Streszczenie:
The modern food environment is considered a primary driver of obesity and other nutrition-related chronic diseases. A significant contribution to this environment is the proliferation of claims on food packaging that provides a misleading picture of a product's healthfulness. The Food and Drug Administration (FDA) is the agency responsible for food labels but it lacks the regulatory authority and adequate resources to address the majority of questionable labeling practices. The FDA's current system of enforcement is thus essentially based on voluntary compliance and consumer- and manufacturer-initiated litigation has not successfully filled the regulatory gap. This manuscript reviews the current state of food labeling claims and the FDA's inadequate authority over misbranded food products. It analyzes competing views on regulatory compliance strategies and argues that a regulatory overhaul consistent with the best science and the First Amendment is necessary. With increased resources and authority, the FDA can meet current public health challenges and adequately ensure that labels are clear and consumers are properly informed and protected.

The category of “quality” is multifaceted, has social, technical, economic legal and other aspects. In the framework of this work, the category of “quality” is considered in relation to the product and only from the standpoint of civil law. Issues of product quality are always relevant, since low-quality goods can not only and not so much infringe on the interests of the person purchasing and / or using the goods, but also the interests of third parties and even the state. Poorquality goods may be unsafe, pose a threat to the life and health of people, their property. Based on the data of philosophical and economic sciences, the authors analyze the components of the concept of “quality of goods”. The authors conclude that, from the point of view of civil law, these include the name of the product, its usefulness for a particular consumer, the ability of the product to be consumed, the presence of the product's consumer properties / readiness of the product for circulation. These components are also considered from the standpoint of objective and subjective qualities.

<em>The UUJPH's halal certificate laws have clarified matters for the protection of consumers, particularly Muslims. The state is adamant about shielding Muslim customers from goods that are neither halal nor certified halal. The Indonesian government has enacted Law Number 6 of 2023 addressing job development, which contains laws on the authority to issue halal certification and halal emblems in Indonesia, as well as Number 33 of 2014 concerning Halal Certification. These regulations aim to regulate halal certification in Indonesia. Based on a formal Fatwa granted by Indonesia, a halal certificate is an acknowledgement of a product's halalness issued by the Halal Product Guarantee Management Agency (BPJPH). The Ministry of Religion's Halal Fatwa Council and Ulema Council (MUI). This study employed normative juridical legal research, or qualitative research, by examining the legal norms and principles found in statutes. It was decided that the Indonesian Ulema Council (MUI) would be in charge of halal certification after literature research revealed that the government, specifically the Ministers of Religion, Health, and Home Affairs Number 42/Me.Kes/VIII/1985, originally had the authority to issue halal certificates.</em>

Background: Hemophilia A is a bleeding disorder characterized by a deficiency in factor VIII (FVIII). Routine prophylaxis with FVIII products or emicizumab is the recommended approach to management for people with hemophilia A (PwHA). The burden of lifelong prophylaxis treatments to prevent bleeding events for PwHA is substantial, impacting both the patients and the healthcare system. The objective of this study is to estimate the relative cost-effectiveness of these prophylactic therapies for PwHA, including the newly approved efanesoctocog alfa. Methods: A Markov model was developed with four FVIII-based health states (normal clotting function, mild hemophilia, moderate hemophilia, severe hemophilia) and death to compare emicizumab, efanesoctocog alfa, standard half-life (SHL) and other extended half-life (EHL) FVIII products as prophylaxis for PwHA in the United States (US). Advate and Eloctate data were used to represent SHL and EHL, respectively. The model considered a cohort of 38 years old hemophilia A patients with average weight of 94.4 kg treated with prophylaxis. Probability of experiencing each health state was based on each product's pharmacokinetic data, where FVIII activity levels were used to determine disease severity. Other clinical inputs, including annualized bleed rates and adverse event risks, were estimated from clinical trial data. Wholesale acquisition cost (WAC) of drugs and healthcare costs of bleed management and adverse events were included and were estimated from published literature. Utilities by disease severity were derived from published real-world health-related quality of life studies for hemophilia patients. Disutility of infusion was obtained from the published literature. Costs (in 2023 US dollars), quality-adjusted life-year (QALY), and total bleeds were estimated over a lifetime horizon. Cost-effectiveness was estimated as incremental cost per QALY gained. One-way and probabilistic sensitivity analyses were conducted. Results: Over a lifetime, emicizumab was estimated to be less costly (total cost at $17.0 million for emicizumab vs $24.0 million, $19.3 million, and $18.2 million for efanesoctocog alfa, SHL, and EHL) and more effective (18.61 vs 18.58, 16.91, and 17.33 QALY) compared with efanesoctocog alfa, SHL, and EHL FVIII, respectively. Although efanesoctocog led to fewer bleeds (26.58 vs 59.91 bleeds over a lifetime), PwHA on emicizumab were expected to incur fewer bleeds (59.91 vs 198.45, and 108.58 bleeds) compared with EHL and SHL. Results were robust to one-way and probabilistic sensitivity analyses. Conclusions: Findings in this cost-effectiveness analysis suggest that emicizumab is less costly and more effective (i.e., dominant) over a lifetime compared with available FVIII prophylaxis in pediatrics and adult PwHA in the US.

