This paper analyze the Armed personnel management system in Armed Police Force (APF), Nepal drawing information from secondary sources especially from APF headquarter including interview with key persons retired from APF. The study reveals that APF has moderately success to manage APF personnel to achieve its goal to maintain peace and security and safeguard national sovereignty. Because of its professional manpower produced by APF, almost all people appreciate its role played during natural disaster in the country. Despite of these activities performed by APF, there are vital issues revealed from the study that there needs proper human resource planning to promote effectiveness and efficiency in APF, Nepal. Recruitment of Armed personnel through open competition is delayed because of government’s delayed decisions. Likewise, promotion process especially in higher position is more often impacted due to government delayed decisions. Trainings in APF have been conducting for promotion purpose without assessing training need. The trainings are also constrained due to inadequate resource allocation. APF personnel are also not satisfied with the existing salary system of the country. The study concludes that there are a lot of rooms to improve personnel management system in APF, Nepal for its betterment.

This study examines the ways in which police authorities manage their personnel, as well as the factors militating against police authorities in managing their personnel for effective crime control and prevention in Nigeria. The study used both quantitative and qualitative designs to attempt to identify the criteria used in posting police officers. Data were obtained through questionnaires from 360 randomly selected respondents complemented by 15 in-depth interviews (IDI) undertaken in three geo-political regions in Nigeria namely: southeast, southwest and north central. The three geo-political regions were purposively chosen based on the incidences of armed robbery recorded in each. The study also used secondary data sourced from the National Bureau of Statistics and the Nigeria Police Force as reference materials. Simple percentages and chi-squared tests were employed to analyse the collected data. The qualitative data were content analysed. The findings revealed that factors such as crime rate, population size, industrial development and land mass or political interference were not clearly defined criteria used in the posting of personnel. The number of police in a region does not equate to more or less crime; effective crime control and prevention depend on proper and effective utilization, as well as management, of police personnel. Police authorities are culpable of mismanagement of police personnel for personal gain to the detriment of citizens; most states are under-policed and under-staffed. This study also found that factors militating against the effective utilization and management of police personnel include: corruption, political interference, ethno-religious consideration, lack of funds and lack of facilities. Thus, the study recommends among other things, that the distribution of police personnel should be anchored to the population size, industrialization and volume of criminality in a particular place; there should be a gross reduction in the numbers of personnel attached to political officials, whereas those attached to individuals who are not entitled to personal police protection must be withdrawn and efforts made to recruit more people into the police force.

Research has long focused on the size of police agencies, giving little attention to the composition of the workforce itself. Literature in fields such as the military, healthcare, organizational psychology, and business, highlights the importance of workforce structures in meeting both organizational and staff needs. Using data from a national survey, we examine personnel cohorts (i.e., distribution of junior, midlevel, and senior sworn staff) as an element of workforce structure in the largest, U.S. municipal police organizations. We describe the importance of cohort structures for enhancing performance (meeting both organizational and individual needs) and assess variation in cohort structures. We discuss the cohorts in light of their effects on personnel management, and highlight the importance of existing cohort structures when considering major personnel decisions such as hiring freezes, furloughs, layoffs, and buyouts. We summarize future research that could advance theory and policy regarding workforce structures in police and other criminal justice organizations.

The article is devoted to the issues of improving the development of staff capacity and human resource management in the National Police of Ukraine. It is analyzed the domestic and foreign experience of personnel management in the police as an important factor in achieving the strict observance of human rights by police, the implementation of their service function, the formation of new motivation of professional development for police, the development of communication skills and other professionally important individual psychological qualities. The purpose of the article, in accordance with a clearly formulated and properly updated thematic problem, is a research of problematic aspects of administrative and legal providing the training for the National Police of Ukraine and ways’ identification of their improvement on the base of analysis of national and international legislation and generalization of its implementation. The new requirements facing law enforcement managers today require the mastering modern approaches to personnel management. In the middle of the world's progressive concepts of police management in democracies is a human, the policeman, who is considered as the greatest value. The effective management systems are focused primarily on professional and personal growth, development of general and special skills of police officers so that they will be maximally used in professional activities, will be useful to society, contribute to the effectiveness of the law enforcement system. Of course, it is extremely difficult to achieve 100% job vacancies, but there are things that the leadership of the Ministry of Internal Affairs and the National Police can do today to solve the problem of staffing. Summarizing the above, it should be noted that the issue of improving staff policy in the police is relevant, as currently there are not clearly such aspects as: professional selection of candidates for police service and holding vacant management positions; motivation, stimulation and personal development of staff. Therefore, in order to fully implement the requirements of the Law of Ukraine “On the National Police of Ukraine” and increase the efficiency of staff management of the National Police, it is advisable to develop Regulations on the Personnel Department of the National Police of Ukraine to regulate staff issues.

It also discusses what police stress scenarios, stress factors, stress effects experienced by policemen in their work and lifestyle, and how existing programs have been done to reduce police stress. The results of this paper can give an idea and suggestion to the Royal Malaysian Police (PDRM) in intervention using cognitive counseling group interventions as a method that can be applied to high-stress police personnel in particular and who experience moderate stress.

The activities of the police are among the complex, it is accompanied by significant physical and psychological stress on police officers, often containing threats to their lives and health. The article focuses on the idea of a proactive approach that underlies the modern concepts of police management and is designed to provide psychological prevention of problems in the police organization, prevention of conflicts, stress, police discontent. The article reveals the psychological conditions for the manager to carry out such proactive management, emphasizes the need for special psychological training of police managers through vocational psychological training.

