PurposeCitizen trust in police is important in terms of citizen consent to government policies and of police achieving their organizational goals. In the previous study, improvements in police policy, organizational operation and policing activities were developed to clarify which factors influence trust in police and how trust can be improved. This research raises the question, would changes in trust in police have an impact on trust in government? In this paper, this research question is discussed theoretically and the causal relationship analyzed empirically by applying OLS, ordered logistic, 2SLS and logistic regressions.Design/methodology/approachThe basic analysis methods are to apply the OLS and the ordered logistic regression. OLS regression analysis is an analytical method that minimizes an error range of a regression line. The assumptions for OLS are: linearity, independence, equilibrium, extrapolation and multicollinearity issues. These problems were statistically verified and analyzed, in order to confirm the robustness of the analysis results by comparing the results of the ordered logistic regression because of the sequence characteristic of the dependent variable. The data to be used in this study is the Asia Barometer Survey in 2013.FindingsTrust in police and citizen perception of safety are analyzed as important factors to increase trust in the government. The effects of trust in police are more significant than the effects of control variables, and the direction and strength of the results are stable. The effect of trust in police on trust in government is strengthened by the perception of safety (IV). In addition, OLS, ordered logistic regression analysis, which analyzed trust in central government and local government, and logistic regression analysis categorized by trust and distrust show the stability.Research limitations/implicationsThis paper has implications in terms of theoretical and empirical analysis of the relationship between trust in police and trust in government. In addition, the impact of perception of safety on trust in police can be provided to police officers, policymakers and governors who are seeking to increase trust in government. This paper is also meaningful in that it is the microscopic research based on the citizens' survey. One of the limitations of macroscopic research is that it does not consider the individual perceptions of citizens.Practical implicationsThe results of this paper can confirm the relationship of the virtuous cycle, which is perception of safety – trust in police – trust in government. The police will need to provide security services to improve citizens' perception of safety and make great efforts to create safer communities and society. Trust in police formed through this process can be an important component of trust in government. By making citizens feel safer and achieving trust in police, ultimately, trust in government will be improved.Originality/valueThe police perform one of the essential roles of government and are one of the major components of trust in government, but the police sector has been neglected compared to the roles of the economic and political sectors. These influences of macro factors are too abstract to allow specific policy directions to be suggested. If we consider trust in police, and factors that can improve trust in government, we can suggest practical policy alternatives.

The Association of Chief Police Officers of England, Wales and Northern Ireland (ACPO) represents the most senior tiers of the police service and has, arguably, a primary responsibility for ‘steering’ policing and policing policy under both central and local government (police authority) advice and guidance. In order to deal more effectively with the challenges of the late 20th century, the police service has been the subject of what is principally an internally driven desire to professionalise. That professionalisation has been aimed at both delivery of service and at the professionalisation of ACPO itself as a policy-making and policy advisory body. This paper focuses on how ACPO has developed organisationally, and on the impact of such change at individual force level. The paper also examines the dilemmas revealed in such developments.

Abstract This article explains the depth and breadth of financial cuts endured by community safety organizations across Merseyside. The article provides a robust explanation of how cuts to funding impacted on the delivery of public safety priorities under the coalition government (2010–15). This study implemented a mixed-methods approach which entailed in-depth consultations with the major community safety stakeholders within the region. Results reveal that over the course of the immediate past parliament, Merseyside Local Authorities within the Liverpool City Region Combined Authority (LCRCA) and the police force area had to restructure staffing and service provision extensively in order to deliver efficiency savings of over £650 m. Budget cuts have had severe repercussions not just in terms of stakeholder’s capability to provide key services but also for the morale of their staff. We project a further 33% cutback in funding over the course of the current parliament though subsequent more favourable Government announcements suggest a more modest figure of up to 15%. This undoubtedly will result in the further streamlining of public services with potentially serious ramifications for levels of public safety.

Alongside raising awareness and creating activities to develop a harm-reduction approach in the HIV/AIDS campaign since the end of the 2000s, broader harm-reduction interventions in Vietnam were also deployed that included several positive steps. Police forces, a fundamental sector in reducing the supply of illicit drugs, were also involved, partly to concretize this approach. As the first paper to examine the role of police in harm-reduction interventions in Vietnam, the current study utilizes qualitative approaches relying on in-depth interviews conducted with multiple key informants from government and its related bodies, United Nations personnel, and non-government organizations (NGOs), as well as police officers. We uncover noticeable progress in changing minds and approaches to apply harm reduction in drug policy, particularly within policing. However, major barriers in regulations, slow acceptance by police forces, and a lack of curriculum and courses in police training have limited harm-reduction approaches. As the first study to review and assess the policy of harm reduction after one decade, the paper contributes to a deeper understanding of the nature of Vietnam’s police provisions to balance and improve harm reduction in drug control.

