Streszczenie:
The modern food environment is considered a primary driver of obesity and other nutrition-related chronic diseases. A significant contribution to this environment is the proliferation of claims on food packaging that provides a misleading picture of a product's healthfulness. The Food and Drug Administration (FDA) is the agency responsible for food labels but it lacks the regulatory authority and adequate resources to address the majority of questionable labeling practices. The FDA's current system of enforcement is thus essentially based on voluntary compliance and consumer- and manufacturer-initiated litigation has not successfully filled the regulatory gap. This manuscript reviews the current state of food labeling claims and the FDA's inadequate authority over misbranded food products. It analyzes competing views on regulatory compliance strategies and argues that a regulatory overhaul consistent with the best science and the First Amendment is necessary. With increased resources and authority, the FDA can meet current public health challenges and adequately ensure that labels are clear and consumers are properly informed and protected.

Streszczenie:
The category of “quality” is multifaceted, has social, technical, economic legal and other aspects. In the framework of this work, the category of “quality” is considered in relation to the product and only from the standpoint of civil law. Issues of product quality are always relevant, since low-quality goods can not only and not so much infringe on the interests of the person purchasing and / or using the goods, but also the interests of third parties and even the state. Poorquality goods may be unsafe, pose a threat to the life and health of people, their property. Based on the data of philosophical and economic sciences, the authors analyze the components of the concept of “quality of goods”. The authors conclude that, from the point of view of civil law, these include the name of the product, its usefulness for a particular consumer, the ability of the product to be consumed, the presence of the product's consumer properties / readiness of the product for circulation. These components are also considered from the standpoint of objective and subjective qualities.

<em>The UUJPH's halal certificate laws have clarified matters for the protection of consumers, particularly Muslims. The state is adamant about shielding Muslim customers from goods that are neither halal nor certified halal. The Indonesian government has enacted Law Number 6 of 2023 addressing job development, which contains laws on the authority to issue halal certification and halal emblems in Indonesia, as well as Number 33 of 2014 concerning Halal Certification. These regulations aim to regulate halal certification in Indonesia. Based on a formal Fatwa granted by Indonesia, a halal certificate is an acknowledgement of a product's halalness issued by the Halal Product Guarantee Management Agency (BPJPH). The Ministry of Religion's Halal Fatwa Council and Ulema Council (MUI). This study employed normative juridical legal research, or qualitative research, by examining the legal norms and principles found in statutes. It was decided that the Indonesian Ulema Council (MUI) would be in charge of halal certification after literature research revealed that the government, specifically the Ministers of Religion, Health, and Home Affairs Number 42/Me.Kes/VIII/1985, originally had the authority to issue halal certificates.</em>

Streszczenie:
Background: Hemophilia A is a bleeding disorder characterized by a deficiency in factor VIII (FVIII). Routine prophylaxis with FVIII products or emicizumab is the recommended approach to management for people with hemophilia A (PwHA). The burden of lifelong prophylaxis treatments to prevent bleeding events for PwHA is substantial, impacting both the patients and the healthcare system. The objective of this study is to estimate the relative cost-effectiveness of these prophylactic therapies for PwHA, including the newly approved efanesoctocog alfa. Methods: A Markov model was developed with four FVIII-based health states (normal clotting function, mild hemophilia, moderate hemophilia, severe hemophilia) and death to compare emicizumab, efanesoctocog alfa, standard half-life (SHL) and other extended half-life (EHL) FVIII products as prophylaxis for PwHA in the United States (US). Advate and Eloctate data were used to represent SHL and EHL, respectively. The model considered a cohort of 38 years old hemophilia A patients with average weight of 94.4 kg treated with prophylaxis. Probability of experiencing each health state was based on each product's pharmacokinetic data, where FVIII activity levels were used to determine disease severity. Other clinical inputs, including annualized bleed rates and adverse event risks, were estimated from clinical trial data. Wholesale acquisition cost (WAC) of drugs and healthcare costs of bleed management and adverse events were included and were estimated from published literature. Utilities by disease severity were derived from published real-world health-related quality of life studies for hemophilia patients. Disutility of infusion was obtained from the published literature. Costs (in 2023 US dollars), quality-adjusted life-year (QALY), and total bleeds were estimated over a lifetime horizon. Cost-effectiveness was estimated as incremental cost per QALY gained. One-way and probabilistic sensitivity analyses were conducted. Results: Over a lifetime, emicizumab was estimated to be less costly (total cost at $17.0 million for emicizumab vs $24.0 million, $19.3 million, and $18.2 million for efanesoctocog alfa, SHL, and EHL) and more effective (18.61 vs 18.58, 16.91, and 17.33 QALY) compared with efanesoctocog alfa, SHL, and EHL FVIII, respectively. Although efanesoctocog led to fewer bleeds (26.58 vs 59.91 bleeds over a lifetime), PwHA on emicizumab were expected to incur fewer bleeds (59.91 vs 198.45, and 108.58 bleeds) compared with EHL and SHL. Results were robust to one-way and probabilistic sensitivity analyses. Conclusions: Findings in this cost-effectiveness analysis suggest that emicizumab is less costly and more effective (i.e., dominant) over a lifetime compared with available FVIII prophylaxis in pediatrics and adult PwHA in the US.

