Taking into account the weight of its public companies and foreign debt and also the conditionality of international donors (World Bank and IMF), Tunisia has embarked on a vast program of privatization. This thesis work purpose is to identify the objectives, terms and stakes that conduct the Tunisian privatization process, and then comparing it to the implementation of the French privatization program. In the second part, the study describes the possible alternatives to privatization, particularly the public-private partnerships that are widely available today

Pełny tekst źródłaSince the beginning of the 20th century, two large –scale policies with contrasting effects have marked state-owned companies. The first one concerned the nationalization of private companies and developed in three main waves in 1936 ; 1945-1946 and 1982. The second one, officially initiated since 1986, aims at subjecting them to common law, opening their capital and partially or totally selling them off. Beyond those antinomical evolutions, the face of the public sector reflects the pursuit of a continous strategy elabored bu the State and materialized by the financial relations it has with its companies. Aiming at satisfying general interest and above allin variably the financial interestof the State these financial connections are organized not only to acquire and to manage public companies at lowest cost but so that the budget of the state can benefit from the sell offs. The strategy of the state being disclosed, then the question of the regulation of the financial relations between the State and public companies imposes the study of the corresponding legal framework. Influenced by European law and withion a context of increasing regulation, the legal framework of these relations remains invariably determined by the State. The appearance of guiding principles such as openness and sincerity along with normative attempts to transfer production centres constitute only the first signs ofe the transformation of the juridical frame analysed here. Eventually having to propose a framework consistent with their aims they are striving for, the rules of financial relations between the state and public companies have to respect a certain orthodoxy in their implementation. Thus, so as to make the financing of public companies profitable, the state resorts to common law techniques sometimes externalised which show both its attraction for the methods used in the private sector and the influence of the nature of its strategy. Nevertheless their relative efficiency and the criticized resurgence of elements not belonging to common law, in particular, in the sell off show the difficulty for the state to abandon totally its public legal entity. Finally being at the moment characterized by an empirical legal framework which opportunely and unevenly borrows its process from the other branches of law, the rules of financial relations between the state and public companies do not seem to propose a coherence which would enable it to stand as an autonomous body of laws. It is a functional and utilitarian law which is only built up with a view to satisfying the financial interests of State

Pełny tekst źródłaAt the end of 2001, thanks to the support of Western countries, Afghanistan has undergone great political, economic and social change.On the economic front, a new economic direction has emerged. It has two components: the change in the economic model and how this change is implemented. The market economy model is constitutionalized. The private sector is identified as a driving force of the economic development. In addition, a reform policy is implemented to allow the privatization of a number of public companies, including DABM, producing electricity, and the Ghori/Karkar cement plant. These are the two case studies of the thesis. According to the New Public Management (NPM), the move to the forefront of the financial character is neither seen as a break in the logic of the pursuit of missions, nor as a break in the logic of the delegation of sovereignty to private organizations. It will be necessary to understand whether these two logics are respected in this State in the process of institutionalization, and to analyze the new public policies in a perspective of importing the practices of the NPM in a deinstitutionalized State. This research will attempt to answer these questions

Pełny tekst źródłaMarket reforms have quite notably been used as a solution to increase the quality of public services and efficiency since the 1990s. Sweden has also introduced marketisation in the field of elderly care since 1992 to cope with increasing care needs while maintaining costs at a reasonable level. Yet, the introduction of a market mechanism in the welfare state is subject to increasing political and public debates. Many are sceptical about the purported benefits of a market, such as increased quality and reduced costs, as proposed by New Public Management. There have also been increasing critiques of the profit-making in care services in recent years.After two decades of marketisation, it is worthwhile to map out local politicians’ attitude patterns, namely, how they perceive the use of a market or quasi-market in a welfare state, where the market mechanism might challenge traditional principles such as universalism, solidarity, and equality. Complementary to studies on attitudes of public welfare, this research uses a unique survey dataset from 2014 to expand current understandings of politicians’ perspectives of marketisation.To be more specific, this study analyses three different aspects of marketisation: production, regulation, and financing. The results show that attitudinal differences between left- and right-wing politicians on private for-profit providers remain distinct. Political orientations of individuals, political majority in municipalities, and the privatisation level already achieved locally are identified as important factors in explaining local politicians’ willingness to privatise further. The preference differences continue to exist between the two blocs, and political ideology plays a major role in explaining these differences, more so than individual factors such as age, gender, or working position. Self-reported answers reveal that political ideology influences attitude formation. To a large extent, left- and right-wing politicians agree on welfare principles such as universalism, and they both recognise potential impacts that the market could have on society, such as inequality. It seems plausible that welfare state pluralism is the direction of the future.This case study serves as a solid example for examining the market development of public welfare in advanced welfare states and also contributes to the discussion of the potential role of political ideology in post-austerity welfare reforms

