This research is a qualitative descriptive case study about the urban agriculture policy community in Kelowna, British Columbia, Canada. I use Sabatier’s Advocacy Coalition Framework to structure the research and examine the policy actors within the policy community, their beliefs about urban agriculture in Kelowna, the relationships they share with other policy actors, the challenges they face, and their priorities in advancing the urban agriculture agenda to align with their vision of a healthy community. This research is informed by population health and food security theory, and the World Health Organization Healthy Cities movement. This research was conducted using semi-structured interviews with 11 policy actors in the policy community, representing a variety of sectors in the food system. This study reveals that overall, the policy actors interviewed understood urban agriculture in much the same way. In their own language, they all pointed to the importance of urban agriculture with respect to its contribution to fostering a healthy community. The actors could articulate their roles as they relate to urban agriculture policy, but many actors recognized that their roles were evolving and with that, their understanding of their roles in the policy community. This contributed to their understanding of the roles of other policy actors in the community and if, why, and how to partner with them. Some challenges with partnerships are identified. The participants shared many priorities. The results suggest that the policy community is not well networked and that most actors do not collaborate with each other, and in most cases, are not aware of one another. However, collaborations between a few of the policy actors has suggested the modest formation of a policy coalition. The policy actors have a clear desire to work together and to better understand the policy community. Additionally, the policy actors agree that urban agriculture is beneficial for Kelowna and that more opportunities for urban agriculture must be pursued and promoted to foster a healthier community. This research provides a snapshot of Kelowna’s urban agriculture policy community and provides insight into potential priorities and possible next steps for the policy actors within it.

The submission consists of twenty-three outputs, spanning over three decades. These range from books and chapters to reports, journal articles and edited publications. The accompanying commentary aims to set the submitted work in context, demonstrate that it constitutes a coherent whole, and that it makes an independent and original contribution to knowledge and the advancement of the academic field of community media within the discipline of media studies. A number of overlapping contexts are summarised: the socio-historical setting in which the practice of electronic community media first emerged; the ‘personal/professional’ context in which reflection on practical experience led to developments in theory and policy analysis; the academic context of the development of British media studies where at first radio was marginalised and there was no discursive space for the notion of community media, then a later stage where a wider range of theoretical contexts brought community and alternative media into the academic frame. Three main sections discuss, respectively, the candidate’s contribution to the identification and categorisation of community media, the application to it of theoretical perspectives, and the development of policy analysis. All three areas, it is argued, were part of a wider strategy aimed at bringing recognition to the field and which involved activities outside the scope of the submission (advocacy, interventions in mainstream media) but which are part of the context of the submitted work. For that reason an appendix (B) lists all the candidate’s publications on the subject, while others list conference presentations and other relevant activities. In addition, the documentation includes a brief career summary and statements by co-authors.

Whilst many developing countries engage in sound policy processes on macro level as far as economic and social development are concerned, the day-to-day victual needs of impoverished communities also depend on sound policies as well as appropriate arrangements, which take effect in the municipal sphere. Such needs, as food security, is dependant on the establishment of effective partnership agreements among all stakeholders, including local councils, district councils as well as metropolitan councils; the actual entities that are responsible to create the enabling environment in which food security could be enhanced. In this article, issues relating to food security, partnership models, the enabling environment, and community involvement in this partnership process, are discussed briefly. Public administration practitioners should ensure they contributively involve themselves in this debate. The article concludes by emphasising the need for a proper and structured approach to be followed, of a food security policy is due to be operationalised in practice.

This study is being conducted in the interest of discovering changes that can be made in transportation and workforce policy to promote economic development. These changes will revolve around the amalgamation of place-based and people-based strategies with an emphasis on investment in people. The people-based strategies will relate to transportation policy, while place-based strategies will pertain to workforce policy. The following research questions will be answered: What people-based policy changes need to occur through collaborative efforts to foster environments in urban areas that synthesize upward mobility through workforce development? What are the advantages of place-based and people-based strategies? How can transportation policy like Job Access and Reverse Commute grant programs, a people-based strategy, be changed to produce greater outcomes? What lessons can be learned from products of workforce development policy such as one-stop centers, a place-based strategy, in terms of performance? To answer these questions, the investigation uses case studies of Job Access and Reverse Commute grant and one-stop center programs, with the intent of deriving a framework for interagency coordination strategies. The case studies include the Northern Jersey Transportation, the Baltimore Metropolitan Regional Transportation and the Portland, Oregon Tri-Met Plans. In addition, one-stop centers within the same three regions were examined for potential connections. A comparative analysis of all the case studies will be performed focusing on six major components in order to propose a policy framework that includes federal influence, governance structure, mechanism to connecting with the marker, feedback mechanisms, incremental career step provisions, and accountability systems.

