Using a unique data set we link the race of police officers who kill suspects with the race of those who are killed across the United States. We have data on a total of 2,706 fatal police killings for the years 2013 to 2015. This is 1,333 more killings by police than is provided by the FBI data on justifiable police homicides. We conducted three tests of discrimination. The results of these tests are different. In the first test we find some evidence that white officers are more likely to kill a black suspect who is later found to be unarmed than they are to kill an unarmed white suspect. However, this result could not be confirmed using a fixed effects model on panel data aggregated to the city level. In the second test, we find that white police officers are no more likely to kill an unarmed black suspect than are black or Hispanic officers. The results of this test are confirmed by the panel data version of the test. The third discrimination test indicated that black suspects, whether armed or not, are no more likely to be killed by a white officer than they are to be killed by black or Hispanic officers. Similarly, Hispanic suspects are no more likely to be killed by white offices than officers of other races. These results are also confirmed by panel data analyses. We find that when there is more than one officer on the scene, unarmed black suspects are not more likely to be killed by white police officers than unarmed white suspects. This could be evidence supporting a policy of reducing the number of officers working alone. Also, we find no evidence that body cameras affect either the number of police killings or the racial composition of those killings.

The authors intend to uncover the potential sources of officer and/or family stress and identify how this might impact on overall family life/harmony. We intend to discover which independent variables (shift work, crowd control, press problems, etc.) exhibit the strongest relationship with the officer's perception of stress and his/her perception of its association with family stress. This study analyzes the corrupt police officer regulatory system in the United States and presents its dilemma or implications. Due to the complex legal system in the United States, the punishment for the same corruption is different. This gives police officers the false impression that a colleague has been sacrificed in order to uphold noble justice. Federal disciplinary laws make it difficult to punish corrupt police officers because they determine the necessity of using firearms or violent force from the police officer's point of view. After all, the government is making a practice of closing corruption cases with a large civil settlement. Sanctions are required when the New York Police Commissioner does not accept the civil complaint review committee's disciplinary recommendation for corrupt police officers.Violence and excessive use of firearms by US police officers are increasing the number of civilian deaths. It should be recognized that punishing only the problem cops, like the rotten apple theory, is not an essential solution. Corruption among civilian police officers is also serious, and a separate anti-corruption policy is needed. US police need to make efforts to restore the trust and status of the police, which have been lost to the extent that the theory of abolition of the police force is spreading. In addition, the corruption control system of the police organization should be systematically overhauled.

Abstract This article compares the role of management on the effectiveness of social networks for police officers and implications for engagement using survey data from 575 police officers in the USA and 193 police officers in Australia. Analysis included capturing frequencies, correlations, ANOVAs, structural equation modelling (SEM) for quantitative data, and thematic analysis of the qualitative data. The findings show that 5% of police officer in the USA sample and 12% of police officer in Australian sample had no support for problem-solving; police officers in the USA had bigger social networks; the reasons given for not identifying their line manager as part of their social support included ‘the unapproachability of managers’ and ‘poor managers/bullying’ and SEM showed a significant relationship between perceived organizational support (from management), social networks, and employee engagement. The findings have implications for internal security (employee well-being and productivity) and external security (public safety).

This study applies the growing field of network science to explore whether police violence is associated with characteristics of an officer’s social networks and his or her placement within those networks. To do this, we re-create the network of police misconduct for the Chicago Police Department using more than 38,442 complaints filed against police officers between 2000 and 2003. Our statistical models reveal that officers who shoot at civilians are often “brokers” within the social networks of policing, occupying important positions between other actors in the network and often connecting otherwise disconnected parts of the social structure between other officers within larger networks of misconduct. This finding holds, even net measures of officer activity, career movement, and sociodemographic background. Our finding suggest that policies and interventions aimed at curbing police shootings should include not only individual assessments of risk but also an understanding of officers’ positions within larger social networks.

