project contributes to the city sustainability progress. Illustrative examples from an on-going SCC project are provided to highlight the strengths of the approach. The proposed framework can be used to compare multiple projects within a city and sustainability and project performance in different cities, evaluate the interventions chosen per project against city needs, benchmark and design future projects (with, e.g., reverse engineering, projections), as well as evaluate various spatial and temporal scales.

In addition to the sustainable development of coastal areas, the success of local corporations investing in coastal urban projects is significantly affected by severe sea level rises and extreme disasters. Investment companies should plan which objectives need to target to reduce uncertainty in the early project stages, track project execution, and assess project output as projects complete the construction phase and start operational activities. To assist enterprises in planning, evaluating, and monitoring project performance aligning with vision and strategy, this study contributes a strategic management tool developed by integrating the Balanced Scorecard (BSC), Analytic Network Process (ANP), and Decision Making Trial and Evaluation Laboratory (DEMATEL) methods. A case study of a well-known investment corporation in Vietnam illustrates the research approach. This research appreciated stakeholder’s satisfaction as the main consequence and human resource as the most prominent cause of coastal urban projects. Furthermore, the proposed model for Vietnam in this study could be referred by other developing countries to facilitate companies to plan, measure, evaluate, and control the organizational performances for the coastal urban project success.

The PPP model is a Public-Private Partnership and a pattern which provides product or service to the public; applying the PPP model to the shale gas development project helps to solve the difficult problem that exists in the shale gas project. Through extensive literature analysis and in-depth study of shale gas PPP projects, for performance evaluation of shale gas PPP project, based on the five dimensions of macroenvironmental characteristics, economic benefits, the project internal processes, innovation and environmental protection and sustainable development, and stakeholder satisfaction, an indicator system consisting of 22 secondary indicators was set up, and the weight of each index was determined by AHP, using the matter element analysis method to build the comprehensive evaluation of the shale gas PPP project performance evaluation model and set indicator evaluation standard of excellent, good, medium, general, and poor in five grades. We evaluate the performance of a shale gas PPP project and conclude that the evaluation grades of the project are good, which is in line with the reality, indicating that the evaluation system and the method are effective and credible.

Time constraints are often a problem in construction projects. Project scheduling and consistent evaluation are needed so that the project is completed on time. Evaluation is applied using performance intensity methods and Microsoft Project. Performance Intensity is a calculation carried out to determine the pace of project work. Performance intensity provides information on how quickly an activity can be completed. For the calculation of Performance Intensity use PPI, API and CPI. To control work in the field using CCS and CCP. Evaluation to find out the time performance applied to the Yogyakarta Lighthouse project. The project is planned to be completed on December 14, 2014 with a duration of 266 days. Evaluation is carried out for 35 periods. The results of this evaluation are differences in the analysis of the final day between the method of Performance Intensity and Microsoft project. The final day analysis of Performance Intensity at week 35 for 279 days, while analysis of Microsoft Project for 280 days. Differences in the range of predictions for the day-to-day analysis of a project are caused by the Performance Intensity method using the average cumulative work rate as a benchmark that changes every period. To pursue delays, the project acceleration method is used, namely Schedule. The time needed for the Schedule is 80 days.

Purpose The purpose of this paper is to assess different labor hiring policies for construction projects using system dynamics (SD) which have a considerable impact on project performance. Time intervals and work crew composition are two such policies. Through the implementation of a variety of policies, a managerial opportunity presents itself for the effective allocation of human resources and improvement in project performance. Design/methodology/approach The study developed a dynamic model to assess different labor hiring policies using SD based on literature. To further distinguish between findings, the effects of the applied policies on performance were considered using earned value management. Based on a real case for validating the model, the paper discusses the potential benefits of the model, including: having a systematic and holistic view, considering dynamic the labor need and allocation, identifying alternative strategies for performance improvement and simulating the reality of the projects in a virtual model. Findings The achieved simulation results show how different hiring policies affect project performance. This research model can aid decision makers to assess labor hiring policies in various time intervals with different compositions and assist them in selecting the best policies for effective implementation of project. Originality/value The proposed model would be a major attempt using SD to model labor hiring policies more accurate in construction projects performance. In fact, an accurate estimate of labor needed, along with the proper planning and implementing of various labor hiring policies, presents a managerial opportunity whereby the effective allocation of workforces can be optimized leading to drastic improvement in project performance.