This reversal follows the failure of the socialist development system set up in 1975. In Laos and Viêt-Nam , free market economy was introduced by the communist party, which retained their supremacy over the country. In Cambodia, the democratisation process initiated by the United Nations was a relative failure, thus allowing the communist party to keep the power, despite the apparent multi-party system. This political context arouses questions about the future of these countries, especially their economic development. The return to free market economy was achieved at the institutional level. Two types of reforms were completed : reforms towards a macro-economic stabilisation on the one hand, and structural reforms on the other hand. Pełny tekst źródłaPublic spaces now depend on a neoliberal and entrepreneurial city that has to obey economic profitability priorities. This thesis aims at showing how municipalities try to bolster their image in order to attract new capital, which entails getting rid of its undesirables (the homeless and other people perceived as problems) who tarnish their public spaces’ image. This thesis includes three case studies : two malls The Grove and Americana At Brand, Business Improvement Districts and Safer Cities Initiative a zero tolerance policy program initiated by the city of Los Angeles in 2006. The goal is to understand to what extent the urban experience has been tempered and regulated with new codes, and in which all disturbing aspects have all been disolved in an urban fabric cleaned of all socio-cultural diversity. The automatic exclusion of undesirables embodies perfectly well this desire to impose dominant norms. All these new spaces seem safe and secured but they turn out to be controlled, surveilled, deprived of authenticity, in which bevahiours are heavily scrutinized. This thesis also aims to demonstrate how spatial and social exclusion mutually reinforce each other. Finally, it analyzes groups that are against public space privatization and offers alternatives to the redesign the contemporary city

It is thus crucial to analyze the assumptions on which this relationship is based. The most visible partners are private and corporate foundations which claim to play a very active part in leveraging educational reform. Most of the time, they champion reforms inspired by a neoliberal vision of corporations and their role in society. However those business methods also influence public education reform policies, which is why we need to underline the often « neotaylorist » nature of the management theories that are implemented in public schools while insisting that those theories are not necessarily approved of by all in the business world. Moreover there are forms of an even deeper penetration of a certain corporate doxa at school. Schools may indeed be seen as yet another commercial field in which advertising and profit motives have a legitimate place. Corporations running public schools for-profit and commercialism (marketing, sponsoring. . ) are phenomena that develop without triggering much questioning in the media about the kind of schools Americans really want. Finally, while those trends are indeed criticized by a few, it seems that they have a hard time getting their message across :hence the need to highlight the principles and the pedagogies on which they build their approach

Pełny tekst źródłaWorldwide, educational systems have been reshaped on the basis of accountability and efficiency criteria. Together with these reforms, education, from basic to higher levels, has also been summoned up to meet ever-increasing political, economic and social demands. These shifts lead to several questionings regarding the origins and evolutions of modern education: If the consolidation of nation-states and the monopolisation of instruction by schools seem to have occurred concomitantly in Europe, how can we explain that we have found the same school pattern in territories located outside this West? And how can we account for the univocity of trajectories until the current changes in educational institutions?Our study focused on demonstrating that these similar patterns taken by education around the world have not resulted from an educational, linear development or from the domination of the European settler. First, the past and political, religious and economic games in non-Western societies played a role in shaping modern schools. Then the impact of a dominant policy paradigm has been tremendous in delineating the framework of change, even until today. Policy paradigm indeed establishes fundamentals and excludes other possibilities. However the receiving society eventually reshapes this paradigm to build a moving, unique, plural educational system.We have backed up our thinking by focusing on a specific empirical case, Thailand, and by combining a socio-historical and political analysis to an in-depth fieldwork. The aim was to understand the educational trajectory and the shifts in policy paradigms that have led this territory from traditional teachings to a Nation-State education, and nowadays an education of globalisation