The development of the organic market in the world requires conducting a research on the problems that accompany this process. Such studies are becoming more popular and apply not only to organic products market at the global level, but also at the local level. In order to identify global problems, the state and trends of the organic products markets in the USA, Germany, France, Britain as the biggest national markets were analyzed on the basis of the data characterizing the state of organic products market in Ukraine and in the world, provided by the Research Institute of Organic Agriculture (FIBL) and the International Federation of Organic Agricultural Movements (IFOAM). The research of the state and trends of the Ukrainian organic market and agricultural production development was conducted, and using the SWOT analysis methodology and the principles laid out in the PEST analysis, its strengths and weaknesses, opportunities and threats were identified. Within each element, social, environmental, economic and financial constituents have been grouped, providing a possibility to understand which factor is determining in terms of sustainable development. It enabled to make a conclusion that the Ukrainian market remains small in size, entailing significant risks, first of all, for producers, as its further development requires a significant all-round support from the state both from the financial point of view and from the point of view of active promotion of sustainable development ideas and education of the population on the importance of consuming quality products, taking care about their health and, as a result, contributing to the improvement of the environment.

Lithium-ion batteries are projected to reach cost targets making them competitive with internal combustion engines for light-duty transportation within the decade [1], which will help drive demand for EVs. Upcoming regulations in Europe, China, and the United States for automotive safety and durability will drive the design of battery systems, and the algorithms for battery management over the next decade. The Global Technical Regulation 20 (GTR20) describes the safety requirements for electric vehicle battery systems. In particular, the proposed regulation addresses the need for early detection and warning of occupants about battery faults and failures. The warning should allow for egress 5 minutes prior to the presence of a hazardous situation inside the passenger compartment caused by a battery cell thermal runaway. However, detecting the failure with enough time can be difficult using the current production battery sensor suites. Durability assessment for Lithium-ion batteries is also tricky because these systems are designed to live for more than 10-15 years, so testing under representative conditions could exceed multiple product development cycles. Accelerated aging tests can shorten the testing time to reach the product's end-of-life conditions, typically defined as 70 or 80% state of health, but a deep physical understanding of the degradation modes that are accelerated by the testing is required to project these results back to the real-world use case and warranty period. Due to the many possible definitions of battery State of Health (SoH) which can be related to both capacity loss and internal resistance growth, the Global Technical Regulation 22 (GTR22) defines their durability requirements in terms of two new related metrics: the State of Certified Energy (SOCE) and the State of Certified Range (SOCR). Both metrics represent a percentage of the certified battery energy or electric range remaining at a given point in time. The SOCE is based on the Society of Automotive Engineers (SAE) metric of Usable Battery Energy (UBE). The GTR22 will also require a way for the consumer to read battery health information and usage data from the vehicle. Physics-based battery models which include degradation mechanisms have great promise in addressing many of these challenges due to the relationship between modeled design parameters and the resulting device performance and durability. The models can enable virtual engineering to assess design tradeoffs before building the first prototype, however, parameterizing these models can be difficult due to the large number of parameters. In this presentation, we will explore the challenges of parameterizing physics-based battery models using conventional current, voltage, and temperature measurements. We will show how the measurement of the cell expansion in the laboratory setting and the fixtures that support the testing [2]. The augmentation of expansion data can inform model development and parameterization of a Single Particle Model with electrolyte dynamics (SPMe) implemented in the PyBaMM (Python Battery Mathematical Modelling) framework [3]. Next, we will demonstrate how the sensor data could be paired with the models to augment diagnostic algorithms to infer electrode-level aging phenomena, improve the state of charge estimation, and provide an early warning of gas generation before cell venting. Finally, we will discuss the practical implementation issues in packaging temperature and strain sensors in automotive battery modules and packs. [1] C. Shen, P. Slowik, A. From this, it is necessary to analyze the relationship between producer religiosity as a basis for making decisions on halal certification and the producer's knowledge and understanding regarding halal products. This study also aims to explore the relationship between religiosity, producer knowledge and understanding of halal products on certification decisions. This study uses a quantitative approach with a descriptive type. The results of this study state that if the variables of religiosity, producer knowledge and understanding of halal products are tested partially, they have no relationship with halal certification decisions by producers, but once these three variables are tested simultaneously have an impact on halal certification decisions by producers. It means that producers deciding on halal certification are not impacted by the level of religiosity, producer knowledge and understanding of halal products they have.</p>

The article presents an analysis of the food industry market according to the Agency of the Republic of Kazakhstan on Statistics, the main share of meat and meat product producers as of 01.02.2023. Meat products are now regarded as high-risk products that carry both biological and chemical dangers. The International Epizootic Bureau (OIE) and Codex Alimentarius papers include guidelines for thuse of a risk-based approach to animal products. The OIE documents, on the other hand, primarily concern the veterinary welfare of farm animals, but in the Codex Alimentarius they relate to the completed product and are seen as relevant to human health. The technology aspect is not particularly addressed in these texts, but it is crucial in managing both individual hazards and their aggregate, allowing to produce products with guaranteed shelf-life safety as well as safety for human health and epizootic well-being. The success of the nation's socioeconomic development program will be greatly influenced by the quality, variety, and availability of food, which should be prioritized as a national effort.

