Since politicization persists, threatening public sector governance and management, there is a need to further understand this phenomenon and its consequences. Previous empirical studies conducted predominantly in the United States have found a negative impact of politicization on performance; however, the reasons behind this relationship remain elusive. In this article, we inquire into the effect of politicization on organizational performance, and we propose that such influence can be explained by a deterioration of human resource management (HRM) practices. Using data from a national survey of municipal managers and mayors in Chile, our results confirm the negative impact of politicization on the performance of public agencies, which is partially mediated by politicization’s deleterious effect on their HRM practices.

The article is devoted to an actual interdisciplinary problem at the intersection of political science and religious studies – the discourse of the political in religion, the politicization of religion, the artificial transfer of purely spiritual values, phenomena and categories into the political field in order to use religion for political purposes. The author considers the problem from two angles: (1) the politicization of religion for mercenary purposes and (2) the clergy’s political activity based on a deliberately politicized religious teaching that has a strong political platform (ideology) at its core. This study is purely theoretical, and nevertheless the author undertakes a number of empirical digressions in order to demonstrate how the politicization of religion manifests itself in the socio-political sphere of human life. Thus, the main problem of the study should be designated as a theoretical understanding and disclosure of the practical significance (i.e., risks and effects) of the religion politicization’s negativity and how it could effect on religious groups. The article identifies the objective factors of the mutual influence of religion and politics, the presence of strong political origins in a number of creeds, and the rich historical experience of the political role of faith in society.

European Union (EU) trade policy is in the spotlight. The Transatlantic Trade and Investment Partnership (TTIP) negotiations triggered substantial public mobilization which emerged in a surge of literature on trade politicization. Notwithstanding politicization’s topicality and significance, it varies considerably over time, across trade agreements negotiations as well as across EU member states. By picking up on the latter, this article examines why, despite similar economic benefits potentially to be gained from trade liberalization, TTIP negotiations revealed striking differences in politicization in Germany and the UK. Understanding this variation is illustrated by highlighting the impact of some of TTIPs’ substantial issues mobilizing a range of materially and ideationally motivated stakeholders, who in turn shaped diverging governments’ trade positions of the countries under scrutiny. In explaining this selective politicization across two European countries, focus is on three explanatory variables, domestic material interests (business associations and trade unions), societal ideas (voters and non-governmental organizations [NGOs]) dominant in these countries’ domestic politics, as well as their interaction with national institutions. For this reason, the societal approach to governmental preference formation is employed which provides a detailed exploration of these three domestic factors, as well as the importance of their interdependence, in shaping the TTIP positions of the UK and German governments.

Although politicization is a perennial research topic in public administration to investigate relationships between ministers and civil servants, the concept still lacks clarification. This article contributes to this literature by systematically identifying different conceptualizations of politicization and suggests a typology including three politicization mechanisms to strengthen the political responsiveness of the ministerial bureaucracy: formal, functional and administrative politicization. The typology is empirically validated through a comparative case analysis of politicization mechanisms in Germany, Belgium, the UK and Denmark. The empirical analysis further refines the general idea of Western democracies becoming ‘simply’ more politicized, by illustrating how some politicization mechanisms do not continue to increase, but stabilize – at least for the time being. Points for practitioners The claim of increasing politicization of the interaction between ministers and civil servants is often made in research and government practice. As the completely neutral bureaucracy is a myth rather than empirical reality, all democracies have to balance demands for both neutral expertise and political responsiveness. The latter often involves the introduction of politicization mechanisms. Politicization comes in a variety of forms, and the article develops a typology covering formal, functional and administrative politicization. Further it empirically demonstrates how politicization mechanisms not only increase, but how they develop and interact, altering balances of neutrality and responsiveness in potentially conflicting ways.

