Streszczenie:
There are many benefits to be gained from the systematic evaluation of health promotion programs in community health centres. Program evaluation and documentation encourages organisational learning as well as directly improving the quality of programs. The documentation of program evaluations also enables review of the range of programs provided, which can inform the overall organisational planning process. Busy, over-stretched community health staff, however, often see program evaluation as an unnecessary luxury. Organisational evaluation requirements are often perceived as adding to the paperwork burden without having direct benefits for clients, staff or the organisation. North Yarra Community Health has developed a systematic process for evaluating all health promotion programs undertaken by staff. The process consists of evaluation guidelines and forms, which are part of a health promotion resource kit, a process for reporting and accountability through a Programs and Services Committee with representatives from the Board of Management, and a system for filing of program documentation. This paper describes the process, some of the barriers encountered, and how these barriers were overcome.

Streszczenie:
Abstract: Outcome-based evaluations still dominate in continuing professional development (CPD) despite the availability of evaluation approaches that address program processes and contexts. Our continued reliance on outcomes-based evaluation fails to respect the importance of complexity and the human element of program planning and implementation. Therefore, it is time that the field of CPD embrace complementary approaches to program evaluation that consider the complexity and maturity of programs and their contexts, while providing credible and relevant information to inform strategic decisions regarding the future of a program. Principles-focused evaluation provides a complement to traditional evaluation approaches through the articulation of a program's values that can be actioned. These “actionable values,” known as principles, become the focus of the evaluation for the purposes of program decision-making. This paper describes how one CPD program, designed as a response to growing opioid-related harms, adopted a principles-focused evaluation to inform ongoing iteration of the program. The process used to design the principles, how the principles are informing the transportability of the program, and implications for CPD evaluation are discussed.

Abstract: The victim offender reconciliation (VORP) concept originated in Ontario in 1973; subsequently program applications have occurred in other parts of Canada, the United States, England, and the Federal Republic of Germany. Most VORP's are small, grass roots organizations but as these programs mature and seek continuation funding they are likely to encounter demands for program evaluation. For evaluations to be useful VORP program managers and evaluators will need to direct explicit attention to goals for VORP's, the place of the concept of reconciliation in VORP programs, the purposes of evaluations, and the development of easily understood formats for presentation of statistical information.

Streszczenie:
In times of heightened environmental consciousness, conservation education programming has proven useful for providing information and promoting natural resource conservation and stewardship. In a study of the 2005 Texas 4-H Wildlife Habitat Evaluation Program (WHEP), a contest teaching youth about the fundamentals of wildlife science and management, I sought to determine if WHEP was successfully reaching its primary goal: promoting conservation by increasing knowledge and skills of youth in the wildlife field. Through a series of facilitator-led interviews with WHEP participants (n = 35) and a combination of internet and on-site surveys (consisting of 35 current participants, 22 control youth, 19 past participants, 25 parents, and 7 coaches obtained from program registration lists), I explored the influence of program participation on wildlife management knowledge, social and leadership skills, attitudes, and understanding of stewardship. I found that WHEP had a significant impact on knowledge of wildlife management techniques and ecological concepts. The program had little influence on attitudes because most youth had positive perceptions of natural resources management prior to program involvement. I also found that past participants of WHEP claimed a significant increase in skills after program participation, but current participants could not determine their own progress. This suggested a longer period of time was needed to gauge self improvement. Parents and coaches claimed the program had a large impact on youth through instilling knowledge and values, but also improving their social, cognitive, and leadership competencies. Adults also discussed issues with participation, including a lack of program expansion and support. From these results, I determined that WHEP was achieving its program goals, but needs to address the issue of expansion because of its low level of operation compared to other 4-H programs in Texas. Suggestions for program growth include targeting youth groups and counties, cross promoting with other conservation programs, and continuing recruitment in currently participating counties.