The literature on police officers’ job satisfaction to date has focused primarily on individual officers’ demographic characteristics, while a few recent studies have demonstrated that officers’ job task characteristics are a principal source of job satisfaction. The present study expanded on this prior research by simultaneously analyzing three dimensions of correlates of job satisfaction: officers’ demographic characteristics, officers’ job task characteristics, and officers’ organizational environment characteristics. This was the first such study to include the dimension of organizational characteristics in the study of police officer job satisfaction. The analysis of survey data from a sample of patrol officers from 11 law enforcement agencies in the southwestern United States suggested that the officers’ job task characteristics were a principal source of job satisfaction. Organizational environment characteristics also played an important, but weaker, role in the shaping of officer job satisfaction.

Criminal justice research has well documented the fact that law enforcement officers experience a significant amount of stress. Research also suggests law enforcement officers use tobacco (which is not healthy at any rate) and alcohol at rates exceeding those of other populations. Although several studies have documented the above across a wide variety of law enforcement populations, research has not previously explored the extent to which state police officers use tobacco and alcohol. Because no studies explore state law enforcement officer use of tobacco and alcohol, no studies exist that identify factors predictive of state police officer use of alcohol and tobacco. This study addresses these gaps in the literature by surveying all sworn state police officers of one state police agency. Policy recommendations, as they pertain to reducing state police officer use of alcohol and tobacco are discussed below.

When the police use deadly force, their actions are judged by the reasonableness standard. This article seeks to inform the reasonableness standard by examining the ability of police officers to respond to armed suspects. The results of a reaction time experiment are presented. In this experiment, police officers encountered a suspect armed with a gun, pointing down and not at the police officer. The police officer had his gun aimed at the suspect and ordered the suspect to drop the gun. The suspect then either surrendered or attempted to shoot the officer. The speed with which the officer fired if the suspect chose to shoot was assessed. Results suggest that the officers were generally not able to fire before the suspect. Implications for the reasonableness standard and policy are discussed.

The author has emphasized on the importance of strengthening the institutional capacity of local self-government agencies to address their challenges, including in the field of public safety, in particular by strengthening local security infrastructure. It has been stated that the urgent issue of the present time is to update the tools of interaction between the local population and the police to achieve a common goal – to ensure public order and safety at the regional level focused on the needs of citizens. It has been emphasized that it is currently important to use the positive foreign experience of organizing the work of the police agencies and units. On the basis of studying this experience it is advisable to implement pilot projects aimed at creating a safe environment for citizens, which should implement effective local security infrastructure. To this end, the project “Community Police Officer” was launched in 2019 as part of the reform of the National Police in Ukraine. Particular attention has been paid to the fact that the main purpose of the project “Community Police Officer” is to ensure close cooperation between police officers and amalgamated community, where police activities are primarily focused on the needs of the community. It has been argued that a characteristic feature of the project “Community Police Officer” is the focus on the introduction of a qualitatively and meaningfully new format of policing, where the needs of the community, local population should be in priority, which should be studied and ensured by keeping constant contacts between police officers and local population. The main innovations of this project have been analyzed. The powers of the community police officer and the district police officer have been differentiated. The key stages of the project “Community Police Officer” have been outlined. Specific features of training community police officers have been characterized, since it directly affects the effectiveness of their duties and the state of public order and safety within a particular amalgamated community. The peculiarities of evaluating the effectiveness of the community police officer’s work have been revealed. The author has emphasized on the importance of developing Regulations on the organization of community police officers’ work and developing an effective mechanism for elaborating the training programs for community police officers.

African American police officers, as other African Americans, report being subjected to racial profiling by police officers, and that these encounters have, in some cases, resulted in excessive and unjustified use of force. These types of occurrences have resulted in a divide between African American and Caucasian police officers. The purpose of this phenomenological research study was to explore the experiences and perceptions of African American male police officers in the State of New Jersey who feel they have been discriminated against by fellow law enforcement officers. Weber's social relationship theory served as the theoretical framework for this study. Data were collected through semistructured interviews with a snowball sample of 20 participants. Data were coded and analyzed using a modified van Kaam method of analysis. Findings revealed that most participants felt they had been stopped for no reason, and that they were disrespected by fellow officers, even when they revealed they were law enforcement officers. Many times, participants sensed that the disclosure of their status as a police officer was met with increased suspicion. Consistent with social relationship theory, a significant theme was that participants perceived that they were considered by Caucasian officers to be a member of a subgroup, rather than a member of the dominant group. The implications for positive social change include recommendations to law enforcement policymakers and leaders to learn about the detrimental effects of racial profiling on African American male police officers' morale, work ethic, job satisfaction, and personal feelings of worth as well as to focus resources on creating stronger policies against racial profiling and effective training and oversight of police officers.

