Notwithstanding the popularity of the process-based model of policing among social scientists, research on factors that encourage police officers to engage in procedurally fair behavior is relatively scarce. Based on the fair policing from the inside out framework and survey data collected from Taiwan police officers, this study explored the connection between internal procedural justice and external procedural justice through the mechanisms of moral alignment with both supervisors and citizens and perceived citizen trustworthiness. Fair supervision was found to build up moral alignment between officers and supervisors and between officers and citizens, which in turn led to stronger commitment to responsiveness and fair treatment of the public. Internal procedural justice and moral alignment also cultivated officers’ perceptions of public trustworthiness, which similarly strengthened officers’ response and fair treatment toward the public.

Although the process-based model of policing has been widely tested, research on how procedural justice works within police agencies, particularly its impact on officer willingness to engage in procedurally fair behavior on the street, is relatively scant. Based on survey data collected from Chinese police officers, this study assessed the linkages between internal procedural justice and external procedural justice through the mechanisms of moral alignment with both supervisors and citizens and perceived citizen trustworthiness. Greater internal procedural justice was directly related to higher external procedural justice. Fair supervision helped build up moral alignment between officers and supervisors and between officers and citizens, which in turn led to stronger commitment to fair treatment of the public. Internal procedural justice and moral alignment with citizens also cultivated officers’ perceptions of public trustworthiness, which further strengthened officers’ fair treatment toward the public.

This research was aimed at finding out the effect of Personality on students’ Citizenship Behavior Toward Environment mediated by Procedural Justice. The method used is causal survey by selecting 74 junior high school students in Jakarta randomly. There were four instruments measured, Personality (25 items with a reliability coefficient .859), Procedural Justice (24 items with a reliability coefficient .866), and Citizenship Behavior Toward Environment (26 items with a reliability coefficient .875). Data analyzed by path analysis. The research results showed that Personality and Procedural Justice directly and significantly affected Citizenship Behavior Toward Environment, Personality directly and significantly affected Procedural Justice, then Personality indirectly and significantly affected on Citizenship Behavior Toward Environment mediated by Procedural Justice. Therefore, it can be interpreted that Procedural Justice was a good mediator. Based on those results, it could be concluded that if students’ Citizenship Behavior Toward Environment would like to be improved positively, it’s should be minimized the variations factors such as personality and procedural justice by introducing and implementing procedurally fair environmental education, especially during the pandemic.

Poor police–minority relations have spurred calls for police reform worldwide. In response, scholars have suggested procedural justice as a way police might improve this relationship. This study explores how situational and person-specific factors condition how minorities interpret procedural justice in vicarious police encounters. The study adopts a randomized experiment with 504 Muslims. In the experiment, an officer’s and Muslim suspect’s behavior were both varied between groups in a police encounter. Participants’ strength of identification with police was also measured. As expected, Muslim participants trusted the officer and complied more when the officer was depicted as procedurally just compared to procedurally unjust. However, this effect was moderated by the suspect’s behavior; the procedural justice effect on trust was weaker when the Muslim suspect was depicted as disrespectful toward police. Identification with police also moderated the procedural justice effect on trust and compliance; the procedural justice effect was stronger for Muslims who identified more strongly with police. Finally, identification further moderated the Officer x Suspect Behavior interaction effect; the interaction was accentuated for those who identified more strongly with police. These findings suggest that procedural justice does promote minorities’ trust in police and compliance, but situational and person-specific factors condition this.

There has been growing interest about procedural justice in mental health tribunals. A process considered procedurally just increases adherence to treatment, increases compliance with judicial decisions and allows efficient community reintegration. Yet, little is known about how procedural justice is carried out and the role of professionals in its implementation. Stemming from the results of a critical ethnography of the Ontario Review Board, in this article we examine how procedural justice materializes during Review Board hearings and the role of nurses in this materialization. We do so by leveraging Goffman’s work on total institutions and institutional ceremonies. Our findings suggest that nurses participate in activities that provide a perception of procedural justice, rather than serve their patients’ right to true procedural justice. We conclude by recommending that nurses engage in reflections about the distal effects of their clinical practice to broaden the possibilities for resistance within the forensic psychiatric system.

