Although historians have done in-­‐depth researched on Black police in the South, before the Civil War and during Reconstruction, they seldom assess black policemen’s role in New Orleans between the Battle of Liberty Place and 1913. The men discussed here argue that despite the hardening racial attitudes in Post-­‐ Reconstruction South, in New Orleans opportunity still existed for Blacks to serve in positions of authority, perhaps a heritage of the city’s earlier tri-­‐partite racial order. The information obtained from primary sources such as police manuals, beat books, and newspapers, counters the widely held belief that African American presence in the police during this period was completely defined by Jim Crow. This work presents updated and corrected evidence that Blacks were enrolled in the New Orleans Police Department during the time of Jim Crow, challenging the notion that after 1909 Blacks in New Orleans were not part of the police department.

A tese tem o objetivo de desenvolver um estudo acerca do trauma e de seus efeitos sob uma perspectiva dinâmica e não meramente econômica, como tem sido o caso de muitos estudos no campo da psicanálise até os dias de hoje, tendo como referência a observação clínica de atendimentos psicanalíticos prestados a policiais militares na cidade do Rio de Janeiro. Assim, além das noções de Schreck (susto) e de excesso de estímulo pulsional apresentados por Freud em 1920 para explicar o trauma a partir de uma invasão energética do aparato psíquico, incluiremos nesta pesquisa o papel do supereu, cuja imposição de gozo – masoquista – a serviço da pulsão de morte pode levar à compulsão à repetição do trauma. O trauma, que deve ser entendido como um esfacelamento das fantasias sexuais, faz com que as referências subjetivas estruturantes caiam por terra, processo que leva à sensação de aniquilamento psíquico, daí a idéia de que resta um corpo estranho no psiquismo. Identificado com o morto, o que gera um estado depressivo que ameaça a sobrevivência do sujeito traumatizado, ele pode se encontrar num estado melancólico ou até num estado paranóico, sem que seja um psicótico; visto que a ação superegóica de castigar e espezinhar o eu, que pode inclusive levá-lo a completar a ação não finalizada (morte), pode ser atribuída a um Outro (perseguidor), quando em realidade, esta ameaça é interna, como será mostrado em alguns casos clínicos.
The thesis has the objective of developing a study concerning trauma and its effects under a dynamic perspective and not merely economical, as it has been the case of many studies in the field of the psychoanalysis since now, taking as reference the clinical observation in psychoanalytic services rendered to the Military Policemen in the city of Rio de Janeiro. Besides the notions of Schreck (fright) and of an excess of energy invasion presented by Freud in 1920 to explain the trauma, we will include in this research the role of the superego, whose imposition of a masochist enjoyment at the service of the death drive can lead to the compulsion to repetition of the trauma. If we understand trauma as the shattering of the sexual fantasies, it causes the subjective references to dismount, a process that leads to the sensation of psychic annihilation. That is the reason of the idea that a strange body remains in the psyche. Identified with the dead, a position that generates a depressive state that endangers the subject s survival, he can fall in a melancholic state or even in a paranoid state, without being a psychotic; because the action of the superego of punishing and trampling on the ego, taking him to complete the inconcluded action (death), can be attributed to a pursuing Other, when, in reality, this threat is internal, as it will be shown in some clinical cases.

Policininkas negali pasirinkti priešininko (-ų), kaip negali vengti ir atsakomybės bei kovos su nusikaltėliu. Augalotas ar mažas, fiziškai stipresnis ar silpnas, jaunesnis ar vyresnis, vyras ar moteris, vienas nusikaltėlis ar visa gauja – jis privalo atlikti pareigą, apginti skriaudžiamą žmogų, apsiginti pats. Policijos darbuotojams daug dažniau nei kitų profesijų atstovams tenka susidurti su linkusiais nusikalsti visuomenės sluoksniais, neretai jie patys patiria smurtą. Tik tvirti ir stabilūs bendrieji profesiniai gebėjimai ir įgūdžiai gali padėti policijos pareigūnui apsaugoti save patį, kitą asmenį ar patikėtą turtą, todėl Lietuvos policijos pareigūnų kvalifikacijos tobulinimas turi būti nuolatinis ir nesibaigiantis procesas. For the person, who has chosen a policeman craftsociety enhance very high requirements. He might act adequate in any situation, do not loose self-control at the dangerous situation, and desite the danger to his or other person‘s health or life stand forfight withthe offender. When officer has to use force for to protect other people, himself or societies legitimate interests andproperty, he experiences a huge stress and fear. A police officer meets the lowest societies ordersmore often than people with different professions, and frequenly they are involved in acts of violence. Recent criminologycal situation in Lithuania, when crimes become more insolen, and law offenders and criminals are moresubjected to violence and aggression, proclaimsthe necessity to responcibly cultivate policemen‘s professional competence, to improve officers professional – special physical,combatant and tactical readiness all the time, to form technicaly correct and efficient skills. Policeman can not choose enemy, same as he can not avoid responsibility or fight with a criminal. Tall or short, physicaly strong or weak, old or young, man or woman, one criminal or whole gang – he mus do his duty, to protect put-upon person and to protect himself. We are currently at a point in time in Australia where questions concerning how to govern police have never been more pressing or more fluid. Systemic corruption has been identified in several states; a range of new accountability mechanisms have been established internal and external to police and in Victoria police corruption has been linked with a violent 'gangland war'. This thesis locates these contemporary developments within a broader analysis of the historical circumstances shaping the changing techniques for governing state police. More specifically, this thesis engages in a detailed comparative study of the changing techniques of governing police in Queensland and Victoria. The theoretical tools to conduct this analysis are drawn from 'governmentality studies'. This refers to a broad grouping of theoretical scholarship concerned with the changing ideas - or 'political rationalities' - on how to govern some thing or some activity, and the underlying reasoning, justifications and ambitions contained within the practical tools or 'techniques' used to govern. Central to the thesis is an argument that a new politics of policing has emerged recently, one that extends the dyad of the old accountability - 'police powers' and 'external accountability' - to a pluralisation of accountability processes and structures. The thesis argues that governmentality studies offer new insights into ways of analysing the techniques for governing state police, increasingly shaped by the managerialisation of governing and embodying efforts to make police innovative, risk-taking problems-solvers. This is what I refer to as an open-ended normative project for re-making the entrepreneurial officer. However, a detailed examination of the development of governmental techniques for 'making up' the entrepreneurial officer indicates that such a governmental project is not implemented unproblematically. Nonetheless, the thesis concludes that the attempts to remake the entrepreneurial officer through the managerialisation of governing presents distinct possibilities for a new 'politics of policing' that fosters deliberative, reflective police practice within a new framework of police accountabilities.

Este trabalho aborda o Ronda do Quarteirão, segmento da Policia Militar concebido e implementado em 2007, no Ceará e apresentado pelo governo do estado à população como uma proposta de polícia comunitária, a “Polícia da boa vizinhança”. O marketing político e estético por trás das propagandas enfatizava as possíveis mudanças que a sofisticada infraestrutura de trabalho do programa traria. A partir de 2008, no entanto, alguns episódios envolvendo ações policiais e comportamentos considerados desviantes por parte dos agentes de segurança que atuam no Ronda suscitaram discussões sobre a viabilidade desta “nova polícia”. Percebeu-se, assim, que para além de uma proposta diferencial de polícia para o estado, dos regulamentos impostos aos seus agentes de segurança e de todo o aparato de vigilância ao qual estão submetidos, é a vivência da prática da atividade policial, com suas regras e mecanismos próprios de “sobrevivência” e reprodução, que permanece condicionando as ações policiais. É a partir desta constatação que ao abordar os principais aspectos do cotidiano deste segmento policial busco nesta pesquisa mostrar as transversalidades e agenciamentos que contornam os regulamentos oficiais e pautam o trabalho nas ruas, mostrando como essas normas são resignificadas na prática da atividade policial.

