The author's research interests are: art, technology and democracy. On this latter subject he has published several essays and a book entitled Democrazia elettronica (Carocci, Rome, 2001). As an artist he has worked with digital technologies since the 1980s. One of his best-known works is Computer sigillati (Sealed Computers, 1992): more than 200 machines which are programmed to produce flows of random images and then left to work indefinitely, usually without monitors. His works have been exhibited widely in Europe and the USA. He has put on shows, presentations and performances in Paris, New York , Los Angeles, San Francisco, Sydney. His latest one-man shows include: Museo Laboratorio di Arte Contemporanea (Rome, 2003), WilliamsburgArt& Historical Center (New York, 2003), Museo di Arte ContemporaneaVilla Croce (Genoa, 2005). Latest books on his work: D. Scudero (ed.),Maurizio Bolognini: Installazioni, disegni, azioni (on/off line), (Lithos,2003); and S. Solimano (ed.), Maurizio Bolognini: Infinity out of Control(Neos, 2005). The text that follows was made available to the participants of the international symposion on "Globalization and Local Identity, " organized jointly by the World Society for Ekistics and the University of Shiga Prefecture in Hikone, Japan, 19-24 September, 2005, which the author was finally unable to attend.

This paper gives a personal perspective on the application and relevance of generative processes to art production. This view is that of a computer programmer, rather than that of a user of computer programs written (or hardware constructed) by others. The programmer is in the unique position of being able to describe and manipulate abstract processes which may be used as a unique means of artistic expression. This gives a greater amount of freedom to the programmer/artist than is the case when he or she is limited by programmed procedures defined by others.Prior to the development of a formal means of specifying visual and aural events, a concrete machine or set of rules for their manipulation and a means of bringing these representations back into the world as physical events, abstract processes were things to be contemplated but not experienced. Musical and spatial notations employed by artists, engineers and others, in concert with the programming of computing hardware, have opened the way for those who wish to manipulate processes in their artistic practice.In order to focus study and practice in the area of such generative computer art, the Center for Electronic Media Art (CEMA) has been established in Melbourne, Australia. The Center has spawned an international conference series on generative/process-based electronic art called Iteration. The perceived roles of the Center and Iteration conferences are discussed in this paper.

The authors present a programmed experiment to automatically generate art in the style of Kandinsky during his Bauhaus years. The program the authors developed analyzes the artist’s paintings based on his art theories and the authors’ own understanding and observations of his artworks. The authors describe the generation process in detail and share and discuss sample generated images styled according to four of Kandinsky’s paintings. By pseudorandomizing various parameters, the program is able to make each styled image it generates unique. The authors’ approach is highly scalable, limited only by the memory space set in the programming language Processing, which is used for the generation. Potential impacts of the authors’ approach are also discussed.

‘Generative Art’ is a artistic work in which some or all of the work is produced using an autonomous system programmed with algorithms; it is a field of Digital Art. This art form has existed for years, but works were not properly evaluated since it is difficult to prove what is original. However, with the advent of Non-Fungible Tokens(NFTs), the original can now be verified, and thus this art form has achieved rapid growth over the last few years. This study examined whether Generative Art can be protected by the current Copyright Act. To this end, it classified Generative Art creation based on the level of contribution by human into four different types. 1)A type in which humans create works using software, 2)a type in which humans create parts and combine them with algorithms, 3)a type in which works are created with mathematical functions, and 4)a type in which works are created using Artificial Intelligence(AI). This study also sought ways to protect works created by AI, which are not protected under the current Copyright Act. In addition, it examined how to protect Generative Art by reviewing whether the exemption provisions of Online Service Providers(OSP) can be applied when a violated work is traded on an NFT platform.