The development of the organic market in the world requires conducting a research on the problems that accompany this process. Such studies are becoming more popular and apply not only to organic products market at the global level, but also at the local level. In order to identify global problems, the state and trends of the organic products markets in the USA, Germany, France, Britain as the biggest national markets were analyzed on the basis of the data characterizing the state of organic products market in Ukraine and in the world, provided by the Research Institute of Organic Agriculture (FIBL) and the International Federation of Organic Agricultural Movements (IFOAM). The research of the state and trends of the Ukrainian organic market and agricultural production development was conducted, and using the SWOT analysis methodology and the principles laid out in the PEST analysis, its strengths and weaknesses, opportunities and threats were identified. Within each element, social, environmental, economic and financial constituents have been grouped, providing a possibility to understand which factor is determining in terms of sustainable development. It enabled to make a conclusion that the Ukrainian market remains small in size, entailing significant risks, first of all, for producers, as its further development requires a significant all-round support from the state both from the financial point of view and from the point of view of active promotion of sustainable development ideas and education of the population on the importance of consuming quality products, taking care about their health and, as a result, contributing to the improvement of the environment.

Streszczenie:
Lithium-ion batteries are projected to reach cost targets making them competitive with internal combustion engines for light-duty transportation within the decade [1], which will help drive demand for EVs. Upcoming regulations in Europe, China, and the United States for automotive safety and durability will drive the design of battery systems, and the algorithms for battery management over the next decade. The Global Technical Regulation 20 (GTR20) describes the safety requirements for electric vehicle battery systems. In particular, the proposed regulation addresses the need for early detection and warning of occupants about battery faults and failures. The warning should allow for egress 5 minutes prior to the presence of a hazardous situation inside the passenger compartment caused by a battery cell thermal runaway. However, detecting the failure with enough time can be difficult using the current production battery sensor suites. Durability assessment for Lithium-ion batteries is also tricky because these systems are designed to live for more than 10-15 years, so testing under representative conditions could exceed multiple product development cycles. Accelerated aging tests can shorten the testing time to reach the product's end-of-life conditions, typically defined as 70 or 80% state of health, but a deep physical understanding of the degradation modes that are accelerated by the testing is required to project these results back to the real-world use case and warranty period. Due to the many possible definitions of battery State of Health (SoH) which can be related to both capacity loss and internal resistance growth, the Global Technical Regulation 22 (GTR22) defines their durability requirements in terms of two new related metrics: the State of Certified Energy (SOCE) and the State of Certified Range (SOCR). Both metrics represent a percentage of the certified battery energy or electric range remaining at a given point in time. The SOCE is based on the Society of Automotive Engineers (SAE) metric of Usable Battery Energy (UBE). The GTR22 will also require a way for the consumer to read battery health information and usage data from the vehicle. Physics-based battery models which include degradation mechanisms have great promise in addressing many of these challenges due to the relationship between modeled design parameters and the resulting device performance and durability. The models can enable virtual engineering to assess design tradeoffs before building the first prototype, however, parameterizing these models can be difficult due to the large number of parameters. In this presentation, we will explore the challenges of parameterizing physics-based battery models using conventional current, voltage, and temperature measurements. We will show how the measurement of the cell expansion in the laboratory setting and the fixtures that support the testing [2]. The augmentation of expansion data can inform model development and parameterization of a Single Particle Model with electrolyte dynamics (SPMe) implemented in the PyBaMM (Python Battery Mathematical Modelling) framework [3]. Next, we will demonstrate how the sensor data could be paired with the models to augment diagnostic algorithms to infer electrode-level aging phenomena, improve the state of charge estimation, and provide an early warning of gas generation before cell venting. Finally, we will discuss the practical implementation issues in packaging temperature and strain sensors in automotive battery modules and packs. [1] C. Shen, P. Slowik, A. So, all producers through the Law on Halal Product Guarantee No.33 of 2014, whether they understand it or not. From this, it is necessary to analyze the relationship between producer religiosity as a basis for making decisions on halal certification and the producer's knowledge and understanding regarding halal products. This study also aims to explore the relationship between religiosity, producer knowledge and understanding of halal products on certification decisions. This study uses a quantitative approach with a descriptive type. The results of this study state that if the variables of religiosity, producer knowledge and understanding of halal products are tested partially, they have no relationship with halal certification decisions by producers, but once these three variables are tested simultaneously have an impact on halal certification decisions by producers. It means that producers deciding on halal certification are not impacted by the level of religiosity, producer knowledge and understanding of halal products they have.</p>