Purpose This study tracks changes in labor productivity of the Finnish police force over a period of thorough management reforms (2009-2014). Theoretically, the study is based on the cost disease hypothesis. It was assumed that police management reforms have had no noticeable effect on labor productivity and that, therefore, the fact that both physical police facilities and frontline employees have been reduced during the reform years has been reflected on the output side: on the number of outputs, accessibility, and quality of police services. The paper aims to discuss this issue. Design/methodology/approach The study was conducted as a series of longitudinal function-specific output-input analyses (2000-2015). The project employed data from the Police Performance Management database, Police Citizen Surveys (PCSs, 1999-2016), and Police Personnel Surveys (1999-2015). Methodologically, it relied on two different compounded annual growth rate concepts, linear regressions and likelihood ratio analyses. Findings The rate of growth of labor productivity was unaffected by the management reform period. In fact, productivity may have declined during the reform process. Citizens’ evaluations of police services have slightly deteriorated over the management reform period. Research limitations/implications PCS data are based on quota sampling. The procedure contains random sampling elements but is not fully random. The earliest PCS data lack satisfactory population weights, which is why unweighted data had to be used in this study. Originality/value Longitudinal studies on police productivity and, relatedly, on the cost disease phenomenon are rare. Yet, the themata are potentially very significant for both citizens and policy makers.

It has been stated that the effective solution of the tasks of human resourcing and personnel management is one of the main tasks of any organization, institution or enterprise. The National Police of Ukraine is not an exception, and defective planning can lead to the loss of valuable human resources. It has been stressed that nowadays the issues of informatization and automation of human resourcing and personnel management are being paid very little attention, while it is practically impossible to solve the tasks of human resourcing and personnel management in the current situation without the use of information and telecommunication technologies. The tendency in the development of telecommunication technologies in the field of human resources and personnel management is the movement towards the use of electronic systems and software package systems built on WEB-technologies. It has been alleged that the software package system “Personnel Management System of the National Police of Ukraine”, which was fully designed and developed by the employees of the research laboratory dealing with information protection and cybersecurity of Kharkiv National University of Internal Affairs customized by the Human Resourcing Department of the National Police of Ukraine, has no analogues among domestic and foreign software products. From the first days of test running of the software package system’s modules, it became clear that its implementation into the activities of the National Police of Ukraine would provide significant advantages over the usual, manual, “paper” way of working. Compared to desktop software products, the software package system has significant advantages due to its WEB-oriented nature. The experience of exploiting certain modules of the software package system has proved that the use of electronic systems and software package systems built on WEB-technologies is a very timely and progressive step that significantly improves the efficiency of the activities of the entire National Police of Ukraine in the whole.

It was important for Indonesian National Police organizations to be able to managed their human resources through good management by giving employees or members the opportunity to advance. Human resources in one organization had an important role of Indonesian National Police experiences a surplus of members with the position of Police Grand Commissioner. As of the beginning of 2019, this institution had around 1,400 members serving as middle officers. Most of these officers did not get outside structural positions. The development system of the right police career pattern was able to provide direction for individual police officers to developed themselves. The purposed of this research was to analyzed case studies related to the career development of the Police Grand Commissioner ranked that took place at the Institution of Indonesian National Police. This research used a qualitative approach with a case study method. This study concluded that career development was an police's efforts to achieve a career plan. In this case, there were organizational efforts in the form of programs and activities to assisted the career development of Police Grand Commissioner personnel. Another important thing was related to education and training provided to Police Grand Commissioner personnel must be in accordance with the requirements needed, so that the quality improvement of Police Grand Commissioner personnel would be truly fulfilled and aimed to developing police competencies and careers in accordanced with the needs and challenges of Grand Commissioner Police personnel performance.

Purpose: This study aims to investigate and develop a model of empirical research on Information Technology, Organizational Culture and Personnel’s Performance to Service Quality by proposing Personnel’s Performance as a mediating variable. Design/methodology/approach:The study was conducted by surveying 100 police officers and 100 community Personnel at the join operation office between Police with Local Government of Bandung city (“Samsat”), and the data were analyzed by structural equation model, using Smart PLS. Finding: The paper finds that all hypotheses are accepted and the result of the study proves that personnel’s performance with indicators; effectiveness and efficiency, authority and responsibility, discipline, initiative, acts as an intervening variable on the influence of Information Technology and Organizational Culture toward Service Quality. Research limitations/implications: Future research should be conducted to examine the influence of all personnel performance of Indonesian Police in all join operation office between police with local government in order obtained more varied result. Besides the variables should be developed to examine the influence factors of Service quality such as; management knowledge and others. Practical implications: The proposed of information technology and organizational culture with the high loading factors which are related to increase Personnel’s Performance may help in increasing Service Quality. Both indicators could be increased together in order Personnel’s Performance be increased and impacted to service quality. Originality/value: The value of this paper as the strengthen is the model empirical research that redesign of Personnel’s Performance as mediate variables with more indicators that has high loading factor and significant value, so the Personnel’s Performance may act as mediate variable between exogenous with endogenous variable.