Este trabalho pretende analisar a presença e as experiências populares, sobretudo dos indivíduos negros, nas instituições policiais de Porto Alegre nos anos finais do século XIX, momento em que a polícia ganha importância como mecanismo de controle social e urbano. Para analisar esta presença são utilizados os Livros de Matrícula de Enfermos da Santa Casa que trazem a referência de cor dos indivíduos em seus registros, mesmo após 1888, permitindo, assim, a elaboração de um “perfil” destes policiais. Também são abordados os discursos de valorização do trabalho presentes no jornal A Federação, e também as medidas práticas adotadas pelo governo, de controle e repressão à vadiagem e a ociosidade, através da coluna de “ocorrências policias” exibida no periódico. Pretendo compreender, através de uma história social do trabalho, que significados tiveram o engajamento dos indivíduos negros no serviço policial, considerando tal atividade como parte integrante dos mundos do trabalho urbano, e como este trabalho fardado dialogou com as perspectivas desses indivíduos, no que se refere às expectativas de ascensão social, obtenção de prestígio/honra, além de suas relações com os demais setores da sociedade, como mulheres, imigrantes e demais populares brancos e negros.
This work intends to analyze the presence and the popular experiences, mainly of the black individuals, in the police institutions of Porto Alegre in the final years of century XIX, moment in which the police gains importance like mechanism of social and urban control. In order to analyze this presence, we use the Santa Casa Sickness Books that bring the color reference of the individuals in their registers, even after 1888, thus allowing the elaboration of a "profile" of these policemen. Also discussed are the labor valorization discourses present in the newspaper A Federação, as well as the practical measures adopted by the government, of control and repression of vagrancy and idleness, through the column of "police occurrences" presented in the journal. I intend to understand, through a social history of work, what meanings have been the engagement of black individuals in the police service, considering this activity as an integral part of the urban work worlds, and how this uniformed work dialogued with the perspectives of these individuals, refers to the expectations of social ascension, obtaining of prestige / honor, in addition to its relations with the other sectors of the society, as women, immigrants and other popular white and black.

Resumo: A emergência da segurança privada e de organizações e agentes particulares que provêem policiamento de maneira informal colocaram novos problemas para a efetivação dos direitos civis na sociedade brasileira. O trabalho analisa o controle estatal sobre a segurança privada exercido pela Polícia Federal no período 1996-2006. Constata que nos últimos quatro anos ocorreram melhoras nos instrumentos legais que visam assegurar policiamento privado responsável publicamente, mas persistem regras deficientes e mecanismos frágeis para incentivar o controle interno e o controle externo da segurança privada. Verifica também melhoras na capacidade fiscalizadora da Polícia Federal sobre o universo legal da segurança privada, mas permanece baixa e limitada a sua capacidade para fiscalizar o universo informal dos provedores particulares de policiamento
Abstract: The private security emergency and of organizations and private agents that provide policing in an informal way they put new problems for the effectives of the civil rights in the Brazilian society. The work analyzes the state control on the private security exercised by the Federal Police in the period 1996-2006. The study verifies that in the last four years they happened improvements in the legal instruments that they seek to assure responsible policing openly, but they persist deficient rules and fragile mechanisms to motivate the internal control and the private security external control. It also verifies improvements in the capacity supervise of the Federal Police on the private security legal universe, but it stays low and limited his capacity to supervise the providers' peculiar of policing informal universe

Esta dissertação tem por objetivo verificar as relações existentes entre o significado do trabalho e a conduta ético-profissional do policial militar baiano. Trata-se de um estudo descritivo, cujo modelo de análise contempla o caráter multifacetado do trabalho, abrangendo as dimensões ou facetas: centralidade, produtos ou resultados valorados do trabalho, normas societais e atributos valorativos e descritivos. O estudo empírico envolveu uma pesquisa de campo, abrangendo uma amostra de 113 policiais, subdividida em três grupos: policiais elogiados por suas condutas; detidos por condutas ilícitas e policiais com condutas desviantes, porém em exercício profissional. Os dados foram coletados através do instrumento do MOW, adaptado por Soares (1992) e analisados com o auxílio do programa SPSS. Verificou-se que o trabalho tem elevado índice de centralidade para os policiais, exercendo uma função instrumental como meio de obtenção de recursos financeiros, além de significar um modo útil de servir à sociedade e de auto-realização. Embora não tenham sido encontradas diferenças estatisticamente significantes entre os três grupos pesquisados em relação a todas as dimensões do trabalho, observou-se que os policiais elogiados atribuem uma importância maior ao trabalho do que os outros dois grupos, que a família, seguida do trabalho, constituem-se nas dimensões mais importantes para os policiais elogiados e os praticantes de condutas delitivas, enquanto que a família e a religião são as esferas mais valorizadas pelos policiais detidos, ocupando o trabalho a terceira posição. Verificou-se também uma dissonância entre os atributos valorativos e descritivos do trabalho. Os resultados sugerem a necessidade de que estudos de maior abrangência possam ser conduzidos, com vistas a ampliar a compreensão da relação entre significado do trabalho e conduta ético-profissional.

Bakgrund: Motivation är viktigt för att driva en till handling vilket alla har erfarenheter av. Oavsett vad det är för handling så ligger där alltid någon form av drivkraft bakom denna. Vi fann motivationsfaktorer inom den offentliga sektorn som mycket intressant och då främst polisyrket med deras unika arbetsuppgifter. Detta gjorde att vi ville undersöka vad poliser motiveras av.   Problemformulering: Vilka motivationsfaktorer driver nyexaminerade poliser?   Syfte: Syftet med denna studie är att söka en förståelse vad det är som motiverar nyexaminerade poliser.   Metod: Studien som gjorts är genomförd med en kvalitativ forskningsdesign. Insamlingen av material har gjorts genom semi-strukturerade telefonintervjuer. Respondenterna bestod av nyexaminerade poliser.   Resultat och slutsatser: Studien visade på att de interna tillsammans med externa drivkrafterna bidrar till den högsta motivationen. Poliserna drevs i större grad av att hjälpa individer och samhället i stort, snarare än för sin egen vinning. Den externa motivationsfaktorn som efterfrågades mest var erkännande och uppskattning från kollegor och ledning.
Background: Motivation is important to push you to action which is something that everybody has experienced. Regardless what kind of action it is, there is always some kind of driving force behind it. We found motivation factors in the public sector as very interesting and especially within the police force, with their unique job assignments. This resulted in that we wanted to examine what motivates policemen.   Research question: What motivation factors instigate newly graduated policemen?   Purpose: The purpose with this study is to seek an understanding of what motivates newly graduated policemen.   Methodology: The study that has been done is performed with a qualitative research design. The received material has been conducted through semi-structured telephone interviews. The respondents consisted of newly graduated policemen.   Results and Conclusions: The study illustrates that intrinsic together with extrinsic driving forces contributes to the highest motivation effect. The policemen were driven in a higher degree when they helped individuals and the society as a hole rather than for their own interest. The extrinsic motivation factor that was most demanded was recognition and appreciation from their colleagues and by their management.

Att vara kvinna i ett traditionellt sätt mansdominerat yrke kan vara svårt både när det gäller hur de blir behandlade och bemötta samt möjligheten att klättra inom organisationen. Syftet med föreliggande studie var att ta reda på hur kvinnliga poliser upplever att de blir bemötta av samhällets medborgare, men även på arbetsplatsen. Finns det en större press på kvinnor i ett mansdominerat yrke att prestera hårdare för att bevisa att de räcker till? I studien har Erving Goffmans teori om intrycksstyrning, Axel Honneths teori om de tre dimensionerna, Jean Lipman Blumens teori om homosocialitet och heterosocialitet samt Morrisons teori om glastaket tillämpats. Dessa teorier har tillämpats i syfte till att besvara studiens frågeställningar. Resultatet av denna studie presenteras av semistrukturerade intervjuer i en kvalitativ design, där tio kvinnliga poliser deltagit i intervjun och delat med sig av sina upplevelser. Analysen av resultatet visade med hjälp av teorier och vetenskapliga artiklar att det är ett hårdare klimat för kvinnor i ett mansdominerat yrke, dels vad gäller utvecklingsmöjligheter, dels hur kvinnor inom yrket bemöts av samhället. Slutsatsen av resultat och analys visade att även om jämställdheten inom polisyrket ökar, finns det fortfarande skillnader mellan könen vilket grundar sig långt bak i historien och är svårt att komma ifrån
"You are not strong enough" and "honey" are just some of the prevailing sentences that female police officers meet when they work in the community and meet the public. Being a woman in a male-dominated profession can be difficult when it comes to how they are treated and the opportunity to climb within the organization. The purpose of the present study was to find out how female police officers perceive that they are being treated by society's citizens, but also in the workplace. In the study, Erving Goffman's theory of impression management, Axel Honneth's theory of the three dimensions, Jean Lipman Blumen's theory of homosociality and heterosociality, and Morrison's theory of glass ceiling have been applied. These theories have been applied in order to answer the study's questions. The result of this study is presented by semi-structured interviews in a qualitative design, where ten female police officers participated in the interview and shared their experiences. The analysis of the results showed, with the aid of theories and scientific articles, that it is a harder climate for women in a male-dominated profession, both in terms of development opportunities and partly how women within the profession are treated by the society. The conclusion of the result and analysis showed that even though gender equality in the police profession is increasing, there are still differences between the sexes, which is based far behind in history and is difficult to get away from.