The demand for health supplements (HS) has skyrocketed in Malaysia and around the world in recent years. The demand for supplements keeps rising as more people show an interest in maintaining their health. Vitamins, minerals, nutritional supplements, and herbal supplements (botanicals) are popular health items. These medications are available over the counter and often come in pills, powder, or liquid form. The endemic effect of COVID-19 anticipates that people will look outside of vaccines for HSs to support their body’s immune system. The study investigates the Malaysian public’s awareness, consumption, and perception or belief about HSs, especially the antecedents to the reason for consuming HS. Purposive sampling and snowball methods were used to solicit data from the Malaysian public by employing a self-administered questionnaire in this cross-sectional online survey. Note that 478 responses were received, but 418 were usable (yielding an 87.45% response rate). The key findings demonstrated a statistically significant chi-square where there are positive associations between the antecedents of Malaysians consuming HS, including country of origin, the Internet, liquid form of HS, and loss of body fat, with a strong magnitude of association. The findings in this study provide a valuable indicator for scientists, researchers, producers, sellers, and marketers to identify the marketability of their invented HS products.

The current demographic situation in the world encourages the search and implementation of optimal tools for stabilizing the population’s life expectancy and ensuring their health. The study was designed to investigate the impact of environmental taxes, as environmental policy instruments, on the state and the health of the population. The analysis of scientific works, built based on the Publish or Perish software, made it possible to confirm the unfailing relevance of research on the topic of the impact of environmental taxes. Where environmental taxes are considered as a tool for influencing the level of pollution of the surrounding natural Environment and indicators of life and health of the population. The analysis of scientific works published in recent years under the keywords «environmental tax» and «healthy» based on the Scopus scientometric database also confirmed the study’s relevance, considering the level of citations of the presented works. Some authors pay considerable attention to additional taxation of producers of harmful products and subsidizing enterprises that grow or produce eco-products. Other scientists emphasize changing the existing environmental legislation (increasing environmental tax rates, targeted use, introducing additional critical emission limits, etc.). They believe this will have the effect of a hidden intervention in the prevention of disease through reducing climate change. The main part of the study was based on visual confirmation of the relationship between environmental taxes and the population’s level of health using the VOSviewer software product. This bibliometric analysis confirmed that limiting the environmental pollution level due to environmental taxes determines the possibility of improving the population’s health. At the same time, financial instruments for curbing habits harmful to human health also have a positive impact. Clustering made it possible to: confirm the impact of environmental taxes on the actual level of environmental pollution; reflect the dependence of personal habits and tendencies that affect the life and health of the population; to argue the fact that ecological culture and the culture of a healthy lifestyle are formed not only by objective but also by subjective reasons, as well as by the general psychological state of the population; to confirm the existence of the socio-regulatory orientation of the ecological tax, including the environmental exposure and the level of health of the people, etc. The graphical method (built based on Stata software) made it possible to confirm that environmental taxation can improve the state of the natural environment. The transmission nature of environmental taxation’s impact on the population’s life and health is also determined. The research results are a scientific basis for developing the latest environmental policy, which would fully enable the environmental tax to perform its compensatory function, as well as ensure the formation of green production and expand the access of individuals to quality food products.

This paper discourses healthcare products that face some degree of acceptance within some societies due to specific cultural dilemmas and ethical concerns. The purpose of this paper is to assess consumer health knowledge on the cultural and ethical dilemma and norms as they affect the marketing of healthcare products. Literary sources indicate the existence of misconceptions and poor marketing performance of healthcare products within a cultural milieu in Nigeria, thus the focus is on indigenous people and their cultural backgrounds. To gain insight into consumer health knowledge, the study modelled Hofstede’s collectivism dimension following the dominant in-group cultural context of the indigenous people. The relevance of this scientific decision problem is that the result will cause an urgent policy approach, re-strategizing of approaches in communication and reach by the healthcare marketers and healthcare product producers. The research follows a survey pattern as data was collected for 4 – 5 months in year 2020 using a structured questionnaire while mean rating analysis and Pearson Coefficient correlation were used to analyze the result. The object of this research was Abia State in Nigeria, given that good numbers of the communities are notorious for the patronage of traditional healthcare products. The results proved that negligence of immunization, dependence on traditional health healers, and maintenance of ethical work environment are critical concerns that impact consumers’ health knowledge and their response to healthcare products being marketed by firms. Thus, the research makes an empirical confirmation and theoretically proves that Hofstede’s collectivism dimension appropriately profiles the dominant in-group cultural context of the indigenous people of Abia State, Nigeria. The findings of this research show its practical usefulness by identifying the need for communication, enlightenment and awareness programs, and practical demands for strategic approaches to marketing healthcare products within the communities. Policy-wise, the implication is the urgent demand to moderate beliefs and norms of the group by devising stringent measures for clinical laboratory tests of the traditional drugs and stiff penalties for defaulters of traditional healthcare product vendors and producers.