Bangladesh introduced menstrual regulation (early abortion) into its national family planning program in 1979, and for more than 20 years women with unwanted pregnancies have been able to avail themselves of a relatively safe and accessible service. Over the years, however, concern has been expressed about deficiencies in the implementation of the policy, and by the mid-1990s, the menstrual regulation (MR) policy was approaching a critical juncture. The introduction of health sector reforms and the waning of international and domestic support raised questions regarding the sustainability of the policy. This study was conducted to determine the factors that influenced the development of and support for the MR policy in Bangladesh, in order to explore how far those factors might influence future sustainability. The study used an analytic framework based on literature from the policy field to test what factors were important in the policy process in Bangladesh. Qualitative data was gathered from interviews and documents in an inductive approach to determine the development of the MR policy, which was then subjected to a retrospective analysis of the entire life cycle of the MR policy-how it came to be placed on the policy agenda, how and why it was formulated the way it was, and why it was not implemented as well as it could have been. Data gathered from interviews and document reviews were then used in a political mapping exercise undertaken in a prospective analysis for the policy, providing insights in relation to the future sustainability of the MR policy. The research suggested that the analytic framework used was helpful in providing a systematic analysis of contextual conditions, agenda-setting circumstances, and policy characteristics that could explain much of the variability in the policy process. The role of international donors and attitudes toward religion were found to be particularly relevant to explaining the policy process. The study concluded that the MR policy would likely not be sustained in the future unless purposeful action were taken to mobilise additional bureaucratic and political resources in support of the policy.

Using three different methods, this thesis critically explores New Labour policy discourses of community cohesion, alongside and in relation to, the construction and performance of gendered and racialised identities in a northern England town. The research is located at the intersection of feminist theory, critical race studies and critical social policy, and draws upon post structuralist approaches. Through an examination of community cohesion policy texts and in depth interviews with policy actors (used to refer to a diverse group of participants in the policy process), I consider how discourses of community cohesion are negotiated and constructed within the policy making process. I also explore how these policy stories contribute to gendered and racialised constructions of local 'communities'. Drawing upon ethnographic research conducted within a 'multicultural' women's group, I consider how communities and identities are negotiated and lived out in the 'everyday', and -in turn how these community stories both challenge and connect with community cohesion policy stories and policy actors' constructions of communities. My findings suggest that community cohesion can be understood as part of the wider New Labour project, drawing upon the ambiguous concept of 'community' central to the agenda of the 'Third Way'. My analysis of community cohesion policy texts indicate that whilst discourses of community cohesion are presented as a coherent agenda, they are multiple and muddled. The search for a set of common 'British' values alongside the management of diversity relies upon notions of integration, which resonate with attempts at assimilation. Moreover, my findings suggest that whilst gender blind, community cohesion policy discourses are deeply gendered and racialised, contributing to particular constructions of race and gender 'difference'. Nevertheless, it is evident that discourses of community cohesion have become rapidly entrenched within the language and practice of local government and local practitioners, bringing with it a 'new' framework governing race relations in the UK. My analysis of policy actors' interpretations of community cohesion policy points to the complexities facing policy actors engaged in 'making sense' of government policies; alongside and in relation to their personal and professional identifications. My findings suggest that New Labour discourses of 'community cohesion' enable practitioners to adopt a safer form of de-racialised language to talk about issues of race and ethnicity. Yet policy actors are also active in the construction of 'expert' knowledge about 'communities', which at times draw upon 'common sense' ideas. These narratives of 'community' and 'identity' often deny the ambiguous nature of identities and the 'messiness' of 'doing community' within the 'everyday'. Indeed, the findings from my ethnographic research conducted with women from different racial and ethnic positionings emphasise the multiple, complex and contradictory ways in which gendered and racialised identities are performed within and across 'communities'. These 'everyday' stories of 'community' both complicate and disrupt policy actors' narratives of community and the community cohesion policy agenda, whilst at the same time suggesting alternative ways of 'getting along' (see also Amin, 2005).

