Dr. Bower confirmed that earned value management (EVM) is not widely adopted, and that many project managers see the methodology as being overly complex and difficult to implement. He identified several serious challenges associated with conventional EVM.and addressed the first issue by creating a new theoretical concept called Assured Value Analysis (AVA). This add-in process provides two new measures, permitting improvements to EVM that take into account the added certainty provided through procurement. Assured Value (AV) represents the budget for a future signed contract, and Expected Cost (EC) represents the agreed cost of that contract. Those measures permit the calculation of a Total Cost Variance that includes not only cost deviations to date, but also future ones to which the project team is already committed. AVA also allows conventional EVM formulae to take into account the Assured Value and Expected Cost of future signed agreements. A simple notional project is used to demonstrate the implementation of AVA. He resolved the remaining challenges and issues through realising that the isolation of project phases would provide a simplified but more dependable methodology, one that also provides features not found in conventional EVM. Significant milestones are normally planned to occur at the end of a project phase. By assessing project performance only at the end of each completed phase, performance calculations are significantly simplified.. His new technique, Phase Earned Value Analysis (PEVA) simplifies the calculation of PV, EV and AC, and also provides benefits that are not possible with EVM. Since the planned and actual phase completion dates are known, an intuitively simple but accurate time-based schedule variance and schedule performance index (i.e. SVP and SPIP) can be measured. PEVA also permits the forecasting of future phase end cost figures and phase completion dates using the phase CPI and SPI ratios. Since PEVA employs data points having specific x axis and y-axis values, those can be readily plotted and trend lines identified with standard spreadsheet functions. This is a powerful feature, as it allows key project stakeholders to visualise emerging project performance trends as each phase is completed. Finally, he successfully combined the AVA and PEVA concepts, resulting in a new EVM methodology - Phase Assured Value Analysis (PAVA) - which takes into account the assurance provided by procurement, simplifies the calculation of earned value through phases, and provides powerful forecasting and charting features. He validated this new combined approach in multiple respects. The new AVA and PEVA formulae were rigorously established and confirmed through standard algebraic procedures. The formulae were tested in sample project situations, to clearly demonstrate their functions. He argues that the PAVA approach conforms to the 32 criteria established in the United States for full EVM compliance. He presented AVA and PEVA to critical audiences at major project management conferences in North America and the UK, as well as several gaining expert criticism from organisations and practitioners. Finally, he used archived cost and schedule records to retrospectively test the combined PAVA methodology on a significant office facilities and technology program.

Background: The rapid improvement of technological infrastructure over the past three decades have led to increased connectivity and communication possibilities. This has allowed firms to develop sophisticated firm-specific governance structures with the use of different sourcing strategies. The main objectives have been to cut costs and gain competitive advantages by outsourcing activities offshore to developing countries or third-party vendors. The decision to outsource has its roots in the classical transaction cost theory and resource-based view. Some outsourcing partnerships have resulted in failures while others in success stories. The stories are evident in the software industry as the industry is highly susceptible to sourcing strategies, hence outsourcing is often used in global software development (GSD) projects. Firms engage in GSD with the ultimate goal of producing products faster, at a low-cost, and of high quality. In spite of this, GSD projects face huge challenges in terms of geographical-, temporal-, and cultural distances while the added complexity and issues associated with different sourcing strategies amplifies these challenges. The use of different sourcing strategies in GSD projects has not received as much attention as the debate about whether co-located or distributed teams perform better. Objective: The objective of this thesis is to explore how outsourcing, insourcing, and the combination of both in a co-located and distributed development setting relates to the software development project performance measured in terms of quality and productivity. The aim is to enrich and add to the scarce literature of global software development project performance in relation to sourcing strategies and when these are combined in projects. Method: In this thesis, we employed a case study at a software firm which engages in large-scale global software development projects. A total of 64 projects were selected for the study and data was collected primarily from archival documents where we made use of management documents and code databases. The data analysis was conducted using statistical tests in SPSS to investigate relationships and differences in quality and productivity for the four strategies. Results: The results revealed a statistically significant difference in quality among the sourcing strategies. Insourcing projects are associated with the highest quality followed by outsourcing projects and co-located mixed sourcing projects. Distributed mixed sourcing projects are generating the lowest quality. Although not statistically significant, distributed mixed sourcing projects are the most productive strategy followed by outsourcing projects, insourcing projects and lastly co-located mixed sourcing projects Conclusions: The recent trends in GSD which indicate that many companies turn back to insourcing after outsourcing is justified in our results as insourcing projects displays the highest quality. While outsourcing projects have been associated with poor quality and productivity, our findings suggest they are very competitive in terms of both. The mix of internal employees and third-party consultants in a co-located and distributed setting is associated with lower quality while poor productivity is only attributed to the co-located case.