The case of Social Justice Coalition v Minister of Police 2022 (10) BCLR 1267 (CC) is concerning. The litigants and the Constitutional Court sidestepped the innovative and transformative role that is envisaged for access to courts and judicial proceedings and that is required by a substantive conception of equality underlying impoverished peoples’ equality rights. This article argues that procedural justice was overlooked as a feature of transformative substantive equality to be applied in a claim relating to poverty-based discrimination. Procedural justice is vital, as impoverished people encounter pervasive economic, social, political and procedural barriers to accessing justice in various democratic forums, including courts. To introduce procedural justice as an indispensable feature of transformative substantive equality, I use the work of the global justice theorist, Nancy Fraser. Fraser’s work provides formidable insights into developing the existing constitutional framework to overcome the bracketing of the pervasive material and social inequalities that are characteristic of liberal rights claims. By focusing on courts and the procedurally innovative demands of equality proceedings, I argue that the judgment is a worrying illustration of the deepening of impoverished people’s democratic erasure. The judgment is procedurally formalistic, effectively absolving courts from their accountability function for redressing poverty and inequality.

Procedural justice, which is about the fairness of procedures that the legal authorities use in their interactions with the public, is an important determinant of people’s general evaluations of these authorities. Based on a nationally representative survey with 1,804 people, this article investigates how socio-political identities such as ethnicity and one’s status as a political winner or loser affect people’s perceptions of procedural justice in the courts in Turkey. Multivariate regression analysis revealed that Kurds and political losers are more likely than Turks and political winners, respectively, to think that the courts in Turkey are not procedurally just. Furthermore, we found that voting for the incumbent party or being an Alevi does not have an effect on Kurds’ perceptions of procedural justice in the courts. We, therefore, argue that ethnicity and being a political winner are two important identity factors that determine people’s perceptions of procedural justice in the courts in Turkey. We concluded that because Kurds and political losers are less likely to identify with the state, they have more negative perceptions of procedural justice in the courts in Turkey.

Significant in the management of a safe and secure custodial environment is the compliance of incarcerated persons with the prison rules and the directives of prison officers. In recent years, there has been increased research focus on the role of normative compliance in the prison environment, which is postulated to derive from the perceptions of legitimacy and procedural justice of those who are incarcerated. This article presents the findings of a scoping review of the empirical literature as it relates to procedural justice and legitimacy in prison settings. This literature is charted and then analyzed across two primary themes, namely “Shaping Perceptions of Procedural Justice and Legitimacy” and “Procedural Justice, Legitimacy, and Compliance.” The presence of normative compliance in prisons and the contribution of procedurally just treatment to perceptions of legitimacy held by persons who are incarcerated are discussed.

Purpose There are a number of individual and contextual variables that influence public opinion of the police but we know little about the public opinion regarding state law enforcement agencies. Prior studies involving municipal police and other criminal justice agencies indicate that the perceptions of procedural justice, or fair treatment, are important predictors of citizen satisfaction with police services. The purpose of this paper is to examine whether individuals who perceive procedurally just treatment during their contact with a state patrol officer improve the levels of satisfaction with the state patrol. Design/methodology/approach This paper presents the results of a public opinion study (n=846) regarding the Colorado State Patrol conducted in 2009. A subsample of 393 individuals who had contact with the state patrol and were further surveyed about their contact with the officer. Logistic regression models were used to examine individual- and contextual-level variables influence satisfaction with the state patrol and whether this relationship was mediated by the perceptions of procedural justice. Findings The authors found that individuals who perceive higher levels of procedural justice expressed higher satisfaction with the state patrol. Females, older respondents, and non-white respondents expressed greater satisfaction, as well as those who had voluntary contact or were not arrested. More importantly, procedural justice mediated the effect of involuntary contact and arrest on levels of satisfaction, and while non-white respondents were less likely to experience procedural justice, when levels of procedural justice are controlled for, they have higher levels of satisfaction. Originality/value The findings emphasize the significance of citizen perceptions of procedural justice during contacts with members of the state patrol. The current study contributes to our knowledge of procedural justice and citizen satisfaction with police encounters given previous research on citizen satisfaction with police focuses almost exclusively on local-level agencies, and research on procedural justice asks the respondents almost exclusively about the police in general.