Streszczenie:
The Hunter-White Health Advocate Program is a unique peer-education program at the University of Arizona for Greek chapters and is facilitated through Fraternity and Sorority Programs. This program trains health advocates whom then educate their respective chapters on a number of health topics through presentations. Other requirements include attendance to health events, providing resources, and self-reflection. This evaluation compiled and analyzed three surveys using STATA and Microsoft Excel: pre-evaluations prior to the start of health advocates’ term, presentation evaluations completed by Greek members after presentations were completed by health advocates, and Campus Health Services’ Health and Wellness Survey from 2007 to 2012. The results of the evaluation show that little behavior change has taken place. Greek members participate in more risky behaviors than non-Greek members and negative behaviors have not decrease significantly. Health advocates equally chose or were chosen for the position, but did not believe the intended 20-30 minute time frame was necessary to teach material. Members did find topics to be relevant and useful and planned to use it in the future. Recommendations for improvement of the program and further evaluation were provided based on data analysis, observation, and use of the integrated theory of evaluation.

The objective of this dissertation is two-fold: (i) propose a program evaluation model for enterprise standardization programs based upon two conceptual and interlinked approaches: program evaluation and organizational learning; (ii) to validate the proposed model through a case study on Transpetro s Marine Terminals Standardization Program. In this context, evaluation practice may generate organizational learning to help Transpetro correct standardization program deviations and increase its efficiency and effectiveness towards operational excellence. As a matter of fact, standardization programs are necessary in marine terminals operations where standards are the minimum acceptable requirements to fulfill the goals for the operator, and the maximum requirements provided to the work for the contractor. Additionally, marine terminals should attend sector s regulations, occupational safety guidelines, and environmental management standards. The motivation of this research arose from Transpetro s need to have a program evaluation model capable of measuring efficiency of its Marine Terminals Standardization Program. The methodology encompasses: (i) literature survey on program evaluation and organizational learning; (ii) design of a standardization program evaluation model based on a conceptual framework which links both theoretical approaches; (iii) development of a case study on Transpetro s Marine Terminals Standardization Program; and (iv) formulation of conclusions and suggestions for future research and replication in other organizational contexts. The main results can be summarized as follows: (i) an innovative evaluation model to assess enterprise standardization programs; and (ii) a set of indicators for measuring efficiency and effectiveness of Transpetro s Marine Terminals Standardization Program. As a conclusion, it can be said that the proposed program evaluation model fulfilled expectations and assumptions formulated at the very beginning of this research. According to the opinion of Transpetro s managers and teams involved, the model is a useful management and learning tool for enterprise standardization initiatives and has a large potential for replication in other organizational contexts from the empirical evidences achieved.

The purpose of the current study is to examine what factors contribute to how marriage and family therapy (MFT) programs address multicultural competency training and to understand the support mechanisms of the training process. A sequential explanatory mixed-method design was utilized to evaluate MFT training programs. First, a Multicultural Survey, adapted from the Multicultural Competency Checklist (Ponterotto, Alexander, & Griegor, 1995), was used to gain a preliminary understanding of the masters MFT field regarding multitcultural competency training. Out of the 70 MFT program directors contacted, 39 program directors or program representatives responded to the survey (55.71% response). Qualitative interviews from 8 participants (program directors, n = 7; program representative, n = 1) representing each geographical region (Northeast, n = 2; South, n = 2; Midwest, n = 2; West, n = 2) were used to examine programs’ multicultural competency training content, program context and training processes. Five themes emerged from the data: 1) internal program dynamic, 2) external program factors, 3) stakeholders, 4) faculty recruitment, and 5) cross-program collaboration. General systems theory, process theory and the logic model were utilized to conceptualize the results (Kellogg, 2004; Rossi, Lipsey, & Freeman, 2004; White & Klein, 2002).

Hinds, Drew Samuel Wayne. "Evaluating Alternative High Schools| Program Evaluation in Action". Thesis, Portland State University, 2013. http://pqdtopen.proquest.com/#viewpdf?dispub=3587104.

Streszczenie:

Alternative high schools serve some of the most vulnerable students and their programs present a significant challenge to evaluate. Determining the impact of an alternative high school that serves mostly at-risk students presented a significant research problem. Few studies exist that dig deeper into the characteristics and strategies of successful alternative schooling. Moreover valid program evaluation methods to identify successful alternative school practices are hit and miss. As a result, public policy and systems of accountability have either disregarded information relating to alternative high schools or unjustifiably included them in comparisons with traditional high schools.