Vi arbetar på det Estetiska gymnasieprogrammet med inriktningarna bild och dans och ansvarar för att utbilda elever i bild och dans under tre års tid. Syftet med arbetet är att vi lärare ska få vetskap om varför eleverna söker till det Estetiska programmet med inriktning bild och dans. Undersökningen kan ge svar på ifall elevernas förväntan på utbildningen är något annat än den som vi lärare har. Är deras förväntan liktydig med det som står i kursplanen för det estetiska bild- och dansprogrammet? Arbetet är gjort utifrån kvalitativ studie och med hjälp av att intervjua elever på gymnasiet årskurs 1, Estetiska programmet, inriktningarna bild och dans.Sammanfattningsvis kom vi fram till att dagens elever mycket väl vet varför de söker till programmet. Men den stämmer inte alltid överens med det estetiska bild- och dansprogrammet. Undersökningen har tydliggjort vikten utav tydlighet när det gäller programmål, kursinnehåll och lyhördhet inför elevernas förväntan på skolan.

With increasing healthcare costs, more and more organisations are investing in wellness programmes to improve the health of their employees and therefore cut down on health care spend. Research has shown that companies with comprehensive programmes in place enjoy wellness programme outcomes of up to six times more than what they spend. The purpose of this study was to establish if South African workplace wellness programmes have the elements required for them to experience the outcomes they desire from a programme. Through in-depth interviews with wellness experts and wellness programme custodians of companies in the public and private sector, this study looked at defining a comprehensive wellness programme and evaluated participant organisations against this definition. This study found that South African wellness programmes were comprehensive however only those with goal-oriented wellness strategies in place enjoyed the benefits referred to in the literature. Due to a shortage of skilled wellness programme custodians, most organisations do not realise any significant benefits from their wellness programmes. Often any benefits attained are far less than expected.

The biggest challenge facing organizations in service industry today is that of customer retention. Loyalty/reward programmes have been promoted as the ultimate strategic solution towards customer retention by some industry experts, while the others question its influential potential as a customer retention strategy. The primary purpose of this research was to establish whether loyalty/reward programmes, as one of the main contributing Customer Relationship Management (CRM) factors, are either simply a fad or actually a fab solution! Subsequently, the research focused on the evaluation of the three most noted and influential CRM components in current literature and concluded that service quality and customer contact rated higher than loyalty/reward programmes with what should be considered the ultimate critic, namely the customer, or rather 60 of them.

Ils peuvent emprunter à la magie du spectacle autant qu’aux technologies de l’ingénieur. Ils rejoignent la performance lorsqu’ils permettent de créer ou de donner accès à d’autres mondes. Ces mondes peuvent être des plateformes 3D ou des fictions. Les environnements mixtes relèvent d’enjeux moins spectaculaires que performatifs, fictionnels et plastiques. Les dimensions techniques, qu’il s’agisse de technologies numériques, de mise en forme cérémonielle ou scénographique, rejoignent les enjeux plastiques. Mixed environments are devices, stagings, installations, which hybridize what is tangible and what is digital, physical space and informational or fictional space. These environments allow for their experimenters to be here and now, but also simultaneously linked to an elsewhere or to another temporality. They borrow as much from the magic of the spectacle as from the engineer’s technologies. When they allow to create or to give access to other worlds, they join with performance. These worlds can be 3D platforms or fictions. Mixed environments are defined less by spectacular issues than by performative, fictional and plastic ones. The technical dimensions, be they digital technologies, the ceremonial formatting or stage design, join with the plastic dimensions. To perform in these environments is to search for, allow or provoke temporary states of the body that are related to the specific context of a demonstration. Aside from their public presentation, this dissertation work will also address these forms, which invite to multiple and singular experimentations, as well as the different ways they are explored, by the performers or by the experimenters

