A secular approach has dominated federal studies, perhaps because there seems a natural fit between federalism and secularism. However, the federal systems or practices of Asia bring that close association into question, and the federal accommodation of religious demands has not been examined fully. This article focuses on how religion has been approached, accommodated or resisted in federal and quasi-federal states in Asia. We select India, Malaysia, Pakistan, Myanmar, Sri Lanka and Nepal as cases. We first explore the relationship between federalism, secularism and religion, and find that secular values at the point of federalisation played an important role in federalism's establishment, but that they were later modified in the practice of federal accommodation of religion. We also identify and examine the federal governance of religious diversity, which features three types of accommodation—centrally-based, unit-based and group-based accommodation—with accommodative practices sometimes being for the benefit of a majority religion, and sometimes for a minority one.

It is widely recognized that the traditional institutions and processes of Canadian politics, such as executive federalism, elite accommodation and brokerage parties have fallen into disrepute with large sections of the Canadian public, and political scientists have noted their failure to resolve long–standing conflicts in the area of constitutional politics. I argue that the reasons why these processes have failed to manage constitutional political conflict have not been properly diagnosed. In particular, Canadian political scientists have not adequately differentiated executive federalism from accommodation and brokerage, often assuming they are contingent on each other (as they are, by definition, in the commonly used expression “elite accommodation”). The pessimism among some Canadian political scientists about Canada's ability to amend the Constitution to the satisfaction of major groups stems in large part from the misplaced assumption that the brokerage and accommodation necessary in Canada require executive federalism. This conventional wisdom suggests that since executive federalism is discredited and has been replaced by a populist requirement for citizen participation, usually through referendums, shuns accomodation in favour of a mojoritarianism which is unable to deal adequately with the problems of a multinational federation like Canada.

A study of his life and politics offers a perspective on the origins of the moderate, adaptive, political personality and on the tension between ideology and accommodation to the point where it is difficult to determine what core of principle remained.

"Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity," formerly known as "Statistical Policy Directive 15," is a classification system that has formed the basis of the U.S. government's collection and presentation of data on race and ethnicity since 1977. During the mid-1990s, it underwent a public evaluation to determine whether the racial and ethnic group categories should be revised. This article examines the history of Statistical Policy Directive 15 from its origins through October 1997 and evaluates its consequences on political, economic, and social life. Among the many lessons that government information specialists can take away from the history of Statistical Policy Directive 15 is that classification systems are not neutral tools that objectively reflect and measure the empirical world. Classification systems cannot be isolated from the larger political setting. They are tightly linked to public policies, and, in the case of racial and ethnic group classification, they constitute highly contested social policy about which there is little public consensus.

This thesis is an attempt to study local level politics among the urban poor, i.e. the squatters in Kuala Lumpur, the capital city of Malaysia, by focusing attention on a Malay squatter community in a squatment in the southwestern part of the city and examining their struggle to retain their illegally occupied land and their attempt to improve their living conditions in the squatment in the face of an apparently unsympathetic urban bureacracy. The study is prompted by Oscar Lewis' theory of 'culture of poverty' and the concept of marginality and it is the contention of this thesis that the Malay squatters are neither marginal nor do they exhibit traits of Lewis' 'culture of poverty'; they are sufficiently well organised at the community level which accounts for their success in achieving some of their communal goals and such success is attributable to their close association with politicians from the party in power. The thesis consists of eight chapters. Chapter I, the introduction, outlines the aims and scope of the thesis, its problems, theoretical orientation and provides a brief background of the country and its people. Chapter II traces the historical development of squatting in Peninsular Malaysia (formerly Malaya) with special reference to the emergence of squatting among Malays in Kuala Lumpur. Chapter III examines the development of the squatment under study and the squatters' initial involvement with political parties. Chapter IV deals with the squatter community, its economy and social networks. Chapter V takes a look at the squatters' relationship with the United Malays National Organisation (UMNO), the predominant party in the ruling Barisan Nasional (National Front) between 1967 and 1977. Chapter VI examines the basis of the squatters' dependency on UMNO and the exchanges taking place between them, while Chapter VII looks at the role of the political party in community organisation of the squatters. Chapter VIII, the conclusion, summarises the findings of the thesis, compares the Malay squatters with those of other ethnic groups and explains the nature of the relationship between the squatters and UMNO in terms of political party patronage.