This study focused on Police Reforms Practices and Service Delivery in the Kenya Police Service at Machakos County Police Headquarters. Police reforms in Kenya as availed from literature indicate that the colonial government in 1950 made attempts on reforming the police force. The appointment of the National Task Force on Police Reforms arose mainly from the post-election violence in 2007-2008 where hundreds of Kenyans lost their lives, thousands of people were displaced and property destroyed. This is because the police officers used excessive force, they were not trained to handle the violence that erupted and they took political sides. In order to address these concerns, the study aimed at examining police reforms practices and service delivery at Machakos county headquarters. Service delivery is a component of business that defines the interaction between providers and clients. Good service delivery provides clients with an increase in value. A well-functioning public sector that delivers quality public services consistent with citizen preferences and that fosters private market-led growth. The specific objectives were to establish the effect of personnel reforms and service delivery, establish the effect of financial reforms on service delivery and to establish the effect of legal reforms and service delivery in the Kenya Police service at Machakos County Police Headquarters Kenya. The significance of the study is as it tackled and documented the effect of police reforms practices and service delivery. It highlights the effect of personnel reforms and service deliver, financial reforms and service delivery and the legal reforms and legal reforms and service deliver. The study was guided by the Resource Based Theory, Servqual theory and the New Public Management Model in analyzing the theoretical background. A descriptive survey research design was used. The study targeted a population of 110 senior police officers in the Kenya Police Service and adopted the census approach to obtain information from every member of the population. Primary data was collected using a semi structured questionnaire, while secondary data was collected through review of literature on police reforms. Pilot study was conducted to validate the questionnaire. Data collected was subjected to quantitative analysis and data was presented using tables, graphs and pie charts inferential statistics was used in the study including correlation and multiple regressions in order to determine the relationship between the independent and dependent variables. Statistical package for social sciences (SPSS) version 22 was used to aid the analysis of the data. The findings revealed that personnel reforms and service deliver, financial reforms and service delivery and legal reforms and service delivery influence service delivery in the Kenya Police Service to a great extent. The findings conclude that personnel reforms have a positive and significant influence on service delivery in the Kenya Police Service at Machakos County Police Headquarters in Kenya. The conclusion on financial reforms and Service delivery, legal reforms and service delivery and financial reforms and service delivery have a positive and significant influence on service delivery in the Kenya Police Service. The findings recommend that the Kenya Police Service at Machakos County Police Headquarters should implement the personnel reforms. The findings also recommend that the police service should give police access to improved salary, savings Sacco and increased allowances. The findings furthermore recommend that legal reforms be instated that will assist in conducting impartial investigations, inspections, audits and monitoring of the National Police Service to enhance professionalism and discipline of the Service.

Lifestyle factors represent a significant occupational health issue for law enforcement personnel around the world. Despite this fact, longitudinal investigations of alcohol and tobacco consumption trends among them are rarely undertaken, particularly on a national basis. The aim of the current study therefore, was to examine the changing nature of high-risk alcohol consumption and tobacco smoking habits among a nationally representative sample of Australian police officers, for what appears to be the first time. Data pertaining to law enforcement personnel were extracted from four National Health Surveys conducted in Australia between 1989 and 2005. A referent group was also formulated for the same time periods. Results from this investigation suggest that the proportion of Australian police who consume alcohol at high rates is slowly declining in recent years. On the other hand, tobacco consumption among them has remained relatively stable, with around one-fifth of Australian police still smoking in 2004–05. Law enforcement is clearly a high-stress occupation when compared with other jobs, and the impact of workplace issues continues to influence lifestyle factors beyond the work environment. This unique facet ensures that alcohol and tobacco consumption will remain an important occupational health issue for police management in future years. As the retention of healthy, experienced law enforcement personnel is essential for the smooth functioning of any police force, additional research and management efforts should focus on the continued reduction of these detrimental lifestyle factors.

Using a nonequivalent pretest-posttest control group design, changes in officers' perceptions and behaviors were examined over a 2-year period, during which time they were exposed to new training programs, organizational restructuring, and problem-solving activities. The results showed few changes in officers' perceptions of management practices or job satisfaction, but documented positive gains in attitudes and knowledge about community policing and some street-level behaviors. Alternative explanations for the results are discussed.

Purpose Police personnel report relatively high rates of mental health difficulties, and are at an increased risk of experiencing stress, burnout, secondary traumatic stress and anxiety as a result of the nature of their work and may also experience low compassion satisfaction. However, it is likely that the prevalence of psychological distress varies across roles. The purpose of this paper is to explore psychological distress, in a large sample of police personnel, examining differences between individuals in a number of police roles. Design/methodology/approach A questionnaire assessing experience of mental health problems, perceived stress, compassion fatigue (burnout and secondary traumatic stress), compassion satisfaction and anxiety was administered to 602 police personnel, who were classified into one of ten roles (24/7 officers, communications, firearms, crime, resolution without deployment, neighbourhood, custody, safeguarding, operations and other roles). Differences based on role and the requirement for shift work were then examined. Findings 24/7 officers had higher compassion fatigue and lower compassion satisfaction than individuals in a number of other roles. Firearms officers had lower levels of perceived stress and anxiety. Resolution without deployment officers reported higher secondary traumatic stress and compassion fatigue. The findings also revealed that respondents who partake in shift work showed higher levels of perceived stress. Originality/value This is the first study to the authors’ knowledge to investigate experience of mental health problems and reports of psychological distress in different roles within a UK police force. The findings have important implications, for example, in terms of identifying groups who may be particularly at risk from psychological distress.