The issue of food security is still relevant, especially in the context of a pandemic and an economic crisis. However, along with the physical and economic availability of food, the issue of food compliance with quality and safety standards has come to the fore. The transition of many countries to the production of genetically modified products affects the health of the population and the future generation. Therefore, the main direction of agricultural policy should be to support organic producers.

To determine the optimal timing of the introduction of complementary foods and their impact on the health status of infants during the first year of life, a study was conducted on the basis of 7 children’s clinics in the city of St. Petersburg. Materials and methods. At stage I, there was conducted a random survey of 534 mothers, whose infants received breast milk up to a year and later. At stage II, the data on the child’s health groups were copied from the account form 112 /U “History of the development of the child”. Results. 81.1% of mothers were found to begin to give vegetable complementary foods at the age of 4-6 months. Vegetable puree was given to children of health groups I and II on time, as well as to children who have chronic diseases at the stage of compensation (health group III). For children with chronic diseases at the stage of sub- and decompensation (IV and V health groups), vegetable complementary foods were introduced into the diet after the recommended period. 71.5% of mothers gave grain complementary foods on time, 24.5% - later. In all children, regardless of health group, most mothers introduced porridge into the diet in a timely manner. Most mothers introduced mashed potatoes, as well as other protein products, including cottage cheese, egg yolk, and mashed fish later regardless of the state of health of the child. 24.9% of mothers introduced meat puree, 22.8% women cottage cheese, 30.0% egg yolk, and 17.9% fish puree earlier. The majority of mothers did not introduce fermented milk products on time: only 35.5% of mothers started introducing them on time, 46.8% - later. 61.4% administered whole milk earlier, and mothers introduced it into the diet of healthy children (I and II health groups) at the prescribed time, and in children with chronic diseases (III-V groups) later than recommended. Conclusion There is a relationship between the state of the child’s health and the timing of the introduction of complementary foods: vegetable puree and whole milk, children with chronic diseases are introduced later.

Introduction. Protecting consumers’ lives and health in a condition when the number of producers and the variety of food products is continually growing is one of the state’s strategic tasks and the goals of the administrative reform in the Russian Federation. Material and methods. The work uses methods of analysis, synthesis, comparison, and generalization of the existing in international practice methodological approaches and criteria to assess product safety in planning control and supervision activities, assessing the risk of harm to human health, applied the comparative legal method, methods of mathematical modeling and other methods used when searching legal and analytical research. Results. A risk-oriented model of control and supervisory activities for food safety is proposed and tested. The model is built under the general principles of the risk assessment methodology and is based on the analysis of the results of previous checks, studies and trials, data from epidemiological studies and relevant scientific literature. The model assumes three successively implemented stages: the categorization (classification) of the economic entity’s activities according to the potential risk of harm to health. Target - to select facilities for the most frequent and in-depth inspections by the supervisory authorities. The second stage is the classification of food products according to the potential risk to consumer health to justify the types of food products subject to priority supervision during scheduled inspections of economic entities. The third stage is constructing “risk profiles” of certain products to optimize laboratory control of food safety. Discussion. The construction of risk-oriented control based on the principle of step-by-step substantiation and clarification of supervision objects was shown to ensure the targeting of authority and an increase in inspection pressure on precisely those objects that are characterized by the most frequent violations of legal requirements with the most severe and large-scale consequences for health. Increasing the control density at the highest risk categories’ facilities does not require additional resources from the regulator. It is still implemented by removing facilities with moderate or low risk from planned supervision and optimizing laboratory support. Conclusion. Work out and implement a risk-based food safety surveillance model corresponds to the strategic vector of development of state control (supervision) in the Russian Federation. The system assumes that “risky” goods are unsafe for the consumer’s health. Accordingly, their producers, distributors, and sellers should be under robust inspection, including laboratory supervision, and precisely according to those indicators for which these risks are most significant. The system is in a dynamic state and development.

Globally, a healthy lifestyle is important in maintaining the balance between man and the environment as well as the prevention and avoidance of Non-Communicable Diseases (NCDs) especially among rural dwellers in developing economies where the state of quality healthcare is in chaos. In theory, individuals are products of investments made in their health which are either health-promoting or health-damaging behavior. We causally identify the motives of healthy lifestyle practices among arable crop farmers in Kwara state, Nigeria using a cross-sectional survey. We found out that less than average of the arable crop farmers sampled practiced healthy lifestyles and the factors that strongly influenced the healthy lifestyle behavior of arable crop farmers were gender, age, education, farm size, farm income as well as distance to healthcare. A policy simulation illustrates that taking consideration of the socioeconomic characteristics that drive the practice of healthy lifestyles will improve the health status of the populace, especially the rural dwellers, and also avoid lifestyle-related diseases in the future.