Congestion in wireless sensor networks (WSNs) has always been a serious problem for all kinds of communication networks. It causes severe information loss and shortens the life time of the sensor nodes. Congestion also leads to excessive energy consumption due to large number of retransmission and packet loss which lowers throughput. In WSNs congestion need to be controlled in order to have high energy-efficiency, to prolong system life time, improve fairness and improve quality-of-service in terms of packet loss ratio with the packet delay and link utilization. Most of the designs of WSN depend on the applications and the environment in which the sensor nodes are deployed. It has important applications such as remote environment monitoring, target tracking, military and surveillance, etc. The placement of the nodes is often done randomly or in a pre-planned manner. These sensors are equipped with wireless interfaces with which they can communicate with one another to form a network. WSNs can be an event driven which can be routed to detect or monitor data at the base station depending on their degree of priority since the data in the sensor networks has different importance. WSNs face challenges in dealing with the issues of congestion due to their constraint nature and complex algorithms. During the last decade, the tremendous congestion control algorithms and schemes have been proposed to solve the issue of congestion by ensuring fair delivery of packets to the base station. This thesis explores the different congestion detection algorithms and schemes, which are especially targeted for the WSNs and presents a survey of congestion control mechanisms used in WSNs. In addition, the study in this thesis would find out the common features which may help in the future research.

Background:HIV is a worldwide pandemic with an estimated 2.5 million children under the age of 15 living with HIV in the world in 2009. Children account for approximately 14% of all HIV-related deaths around the world. Several studies have shown that the use of antiretroviral drugs greatly improve the lives of HIV-1 infected individuals, however, most of these studies report on outcomes of ART programmes in developed world and for adult patients. Very few settings have published outcomes of paediatric ART programmes.Objectives This research was aimed at describing the long term (at least one year) treatment outcome of HIV-1 infected children in the HIV/AIDS Prevention Group (HAPG) program in Bela-Bela in the Limpopo province of South Africa.Study design and methods: A quantitative approach involving a retrospective cohort design was used for the study. The study included all children under the age of 15 that were enrolled in the HATG treatment programme in Bela-Bela between February 2004 and December2009.Immunological, virological, clinical outcomes and loss to follow-up were determined for this cohort. Mortality and survival was also determined. Results: The median age of children in this study was 5 years (IQR: 2-7) with 14% (10/71) of them being less than 18 months. Median CD4 count at commencement of ART, viral load and weight were 358 cells/mm3 (IQR 203.5-, 125673 RNA copies/μL (IQR 58094-328424.5) and 14.5Kg (IQR: 11.0-18.35) respectively. CD4 counts and weight showed increase within the study period, and there was also a decline in viral load. Loss to follow-up was 7.04% while mortality was 19% with 21.43% of mortality cases being children who were ≤18months. Mortality occurred within the first year of ART initiation and occurred in cases that had advanced disease.Conclusion: This study shows that the ART program in Bela-Bela has a positive outcome on HIV positive children.The high mortality rate was due to children starting ART at an advanced disease stage. Despite the good outcome, it is recommended that a system be put into place that will aid in identifying children at an early stage of the disease and treatment initiated promptly.

Labour force in the art sector is characterised by high qualification, but low income for those people who perform the core contribution in art, i.e. the artists. As artists are typically self-dependent in managing their business, they should have managerial skills besides those skills necessary to perform their artistic core activities. If the lack of managerial skills is a reason why artists fail to make a living from their talent, then this chain of cause and effect could be ruptured by adequate educational opportunities. This paper analyses the curricula of a wide range of institutions offering art education programmes and identifies their managerial learning content. In doing so, we focused on German-speaking countries, the so-called DACH region (i.e. Germany, Austria and Switzerland, whereas D, A and CH are country codes). We identified and analysed 159 course syllabi of 81 art universities, schools and academies. The results of our study indicate a lack of managerial learning contents: a vast majority of institutions follow a rather traditional approach to art education, focusing solely on artistic competences. We suggest the implementation of managerial learning contents to better prepare art students for successful careers in the arts.