This research aims to fill a void in the extant policy implementation literature that has overlooked the leadership contribution of sergeants to the successful adoption of policy decisions by front-line police officers. Using a qualitative approach and a sociological institutionalism perspective, and focusing on the racial profiling policy of a large North American municipal police organization, 17 sergeants representing 17 divisions (precincts) were interviewed. This research does not aim to assess the efficacy of the selected policy but, rather, examines leadership and supervisory perspectives relating to implementation and compliance. The findings demonstrate the methods used by sergeants to influence and achieve the compliance of front-line police officers with the racial profiling policy. Methods include auditing, being present, training, encouraging, rewarding, and disciplining. To explain these methods, it is theorized that sergeants blend two leadership approaches to ensure front-line officers conform to the racial profiling policy: an authoritative leadership approach and a supportive leadership approach. This study emphasizes the leadership contributions of sergeants when attempting to implement perceived controversial or unpopular policy—in this case, racial profiling policy—in a police organization and contains implications for law enforcement leaders, oversight committees, policy writers, and all government legislators who oversee public safety and security.

The development of Tomohon City will be able to take place sustainably and increase if it is supported by the existence of conducive public order and community peace. For this reason, the Tomohon City government establishes an orderly policy for public facilities in the form of regional regulations to regulate them. This study aims to describe, analyze and explain policy implementation orderly public facilities in accordance Regulation of Regional No. 7 of 2017 on article 3 in Tomohon. The research method uses a qualitative approach, and informants as data sources are determined by purposive (purposive sampling) and snowball sampling—data collection techniques with interviews, observations, and documents. Data analysis is an interactive qualitative analysis with data analysis activities, namely data reduction, data presentation, and concluding/verification. The results showed that (1) the size and purpose of the orderly policy of public facilities had been known and understood by members of the civil service police unit (implementor) and the community (users), (2) Resources, both human resources (police unit members/ civil service), sources of funds and equipment/equipment needed by the civil service police unit are still inadequate, (3) the characteristics of the implementing agent, in this case, the civil service police unit institution are still receiving a preliminary assessment from the public, (4) the tendency (Disposition) the implementers, in this case, members of the civil service police unit, are still not firm and consistent in controlling violations of the order of public facilities, (5) communication between related organizations, such as the police, sub-district government and social organizations in the village well-established, (6) Economic, Social and Political Environment is a crucial factor his contribution to the community violates the order of public facilities.

The standard account of policy feedback holds that social policy can be self-reinforcing: policies provide resources that promote economic security and well-being, and they also encourage beneficiaries to engage with government. Criminal justice policies have typically had the opposite effect: they embolden those with interests in a punitive policy agenda, while disempowering those most affected by the policies. This is of particular concern for children and adolescents in race-class subjugated communities (RCS), whose first encounters with government beyond public schooling often come through police contact and carry adverse social and political consequences at a critical developmental stage. In this article, we reimagine youth engagement with the state, arguing for substantial reductions in police surveillance of young people and for the promotion of youth attachment to civic life. We call for an investment in institutions, both state-based and community-based, that reinforce political inclusion and civic belonging.

The purpose of this research is to analyze Colombian police policy with particular reference to the police and urban policing after the promulgation of the Constitution of 1991. This study examines how the Constitution of 1991 has impacted on the configuration, professionalization and institutionalization of the Colombian police. This dissertation concludes that the new Constitution of 1991 was crucial in transforming an insignificant organization into a noteworthy public institution with its own corporate aims and ethos and a certain autonomy regarding the government, parties, ministries and the military. This research is divided into three main parts. The first one will focus on the police as a structure emphasizing the process of formation, development and institutionalization. It dissects the police structure into five aspects: historical configuration, structural organization, personnel, expenditure and controls. This part shows that the current importance of the police in the Colombian institutional landscape in terms of international aid, personnel and budget increase and public exposure has no precedents prior to 1991.The second part will be devoted to the study of the organizational life of the police force stressing the role played by high-ranking officers in improving the image of the police and, more importantly, in creating a vigorous institution difficult to control from outside, but at the same time, not easy to manage internally as a consequence of the distinction existing between high-ranking and low-ranking officers. The final part of this work examines urban and community policing in large urban areas taking the case of Bogotá. It focuses on the role played by the police in its implementation, successes and failures, concluding that the reluctance of the police to adopt these programmes of policing has limited their productive effects on the actual job and indeed the whole organization.