This dissertation studied the issue of how best to evaluate alternative high schools and what tools support leaders in planning a thorough and accurate program evaluation. The Alternative High School Program Evaluation Toolkit was developed to support school leaders and evaluation teams made up of internal and external stakeholders as they facilitate the program evaluation process. The features of the Toolkit address the need for alternative school evaluation to be practical, useful, fair and accurate. The Evaluation Toolkit includes training materials, protocols, an evaluation planning worksheet and an evaluation planning matrix that supports the team in conducting the evaluation.

The research represented in this dissertation is theoretically and practically grounded in Bridges and Hallinger's (1995) Problem-Based Learning (PBL) and Borg and Gall's (1989) Research and Development (R&D) Cycle. The product of the R&D Cycle was the Alternative High School Program Evaluation Toolkit and a process for use by evaluation teams assigned the task of planning and carrying out program evaluations.

Description of program Positive Impact is a non-profit organization established in 1992. The organization’s focus was ‘to eliminate the risk of HIV transmission and to empower those affected by HIV through culturally competent and inclusive prevention, education, mental health and substance abuse treatment services’.1 Evaluation questions and explanation The purpose of this evaluation was to determine how satisfied the clients were with the HIV mental health-counseling program. Overall, the survey and evaluation were conducted to enhance the effectiveness of service delivery as well as overall agency operations. The following questions were the focus of the evaluation: Are the clients satisfied with the services provided? Are the clients satisfied with the staff that provided the services? As a direct result of services received, have clients’ improved their personal lives? Are the psychiatric services, including medications that were prescribed, benefiting the client? Have the clients’ improved their relationships with persons other than their mental health provider? Methods Using a 50-question paper survey, we collected data from the clients who were currently enrolled in the mental health program. The survey included multiple choice and 5-point Likert scale questions. Frequencies and percentages were calculated using SPSS for questions that contained answer selections. Main findings Results showed that the clients were satisfied with the services provided. 73% of respondents strongly agreed that they liked the services that they received with Positive Impact. Overall, the clients were satisfied with the staff that provided their services. Respondents agreed that the staff had their best interest in mind. 30% of clients agreed that their personal lives improved after receiving services. For the respondents that had psychiatric help, an approximately 50% strongly agreed that these services are benefiting them. An average of 30% of clients agree that their relationships with other people has improved. Recommendations Positive Impact should continue to create continued program satisfaction surveillance in order to assist future evaluation and continue to improve the program. They should administer the survey that was used in this evaluation or a variation of it once every year.

Streszczenie:
Chronic diseases such as diabetes, cardiovascular disease, cancer, and depression exist in 45% of the U.S. population and are responsible for 70% of the deaths and 75% of the $2 trillion in annual medical expenditures. Healthy eating, being physically active, managing stress, and avoiding tobacco have well-documented relationships to improved health and well-being, and chronic disease prevention.Integrative healthcare, a holistic approach to care that is patient-centered, personalized, and focused on health and well-being, incorporates conventional and complementary and alternative medicine (CAM). Integrative healthcare has the potential to provide high quality care that prevents illness and promotes optimal wellness, resulting in decreased health care costs and a healthier nation. Although integrative healthcare is increasing in popularity, few integrative healthcare programs have been studied and relatively little is known about the processes, outcomes, feasibility, efficacy, effectiveness, or sustainability of these programs. The purpose of this project was to evaluate selected organizational processes and patient outcomes of an integrative health care program. The three specific aims of the project were to analyze the program theory through the development and evaluation of the program logic model, to evaluate selected organizational processes, and to examine selected client outcomes, including satisfaction. This inquiry used the CDC Framework for Program Evaluation as a guide. The study employed a descriptive design with both qualitative and quantitative methods, including key informant interviews with program staff and a client focus group. De-identified data on pre and post measurements of client Wellness Inventory scores, weight, BMI, and advanced cardiac panels, and post program surveys obtained from the program director were analyzed using descriptive statistics and the paired t test or the Wilcoxon signed-rank test. The evaluation of an existing integrative healthcare program provides potentially useful information to the stakeholders of the program and a valuable referral resource for other providers in the community. Dissemination of the information may also be used as a model and an inspiration for other advanced practice nurses to develop innovative practice models that support holistic, wellness-focused care.