The thesis addresses legal status of police officers by scrutinizing efficiency of the institution, identifying the key determinants of the efficiency and modeling legal measures that would allow prompt reaction to the unstable environment of the police service. Efficiency of Legal Status is analyzed via assessment of elements of the legal status and classification of those into four correlative segments. The work comprises an eight year evolution of the efficiency, its sociological indexes in police services exercising patrolling of public places, control of traffic safety and protection of secured objects. The thesis evaluates effects of social environment (community) and political and economic factors upon efficiency of legal status in general and, by scrutinizing legal regulation in each segment individually, identifies faults and shortcomings in the efficiency and evaluates readiness of police officers to exercise their functions by comparison of training programs for primary pack police officers in Lithuania, Ireland and Finland. The thesis ends with a range of proposals on legal regulation of individual segments of the legal status that would allow enhancement of efficiency of legal status and on compensatory mechanisms to maintain restored efficiency of legal status. The purpose of this study was to establish the frequency of problems that members of Police Force X experience or have experienced, and to determine which source of counselling the members of Police Force X would prefer most for each problem. A single stage sample design was used for this study. Two hundred non-commissioned police officers were randomly selected and were mailed a questionnaire through the police department's in-house mail system. One hundred and fifteen police officers returned completed and usable questionnaires. With the exception of an under representation of female police officers, the sample was representative of the population. The analysis of data showed that the five most frequent problems reported by the respondents were anxiety that interferes with the enjoyment of life, alcohol abuse, depression, financial problems, marital problems and sleep disturbance (these problems are presented in alphabetical order, and not in order of frequency). Further, for thirteen of fifteen presented problems the majority of respondents selected outside psychiatrist or psychologist as the most preferred source of counselling. For the problem of boredom and alienation members were equally divided between outside psychiatrist or psychologist and peer counselling as the most preferred source of counselling. The study concluded with a discussion of practical implications and recommendations for further research were presented.

A presente dissertação investiga o modo como policiais de uma Unidade de Polícia Pacificadora (UPP) do Rio de Janeiro percebem sua prática profissional e os riscos e relações que modelam e são modelados por essa prática na comunidade. Com base na análise de recursos retóricos utilizados na fala dos policiais em cinco entrevistas de pesquisa, buscou-se contribuir para o entendimento desse novo modelo de policiamento em um contexto que apresenta demandas específicas recentemente organizadas. Buscou-se também trazer contribuições para uma reflexão crítica sobre os cursos de formação desses policiais. Os resultados apontam que os policiais da nova geração se posicionam em contraste com os policiais de rua e os policiais mais antigos, em função do maior grau de risco de suas atividades e do maior grau de efetividade no serviço ao cidadão. Por outro lado, apontam também para fatores que dificultam o sucesso do modelo, como a falta de apoio da comunidade, de reconhecimento de seus superiores, do Estado, da Polícia Civil e da sociedade como um todo.
This dissertation investigates how police officers from a Unidade de Polícia Paificadora, Pacifying Police Unit, perceive their professional practice and the risks and relationships that shape and are shaped by this community practice. Based on the analysis of rhetorical discourse seen in five research interviews, the goal was to contribute to the understanding of this new law enforcement model in a context that presents specific demands that were just recently organized. An effort was made to bring contributions to critical thinking about the training courses that these professionals attend. Results show that the new generation of police officers contrast to street policing and more experienced police work force. It is this way because there is a higher risk of activities and a greater level of effectiveness in serving citizens. On the other hand it also shows the factors that will make the success of the model more difficult, such as: lack of community support, acknowledgement from their superiors, the State, Civil Police and society as a whole.