Mounting evidence suggests that law enforcement organizational factors contribute to higher incidence and racial disparities in police killings. To determine whether agency policies contribute to race-specific civilian fatalities, this exploratory study compared fatality rates among agencies with and without selected policies expected to reduce killings. A cross-section of 1085 fatalities in the 2015–2016 The Counted public-use database were matched to 481 agencies in the 2013 Law Enforcement Management and Administrative Statistics (LEMAS) database. Negative binomial regression estimated incidence rate ratios (IRR) adjusted for agency type, number of officers, percent female personnel, median income, percent with a bachelor’s degree, violent crime rate, and population size, with inference using robust standard errors. Agencies with greater proportions of full-time personnel (range 43–100%) had lower rates of all (IRR = 0.85; 95% confidence interval [CI] = 0.77–0.93) and non-White civilian killings (IRR = 0.85; CI = 0.73–0.99). Mission statements predicted lower rates of all (IRR = 0.70; CI = 0.58–0.84) and White killings (IRR = 0.60; CI = 0.40–0.90). Community evaluation and more types of personnel incentives predicted lower rates of White (IRR = 0.82; CI = 0.68–0.99) and non-White killings (IRR = 0.94; CI = 0.89–1.00), respectively. Increasing video use predicted higher rates of White killings (IRR = 1.13; CI = 1.01–1.28). No policies were significantly associated with Black civilian killings. Law enforcement policies that help reduce police killings may vary across racial groups with the least benefit for Black civilians. Impact evaluations and meta-analyses of initiatives aimed to mitigate fatalities should be explored, particularly policies to address anti-Black bias. A national registry tracking all police killings and agency policies is urgently needed to inform law enforcement policies aimed to mitigate civilian fatalities.

How do states build a security apparatus after violent resistance against state rule? This article argues that in early periods of state building two main factors shape the process: the macro-strategic goals of the state and administrative challenges of personnel management. These dynamics are studied in the context of the establishment of police forces in the settler colony of German Southwest Africa, present-day Namibia. The empirical analysis relies on information about the location of police stations and a near full census of police forces, compiled from the German Federal Archives. A mismatch is found between the allocation of police presence and the allocation of police personnel. The first was driven by the strategic value of locations in terms of extractive potential, political importance, and the presence of critical infrastructure, whereas the allocation of individual officers was likely affected by adverse selection, which led to the assignment of low-quality recruits to strategically important locations.

Purpose The purpose of this paper is to use Maguire’s (2003) theory of police organizations to explain whether police agencies dedicate specific personnel to cybercrime response. Design/methodology/approach Data from this study come from the 2013 Law Enforcement Management and Statistics survey. Maguire’s (2003) theory of the organizational structure of police organizations is used to measure organizational variables related to context, complexity and control. Logistic regression is used to examine whether these organizational characteristics are related to cybercrime response. Findings The results suggest that organizational context, complexity and control are related to cybercrime response. Specifically, in terms of context, larger agencies, agencies whose officers engage in more non-routine tasks, and agencies governed by an active collective bargaining agreement are more likely to dedicate specific resources to cybercrime. In terms of complexity, agencies with more hierarchical layers, agencies that utilize more specialization and agencies that make greater use of civilian employees are more likely to dedicate specific personnel to cybercrime. Finally, regarding control, agencies that assign non-sworn personnel to administrative tasks are more likely to dedicate resources to cybercrime response. Originality/value This study is one of the first to use this framework to examine the relationship between organizational characteristics and cybercrime response. It shows that this perspective can be useful for understanding police organizations and police policies, programs and strategies.

Background: Despite many improvements, pre-hospital care is known to be inconsistent and inefficient across India. This contributes to high mortality and morbidity of accident and medical emergency victims. Pre-hospital care may be provided by bystanders, but they are known to hesitate due to multiple reasons. The first aiders (ambulance staff or police personnel) who are responsible for providing appropriate initial care are not adequately trained to manage all aspects of emergency situations including extrication, cardiopulmonary resuscitation, management of bleeding, and protection of the spine evacuation and transfer. The current study was conducted to gauge the knowledge of first aid among bystanders and first aiders in Delhi national capital region.Methods: Two separate surveys with closed-ended questions were formulated for the bystanders and first aiders in english and hindi. A sample of 511 bystanders and 309 first aiders (108 ambulance and 201 police personnel) completed the survey between February 2019 and April 2019. Data was analysed descriptively. Comparison were made across demographic variables for the bystanders. For first aiders, comparisons were made between ambulance staff and police personnel, and between emergency medical technicians and drivers.Results: The average total scores for the bystanders were 38.5±14.2%. Slight differences across age and educational qualifications were found. The average total score for the first aiders was 34.3±12.3%. Ambulance personnel scored significantly better than police personnel in evacuation (70.3±26.6% versus 42.6±26.5%) and CPR subdomains (37.6±19.4% versus 21.9±14.7%). The emergency medical technicians scored better than the driver in their total and first aid subdomain scores.Conclusions: The knowledge amongst first responders including bystanders and first aiders was low and efforts to educate and train them would improve the much-needed quality of pre-hospital care.