Ce projet de recherche porte sur l’étude du décor des villas impériales dans le suburbium de Rome, avec le but de comprendre, à l’aide des sources littéraires, archéologiques et épigraphiques, comment se caractérisaient ces villas tant du point de vue de leur conception architecturale que de leur décoration. Chaque villa a fait l’objet d’un dossier dans lequel tous les éléments du décor ont été organisés, classifiés et interprétés. Par la suite, on a procédé à une comparaison entre les éléments décoratifs caractérisant les villas du suburbium et ceux des autres grandes résidences impériales connues dans la région du Latium. On a pu analyser l’évolution du rapport entre architecture et décor dans les différents espaces de la villa impériale (pièces de représentation, thermes, jardins, édifices de spectacle,…), ainsi que le programme décoratif sculpté, qui nous renseigne sur le travail des ateliers et sur les choix de thématiques spécifiques de la part des empereurs, comme celle du mythe des Niobides ou des épisodes de l’Odyssée. De surcroît, l’analyse topographique et chronologique des contextes a permis, d’un côté, de comprendre les dynamiques de l’occupation du territoire de la part du pouvoir impérial et de l’autre, d’analyser le processus de formation, évolution et transformation de ces résidences. À travers l’étude des complexes résidentiels suburbains, on explore les possibilités d’approche à l’intérieur du plus ample questionnement sur l’identification d’une villa impériale, une problématique qui n’a jamais été abordée de façon complète et systématique
The research project, presented in this manuscript, illustrates the decoration of imperial villas in the Roman suburbium. Thanks to literary, archaeological and epigraphic sources, its purpose is to understand how these villas were characterised both from the point of view of their architecture as of their decoration. Indeed, each villa has been subject of accurate investigations, in which all elements were parsed, classified and interpreted. Subsequently, the attention is focused on the comparison between the decorative features of the suburbium’s villas and those of the other imperial residences scattered in Latium region. This allowed to analyse in details the evolution of the correlation between architecture and decor in the different areas of the imperial villa (representative rooms, thermal baths, gardens, entertainment buildings,…). In addition, it helped understanding the choice of sculptural subjects made by the emperors, such as the group of Niobids or Odyssey episodes. Moreover, topographic and chronological studies of these contexts gave the opportunity to understand the occupation dynamics of the territory on the part of the imperial power, but also to analyse the formation, evolution and transformation processes of these residences. Finally, through the study of suburban residential complexes, it is possible to face the wider questioning on the identification of an imperial villa, an issue that has never been approached in an exhaustive and systematic way

Entre augmentation cognitive et totalitarisme des datas, en attendant l’Intelligence artificielle ; l’humanité numérique est en marche à travers les Cybermondes et les Nanomondes que nous offrent un monde fini.Avec les œuvres d’Art (dit) numériques, c’est le monde spectateur qui change de paradigme et s’hybride chaque jour. Univers d’un spectateur augmenté de prothèses et d’ubiquité consommatrice, dans une organogénèse digitale réticulée qui appelle à observer l’art d’aujourd’hui à l’aulne d’un nouveau coefficient spectateur.A la suite du coefficient d’art, coefficient d’interactivité, coefficient de numéricité et du coefficient d’expérience, nous allons proposer un coefficient spectateur destiné à faire la part des choses entre les œuvres d’art numériques et les outils électro-digitaux imaginés pour la médiation culturelle et la capture d'audience. Ce coefficient servirait à quantifier l’“aura spectateur” des œuvres praticables ou/et vivantes (génératives), qui augmente l’impact de la “rencontre spectateur” avec les œuvres reproductibles. For half a century new media artists have been showing us the way, the dangers as well as the promises of an electro-digital world.Between cognitive augmentation and data totalitarianism and further expecting Artificial Intelligence; digital humanity is in motion through "Cyberworlds" and "Nanoworlds” brought to us by a finite world.Through pieces of so-called digital Art, the spectator universe goes through a paradigm shift and becomes more hybrid, every day. A spectator universe is augmented through protheses and consumer ubiquity inside a reticulated digital organogenesis that makes us contemplate today’s art through the yardstick of a novel ‘Spectator coefficient”.As a logical evolution from the “art coefficient”, “interactive coefficient”, “digital coefficient” and the “experience coefficient” we hereby propose a new “spectator coefficient” that is designed to differentiate between digital art work and electro-digital tools designed for cultural mediation and for audience-capturing purpose.This coefficient would be used to measure the “spectator aura” in practicable and/or living (or generative) artworks as it heightens the impact of reproducible works on the spectator experience. Kinetic and programmed art has been a trend of contemporary arts that flourished in the 1950s and 1960s. Kinetic artworks often incorporated technology, at that time still immature, and involved the audience in the production of visual, sound, and somatic effects. Gruppo T was the pioneering group at the forefront of this groundbreaking vision of art as reproducible, participatory, and interactive. Through an action research project and the methodological tool of reenactment, a group of researchers, designers, and artists has proposed an alternative way to conserve Gruppo T artworks. The project ‘Re-programmed Art: An Open Manifesto’ originated from the ephemeral and experimental features, as well as fragility, of the works by Gruppo T — that is, from the difficulties of practice, conservation, technology, and market that have confined them for far too long to the margins of mainstream art history. We conceive reenactment not just a mere restaging but as re-designing, re-thinking, updating, and re-programming a series of works by Gruppo T.