Police officers are often the first contact a victim of rape has with the criminal justice system and may be the first people to whom rape victims disclose. To examine the extent to which police officers endorse rape myths, this quantitative study assessed their views about rape victims, along with the effects of demographics and experience. The Illinois Rape Myth Acceptance Scale--Short Form was administered to 66 patrol officers in Southern California. The officers scored in the mid-range of this scale, which addresses seven different categories of common rape myths, such as "she lied" and "she asked for it." For some rape myths, females and ethnic majority officers indicated less endorsement of rape myths. These findings reveal a need for more in-depth research on police officers. Social workers who work with the victims of rape should advocate for increased education of law enforcement personnel about rape and its victims.

The responsibility of every police officer is to protect his or her fellow citizens in times of emergency. However, it can be very difficult for police officers in headquarters to know the specific location in which their dispatched officers are when they receive an emergency call citizen. Sometimes, when the officers in headquarters receive an emergency phone call, they might not have enough officers to deploy to that particular location. Other times, some officers may be very close to a particular location, which might not be known to the officers in headquarters because of the limitation of the technologies they are using for communication. We are proposing an RFID system to help overcome this limitation. The RFID (Radio Frequency IDentification) is a technology that can be used to track an object even when it is not in the line of sight. This research work designed a ubiquitous system for the Police force to enhance the performance level of police functions. This system provides police officers in their headquarters with real time information about where their dispatched officers are located. This will help police performance and efficiency in the following ways: first and foremost, response times in attending to emergency calls will decline significantly and secondly, the resources wasted by the police force in dealing with false alarm calls will be reduced. The aim of tracking officers’ locations is to minimise the response time of police in times of emergency.

The article tackles the main issues linked to the dynamics of training police officers within Romanian Police Academy, future developments and recent changes in this field. As the only institution able to train superior police officers in Romania, Alexandru Ioan Cuza Police Academy represents a complex and special environments in the field of learning environments. As other institutions in the area of Public Order and National Security, Romanian Police Academy is concerned in adapting the learning frame to the new tendencies of the target-groups willing to follow the courses of this institution. Also, it s a must to take care of the external factors able to influence the needs and the requirements of what training means in the area of future police officers. Furthermore, the analysis is a must due to the most important transformation of the Romanian Police Academy - new faculties are to be created at the end of 2015 (Law and Public Administration, Gendarmerie Faculty, Border Police Faculty), some of them with a complete innovative curricula (Public Administration, Detective specialization, immigration officer etc.) Within the article an internal analysis of the system of training (with an objective view related to systemic strengths and weaknesses, opportunities and threats) is approached. The article also concerns the level of training thru scientific research at the level of Romanian Police Academy and continuous training for the personnel already involved in the operational structures of the Police. The conclusions are related to the actual realities and on an objective analysis of internal and external environment of the Romanian Police Academy.

One of the most pressing issues in contemporary psychology is the study and analysis of the reflective aspects of the performance of police officers. This article deals with the theoretical and empirical aspects of psychological cognition of the stated topic regarding the example of future officers of investigative units of the Ministry of Internal Affairs of Russia. Different approaches to understanding occupational reflections were listed. Within the scope of this study, the authors share the view that occupational reflection is one of the structural components of the I-concept of an investigative officer. To comprehensively study the stated topic, the auhors addressed the types of problems faced by an investigative officer, and defined the contribution of occupational reflection to the proper fulfillment of duties. The aim of the study is to empirically identify the revelation of features of parameters of occupational reflection of police officers. The author summarises the results of an empirical study in a sample of students in an educational organisation of the Russian Mi nistry of Internal Affairs system. The occupational reflection technique (V.D. Shadrikov, S.S. Kurginyan) was employed. Mann-Whitney non-parametric U-test methods were used to process the results and analyse them statistically, using SPSS for Windows v.19. Male fifth-year students have been proven to lack the skills responsible for defining motives and objectives of professional activity. The range of significance of the overall level of reflexivity in both groups falls short of the norm. The results of the research will be used for the development of the author’s programme for the development of police officers’ performance reflection as well as for the comprehensive study of the image of the profession in the structure of the I-concept of the investigators of the Russian MIA system.