Although the impact of procedural justice on citizens’ satisfaction with the police and other branches of the criminal justice system has been tested in several geopolitical contexts, this is the first study to examine the relative impacts of police procedural justice, lawyer procedural justice, and judge procedural justice on satisfaction with a country’s criminal justice system. To assess the universal applicability of procedural justice, scholars must carry out research in all geopolitical regions. However, sub-Saharan Africa appears to be a region that scholars have neglected for far too long. As a result, the current study assesses the relative impacts of three strands of procedural justice—police, lawyer, and judge—on satisfaction with the criminal justice system in Kenya. Using a sample of 523 students from a prominent Kenyan university, we found that all three strands of procedural justice predicted satisfaction with Kenya’s criminal justice system under the country’s new Constitution, although judge procedural justice exerted the strongest influence on satisfaction. Also, less highly educated students (first-year students, compared to sophomores, juniors, and seniors) and male students were more satisfied with Kenya’s criminal justice system. The study’s implications for policy and future research are discussed.

Research has found that people’s perceptions of the extent to which authority figures behave in a procedurally just (or unjust) manner have powerful effects on a variety of outcomes. Procedural justice has been shown to influence people’s sense of obligation to obey and willingness to cooperate with the law and its agents, as well as people’s willingness to comply with the law and legal authorities. Yet very little research has examined the causal mechanisms through which the perceived fairness of procedures influences these outcomes. One possibility is that procedural injustice may trigger affective responses such as anger, frustration, or fear. In this study, we test the effects of three procedural justice conditions on a variety of outcomes using a laboratory-style experiment that simulates a police traffic stop. At the same time, we test the extent to which the relationships between procedural justice and these outcomes are mediated by people’s self-reported levels of anger. Our findings reveal that the treatment conditions had strong effects on self-reported anger, with the procedural justice condition decreasing anger, and the procedural injustice condition increasing anger. Moreover, the findings reveal that the treatment conditions also exerted indirect effects on all outcomes through anger. Taken together, these findings reinforce the importance of emotion in mediating the effects of procedural justice on a variety of outcomes during intergroup encounters.

Purpose – The purpose of this paper is to systematically and comprehensively review the literature on procedural justice in policing, in the context of both police-citizen encounters and organizational decision making. Design/methodology/approach – The current study reflects a narrative meta-review of procedural justice within policing generated through a systematic and exhaustive search of several academic databases (e.g. Criminal Justice Abstracts, Criminology: A SAGE Full Text Collection, EBSCO Host, PsychInfo, etc.). Findings – The current meta-review identified 46 studies that matched the selection criteria. In this body of research, 28 studies analyzed procedural justices within the context of police-citizen encounters and 18 studies examined procedural justice within the context of police organization decision making. In general, the body of research yields two main findings. First, citizens’ perceptions of procedural justice during interactions with the police positively affect their views of police legitimacy, satisfaction with police services, satisfaction with interaction disposition, trust in the police, and confidence in the police. Second, the perception of police personnel of procedural justice in organizational decision making positively influences their views of decision outcomes, trust in the administration, job satisfaction, organizational commitment, desire to stay with the agency, and overall views of the agency. Practical implications – The practical implications derived from this meta-review are twofold. First, police personnel engaged in police-citizen encounters reap many benefits when they treat citizens with fairness and maintain an encounter process that is marked by objectivity and equity. Second, police supervisors and administrators reap benefits when their subordinates perceive that there is procedural justice within the organization. Originality/value – The state-of-the-art meta-review on procedural justice in policing is the first of its kind. This study comprehensively reviews the literature on two important bodies of policing research. This study will be useful for researchers who wish to further explore procedural justice issues in policing, and for police managers/administrators who wish to strengthen citizens’ perceptions of the police and their employees’ perceptions of the organization.