This study compared the impact of perceived organisational support from management upon bullying of soldiers and police officers and their work outcomes (wellbeing, affective commitment and turnover intentions). Data from self-report surveys from 99 army personnel and 193 police officers were analysed using SEM. The results indicate that significant paths between most variables and perceived organisational support explained 6% of bullying (comprising intimidation and personal attacks). Together, (a) perceived organisational support and bullying explained almost a third (28%) of psychological wellbeing, (b) perceived organisational support, bullying and psychological wellbeing explained over two-thirds (68%) of affective commitment, and (c) bullying and affective commitment explained over half (53%) of turnover intentions. Also, bullying partially mediated the relationship between perceived organisational support and affective commitment. There were no significant differences between the two cohorts, except for perceived organisational support from management. Implications include that soldiers and police officers are likely to experience better workplace performance if management support is improved. Both soldiers and police undertake emotionally difficult tasks at times, and without adequate support, the stress of their jobs is likely to negatively impact their wellbeing and commitment. Poor perceived management support is not sustainable in the long-term without negative employee consequences.

Manual traffic control is an intersection control strategy in which law enforcement officers allocate intersection right-of-way to turning movements. Many emergency traffic management plans call for manual traffic control in response to oversaturated roadway conditions. This is because it is thought to more effectively move traffic during temporary surges in demand. The goal of this research was to evaluate the current state-of the- practice used by the Army Corps of Engineers (ACE) in selecting intersections for manual traffic control and allocating police personnel to them during emergencies.This research uses the emergency traffic management plans developed by the ACE for nine counties in the Maryland Eastern Shore region. This area encompassing 14,318 intersections of which 74 were selected for manual traffic control during emergencies. This work sought to quantify the correlations that exist between intersection attributes and the ACE' decision to allocate officers to control them. The research findings suggest that US routes, State routes, and emergency evacuation routes are statistically significant in determining the need for police control at intersections. Also significant are intersection on contraflow corridors and intersections near grade separated interchanges. The model also determined that intersections isolated from evacuation routes and county exits were more likely to be selected for manual control, indicating that rural areas may rely on manual traffic control in the absence of multilane highway and freeways. This research also found that intersections involving evacuation routes, contraflow corridors, and grade separated interchanges may warrant additional police personnel (two or more officers) for manual traffic control.

The article examines the nature and content of the main directions of psychological counseling police executives. The relevance is justified by the need to determine the specifics of counseling for police leaders, systematize ideas about the types of psychological counseling of leaders by a psychologist. Psychological counseling is defined as a type of organizational counseling aimed at developing the managerial competence of a leader through the acquisition of psychological and pedagogical knowledge, skills and abilities. The domain of psychological counseling of the executives is determined in the context of the main areas of management of the staff. Five directions of consulting a police executives are described: 1) organization of selection and appointmentof employees; 2) the organization and conduct of events of moral and psychological support; 3) the formation of a favorable socio-psychological climate in police teams and department, as well as issues of improving the style and methods of managing employees; 4) the participation of the leader in minimizing the consequences of emergencies and their prevention; 5) optimization of the operational activities of the police officer. The results of psychological counseling are divided into primary, associated with improving managerial competence and the effectiveness of managing subordinate personnel, secondary, associated with the realization by the head of the value of psychological and pedagogical knowledge in the field of management of the staff.

It is proved that the modern system of methods for evaluating the effectiveness of policing should consist of traditional methods specific to policing and non-traditional methods introduced from other areas. It is concluded that the current issue is the use in assessing the effectiveness of policing methods (techniques) used in the private sector to assess the effectiveness of various institutions, enterprises, organizations, as well as methods of evaluating staff, successfully tested and implemented in management, non-governmental structures, which are quite diverse. Today, the performance of the police is a necessary tool in the management industry. We see the application of benchmarking in the system of evaluating the effectiveness of police activities as promising, and the biographical method for personnel evaluation; the method of a given score; ranking; method of pairwise comparisons; standard method; graphic profile method; method by results; method «360о certification»; assessment center method; human resources analysis; goal management method; method of evaluation of key performance indicators. The authors emphasize that the use of these methods requires special knowledge of the subjects who use them, which is why one of the main tasks of the modern management system of the National Police should be to train managers capable of using modern methods of personnel evaluation. It is worth emphasizing that the departmental evaluation of efficiency of police activity can be carried out in relation to specific police officers. As for methods for evaluation of efficiency of police activity of individual police officers, they are significantly different from the methods of general assessment. It is concluded that there are no universal methods of evaluation, they, as well as criteria, evaluation should be carried out comprehensively taking into account various circumstances: the type of evaluation, its purpose, the object of evaluation, the subjects involved in evaluation, and their skills in the application of specific methods, available resources, etc.

In 2003–2005, the Police Academy was in the process of losing its academic status as a centre designed to prepare police executives. According to the adopted assumptions, the Academy was to become an institution preparing police personnel at the basic and specialist levels. In May 2004, the new Commandant-Rector, on the basis of opinions of the police community, research conducted in the Academy, and his own experience in service in various police units, prepared a plan to maintain the status of a university, and develop the university as a training and scientifi c centre. Thanks to the enormous work done by the school personnel and police offi cers from all over the country supporting the Academy, and thanks to the support obtained from many scientifi c centres, the programme was implemented very quickly. Comprehensive assistance was also obtained from the regional authorities and Members of Parliament from all political backgrounds. The Police Academy in Szczytno as a public service university was included in the new Higher Education Act. After a few months, the effects of these undertakings prompted the management of the Ministry of the Interior and Administration, and the National Police Headquarters to make a decision on granting the school a new statute appropriate for a higher education institution, restoring university structures and enrolling new students for previously suspended undergraduate studies for police offi cers. All of the undertakings encountered unprecedented interest.