This thesis explores the connection between policy creation and social work practices that are related to this policy. The main aim of the thesis is to fill a gap that exists in the research in relation to the connection between particular policies concerning the care and protection of children and the social work practices related to these. Primarily, I am interested in the experiences of social workers in community groups and the issues and problems they face in trying to integrate these policies into their everyday practice. The thesis presents four case studies that highlight the interactive relationship that exists between policy and practice. These case studies have been developed from the interviews I conducted with care and protection community workers in Christchurch in 1999. The first two case studies - the development of the Children, Young Persons and Their Families Act (1989), and the process of devolution that occurred through the 1980s and 1990s - look at particular policy developments that have impacted on care and protection social work, and explore the way that policy creation and implementation is contingent on the specific time and place in which it is developed. The second two case studies - Family Group Conferences and Strengthening Families - focus on two quite different forms of social work practice and provide an insight into the way that policy is implemented and used by practitioners at ground level. These four case studies form the basis of an argument around the idea that policy and practice are dynamic and interactive processes that will inform and change one another. Rather than seeing policy as something that is created by bureaucrats in the state and applied by practitioners at the ground level, I argue that the policy process is more complex than this. The case studies provide practical examples of this idea, and explore the complexities of policy development and the relationship between policies, policy actors and specific community social work practices - an area about which there has been little research.

Over the past twenty years the arts and culture have become a popular vehicle through which local economic development can be pursued. Whilst this relatively new local economic development tool has generated much interest amongst academics, many have been content to simply provide descriptive accounts of its development. Where theoretical frameworks for analysis have been applied, they have failed to adequately examine and assess those local factors which have contributed to the development of these strategies. Interestingly, the evolution of arts policy as a vehicle through which to pursue economic development, has been mirrored by proliferation In coalitions as preferred vehicles through which governing decisions, at the local level are effected. Current debates surrounding the New Urban Politics have focused on the degree to which current modes of governance reflect: widened representation; increased community empowerment; and increased local autonomy. By employing regime theory as a framework for analysis, this thesis will examine how those local political factors in two cities have influenced the development of cultural strategy. Such an exercise will enable a comment to be made on the degree to which cultural strategies reflect more co - operative forms of decision making, increased access to new forms of expertise and community empowerment.

However, utility-scale and residential-scale solar projects also pose a variety of problems, which have created barriers to their broader adoption. Community solar projects offer a model for solar development that can reduce the problems associated with utility-scale and residential-scale projects, while simultaneously preserving the benefits of each. Developing the ability to understand one's adversary is a critical task for any professional in the military. In the army, this understanding is partially realized through a second language capability. This study involved quantifying results from different sites and methods of second language training for army linguists, using proficiency scores measured by the Defense Language Proficiency Test to determine if quantitative differences between methods of instruction existed. The hypothesis that trainees at Site 1 achieved significantly higher proficiency levels than trainees at Site 2 was used as the primary building block for this research. The objective of this study was to aid leaders in the linguist community in making evidence-based policy decisions. Social representation theory was used as the theoretical framework for understanding the norms and beliefs formed by the subgroups of linguists within the target population who were beneficiaries of the different methods of second language training. Secondary data were obtained through a Freedom of Information Act request to the major army command used as the target population for the study. The study found no significant difference between the language training sites as measured by the posttraining Defense Language Proficiency Test. Further study recommendations consist of investigating qualitative aspects of second language training. The primary social change impact of this research for the army linguist community may reside in the study's promotion of the best use of resources. To fulfill the national security role presented to the army, the most effective and efficient methods of second language training must be used.

Between the mid-eighteenth and the mid-nineteenth centuries, the Crown coordinated a revolution in land usage in the Kawartha Lakes, as elsewhere in the colony, through 'civilization' and land redistribution. Attempts to change native society and build settler communities did not quite unfold the way the government intended. 'Civilization' helped the Mississauga farm and taught skills that eased interaction with colonial society, but they continued to produce much of their food by traditional means. Speculation isolated settlers and made land acquisition more difficult, though some speculators provided essential services. Most immigrants bought land privately and many were not able to establish themselves as farmers. Preferential grants were particularly poor at distributing land to settlers and Crown or Clergy Reserves sales were much more likely to transfer property directly to users. The transition to agricultural land usage occurred largely through the state's mediation of conflicting claims to access.