This study examines practices used by the Malaysian elites in their efforts to solve problems related to ethnic and cultural divisions in the country. The study traces the history of political development of Malaysia, from the very first attempt at inter-ethnic co-operation --- the meetings of the 1949-1950 Communities Liaison Committee --- to the most recent one --- the deliberations of the 1989-1991 National Economic Consultative Council. The focus of the research is on political and economic issues involved. Theories which are relevant to the study of ethnicity and political stability such as 'pluralism', consociationalism and conflict-regulation theory are reviewed in this study. In addition, alternative explanations of contemporary Malaysian politics such as those provided by critical social theory, political economy/development and radical political economy approaches are also included. Empirically, the research is based on personal interviews in Malaysia in 1993, materials on the National Economic Consultative Council, letters, parliamentary debates, government and party literature, newspapers, periodicals, election manifestos, articles and books related to the subject. This study shows that the ideal concepts of consociationalism cannot fully apply to contemporary Malaysia. Because of the dominant role of UMNO in the Barisan Nasional, the system has developed into 'asymmetric accommodation'. However, there is still an adherence to the principle of multi-ethnic coalition, a genuine power-sharing and the presence of accommodative attitudes and motives among the elites which the consociational model highlights.

The main purpose of economic research is to monitor the per­formance of a particular national economy and analyse the factors that determine its growth and fluctuations. Gross domestic product is primarily used to assess the performance of the economy. It is, however, also neces­sary to look at the labour market situation. COVID-19 pandemic is one of the factors that have impacted the Slovak economy and the labour market situation. The purpose of the paper is to evaluate the changes in the labour market and the performance of the Slovak economy in connection with the COVID-19 pandemic. The pandemic has resulted in lower economic perfor­mance. Particularly affected were the accommodation and food service activities, wholesale and retail trade as well as the manufacturing industry. Consequently, the labour market situation reflected these phenomena in decreased employment and increased unemployment rates.

This paper addresses the factors involved in effectively implementing a world-class program/project management information system funded by multiple nations. Along with many other benefits, investing in and utilizing such systems improves delivery and drive accountability for major expenditures. However, there are an equally large number of impediments to developing and using such systems. To be successful, the process requires a dynamic combining of elements and strategic sequencing of initiatives. While program/project-management systems involve information technologies, software and hardware, they represent only one element of the overall system. Technology, process, people and knowledge must all be integrated and working in concert with one another to assure a fully capable system. Major system implementations occur infrequently, and frequently miss established targets in relatively small organizations (with the risk increasing with greater complexity). The European Bank of Reconstruction (EBRD) is midway through just such an implementation. The EBRD is using funds from numerous donor countries to sponsor development of an overarching program management system. The system will provide the Russian Federation with the tools to effectively manage prioritizing, planning, and physically decommissioning assets in northwest Russia to mitigate risks associated the Soviet era nuclear submarine program. Project-management delivery using world-class techniques supported by aligned systems has been proven to increase the probability of delivering on-time and on-budget, assuring those funding such programs optimum value for money. However, systems deployed to manage multi-laterally funded projects must be developed with appropriate levels of consideration given to unique aspects such as: accommodation of existing project management methods, consideration for differences is management structures and organizational behaviors, incorporation of unique strengths, and subtle adjustment to compensate weaknesses. This paper addresses the architecture and sequencing of implementation. A properly designed program/project-management system provides necessary tools for those planning the program as a whole, as well as those tasked with delivering individual projects. It also provides a communication framework to transfer information to parties on the funding side of the equation. Aligned program and project management methods are key to making the overall effort effective. Ultimately, progress and transparency are essential outcomes that help to sustain funding and mitigate major funding fluctuations that create havoc for any project. A solid program-management system must provide donor countries the ability to know what is to be accomplished, how much it should cost, and over what period of time, as well as provide adequate transparency into how much is being accomplished at any given point in time. Prioritization, funding, transparency, politics, and many other considerations come into play when dealing with challenges that take decades to overcome. These issues exist for most programs, but the situation becomes even more complex when dealing in a multi-lateral framework. Project management methods and systems relate directly to program level ones and underpin the higher level program system. Before continuing, it is important to summarize the distinctions between program and project management. Program management primarily incorporates efforts relating to the identifying what is to be done over a long time horizon involving multiple projects. Project management, in contrast, generally embodies the efforts of how identified scope shall be done. Many of the efforts performed in each are similar and the distinction between programs and large projects in particular are often blurred. In general, the environment that a program manager deals with involves more uncertainty than a project manager. The essential point, however, is that a program consisting of perfectly sequenced and executed projects can still fail to provide the desired benefit if the overall program strategy is flawed or fails to adequately communicate the vision to the many lower-tier managers involved on individual projects.

