The Army Corps of Engineers' New York District has undertaken a series of estuary initiatives with the Port Authority of New York and New Jersey, and the states of New York and New Jersey to deepen the channels of the third-largest container port in the nation. Part of this work involves deepening the Kill Van Kull channel, which connects Upper New York Bay with Newark Bay, and serves as the main route for ships docking at the busy New Jersey harbors of Port Newark and Port Elizabeth. In the Kill Van Kull, they're dredging nine diverse types of materials, each of which poses its own engineering challenge. Where the harbor composition makes it possible, the Corps is drilling and dredging. Materials that the Corps is dredging include glacial till, which was left by the glaciers as they receded; red-brown clay, which is hard to dig; and four varieties of rocks. The project is using a liquid explosive for the blasting, and trying to do that during the day, so as not to disturb residents.

Time-of-day pricing policies provide lower toll rates during off-peak hours to reduce peak-hour traffic congestion. Time-of-day pricing was introduced at the Port Authority of New York and New Jersey (PANYNJ) bridges and tunnels on March 25, 2001, for E-ZPass users only. According to PANYNJ, 2 months after the implementation of the program, preliminary statistics indicated greater use of E-ZPass and some increase in off-peak travel. PANYNJ operates six toll facilities: George Washington Bridge, Lincoln Tunnel, Holland Tunnel, Bayonne Bridge, Goethals Bridge, and Outerbridge Crossing. In this paper, the relationship between toll price and travel demand at PANYNJ facilities was investigated with traffic data before and after the introduction of the time-of-day pricing program. Two main approaches were used. First, short-term elasticities were calculated with monthly traffic data from April through August for 2000 and 2001. Next, medium-term elasticities were calculated with monthly traffic data from May through August for 2000 and 2002. Seasonal variations in the database were also considered by performing related statistical tests.

A congestion pricing planning model was developed for the Port Authority of New York and New Jersey. The model is designed to evaluate possible incentive tolls for their effects on congestion delays at the six bridges and tunnels the authority operates between New Jersey and New York. The study used a stated preference survey administered to bridge and tunnel users, econometric choice models, and plaza volume-delay relationships as a basis for simulating the effects of changes in toll structure. The survey identified characteristics of trips, feasible alternatives for the trips, and the trip makers. A stated preference choice exercise was included to reveal trade-offs among toll, plaza delay, facility choice, and time period when the crossing would be made. Responses to the exercise were combined with other survey data, and econometric models of choice were estimated. The models associate the probability of travel choices with the conditions faced at the alternatives. The policy evaluation planning model combined choice model results, survey responses from individual respondents, and data on facility conditions, volumes, and capacities. As input it accepts a user-specified menu of tolls and discounts, potentially varying both by hour and by facility. As output it predicts automobile volumes, average delays, total delays, and toll revenue by hour and facility. The model is constructed to achieve equilibrium among tolls, delays, and volumes. Application of the model indicates considerable potential for reducing plaza delays.

This chapter recounts how, on September 13 at 8 a.m., the Coast Guard reopened the Port of New York and New Jersey, with significant restrictions in place. Commercial and vessel movements required Coast Guard approval. Vessels were subject to Coast Guard boarding and inspection. Meanwhile, large vessels were subject to further restrictions, including mandated advanced notice of arrival; provision of certified crew lists, including nationality; and other constraints. Anchorages remained closed, and commercial port traffic in general was significantly constricted under these new rules. Similar issues confronted land-based traffic as the Port Authority reopened area bridges and tunnels, as well as the bus terminal on that Thursday. Two days of bridge, tunnel, and road closures into Manhattan led to widespread disruption of commercial deliveries of all sorts. The chapter then considers the stories of the mariners who continued finding ways to offer their services after the waterborne evacuation.

Chapter 3 situates the memorial quadrant of the memorial and museum at Ground Zero within the broader context of the rebuilding of the area and the role of architecture, in particular high-end celebrity architecture. Financed by the unseemly transfer of $25 billion in public funds to the private sector, the rebuilding of downtown has resulted in a heavily fortified skyscraper and a glorified transportation center that provides a spectacular cathedral structure for what is essentially a shopping mall. This chapter aims to understand how the world of corporate celebrity architecture, which the private real estate interests and governmental agencies, such as the Port Authority of New York and New Jersey, wanted to deploy, ultimately produced a rebuilt downtown that had little interest in the needs of the public. This chapter situates these expensive and misguided architectural projects in relation to the shifting terrain of New York real estate and the reshaping of the city skyline through illicit global capital. Ultimately, the rebuilding of downtown is a cautionary tale in how the discourses of memory can get highjacked by the world of private interests, and in particular, the world of real estate development.