We present the Why3-do library, leveraging a state of the art software verifier for reasoning about distributed systems based on our models. A number of examples involving invariants containing existential and nested quantifiers (including Dijsktra’s self-stabilizing systems) illustrate how the library promotes contract-based modular development, abstraction barriers, and automated proofs.

Water fountains have been used for thousands of years for utilitarian and aesthetic purposes. The design of a fountain provides an excellent opportunity as a multidisciplinary project for engineering and art students. In this paper, detailed design of an indoor fountain with a special effect feature is presented. Comprising of nine individual jets, the fountain produces letters of the alphabet, simple shapes, and symbols with water jets. A microcontroller is programmed to create and sequence through interesting arrangements of water displays. With a total material cost of $550, this design, or variations of it, can be adopted for various implementations in fluids and design courses. Suggestions for student design projects are also made.

The Central University of Technology (CUT) in South Africa compels that all programmes without a Mathematics module to offer Numeracy to first-year students. Initially, the Department of Mathematical and Physical Sciences at CUT was requested to facilitate this module from 2014 within the first semester. However, Numeracy was offered in a general manner without considering the applicability to the Design and Studio Art programme. The aim of this study was to revise the current curriculum and modify it to be applicable to the Design and Studio Art programme. Thus, the objectives of this study were firstly, to identify the gap in the current curriculum, which related to mathematical concepts within the Numeracy module which seemed to be not applicable to this programme. Secondly, to identify the mathematical concepts within the Numeracy module that could possibly be applicable to this Programme and modify them, accordingly. These concepts were identified as geometry, ratios and proportions, scale drawings, grid system, units and conversions. The final objective of this study related to the teaching of these concepts into the programme. The purpose of this paper report on the reflective observations on the revision and modification of the curriculum, more specifically on the application of these concepts in the Drawing module of the Design and Studio Art programme. A qualitative research approach was employed through reflective observations by the lecturer in the drawing lesson of 38 students who were enrolled on this programme. An analysis was further done on students’ abilities to apply mathematical concepts in their drawing project and what they have learnt in the Numeracy module. Findings revealed students’ abilities to apply mathematical concepts with ease- this after the lecturer explained the relations amongst these concepts to drawing. It appeared as though this intervention benefited mostly the students who were struggling with drawing. A key recommendation is that the application of the stated mathematical concepts be practiced in other modules within the Design and Studio Art programme at CUT.