Många av dessa har åstadkommits inom mjukvaruindustrin då industrin är mottaglig för olika sourcing strategier, bland annat används outsourcing mycket i globala mjukvaruutvecklingsprojekt. IT-företagen bedriver globala mjukvaruprojekt med de slutgiltliga målet att producera snabbare till ett lägre pris och en högre produktkvalitet. Trots detta uppstår ofta utmaningar när de gäller geografiska, tidsmässiga eller kulturella avstånd där nyttjandet av sourcing strategier adderar ytterligare ett lager av komplexitet. Majoriteten av uppmärksamhet har riktats mot hur samlokaliserade eller distrubuerade projekt presterar medan nyttjandet av sourcingstrategier i globala mjukvaruutvecklingsprojekt har fått mindre uppmärksamhet.      Syfte: Syftet är att undersöka hur outsourcing, insourcing och en kombination av de två i en samlokaliserad eller distrubuerad miljö relaterar till mjukvaruutvecklingsprojkets prestanda i termer om produktivitet och kvalitet. Målet är att berika och addera kunskap till en knapp litteratur om prestanda för globala mjukvaruutvecklingsprojekt med avseende på sourcing strategier när dessa tillämpas i en kombination. Metod. En fallstudie har bedrivits på ett mjukvaruutvecklingsföretag som arbetar med globala storskaliga mjukvaruutvecklingsprojekt. Totalt har 64 projekts blivit utvalda, analyserade och grupperade i fyra olika sourcing strategier. Sekundärdata samlades primärt in från interna företagsarkiv såsom företagets interna databaser och projektledarverktyg. Intervjuer har också genomförts med två projektledare för att få en mer djupgående förståelse av projekten och för att välja ut projekten baserat på våra krav. Dataanalysen genomfördes via statistiska tester i SPSS. Resultat: Resultatet visade en signifikant skilland i kvalitet mellan sourcing strategierna. Insourcingprojekt visade sig bidra med högst kvalitet följt av outsourcing och mixad samlokaliserad sourcing projekt. Signifikat lägst kvalitet hade mixad distrubuerad sourcing. Trots icke-signifikanta resultat, visade det sig att produktiviteten var som högst i mixad distribuerad sourcing projekt följt av outsourcing, mixad samlokaliserade sourcing och insourcing projekt. Slutsats: De senaste trenderna inom global mjukvaruutveckling indikerar på att många företag återvänder till insourcing efter outsourcing är motiverade i vårt resultat eftersom insourcing projekt resulterar i högre kvalitet. Trots att outsourcingprojekt har förknippats med låg kvalitet och produktivitet tyder våra resultat på att de är mycket konkurrenskraftiga. Slutligen är mixen av internanställda och tredje part konsulter i en samlokaliserad och distrubuerad miljö förknippad med en sämre kvalitet, och i de samlokaliserade fallet även sämre produktivitet.

There is a strong perception that large infrastructure projects (LIPs) implemented in developing economies fail to meet their original estimations and specifications more than those implemented in developed economies. This situation results in weak infrastructural development in developing economies, which, has been associated with the poor industrial development in these countries. A literature review confirms that LIPs implemented in Nigeria failed to meet their original estimations and specifications more frequently than LIP implemented in countries such as UK or USA. The root causes identified in the review were mostly related to lack of project governance. Thus, a study of six LIP cases implemented in Nigeria was carried out. Data was generated from 30 senior management staff; 5 from each LIP; using interviews and questionnaires and a weak positivist philosophy was used in analysing this data. The analysis focused on identifying three factors; the adherence level to PGPs; the adherence to Project Management (PM) common practices; and impact of external factors on LIPs. The analysis shows that in projects with strong governance there was a tendency to use more project management tools and techniques and they performed better in meeting the original estimations of time, cost and performance against specification. The analysis also indicates that political, economic, socio-cultural and technological (PEST) factors have adverse effect on adherence to PGPs in Nigeria. This indicates that adhering to PGPs can help in improving the outcome of LIPs implemented in Nigeria, if PEST factors are controlled.

One of the main capital expenditures is construction projects; these can provide very large profits. These profits can be used for public projects; that are justified by cost-benefit analysis, or private projects; that are justified by budget constraints. Most projects have a very tight financial plan that is part of a large scheme. As projects are very cost intensive one of the main roles of project managers are to estimate total costs and ensure the budget is kept throughout the duration of the project. Libya is a developing country that has a growing construction industry, however, the management of construction projects frequently experiences challenges with time and cost restraints and this affects the overall performance of the project as well as the performance of the project managers. The main aim of this thesis is to investigate and evaluate the factors that impact project manager performance and their ability to complete and deliver projects successfully in Libya. This study will ascertain the role of project managers, the challenges that project managers in Libya frequently encounter the cause of time and cost overruns within construction projects and the main factors for successful construction projects. This research adopted both quantitative and qualitative research methods. The findings are based upon 300 structured questionnaires distributed to general, project managers working on construction sectors in Libya (Tripoli). Completed questionnaires received were 183. This is a response rate of 61%. The data was analyzed by using factor analysis (FA). A statistical analysis was used to confirm and addressed the issues of reliability and validity of the questionnaire survey as a measuring instrument. In addition structured interviews with qualified project managers were used to confirm that the data collected was truly reflective. Upon the data analysis from the questionnaire survey and structured interview that the project manager is the most important factor affecting the success of the project in construction industries Libya, furthermore project manager skills are important component that influence the performance of project manager. Proposed guideline has been adopted for implementation of balanced scorecard in Libya to help construction organisations improved their strategic management system. Finally, the conclusions, key findings, recommendations to industry, limitations of the study, and possible further work in research were discussed.

Project Independence (PI) is a community college immersion program dedicated to assisting women returning to college. The focus of this study and associated summative evaluation was to understand how the PI program addresses anxiety and other learning deficiencies associated with math. Knowle's andragogical models portray adults as motivated and self-directed, and the American college campus fosters a culture of independence. This culture is foreign to many minority, first-generation, and working class adults who learn through interdependence. This qualitative instrumental case study and evaluation is the first to examine the efficacy of PI. The guiding questions of this study concern early math learning experiences, PI interventions on study, coping and math-learning skills, and how participants utilize these skills in subsequent math classes. Three faculty members and 8 graduates of the program who had completed at least 2 math classes participated in individual interviews. Inductive analysis of these interviews showed the cohort and long term counseling as pivotal to developing a sense of belonging, self-esteem, and an attitude of self-worth. With cohort support, students learn to find campus resources, explore career options, and overcome personal obstacles to their education. Improved math learning for adult minority and first generation students has diverse implications for social change. Math education is requisite for many technical degrees and certificates. Enabling math learning expands options that transcend gender, cultural, and socioeconomic barriers. The cohort experience and culture of interdependence should be expanded to college preparation programs for men, as well as mainstream community college math preparation interventions.