The circular economy is one of the ways of dealing with various environmental, economic and societal issues. A global vision is therefore essential to consider all stakeholders and their interactions, so that the industrialization of such an economy is possible. We therefore propose to extend the concept of regeneration to consider all circular strategies (called regenerators) that enable value to be recovered for a product at the end of its life cycle. However, the literature does not analyze all possible regeneration trajectories in their entirety, and therefore does not characterize regenerators in a generic way. Thus, our work proposes a formalization based on product health state to characterize all regenerators in an ecosystem, which will enable us to determine which regenerators are able to regenerate a product at end-of-life. To consider the context when choosing a regenerator, several indicators are identified. Some of these need to be estimated, as they are dependent on the product's health state, and on the realization of regeneration, which may be uncertain. Thus, thanks to product's health state/regenerator modeling and Monte-Carlo simulation, these indicators are estimated and the whole set is finally used in a multi-criteria decision support tool (AHP) to rank possible regenerators and help decision-makers to choose the best regeneration trajectory for the end-of-life product. The results obtained show that the various proposals contribute to the implementation of the circular economy and to increasing knowledge for its industrialization

Streszczenie:
Background Indoor tanning (IT) before the age of 35 increases melanoma risk by 75%. Nevertheless, IT and sunless tanning product (STP) use have gained popularity among youth. However, there are limited data on the prevalence and sociodemographic correlates of both IT and STP use in a representative sample of American teens. Methods Teenage females (N = 778) aged 12–18 years were recruited as part of an on-going longitudinal study conducted between May 2011 and May 2013. Descriptive statistics explored IT and STP usage in teen females at baseline. Logistic regression was used to determine sociodemographic correlates of IT and STP use. Results Approximately 16% of female teens engaged in IT behavior and 25% engaged in using STPs. Female teens living in non-metropolitan areas were 82% more likely to indoor tan compared to those in metropolitan areas (OR = 1.82, 95% CI: 1.07–3.10). Age, geographic regions, and race increased the likelihood of IT and STP use. Conclusions Results indicate a significant proportion of teen females engage in IT and STP use. There was evidence that in teens that have never used IT before, STP use precedes IT initiation. Given the evidence for increased IT in rural populations, research focused on rural tanning bed use is needed.

Streszczenie:

Pancreatic cancer is the fourth most lethal cancer and ranks as the eighth most commonly diagnosed cancer worldwide. This is due to its rapid proliferation, strong metastatic potential and its delayed detection. One major risk factor for developing pancreatic cancer is the aggressive inflammatory disease chronic pancreatitis. Chronic inflammation frequently precedes the development of certain pancreatic cancers.

Inflammation is a protective and necessary process by which the body can alert the immune system of the existence of a wound or infection and mount an immune response to remove the harmful stimuli and start wound healing. The cross-talking of cells of the immune system and infected cells happens through cytokines, soluble proteins that activate and recruit other immune cells to increase the system’s response to the pathogen. Failure to resolve the injury can result in persistent cytokine production that in turn allows a cell that is damaged or altered to survive when in normal conditions it would be killed. Inflammation is thought to create a microenvironment that facilitates the initiation and/or growth of pancreatic cancer cells.

