Research has consistently highlighted that staff in the emergency services experience high levels of occupational stress. There has been an abundance of research over the past 40 years investigating the causes, coping strategies and consequences of this. Despite such a high density of research existing, much of it is atheoretical, poorly designed and full of methodological limitations, which greatly restricts its utility. The current theoretical paper reviewed the data on occupational stress in police officers over the past 10 years to determine whether any conclusions can be drawn. For clarity, the data was organised according to Carson and Kuipers (1998) model of stress, distinguishing stressors, mediators and outcomes. The review made tentative' yet important conclusions: that police officers tend to present 'distress' somatically, older officers experience more distress, police officers have low rates of help seeking and tend to find 'organisational' stressors (relating to work load and work climate) more distressing than 'operational' stressors (aspects of front line duty). Methodological limitations mean interpretation must be exercised with caution, particularly given the correlational designs and the desire to interpret causality. The empirical paper explored the experiences of a new police role, the Police Community Support Officer (PCSO). Only one study has been conducted with this group, and it concluded that rates of distress were comparable to police officers. For the current study, a qualitative method was employed, to gain a rich understanding of the lived experiences of PCSOs. Seven PCSOs were interviewed using semi structured interviews about their experiences in the role, and their experiences of stress and coping. The data was analysed with Interpretative Phenomenological Analysis (IPA). Four super ordinate themes emerged: "feeling valued vs. devalued in the PCSO role"; "the challenges of poor role clarity: working out how to do the job"; "making sense of stress and learning how to manage it" and a final theme providing a context for the other themes "organisational culture". This study highlighted the challenges for PCSOs, some inherent to the role, but others a product of the organisation. The study also demonstrates the richness of data gained via a qualitative study, and the need for further research in this methodology with other police groups.

This study analyses the dynamics of the police decision to invoke deadly force in a particular situation called encounters, using the Mumbai police as a case study. Police encounters in India are officially portrayed as spontaneous, unplanned 'shoot-outs' between the police and alleged criminals, in which the criminal almost invariably is killed but there are hardly any injuries on the part of the police. However the 'cover story' is always the same raising the suspicion that it is a cover up for facts that might not be legally defensible or permissible. The core of this study is to understand why in a free and democratic society like India, such abuse of police use of deadly force is not only tolerated, but also in many ways (both overtly and tacitly) encouraged. The study adopts a qualitative approach to understand police officers' perspectives of the issues surrounding the use of deadly force and compares it with the perspectives of a few influential opinion makers via in-depth semi-structured interviews. A broader examination of media, social, organisational and governmental responses towards police use of deadly force helps contextualize police justifications within the Denial Theory framework and the study draws upon wider policing literature in the UK, USA, South Africa and certain Latin American countries to explain why this form of police violence occurs. The abuse of deadly force has to be understood as not only a social problem, but also a sociological one. It gives rise to fiindamental questions such as - what makes ordinary, 'decent' human beings do horrible things. What motivational techniques and justifications are used to override social norms governing moral conduct. This problem has received little attention in the Indian context, to that extent the research will fill a gap in the existing criminological literature and allow for a more comprehensive understanding of these issues. Also, by drawing lessons from the experience of other countries who have tackled similar problems, it will provide broad guidelines and recommendations for reforms in policing policy and practice.

Abstract Mounting public protests, increasing expensive payouts, and shootings of unarmed victims by police is a call to reexamine options to problem solving, service recovery, and preventing police misconduct as it pertains to the use of force. The purpose of this quantitative study was to examine the correlation between early intervention system data (a) use of force, citizens' complaints (race and gender), and use of force violations (race, gender, and years of service for officers). The disruptive theoretical framework provided an innovative lens to examine police misconduct of a large midwestern large law enforcement agency. This secondary data study did not find significant relationships between stated variables using chi-square analyses. Although consistent with other studies, males were found likely victims of excessive use of force (X2 = 114.093, p =.000) using multiple regression. By expanding the characteristics of basic variables based on a (use of force) continuum model, the data can be treated as a disruptor with potential to reach maintenance or high productivity and sustainability. The fields of healthcare and education have made strides using this model, and this model may also add to the existing knowledge to create greater transparency, service recovery, and policy modification needed to reduce the use of force police misconduct. As society changes with varying political mandates, public opinions and technological communications, it is apparent that law enforcement must also continually improve efforts to enhance accountability and transparency relating to the use of force

The study evaluates community policing as relatively modern policing style that is espoused by international peace builders in post conflict settings. It also examines the placement of police in peace agreements. The study concludes that whilst international police efforts in peacebuilding are not without pitfalls, domestic police, such as the Sudanese, may also be unfit for peacebuilding roles without changes in certain aspects of their organisational, management, recruitment, training and policing approaches. The study proposes a more combined approach that brings together domestic and international police for more effective role in peacebuilding.

This study is aimed to investigate attitudes toward women in the Swedish police force. The main question was to see if there were any difference in the answers by men and women. I have tested 58 male and 28 female police officers, with explicit and implicit instruments. The respondents finished a self-report survey containing a scale for attitudes toward women in the police, the Classic Sexism scale and the Modern Sexism scale. To measure implicit attitudes, the implicit association test was used, where the respondents associated pictures of male and female police officers with positive and negative stimuli words. The data were analyzed using multivariate and univariate analysis of variance. The results showed that men and women do differ significantly on both the explicit and implicit measure. Despite this, there were no negative attitudes to be found in the explicit measure. The implicit measure showed that both men and women show a preference for their own gender when it comes to associate gender and competence as a police officer.