Teachers' Perspectives of the Effects of Project-Based Learning on the Academic Performance, Socialization Skills, and Self-Concepts of Incarcerated Juveniles By Paulette Koss The purpose of this qualitative study was to examine and describe the impact of the Buck Institute of Education's 8 components of project-based curriculum on high school juvenile offenders' academic achievement, socialization, and self-concepts as perceived by juvenile court school (JCS) teachers. A secondary purpose was to describe strategies used to implement the 8 components of project-based curriculum for high school juvenile offenders as perceived by JCS teachers using the project-based learning (PBL) approach. The participants in the study were 9 JCS teachers in 3 states. They answered interview questions about the impact of the 8 components of PBL on their students' academic performance, socialization, and self-concepts, and about effective strategies for implementation. The results were analyzed to identify themes. Overall, the participants noted that PBL improved the academic performance, socialization skills, and self-concepts of their students. Their answers also indicated some obstacles to implementing PBL, especially the lack of Internet access in JCS classrooms. The teachers also noted that their students lacked academic and experiential background knowledge and appropriate peer socialization skills. Building background knowledge and modeling peer interactions were identified as essential strategies in implementing PBL. The results of this study support the conclusion that PBL is effective at improving the academic performance, socialization skills, and self-concepts of incarcerated juveniles. Results indicated that the lack of Internet access limited the benefits of PBL for these students. Building background knowledge and modeling appropriate peer interactions were crucial strategies to the success of PBL. The researcher recommends that more states implement initiatives for implementing PBL in their JCS classrooms and provide teachers with the necessary training and ongoing coaching necessary for implementation. Additionally, states should develop systems that would allow for Internet access in JCS classrooms without compromising the secure facility. Programs should be developed to encourage positive peer interactions in incarceration facilities.

Grenada is 1 of 15 developing countries in Caribbean Community known as CARICOM. The infrastructure capital projects in these developing countries are plagued with an array of issues: unethical practices, inadequate supervision, lack of transparency and accountability, inadequate monitoring and evaluation, cost overruns, and inefficiencies. In the 1980s and 1990s, the International Monitory Fund and World Bank introduced a balanced scorecard engineered under the structural adjustment program, but it was unable to improve infrastructure project efficiencies. This qualitative case study sought to understand the role of management key performance indicators (KPIs) on public sector infrastructure capital project efficiency on the island of Grenada. An institutional assessment and development framework and a classical management theoretical framework methodology were used to explore the effects of management KPIs on public sector infrastructure capital projects efficiencies in developing countries. The research incorporated a constructivist philosophy that underpins the evaluation and perception of the government, the National Water and Sewerage Authority (NAWASA), project teams, systems, and stakeholders. A purposive sampling strategy with elements of snowballing was used to obtain 12 representative participants for interviews, and a systematic approach of transcribing, coding, and thematic analysis was done. Findings indicate inadequacies in the BSC performance measure system on infrastructure projects, which justifies the use of comprehensive management KPIs. Positive social change implications of this study include recommendations for comprehensive management KPIs and policies to improve public sector infrastructure project efficiency in Grenada.

Bridges are crucial infrastructure for urban development as cities rely heavily on various modes of transportation for access and mobility. In an effort to fill the gap in the knowledge and methodology used in the construction of sustainable bridges, a model is developed using the concept of BrIM having the capabilities to develop bridges at the conceptual design stage, which offers ample versatility to influence stakeholders’ decisions towards sustainable bridge design. The model incorporates a knowledge-based decision support system and four modules namely: BrIM module; the first ever Bridge Sustainability Rating System (BrSRS) module; Bridge Environmental Performance Strategy Map (BrEPSM) module; and a conceptual cost estimating module. The model takes fundamental data input and processes it through the knowledge-based system established based on MTO’s Highway Geometric Design and the Navigational Waterways Clearance guidelines. The sustainability capabilities of the model are broken into two sub- modules; a BrSRS was developed by using the amalgamation of various existent highways and roads sustainability rating systems and by considering the introduction of bridge design. The system mimics the style of LEED as users can select from a weighted list of sustainable construction activities and materials to accumulate credits towards a sustainability classification. The second includes a BrEPSM that the forecasts footprints levels of bridge projects based on 5 footprint indicators namely; carbon; water; energy; emissions; and work environment with data obtained from Statistics Canada pertaining to each footprint illustrated on a radar graph. The third module takes the knowledge-based output and presents it in 3D mode via AutoCAD allowing users to alter the drawing’s dimensions and accordingly the model reiterates the calculations based on the changes made in the 3D CAD model. The final module generates an approximate cost estimate of the conceptually designed bridge, which is ideal for the feasibility study of the project.

ENGLISH ABSTRACT: According to Wheatley (1999:157) in the history of human thought, a new way of understanding often appears simultaneously in widely separated places and in different disciplines, these concepts are called our zeitgeist - a way of thinking that characterizes a generation or time period. Wheatley (1999:158) believes that once again we are living in a time when the same concepts are appearing in many places and disciplines. The interest in undertaking this research stems from two current trends. Firstly, that the methodology of project management is increasingly sought by organizations facing an ever changing environment. Secondly, organizations that adopt project management apparently lack the necessary foresight and tools to optimize its human capital in that field. Stayner (1998:5) quoted Wheatley saying: "The problem is, we see something that works, like project-based work, and we want to replicate it. But we don't understand why it works. We think because it's in projects; but really, it works because people are engaged in new, exciting, creative work within their organization on a team that shares values and trust." The writer believes that in today's knowledge economy it is more evident than ever that in order to survive an organization needs to get the people processes right. The Newtonian age called for optimization through machines. The information age calls for a new, systematic approach for the optimization of knowledge workers. Organizations look hopefully to nature to teach us how to do what living systems accomplish with such skill - learn, adapt and change. Organization's interest prompted by the relentless need for organizations to grow and re-from at intervals so short that change has become a continuous demand. Hopefully organizations are coming to the realization that the science of the seventeenth century cannot explain what they are challenged with in the twenty-first century. This study is interested in investigating organizations holistically and its underlying philosophy is to develop a systematic approach to the performance management of project managers based on the principles of the new sciences integrated with current performance management practices in use.
AFRIKAANSE OPSOMMING: Wheatley (1999:157) glo dat daar in die geskiedenis van die gedagtegang van die mens gevind word dat 'n nuwe manier van begrip gelyktydig tot stand kom in wyd verspreide areas en verskillende dissiplines. Hierdie 'gelyktydige gewaarwording' word genoem die zeitgeit van 'n tydperk - 'n manier van dink waarvolgens 'n geslag of periode in die geskiedenis gekenmerk word. Wheatley (1999:158) is oortuig dat die mens weereens in 'n tydperk leef waar dieselfde konsepte besig is om hulle verskyning te maak oor wydverspreide plekke en verskillende dissiplines. Die belangstelling om die navorsing te onderneem spruit voort uit twee huidige neigings. Eerstens, die feit dat die dissipline van projekbestuur meer gesog word by ondernemings wat moet tred hou met 'n voortdurende veranderende omgewing. Tweedens, organisasies wat projekbestuur toepas maar waarby die visie en infrastruktuur ontbreek om die potensiaal van hulle werksmag in hierdie veld te ontgun en verder te optimaliseer. Performance measurement and management represents serious challenges to practitioners and researchers in industrial engineering and management sciences for efficient decision making with integrated, dynamic and relevant performance information regarding simultaneous accomplishment of multiple stakeholder objectives. Although many methodologies and approaches have already been proposed, there is still room for new advances to go further in assisting managers and engineers to make better decisions in a more systematic manner.Assuming that the performance of an industrial system, project or process can be comprehensively evaluated by four main dimensions (benefit, cost, value and risk), the thesis proposes an original and complete framework as well as an operational methodology to apply relevant supporting methods and tools for the sake of performance evaluation and decision support in industrial projects.Using several examples based on industrial cases, the work emphasises that the proposed methodology can provide the support for: opportunity assessment of several decision alternatives to select the most appropriate one, performance evaluation at any phase of an industrial project and monitoring of an ongoing industrial project requiring performance evaluation at several phases along its life history