Australian Police Ministers and Commissioners occupy a pivotal position in the system of law enforcement. Collectively, they are responsible for the general policy, administration and operational direction and control of policing through the Australian States. There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

In this thesis, I explore the ways in which Police and Crime Commissioners (PCCs) have met a declared policy intention to create greater democratic accountability around policing and crime. I conceptualise PCCs as a piece of a broader democratic puzzle and explore both how they have been positioned and shaped within the broader policing and crime nexus across England and Wales. In considering the positioning of PCCs, I use data from case studies and interviews with 32 (out of 41) PCCs to identify how they have begun to develop relationships with the public and local, regional and national partners. The findings suggest that with the exception of their abilities to join up local crime reduction services, PCCs occupy an awkward space - not local enough to be meaningfully representative of the public they serve, but not outwardly-facing enough to manage wider co-ordination of policing. Subsequently, I investigate the shape of the PCC model to deliver greater accountability by focusing on the ways in which PCCs have begun to envisage the role and develop relationships with other key stakeholders. Varied responses from PCCs across the country reflected the broad-ranging nature of the role, which in some cases appeared to undermine their ability to fully perform all aspects of the job. I argue that this became particularly accentuated in emerging relationships with chief constables and Police and Crime Panels, where the single PCC model exposes accountability to dangers of personalities and politics. I conclude by arguing that while many PCCs have facilitated various components of democratic accountability within the management of policing and crime-reduction services, the PCC model appears to be misplaced and misshaped to effectively complete the puzzle of democratic policing.

This dissertation provides an in-depth study of police transformation in Georgia, Kyrgyzstan and Russia since the collapse of the Soviet Union. It draws upon interviews with police, NGO workers, politicians and international practitioners, and employs a comparative-historical approach. Contra to democratic policing approaches, advocating the diffusion of police power and implementation of police reform concurrently with wider democratisation, reform was relatively successful in Georgia after the 2003 Rose Revolution because of state-building. The new government monopolised executive power, fired many police, recruited new personnel, raised police salaries and clamped down on organised crime and corruption. Success also depended on the elite's political will and their appeal to Georgian nationalism. Prioritisation of state-building over democratisation limited the reform's success, however. The new police are politicised and have served elites' private interests. Reform has failed in Kyrgyzstan because of a lack of state-building. Regional, clan and other identities are stronger than Kyrgyz nationalism. This has hindered the formation of an elite with capacity to implement reform. The state has limited control over the police, who remain corrupt and involved in organised crime. State-building has not precipitated police reform in Russia because of the absence of political will. The ruling cohort lacks a vision of reform and relies on corruption to balance the interests of political factions. The contrasting patterns of police reform have a number of implications for democratic police reform in transitioning countries: First, reform depends on political will. Second, institutionalising the police before democratising them may be a more effective means of acquiring the capacity to implement reform. Third, such an approach is likely to require some sort of common bond such as nationalism to legitimate it. Fourth, ignoring democratisation after institutionalisation is risky as reformers can misuse their power for private interests.

The Military Police Corps' active shooter preparedness plan is inadequate because several updated tactics, techniques, and procedures that have been developed over the past 20 years and implemented by civilian law enforcement agencies have not been incorporated, leaving the Corps less prepared during active shooter events. The purpose of this phenomenological study was to examine how Military Police Corps leaders trained their law enforcement and support personnel to respond to an active shooter event. The institutional analysis and development framework was used to analyze the day-to-day operational decisions within the Military Police Corps. Data for the qualitative case study were collected through semi structured interviews with 15 Military Police Corps leaders and soldiers across 5 military police battalions in the United States and Europe and military police training records. These data were subjected to axial and open coding, followed by a thematic analysis procedure. Participants perceived that the Corps' active shooter preparedness training hours and methodology are insufficient to maintain proficiency in active shooter preparedness, that dispatchers are not properly trained on receiving active shooter calls, and that live exercise training for first responders is inadequate. Recommendations for Military Police Corps leadership include updating the training methodology for first responders and dispatchers, providing better tactical equipment for first responders, and revising policies in order to improve the Military Police Corps' active shooter preparedness program. Implementation of these recommendations may promote public safety.