This study aims to explore the position of diffusion oriented support mechanisms in European Community (EC) innovation policy. With the shift from the traditional linear model towards an integrative approach to innovation, the role of diffusion of technologies and knowledge, achieved greater weight. This shift in both the thinking of academic experts, and of national policy makers, induced EC policy makers to appeal for similar changes in Community innovation policy. From the mid-1980s, the Commission of the European Communities, the key actor in EC policy making, thought to move its innovation policy away from the traditional science push approach. This study shows that in the implementation of programmes for research, technology and innovation, the traditional linear model is still dominant. The core research and technological development programmes still operate from a science push concept of innovation, mainly due to their pre-competitive nature. The case of SPRINT illustrates that policy programmes with an integrated innovation perspective can be successful at Community level. However the programme operates in a relatively isolated position from overall research and technological development policy. The case of BRITE-EURAM illustrates the difficulties of collaborative research programmes, the bulk of EC support mechanisms, to move away from the traditional model. The study shows how conflicting policy objectives arising from the different policy networks that shape EC policy making, in combination with a lack of co-ordination in those policy domains, hinder the emergence of the integrated approach. Consequently EC diffusion policy, implemented from the perspective of the linear model, will have a sub-optimal impact on the competitiveness of European industries.

Since the terrorist attacks on the United States of America on September 11, 2001, approach to policing has observably been shifted across the country. Utilizing a qualitative methodology, this study explored the perceptions of community members from a Chicago, Illinois community regarding the shift in policing style post 9/11. Cooley's theory of the looking glass self, coupled with a phenomenological approach to understand the deeper meaning associated with the perceptions of the residents and the shift in policing styles in Chicago communities. The data were obtained from participants who were at least 40 years old and held a residence for at least 3 years in the area prior to 9/11 and 3 to 5 years immediately after 9/11. The study included the use of a semi-structured interview guide and the findings were analyzed using inductive coding with thematic analysis. The findings indicated that residents of the community want a positive relationship with the police but perceive that they are viewed negatively by the police and that police fear them. Participants agreed that they recognized a shift in policing strategies and consistently noted a desire for police to return to community policing strategies that they perceive have been abandoned in favor of more militaristic approaches to law enforcement. The positive social change implications stemming from this study include recommendations to police executives to consider the strategic and tactical demilitarization of the police department and integrate community preferences in future decision making regarding critical standard operating procedures including stop and frisk policies, training initiatives, and zero tolerance declarations. Adherence to these recommendations may improve oversight of officers and improve relationships with the community.

Change in American higher education is occurring at a rapid pace. The increasing reemergence of civic or community engagement as a key component in the overall landscape of American higher is emblematic of that change. Academic departments play a critical role in higher education change, including institutionalizing community engagement on campuses. Yet, designing a way of measuring community engagement specifically at the level of the academic department has not been undertaken. Based on advice from national expert/key informant interviews and the recognition of the importance of the role of academic departments in the overall institutionalization of community engagement in higher education, this study addresses a methodological gap in the literature concerning the measurement of community engagement. Several instruments have been developed primarily for institution-wide application, and some have been applied to academic units including colleges, schools, departments and programs. This study employs a grounded theory research strategy to develop and test a self-assessment rubric solely for use in academic departments. To ascertain the utility and validity of the rubric, this study pilot tests the explanatory framework in twelve social science departments located in five, geographically-diverse American universities. A secondary purpose of the study is to initiate an exploration of the potential use of institutional theory to more completely understand the constitutive role of the academic unit in the institutional transformation process. The research confirms the utility and validity of the departmental engagement self-assessment rubric. Additionally, the study categorizes and displays via histograms six overarching dimensions by level of support for community engagement for each of the twelve test departments. Finally, this research recommends instrumental as well as substantive areas for future research, including those that better connect institutional theory with efforts to embed civic engagement in the mission of traditional academic departments.