Abstract A vision that that will become a reality in the near future is that a drilling well plan can be programmed to rotary steerable tool and the tool will drill autonomously to a geometrical or geological target with minimal intervention from surface. The autonomy of the downhole trajectory control is important due to reasons such as distortion caused by the turnaround time of the communication between tool and channels being uplinked to the surface; this communication operates downhole in a closed loop with high and medium sampling frequencies (e.g., in seconds and sub-second levels) and the delay in terms of closing the loop via the surface and the reaction time of these controllers. The current state of downhole automation is that the rotary steerable tool can drill vertical, tangent/horizontal, and curve sections of the well plan. Application of already developed modes demonstrated that downhole automation could minimize formation effects and follow the plan more closely compared to manual drilling and interventions from surface due to faster reaction in the closed loop system. Automation minimizes drilling risks of not hitting the target or colliding with another well, and it can reduce the number of personnel on the rig, reducing health, safety, and environment risks. It has also been proved that by minimizing the number of surface interventions, the rate of penetration increases and wells are drilled faster. This work involves the next step of reaching the vision of drilling well autonomously downhole, which is the ongoing development of automatic kick-off and auto-landing. Rotary steerable system (RSS) tools appeared in the 1990s, and the dogleg severity (DLS) and direction (gravity or magnetic) were controlled by sending a set of downlinks/corrections from the surface by directional drillers (DD) to the tool to drill to predefined targets (see Fig. 1). In terms of the level of automation of the RSS tools with respect to the drilling with motors, RSS tools are one step higher and arguably mapped to Level 1 downhole automation, with Level 0 being no downhole automation and Level 5 being an autonomous downhole system. Additional layers of automation have been incorporated downhole in the RSS tools over the years, with the main driver being more precise control of the trajectory with less interaction from the surface. Other objectives are minimizing the disturbances such as formation push and changes in the drilling parameters, bottomhole assembly (BHA) configurations, and bit properties and minimizing the effects of the vibration during the steering. One of these advances is dividing the segments of the planned trajectory (see Fig. 2 for segmentation of a 2D planned trajectory). Another advance is automating different segments with different levels of automation. For example, using the same scale mentioned above with Level 5 an autonomous downhole system, auto-vertical, auto-tangent drilling could be mapped to Level 2, and auto-curve drilling could be mapped to Level 3 downhole automation as it requires additional information such as rate-of-penetration and drilling state detection and also acts as an outer loop to the auto-tangent control system. What is left of the segmented trajectory plan (see Fig. 2) is auto-kickoff mode, which can be used from low inclination before auto-curve is engaged, and auto-landing, going from any initial DLS to DLS of zero for any inclination (except starting from inclination close to zero). Auto-landing is seen as a special case for controlling the change in the DLS between two points in space.

The first separate National Radioactive Waste and Spent Fuel Management Programme (National Programme) was prepared in Slovenia in 2005 as a supplementary part of the National Environmental Action Programme and was adopted in February 2006 by the Slovenian Parliament. The new National Programme includes all topics being relevant for the management of the radioactive waste and spent fuel which are produced in Slovenia, from the legislation and identification of different waste streams, to the management of radioactive waste and spent fuel, the decommissioning of nuclear facilities and management of (TE)NORM in the near future from 2006 up to the 2015. The National Programme identified the existing and possible future problems and proposed the technical solutions and action plans for two distinctive periods: 2006–2009 and 2010–2015. According to the requirement of Act on Protection against Ionising Radiation and Nuclear Safety the national Agency for Radwaste Management (ARAO) prepared the operational programmes for the four year period with technical details on implementation of the National programme. ARAO gained the detailed plans of different involved holders and proposed 9 operational programmes with aims, measures, individual organizations in charge, expenses and resources for each of the programmes. The Operational programmes were already reviewed by the Ministry of Environment and Physical Planning and are under acceptance. The orientation of the radioactive waste management according to the National Programme and operational activities within additional limitations based on the strategical decisions of Slovenian Government is presented in the paper.