United States federal law regulating leaves of absence for maternity-related purposes pales in comparison to other nations' policies, an observation only recently receiving attention from political scientists. Providing an understanding of how maternity leave is handled by individual organizations in the United States only, a quantitative study is conducted that examines local variation in policy formulation. Employee leave due to maternity is primarily a women's issue and its treatment will vary depending on the socio-political context that the policy dictating the leave is found in. Three main determinants of a policy's level of comprehensiveness are identified as being the political representation of women on local legislative bodies, the bureaucratic representation of women in their place of employment, and the level of women's movement activity in the community. Moreover, the gendered context of the organization is considered by comparing two historically distinct institutions on the gender continuum, public education and law enforcement. After analysis involving a national comparison of public school district and police department maternity leave policies, it was found that the presence of the women's movement in a community significantly impacts the dependent variable, policy comprehensiveness. The effects of political and bureaucratic representation, however, seem to differ between police departments and school districts. In consideration of the most comprehensive policies found, it seems police departments are highly influenced by larger proportions of women officers whereas women teachers might be at a disadvantage precisely because of their over-representation in school districts. Seemingly counterintuitive, this finding suggests that gendered institutions are predicated on more than just women's presence. Evidence that maternity leave policy in individual U.S. institutions is a product of the gendered culture of the organization was found by observing the differential impact of political and social variables on police departments and school districts.

Abstract It is said that it is politics not science that finds oil, by this is meant that the policies of governments create the conditions conducive to the exploration for petroleum. The converse is also true; lack of policy can also remove incentive to explore. The government of Trinidad and Tobago has applied many policies with respect to the petroleum sector, some with great success but there is always a need for dynamism in policy making to keep pace with changing industry conditions and to remain competitive. This paper is aimed at moving policy forward for obtaining new seismic data on open marine acreage through the use of 3D multiclient surveys.

Public policy on construction will reflect the economic, political, social, and cultural status of Sri Lanka. The construction industry in Sri Lanka has faced many issues in the recent past because of unsuccessful government policies. Therefore, an effective national policy for the construction industry has become necessary. Thus, the aim of this study was to examine the effectiveness of the existing construction policies. The empirical data required were collected by interviewing ten experts, who were selected using snowball sampling. The collected data were manually analysed using content analysis. The findings revealed that the National Policy on Construction (NPC), formulated by the National Advisory Council on Construction, which was set up under the Construction Industry Development Act No. 33 of 2014, is the only construction policy that has been formulated in Sri Lanka so far. NPC contains eighteen (18) policies applied for both the public and private sectors. Although according to the literature, policies in Sri Lanka change along with the change of governments, the study revealed that NPC, which has remained unchanged since its formulation in 2014, is still applicable in the country.

This paper explores higher education actors involved in the recruitment of internationalstudents and their perceptions of their home country’s government policy on their practice. It examines case study institutions from three countries Canada, Hong Kong, and the United Kingdom. This study shows higher education institutions do not exist in a vacuum and regardless of their location, government policy shapes perceptions for international student recruiters who believe that government policies contribute or hinder their practice. All of the participants, regardless of location, show a high level of awareness of government policy that greatly shapes their strategies. More specifically, recruiters find tensions arising from these policies with government shaping recruitment priorities and restricting or instigating competitive responses, while their institutions do not challenge government policy (enough). The findings suggest that government policies establish the “playing field” for recruiters as they attempt to navigate an increasingly competitive environment but at the same time, these perceptions are highly localized and need to be understood in their individual settings.Keywords:internationalization; government policies; recruiters; students

Literature suggest that local cultural centers have a potential to contribute to local sustainable development, spillovers to other sectors, urban regeneration and promote practices of care and solidarity. This being especially relevant in the times of crisis and post pandemic reorganization of cultural and creative ecosystems. This paper analyzes how the pandemic affects sustainability of local cultural center Kino Usmev, community non-governmental organization in the second biggest city of Slovakia, European Capital of Culture in 2013 and how local and national policies and COVID-19 related measures affect its future sustainability. Paper uses policy documents, government and municipal websites, but the core of the analysis is a case study based on three semi structured interviews with management of Kino Usmev, focused on four pillars of sustainability – economic, environmental, social and governance - complemented by policy related questions. The results indicate that policies of austerity and resilience are mostly applied by both national and local governments, with insufficient coordination, chaotic measures and lack of strategic planning. This creates vulnerability for local cultural centers, threatens their existence and prevents them to fully develop their potential as important actors of urban ecosystems with further socio-economic spillovers to other sectors.

Success in achieving environmental goals is intrinsically dependent on policy decisions, firm decisions, and consumer decisions. Understanding how consumer product adoption jointly depends on policy incentives and firm design decisions is necessary for both firms and governments to make optimal decisions. This paper demonstrates a methodology for assessing the linkage between policy incentives and firm decisions on the level of consumer adoption of a particular technology. A policy optimization is formulated and technology-adoption indifference curves are constructed to allow firms to identify the most profitable direction for product development given the policy environment, and similarly to allow government organizations to set policies that maximize technology adoption given firm decisions. As an example we use the residential solar electricity industry in New South Wales, Australia. Consumer choice is modeled using a mixed logit choice model estimated with hierarchical Bayes techniques from stated preference experiment data.