Although there is a vast literature on employee reactions to procedural injustice, little is known about the important issue of why some managers are less procedurally just than others. In this field study we found that a manager’s implicit person theory (IPT; i.e., extent of assumption that people can change) predicted employees’ perceptions of the procedural justice with which their last performance appraisal was conducted. These procedural justice perceptions in turn predicted employees’ organizational citizenship behavior, as partially mediated by their organizational commitment. This research provides an initial empirical basis for a new line of inquiry that extends existing IPT theory into the realm of perceptual, attitudinal, and behavioral responses to people as a function of their IPT. Other contributions to the IPT, performance appraisal, and procedural justice literatures are discussed.

The importance of police treating citizens with procedural justice is well recognized. Recently, scholars have begun exploring officers’ views and beliefs that are associated with support for procedurally fair policing, but have not relied on a consistent conceptual framework. In the present study, we propose such a framework, focusing on three core realms of the policing environment: officers’ affiliation with their supervisors, officers’ perceptions of their authority and powers, and officers’ relationship with the public. We then use this framework to predict Israeli police officers’ endorsement of procedurally just policing. We find positive, direct effects for perceived public support, self-legitimacy, years of experience, and being a minority officer. In contrast to previous findings, internal procedural and distributive justice did not show significant effects. We discuss these findings and their implications, and stress that the relationship between attitudes toward procedural justice and actual behavior continues to be explored.

Prior research has consistently shown that perceptions of procedural justice promote individuals’ compliance with the law. Several studies have also identified mechanisms that explain the association between perceptions of procedural justice and compliance (e.g., social identity). However, the potential role of risky behaviors as a mediator of the association between procedural justice and compliance remains unexplored. This study examined whether risky behaviors can mediate the relationship between procedural justice and violent inmate misconduct. Data for this study were derived from a sample of 986 incarcerated felons in South Korea. The present study employed structural equation modeling to test how risky lifestyles mediate the association between procedural justice and violent misconduct. The results showed that procedural justice reduced violent inmate misconduct. Additionally, the mediation hypothesis received partial support: the direct effect of procedural justice on violent misconduct was partially mediated by involvement in risky activities. Taken together, the results highlight the importance of the interrelationship between procedural justice, risky lifestyles, and violent misconduct in a prison setting.

This field study used structural equation modeling to investigate the relationships among: (1) distributive and procedural justice; (2) justice components and organizational commitment; and (3) justice components and behaviors/behavioral intentions. The results suggest that, over time, procedural justice judgments are likely to influence perceptions of distributive justice, but not vice versa. In addition, the results suggest that both distributive justice and procedural justice have reciprocal relationships with commitment and turnover intentions, although in some cases they are contingent on lagged effects. Relationships between procedural justice and behaviors (i.e. compliance, performance) were unidirectional, significant only in the justice-to-behavior direction.

Service companies often face complaints due to the challenges of providing standardized services. Unlike manufacturers that produce standardized products using machines, service companies are more susceptible to consumer complaints. Procedural justice and interpersonal justice are factors that determine the success rate of complaint handling. This study aims to examine the impact of procedural justice and interpersonal justice on complaint satisfaction through complaint handling. The study adopted a quantitative approach and involved a sample of 181 respondents, specifically consumers who have filed complaints with service companies. The test results demonstrate that both procedural justice and interpersonal justice significantly influence the effectiveness of complaint handling. The research also confirms that complaint satisfaction is influenced by both procedural justice and interpersonal justice. The study's findings indicate that successful complaint handling partially mediates the relationship between procedural justice, interpersonal justice, and complaint satisfaction. This research underscores the importance of procedural justice and interpersonal justice for service companies. They should prioritize complaint handling to establish customer loyalty and prevent negative word-of-mouth.