Objective - The authors describe a simple and effective tool for selecting digitization projects from competing alternatives, providing decision makers with objective, quantitative data. Methods - The paper adopts the value engineering methodology for the selection, evaluation and ranking of digitization project proposals. Project selection steps are described. Selection criteria are developed. Digitization costs are presented as an equation. Project value is determined by calculating projected performance of digital collections based on the established criteria over cost. Results - Scenarios are presented that evaluate and rank projects based on an evaluation of performance criteria and cost. The communication and use of rating criteria provides selectors with information about how proposed collections are evaluated. The transparency of the process output is easily communicated to stakeholders. Conclusions - Value engineering methodology provides a tool and a process that gives decision makers a set of objective, quantitative data upon which selection of digitization projects is based. This approach simplifies the selection process, and creates transparency so that all stakeholders are able to see why a decision was made.

Climate system modelling has been used extensively to investigate the role of human activities in causing global change. Model evaluation assesses the ability of the models used to simulate current climate. This article reviews the methodology of model evaluation with examples from recent studies involving precipitation. This crucial element of climate is difficult to model since the majority of precipitation occurs at scales less than that of the gridboxes of the highest resolution models. Detailed and reliable evaluation requires investigation of interannual variability as well as of climatological means on a variety of spatial scales. This sort of detailed analysis requires time-series of observed global precipitation at monthly time-steps or less. No single currently available global dataset of precipitation fulfils all the requirements for model evaluation, making the comparison of modelled global precipitation fields with 'reality' difficult. A number of recent precipitation evaluation projects are reviewed and a hierarchy of evaluation methods is provided based on spatial and temporal scale and whether or not tests for statistical significance are applied. Most studies to date have not tested for statistical significance, although when models improve with higher resolution and better physical parameterizations, statistical significance testing of differences will become increasingly more essential. The problems of evaluating modelled precipitation are being tackled by international projects such as the Global Precipitation Climatology Project, the WetNet Precipitation Intercomparison Projects and the Atmospheric Model Intercomparison Project. The results of evaluation studies to date emphasize that model simulations of future changes to the magnitude, timing and spatial pattern of global precipitation be viewed as scenarios and not as predictions.

Purpose Risk management has become an integral part in businesses around the world. In the construction industry, risk management has also been introduced and has been mainly entrusted in the hands of the project team to go through a laid down risk management processes to identify possible risk events, which may occur during the project execution and the impact they may have on the project deliverables should they occur. It is, however, believed that small construction firms do not take risk management as a serious exercise even though most of the project risks are transferred to them as subcontractors. The purpose of this study was, therefore, to investigate risk management processes in the small construction companies and the impact of risk management on their project deliverables. Design/methodology/approach A case study of a single construction company was used for this study. Data were collected through structured questionnaire to 16 respondents who are involved in the project execution in the case study company. Two managing directors of the case study company were also interviewed. In total, 11 project site meetings were also attended to observe meeting proceedings and to record issues discussed. In total, 15 monthly project reports and project close-out reports were also studied. In total, One hundred and five completed projects of which 58 per cent were renovation projects, 27 per cent were new projects and 15 per cent were civil/structural works were also examined. The data were then analysed using excel analytical tool and the content analysis method. Findings The findings indicate that small construction companies with respect to the case study company do not have a specific laid down risk management processes that project team are made to go through before and during the execution of their projects. There is, however, no conclusive evidence regarding the impact of risk management on project performance as a significant number of projects done were able to meet a successful project performance indicators even though risk management exercises were not done. Some of the identified risk events that caused project failures are payment delays, labour related issues, subcontractor/main contractor related issues, insufficient contingency reserves/plan, etc. Research limitations/implications Only one construction company was used as a case study for this research and all sources of data were related to a single company. The results may, therefore, be not generalisable. Practical implications The research has discovered that projects outcome could have improved tremendously if proper risk management exercises were implemented before project execution as most of the causes of project failures could have been identified through the risk management processes. This study, hence, gives an insight as to why small construction firms like the case study company should take risk management seriously in their projects execution to improve on the performance of their projects. Integrated with the project performance research development in the world, this article structures a performance evaluation system which accords with the urban rivers pollution characteristics and the treatment project performance in the south city of China. With an empirical study on the treatment project of the Panlongjiang River in Nanba Village of Kunming City, this article evaluates the treatment projects from the aspects of social economic profit, ecological benefit and the social benefit for people’s livelihood. The evaluation result shows that the treatment project on the part of Panlongjiang River in Nanba Village of Kunming City works effectively. The investment and income, the benefit of projects and the river environmental quality belong to the level of very efficient. The pollution emission reduction benefit, the ecological quality of riparian zone landscape, aquatic environment condition, and the development of basic establishment belong to the level of efficient. The environmental protection and management performance belongs to the level of ordinary. The practice demonstrates that this evaluation index system has certain serviceability and can reflect the process and the real achievements of treatment projects of black color and odor urban rivers.