Purpose - This master thesis evaluates the hybrid-electric aircraft project E-Fan X with respect to its economical and environmental performance in comparison to its reference aircraft, the BAe 146-100. The E-Fan X is replacing one of the four jet engines of the reference aircraft by an electric motor and a fan. A turboshaft engine in the cargo compartment drives a generator to power the electric motor. --- Methodology - The evaluation of this project is based on standard aircraft design equations. Economics are based on Direct Operating Costs (DOC), which are calculated with the method of the Association of European Airlines (AEA) from 1989, inflated to 2019 values. Environmental impact is assessed based on local air quality (NOx, Ozone and Particulate Matter), climate impact (CO2, NOx, Aircraft-Induced Cloudiness known as AIC) and noise pollution estimated with fundamental acoustic equations. --- Findings - The battery on board the E-Fan X it is not necessary. In order to improve the proposed design, the battery was eliminated. Nevertheless, due to additional parts required in the new configuration, the aircraft is 902 kg heavier. The turboshaft engine saves only 59 kg of fuel. The additional mass has to be compensated by a payload reduced by 9 passengers. The DOC per seat-mile are up by more than 10% and equivalent CO2 per seat-mile are more than 16% up in the new aircraft. --- Research limitations - Results are limited in accuracy by the underlying standard aircraft design calculations. The results are also limited in accuracy by the lack of knowledge of some data of the project. --- Practical implications - The report contributes arguments to the discussion about electric flight. --- Social implications - Results show that unconditional praise given to the environmental characteristics of this industry project are not justified.

The surface mining method of mountaintop removal has been shown to adversely affect the water quality and hydrologic characteristics of downstream regions. Based on recent scientific literature, the U.S. EPA issued guidance on the specific conductivity (EC25ºC) of waters discharged from mined lands in the Appalachian Coal Belt Region stating that these waters should have an EC25ºC less than 300-500 μS cm-1. Hence, accurately measuring EC25ºC levels of mine discharged waters has significant implications. Furthermore, the development of reclamation techniques that positively impact the hydrological and water quality aspects of valley fill (VF) discharge is needed. To tackle these questions, a two-part study was conducted. First, a detailed study comparing sensor performance under controlled and field conditions was performed. Second, the hydrologic parameters (storm flow only) of a stream restoration project constructed atop a retrofitted valley fill were compared to a headwater stream with no mining as well as one influenced by mining with no restoration. Results indicated that significant differences were noted between four conductivity sensors with errors positively correlated with increases in EC25ºC. For storm events, the restored stream section atop the VF is performing similar to the unminded, forested watershed for some hydrologic parameters.

Tout d’abord, un état de littérature est effectué, qui porte sur les notions, les normes et les outils relatifs au développement durable et à la responsabilité sociétale des entreprises. Tenant compte des principes associés à ces notions, l’accent est alors mis sur l’insuffisance de la participation des parties prenantes dans une démarche qualifiée de durable. De plus, l’intégration du développement durable aux outils méthodologiques de gestion de projet représente aujourd’hui un impératif stratégique. En conséquence, la mise en oeuvre d’une stratégie d’intégration du développement durable dans la gestion de projet s’avère donc nécessaire. Dans un premier temps, un modèle de caractérisation de la performance globale est présenté, qui intègre les trois performances économique, environnementale et sociale dans le management de l’entreprise. Dans un second temps, une démarche générique est associée à ce modèle afin de fournir une méthodologie et un accompagnement complet pour l’aide à la prise de décision tout au long d’un projet à caractère durable. Il s’agit d’une démarche calquée sur le cycle de vie du projet qui doit accompagner le chef de projet et lui permettre de contrôler, évaluer et améliorer les performances dudit projet afin d’en mesurer les progrès. This thesis deals with an evaluation framework and support of sustainable development projects in companies. First, a literature review on concepts, standards and tools related to sustainable development and Corporate Social Responsibility has been conducted. In this sense, the insufficiency of taking into account of stakeholders’ points of view in such a process has been highlighted. Moreover, the integration of sustainable development and methodological tools in project management represents a strategic imperative. Therefore, the implementation of an integration strategy of sustainable development in project management is necessary. Firstly, we have proposed a characterization model for overall performance, integrating the economic, environmental and social performances in corporate management. Secondly, we have associated a generic approach with this model in order to propose a methodology and complete support for decision-making throughout the project. Such an approach is based on the project life cycle which helps decision makers in their strategic orientations. Finally, the methodology is supported by an « informatics tool » which makes its integration simplified and allows better decision-makings