This chapter explores how the Metropolitan Transportation Authority (MTA) relied on debt to pay for 65 percent of its 2000–2004 capital program, compared to 37 percent in the previous program. When negotiating the MTA's $17.1 billion five-year capital program, Governor George Pataki and the legislative leaders agreed to place a $3.8 billion bond referendum on the November 2000 ballot. The referendum failed, but instead of eliminating funding for the Second Avenue subway, Pataki wanted the Port Authority of New York and New Jersey to help pay for the new subway by selling off some of its extensive real estate holdings, most notably the World Trade Center in Lower Manhattan. At the same time, the governor was turning over the reins of the MTA from Virgil Conway to a real estate developer named Peter Kalikow, who would be the first MTA chair to champion the Second Avenue subway since William Ronan in the early 1970s. In early 2001, the MTA said it would begin construction on the Second Avenue subway in 2004. On September 11, however, building a Second Avenue subway was not a priority to anyone, anywhere. Nevertheless, the aftermath of the September 11 attacks highlighted how the subway had prevented the city's economy from collapsing.

Abstract Two-Party politics could tame farmer/worker radicalism because bourgeois/ middle-class ethos and politics pervaded centers of enterprise to cut deeply into the producer class. Ever since the onset of market revolution, the northeastern commercial gentry had been mustering cultural authority against democratic challenge to their political authority. The American bourgeoisie enlisted conservative clerics and the emerging professional/ intellectual elites of lawyers, doctors, professors, writers and artists to school all classes in a pansectarian middle-class culture of effortful “character” and self-improvement. Cultural capital Philadelphia was hobbled in this effort by Quaker privatism and denominational/party strife, while booming but equally divided New York City neglected “elegant & useful science” for “eager cultivation & rapid increase of the arts of gain.” Primacy in the capitalist surge-cultural as well as entrepreneurial and technological-passed to New England, where Puritanism sanctified effort and Bible-reading literacy, while topography brought water power almost to seaboard and agrarian crisis honed both labor and enterprise for manufacturing. Arminian/ antinomian polarities energized rival wings of the Yankee cultural offensive. Boston’s arminian Brahmins consolidated their commercial profits for industrialization and their Unitarian institutions for cultural preeminence through family marriage alliances, testamentary trusts, and generous endowment of Athenaeum library, Massachusetts General Hospital, Lowell Institute for public lectures, Massachusetts Historical Society, North American Review, and preeminently Harvard College.

<p>The Port Authority of New York and New Jersey has completed the replacement of the congested and functionally obsolete Goethals Bridge, a circa 1928 steel cantilever truss bridge, with a dual-span modern cable-stayed bridge connecting Elizabeth, New Jersey and Staten Island, NY. Designed as a 150 year service life structure, the newly opened crossing paves the way towards achieving the possibility of a 200 year bridge, both in material durability, structural redundancy / resilience, and modal flexibility.</p><p>The new crossing features three eastbound and three westbound lanes plus a 3 m wide shared use path (SUP) for bicycles and pedestrians. To accommodate future expansion, the superstructure of the cable stayed spans is designed to receive steel framing to support a variety of possible transit options including light rail, while the substructure need not be strengthened for this future load. With a 274 m main span, the new crossing provides a significant maritime navigational improvement over the original 205 m steel truss span.</p><p>Herein we focus on the strategic application of corrosion protection strategies to achieve the long service life in a competitive bid environment, structural benefit of the design as relates to resiliency, modal flexibility, and operational redundancy to withstand extreme events.</p>

On September 11, 2001, the terrorist attacks that destroyed the World Trade Center (WTC) in Lower Manhattan, New York City, also damaged the Port Authority Trans-Hudson Corp.’s (PATH’s) busiest terminal serving the heart of the thriving downtown financial, commercial, and residential district. The aftermath of the attacks also forced the closure of PATH’s key station at Exchange Place that serves Jersey City, New Jersey’s expanding “Gold Coast” business and residential area. PATH’s more than 260,000 average weekday commuters between New Jersey and New York were affected in some way by these tragic events, and PATH ridership fell sharply during the following months. Among the PATH facilities that were damaged or destroyed at WTC, and in the two Hudson River tubes, and at Exchange Place Station were all of the electrical, power, signal, and communications systems. Recovery and restoration work began immediately, but was hampered by the extensive rescue, recovery, removal, and demolition work at the World Trade site. Broken water lines and fire fighting efforts flooded both river tubes, which were later sealed at Exchange Place to prevent additional potential damage to PATH’s New Jersey facilities. This paper describes PATH’s recovery program to replace the electrical, power, signal, and communications facilities from Exchange Place to the WTC Terminal. A temporary WTC terminal has been built to restore direct service to Lower Manhattan’s financial, business, and residential center as of November 23, 2003. As part of this program, new trackwork was installed to enhance operational flexibility and provide temporary interim service to Exchange Place Station, which reopened June 29, 2003. Capacity expansion provisions were included to allow for future 10-car train operations when a new rail car fleet is procured. Facilities replaced include a new traction power and auxiliary services substation, new cables, ductbanks, new signals and central control system, wayside phones, emergency power removal switches, tunnel lighting, radio antenna, and fiber optics. An accelerated design and construction schedule was followed, using a broad combination of in-house, consulting, and contractor forces.