The author of the article has studied general theoretical approaches to the content of the term of «method of activity». Based on the research of scientific works on the theory of state governance, administrative law, administrative management, public management, the author has formulated own definition of the concept of «methods of public management within the agencies of the National Police of Ukraine», which are methods and approaches of authoritative and management influence management applied by authorized entities within their competence aimed at streamlining the organizational structure of the system of the National Police of Ukraine, planning, preparation, development, execution and implementation of management decisions, organization of the work of the management apparatus, implementation of documentary, informational, personnel, psychological provision of the activities of the agencies and units of the National Police. The classification of methods of public management within the National Police has been carried out and the features of their application in the management activities of police agencies and units have been highlighted. Thus, the methods of public management within the National Police should be divided into 2 types: organizational and regulatory, organizational and administrative. Among organizational and administrative methods of public management, it is advisable to distinguish active and passive methods. In turn, organizational and regulatory methods should be divided into regulation and norming, which can be methodical and imperative by the nature of its implementation. The methods of preparation, acceptance and execution of management decisions in the system of the National Police have been separately considered. These include: general scientific methods (analysis, synthesis), methods of sociological research, heuristic methods, methods of direct and indirect observation, methods of planning and forecasting, methods for modeling the situation and developing scenarios, statistical methods.

Public agencies have an important role in establishing and ensuring a secure environment for business operations. Risk management decisions by international business enterprises can be informed usefully by performance data related to the services provided by a host country‘s law enforcement agencies. As recent public sector reforms have emphasized the development of indicators and the measurement of performance in public organizations, such as the police, this has made it possible for businesses to use these data to enhance the quality of their decisions about security needs related to both personnel and property. This article reviews the number of emergency calls received by the Hong Kong police and their response time and examines what inferences can be drawn from these data. Such an analysis highlights the need to compare and contrast different performance measures to obtain a comprehensive view of an agency‘s performance before making critical business decisions.

These environmental changes will affect the management of Indonesian National Police organization. The e xternal environmental factors that most influence organizational activities of Indonesian National Police consist of micro external environmental factors , including the personnel of Indonesian National Police and the public, as well as the macro external e nvironmental factors covering political and legal conditions in Indonesia. Organizational changes in Indonesian National Police institution have massively occurred since Indonesian National Police Reformation in 1999 - 2000 and due to the Bureaucratic Reform s launched by the government in 2010. The most prominent change from Indonesian National Police Reform is the organizational culture of Indonesian National Police , from previously having a military culture to fully become a police organization which protec ts and serves the community. Meanwhile, the changes due to the b ureaucratic r eform are implemented from the realization of programs and activities designed to improve the performance and the effectiveness and efficiency of Indonesian National Police ’s duties . By realizing and conducting these programs and activities, the level of public satisfaction with the services provided by Indonesian National Police has increased . Crisis management in law enforcement contexts is considered to be a kind of Naturalistic Decision-making (NDM). In a NDM situation, crisis management personnel usually have to tackle highly fluid situations under great stress and uncertainty. It has been observed that a major challenge to the effective handling of crisis situations is the tendency for the personnel involved to ignore alternatives and make irrational decisions that, a phenomenon that the psychologist Janis (1972) refers to as Groupthink. This paper reports on the design of an online Role Play Simulation (RPS) for crisis management training and its implementation in in-service police training. The interactions of participants recorded during the RPS training were categorized using Bales' Interaction Process Analysis (IPA). The results show that participation in the RPS has positive effect on the reduction of Groupthink tendency.

Purpose – The purpose of this paper is to examine national survey data of police agencies in the USA to explore the current state of crime analysis integration to patrol crime reduction work. Design/methodology/approach – The data examined in this paper are from a national quantitative survey which sought to understand how crime analysis results are used by officers as well as higher ranking personnel in the patrol division and what types of strategies are implemented using crime analysis. Findings – The findings show that the routine use of crime analysis is not well integrated. Despite the low integration, however, some differences were found. Management uses crime analysis the most overall, but officers and first-line supervisors use tactical crime analysis more routinely than management, where management personnel use evaluation most routinely. Tactical crime analysis is used most often for directed patrol, strategic for both directed patrol and general information, and evaluation for both general information and crime prevention. Analysis of using analysis proactively shows that agencies use tactical crime analysis most proactively, followed by the strategic crime analysis, then evaluation. Research limitations/implications – The study relies on self-report surveys, so the results may suffer from some of the general limitations of self-reports. Also, the study resulted in a lower response rate than surveys of police agencies typically achieve. Although responding and non-responding agencies were comparable in terms of population size, number of officers, and region of the country, the response rate was about 55 percent. However, it is a possibility based on the analysis results that non-responses may reflect a disinterest in the topic or the lack of integration of crime analysis. Originality/value – This is the first national survey that focussed specifically on crime analysis integration in patrol work for crime reduction. The value of the results presented here are in the description of the current state of crime analysis integration in the USA which has not been investigated in such depth before and the identifications of gaps in both research in practice.