Les projets d’aide internationale au développement sont extrêmement divers. Ils visent des objectifs multiples, prennent des formes variées, atteignent des dimensions très différentes et se déroulent dans des contextes très contrastés. Cette extraordinaire diversité suscite un discours méthodologique extrêmement normatif. En effet, concernant l’évaluation de la performance des projets, un seul dispositif est conçu dès le démarrage des projets et de façon invariante pour toute la durée de l’action. Les outils et les techniques de ces dispositifs sont censés collecter et traiter un grand nombre d’indicateurs également identifiés dès la création des projets à partir du « cadre logique ». Ces outils et techniques sont conçus par des instances éloignées du terrain, et redevables à l’égard de bailleurs de fonds. Dans la réalité, on constate cependant que même les projets dotés de moyens conséquents peinent à maîtriser le processus d’évaluation de la performance. Rares sont les praticiens qui réussissent à mener de bout en bout une évaluation de la performance. Plus rares encore sont les projets dont les comités de pilotages utilisent réellement les données issues de tels dispositifs d’évaluation pour éclairer leur décision. Pourtant, les évaluations de la performance sont systématiquement réalisées au sein de chaque projet d’aide internationale au développement. International development assistance projects are extremely various. They have multiple objectives, take various forms and take place in contrasted contexts. This diversity causes a normative methodological discourse. Indeed, concerning the project’s performance evaluation, a single and unchangeable management tools is designed from the start to the end of project.This management tools is supposed to collect and process a large number of indicators also designed at the beginning, according to the project « logical framework ». Tools conceives far away from the project and accountable to the donors. In reality, it can be seen that even projects with substantial resources struggle to master the process of evaluating performance. Few practitioners are successful in leading an evaluation of performance. Even few are the projects whose committee leaders use, for making decision, data from such evaluation. However, performance evaluation are systematically carried out within each international development aid project. This research proposes to explain the reasons of such paradox

In the last two decades, ignoring the bulk of educational research findings, policymakers shaped educational policy into a standardized testing movement that now dominates education. Now, to comply with No Child Left Behind, teachers and administrators shape curriculum in a way that maximizes student achievement measured by these tests. Recently, business and educational leaders initiated a reform movement to broaden curriculum, narrowed by this inadequate standardized testing movement, so that necessary 21st century learning skills can be practiced through project-based learning. The Federal Government’s enforcement of power over education created the climate that defined the current educational policy that gave birth to the standardized testing movement. In this climate, this reform to boost 21st century learning skills does not gain practical traction that results in changed policy, because it is impossible for standardized testing to assess most of these skills and this type of learning due to the limitations of bubbled-multiple choice questions. Instead of shaping policy to foster these 21st century learning skills, policymakers push another reform, through TAP (The System for Teacher and Student Advancement) and Value-Added Assessment. This reform attempts to improve instruction through teacher merit pay--a device that has failed many times in educational reform history. Unfortunately, most TAP systems use standardized tests as the only student achievement measurement, so almost all student achievement gains involving 21st century learning skills and project-based learning are not officially measured. Efforts to use portfolios and authentic assessment, the measurement tools that should be used to measure these higherlevel skills, are not supported by policymakers, because the lack of standardization requires more trust in the assessment ability of local school districts and communities. Consequently, a massive disconnect exists where standardized testing is being reinvigorated instead of de-emphasized, and this comes with the potential price of many teachers and administrators not embracing 21st century learning skills and project-based learning as much as they could if they were not bound by standardized test results. Ultimately, these two reforms that contradict each other involve larger issues of jurisdictional power over education at federal, state, and local levels, and ideological challenges to teacher job security and teacher representation.

The Botswana Community Based Natural Resources Management (CBNRM) programme started in 1989. Its aims were to promote sustainable development through sustainable natural resources management and utilisation to improve rural livelihoods. The country CBNRM programme has recorded mixed outcomes and this has raised questions on the programme performance throughout the country. Since the programme has been recognised as one of the eight main livelihood strategies for rural communities in Botswana, there was a need to evaluate the programme performance and determine the factors that influence it. This thesis therefore evaluated the performance of CBNRM projects along an aridity gradient in Botswana and by so doing answered the two research questions of: (1) What factors influence the performance of CBNRM? And (2) how does aridity influence the performance of CBNRM programmes? Performance was determined in terms of financial benefits generated by CBNRM projects and the projects adherence to the CBNRM principles. Data were collected from seven selected CBNRM projects covering three aridity zones (wet, medium rainfall and dry areas) in the country. Data were also collected from key informants and community based organisations (CBO) project managers. Research findings have indicated differences in the performance of CBNRM projects across the identified three aridity zones. Factors that influenced the performance of CBNRM projects varied among the three aridity zones. These factors included: existence of complimentary rules and regulations for managing CBNRM projects; literacy levels of communities involved in CBNRM; ethnic composition of the project communities; historic and current socio-economic trends within communities; collaboration between CBNRM institutions and other local level institutes; amount of benefits generated through the projects; ability of institutions to resolve outstanding issues in time and type of CBNRM project. Research results also indicated that there was variation in the performance of CBNRM projects across the three aridity zones. Aridity was found to directly influence the performance of CBNRM projects through its influence on the amount of revenues that projects generated.