Streszczenie:
Northern Arizona women of childbearing age are at disproportionately higher risk for poverty and persistent health disparities in maternal risk factors and maternal child health outcomes. Preconception care is a lifespan and population-based approach to providing health promotion activities to women of childbearing age to improve the health of women, their families, and communities. The county's Reproductive Health Program offers comprehensive reproductive and preconception healthcare to underserved women and men throughout the county without regard for ability to pay, serving as a critical safety net for this vulnerable population. A formative evaluation was performed using the CDC's Framework for Program Evaluation in Public Health and retrospective chart review to assess program implementation. In 2010, 1,561 patients received care over 2,575 visits; the majority of patients (69.4%) were women of childbearing age (females 15-44). Most patients (92.9%) were ≤ 150% FPL, and uninsured (77.8%). Program patients were racially/ethnically diverse, with nearly half identifying themselves as White (48.8%), followed by Hispanic (35.3%), and American Indian/Alaskan Native (11.6%). Program reach was limited. Comprehensive medical and social risk assessment and health promotion activities were consistent with evidence-based recommendations. More than 3,400 STI and pap screenings were performed, with identification of 178 abnormal results at the primary program site. One hundred forty-five females had a positive pregnancy test at the primary program site, one-third (33.1%) to teens. For women of childbearing age not trying to become pregnant (98%), a range of family planning methods were provided, which most commonly included oral contraception (36.9%), followed by condoms (15.4%), and Depo-Provera injection (12.6%). More than 10% of low-income females 15-44 received referrals for further medical care not provided with program. Logistic regression analysis revealed program visits associated with a decreased risk of unplanned pregnancy, though this was not significant (OR 0.87, 95% CI 0.59-1.29, p>0.05). In conclusion, this program provided evidence-based preconception care to underserved women of childbearing age, though reach was limited. Additional studies are recommended to explore patient needs and barriers to improve reach and tailor services. Development of a community advisory council is recommended to guide program activities.

Streszczenie:
Some U.S. e-commerce retail organizations use inadequate visual product presentation strategies that are limited to static product images and uninspiring textual descriptions. E-store customers have a stake because they are the beneficiary of the higher quality online shopping experience produced when rich media is used. Viewed through richness media theory, the purpose of this summative program evaluation was to evaluate the effectiveness of using rich media in e-store product listings. The evaluation was performed for a partner organization 1 year after the organization implemented a rich media implementation program in its e-store product listings. The results of the first repeated measures t tests indicated using rich media in e-store product listings increased annual sales revenue by 14.2% and total profit dollars by 8.8%; however, the results of a weekly profit comparison between 2016 and 2017 were not statistically significant, t(52) = .768, p = .446. The results of the second repeated measures t test indicated customer retention increased by 7.4% annually after implementing the rich media implementation program; however, the results of a weekly customer retention comparison between 2016 and 2017 were not statistically significant, t(52) = 2.002, p =.051. The results of the thematic analysis revealed one theme: maintaining rich media must be cost effective. The implications for positive social change include the potential for increasing consumer trust in convenient, e-retail shopping practices and reducing consumer dependency on inefficient shopping practices at traditional brick-and-mortar stores. Consumers with more detailed product information can make more informed purchase decisions, resulting in a reduced number of product returns and a higher quality online shopping experience.

Streszczenie:
As part of its 2014 annual work plan, the Office of Evaluation and Oversight(OVE) is preparing the Country Program Evaluation (CPE) with Honduras for the period 2011-2014. This approach paper defines the evaluation's scope. This CPE therefore aims to analyze the Bank's relationship with the country, taking an independent and comprehensive view, particularly the program's relevance, efficiency, effectiveness, and sustainability, including both financial and nonfinancial products offered by the Bank during the period under analysis. This evaluation is intended as an input to the new country strategy document being prepared by the Bank. This CPE is the fourth OVE evaluation of the Bank's program with Honduras. Past evaluations covered the periods 1990-2000 (document RE-263), 2001-2006 (document RE-328), and 2007-2010 (document RE-390). This CPE covers the Bank's program for the period 2011-2014.