Cytokines use two important kinases for their signaling: Janus Kinases (JAKs) and Signal Transducers and Activators of Transcription (STATs). The JAKs are activated upon the binding of cytokines to their corresponding receptors. When activated, the JAKs activate STATs through tyrosine phosphorylation. The STATs transduce signals to the nucleus of the cells to induce expression of critical genes essential in normal physiological cellular events such as differentiation, proliferation, cell survival, apoptosis and angiogenesis. STAT3 (a member of the STAT family) is constitutively activated in some pancreatic cancers, promoting cell cycle progression, cellular transformations and preventing apoptosis. Therefore, STAT3 is a promising target for cancer treatment. Novel therapies that inhibit STAT3 activity in cancers are urgently needed. Natural products are a very good resource for the discovery of new drugs against pancreatic cancer.

Covering more than 70% of the Earths surface, The Ocean is an excellent source of bioactive natural products. Harbor Branch Oceanographic Institute’s Center for Marine Biomedical and Biotechnology Research (HBOI-CMBBR) situated in Florida, aims to find new marine natural products useful in disease prevention and drug therapy. Their current focus is to look for novel treatments for preventing both the formation of new pancreatic tumors and the metastasis of existing tumors.

The hypothesis of this degree project was that novel inhibitors of STAT3 useful in the treatment of pancreatitis and/or pancreatic cancer could be found from marine-natural products. The first specific aim of this degree project was to set up an assay to identify bioactive marine natural products as inhibitors of inflammation. Furthermore the assay was validated using a commercially available inhibitor of inflammation (Cucurbitacin I). The last aim was to further validate the assay by screening pure compounds and peak library material from the HBOI marine specimen collection.

At the end of the experimentation time, the assay still was not set-up as there were difficulties in proper cell culture techniques and the cell line did not respond as advertised. While the results were not as expected, the work performed resulted in familiarization with research laboratory practices and increased laboratory skills. Moreover, the results from the assays point to future directions to accomplish this project.

Pharmaceutical product claim and help-seeking advertisements have prompted the types and purposes of medical dermatology service(s) that patients have used in the United States. Indeed, researchers have demonstrated that 94% of working nurse practitioners affirmed receiving from their patients a request for a cancer drug advertised. However, adult dermatology patients members of Saint Nicholas Catholic Church or/and patients at MedStar Clinic in Houston, Texas, have not been of interest for any study so far. The purpose of this quantitative study was to assess the relationship between product claim, help-seeking, types, and purposes of medical dermatology services used amongst males and females aged at least 18 years. Prospect theory (PT) was the theoretical framework used to analyze the purpose of this study. A cross-sectional survey approach permitted to collect primary data from 120 participants who were members of Saint Nicholas Catholic Church or/and patients at MedStar Clinic. The results, based on a forced entry multiple regression analysis at 95% confidence interval, indicated that product claim and help-seeking significantly explained (p -?¤ .05) the variances of certain types and purposes of medical dermatology services used. Thus, product claim and help-seeking predicted the types and purposes of medical services used by the study population. Pharmaceutical announcers may benefit from the results of this study by using the study results to create new direct-to-consumers advertisements for the dermatology health promotion. The study population may benefit healthy skin, hairs, and nails by using medical dermatology services after exposure to the new pharmaceutical direct-to-consumer advertisements.

While a significant number of products containing nanomaterials is already in widespread use, we have little understanding of risks and benefits they can bring to the society in the long term. The objective of this PhD thesis is to answer the following question: which regulatory framework can ensure a high level of protection against real or suspected risks of nanotechnologies while promoting competitiveness and innovation ? Although the European Union and the United States have attempted to find nuanced solutions according to the needs, capacities and challenges, which are proper to each sector concerned and their respective legal traditions, the emerging regulatory framework for nanotechnologies is characterised by a high degree of fragmentation

The theses is about the control of production, commerce, use and publicity of tobacco by the State, in three ways of performance (state control), according to Federal Constitution of 1988, the Framework Convention on Tobacco Control and the internal Legislation. It is due to the Legislative Power, to elaborate the restritive rules of the using of tobacco; it is due to the Executive Power the planning and the execution of public politics concerning to the prevention of tobacco use; and to Judiciary, to judge the compensation procedure by the healthy damage caused by tobacco use. Because it involves the fundamental right to the health of the smoking and non-smoking citizen (second hand smoking), this work analyses the collision of fundamental rights and the acting of the tobacco industry, for misinformation from the 1920 decade in XX century. At last, it stablishes a comparison between hard cases to judge, taking into account the relationship between right and reality, specially the conclusions of science concerning to the diseases caused by cigarette smoking which can lead to death.