Constituiu-se como objetivo deste estudo investigar em que medida a avaliação projetada no curso Veredas foi efetivamente realizada, no ponto de vista de alguns tutores que dele participaram. Nesta investigação procurou-se, primeiramente, apresentar um breve panorama da produção teórica sobre avaliação de alunos e educação a distância, destacando-se nesse contexto, a concepção de avaliação assumida pelo Projeto Veredas. Os sujeitos da pesquisa foram os tutores da Agência de Formação da Universidade Federal de Juiz de Fora - AFOR UFJF. O questionário foi o principal instrumento etodológico utilizado para coletar informações junto aos sujeitos focalizados. Dessa forma destacou-se nesse estudo uma reflexão específica sobre o Sistema de Tutoria, bem como o Sistema de Avaliação e Monitoramento. Considerando os elementos analisados neste estudo pode-se concluir que a avaliação projetada para o Veredas foi, em parte, alcançada. Os tutores demonstraram compreender os objetivos e funções da avaliação de desempenho de cursistas, entretanto, tiveram problemas na execução. Houve um istanciamento entre o discurso teórico e a prática avaliativa. Em alguns momentos a avaliação não conseguiu acompanhar o processo de ressignificação dos professores cursistas do Projeto Veredas, na visão dos tutores-sujeitos desse estudo.
This study consists in a measure evaluation of VEREDAS COURSE by some tutors that participated in it. This inquiry presents a brief theoretical production about pupils evaluation and long distance educational system, emphasizing in this context, the evaluation assumed by Veredas Course. Research was focused on tutors at FORMATION DEPARTMENT from JUIZ DE FORA FEDERAL UNIVERSITY (AFOR UFJF). A questionnaire was the principal method to collect information from tutors. This way, the investigation reflects guardianship as well as evaluating system’s. Conclusion leads to a partial achievement on evaluation project. Tutors demonstrated to understand evaluation functions and objectives on cursists performance. However, could not apply them due to difficulties. The Health Facilities Infrastructure Management Programme in South Africa aims to ensure an appropriate and sustainable platform for the delivery of health services. Since 1994, the average number of hospital beds has decreased from 4.4 beds per 1 000 people to 2.4 beds per 1 000 people. During the same period, there was no significant reduction in the 1 372 clinic backlog. The evaluation of the performance of the Health Facilities Infrastructure Management Programme was based on a systems approach. This performance evaluation was conducted across four dimensions, with 12 assessment instruments and within 134 assessment parameters. Several of these instruments were developed as part of this study. Actual performance, per assessment parameter, was expressed in terms of a four level project management maturity scale. About one third of the parameters indicated a low level of project management maturity, one third indicating a medium-low level of maturity, with less than 10% judged to have reached maturity. It was found that the Infrastructure Unit in the National Department of Health is solely responsible for addressing more than half of the performance areas described by the assessment parameters. The proposed prioritisation model indicated that 50% of the performance areas needed to be addressed as a matter of urgency. The study concludes with 10 system transformation recommendations aimed at maturity growth in the Infrastructure Unit in the National Department of Health, as well as maturity growth in the Health Facilities Infrastructure Management Programme as a whole. Conventional thought dictates that what cannot be measured, cannot be improved. In a quest for improved operational and financial performance, many project-based enterprises have developed numerous methods to measure success. Unfortunately, many of these methods appear to be neither applicable beyond the project boundary nor able to promote effective and proactive decision-making. As a potential remedy, a theoretical framework was developed using principles of Enterprise Engineering to create a performance measurement system for project-based organizations. Known as ARIES (Agile Resource Information and Execution System), the framework builds upon existing project and program management knowledge in order to provide a quantitative methodology for evaluating aspects of enterprise sustainability. By incorporating specific measures, the framework is also able to create a graphical depiction of the enterprises operational performance. To validate the framework, retrospective data were obtained from a successful Architecture and Engineering (A/E) firm that designs and oversees commercial building projects. Analysis of the data provided a picture of the frameworks immediate and long-term benefits for project-based enterprises. From this picture managers can make improved decisions regarding existing and future work, thereby positively impacting the operational performance of the enterprise and enabling it to remain viable over a considerable period of time.

iv In this study, an Analytic Network Process (ANP) and Data Envelopment Analysis (DEA) based approach was developed in order to measure the performance of customer-based Research and Development projects being executed in TÜ
BTAKSAGE, Defense Research and Development Institute, under the Scientific and Technological Research Council of Turkey. In order to evaluate project performance, many criteria, containing various subcriteria were determined. In order to handle the interdependencies among the criteria and the sub-criteria, ANP was used. The ANP model generated in this study is a hybrid model consisting of both a hierarchy and a network. The pairwise comparison matrices that were built up for defining the importance and influences of the criteria/sub-criteria in the ANP model were formed as interval judgments from a group decision making process, based on data obtained from a questionnaire conducted among the experts in the Institute. From the interval pairwise comparison matrices, weight intervals for the sub-criteria were determined and these bounds were used as assurance region constraints in a super-efficiency DEA model, through which the project ranking was obtained. Taking into consideration that there may occur some missing values in some projects for some of the sub-criteria, the superefficiency DEA model was extended to handle missing data. The model was applied to a real case study on performance evaluation of the ongoing customer-based projects in the Institute. For comparison purposes, the case study was also solved by two other approaches.

For organisations to stay competitive, continuous improvements and development are needed.Organisations handling complex services, structured in projects, find difficulties in understanding the project performance. Understanding the project performance is important in order to achieve the ability to implement improvements and development activities in projects. Furthermore, project performance needs to be understandable for the whole organisation in order to be able to prioritize. There are several applicable methods available for handling the evaluation of performance. One method is Earned Value Management, EVM, which incorporates project scope, schedule and cost parameters in order to create project control.The purpose of this study is to investigate how EVM could be implemented for evaluating performance in projects handling repair and maintenance based on the EVM standard ANSI/EIA-748. The purpose is also to identify needed adaptations in the projects to make it possible to implement EVM. The EVM standard contains important steps and activities needed in order to be able to aggregate values and evaluate performance.The result of this study presents adaptations needed for EVM implementation based on the EVM standard ANSI/EIA-748. The study concludes that some structural and managerial changes need to be done before EVM can be implemented. The organisation needs to formulate common guidelines for structuring work and organisations, as well as formulate and define common reporting structures for documentation and reporting. In addition, the way of handling planning, and budgeting need to be reviewed and customised. The organisation also needs to continuously work with the knowledge and understanding about the importance of the business and the evaluation, to create a successful EVM implementation and a sustainable business.
För att organisationer ska kunna vara konkurrenskraftiga krävs kontinuerlig förbättring och utveckling. Organisationer som är organiserade i projekt och som hanterar komplexa tjänster, finner svårigheter i att förstå projektets prestation. Detta är viktigt för att kunna genomföra förbättringar och utvecklingsaktiviteter. Dessutom måste projektets prestation kunna förstås av hela organisationen för att skapa möjligheter att prioritera. Det finns flera tillgängliga metoder som kan användas för att hantera detta. En metod är Earned Value Management (EVM), som innehåller projektomfång, tidsplan och kostnadsparametrar för att skapa projektstyrning.Syftet med denna studie är att undersöka hur EVM kan implementeras för att utvärdera prestanda i projekt som hanterar service och underhåll, baserat på EVM-standarden ANSI/ EIA-748. Syftet är också att identifiera nödvändiga anpassningar i projekten, för att göra det möjligt att implementera EVM. EVM-standarden innehåller viktiga steg och aktiviteter som krävs för att kunna aggregera värden och utvärdera prestanda.Resultatet av denna studie presenterar anpassningar som behövs för implementering av EVM, baserat på EVM-standarden ANSI / EIA-748. Studien drar slutsatsen att vissa strukturella och ledande förändringar måste göras innan EVM kan implementeras. Organisationen måste formulera gemensamma riktlinjer för strukturering av arbete och organisationer, samt formulera och definiera gemensamma strukturer för dokumentation och rapportering. Dessutom måste sättet att hantera planering och budgetering granskas och anpassas. Organisationen måste också kontinuerligt arbeta med kunskap och förståelse om verksamhetens betydelse och utvärdering, för att skapa en framgångsrik EVM-implementering och en hållbar verksamhet.