Lack of staff in the police has been a topical issue lately. There are several reasons for this situation, one of the main ones being the termination of schooling between 2010 and 2015 and the reduction of the number of employees between 2007 and 2017. The lack of police staff affects the work of police officers, especially uniformed police officers. working in the field. The article analyzes the shortage of staff in the police in terms of staffing. The aim of the reasearch was to investigate the impact of the lack of staff on the work of uniformed police officers employed at the Celje Police Department who work in the field. The results of the research showed that uniformed police officers working in the field are well aware of the reasons that led to the shortage of staff as well as the consequences. Uniformed police officers working in the field feel all the listed consequences of the lack of staff or they meet with them every six months. Most of all, the lack of staff, which affects their work and causes other consequences, affects the private or. family life of police officers. In the conclusion, the paper discuss possible forms of eliminating the shortage and relief of uniformed police officers in the field at the Celje Police Department, highlighting the good practice of a permanent work schedule and acquaintance with the indicative work schedule 30 days in advance.

Sri Lanka’s Mental Diseases Ordinance (1873) gives discretion to police officers to make decisions concerning individuals who live with mental health conditions despite lack of clinical training. Identification of officers’ attitudes towards individuals with psychological problems (IPPs) is important as these influences officers’ responses to situations involving IPPs. Using the Mental Health Attitude Survey for Police (MHASP; Clayfield, 2011), the study aimed to identify police officers’ attitudes towards IPPs, on the community responsibility towards IPPs and on IPPs living in the community. Officers’ perceived level of adequacy to deal with IPPs was also assessed. Literature indicates that factors such as age, gender, level of education, years of experience, personal experience with an IPP and past training predicted officers’ attitude, the current study investigated the same. The survey was distributed amongst 77 officers who volunteered on site. MHASP includes 33 statements of officers rated their level of agreement using a Likert scale. MHASP Total an overall attitude score (M=132.67, SD=17.55) indicated a significant positive attitude towards IPPs despite an absence of a specialized training (84%) or any personal experience, officers felt confident to deal with IPPs. Multiple regression analysis identified gender of the officers to be the only predictor for attitude towards community responsibility towards IPPs (p=0.047). Despite the positive attitude and perceived adequate preparedness reported in the current study, considering the lack of experience stated by the officers and the analysis of individual items of the survey, several stigmatizing beliefs held by officers were identified. The findings can be used to enhance the current practices and specialized training to the police officers who deal with IPPs in Sri Lanka. Every country implements a specific system of police education within its educational institutions, and thus helps the police officer candidates to acquire the necessary competences, skills and knowledge through the specific implementation of the educational plans and programs. During the educational process, it is crucial to establish high quality training that would enable gradual theoretical and professional transformation of police officers, that would be focused to meet the demands arising from the complex social and security conditions in which the police profession is pursued. The Idrizovo training center of the Ministry of internal affairs implements a contemporary police educational model that is in accordance with the national and international quality standards and which serves to prepare the future police officers to professionally perform their tasks and duties. Within this educational model, a specific program for physical training is developed, that aims to provide systematic development and improvement of the basic biomotor skills within the field of martial arts. For the purpose of this study, the physical training program was tested in order to gain insights into the acquired changes and transformations of the basic biomotor abilities of the police officer candidates. Based on the analysis results of the applied statistical procedures, it was established that during the one year police officer course, positive changes of the biomotor structure of the candidates have occurred, but still, in order to meet the educational and professional quality criteria, it is necessary that the majority of candidates gain more points in the tests for bio-motor skills. The article covers the issue of the personal psychological safety of police officers. A theoretical analysis of the scientific literature was conducted, which resulted in a definition of the psychological safety of the individual police officer. PhIlosophical interpretations of the term ‘Safety’, in the ancient World, New Age, and the contemporary world have been considered (Platon, T. Gobbs, J.J. Russo, G.V. Gegel, N.A. Berdyaev). The psychological definitions of the term ‘Psychological Safety’ have been analysed (A. Maslow, A. Adler, Sullivan, M.A. Kotik, T. S. Kabachenko, I.A. Baeva, O.Y. Zotova, E.E. Pronina). The article describes specific traits of the professional activity of police officers, e.g., the operational environment, sudden job changes, permanent interaction with criminals, physical and psychological fatigue, high-level responsibility, the lack of sleep and recreation, etc. The study of the specificity of the personal psychological safety of police officers was divided into several phases. The first phase consisted in enquiring, upon which 47% of respondents were found out to feel psychologically unsafe, which proves the relevancy of studying this phenomenon. Furthermore, the technique ‘Motivation Diagnostics’ suggested by A.A. Akindinova was used, which has allowed the dominant needs of police officers to be determined: the need for safety, and the need for self-fulfillment. At the final phase, the authors employed the ‘Free Association Technique’, and have thereby found that 69% of respondents associate their safety with serenity, 62% - with protectiveness, 31% - with confidence, and 23% - with comfort/reliability. Moreover, here are differences in the subjective perception of safety in women (protectiveness), and in men (serenity).