The purpose of this study was to examine the relationships among authentic leadership, job engagement, and procedural justice. Specifically, this study investigated the influence of authentic leadership on procedural justice and job engagement that was partially mediated by procedural justice. In addition, this study examined moderating effect of positive psychological capital on the relationship between authentic leadership and procedural justice and the effect of power distance on the relationship between procedural justice and job engagement. Data were collected from 300 Korean employees who were working in various organization via online survey, and 286 data were used for analysis, eliminating unreliable responses. The findings are as follows: First, there were positive relationships among authentic leadership, job engagement, and procedural justice. Second, the results of structural equaition analysis showed strong support for the proposed model, and the result of bootstrapping analysis supported that the effect of authentic leadership on job engagement is partially mediated by the procedural justice. Third, the results of hierarchial analysis showed that positive psychological capital moderated the relationship between authentic leadership and procedural justice, but there was no moderating effect of power distance on the relationship between procedural justice and job engagement. Finally, implications and limitations of this study with the direction for future research were discussed on the basis of the results.

Procedural justice is known to enhance perceptions of police legitimacy. Studies show that procedural justice may be less effective for some individuals and groups, while others show it to be more effective. This study investigates the contingency of the procedural justice effect and considers the effectiveness of procedural justice for certain individuals through the concept of disengagement. Utilizing a survey of 1480 ethnic minority group members, the study tests whether or not disengagement moderates the effect of procedural justice on perceptions of police legitimacy. As expected, we find procedural justice is linked to enhanced perceptions of police legitimacy, while disengagement is associated with reduced perceptions of legitimacy. Interestingly, the study finds that procedural justice is more effective for building legitimacy for ethnic minority respondents who report being highly disengaged from police. These findings highlight how police might be able to improve perceptions of their legitimacy among disaffected minority communities.

The procedural justice model of policing has gained much popularity in scholarship and empirical support in democracies, yet research on the procedural justice within police organizations, particularly the mediating mechanisms connecting internal procedural justice and officer behavioral tendencies, is rather limited. With an aid of survey data collected from Taiwanese police officers, this study tests the connections between internal procedural justice and officers’ compliance with agency rules and cooperation with supervisors via an essential element—trust in supervisors. Internal procedural justice was found to be directly related to trust in supervisors and officer cooperation with supervisor, whereas the association between internal procedural justice and compliance with agency rules is mainly indirect through trust in supervisors. This study concludes with discussing research and pragmatic implications of findings.

In Polish psychology there has been no systematic research so far on the experience of contact with courts and on the evaluation of this experience using the theory of procedural justice. Polish psychologists do not have Polish instruments measuring procedural justice at their disposal. The Procedural Justice Scale is a measure operationalizing the dimensions of procedural justice according to Tyler’s model: respect, neutrality, voice, understanding, and influence. The aim of the present article is to present the work on the revised version of the Procedural Justice Scale, measuring procedural justice operationalized exclusively in psychological terms, and to present the psychometric properties of this scale. In particular, the author tested the reliability of the instrument and verified its validity based on confirmatory factor analysis, scale intercorrelations, and intergroup differences. The results confirmed the five-factor structure of procedural justice. They also confirmed the criterion validity of the measure, reflected in correlations with validation instruments.

Over the years, a distinct body of research has emerged that examines procedural justice in problem-solving courts. However, there is virtually no research to date on racial and ethnic differences in perceptions of procedural justice among problem-solving court clients. The present study seeks to understand the complexities of judicial procedural justice and race/ethnicity within problem-solving courts. Using a convenience sample of 132 clients from two problem-solving courts in a southern state, this study addresses a void in the literature by examining the influence of race/ethnicity on perceptions of procedural justice as well as the impact of race/ethnicity and procedural justice on clients’ likelihood of recidivism. Results suggest that Black problem-solving court clients’ have significantly lower perceptions of procedural justice, while also having a lower likelihood of recidivism. Perceptions of procedural justice did not influence recidivism outcomes. Policy implications and recommendations for future research are discussed.