The present study aims to explore common skills that the policemen should possess. The characteristics of gender, age, and period of service were compared in terms of difference. The research was conducted with questionnaires, that is, “Questionnaires on common skills of the policemen”, designed as the instrument and then followed by the stratified sampling. The questionnaires were completed by the policemen on duty at Kaohsiung Municipal police station. There are total 732 questionnaires returned and 565 questionnaires are valid. According to the statistical result, the main findings are as follows. 1.Those policemen on duty regarded as necessary the “communicative skill”, “judgment skill”, “professional knowledge skill”, “oral expression skill”, and “emotion control skill”. 2.There was a significant difference among the policemen of different ages. As for the “judgment skill”, it was more necessary for the policemen between 40 and 49 than those between 30 and 39. 3.The need of common skills for the policemen of various ages was different. The police between 20 and 29 needed “oral expression skill” the most, while those between 30 and 39 needed “communicative skill” the most. The police between 40 and 49 needed “judgment skill” the best, and those between 50 and 59 needed the “executive skill” most. 4.The was a significant difference of the need of common skills among the policemen with various positions. The sergeants needed such skills as “literacy of humanity and art”, “communicative skill”, “executive skill”, “work-out skill”, “organization skill”, “problem-solving skill”, and “emotion control skill”. 5.There was no significant difference of the need of common skills among the policemen with various periods of service. 6.The need of common skills for the policemen of various periods of service was different. Among the subjects, the policemen whose period of service was between 6 and 10 needed the executive skill most; those with the period of service between 11 and 15 needed much of judgment skill; those with over 16 years of service needed the communicative skill as the top priority.

The high incidence of suicide and medical boardings for psychological reasons in the South African Police Service necessitated an investigation into whether officers who seek medical help have been exposed to more traumatic violence than those who do not seek assistance. A Group of policemen who had sought psychiatric help was compared with a control group of officers who had not sought assistance in terms of the nature and seriousness of posttraumatic stress disorder. depression. anxiety and other stress factors. The experimental group revealed significantly higher levels of posttraumatic stress disorder. depression and anxiety than the control group. This was related to more exposure to situations of personal threat and a predisposition to trait anxiety. Other negative life experiences did not have a meaningful impact. Of importance is the fact that the control group that did not seek assistance. in comparison with the general population. nonetheless displayed significant levels of posttraumatic stress disorder. This group however responded more stable family relationships and social support than the officers seeking psychiatric help. These variables may play a moderating role in the prevention of psychiatric symptomatology in members of the South African Police Service who are exposed to traumatic stress.

Due to the amount of pressure associated with their job, it is important for policemen to learn how to effectively relieve stress, have a positive attitude and be resilient in order to perform their daily duties. The initial purpose of the “Teacher Guan” counseling service within the Police Department is to provide emotional support for those experiencing psychological complications. Unfortunately, this program has been unable to identify issues or prevent tragic events from happening until it is too late. Furthermore, when someone is suspected of unethical or unlawful conducts, his or her superior frequently use this counseling service to conduct interviews or track behaviors under the guise of Teacher Guan Counseling assistance. The overall effectiveness of “Teacher Guan” has diminished as its purpose has shifted away from providing psychological support and towards a method used for monitoring, investigating behavior issues and maintaining order. The objective of this article is to illustrate the importance and benefits of positive attitude and resilience, especially in the field of police work. Successfully utilizing these tools allows them to navigate through chaotic and pressure filled situations, reenergize, apply their talents to the fullest, turn crisis into opportunities, and remain calm and be more courageous while facing obstacles and turmoil. The author’s main goal for this study is to find an effective way to help policemen cope, work through, and recover from stressful situations. Policemen with different backgrounds were surveyed and the results were analyzed to explore the correlation or difference on positive attitude and resilience. The study results can be used to develop future strategies. In this study, The Examination Yuan Civil Service Protection & Training Commission commissioned the Central Police University’s Extended Education Training Center to survey the Class 106 admission of “Special Public Service Examination for Level III Policemen, 105 questionnaires were issued and 105 questionnaires were returned; all 105 were valid with a 100% survey validity rate.EXCEL 2016 and SPSS statistical software were used to analyze the responses, and the results are summarized below: First, different aspects in gender, age, service units, nature of work, length of service, education, marital status, religious beliefs, etc, contributed to no obvious difference in positive attitude and resilience. Second, a significant difference in positive attitude and resilience was observed among policemen. Their resilience level was highly correlated to their positive emotion . Third, after training, the positive emotion and resilience level were noticeably improved among policemen.

The present study examined the relationships between the emotional effects of chronic stress at work (burnout) and the quality of family interactions. A systemic approach was adopted, leading to the use of the concept of spillover to describe the transmission of effects across the work-home interface. The relationship between burnout and family life was expected to be moderated by frequency of coping strategies and by size of social support network. Data was gathered from questionnaires distributed to married policemen and their wives in 13 stations and units in the Natal Midlands region of the SAPS. The fmal sample consisted of 84 policemen and 74 of their wives. The data was analyzed using Pearson product-moment correlation, stepwise multiple regression, non-parametric tests, and content analysis of the free comment part of the questionnaire. The results of the study showed this sample of policemen to be experiencing relatively high levels of burnout and this was manifest particularly in terms of a diminished sense of personal accomplishment and feelings of negative self-evaluation. Specific sources of discontent for the policemen were frustrations with an unresponsive police hierarchy, low wages, and disruption to family life caused by overtime and irregular hours. Further results showed that those policemen experiencing the highest frequencies of emotional exhaustion and depersonalisation were more likely to bring their work-related strain home with them in the form of upset and angry feelings, physical exhaustion, and complaints about problems at work. This process of Work-to-Home Spillover significantly predicted Quality of Family Life for the wives of such policemen. No moderator effects were shown for coping or social support, although those policemen with greater numbers of supporters were also more likely to experience a greater sense of personal accomplishment. These results were discussed in terms of the burnout and spillover literature, and were evaluated with due regard for the present socio-political context in South Africa. Recommendations were made pertaining to the provision of psychological services to SAPS members and their families, and to the need to eliminate the stigma attached to using such services.

This research was designed to understand the association between Kaohsiung policemen working pressure, job satisfaction and their feel of happiness, and its objects are the police officers service in Kaohsiung. This study used questionnaires, totally sent out three hundred questionnaires and retook two hundred forty two questionnaires exclude the incomplete answer’s invalid ones, so the recovery rate is 80.6%. The conclusion of this research is: 1. Kaohsiung police officers’ perception of working pressure, job satisfaction and happiness is all higher than medium level, it means their consciousness of above-mentioned feeling is quite high. 2. Kaohsiung police officers’ perception of working pressure is higher than medium level, it means their consciousness of working pressure is quite high, and among them, the professional knowledge and ability works bring the most pressure. 3. Kaohsiung police officers’ perception of job satisfaction is higher than medium level, it means their consciousness of job satisfaction is quite high, and its “extrinsic satisfaction” perception is slightly higher than “intrinsic satisfaction”. 4. Kaohsiung police officers’ perception of happiness is higher than medium level, it means their consciousness of happiness is quite high, and in which the “human relationships” is the highest level of consciousness, the “self-affirmation” is the lowest level of consciousness. 5. There are significant related to Kaohsiung police officers’ working pressure, job satisfaction and happiness. Police officers’ working pressure will impact on the perception degree of job satisfaction, and then more higher the perception degree of working pressure and job satisfaction, more much influenced to the perception of happiness.