Introduction: Trust in government to take care of its citizens may affect mental health outcomes such as anxiety and depression, particularly as measures become more stringent. The study aimed to investigate the associations between stringency of COVID-19 social distancing policies and mental health outcomes, and the moderating effects of trust in government and gender. Methods: The study consisted of secondary analysis of publicly available cross sectional data from a global online survey COVID-19 survey conducted between 20 March and 7 April 2020. There were 106,497 adult participants (18 years of age and over) from 58 countries. The main outcome measures were indices for depression and worries. The exposure measure was the stringency index. The effect modifier measures were gender and trust in government. Multivariable regression was conducted to determine the three-way interaction between the exposure, modifier and outcome measures, adjusting for age, income and education. Results: The median age of participants (56.4% women) was 37 years. Women had higher worries and depression than men. The proportion of people trusting (44%) and distrusting (45%) the government was almost the same. Among those who strongly trusted the government, an increase in policy stringency was associated with an increase in worries. Among men who distrusted the government, an increase in policy stringency was associated with an increase in depression, but in distrusting women there was an inversed Ushaped association between policy stringency and both worries and depression. Once policies exceeded the 50-point mark on the stringency index, women benefited from the most stringent policies, yet men did not, particularly men who strongly trust or distrust the government. Conclusion: As the stringency of public health measures increases, so too do depression and worries. For safe and effective public health measures, governments should develop strategies to increase trust in their actions.

Today, governments must address the demand for solutions to complex and multi-dimensional urban and regional problems, greater citizen engagement, participatory democracy, innovative leadership practices, and organizational change. According to the Observatory for Public Sector Innovation’s (OPSI) global review, “Governments and their partners are undergoing transformation to overcome unprecedented challenges and seize vast opportunities”. This need for change has opened up a new space for design and innovation in government also fueled by the “growing interest in evidence-based policy making and the application of “design thinking” to policy-making”. However most of this integration of design-thinking and design has focused a round service and information design rather than environmental design, which forces the question: What is the role of the environmental design disciplines in this transformation? This paper explores various past and emerging models of design and government partnerships to provide a context for envisioning this future role, including a new hybrid model for university and government alignment presented by the newly established University of Hawai’i Community Design Center. Finally, this paper will end with a summary of the interactive session held at the 2019 ASCA Less Talk More Action conference that asked attendees to apply this inquiry to the design of an Office of Design within their academic or governmental institutions.

The Coronavirus (Covid-19) has hit almost all countries in the world. Cases of Covid-19 sufferers continue to grow. The impacts are also multidimensional, from economic to social. It is not easy for governments to deal with this global spreading pandemic. During the Covid-19 epidemic, controversy arose in the public space regarding government discourse and policies in dealing with Corona and its effects. These various controversies occurred due to the inadequate public understanding of the policies for handling Covid 19. The government is considered stuttering in responding to the situation and shows a failure to deliver good communication to the public. The research problem's formulation is: What is the content of controversy and polemic over government policies in handling COVID-19 from March 2020 to May 2020 in online media. The research method used is quantitative with a content analysis approach. There are three policy contents analyzed, which are sourced from the three news media portals most accessed in Indonesia based on the Alexa website ranking. As a result, there are three main conclusions in this study. First, in communicating government policies, the president is still at the forefront of delivering systems. Second, the guidelines issued by the government are mostly macro policies dealing with the Covid-19 pandemic. Third, the impact resulting from government policies' communication on handling the Covid-19 epidemic has caused chiefly controversy.

As it is known, in 2010, a customs union with three participants, Belarus, Russia and Kazakhstan, was formed on the territory of the former Soviet Union. In 2015, the union moved to another stage, the economic union. In 2015, Kyrgyzstan became a full member of this union and is currently trying to adapt to new economic conditions. In particular, the Agricultural Policy Department of the Eurasian Economic Commission is currently actively working on the development and implementation of common agricultural policy. Kyrgyzstan, despite the limited territory for agricultural production, is an agricultural country and has a comparative advantage in this sector. Therefore, the country should take an active role in the development of a common agricultural policy and create favorable conditions for the development of the own agrarian sector and use advantages. The purpose of this work is to analyze the developed plans and policies of the Agricultural Policy Department of the Eurasian Economic Commission, as well as conduct a comparative analysis with the common agricultural policy of the European Union, and at the end to make proposals.