Abstract The original vision of phytonematodes' biocontrol has been to reduce the pest population by natural enemies with the active involvement of the human role. Two main arguments against the use of chemical control to combat plant parasitic nematodes directed both the consumers and the producers to look for alternatives: health risks to the customers and ecological concerns. At the beginning, there had been many expectations about the potential of biocontrol to substitute, or at least to reduce dramatically, the treatments with chemicals to control phytonematodes. However, problems regarding the techniques and other concerns relevant to different issues of biocontrol resulted in polarizing attitudes toward this discipline. This chapter discusses the difficulties and restraints faced by the developers, producers and/or the consumers (farmers), including: (i) health and ecological concerns; (ii) production techniques; (iii) efficacy of the product in the field; (iv) field application protocols; (v) shelf life of the final product; and (vi) registration. The projection of global biological control taking over chemical control is also mentioned.

AbstractAlcohol, tobacco, and firearm use are the root causes of disability and mortality in the United States. The use of these products in adolescence has considerable impacts on immediate and lifelong health. Adolescents have been the key targets of alcohol, tobacco, and firearm companies because of the potential to shape brand alliances and lifetime use. Marketing and product placements in media have often been used to reach the adolescent market for tobacco and alcohol products, continue to be used to reach the adolescent market for alcohol, and emerging data suggest that they may be used to reach the adolescent market for firearms as well. This chapter discusses how these products are marketed to adolescents using contemporary digital media, including social media, the metaverse, and video games. This chapter illustrates the marketing tactics used in these spaces and discusses the current research gaps that limit our understanding of a causal association between digital marketing exposures and adolescent product use. This chapter closes with recommendations for future efforts to protect adolescents from marketing by companies that produce harmful products.

Numerous by-products from the wastes of marine items can be obtained and utilized in a wide range of sectors. The by-products obtained from cephalopod wastes are evaluated and used in various industries (such as food, medicine, and agriculture) by evaluating the wastes of the head, skin, intestines, ink, etc., much like all other wastes derived from marine goods. Because these by-products are rich in nutrients and contain biological substances, they are anticipated to be improved in several industries. Additionally, it should be stated that research to produce financial gains will be funded and that the by-products of these marine things will be acquired. In particular, this study investigates the synthesis of antioxidant and antibacterial agents, the extraction of bioactive components and their use as food additives, the synthesis of gelatin and peptides from cephalopod by-products, the impact of cephalopod by-products on extending shelf life, and the health risks and benefits of cephalopod by-products.

AbstractAt the beginning of the twentieth century, there was still no cure for pellagra. This chapter concludes our look at medical reactions to pellagra over the course of the long nineteenth century, with a study of two vastly different reactions to a new explanatory model of the disease in the period leading up to the First World War. In 1910, a doctor at London’s School of Tropical Medicine concluded that pellagra had a bacterial cause and nothing whatsoever to do with maize consumption. In Italy, this challenged the existing orthodoxy that pellagra was caused by a maize toxin. Meanwhile, in the United States, where the disease was fast becoming epidemic, the bacterial approach seemed to provide a ready solution. This chapter asks whether the bacterial theory effectively side-tracked research on pellagra and diet, in the interests of medical investigators, public officials and maize producers. And it explores what these theoretical shifts and the resulting controversies reveal about the very different medical and public health contexts in Italy and the United States. Paradoxically, and quite tragically, pellagra is an example of a disease for which there were more or less effective preventive measures available (and proposed, but not necessarily practised) long before there was a complete understanding of the disease and its cause.

Therefore, the purpose of this study was to investigate about the access, use, barriers to access and users’ satisfaction of Assistive Technology (AT) in the province of Espaillat, in Dominican Republic. The WHO’s rapid Assistive Technology Assessment tool (rATA) survey was implemented as a stand-alone technique to 15 outpatient of rehabilitation services. Despite the small sample size, the information gathered provides valuable insight into the use of assistive products in the Dominican Republic. The findings of the study highlighted cost-related factors influencing AT access and low level of satisfaction.