abstract: The water and wastewater industry in the United States is in dire need of renovation due to dwindling infrastructure and requires substantial reinvestment. Design-bid-build (DBB) is the traditional method of project delivery most widely applied in this industry. However, alternative project delivery methods (APDM) are on the rise and touting the benefits of reduced project schedule and cost. The main purpose of this study is to conduct a qualitative and quantitative performance evaluation to assess the current impact of APDM in the water and wastewater industry. A national survey was conducted targeting completed water and wastewater treatment plant projects. Responses were obtained from 75 utilities and constructors that either completed their projects using DBB, construction manager at risk (CMAR), or design-build (DB). Data analysis revealed that CMAR and DB statistically outperformed DBB in terms of project speed and intensity. Performance metrics such as cost growth, schedule growth, unit cost, factors influencing project delivery method selection, scope changes, warranty and latent defects, and several others are also evaluated. The main contribution of this study was that it was able to show that for the same project cost, water and wastewater treatment plants could be delivered under a faster schedule and with higher quality through the utilization of APDM.

The study aims to create a matrix evaluation model for project management performance, X Axis of which is SPI (Schedule Performance Index) while Y Axis is CPI (Cost Performance Index), as a method to improve project achievement performance. Project achievement performance is further analyzed based on the four quadrants. With this matrix, project managers are able to clearly control the project progressing or furthermore make the revision for the faults found in the beginning stage of an on-going project. Moreover, the matrix helps project managers commend the cost and expense, consequence of which makes the managers have target adjustment or even cease the project. With the matrix evaluation model development, it is expected that enterprises may control and monitor projects effectively. Further, it is also expected that enterprises may sense the potential problems and come out the solution in time to increase project success possibility and lessen the time the meetings for the project take.

This research studies the performance evaluation of Institutional Technology Development Project (TDP) of Ministry of Economic Affairs (MOEA) in Taiwan by Three-Stage Data Envelop Analysis (DEA) and Qualitative approach. The input and output of first stage are Budget and Patent; the second stage input and output are Patent and Licensing; the input and output of third stage are Licensing and Production (value). First, the author collects data from the MOEA annual report and relative websites of research institutions. Then she use LINGO, a linear programming software, to test the data of 33 research institutes sponsored by MOEA. The author deleted 5 institute data for their scale are relatively too small, which might cause truncation error. The result shows that there are minor difference of performance (weight) between CCR model and A&P model; hence, the performance ranking of selected 28 DMUs (Decision Making Units) are identical. Finally, the author use qualitative data to explain the principle of the performance evaluation for TDP and the philosophy and logic of Three-Stage DEA. In addition, she proposes some draw backs and limitation of the quantitative and qualitative methods. The result shows that the A&P model can help the frontier DMUs’ performance exceed 1, but can’t change the performance of other DMUs. It could because that there are only one variable for both input and output in each stage of analysis. Besiades, the result of quantitative analysis is different from that of qualitative. It could because that DEA model ignore economic scale of DMUs. Keywords: TDP, three-stage DEA, MOEA, LINGO, DMU.

The performance management represents one of the important indices of competitiveness in domestic construction industry. Hence, many companies keep improving their performance evaluation model to strengthen the ability of inside control and information feedback, and thereafter to enhance the effectiveness of performance management. Accordingly, this study inspects the case performance of construction project teams. The questionnaire and expert interview, and statistics are utilized to analyze the mean differences of performance indices and assessment in initial, middle, and final stage, and enumerate the property factors that may affect the performance. Furthermore, AHP is used in the questionnaire design to calculate the objective weights of each index. Via the interviews with over 30 experts, projects are divided into planning, constructing, and finish stages and then are investigated to obtain the factors which will be evaluated later. The finding of this study can be concluded as follows: 1. There is significant difference in the index weights of performance among experts from different companies. 2. The importance of the performance indices vary among different stages. 3. The evaluated indices can cover a wide range of scope objectively. 4. The correlations among stages are proven to be close practice by the Fisher’s exact test. The performance evaluation model we proposed by integrating the theory and industrial practice provide a prototype process for industry circle. Furthermore, the achievement of this study can make performance assessment to be the consensus inside the companies, raise the effectiveness of management, and make profits.

Earned value management (EVM), with the integration of the aspects of cost, schedule and performance to measure project performance, is a popular tool in project management. EVM has been applied abundantly in many countries, and is viewed by practitioners in countries, including the U.S. and Japan, as the best practice of project management. While many studies have used EVM as the core to study performance indices on project cost and schedule, most of them only stress on evaluating cost and schedule performance of critical and non-critical path activities jointly, and very few have studied them separately. With the literature review of EVM, we know that the delay of critical path activities has an impact on the schedule of the project, and also on the total expected completion cost of the project. Based on the above, this research considers the weight proportion of critical path and non-critical path to calculate cost performance index (CPI) and schedule performance index (SPI). Then, the proposed method is compared with the traditional method for estimation accuracy, and a comprehensive performance evaluation model is constructed next. An integrated performance index that combines CPI and SPI is designed to estimate total completion cost. A case study is used to demonstrate the proposed model, and the results can be reference and recommendation to project managers.