Local elections are often contested on the grounds of public safety, but do elected officials have any power to curb crime? Black mayors have particular interest in the issue because Black communities are victimized by high levels of crime and fragile police-community relations. Using data on elections of first-time Black mayors, I find that police forces add more Black officers, a finding that is especially true for mayors with executive authority. Officers arrest 48 fewer potential Black offenders per 10,000 Black residents for crimes where they have the ability to exercise discretion, a finding that is commensurate with the overall reduction in crime. This effect is not visible for similar white arrests. Using changes in the levels of arrests and officers induced by pivotal Black elections, I then estimate the correlation of an additional officer on race-specific arrests. An additional Black officer is related to large reductions in discretionary Black arrests, perhaps suggesting increasing the presence and visibility of Black officers may offer a solution to the “over-policing, under-policing” problem Black communities tend to face.

A seminal piece in our understanding of how high-profle cases of police violence can affect communities, Desmond, Papachristos, and Kirk (2016), found that resident calls to the police via 911 significantly declined after the beating of Frank Jude. These effects were especially prevalent in primarily Black neighborhoods. In this study, we used an interrupted time series design to replicate the original results in a different city using a fatal incident of police violence. We also extended the methods of original study by further disaggregating the follow-up efects to include officer-initiated events, which capture more discretionary activity for patrol officers. Our results confirm the original findings, with resident calls to 911 declining in majority-Black neighborhoods after a deadly incident of police violence, signifying a decay in community trust and legitimacy. Importantly, we also fnd an immediate and striking decline in officer-initiated activity after the same incident in majority-Black neighborhoods. Conversely, White neighborhoods experienced a slight increase. This study reinforces and adds further context to a growing body of research that explains how incidents of police violence can affect the actions of community residents and the police, including how we conceptualize and measure the concept of “de-policing.”

Low trust in state actors constrains state capacity, hindering growth and development. This paper studies how state actors can build public trust by improving the quality of their interactions with citizens. We first propose a mechanism linking improved interactions to public trust, defined as the belief that the state actor implements welfare-enhancing policies. Improved interactions lower the expected burden of engaging with the state actor, promoting compliance. This motivates citizens to believe compliance is worthwhile, increasing trust in the state actor. We then empirically assess the relationship between the quality of interactions and public trust in the Colombian National Police. We experimentally evaluate an intervention that retrains officers across five major cities in procedural justice principles such as fairness and respect while intensifying police-citizen interactions. The intervention was purposefully designed to be low-cost in terms of financial and human resources. We find that the intervention improved public trust, willingness-to-pay for police services, and citizens perceptions of fair treatment, suggesting low-cost interventions can help build trust between police and communities. We also find a limited impact on officers trust in citizens and their beliefs about citizens public trust, implying that institutional culture change may require more profound efforts.

Budding Change explores what happened when Dallas County District Attorney John Creuzot (DA Creuzot) radically changed his office’s policies about the prosecution of first-time misdemeanor marijuana cases. The report concludes that DA Creuzot’s 2019 policies were associated with significant reductions in police enforcement of marijuana misdemeanor laws. As a result, marijuana screening caseloads within the District Attorney’s Office declined substantially. Budding Change shows that prosecutorial policies can have a profound impact on policing behaviors.