Railway system is the most reliable transportation for people. Mostly, the location of train station is central hub for every city in Taiwan, then transport network and metropolitan coordinating region were developed afterward. Railway system offers convenient life to people but also potential risk. Once terror attack on train or station, will be heavy casualties. Also makes people lack confident on such public transportation.   The experience of railway-system attack in oversea, for example, deadly sarin attack on Tokyo subway system, Madrid 3/11 Bombings and London subway bombings accompanied by large numbers of casualties and heavy property damage. It is lucky enough that first bombings on THRS didn’t cause any death or injury, but it had heated discussion on the process and official emergency management after bombings campaign come to an end.   From the view of documentary analysis of bombings of USA, Japan and European countries and research their crisis management. Then case study method to research THRS Bombings, discuss the process and response at that time. Compare with the difference of emergency plan between Taiwan and others. Also interview involved policemen and security staffs of THSR by semi-structured Interviews method. Air pollution is a global problem and a growing widespread concern. One pressing aspect of the problem is that Taiwan’s automobiles have the world’s highest vehicle density. The vehicle density in Taiwan is 548.88 unit/km2, which is 21.2 times that of the United States, 2.28 times that of Japan, and 3.61 times that of Germany. Traffic exhaust contains nitrogen oxide, carbon monoxide, carbon dioxide, sulfur oxide compounds as well as certain metals and other various types of suspended particulate matter. Traffic exhaust is a major source of outside air pollution. Scientists have already confirmed that extended periods of exposure to these air pollutants can cause the reduced heart function, increased risk of myocardial infarction, arteriosclerosis, reduced lung function, as well as chronic obstructive pulmonary disease. The goal of this study is to investigate that relationship between exposure to harmful particulate matter and oxidative DNA damage among traffic police. During the experimental process, a cross-sectional experiment was performed on 92 subjects. Based on an assessment of the traffic flow in the subjects’ respective residential and occupational areas as well as overall air pollution exposure, subjects were classified into three groups: 27 traffic police (the exposure group), 33 official administrators (the occupational reference group), and 32 rural area residents (the community reference group). We distributed a self-administrated questionnaire to the subjects, inquiring about their personal characteristics and daily habits. Exposure assessment was based on the presence of a biomarker of traffic exhaust exposure, urinary 1-hydroxypyene (1-OHP), and a biomarker of metal exposure, urinary metal. Urinary 8-hydroxydeoxyguanosine (8-OHdG) was used as a biomarker of oxidative DNA damage and urinary Isoprostane was used as a biomarker of lipid peroxidation. The results revealed that urinary 1-OHP, nickel, cobalt and cadmium levels of the exposure group were significantly higher than those of the reference groups. The urinary 8-OHdG concentration of the community reference group was higher than that of the exposure group and occupational reference group. A logistic regression model of the results indicated that the concentration of urinary 8-OHdG in the exposure group was not significantly higher than that of the community reference group, (OR: 1.20, 95%CI: 0.21-6.99) nor was the concentration of urinary 8-OHdG in the occupational reference group significantly higher than that of the community reference group (OR: 1.38, 95%CI: 0.37-5.20). Researchers also determined a correlation between the odds ratios of the aforementioned biomarker concentrations. Compared to subjects with low urinary 1-OHP and urinary 8-OHdG concentrations, subjects having high concentrations of both biomarkers had approximately 3.33 times the amount of 1-OHP and 8-OHdG. (OR: 3.33, 95%CI: 1.15-9.67). Compared to subjects with low arsenic and urinary 8-OHdG concentrations, subjects having high concentrations of both substances had approximately 1.01 times the amount of arsenic and 8-OHdG. (OR: 1.01, 95%CI: 1.00-1.03). The urinary Isoprostane level of the exposure group was substantially higher than that of the reference groups. However, the logistic regression model indicated that the concentration of urinary Isoprostane in exposure group was not significantly lower than that of the community reference group (OR: 0.85, 95%CI: 0.10 -7.21), nor was the concentration of urinary Isoprostane in the occupational reference group significantly lower than that of the community reference group (OR: 0.79, 95%CI: 0.10-6.11). In an odds ratio comparison of urinary 1-OHP and urinary Isoprostane concentrations, subjects with high body levels of both substances were found to have 2.50 times the concentration of urinary 1-OHP and urinary Isoprostane than subjects with comparatively low levels of these biomarkers(OR: 2.50, 95 %CI: 0.53-11.72), though these results are not statistically significant. Likewise, subjects with high body concentrations of both urinary nickel and urinary Isoprostane had approximately 1.81 times the concentration of these two biomarkers than patients with relatively low levels of both substances (OR: 1.81, 95%CI: 1.18-2.78). After conducting this study, we have come to the conclusion that there is a positive association between urinary 1-OHP concentration and oxidative DNA damage in subjects exposed to high levels of traffic exhaust. Additionally, there is a positive association between urinary arsenic concentration and urinary 8-OHdG concentration. There is also a positive association between amount of urinary nickel and urinary Isoprostane concentration. Further studies will be conducted to examine genetic polymorphisms in an oxidative stress acting role.

Among various police routine duty types, those that interfere human rights the most, such as spot check or alcohol breath test, is often easy to arise conflicts between law enforcement and civilians. Sometimes when the situation goes worse, violent attack or resistant by the potential suspects might be happened. With the principle of proportionality in mind, although carrying gun or baton as defense weapon during their duty, most of the time police officers in Taiwan would rather use martial arts and arresting skills instead of batons or guns. Therefore, the quality of police officers’ applied skills has great influence on the safety of process during law enforcement and arrestment. Nowadays police officers’ applied skills for arrestment include capture and grappling skills, Judo, Taekwondo and integrated arrestment skills. The researcher conducted a questionnaire to evaluate the current practice of applied skills for arrestment after undergoing whole year training, and having police officers of Taoyuan City as the research objects. Different factors such as genders, ages, ranks and seniority were considered and compared as well. The research found out that of all kinds of applied skills for arrestment, and of all research objects, when confronting potential suspects in real situations, it is the skills that related to the martial art, Judo, that had the most often been triggered instantly to carry out. Whilst there are no significant difference among genders, ages, ranks or seniority. To conclude, the research propose four suggestions: For the police units, it is the first priority to build up the professional evaluation of necessity to increase the effectiveness of the regular whole year training. Secondly, effectuating applied skills training thoroughly and increasing the training frequencies. For instructor, the primary task is to establish the curriculum files, for the purpose of understanding the effectiveness of training. Then participating in advanced programs actively, and exchanging experiences with peers, to improve teaching techniques. The purposes of this study were to understand work stress, depressive mood and their related factors of policemen in a city. The study used a cross sectional survey design with purposeful sampling method. A total of 686 city policemen of southern Taiwan were recruited to participate in this study. An anonymous, self-reported, and constructed questionnaire with reliability and validity was used in collecting data. Data was analyzed by descriptive and inferential statistics. The results showed that: (1) the policemen’s work stress comes from 5 domains. There were work role stress, work leader stress, personal achievement stress, fighting stress, and family role stress. Their work stress was above average level. The work stress of male policemen was significantly higher than that of female. The policemen working out of the station, living alone, and suffering more somatic symptoms were likely to have higher work stress. The results of multiple regression analysis indicated that suffering somatic symptoms, working out of the police station, and being supported by some particular groups were the significant influencing factors of work stress. These 3 factors could explain the 18.4% of the total variance. The factor of suffering somatic symptoms was the most important predictable one. (2) According to Beck’s depression inventory, there were 14.4% of policemen having about moderate depressive mood and 8.7% of them had severe depressive mood in a city. In generally, the policemen joining religious activity had more depressive mood than those never joining. The policemen working out of the police station, not being married, living alone, and suffering more somatic symptoms had more depressive mood than others. By logistic regression analysis, the policemen joining religious activity, suffering somatic symptoms, living alone, and having less intimate social support from close friends or family members tend to have moderate depressive mood. The results of this study could be used as a suggestion for caring policemen’s mental health and as a reference for future researches.