The article is aimed at studying the current status and features of the State regulation of the organic products market in Ukraine. The article conducts a study of the domestic and foreign markets of organic products, which are growing rapidly. Current trends in the global organic products market demonstrate a gradual increase in demand for organic products. Ukrainian producers of organic products are increasing their production volumes and their share in the foreign market every year. However, the development of the domestic market of organic products is still unconsolidated and unbalanced. The development of organic production in Ukraine faces such problems as an imperfect legislative framework, producers’ orientation towards exports, a limited range of goods, an underdeveloped infrastructure of the organic products market, etc. More than 400 types of organic products are produced in Ukraine, the volume of the relevant exports, even under martial law, has increased significantly, and the country has become the third most important supplier of organic products to the EU. The main directions of the State regulation of the organic products market in Ukraine are the creation of a quality control system for organic products at all stages of the movement of goods, intellectual and informational support for market development and financial assistance for the development of organic producers. In Ukraine, organic production is regulated by law, taking into account the certification of organic agriculture operators, and control over this process is carried out by 18 accredited international certification bodies. Also in Ukraine, legislation in the field of organic matter is being updated gradually. One of the key areas of the State regulation of the organic products market in Ukraine in accordance with European and world practices is the introduction of a system of market surveillance, which ensures the compliance of products with the requirements of technical regulations and verifies absence of threats to safety, health or other aspects of the protection of public interests. The study found that the State support for organic producers (provision of budget subsidies, compensation, reimbursement) is provided for by the current legislation, however, due to the lack of an established procedure for its distribution, no commissions were created at the regional level to determine the recipients of State support, and many regions did not implement regional support programs. The current financing of organic production in Ukraine is possible mainly through participation in grant programs. The State policy of Ukraine in the field of production and sale of organic products is focused on improving the current legislation, implementing European directives, harmonizing national standards with international and European ones. The State regulation of the organic products market in Ukraine requires the presence of organizational, legal and economic mechanisms that stimulate producers to organic production.

Occupational health and safety is a system of measures and means that are used by legal entities and people to make sure that working conditions are good enough to prevent threats to an employee's life and health while he is doing his job. The essence and principles of state policy in the field of occupational safety and health have been explained. These principles include the importance of protecting the life and health of employees, the responsibility of the employer for creating safe and healthy working conditions, the need to keep production, technologies, and products safe and harmless, and the need to help enterprises create safe and harmless working conditions. We need to solve occupational safety problems using programs from different parts of the country and around the world. We should also consider other things like science and technology, protecting the environment, protecting workers, and paying people who get hurt at work or get sick at work. Creating safety rules for all businesses, no matter who owns them or what they do. Making sure workers are safe and healthy by changing how they work, considering their health and mental state. The government can help pay for safety measures, but only if it doesn't go against the rules. It is said that occupational safety and health have a big impact on modern economic processes. Economic importance is measured by how well workers work, how much money they make from working, and how much they pay for injuries or illnesses that affect their health and safety.

The article provides justification and development of the methodology for modeling the recipe composition of health food products based on functional compositions. The basis of the modeling is the principle of food combinatorics, which consists in the justified quantitative selection of the main raw materials and food additives, which together ensure the formation of the necessary organoleptic and physicochemical properties, the given level of nutritional (food, biological) and energy value. Modeling of food products is the process of creating a product as a single integrated system consisting of elements that do not individually provide the specified properties. Conceptual approaches to the modeling of functional compositions and products based on them consist in optimizing the selection and ratio of ingredients, by which it is possible to obtain a composition that, in terms of quantitative content and qualitative composition, best meets the indicators of nutritional value and medical and biological requirements. The application of a mathematical apparatus based on the formalization of qualitative and quantitative indicators of the composition, nutritional value of individual ingredients and their combinations in the composition of model functional compositions allows, through simulation modeling, to determine the total content of an individual component. Taking into account the above-mentioned factors, the modeling results, as a rule, provide effective optimization of the product composition and parameters of individual operations of the technological process. Upon completion of the stage of multi-level experimental modeling, the functional compositions and technologies of the products are checked in laboratory and production conditions, after which their final adjustment is made. At the final stage, comprehensive studies of the main indicators of the quality of finished products, calculation of economic indicators, testing of technology in production conditions, preparation, coordination and approval of regulatory documents and organization of industrial implementation are carried out. The application of the design methodology of model functional compositions and food products allows to increase the degree of use of raw materials and expand the assortment of products with a given composition and properties for health purposes.