Abstract- The objective of this research to explore the ability of Village-owned enterprise in realizing procedural justice. Village-Owned Enterprises should be able to provide justice for its members, but whether they are able to provide procedural justice to stakeholders, namely administrators and village communities. Research on Village-Owned Enterprises is mostly carried out in terms of governance in general, whereas specifically procedural justice has the potential to be investigated as part of governance implementation. This research was conducted with a qualitative method that traced the facts of procedural justice in the Karya Lestari Manunggal Village Company in Boyolali District. Data in the form of interviews with resource persons, namely the management of the Village Owned Enterprises and community representatives. The results of this study indicate that procedural justice cannot yet be fully realized in the Kalem Village-Owned Enterprises due to limited human resources. Conditions of procedural justice that can be realized in terms of the delivery of information in the Village Development Planning Consultation have been carried out. Procedural justice in village-owned enterprises still needs to be optimized by increasing the capacity of human resources. The Office of Community Empowerment in Boyolali District can provide more intensive training to improve human resources. Keywords: Village-Owned Enterprises, Procedural Justice

The present article chronicles the history of the field of organizational justice, identifies current themes, and recommends new directions for the future. A historical overview of the field focuses on research and theory in the distributive justice tradition (e.g., equity theory) as well as the burgeoning topic of procedural justice. This forms the foundation for the discussion offive popular themes in contemporary organizational justice research: (a) attempts to distinguish procedural justice and distributive justice empirically, (b) the development of new conceptual advances, (c) consideration of the interpersonal determinants of procedural justice judgments, (d) new directions in tests of equity theory, and (e) applications of justice-based explanations to many different organizational phenomena. In closing, a plea is made for future work that improves procedural justice research methodologically (with respect to scope, setting, and scaling), and that attempts to integrate and unify disparate concepts in the distributive and procedural justice traditions.

This paper focused on the issues of customer’s trust within the telecommunication industry in Malaysia. This paper looked into the importance of perceived organisational justices towards customer trust. In the event of service recovery, it is important for the managers to monitor closely the current processes (procedural justice), outcomes (distributive justice) and the communication between employee and customer (interactional justice). This with help the organisation to maintain customer loyalty and minimize customer switching to a different mobile provider. Primary data is collected through survey questionnaires from 181 customers who are the major mobile users in the industry. Likert scales were used and all variables demonstrated good values of consistency. This study found that, procedural justice, distributive justice and interactional justice are all having significant relationship towards customer trust. It is an indication that perceived organisational justice is an important antecedent for customer trust especially during service recovery period.

Procedural justice is one of the foundational principles of modern social governance. The different views of the academic circles on its origin have become "innate" and " acquired" schools. However, the division between these two camps has hindered the practical application of procedural justice in governance. The debate between the two camps centers on the question of whether people's inclination towards procedural justice is innate or acquired. What role does social indoctrination play in the formation of procedural justice? Research from developmental psychology has found that humans are born with a predisposition to procedural justice, which evolves and matures with age and cognitive level.

In this research, we investigated the relationship between procedural justice and employees’ commitment to supervisor in Rivers State of Nigeria. A survey questionnaire was sent out to a sample size of 103 employees, resulting in 99 responses out of which 13 copies of the questionnaire were not statistically usable. The Spearman rank correlation coefficient was used for data analysis. This study found a significantly positive relationship between procedural justice and employees’ commitment to supervisor. We found that employees tend to easily identify with supervisors that implement fair procedures than those that do not and employees do study or evaluate their organizations’ justice climate to identify procedural injustice by comparing policies of different organizations. We concluded that fairness of procedures could reinforce a healthy justice climate and employees’ commitment to supervisor in turn. The justices of outcome and interaction depend mainly on the justice of procedures, as unjust procedures may not turn out a just outcome. We, therefore, recommended that organizations should commission enquiries into the justice climate of the industries they operate, ascertain the best practice, beat such a practice or at least align procedures, policies and programmes with the principles of fairness.