Streszczenie:
This Country Program Evaluation (CPE) for Guatemala covers the period 2012-2016. It is the fourth occasion on which OVE has evaluated the Bank's program with the country. The previous evaluations covered the periods 1993-2003 (document RE-304-2), 2004-2007 (document RE-352), and 2008-2011 (document RE-404). In the context of the 2016 merger of the Bank's private sector windows (the Structured and Corporate Financing Department and the Opportunities for the Majority Sector) with the Inter-American Investment Corporation (IIC), OVE has also been given the mandate of evaluating all operations financed by the IIC. This evaluation looks at the IDB Group's relationship with the country from an independent perspective, with particular reference to the relevance and effectiveness of the program. The evaluation is organized into four chapters, plus annexes. Chapter I assesses the general context of the country. Chapter II provides a general analysis of the Bank's program in 2012-2016, with particular reference to the relevance of the country strategy and the program as actually implemented. Chapter III analyzes, from a sector perspective, the implementation, effectiveness, and sustainability of the operations, and of progress toward the strategic objectives proposed by the Bank in its country strategy. Chapter IV presents conclusions and recommendations.

Streszczenie:
This document presents the evaluation conducted by the Office of Evaluation and Oversight (OVE) of the Country Program of the Inter-American Development Bank Group (IDBG) with Costa Rica from 2015 to 2022, spanning two strategic planning periods. This marks the sixth independent evaluation conducted by OVE of the IDB Group's program in Costa Rica. Previous evaluations covered the periods 1990-2001, 2002-2006; 2006-2010, 2011-2014, and 2015-2018. This evaluation examines the Bank's relationship with Costa Rica over an extended period. As outlined in the OVE Country Products Protocol, Extended Country Program Evaluations (XCPE), such as this one, are independent assessments of the last two country strategies and the corresponding Country Program to evaluate their relevance, effectiveness, and sustainability. XCPEs focus on both accountability and learning, aiming to provide assessments to the Board of Executive Directors and the Management of the Inter-American Development Bank (IDB) and IDB Invest of the IDB Group's performance in the country and its Country Program. They also aim to share lessons learned to inform the Bank's future support, particularly in the context of the upcoming Country Strategy. XCPEs make recommendations expected to enhance the subsequent Country Strategy and Country Program. The Country Program evaluation examines the design, implementation, and outcomes of operations approved under the Country Program with Costa Rica between 2015 and 2022, considering the national context and relevant strategic documents. To conduct this evaluation, OVE analyzed country data, studied project documents, and conducted interviews (both virtually and in person) with country authorities, project executing units, the private sector, representatives from other development agencies, and IDB Group staff at the Country Office and Headquarters. Additionally, OVE conducted a mission to the country in June 2023. OVE appreciates the participation and collaboration of these counterparts, which enabled a rich exchange of information and reasonable access to verify the program's outcomes.

Streszczenie:
This evaluation examines the IDB's Country Program with Guatemala for the 2008-2011 period. The assessment shows very positive results in terms of the program's relevance, consistency, and positioning. Delays in loan authorization by Guatemala's legislative branch may have diminished IDB's effectiveness, as the assistance program missed potential inter-related synergies between the program's different components. Despite some delays in project authorization and execution, OVE was able to document positive results from the Mi Familia Progresa program and from projects approved under previous strategies, particularly in basic infrastructure. The global financial crisis starting in 2008 led to the disbursement of policy-based loans (PBLs) without conditionalities being met. As a consequence of these waivers, the effectiveness of these lending programs in supporting the country's development goals could have been affected. To strengthen IDB's effectiveness in Guatemala, OVE suggests to: (i) maintain the strategy design proposed in the pilot initiative implemented during 2008-2012; (ii) maintain the use of investment instruments; (iii) match the portfolio size to the country's current institutional capacity; (iv) increase the focus on helping the Government of Guatemala in overcoming the institutional weaknesses that limit the timely use of resources; and (v) minimize the use of waivers in relation to PBLs.