The main scientific results: In the course of the study, the author calculated 4 variants of the medium-term economic strategy for KokshetauGormolzavod LLP, determined the level of consumer properties of dairy products of the enterprise, cost estimates for the production of dairy products in the base year, the level of product innovation. The area of practical use of the research results: The competitiveness of a country is crucially interconnected with the competitiveness of national companies, both in domestic and foreign markets. Accordingly, the categories of competitiveness of a product, company, industry, region and country are interconnected. The fundamental basis of industry competitiveness is the competitiveness of products, which is influenced by factors such as consumer price and cost. The author introduces the third factor of product competitiveness – innovativeness, understood as the introduction of novelty into products, due to which additional competitive advantages can be created. Innovative technological product: Innovative products are products that meet international quality standards, forming additional competitive advantages over similar products. The authors adapted the method of assessing the competitiveness of consumer goods to dairy products by introducing the factor "Level of innovativeness" instead of the factor "Level of sales organization" and introduced as indicators of the factor "Level of innovativeness": the range of dairy products, packaging (packaging), safety, social suitability, manufacturability, image, service, informativeness. Just such indicators affect competitiveness. Scope of the innovative technological product: The fundamental basis of industry competitiveness is the competitiveness of products, which is influenced by factors such as consumer price and cost. The author introduces the third factor of product competitiveness – innovativeness, understood as the introduction of novelty into products, due to which additional competitive advantages can be created . The article presents an analysis of the food industry market according to the Agency of the Republic of Kazakhstan on Statistics, the main share of meat and meat product producers as of 01.02.2021. Meat products are now regarded as high-risk products that carry both biological and chemical dangers. The International Epizootic Bureau (OIE) and Codex Alimentarius papers include guidelines for the use of a risk-based approach to animal products. The success of the nation's socioeconomic development program will be greatly influenced by the quality, variety, and availability of food, which should be prioritized as a national effort

The stage of formation of organic agriculture has begun in Russia. According to the requirements of Russian legislation and international standards, organic agriculture provides for the production of organic products in conditions close to biological processes occurring in natural ecological systems. Organic agriculture should be based on a set of methods that ensure a viable ecosystem, safe food, healthy nutrition, animal health and social justice, and an organic product is a product that is produced in accordance with organic farming standards. The system of state regulation of organic production in Russia is insufficiently formed and does not fully meet the modern requirements of international standards. The purpose of the study is to assess the compliance of Russian legislation with the requirements of international standards in the field of certification of organic production. The laws introduce requirements for certification of only organic products themselves, which is insufficient to solve the tasks set by the state and the international community. The proposed model of ecological certification of organic production will meet the challenges in the field of organic agriculture, environmental protection, and organic products will meet international requirements and standards, which will contribute to the output of products on the Russian and international market.

The socio-economic development of Ukraine requires increasing the level of food security of the state, providing the population with high-quality and ecologically safe food products in order to preserve their health and improve the welfare of society. The safety of food for the health of the population can be guaranteed only under the condition of organizing strict quality control of food products entering the domestic market, as well as through the implementation of a stimulating policy for the production of ecological products. In this connection, there is an objective need to develop and introduce a set of coordinated organizational and economic measures, which should be based on stricter public, state and self-government control over compliance with established norms and standards regarding production technologies and be implemented at all stages of the product life cycle. An important role in this context will be played by increasing the social responsibility of business, popularization of environmentally safe and energy-saving technologies, greening of all production and consumption processes, which requires coordinated cooperation of managers, managers and employees of agricultural, agro-industrial and processing enterprises, scientists, educators and the public. The legal regulation of the agro-industrial complex of Ukraine has the greatest influence on the regulation of ecologically safe production of agricultural products. Ecological safety of agricultural products is the state of agricultural products, in which the state has established and established in current legislation mandatory safety parameters for this type of products, special sanitary and veterinary measures and requirements for both products and their producers, establishment of uniform standards safety, uniform systems of certification and marking, state control and supervision of the fulfillment of requirements and standards of environmental safety in the production and sale of agricultural products, as well as establishing norms of administrative, criminal, and civil liability for their violation. The main goals of state regulation of the agricultural sector are: guaranteeing the food security of the state; providing the population with quality food products; providing industry with raw materials; solving the problems of the economic and social nature of the development of the agricultural industry; ensuring the investment attractiveness of the agricultural sector; increasing the export potential of the agricultural sector.

AbstractRapid population ageing in China has urged the need to understand health transitions of older Chinese to assist the development of social security programmes and financial products aimed at funding long-term care. In this paper, we develop a new flexible approach to modelling health transitions in a multi-state Markov model that allows for age effects, time trends and age-time interactions. The model is implemented in the generalised linear modelling framework. We apply the model to evaluate health transitions of Chinese elderly using individual-level panel data from the Chinese Longitudinal Healthy Longevity Survey for the period 1998–2012. Our results confirm that time trends and age–time interactions are important factors explaining health transitions in addition to the more commonly used age effects. We document that differences in disability and mortality rates continue to persist between urban and rural older Chinese. We also compute life expectancies and healthy life expectancies based on the proposed model as inputs for the development of aged care and financial services for older Chinese.