Abstract The ancient art of origami enables to create 3D shapes from a flat sheet of paper. This concept can be applied to a planar matrix composed of interconnected tiles, which can be self-folded and unfolded using actuated SMA bridges. Origami-inspired self-folding structures offer several advantages, including rapid in-plane fabrication, reduced assembly time, and lightweight designs with high rigidity. Previous research has primarily concentrated on macro-sized demonstrators that have proven advanced functionality in a variety of fields, including robotics and aerospace. In this work, we extend this concept to the microscale by creating a network of self-folding microactuators that can be programmed and controlled through local Joule heating. Our previous concepts faced limitations for reversible latching of tiles in their position after actuation. This paper presents the design, fabrication, and characterization of an origami-inspired bistable microdevices that utilize antagonistic SMA microactuators for bi-directional self- folding and heatable magnetic SMA films for reversible magnetic micro-latching.

Statistical education and training at tertiary level encompasses a very wide range of actives. There are the short "service" courses for students studying, say, engineering or medicine or politics (often of just 10 or 20 hours providing testing or regression) often nowadays linked to some computational software system. At the next level we encounter in some disciplines such as agriculture, economics or social science, a number of "designer" courses spanning a fair proportion of the study time, perhaps up to one third of the overall programme. Finally, there are full statistics programmers for students of statistics per se (or mathematics programmes oriented to non-deterministic mathematics) where most of the study time is spent on the concepts, methods and practice of probability and statistics, with the inevitable supporting coverage of relevant mathematical material.

A&A has learned important lessons throughout its journey. A safe learning environment, flexible learning techniques, visual and performing arts in education and participatory management are key approaches for successful youth programmes. During the COVID-19 period, many of the professional development programmes have been delivered online, which was a good example of adaptation to changing circumstances that ensured the sustainability and continued effectiveness of the programme.

This report aims to explain and assess the contribution of WFP Ethiopia’s climate adaptation and risk management programmes to peace in Ethiopia. The research focused on the Satellite Index Insurance for Pastoralists in Ethiopia (SIIPE) programme, a multidimensional programme that aims to enhance beneficiaries’ integrated risk management capacities. The results indicate that the SIIPE programme can potentially contribute to conflict reduction and thus negative peace in the Somali region of Ethiopia through reducing herders’ mobility during droughts and improving natural resource management. They also find that there is a lack of clarity regarding the selection criteria for the programme, which proved to be a point of potential contention, and that conflict analysis and sensitivity are not incorporated into the programme’s design, since conflict reduction was not an objective of SIIPE. Based on these findings, the report makes recommendations to improve WFP’s contribution to the prospects for peace.

This paper analyses findings from a study of the Consolidating Democracy in Pakistan (CDIP) and AAWAZ Voice and Accountability programmes, both funded by the UK government. The study is a contribution to the A4EA research programme workstream ‘Unpacking Donor Action’. It is based on a secondary literature review, analysis of programme documents, and qualitative interviews with individuals who worked with these programmes at various levels. The analysis explores the interaction between the two programmes to argue they produced strong synergies as an outcome of their adaptive programming approach. The synergising took place under conditions of growing constraints on civic society and the democratic process during the programme life cycles. The paper concludes that the beneficial interaction effects were an outcome of strategic partnerships with a common implementing agency (DAI) and deep engagement with civil society organisations, but without empowered local government and on-going donor support the empowerment effects are difficult to sustain.