Purpose – The purpose of this paper is to analyse how the police, the rescue services and the emergency medical services perceive the threat of terrorism and preparedness for a terrorist-induced crisis. It also aims to unravel differences among the emergency organizations and to discuss their potential implications for emergency preparedness. Design/methodology/approach – Data were collected using a questionnaire distributed to operational personnel from the emergency services in eight Swedish counties; 864 responses were received and analysed. Findings – There were significant differences between the police, rescue and ambulance services regarding perceptions of event likelihood, willingness to respond, estimated management capability and level of confidence with tasks to be performed on-scene. Perceived likelihood of events appeared affected by institutional logic; events within their respective domain of responsibility were perceived as more likely. The police stood out in many aspects, with more personnel with experience of violence on duty and a high grading of the probability of terrorist attacks compared to the other organizations. Fewer police had high estimates of their organizations’ management capability and knowledge of tasks on-scene. Practical implications – Differences in perspectives of terrorism preparedness and response among the emergency services were shown, highlighting the importance of enabling inter-organizational insights on safety culture, with risk awareness and management strategies, as well as knowledge of the other organizations’ institutional logics and main tasks, so as to achieve an effective, collaborative response to terrorism-induced crises. Originality/value – Little research has been conducted comparatively with regard to the emergency services and their perceptions of terrorism-specific threats and preparedness, particularly in the Swedish context.

Purpose – The purpose of this paper is to analyse factors influencing perceptions of preparedness in the response to terrorist attacks of operational personnel in Swedish emergency organizations. Design/methodology/approach – Data were collected using a questionnaire distributed to operational personnel from the police, rescue and ambulance services in eight Swedish counties; 864 responses were received and analysed. Findings – Three aspects of the perception of preparedness for terrorist attacks among Swedish emergency responders were studied: willingness to respond; level of confidence with tasks; and estimated management capability. Factors which positively influenced these perceptions were male sex, training in first aid and dealing with mass casualty incidents, terrorism-related management training (MT), table-top simulations, participation in functional exercises, and access to personal protective equipment (PPE); work experience was inversely related. Occupation in police or rescue services was positively associated with willingness to respond whereas occupation within the emergency medical services was positively associated with estimated management capability. Practical implications – These findings show that terrorism-related MT and access to PPE increase the perceptions of preparedness for terrorism among the emergency services, aiding judgements about investments in preparedness by crisis management planners. Originality/value – Limited research in disaster management and hazard preparedness has been conducted in a European context, especially regarding terrorism. Little is known about aspects of preparedness for terrorism in Sweden, particularly from the perspective of the emergency responders.

Quality management, a form of participatory management modeled on the theories of Edwards Deming, was implemented in the Madison, Wisconsin Police Department as a basis for the implementation of community policing. Personnel surveys conducted in 1987 and 1989 found a significant increase over time in the belief that the organization practiced participatory management. The increase in this belief was positively and significantly related to (a) satisfaction with work, the organization, supervision, and job growth potential; (b) perceived significance of work; (c) task identity; and (d) work autonomy. A composite measure of satisfaction was, in turn, significantly related to officers' receptivity to change.

Police work exposes officers to high levels of stress. Special emergency response team (SERT) service exposes personnel to additional demands. Specifically, the circadian cycles of SERT operators are subject to disruption, resulting in decreased capacity to compensate in response to changing demands. Adaptive regulation loss can be measured through heart rate variability (HRV) analysis. While HRV Trends with health and performance indicators, few studies have assessed the effect of overnight shift work on HRV in specialist police. Therefore, this study aimed to determine the effects overnight shift work on HRV in specialist police. HRV was analysed in 11 SERT officers and a significant (p = 0.037) difference was found in pRR50 levels across the training day (percentage of R-R intervals varying by >50 ms) between those who were off-duty and those who were on duty the night prior. HRV may be a valuable metric for quantifying load holistically and can be incorporated into health and fitness monitoring and personnel allocation decision making.

Group fights criminal acts defined as crimes of violence together as provided for in Article 170 of the Criminal Code. Data from Blora Regency police indicate that a fight between youth always the case in every year in the Blora Regency. This study aims to determine the role of the police in handling and overcoming a fight between youth, barriers and solutions in realizing the public order in Blora. The method used is the juridical sociological, descriptive analytical research specifications. The data used are primary data and secondary data, while the data collection method is field studies and literature. Using data analysis methods of qualitative analysis. The analysis used as knife crime prevention theory, theory and the theory of the role of law enforcement. The results showed that the role of the police in handling and overcoming a fight between youth in realizing the public order in Blora is through the efforts of non penal (preventive) and attempts penal (repressive). Barriers arising in the treatment and prevention of fights between youth to realize the public order in Blora is the number of police personnel limited, the police difficult to present witnesses so that not all the perpetrators can be arrested, the third party to interfere in the settlement of the problem, and the lack of awareness Public.Keywords: Role; National Police; Prevention; Fights Between Youth.

The present study attempts to determine if the retention of police in-service training information is affected by the type of content presented in the training session. A group of mid-level police managers (e.g., mostly lieutenants) attended two in-service training sessions on the same day that were devoted to Personnel Management and Multicultural Police Strategies. The police managers were given three objective tests related to the content of the two training sessions. Through the use of an experimental design the police managers were administered a pre-test immediately before each training session; a posttest immediately following each training session; and a second posttest three months after the completion of the training sessions. These objective tests focused on both perceptions of information retained as well as the ability to demonstrate actual knowledge in the two training areas. The results show that there were significant differences in the perceptions of police information retention across the two contents, but there were no differences in demonstrated knowledge. Recommendations for future research on police training involve improving the panel design and broadening the training content focus.