Abstract The federal government uses its commerce clause authority to regulate marketing of drugs and devices and to prohibit use of controlled substances deemed to lack medical use. States have pushed back against this federal authority, enacting statutes permitting medical or recreational marijuana use and granting gravely ill patients the right to try unproven treatments. Data are urgently needed to evaluate these experiments. States have played many roles in addressing the opioid crisis, including cooperating in settlements, sometimes competing to obtain better deals, and sometimes pushing back on federal approvals. For their part, states also acted inadequately in addressing the crisis. We argue in this chapter that states should be permitted to experiment to increase access to medical products, conditioned on appropriate assessment of risks, costs, and efficacy. This is a benefit of federalism. However, it is also unjust for states to deny their residents access to federally approved treatments supported by adequate evidence.

Over the last two decades, tremendous progress has been made in structural health monitoring (SHM) using various sensing techniques such as acoustic emission, eddy current, strain gages, to diagnose damage in aerospace, mechanical and civil infrastructures. Despite this progress, there are still many challenges to address in SHM. Among these challenges is detection of precursors to matrix cracking, fiber/matrix debonding, and delamination. Magnetostrictive smart materials such as Terfenol-D (Tb0.3Dy0.7Fe1.92) (Etrema Products Inc., IA, USA) have proven useful as non-contact strain sensors using Hall Effect or pick-up coil to measure change in magnetization due to strain. In this study, our team will conduct a specific number of fatigue cycles at 1, 100, 1,000, 10,000, 100,000, and 1,000,000 cycles. After each fatigue loading a destructive examination of the specimen surface will be conducted by Scanning Electron Microscope (SEM). By this systematic evaluation, the phenomenon of crazing, the propagation of micro-cracks and delaminations, and the factors that lead to catastrophic failure will be investigated, thereby enabling correlation of the current damage state to the magnetization.

Streszczenie:
In the United States (U.S.), access to legal cannabis through regulated state markets is rapidly changing, but little is known about consumer behavior when states with legal access choose to restrict access due to public health or safety concerns. This exploratory study examines the Massachusetts recreational (“adult-use”) and medical cannabis markets before and during two major public health crises that changed consumer access: (1) the e-cigarette or vaping use-associated lung injury (“EVALI”) crisis and state requirements to stop vape product sales in the adult-use and medical markets from 9/24/2019-12/12/2019, and (2) the SARS-CoV-2 (“COVID-19”) crisis and state emergency order that temporarily halted all adult-use retail sales but not medical sales from 3/24/20-5/24/20. We used the Massachusetts seed-to-sale tracking system (i.e., Metrc) to run descriptive statistics examining medical sales for patients and all adult-use sales across the largest product segments: buds, vapes and concentrate (each), edibles, and other categories (i.e., prerolls, concentrate, infused nonedible, infused beverage, kief, shake/trim, suppository) spanning May 2019-December 2020. To account for classification changes in the dataset, sales for vape products and concentrate (each) product were summed into a single category. We further examined trends in registered patients and “per patient” spending across cannabis product types (i.e., monthly sales per product category divided by monthly registered patients). Our findings showed a decline in market share for the vape and concentrate (each) product category in the adult and medical markets during the EVALI crisis when sales were halted, while buds, followed by edibles and other products increased in market share during this time. After vape products could be sold again, the market share of vape and concentrate (each) products rose but did not return to pre-EVALI levels. We did not observe an overall shift in market share by product type in the medical market during the COVID-19 adult-use store closure. Although gross medical sales trended upward, increases in the medical market did not account for the vast majority of prior spending in the adult-use market during the market’s closure. The number of registered active patients also trended upward. From December 2020 to December 2021, there was a 56% increase in patients (59,173 to 92,148 patients), and we observed a marked increase following the temporary halt of adult-use sales. During and prior to halted adult-use sales, we observed an increase in per patient monthly spending for cannabis products. This was particularly salient for buds. Per patient monthly spending for buds peaked in May 2020. Study limitations include a single state sample and that this study does not examine changes to the illicit market. We cannot make any causal claims and any long-term implications of trends observed during the EVALI and COVID-19 crises are unknown. Our exploratory findings suggest that there are a range of consumer responses in the legal market in response to temporary loss of access, including evidence of consumers changing legal markets (i.e., adult-use to medical) and changing product types. More research is needed, particularly to understand potential concurrent changes in the illicit market during these crises.