The purpose of this study was to investigate the career cognitive of policemen in Taoyuan County, through the analysis of their differences across various demographic variables. Establishment of the data was made by the questionnaire survey on policemen in Taoyuan County Police Bureau, and were randomly selected to be the study subjects.The research tool was “ Adult Career Cognitive scale”. Coefficient alphas for the four scales of Adult Career Cognitive scale were .81、.81、.95 and .79 respectively. The results of comformatory factor analysis verify the validity. Discriminant validities for the four scales were generally speaking supported. Total 945 questionnaires were sent out, and 909 were recovered. Among them, 731 valid questionnaires were analyzed by using descriptive statistics, independent-samples t test, one-way ANOVA and chi-square test. The major results were as follows: The cognitive complexity , career self-efficacy, career barriers, work involvement of policemen were both above average. These policemen who had different age, marriage status, year of service , training background and service unit different in work involvement .The difference in training background and service unit showed significant difference in career self-efficacy. The difference in their sex, age,years of service year and service unit showed significant difference in their career barriers. The difference in their age, academics degree , service year , training background and service unit showed significant difference in their cognitive complexity. The difference in work adjustment of policemen show significant difference in their cognitive complexity , career self-efficacy, career barriers, work involvement. Finally, suggestions as well as references were provided for police departments and researchers to continue afterward researches.

Same to the study of public institutions, organizational justice and organizational trust are two important dimensions to researches into organization. In view of few researches of police authorities currently, the author embarks on this study. This research comprises four research goals: (1) To explore the status quo of the policemen’s awareness of organizational justice and organization trust; (2) To make discussion on the issue of if it presents differences on the policemen’s awareness of organizational justice and organization trust under the variables of different population statistics; (3) To delve into the influence from each dimension of the policemen’s awareness of organizational justice on organizational trust; and (4) To probe into the issue of if it shows differences on the cognition of police authorities with different organizational characteristics toward organizational justice and organizational trust. Having adopted the quantitative method, this research takes 14 police bureaus from 25 cities and counties in this country as the research subjects, as the valid 963 questionnaires were collected among a total of 1,300 questionnaires dispatched. Those valid questionnaires were further conducted statistics and analysis by SPSS. Findings show that (1) It shows low awareness of procedural justice in local policemen; (2) It indicates low organizational trust in local policemen (one of the dimensions, the non total organizational trust); (3) It shows differences between the awareness of organizational justice and organization trust under the variables of different population statistics in local policemen; (4) It shows marked relativity for awareness of organizational justice and organizational trust in the variable and dimension; (5) Either in variable or dimension, the awareness of organizational justice has positive influence on organizational trust; (6) Higher awareness of procedural justice will show higher organizational trust and lower supervisor trust, while higher awareness of interactive justice will present lower organizational trust and higher supervisor trust; and (7) Higher distribution justice will show higher competency trust of colleagues. This research would thus signify the following conclusions: Firstly, colleague trust may be differentiated into competency trust and personality trust when colleagues have developed close and intimate relationship; secondly, it shows conflict between organizational trust and supervisor trust in procedural justice and interactive justice of the local police organizations; and lastly, this research verifies the argument about the contradiction between police officers and policemen in police authorities.

Motor vehicle exhaust has been recognized as a major source of air pollution in urban areas. Among the components of emission, volatile organic compounds (VOCs) are designated as hazardous air pollutants and have become an increasing health concern to the public. In this study, traffic policemen, with high daily exposure to automobile exhaust, are selected to examine their exposure to VOCs and the potential health effects.VOCs were determined for 45 traffic policemen, 20 car accident handling policemen and 5 office-based policemen of Tainan City. Seven- day exposure assessment for VOCs was performed using passive sampler for personal and indoor/outdoor microenvironments measurements. The concentration of thirteen VOCs was analyzed by gas chromatography with flame ionization detector. The identification of each VOC was confirmed by its retention time and gas chromatography/ mass spectrometry.The simplified time- activity recording form was designed to investigate the length of time that traffic policemen spent at each microenvironment, such as at home, work place and in transit. A questionnaire was designed to ask question of basic information, disease history, characteristics of VOCs emission sources in their microenvironments.The analysis results shows the average hours per day spent at various microenvironments by traffic policemen was usually at indoor environment such as in bedroom (about 16.5 hours), followed by working at outdoors (5.9 hours) , and other indoor/outdoor environments (1.6 hours). The average hours per day spent at various microenvironments by car accident policemen was usually at indoor environment such as in office and bedroom (about 15.1 hours), followed by working at outdoors (7.4 hours) , and other indoorThe analysis results showed that the seven-day personal exposure to total VOCs for 45 traffic policemen ranged from 44.95 to 300.51μg/m3 (geometric mean * geometric standard deviation = 102.93*1.60 μg/m3), 20 car-accident handling traffic policemen ranged from 34.06 to 200.23μg/m3 (geometric mean * geometric standard deviation = 82.87*1.63 μg/m3) and 5 office-based policemen ranged from 38.58 to 98.18μg/m3 (geometric mean * geometric standard deviation = 59.33*1.59 μg/ m3). The highest concentration oThe VOCs concentration measured by stationary sampling at micronenvironments shows that the concentration ratio of outdoor/indoor for total VOCs in bedroom ranged from 0.65 to 1.50 and office ranged from 0.76 to 1.16. Through data analysis of time activity patter, questionnaire and exposure measurtement, a conclusion is conducted that motor vehicle exhaust environmental tobacco smoking is the major exposure sources of VOCs for traffic policemen.The health risks associated with the measured benzene exposure were calculated with upper-bound unit risk factor of benzene, 8.3 x 10-6 lifetime cancer per μg/m3 benzene. The results suggested that upper-bound cancer risk of traffic policemen ranged from 2.55×10-6 to 6.82×10-5 associated with five-year occupational exposure in Tainan.

The basic objectives of human resource management were to reach the best coordination and combination among members, work, organization, and the environment, and to maximize the function of the organization; human resource management searched for the balance between quantity and quality, small quantity may not be sufficient, yet large quantity with poor quality was not good, either; and in order to seek for the most suitable match between quality and quantity, the authorities must think and plan strategically. The study originated from the fact that, for five years in succession, from year 1996 to 2000, Taiwan Police College had not accepted new students who will latter become general administrative police officers. And the age structure of the police force had gotten higher yearly. The trend and influence of this aging phenomenon have involved the phase of problems in the mutual match between quality and quantity, and in order to solve these problems effectively, we should view in an overall scale upon the possibility of implementation both theoretically and practically, and to notice the trend, have the resources in the grasp , employ strategy, and make plans to meet and cope with problems step by step. This study has tried to manipulate the model of age inference based on the theory of demography to analyze the status quo of age of the police by year, and to make predictive inference for the future age structure of the police force, then to combine the results and findings gained from the focus-group interviews which were conducted by a group of members who were endowed with practical experience and knowledge, and also from the personal interviews in depth to explore further into the phenomenon and influences of “the aging situation” of police force. Synthesizing the theoretical and practical interviews, the study suggested the following strategy to help ease and solve the aging problems of the police force: 1、 The general strategy for management of police human resource (1) Make “manpower” become the most important resource in the organization. (2) Set “enhance working performance” and “achieve goals of the organization” as guidelines. (3) Reinforce the motives of the self-learn spirit of the members in organization. (4)Maintain human resource by applying diversified and effective encouraging methods and trainings. (5) To appraise the training effect in diversify ways. (6) To apply knowledge management and digital learning. (7) To supply equipment, apparatus and promote detective technology. 2、The specific strategy for management of police human resource (1) Upon the employment of manpower, “to establish an objective appraisal system to evaluate the demand of manpower, increase the amount of new employees, recruit new manpower adequately and timely; enhance the quality of the staff, and adopt suitable designs on manpower arrangements and employment so as to solve the aging problems thoroughly.” (2) Upon the in-service training, “to help members maintain physical outfit, enhance their intelligence and ability, so as to cope with the aging tendency.” <1> Producing high quality police force through professional trainings. <2>To provide agilely and diversify training programs on the courses of knowledge and martial art. <3> Reinforce information knowledge and promote digital learning. <4>Establishing a full set of system, and provide incentives to encourage members to receive trainings. <5>Grooming officers of each level with well-designed plans. <6> Setting up a scientific and objective appraisal system on trainings. (3) Upon the system of personnel system, “to reward the best and fire the bad, apply incentives on encouragement, fire and retirement measures all at the same time, so as to lessen the impact brought by the aging tendency of the police force.” <1> Make an overall enhancement of the titles and ranks of the police officers, and pave the way for personnel promotion. <2> Speed up dealing with bad and unsuitable members so as to reinforce human resource management. <3> Establish a bonus system for retirement and resignation, encourage the aging manpower to retire or resign and ease the negative impact brought by the aging tendency.