Doing development differently rests on deliberate efforts to reflect and learn, not just about what programmes are doing and achieving, but about how they are working. This is particularly important for an action research programme like Child Labour: Action- Research-Innovation in South and South-Eastern Asia (CLARISSA), which is implemented by a consortium of organisations from across the research and development spectrum, during a rapidly changing global pandemic. Harnessing the potential of diverse skills and complementary strengths across partners in responding to the complex challenge of the worst forms of child labour, requires capacity to work together in novel ways. This Research and Evidence Paper documents how CLARISSA approached capacity development, and what we learnt from our challenges and successes. From the start, the programme incorporated a capacity development strategy resting on self-assessment of a wide range of behavioural and technical competencies that were deemed important for programme implementation, formal training activities, and periodic review of progress through an after-action review (AAR) process. An inventory of capacity development activities that took place during the first year of implementation reveals a wide range of additional, unplanned activities, enabled by the programme’s flexibility and adaptive management strategy. These are organised into eight modalities, according to the individual or collective nature of the activity, and its sequencing – namely, whether capacity development happens prior to, during, or after (from) implementation. We conclude with some reflections on the emergent nature of capacity development. Planning capacity development in an adaptive programme provides a scaffolding in terms of time, resources, and legitimacy that sustains adaptiveness. Doing development differently rests on deliberate efforts to reflect and learn, not just about what programmes are doing and achieving, but about how they are working. This is particularly important for an action research programme like Child Labour: Action- Research-Innovation in South and South-Eastern Asia (CLARISSA), which is implemented by a consortium of organisations from across the research and development spectrum, during a rapidly changing global pandemic. Harnessing the potential of diverse skills and complementary strengths across partners in responding to the complex challenge of the worst forms of child labour, requires capacity to work together in novel ways. This Research and Evidence Paper documents how CLARISSA approached capacity development, and what we learnt from our challenges and successes. From the start, the programme incorporated a capacity development strategy resting on self-assessment of a wide range of behavioural and technical competencies that were deemed important for programme implementation, formal training activities, and periodic review of progress through an after-action review (AAR) process. An inventory of capacity development activities that took place during the first year of implementation reveals a wide range of additional, unplanned activities, enabled by the programme’s flexibility and adaptive management strategy. These are organised into eight modalities, according to the individual or collective nature of the activity, and its sequencing – namely, whether capacity development happens prior to, during, or after (from) implementation. We conclude with some reflections on the emergent nature of capacity development. New evidence suggests that over four months after the closure of early childhood development (ECD) programmes on 18 March 2020, the ECD sector was likely to be operating at less than a quarter of its pre-lockdown levels. Of the 38 percent of respondents from the new NIDS-CRAM survey reporting that children aged 0-6 in their households had attended ECD programmes before the lockdown in March, only 12 percent indicated that children had returned to these programmes by mid-July, well after programmes were allowed to reopen. Using these findings, we estimate that just 13 percent of children aged 0-6 were attending ECD programmes by mid-July to mid-August compared to 47 percent in 2018. The last time that ECD attendance rates were as low as this was in the early 2000s. At this point it is not yet clear what proportion of these declines are only temporary, or whether there will be a lasting impact on ECD enrolment in the country. This dramatic contraction in the ECD sector relates to prohibitive costs to reopening ‘safely’ imposed by the regulatory environment, coupled with shocks to the demand side for ECD programmes (both in terms of reduced household incomes and parent fears of children contracting COVID-19). When viewed from a broader socio-economic lens, the threat of ECD programme closures across the nation will have impacts beyond ECD operators to the lives of millions of children, millions of households and millions of adults who rely on these ECD services. A swift intervention by government is necessary to save this important sector and limit the ripple effect of programme closures on multiple layers of society.

Seven NGOs, the Kenyan government, the European Union and the Danish and German governments are working together to implement a ’Safety Nets’ programme targeting Kenya’s millions of informal workers. With rising food insecurity and sexual and gender-based-violence, mounting job losses, poor access to water and sanitation, and a lack of formal safety nets, the Kenyan informal sector has suffered the brunt of the COVID-19 pandemic. The Safety Nets programme has revealed that cash transfers which support the most vulnerable people, and are implemented safely, transparently and accountably, have the potential to help vulnerable households stave off starvation, infection and eviction. They can also help reduce the vulnerability of survivors and those at risk of sexual and gender-based violence. The results of this programme demonstrate that nascent Kenyan ‘social protection’ programmes should be 1) immediately extended and expanded to the many vulnerable Kenyans currently not enrolled in any social protection programme; and 2) strengthened long-term to make them more effective, sustainable and accountable.