For the purposes of this study, a community garden was defined as an urban space that is divided into plots and assigned to individuals or households, who share in communal responsibilities and decision-making. A literature review found that little research exists regarding community gardening, particularly in relation to policy but also to some aspects of health. There were also similarities in the research between community gardening, gardening in general, and social and therapeutic horticulture (STH). The aims of this study were to explore the motivations, experiences and practices of community gardeners and garden coordinators within the City of Vancouver, and become familiar with key characteristics of community gardens; to investigate any health effects perceived in relation to community gardening; and to examine the role of policy in shaping community gardening in Metro Vancouver and other municipalities. Using a listing of community gardens provided by the City of Vancouver, garden coordinators were contacted and requested to participate in the study by completing a brief survey on phone or electronically, and by forwarding a request for participation to their gardeners. Besides email, gardeners were also recruited at garden events, and were thereafter interviewed on phone for approximately an hour. For emotional and social well-being, as well as nutrition, community gardening was perceived to be highly beneficial. For mental abilities, physical fitness and financial status it was found to have little to no substantial benefit or harm, given that, for the latter two, most community gardeners were regularly involved in more rigorous physical activity, and were also socioeconomically secure. Most gardeners were also less than 50 years of age, female, Caucasian, highly educated and high income earners, and most gardens were located in middle income neighborhoods, with an average of 64 plots, a mean area of half a city block, and a mean age of 10 years. Most Metro Vancouver municipalities had at least one community garden, but no policies in place that were exclusive to community gardening.

Developmental education policies in community colleges are being debated by the federal and state governments, foundations, and non-profit organizations. Much attention is being paid to community college students who need precollege level coursework in English and Mathematics. The Massachusetts' Department of Higher Education is actively promoting dialogue about community colleges, but one group remains outside of the policy conversation, namely students. They are subjects of educational research but have not been considered partners in policy dialogue.

The goal of this study was to examine and provide a forum for community college students to communicate their perspectives on the supports and barriers they face in their academic progress, and to identify ways to improve higher educational policy at the institutional and state level. Students enrolled in an eastern Massachusetts community college and who were placed into developmental courses were invited to participate in a Photovoice Project as co-researchers with the author. Participants took photos, discussed them, wrote captions, grouped their photos into themes, and presented their work in an exhibit. Each participant also took part in a focus group to examine supports and barriers raised during the Photovoice Project sessions. The resulting visual, narrative, and participant observation data were analyzed using narrative analysis methods: thematic analysis, structural analysis, dialogic/performance analysis, and visual analysis. This study offered developmental students an opportunity to provide feedback on the current ecologically based model of education policy, where national policy defines the conversation, which is narrowed by state policy and, finally, campus policy with the student in the center of concentric circles. The analytic framework of identity was used to understand developmental students' multiple identities, expressed in their photos, captions, group discussions, and interactions, and in turn to understand how these identities were nested in educational communities: the classroom, the peer group, and the institution. Participating students appeared to gain a new discourse identity as contributors to the policy conversation around educational policy.

This research produced three themes based on the contributions of the co-researchers, requests for transparency in placement testing procedures, opportunities for reinvention, and ongoing opportunities to be heard. Students were supported in moving forward when they had opportunities to share power with others in the community; they experienced frustration and disorientation when power was simply exercised over them. The value of involving students in a participatory, visual research methodology was also explored; students expressed support for these types of participatory "voicing" opportunities for all community college students, not just developmental ones. Marshall Ganz's theory of public narrative provided a lens for explaining why a method such as Photovoice could serve to include this at risk population in the policy debate. This study provides a lens for reassessing policies at the institutional and state levels. Policy implications include re-examining enrollment as the basis for determining community college funding and including a calculation based on student retention; providing training and certification for faculty teaching developmental courses at community colleges; transforming placement testing, fostering a more challenging curriculum where developmental students encounter college level work, and institutionalizing inclusion of student voices in policy development.

The limitations of this study include that, as an exploratory study, no direct conclusions can be drawn but the findings may be useful in broadening the ongoing community college policy debate and indicating potential areas for future research to improve academic progress of all community college students, including those deemed developmental. Including student voices, especially those most at-risk in the most American sector of public higher education--the community college--is a democratic, social justice, and social policy imperative.