Past research was shown that most public projects (about 50%) incur schedule delay, cost overrun and inferior quality. The evaluation method, which is using to organization of construction company for projects, is only for normal delivery system but not enough to present the real situation of project process and project result. This study aim to build a reasonable and objective evaluation method for the performance of project organization, and to promote the competition of construction company. This study describes the background of project organization extract the important factors, which affect the performance of construction organization. And, views past related studies to find out the critical items for project organization, which may make the developing of organization more efficient and more complete. The study process aims to build study objectives as follows. (1)Through investigation of site experts and case study to reviews present evaluation method of organization performance, and utilize gray statistics to determine item weight for the assessment of Project Definition Rating Index. (2)Discussing the utilization of PDRI to the performance of organization organization by the major dimensions of project, which are cost and schedule. (3)Verifying the feasibility and effective of evaluation method by the application of regression analysis. This study will summarize the application of PDRI in the performance management of project organization, and use Quality Function Deployment (QFD) that is combining Grey Statistics to develop evaluation model for project organization. Then, the Regression Analysis and Quadrant Analysis will be used to verify the feasibility of this evaluation method as a completely developed and helpful tool in the business of construction company. Finally, this evaluation method aims to promote the competition ability of construction company.

In this empirical study, an innovation project management performance assessment model is established. First, we create an innovation project performance assessment framework with five dimensions and 15 criteria, and then we apply the hybrid multi-criteria decision-making model (MCDM) approach including the test and evaluation of decision-making experiment (DEMATEL) and DEMATEL Based ANP (DANP) to establish a system structure model of innovation project management performance. This model illustrates the influence and importance of each dimension and criteria in dimension. According to this model, the priority to improve the dimension or criterion should be identified when the problems of innovation project management performance occurs.

Special projects applied in marketing activities are already become a trend. Therefore, this study will adopt the innovative marketing 7Ps concept to re-elaborate innovative integrated marketing project management from project management viewpoint. Apply DEMATEL method to establish innovative integrated marketing evaluation model to establish the inter-relation degree of innovative marketing project 7Ps. In addition, we also apply DANP and VIKOR methods to immediately analyze and forecast project results when projects established to further meet enterprises’ needs and enhance marketing project performance. . The results show the most important influences are 「project」 and「people」. They are the key factor to project success. Therefore, appropriate project management and human resource allocation are crucial to ensure the quality and effect of project when project starts.

The Project Management of Internal E-commerce can enhance the ability of the enterprise internal adaptation needs, which can enhance its variation, uncertainty and organizational processes. E-commerce in the composition of project management, the project team's competency and organizational communication skills has direct impact to the success of the project. According to the literature review and empirical analysis, there are four conclusions in our study. First, e-commerce project management helps organizations process more systematic. Second, e-commerce project management emphasis its organizational communication and coordination, in order to enhance and improve the speed of the project contingency processing and the project establishment. Third, e-commerce project management strength the timely integration capabilities of internal organization and thinking consistency, because it generated by the hierarchy of communication. There was a tool of project management for the integration cost, schedule and performance to Earned Value Management (EVM) of control performance. It has been applied maturely in the world and identified as the best practice of project management in the United States, Japan and other countries. There were many previous studies that were to explore the EVM at the core of project cost and schedule performance indicators. The current study for the project of majority performance were not to consider factor of activities impacted cost and schedule of evaluating performance, but considering the criticality of project performance was more reasonable. For the level of the key factors to consider was assumed to be path, technology, commission and importance. It was to consider the performance of the entire project has been impacted. In this research, the literature reviewed by the EVM, the key consideration was to investigate the extent of the weight values to cut the cost of distribution and calculate CPI (Cost Performance Index) and SPI (Schedule Performance Index), and then there were no consideration of the traditional weight assessment model to compare result with reasonable and accuracy. At the same time, building a apparent and complete performance evaluation model that provide project managers with reference and recommendation.

In this paper, the research of performance evaluation for public infrastructure project is proposed. This thesis is trying to use historical as well as selected expertise opinions to construct of hierarchy structure of performance evaluation criteria for public infrastructure project. To make use of performance evaluation criteria, this research builds pre-performance evaluation sub-mode, execution performance evaluation sub-mode, ex-post performance evaluation sub-mode and comprehensive performance evaluation mode. It provides different evaluation aspects and criteria, to measure performance of projects in every process. To efficiently grip the fuzziness existing in the decision environment, this paper constructs a performance evaluation model for public infrastructure project by combining the analytic hierarchy process and fuzzy set theory. This model can help the decision maker to tackle the decision problem under fuzzy decision environment.

The quality of execution and management of public affects not only the success of construction project, but also performance and image of the government.In order to achieve a result for infrastructure investment and to improve the effectiveness on cost, schedule and quality control, there is a great need to establish more effective way for evaluating performance of public construction. In this study, the theory of performance evaluation and the model, Index as well as evaluation method are examined.Then the existing performance evaluation system of public construction and the problem of its implementation on public construction are investigated.Finally it is aimed to establish the framework of performance evaluation system for executing public construction. According the information from Executive Yuan, it is generally recognized that most of the major constructions involve common denominators such as budget overrun, delayed completion and poor quality.And the lack of effective tool for performance appraisal in prevalent approach of project management generates some more difficulties to the implementation of public construction. This study developed a performance evaluation system for the implementation of public contruction which including the major parameters: the cost/ schedule control system criteria process, environment impact, as well as the construction quality assessment.The developed framework and the proposed cost/schedule control criteria are proved feasible through case studies and extensive interview with leading experts.The resulting system and criteria can be employeed to examine the reasonableness of cost/schedule ratio for specific projects, then to consequently improve the effectiveness of public construction implementation.