The article is devoted to the study of the current state and prospects of the world market of alternative dairy prod-ucts, as well as the impact of these trends on the world market of natural dairy products of animal origin. It was found that the market for plant-based products without ingredients of animal origin has been growing rapidly in recent years: there are more and more companies producing such products, increasing production volumes, increasing consumer demand. The range is gradually expanding. And this, in turn, corresponds to the achievement of the goals of sustainable development of the UN: both in terms of equal access of consumers to products and producers to conduct their business and compete in the food market. Alternatives continue to take a share of traditional products and negatively affect the dairy industry. Plant-based dairy products have nutritional benefits, including lower calories, saturated fats and sugar (lactose), and many of these products are fortified and considered equivalent or better than cow's milk products. Among young people, plant-based milk alternatives are unfortunately associated with a health-ier lifestyle, and marketers are effectively spreading such misinformation. Also, according to research by Harvard scientists, the production of vegetable milk also reduces the overall «carbon footprint», because its production emits less carbon dioxide. and marketers effectively spread such misinformation. However, it is important to remember that nat-ural milk is a unique product, which, unlike vegetable milk, is not possible for everyone to make at home. It should be noted that in Ukraine there is no state standard for vegetable milk, ie requirements for raw materials, conditions of transportation and storage.

The chapter substantiates the conclusion that an organic product is a food product produced on basis of natural agriculture and animal husbandry, without the use of pesticides and other plant protection products, chemical fertilizers, growth stimulants and animal fattening. Having studied the agricultural legislation of Russia and other EAEU countries, the authors note that these legal acts contain a large number of common approaches and methods of state regulation of the production and turnover of organic products, although it differs in terms of individual production conditions, prohibitions and restrictions. Despite the fact that the adoption of laws on organic products in Russia and the EAEU countries was a great victory for agricultural producers and consumers, there is still a lot of work to done. It is necessary to bring the EAEU standards in line with international requirements, to develop specific measures to support producers of organic agricultural products, to fine-tune control mechanisms and to establish sanctions for violations in this area. In particular, it is advisable to establish legal liability for the use of organic labeling without proper grounds. As economic measures to support producers of organic products, it is necessary to establish a regulatory obligation of the state to purchase only organic products for military personnel, hospitals, orphanages, as well as other similar social needs.

The brand is an effective tool for modern marketing communications. Specialists in branding distinguish two approaches to the brand – Anglo-American (Western approach) and Asian (Eastern approach). In practice, their combination is a European approach. It is necessary to distinguish between legal and marketing approaches to understanding the brand. From the legal point of view, the brand acquires its original meaning, it is a trademark that represents the manufacturer of the product and is subject to legal protection. In terms of marketing, the brand is information that is stored in the memory of consumers and causes the desire to buy goods with specific markings. Branding of unprocessed eggs and poultry in Ukraine began in 2001. The first to brand fresh poultry meat was OJSC «Myronivsky Hliboprodukt» (TM «Nasha Ryaba»). In advertising messages, emphasis was placed on the freshness and quality of products. It was a commodity propaganda of fresh chicken. In 2009, holding held rebranding. In the positioning of the products, the company refused the theme of freshness and concentrated on the idea of «natural products for a healthy life». Along with «Nasha Ryaba» legal registration and introduction of the national brand «Yasensvit» took place. These were the first packed eggs in individual packaging that appeared on the Ukrainian market. «Yasensvit» today is the most recognizable egg brand. Ukrainian poultry products producers use the European approach in the brand, using different trademarks for individual product lines. Over the past ten years, the cost of the most expensive poultry brands has grown more than 6 times. For ‎2014–2017, brand value declined slightly more than 30% due to the 2014 crisis, when holdings lost individual enterprises in captured areas and markets in Russia. Existing brands of poultry products today are positioned as a natural and environmentally friendly product, manufactured in compliance with all sanitary and hygienic standards, which at each stage of production and distribution are directly controlled by the manufacturer. They are not inherent in the pronounced values of the brand. Having some popularity in the media, they cause emotions of care, family, warmth, and more. All this in conjunction with the relevant quality parameters, other components of marketing activities ensures their effective functioning in the consumer market.