In collaboration with FHWA, the Minnesota Department of Transportation (Mn/DOT) has successfully completed its first experimental high-performance concrete pavement (HPCP) project under the Testing and Evaluation Program (TE-30). This project is one of the 22 projects funded under the TE-30 Program. With a structural design life of 60 years, this HPCP is unique in that it incorporates significant changes to the existing Mn/DOT specifications on concrete materials. Some of the new materials-related specifications developed as a part of this project are based on performance criteria that influence long-term durability of the pavement structure. The background and considerations for selecting the new performance measures are discussed, and test results are presented that evaluate the practical feasibility of establishing and achieving the performance specifications.

The Analytic Network Process (ANP) approach was applied to evaluate the overall project performance. The interdependencies between the performance factors in sanitation infrastructure projects have been modeled, and their cumulative influences were simulated and quantified. This model focuses on the planning and construction phase of projects under unit price contracts and is intended for use by owners, supervision consulting firms (Owner’s representative) and/or contractors as well. The proposed model assist both owners, consultants and contractors in controlling projects during the different phases and can also be used as a basis for simulation of various managerial scenarios/interventions to explore the best solution to correct the negative effect of poor performance. The proposed model is generic and may be applicable to almost any project in the construction industry, since all projects, regardless of size or type, follow a broadly similar pattern of development. This model focuses on the two phases; planning phase and construction phase of a project and is intended for implementation by both owners and contractors. Although the proposed evaluation model reflects to a great extent the contractors’ preferences, most contractors perceive performance according to project objectives and contractual aspects. The model also reflects to some extent the owner’s and/or its consultant’s interventions within the different project cycle. Therefore, the objective of this research is not to standardize the priorities of performance factors, but rather to establish a systematic framework for consistent and quantitative evaluation process for performance of planning and construction of sanitation infrastructure projects in Egypt that take into consideration the interdependencies between multidimensional performance factors.

Conventional wisdom within the transit industry suggests that measuring the performance of a transit project immediately after project opening may not capture all the project’s benefits, since it takes time for a project to realize its short-term ridership potential, a process commonly referred to as ridership ramp-up. Though this idea is both intuitive and appealing, especially for projects that seem to be underperforming in their initial years, there is a need for empirical analysis to determine the typical magnitude and extent of ridership ramp-up to better account for ramp-up in ridership forecasting and transit project evaluation. The purpose of this study was to meet this need by evaluating variations in ridership in the initial years after project opening for 55 rail transit projects in the United States. We applied a fixed-effects regression model to predict 1-year increases in ridership in each of the first 5 years after project opening, controlling for variation in gas prices, population, income, and unemployment. We found highly variable and statistically significant increases in ridership in the first 2 years after project opening that may be attributable to ridership ramp-up. These findings could support decisions about how to account for ridership ramp-up in forecasting and performance evaluation for rail transit projects.

Traditional academic transcripts are usually restricted to demonstrating stu-dents’ achievements and experiences during college life. As an example of extended transcripts, this study aims to introduce the development process behind an end-user product for a project performance evaluation system (PPES), which supports conducting project performance evaluations and generates project performance transcripts at a university. The first part of the study described the design process of the PPES. A user group of instructors, which continuously provided feedback on the prototype design, was formed. Consequently, the PPES was successfully developed and several main inter-faces of the PPES were presented. The second part of the study analyzed user satisfaction with the PPES and the project performance transcripts it pro-duced. In general, students perceived the project performance transcripts positively, and instructors were satisfied with both the PPES and its tran-scripts. The implications of developing a project performance evaluation sys-tem were discussed.