The work of police is heavy and complicated and the nature of the work is toiling, dangerous and is twenty four hours all year round. No matter whether police are carrying out duties like banning drunken driving, expanding police check, youth check, sex trade, drug check and economic crime (illegal money lending and loan shark etc.) extensive physical strength is required. The problem of physical deficiency due to aging is an important issue that each police and police group has to face with and to overcome. In addition, in terms of public order of the society, police aging means deterioration of police force and aging will seriously affect the public order of the society. Moreover, there is another major problem for police authority - localization that can affect the conduct and discipline of police more. This is an important policy issue that is closely related to the general public that worth major attention and study by our people. Therefore I have conducted research and wrote this essay. In my humble opinion, the reasons of the formation of aging for police are as follows: 1.Promotion of police personnel based on accumulated points is the main cause for aging of police. 2.Very rarely police will depart from its job automatically or change to another profession and this is also an important factor. 3.For five years already the police college did not recruit new students and this has caused changes in the public order. 4.Implementation of trimming and streamlining and transfer of younger police force. Furthermore, the reasons of the formation of localization of police are as follows: 1.Police is civil official and mostly it is personnel within the organization of various county and city governments and therefore transfer is not easy. 2.The work pressure is heavy and police needs family warmth much. 3.In order to show filial obedience for parents and to care for the children police has to take both official and private affairs. 4.After the implementation of over duty and overtime, police will not succumb to its basic salary. 5.Promotion of police is not easy and to return to its hometown to serve is the first important consideration. Moreover, aging of police will have the following disadvantageous effect on the public order of the society: 1.Bad physical condition will affect work efficiency and safety of police. 2.When the age tends to be high, correspondingly the capability to absorb new knowledge and to mold them is lower and the police may be disconnected with the social trend and will affect the manpower quality. 3.If the age difference between the police in-charge and basic level police and experience is insufficient, this will affect leadership and is disadvantageous to command and deployment. 4.Aging of the police force means lack of vigor and vitality and therefore it is easy to lead to processing matter merely based on experience and this will affect work efficiency and the quality of providing service to people. 5.Easy to form a manpower fault that will affect organization performance. In addition, the disadvantageous effects on the public order of the society due to police localization are as follows: 1.The burden of feeling is too heavy and law enforcement becomes biased that will affect the police reputation. 2.Police will interfere with the election and the impartiality on administration will be queried. 3.People’s representative will lobby illegally on police personnel and the leadership of police in-charge will be held up. 4.When the friendship of police and the people’s representative is good, public order and police conduct and discipline will have to go through scrutiny. 5.If police hook up with influence of the locality, the conduct will become unstable and police conduct and discipline will be affected. In accordance with the research and result, the researcher presents research suggestions based on the problem of police aging and localization: 1.Plan the number of students to be recruited by the Central Police University and Taiwan Police College with visionary foresight. 2.Centralization for police personnel. 3.The police budget shall be uniformly compiled and appropriated by the central government. 4.Establish the appointment system for county (city) police department head. 5.Carry out important duty in different places. 6.Establish transparent personnel system to enhance morale. 7.Strengthen supervision and examination, reward the outstanding ones and eliminate the inferior ones. 8.Enhance on-the-job training of police. 9.Establish favorable retirement and departure system.

This study covers forty years, 1920 - 1960. It is concerned with aspects of the social and political history of members of the Royal Papuan Constabulary and the New Guinea Native police forces when they were at the peak of their careers, and when Australian rule was confident and expanding. Rather than providing an exhaustive chronology for the institutional development of the police, the thesis attempts to link information about events, about policemen's relationships with government officers (or kiaps) and villagers to wider issues in the colonial history of Papua New Guinea and, by extension, of the Pacific Islands and elsewhere. Since their formation in the 1890s, the Royal Papuan Constabulary and the New Guinea native police force played pivotal roles in the spread of German and Australian colonial rule in Papua New Guinea. Acting as middlemen, and occupying positions without precedent in their traditional backgrounds, the policemen became the eyes, ears, spokesmen and punishers of the colonial governments at the main administrative centre and the frontier. Policemen worked willingly for the government and acted as civilizing agents of the general nupela pasin of law and order, peace and hygiene. They also assisted villagers break away (some with difficulty) from a past of cannibalism, homicide, infanticide, and isolation. Some of the methods used in securing these results were dictatorial and brutal, particularly when the rifle was the symbol and reality of much colonial expansion. The thesis brings out the corporate strength felt by the police - the sense of privileged brotherhood that bound them together and the contradictions between the actions and ideals of many of the police. It explores through specific cases the extent of and the reasons for police violence. It connects the police to their own village background, both before and after police service, and it examines the relationships between police and other villagers. In their given responsibilities - policing of minor matters, exploration, apprehension of murderers, pacification of villagers, participation in the World Wars - policemen showed exceptional skills. So much of the Administration's dirty work was done by the police that without their patience, allegiance, discipline and courage colonial rule in Papua New Guinea would have been profoundly different in form and application. At least, in their perceptions, and in the views of the villagers, policemen were the most effective and ubiquitous of the colonial agents. They consistently crossed the divide between colonial rulers and the villagers under their jurisdiction, and informed them about the new order.

This study is targeted to three police officers who have extrasensory capacity and to know how they apply their extrasensory capacity in their police work, and to be involved into their full life experiences to understand the effect of the extrasensory capacity to them. Through the interpretation of phenomenology, this study shows that how the three participants experience the use of their extrasensory capacity in police work about assisting in the search, hunting for criminals, and help-seeking ...etc., and maintain local peace of their responsible areas during the process of working. And then extended into non-working time of police works to understand their experiences and physical feeling features while they use their extrasensory capacity, for seeking how the police officers with extrasensory capacity to pursue their meaning of life and to settle their own life way, and do the best to find the most important significance from the native cultural structures.   The results of this study obtain from the research participants are as follows:(A)The police officers who have extrasensory capacity don’t like it or do not accept the existence of this hyper capability;(B) The extrasensory capacity is not only born with, but also learning can get it; (C)The descriptions about the personal body feelings of the police officer with extrasensory capacity are clear; (D)Through certain training methods can increase the stable degrees of extrasensory capacity and can also prepare to know the hyper capability will be opened explicit; (E)The training way is not only meditation, but boxing or chanting focused on mind can also help them to enter into awareness. The participants who can’t accept his extrasensory capacity knows how to use these capabilities to achieve their life goals, and those participants who can accept his extrasensory capacity and maintain it by certain training method can use his capabilities in the field of religion and to raise his meaning of life in police career. The personal meaning of life of the former is greater than the latter who value the police imagination and meaning of life.   According to the results of this study, the researcher proposes five directions of continuing research for the reference of the future researchers.