For decades, rhetoric has been utilized by both politicians and those in the scientific community to convey either support for or denial of the existence of climate change. This study combined two forms of rhetoric in the forms of both framing and politicization to determine which form of rhetoric is most powerful in influencing a person’s attitudes and behavioral intentions. Pro climate change frames are expected to increase support for climate change action, while anti climate change politicization is expected to decrease support for climate change action. The results of this study show that select frames have the intended effect of influence on increasing support for climate change measures. Surprisingly, the results also show that politicization that questions the science of climate change has the power to both increase and decrease support for attitudinal measures with regard to climate change.

Using annual reports of Austrian listed corporations between 1990 and 2005, we analyze how corporations theorize their social and societal responsibilities. We empirically illustrate that these organizations not only evoke several distinct domains of corporate responsibility, but also assign themselves and others specific positions in the social matrix of relevancy and power - which in turn gives rise to a distinct pattern on the field level. We discuss various features and implications of what we describe as a politicization of individual corporations at the price of a relocation of politics away from recognized and firmly institutionalized arenas of collective interest representation (i.e., the polity) as well as a broad-scale de-politicization of society.

A growing literature in international relations theory explores how domestic institutions filter and mediate international signals. The study of intelligence-policy relations fits naturally into this mold, because intelligence agencies are specifically designed to collect and interpret information about the international environment. This study provides a general framework for theorizing about intelligence-policy relations by exploring how leaders respond to new intelligence estimates. In addition to providing a deductive characterization of the intelligence-policy problem, the dissertation presents a model of politicization, defined as the manipulation of estimates to reflect policy preferences. When leaders commit themselves to controversial policies, they have strong domestic political incentives to put pressure on intelligence agencies to publicly support their decisions. Intelligence agencies control secret information and presumably have access to sources that are unavailable elsewhere. For this reason, the use of intelligence for policy advocacy is a uniquely persuasive kind of policy oversell. The dissertation tests the model in a series of pair-wise comparisons. The first pair of cases explains why the Johnson administration first ignored and later politicized intelligence on Vietnam. The second pair explains why, despite their differences, the Nixon and Ford administrations both ended up politicizing intelligence on the Soviet strategic threat. The last pair of cases compares the U.S. and British responses to intelligence before the recent war in Iraq. The results of the study show that domestic variables identified in the oversell model strongly affect the likelihood of politicization. Organizational and individual-level explanations are less satisfying.

Abstract: When former President Calderón declared war on the cartels in 2006, Mexico was plunged into insecurity, and the government has been trying to reassert control of the security situation ever since. While the situation has improved, the fight will not be over until the police are in control of the streets. Historical and structural problems have plagued the police, forcing the military to play a central role in internal security operations. While a number of positive reforms have been implemented in recent years, there is still much work to do. This paper will examine some of these past reforms and their effects. Current tactics as well as potential reforms and strategies for the future will also be discussed, with a focus on the police reassuming the central role in internal security.

The 2014 “Umbrella Protest’ and 2011-12 Occupy Central demonstrations in Hong Kong were sited along and under segments of the city’s well-known pedestrian bridge infrastructure. The walkways are often cited by critics as examples of a public realm compromised by private management and surveillance. But these recent events compel a reexamination of the bridge network, and whether these privatized connectors, through their appropriation as spaces of informal and unsanctioned activity, have evolved into a supporting armature for dissent and a kind of ‘infrastructure of inclusion’.

This study analyzes the role of religion in Orthodox countries, where religion plays an important role when it comes to national identity, focusing on Serbia and Montenegro. Apart from analyzing this specific connection, the paper addresses the politicization of religion by both the state and religious institutions during the turbulent events in Montenegro between 2019 and 2020. Critical discourse analysis and the Discourse-Historical Approach is used to analyze the potential but significant shift in the ethnoreligious and nationalist discourse of Serbian Orthodox Church officials. These methodological tools are used to observe the phenomenon of politicization of religion and frame the discourse of the two actors of this process, the Serbian state and the Serbian Orthodox Church. The paper concludes that the Serbian state has to “defend” the influential position of the Serbian Church due to their historical connection. By protecting the Church, the state is showing its dedication to the preservation of the Serbian national identity.