This thesis investigates the origin and development of EC cultural policy through four case studies of policy formation. The four cases selected occurred in the pre-Maastricht period, 1955-1988. The first two policy experiences correspond to a pre-history of the EC´s cultural policy, the latter two resulted in authoritative policy decisions by EC institutions. The research objectives include historical understanding of this policy experience and an examination of the process of European policy formation. It draws upon archive material from the Historical Archives of the European Union. This material is organised and analytically narrated around the events that make up each episode. The approach is theoretically oriented case research – each experience studied corresponds to a policy episode. These policy episodes are analysed through a combined theoretical framework based on Kingdon´s multiple streams model (1995), which explains the pre-decisional and decision-making stages of the policy-making process, and on institutional processualism which seeks to attain a causal understanding of these processes that is sensitive to institutional context. This thesis represents one of the first applications of this model in the field of cultural policy. The comparative approach deployed identifies similarities and differences among the four episodes studied and compares the dynamics of the policy process between them with a view to generating theoretical generalisations about the formation of cultural policy in the EC in the period of interest. The application of Kingdon’s model to European public-policy to an extent tested the model, though ultimately it demonstrates its flexibility and relevance to a variety of agenda situations and analysis. The model was less successful in explaining policy formulation, in this instance, which is explained by the pervading institutional reach of the EC Treaties. A specific interest of Kingdon´s is policy entrepreneurship and how it affects the policy process and this is also a main interest of this research. The model worked well here but proved limited in that it generated only a partial explanation for the agency of cultural policy entrepreneurs whose motivations, we found, are intrinsic and specific to cultural policy.

There is persistence of rural poverty in African countries despite efforts by governments to implement community development projects to curb poverty in impoverished rural communities. Zimbabwe adopted the Poverty Alleviation Action Plan (PAAP) under which community development programme was initiated. Community development projects by NGOs and government did not manage to meet the needs of the impoverished communities in Mvuma rural communities. More so, the incremental approach to policy making adopted by the government of Zimbabwe failed to embrace the principles of community development, for example, participation of community projects beneficiaries on everything that impact to their way of living. Despite all the efforts to alleviate rural poverty in Mvuma rural district there is still persistence of rural poverty, characterized by poor roads and struggling of most families to meeting basic needs. Mvuma rural communities are rich in mineral resources and water sources that can be utilized instead of relying on external resources through NGOs. This therefore, calls on the government and NGOs to collaborate towards capacitating Mvuma rural dwellers in order to help alleviate poverty. This study employed qualitative approach to research as it was aimed at describing and understanding rather than explaining human behaviour. Purposive or judgmental sampling was applied. This technique was used as the researcher wanted to get hold of the people who are directly or indirectly linked to implementation of community development projects. However, quantitative method was used to gather demographic information. The PAAP policy relevance to poverty reduction in Mvuma rural district and in Zimbabwe in general was the heart of this study.

Robert Putnam's bestseller Bowling Alone proposed that people 'need to reconnect with one another' and rebuild their communities for the good of society. Although he may not have succeeded in instigating a revival of lawn bowls and bridge, Putnam did spark a debate about the meaning of "community" today and its role in bringing about positive social change. At a time when the communications landscape is set to transform with the introduction of digital broadcasting technology, this thesis looks at the status of community broadcasting and its role within civil society. Taking Australia's community television sector as its starting point, it aims to define the pressures, public philosophies and policy decisions that make community broadcasting what it is. This thesis is structured thematically and geographically. The introductory chapters establish the research question in relation to Australia's community broadcasting sector. As well as tracing the intellectual path of community media studies, it sets out to locate community broadcasting within broader intellectual debates around notions of community, governance and the media. These are brought back to the "on-the-ground" reality throughout the thesis by means of policy analysis, interviews and anecdotal evidence. Chapters Three to Five map out the themes of access, the public interest and development by reference to community broadcasting in different regions. In North America I explore notions of free speech and first-come-first served models of access. In Europe, notions of "quality", public service broadcasting and the difficult relationship that community broadcasting has with public interest values. Through the Third World and the Third Way I examine how community broadcasting is implicated within development discourse and ideas of social change. The final chapter of the thesis moves into the virtual region of the Internet, looking at changing notions of access and the relevance of new communications rationales to the community broadcasting project. At the intersection of the various themes and models discussed throughout the thesis exists a strong rationale for the future of community broadcasting. Although new technologies may be interpreted as the beginning of the end of community broadcasting, I have argued that in fact it is an idea whose time has come.