Policemen confront multi-socialization changing, and their works are very complicated. Basically, their jobs must rely on their physical abilities. Therefore, they need very good physical fitness to overcome the dangers, high pressure and over hours’ missions. This subject of research was to assess the present situation of physical fitness among different age groups of Chia-yi city Policemen, also a comparison physical fitness between Chia-yi city Policemen and the norm of Sport Affair Council. The different age groups of Chia-Yi city policemen(382 people) as study subjects for this research, research by physical fitness examinations(Body Mass Index;BMI, Muscle Endurance, Flexibility, Cardiovascular Endurance) and the data obtained in this research were analyzed by descriptive statistics, t-test, and one-way ANOVA. The results of this research were as followings: 1. The physical fitness test results between different age groups were as followings: (A) The BMI was raised when the age has increased; (B) Muscle Endurance also decline when the age has increased; (C) The Flexibility with age has increased whereas decline; (D). Cardiovascular endurance decline while the age has increased. From the test result, we can see the Flexibility test at age 31-35 is much better than age 46-50, but no much differences among different age groups for another 3 groups. 2. The comparison between the test result and the physical fitness norm of Sport Affair Council were as followings: (A). Test result of BMI is in heavier rank; (B). Muscle Endurance is in better rank; (C) Flexibility is in average rank; (D) Cardiovascular endurance is in worse rank. The result of this research shows only the different age groups of Chia-Yi city policemen’s muscle endurance is in better rank, but the other physical fitness still need to improve. This research suggests that the different age groups of policemen should spend more time on the physical exercise to prevent BMI increasing, for muscle endurance would recommend to do weight training. To improve the cardiovascular endurance may take running, swimming and cycling and do some stretch exercises for flexibility. Finally, I would sincere hope that police organization would set this into action and give reward to encourage policemen to do exercises regularly to achieve a good physical fitness as a goal.

The regular Judo training is common in the training program to Taipei city policemen for years. The followings are the aims of the study to test the empower climate (including autonomy, relationships, and ability) of Judo training. To compare the relationships between the aspects of empower climate of Judo training for Taipei city policemen. The self-designed questionnaire of empower climate of policemen was used to test the correlation of different variables. The questionnaire, with 5-point Liker scales, contained personal information and empower climate of Judo training. Against the 14 Branch of the policemen in Taipei City Government. Used Random sampling, Five hundred and one of Taipei city policemen participated in the study. The SPSS 20.0 for Windows was applied to analyze the collected data. The main statistics included the descriptive statistics, independent sample t-test, and one-way analysis of variance. The among the five independent variables (gender, age, service years, position, and the attached), the relationship score of 30 years old below group was significantly higher than the score of 30-40 years old group, so was the total empower score of the type-A attached higher than that of the type-B attached.

Due to the growing of dual-career families, people who play roles in organizations and families at the same time will face the problem of work-family conflict more and more frequently. For example, career women have to take additional responsibility that is different from the expectation of traditional role; and career men are expected to pay more attention to their families than before. Besides, for traditional-family men, researches also indicate that they may experience work-family conflict too. For policemen, due to the reasons that their working time is changeful and their accountability is dangerous, they may experience more work-family conflict than people of other career. Therefore, this research is aimed at finding out the construct that is related to work-family conflict and researching the work-family conflict of policemen. The variables in this research are job involvement, family involvement, work conflict, family conflict, work-family conflict, quality of work life, and quality of family life. The outcomes indicate that job involvement, work conflict, family conflict, quality of work life, and quality of family life are significantly related to work-family conflict. Besides, the policeman who is younger, coming from traditional family, and responsible for itinerancy significantly experiences more work-family conflict.

The first thing that people care most is security. Policemen have the duty of maintaining social security and assuring the living safety of people. They are the first to face the danger and the stress of losing their lives. The job and duty for policemen in our country are particular. In addition to main tasks, they need to do other works. An appropriate stress would urge policemen performing best. However, if the stress is constantly increasing, it will add the job burden for them. The cause of stress will be different due to the age, gender, the past experience and educational level. For policemen, the cause of stress will be different due to the age, gender and working experience. Besides, how the cause of stress is varied will be affected by the reaction to person or group. That’s the job stress and difficulty the police nowadays is facing and it became the research motive of this study. The method adopted in this study is SPSS22.0 to go on data systematic analysis, and the way includes descriptive statistics, one-way analysis of variance, One-Sample T Test and Pearson's correlation. The total questionnaires that were sent are 600 copies, and valid response questionnaires are 504 copies. The conclusion of this study is shown as below: In terms of demographic structure analysis, it shows the most is male, married, 40-49 years, non-chief of police position and administration police. Interviewers from different backgrounds present positive significance in job stress, coping strategies and job satisfaction. The question about if there is any positive significance between job stress of policemen and coping strategies was discussed in this study, and the result showed that most parts in each factor express their significances are positive and beyond moderate. Therefore, “job stress of policemen” affects “coping strategies”.

Value is the standard to judge the central thoughts, basic ideas and attitudes among individuals and groups. It’s also the basis for them to represent their own different professional specialties and subjective cognition of their jobs. Different values among individuals and groups exert a great influence on the choices of their behaviors. The police take the largest number of the public functionary in Taiwan. They are on behalf of the authorities and the main force to sustain the social order. When common people encounter difficulties and problems, they ask the police for help the first. In the public opinion, the police should be honest, upright, sincere, altruistic and uncorrupted. They are the first defense line of the national law. However, the police daily duties are full of danger, uncertainty and temptation. Nowadays, with the rapid transition of the modern society, the police need to face more challenge and enticement, can they still hold their ground and firmly keep their ethic and value? Moreover, in order to supply the long shortage of the police force, the authority concerned revised the policy and allow the general senior high and college graduates to become policemen after passing the national exam and a short-term training. The change causes some disputes and doubts. Can these speed-up educated policemen keep the right ethic and value to enforce the law? This study surveys on-the-job graduate students of Taiwan Police College and Central Police University. This research adopted Rokeach Value Survey (Rokeach, 1973) and the survey of US National Institute of Justice to find out the current perception of the ethics and values. The study finds that policemen pay more attention to the society value and the ethic value. Finally the author tried to explore the relations between the value and the discipline of the policemen.

The purpose of this study aims to describe how Taiwan community treats the immigrants. As we know, although our community was established by immigrants, a lot of local people do not accept the situation nowadays that lots of immigrants move to Taiwan, especially those who were from the South-East Asian countries. Many studies had indicated that the local community treats immigrants in an unequal way. For example, immigration political policies are contained with “Nationalism”, or the mass media set up an ugly image for the South-East Asian women. The media assumes that they got married here for money. In Taiwan community, the Foreigner Affairs Policemen (F.A.P) have a much closer relationship with immigrants than local people. When immigrants come to Taiwan, they have to apply for alien residential certification(A.R.C). If immigrants want to stay in Taiwan over 1 year, they have to apply for it. Under the Department of Foreigner Affairs, every police bureau sets up a service center. The F.A.P are playing a role of receiver in our community. So I take the F.A.P as a sample in my study to describe what is in their mind and what their attitude is when they get contact with immigrants. My study contains three parts. First, nationalism has been rooted in the immigration policing policy for a long time. Second, this study tries to unveil what the F.A.P think when they face immigrants. And the last part is to see how the F.A.P treat immigrants in the service center. Our community has discrimination against immigrants. That is responded to my study. My study is aimed to reveal and describe how the F.A.P treat immigrants in an unequally way. And you can find the difference between European, American and South-East Asian immigrants in the contact occasion and the mind of the F.A.P.

The influence by stress on performance is one of the popular research issues. Former qualitative and quantitative researches proved that policeman is one of jobs with high working stress. Stress on policeman not only affect their own working performance but also societal safety. Only measurement of stress cannot make policeman perform better. Thus, this study focuses on causes and mechanism of policeman’s stress. Police inspectors in local police stations are with extremely high working stress according to informal interviews. This study interviewed three female and seven male police inspectors from Taipei City, New Taipei City and Keelung in Taiwan. After data analysis with Grounded Theory, this study concludes that special working conditions and unbalance between family and work are the main sources of stress on policemen. This job is stressful with several traits including multi-faced stress, overtime work schedule, exhausting physical energy, irregular days-off, unreasonable performance evaluation structure, complicated working issues and bothering media. It is these working conditions that make policemen stressful and difficult to make balance between work and family. Furthermore, stereotypes and social desirability burden female policemen. However, consistent with Expectancy Violation Theory, female policemen would also gain more recognition and compliment when they perform positively; Male policemen are required to take over more work for female policemen because of social desirability. In general, the biggest source of stress for policemen in Taiwan is the unreasonable performance evaluation system. It comes out as taking it without other alternatives for most policemen no matter where they were trained before. There has not been effective assistance for policemen within police system in Taiwan.