Ongoing urbanization, combined with market fundamentalism as the prevailing mode of political management, is leading to the spatial and social segregation of economic classes in cities. The housing market, being driven by economic interests rather than public policy, favors inflexible forms of ownership or tenancy that are increasingly incompatible with the more diverse forms of live-work patterns and family structures occurring in the society. This paper presents a research-by-design project that explores a speculative future scenario of housing, based on current developments in digital technologies and their impact on the mobility and accessibility to services enjoyed by urban residents. It references technology platforms that underpin the 'sharing economy' or 'gig economy', such as 'pay-as-you-go' car and bike sharing programs or internet and smartphone-based services for taxis or temporary accommodation. The study explores how new forms of participation in the housing market could circumvent the current segregation of different communities across the city. It describes a speculative system of distributed residential spaces, accessible to all on a 'pay-for-time-used' basis. By offering freedom of choice across domestic functions of greater range and accessibility than found within existing housing or hotel accommodation, the system would enable opportunistic or nomadic forms of living linked to the dynamic spatio-temporal occurrences of social, cultural or economic opportunities. The research references how new forms of social networking create new challenges and opportunities to participate in communities and explores how new technologies, applied to housing, can help to find a 'sense of belonging' within the technological society.

Turkey is leading of countries which showing continuous and rapid development in terms of tourism but tourism potential between Turkey and Central Asia Turkish Governments is not sufficient. The origin of most of the people living in Turkey is basing on the Central Asian Turks and Turkey should improve of the tourism activity between the Turkish government in this study has attempted to reveal tourism potential between Central Asia Turkish government and Turkey. In addition, has been mentioned economic impacts of the potential of tourism between the countries. The data were obtained by applying surveys intended for tourism businesses which have activities towards Turkey, Kazakhstan, Kyrgyzstan, Turkmenistan, Tajikistan and Uzbekistan (Accommodation and Travel Business) and various tourism businesses in these countries in relation to increasing the inadequate tourism potential of among the countries, the causes of problems between the countries and the impact on the economy, tourism businesses. By analyzing the obtained datas, several conclusions are revealed and recommendations were presented. Also it is planned to conduct interviews with Central Asia Turkish Governments consulates and Turkey's consulates in located in Turkey. In this study, legal and political barriers, it has emerged as a major challenge in the development of tourism between countries. The study consists of two parts. In the first section, information about the countries and literature survey subject to was conducted. In the second part, it is interpreted by analysis with the obtained data and information.

This study raises three questions to better comprehend the crisis women face in Algeria today: how are the state and the opposition groups addressing and defining women’s contemporary status, what is the link between women’s status and violence against them, and what are the tactics both of resistance and accommodation that Algerian women are using to survive in such a context? Throughout this study, the term “Islamic Fundamentalists” refers to movements and people in Algeria who use the “recovery” of early principles of the Ideal Muslim Community to develop their idea of a future Islamic “social order,” with the ultimate desire of achieving political power, often using violent means. This study discusses the general characteristic of these movements and the surge of political Islam in post-independence Algeria. This study investigates how violence—or the threat thereof—has become acceptable as a legitimate instrument to control women and force them to conform to a vision of an “Ideal Islamic Society.” As this report states, this type of violence, unlike state violence, is exclusively perpetuated by members of militant Islamist movements.