Streszczenie:
System health diagnostics provides diversified benefits such as improved safety, improved reliability and reduced costs for the operation and maintenance of engineered systems. Successful health diagnostics requires the knowledge of system failures. However, with an increasing complexity it is extraordinarily difficult to have a well-tested system so that all potential faulty states can be realized and studied at product testing stage. Thus, real time health diagnostics requires automatic detection of unexampled faulty states through the sensory signals to avoid sudden catastrophic system failures. This paper presents a hybrid inference approach (HIA) for structural health diagnosis with unexampled faulty states, which employs a two-fold inference process comprising of preliminary statistical learning based anomaly detection and artificial intelligence based health state classification for real time condition monitoring. The HIA is able to identify and isolate the unexampled faulty states through interactively detecting the deviation of sensory data from the known health states and forming new health states autonomously. The proposed approach takes the advantages of both statistical approaches and artificial intelligence based techniques and integrates them together in a unified diagnosis framework. The performance of proposed HIA is demonstrated with a power transformer and roller bearing health diagnosis case studies, where Mahalanobis distance serves as a representative statistical inference approach.

Abstract In the electronic products market, intense competition from overseas has made product cost, performance and time-to-market critical factors to a company’s survival. While recent advances in manufacturing methods and material handling systems have aided in this struggle, the decisions made in the early stages of design still control an overwhelming majority of a product’s final cost and delivery schedule. These decisions affect the entire life-cycle of the product from design, through the customer’s use, to disposal. This paper describes the development of a simple heat sink component placement optimization procedure using the Ellipsoid Algorithm. Two heat sink geometries were modelled to determine their steady state temperature distributions and the component junction temperature(s). By relocating the component(s), the Ellipsoid Algorithm sought to minimize the heat sink assembly’s failure rate. The effect of heat sink size on assembly reliability is also presented. The heat sink thermal model was formulated using finite differences and written in Fortran 77.

Trailblazing grassroots community advocates from across the United States joined with the Union of Concerned Scientists and Coming Clean to co-develop The Community Guide to Cumulative Impacts: Organizing, Science, and Environmental Policy. Harmful chemicals are typically regulated one at a time. Yet in the real world we are all exposed to multiple harmful chemicals, from the products we use, to pollution sources in our neighborhoods, to legacy pollution in our communities and us. These exposures combine with stressors on health that are often driven by systemic racism and unjust public policies: barriers to healthy food, existing health conditions, and poor access to healthcare. These cumulative impacts add up to harm people, especially in Environmental Justice communities. The Guide will help you take action in your community by providing an overview of strategies, tools, and state and local policies that give regulators more power to deny permits.

Salavisa, Isabel, Mark Soares i Sofia Bizarro. A Critical Assessment of Organic Agriculture in Portugal: A reflection on the agro-food system transition. DINÂMIA'CET-Iscte, 2021. http://dx.doi.org/10.15847/dinamiacet-iul.wp.2021.05.