Abstract This study aims to investigate the admission channels, work values and job involvement of the police officers. The research selected police officers in sub-bureaus and police stations of Taichung City Government Police Bureau as the study subjects. The research was conducted by questionnaire survey method and statistical analysis to find out whether the difference in admission channels have influence on work and job involvement; whether work values have influence on job involvement. The research is built on Super''s theory of “Work Values” Kanungo’s Job Involvement Questionnaire, other related literature, and personal observations of the police organizations together with expert recommendation. A questionnaire of “The Work Values and Job Involvement of Police Officers’’ was designed as a means of measurement . The research found that since implementing diverse admission channels to police officers, the requirement of different training periods did cause significant differences in work values and job involvement; twork values did affect job involvement. The findings of this study can provide the police organizations as a reference when formulating and implementing recruiting policies. With regard to the selection of police officers in the future, in addition to basic tests (academic and field tests), work value-centered trainings and cultivation should be taken into consideration.

Technology development enriches society in various ways. This trend, accompanies with economic development, has caused environmental pollution and destroyed ecological systems, nevertheless. Algal reefs in the coastal areas of Taoyuan county has been formed for years, which should be treasured as a natural and rare landscape in Taiwan. This study, based on the views of environmental police, aims to evaluate industrial wastewater discharge and the protection of algal reefs in Kwanin and Shinwu areas in Taoyuan county. It discusses this issue from four dimensions—1. the mechanism of cooperation; 2. the mechanism of inspection and pollution control; 3. the technological monitoring; and 4. the ecological conservation and education. Through in-depth interview, four conclusions can be drawn. First, public and private sectors do not trust each other, which crash the mechanism of cooperation. Second, the mechanism of inspection has not functioned properly, which has no solution but to rely on the autonomous management of the industry. Third, the punishment over environmental crime is not harsh. Finally, the private sector is more enthusiastic than that of public sector in this matter. This study therefore suggests the following improvements—the unification of public and private sectors, the adjustment of the ways on inspection, the implementation of severe sanction, and the enhancement of ecological conservation and environmental education.

The policemen, assuming a special role of legal execution, have been expected to practice relatively formidable challenging tasks, thus carrying extremely dangerous and heavy work load. As such, they often confront with conflicts between public interests and personal benefits, struggle against proper roles in society and at home. Under unbearable pressures, some police, would therefore even think about committing suicide. Statistics released from the National Police Agency of Ministry of Internal Affairs 2004 indicated that the total number of policemen who have committed suicide within the last decade has reached that of 69 (ranking from one-stripe three-star to two-stripe four-star officers), outnumbering those who were killed during the fights with bandits. Their suicide has brought tremendous loss not only to their own families, but also to the society and nation as a whole. It is in this vein that this study, intends to firstly understand how and to what extent that police’s work pressure and family life interfere with each other, and secondly tries to find ways and means to reduce the police pressure both from work and family. It is hoped that through strengthening the policemen personal adjustment capability and supporting mechanism from the society, triple wins for individual, family and organization can be reached. Through literature review, survey questionnaire and focus group data collection and analysis, it is found that the performance requirements, boss’ leadership style and extreme long working hours compose the three major work pressures for policemen. Besides, Work pressures do vary according to different kinds of police; in general, criminal police experiences the highest work pressure, followed by traffic police and the administrative police. As to life pressures, too little time that could spare to their family is sensed as the major source for pressure. In addition, the higher work pressure the police suffer, the greater impact on their family. Police in charge of women and children and juvenile affairs find comparatively greater satisfaction with their job and family. Contrarily, criminal police and traffic police find quite low satisfaction. Though there exists no obvious different feelings toward work pressure and family pressure among policemen of different ages; the elder police, nevertheless, tend to be more sensitive about the danger of their work and worried more about their own health. With regard to the performance requirements, the elder policemen have commented that most supervisors have exercised their authoritative power on their subordinates. Moreover, the grass root policemen below one-stripe four-star seem to be least satisfied than those police officers above the two-stripe one-star. It implies that improvements should be made as to the police bureaucratic system. In order to reduce the policemen’s pressure from both work and family, the following measures have been recommended by the study: (1). Provide the policemen with intensive training of how to relieve pressures so as to improve their self-control capability; (2). Properly readjust policemen working module so as to ensure that they have enough time to rest and recreate; (3). Develop reasonable performance requirements; (4). Simplify policemen’s work responsibilities, with focus on the two tasks -- public security and traffic mainly; (5). Promote “mutual assistance programs” in order to effectively solve and prevent potential problems.

Since there was judicial trial, the judicial policemen has played an important role in the security maintenance of court and the process of investigation and trial. Unlike the United States of America which has various police institutions, the countries with civil law systems usually have centralized and comprehensive police system. How does this police system coexist or interconnect with the judicial police system of judicial authorities? Moreover, how do judicial policemen enforce the Prosecutors' Order, Arrest with a Warrant and perform other judicial duties, such as safety check and body search? Is there any oversight or questionable parts? And does the system conform to the principles of Administrative Law and The Code of Criminal Procedure? In Taiwan, the judicial policemen is set at each of the judiciary, it belongs to the most narrow sense of the judicial police. At present, access control and security checks, is considered to be a violation of the principle of explicit delegation, and search the body is supplied with the search incident to arrest by the Criminal Procedure Code theory to define the scope of the search.

The aim of this study is to discuss the relationship among leisure participation, demands, and satisfaction for policemen. A total of 500 questionnaires were sent. Among them, the 398 effective questionnaires were conducted. After the coding of the questionnaires, statistical approaches, such as descriptive statistics, reliability analysis, t-test, one-way analysis of variance (ANOVA) with the Scheffe post comparison, Pearson correlation analysis, importance-performance analysis (IPA), were used to explore the differences and relationship among leisure participation, demands, and satisfaction for policemen. The major findings were as follows: 1.The level of the leisure participation of policemen in the Taoyuan City ranges from the frequent participation to occasional participation. 2.The main type of the leisure participation for policemen in the Taoyuan City is amusement. 3.The leisure demands of policemen rank from “Need” to “Very Need”, revealing that the leisure needs for policemen is strong, particularly for psychological demands. 4.The inner factors in the leisure participation and satisfaction are positively correlated with each other, except for the relationship between innovative and mental factors. 5.The inner factors in the leisure demands and satisfaction are positively correlated with each other. 6.According to IPA results, the physical and mental factors of the leisure demands and satisfaction factors located in the first quadrant indicate the two factors exceeding average level and reaching high performance. The sentimental, knowledge, social, and fulfill factors in the leisure needs and satisfaction factors located in the third quadrant indicate that the four factors perform lower than average. The author also propose the following suggestions: leisure demands for policemen and the body of the police departments in the future study.

This study aims to investigate the impact of hygiene factors and motivators on Tainan police’s job involvement. The subjects comprise the police at Tainan City Police Department. With purposive sampling, 600 questionnaires were distributed; among 509 returned copies, 355 valid copies account for recovery rate of 59%. The analysis tools include t-test, one-way ANOVA, pearson product-moment correlation and multiple regression. The results are as follows: 1. In terms of hygiene factors, there are significant differences by police who work as an administrative officer, the chief or deputy chief. 2. In terms of motivators aspect, the police who aged over 41, senior school degree, with children and work over 21years as well as under 10 years, the chief or deputy chief demonstrate the significant difference. 3. With respect to job involvement, there are significant difference concerning with children, administrative officer, the chief or deputy chief. 4. Police’s hygiene factors have positive correlation with job involvement. 5. Police’s motivators have positive correlation with job involvement. 6. Police’s hygiene factors have positive impact on job involvement, salary and benefit maximize the impact. 7. Police’s motivators have positive impact on job involvement, learning and growth maximize the impact. 8. On the whole, hygiene factors and motivators both impact job involvement significantly, but the latter is more influential than the former.