Today, the concept of sustainable development of life without harm to future generations is being formed. The concept of a “green” economy involves the creation of new environmentally friendly industries: from the position of the state - an increase in demand for environmentally friendly products, from the side of society - the formation of new demand and a new culture of consumption of the population. The growing healthy eating trend is increasing interest in organic products, including functional foods. Recently, functional products have been in greatest demand, including lactic acid bacteria, vitamins, dietary fiber, biologically significant elements, etc. Emerging habits of a healthy lifestyle and proper nutrition force consumers to search for necessary goods and services, while 36% of consumers prefer domestic products manufacturers. In response to new consumer strategies, domestic manufacturers are changing their product range: they are introducing competitive products to the market that can satisfy customer requirements. According to experts, the healthy food market will increase in volume and growth rate every year, and in 10-20 years, healthy food products will account for at least 30%. The development of the market for environmentally friendly products, despite the promise of this area and the huge growth potential, is at the formation stage. The effectiveness of development depends directly on factors such as the availability of government support and income growth. State economic policy should be aimed at developing mechanisms to support and stimulate the production of environmentally friendly products. The introduction of environmentally oriented innovations into the management systems of organizations will lead to ensuring rational environmental management and environmental safety of the country

Regional products are considered an important element of European cultural identity, contributing to the development and sustainability of rural areas. The article presents the research of regional labels from the territory of the Slovak Republic. Our research was aimed at determining the views of producers towards the regional product labeling scheme. The survey took place from January 2020 to April 2020 using an online questionnaire via Google Docs. The results obtained from the questionnaire survey were statistically processed: t-test, Fisher’s exact test, and Pearson correlation coefficient. We used Microsoft Excel and IBM SPSS Statistics 23 software. Based on the research results, we can state that two-thirds of producers (71.8%) are aware of the concept of a regional product. Most producers (82.0%) associate this concept with tradition and a specific region. They consider regional product labeling to be a tool to support the development of tourism (36.0%). A quarter of producers (25.7%) joined this scheme in order to add value to their products and help make consumers perceive them as safer products of higher quality. Based on the research results, we would recommend increasing the promotion of regional products on the part of the label coordinator.

In the conditions of insufficient budgetary financing of the health care system and low quality of medical care in the state medical establishments of Ukraine, the importance of extra-budgetary sources of financing becomes increasingly relevant. One such source is voluntary health insurance. The aim of the paper is to compare the state and structure of medical financing in developed countries and in Ukraine, to study the global experience in the functioning of the voluntary health insurance market, and to calculate the potential capacity of the voluntary health insurance sector in Ukraine. For mathematical calculations, 20 absolute indicators of the state of the voluntary health insurance sector, as well as macroeconomic indicators, were used. The annual values of absolute indicators for the period 2010–2019 were used in forming the array of input data. Based on the experience of foreign countries, the paper substantiates the development of the voluntary health insurance in Ukraine as an extra-budgetary source of health care funding. The capacity of the voluntary health insurance sector was defined by the authors as the maximum possible amount of insurance premiums that insurers can receive in the process of selling voluntary health insurance products. The calculations made it possible to conclude that the voluntary health insurance market in Ukraine has the potential for development, as evidenced by the predominance of the potential capacity of the voluntary health insurance segment over its real indicator.

The paper establishes that in the legal field of Ukraine there are more than 50 legal and regulatory acts that are directly or indirectly related to the regulation of the dairy industry market. The Law of Ukraine "On Milk and Dairy Products" is basic in the field of regulation of the dairy industry. The legislator fixed the interpretation of the main terms of the dairy industry in the relevant legal act - the Law of Ukraine "On Milk and Dairy Products". This act defines what "raw milk", "dairy raw materials", "dairy products", "traditional dairy products" are. Also, the legislator fixed the main institutions of the state policy of ensuring the safety and quality of milk and dairy products. In addition, the act discloses the issue of state support for producers of milk, dairy raw materials and dairy products and the mechanism for its implementation. It should be noted that the Law of Ukraine "On Milk and Dairy Products" regulates the legal and organizational foundations for ensuring the safety and quality of milk and dairy products for life and the health of the population and the environment during their production, transportation, processing, storage and sale, import into the customs territory and export from the customs territory of Ukraine. The study identified the main, in our opinion, regulatory legal acts that regulate the supply of milk, dairy raw materials and dairy products to the state, and also characterized their purpose, main provisions and meaning. It was found that milk and dairy products occupy a significant place in the market of food resources. It is noted that the production of dairy products is an important component of food security. It was found that providing the state with milk is a complex process that includes the following stages: milk production, milk processing, sale of dairy products, state regulation.

The consumption of natural, green, organic products represents an increasingly important subject for contemporary society, organizations, consumers and researchers. Demographic and cultural factors, traditions and consumption habits, along with the individual desire to adopt a healthy lifestyle in accordance with principles of sustainability and environmental protection are relevant vectors in the search, choice and consumption of green products. Producers and retailers have identified the interest of modern consumers, introducing a varied range of green grocery and non-food products to match expectations and needs. Using the case study method, this paper highlights the transition of the organic market in an emerging European country: Romania. During the era of state economy, organic and natural products were interchangeable, but after liberalization of the market, the rise of the organic sector began with the establishment of inspection and certification bodies, establishment of procedures, and the appearance of specialized agricultural farms, processors and sellers. Consumers understood soon enough the advantages and benefits of organic products and a healthy lifestyle, and the market for organic products has been developing steadily. We show the current state of development and discuss its evolution, outlining the different market statistics, and making recommendations regarding future development possibilities.