Streszczenie:
Over the last few decades, the organic agriculture sector has experienced sustained growth. Globally, as well as in the European Union and Portugal, organic production accounts for just under 10% of total Utilised Agricultural Area (UAA) (FiBL, 2019; Eurostat, 2019; DGADR, 2019; INE, 2019; GPP, 2019). This growth has been seen in terms of production, number of producers, amount of retail sales, imports and exports. This article attempts to build on the multi-level perspective (MLP) of the socio-technical (ST) transitions theory by employing a whole systems analysis (Geels, 2018) of organic agriculture in Portugal, which defends an integrated vision of the systems, where multiple interactions occur within and among the niche, the regime and the landscape levels. This approach has been employed in order to develop a critical analysis of the current state of the Portuguese organic agriculture sector, stressing the multiplicity of elements that are contributing to the agro-food system´s transformation into a more sustainable one. In fact, the agro-food system is related with climate change but also has connections with other domains such as public health, water management, land use and biodiversity. Therefore, it is affected by shifts in these areas. This analysis considers developments in increasing domestic organic production, number of producers, amount of retail sales, imports, exports, market innovations, and the sector´s reconfiguration. The organic sector´s increase has been attributed to European regulation, institutionalization, standardization, farmer certification, external (government) subsidy support programs, incremental market improvements (visibility and product access), the emergence of new retailers, the rise of supporting consumers and a shift away from conventional agriculture (Truninger, 2010; DGADR, 2019; Pe´er et al, 2019). However, together with positive incentives, this sector also faces numerous barriers that are hindering a faster transformation. Difficulties for the sector to date have included: product placement; a disconnect between production, distribution and marketing systems; high transport costs; competition from imports; European subsidies focused on extensive crops (pastures, olive groves, and arable crops), entailing a substantial growth in the area of pasture to the detriment of other crops; the fact that the products that are in demand (fresh vegetables and fruit) are being neglected by Portuguese producers; expensive certification procedures; lack of adequate support and market expertise for national producers; the hybrid configuration of the sector; and price. Organic agriculture as a niche-innovation is still not greatly contributing to overall agricultural production. The low supply of organic products, despite its ever-increasing demand, suggests that a transition to increased organic production requires a deeper and faster food system reconfiguration, where an array of distinct policies are mobilized and a diversity of actions take place at different levels (Geels, 2018; Pe´er et al, 2019). This paper will attempt to contribute an overall critical assessment of the organic sector´s features and evolution and will identify some of the main obstacles to be overcome, in order to boost the sustainability transition of the agro-food system in Portugal.

Streszczenie:
The paper examines the impact of providing market-based reference prices on public procurement efficiency in Brazil. Specifically, the study focuses on the State Secretariat of Health (SES) in Rio Grande do Sul and the algorithm developed by the local tax administration to calculate representative reference prices for pharmaceutical products. Unlike previous studies, reference prices are calculated based on the universe of local business-to-business transactions. The study finds that SES procurement officers access to this information caused a significant reduction in purchase unit prices, particularly for products characterized by a higher ex-ante unit price, a smaller number of suppliers, and purchased by a smaller number of public institutions. The gains in efficiency are attributed to the use of up-to-date market information, which is particularly useful for products where information asymmetry is more likely to exist between procurement officers and private providers.

Streszczenie:
The United States is one of the largest producers and exporters of corn and soybeans globally partly because of yields that are among the highest in the world. However, a changing climate could affect these yields, which could ultimately affect production and the availability of products for export. In this report, the authors estimate that U.S. corn yields could increase 3.1 percent and soybean yields could decrease 3.0 percent in 2036 relative to 2016, based on climate projections. These results are driven primarily by the increased frequency of periods of extreme heat and declines in precipitation in counties east of the 100th meridian part of the United States. These estimates are then used in a simulation model to explore the market implications from these yield projections, and those results indicate that these yield changes could affect U.S. production and ultimately trade. The estimated growth in U.S. corn yields increases corn production that could ultimately affect the amount of corn the United States has available to export. Holding yields in other countries fixed, the model indicates that U.S. corn exports increase 0.36 percent (the equivalent of $63 million). The decline in soybean yields decreases production, leading to a 1.17-percent drop in U.S. exports (the equivalent of $319 million) based on 2016 exports

China's emergence as a major meat producer, consumer, and importer creates export opportunities for the United States and other producers. China has become the world's largest meat importer, as growth in its own production has diminished. Growth in China's meat production and consumption has slowed due to decelerating population and income growth, animal disease, scarcity of land for feed and forage, rising production costs, and health concerns. Has China's consumption of meat reached a ceiling, or is there room for more growth?

The U.S. Department of Agriculture (USDA), Economic Research Service (ERS) International Macroeconomic Data Set provides historical and 10-year projected macroeconomic variables for 181 countries, as well as regional and income groupings, which account for more than 99 percent of the world economy. The main macroeconomic variables include the real Gross Domestic Product (real GDP), Consumer Price Index (CPI), exchange rates, and population. These indicators are the benchmark for the annual USDA Baseline agricultural supply and demand projections, providing a 10-year outlook on U.S. and global agricultural variables. These projections also relay information on the overall health of international economies in the near future to the USDA, its stakeholders, and a variety of policymakers and market participants. These projections were completed in August 2023 based on data and expectations at that time. This report details the macroeconomic projections from 2023 to 2033. To help users interpret the projection numbers, this report also provides the state of the global economy and an analysis of the influence of events over the past year in various regions and countries.