Law enforcement demands self-management, intrinsic motivation, high energy levels and tolerance to stress. The concept of self-management might involve both autonomy and responsibility. Autonomy and responsibility, however, are often considered and measured as the same construct even thought at a conceptual level they can be seen as a separate dual construct. Our aims were: (a) to investigate the duality of the concept autonomy and responsibility; and (b) to investigate this hypothesized dual construct’s association with stress, and energy and motivation dimensions among Swedish police personnel. Employees ( N = 617; males = 318, females = 292) from five Swedish police departments participated in the study. Autonomy and responsibility were assessed using one of the scales in the Learning Climate Questionnaire, motivation using a modified version of the Situational Motivation Scale, and stress and energy using the Stress/Energy Questionnaire. We conducted a confirmatory factor analysis and two structural equation models. The confirmatory factor analysis discerned two separate subscales that we defined as autonomy (e.g. ‘I feel free to organize my work the way I want to’) and responsibility (e.g. ‘We are not encouraged to take responsibility for our own learning’). Autonomy predicted both stress and energy, but only one dimension of motivation, that is, amotivation. Responsibility predicted energy and three of four motivations dimensions: intrinsic motivation, external regulation and amotivation. Hence, we suggest that the notion of autonomy and responsibility as a dual independent construct seems to be meaningful in the investigation of police personnel’s motivation, stress and energy.

Police culture embodies something which obviously does exist but is difficult to explain and order it. It significantlyaffects the professional performance of the police organisation. A correctly formed police culture may produce better quality management. The study deals with identification and analysis of the strengths and weaknesses of police culture which is one of the determinants of the success of a police organisation. The authors have used a diagnostic instrument of competing values, the so-called OCAI model. They present original scientific findings — the outcomes of a scientific and research project entitled “The Success Factors of the Police Organisation” (No. 185). The project was carried out by the Management and Information Science Department of the Academy of the Police Force in Bratislava and commissioned by the Section of Personal and Social Activities and Personnel Department of the Ministry of the Interior of the Slovak Republic. The two-dimensional OCAI method shows the current and preferred state of the organisational culture inside the police organisation. The current state indicates strictly defined rules, processes and norms and a structured working environment — features typical of organisations of a formal character with a hierarchical culture. The preferred state is a family type of organisation where the emphasis is put on collegiality, loyalty, adherence, mutual cooperation and trust which has a special role. The research results confirm that a main aim of the police culture is to create “an awareness of Us” which will integrate the staff. It may also facilitate prevention of conflicts and have a synergic effect at all management levels. Upon creating the police culture, it is necessary to bear in mind that, if the police organisation wants to fulfil special tasks, then the values of the employees must be in line with those of the organisation.

Utilizing intensive interview data from inmates in one of the most overcrowded and underresourced jails in Metro Manila, Philippines, this article explores the origins and roles of inmate pangkats (a derivative of gangs) in jail management. Responding to institutional deficiencies, such as police misconduct and court case delays, and structural shortages, such as lack of space, operational resources, and personnel, this article investigates how the pangkats supplement jail management and help keep the jail operations afloat. Specifically, this article documents how the pangkats put out fires: their intricate roles in mitigating pains of imprisonment, conflict mediation, order maintenance, and instilling discipline among their members. This article also details the emergence of a give-and-take relationship that develops between and among the pangkats and jail officials that are reflective of the Philippine sociocultural realities. Implications to theory on prison community and policy on gang management in a developing country context are discussed.

In 2008, state and local law enforcement agencies hired 61,000 new full-time sworn personnel. To develop a sufficient applicant pool, organizations may use a variety of attraction strategies, including financial inducements, especially when broader factors lessen the appeal of a job. Using data from the 2007 and 2013 Law Enforcement Management and Administrative Statistics survey, the present study tests whether unfavorable contingencies (e.g., high cost of living, rigorous application standards) are related to officer compensation—pay, supplemental incentives, and reimbursements—within a sample of large metropolitan police agencies. Results are generally consistent with contingency theory, at least with respect to salaries. Departments offer higher salaries to offset more rigorous hiring standards, high costs of living, and other unfavorable contingencies. The implications of the findings for police officer recruitment are discussed.

Purpose Most police agencies in the USA make the claim that they use social media, and such use is drawing a great academic attention. Most studies on police use of social media focus on the content of police social media websites. Little research, however, has been conducted regarding what types of police agencies are in fact making use of social media. The purpose of this paper is to fill this gap in the knowledge. Design/methodology/approach The study reported here analyzes the 2013 Law Enforcement Management and Administrative Statistics (LEMAS) data set to identify the principal organizational characteristics of police agencies associated with the use of social media. Binary logistic regression is used to identify significant independent predictors of police use of social media, viewed here as a form of innovation. Findings The findings indicate that the workforce size (commissioned and civilian personnel) of a police agency, the level of participation in multi-jurisdictional task forces and the early use of an official agency website to communicate with the public are the predictors of police use of social media. Research limitations/implications Three theories pertaining to organizational behavior (i.e. contingency theory, institutional theory, and resource dependency theory), as well as Maguire’s (2003) study, are used to establish the theoretical framework for the research reported here. Originality/value Viewed as a pioneering study testing organizational theories related to police use of social media, the current study sets forth findings that help deepen the collective understanding of contingency theory, institutional theory and resource dependency theory as frameworks for explaining organizational behavior in policing.

Personnel directors from 76 Texas cities assessed the Uniform Guidelines’ impact and described their jurisdictions’ procedures for selecting police officers. Sixty percent felt that the Guidelines had little or no effect on their cities’ procedures while 37 percent said their city now uses more valid, varied, or standardized selection information because of federal requirements. Only three percent said the Guidelines had caused their city to abandon good selection instruments or be less willing to innovate their standardize procedures.