This thesis is an institutional ethnography of the Nigeria Police Force. It concentrates on evidence from 18 months of fieldwork in one particular police station, in the pseudonymised town of Dutsin Bature in central Nigeria, and draws comparative evidence from examples and locations elsewhere in Nigeria. The fieldwork evidence is also supported by analyses of public discourse, literature reviews, some formal interviews and historical research. The thesis aims to fill a gap in empirical scholarship by looking at policing in Nigeria primarily from the level of everyday practice, and deriving understandings of the ways the overall system works, rather than by taking normative structural approaches and basing suppositions of actual behaviour upon these. It also aims to document emic perspectives on policing in Nigeria, in contrast to most existing scholarship and public discourse which takes an external perspective, from which the voices and worldviews of police themselves are absent. The thesis situates this ethnography within three theoretical terrains. First, developing understandings of policing and public security in Africa, which have often neglected in-depth studies of formal police forces. Secondly, enlarging the ethnographic study of formal institutions in African states, to develop a closer understanding of what state systems are and how they function, beyond the overtly dysfunctionalist perspectives which have dominated recent scholarship. Thirdly, informing ongoing debates over state and society in Africa, problematising understandings which see these as separate entities instead of mutually constitutive, and drawing attention to the ways in which the two interpenetrate and together mould the public sphere. The thesis begins with a historical overview of the trajectory of formal policing in Nigeria, then examines public understandings and representations of policing, before moving inside the institutional boundaries, considering in turn the human composition of the police, training and character formation, the way police officers do their work in Dutsin Bature, Nigerian police officers’ preoccupation with risk and the systemic effects of their efforts to mitigate it, and finally officers’ subjective perspectives on their work, their lived realities, and on Nigeria in an era of transition. These build together to suggest some conclusions pertinent to the theoretical perspectives.

Understanding police use of lethal force requires the collection of reliable data. Due to bias present in police-use-of-lethal-force databases, researchers typically triangulate using multiple data sources to compensate for this bias; however, triangulation is restricted when the bias present in each database is unknown. This study investigates three government-funded and three independent police-use-of-lethal-force databases to identify methodological sources of bias present in the major U.S. data-collection systems. Bias was coded based on nine categories, including misclassification bias, broad conceptualization, narrow conceptualization, overlap bias, coverage bias, voluntary response bias, observer bias, gatekeeping bias, and self-report response bias. Findings suggest that all six databases had at least three different types of methodological bias present. Generally, public, government-sponsored databases exhibit bias through data self-reporting by law enforcement and varying victim race determination methods. Private databases reveal bias through media-based reporting and the triangulation of data from multiple sources, which is further complicated by lack of transparency in the databases' design and administrative procedures. All six databases have a unique position to the State, which should also inform researcher data selection. I argue that selecting data sources that complement each other based on these identified biases will produce a more complete image of police-use-of-lethal-force and enhance finding accuracy in future research.

Understanding incidents where a civilian dies due to the actions of police officers requires the collection of reliable data. Due to bias—flaws in the data collection methods or data presentation—which lead to varying results when using different databases, researchers typically use multiple data sources to make up for these flaws; however, this method is restricted when the bias present in each database is unknown. This study investigates three government-funded and three independent police-use-of-lethal-force databases to identify sources of bias present in the major U.S. data-collection systems. Findings suggest that all six databases had at least three different types of flaws present. Generally, public, government-sponsored databases exhibit bias through police self-reporting lethal force, where an officer's department reports the officer's actions and there is no individual or group outside of the police reporting these incidents. Additionally, there is a flaw in how police record the race of a victim, who dies through police use of lethal force; Varying procedures in how race is recorded, whether recorded based on the officer's opinion or where a victim self-reports their own race prior to death on a government data system such as the Department of Motor Vehicles, also impacts the race data included in public databases. Private databases reveal bias through collecting incident data from news reports and using data from multiple sources such as law enforcement reports, medical examiner reports, and media reports simultaneously; this is further complicated by lack of transparency in the databases' design and administrative procedures, where there are no documents detailing the steps databases take in collecting and presenting data. All six databases have a unique position to the U.S. Government, where some are funded by the Government and where some are motivated by recent high profile police killings, which should impact researcher data selection. Ideally, the databases used should hold multiple perspectives or positions to the Government to provide an more complete image of lethal force. I argue that selecting data sources that complement each other based on these identified biases will produce a more complete image of police-use-of-lethal-force and enhance finding accuracy in future research.

This study proposes the implementation of a Strategic Ontological Police Force Knowledge Management Framework with the Dubai Police Force. Recent research in knowledge management has reiterated the potential benefits of effective knowledge management in both public and private sector organisations. Effective knowledge management allows organisations to accrue rewards such as increased productivity, enhanced performance, and competitive advantage. However, the process of transitioning to new models and frameworks of knowledge management can pose a number of difficulties, particularly within organisations that have entrenched managerial practices. This study posits that the implementation of an effective knowledge management strategy must take into account the cultural and administrative specificity of the organisation, and the wider socio-cultural context in which it operates, in order to ensure that an appropriate framework is devised. The core characteristics of the proposed Knowledge Management framework of the Dubai Police Force must be one where the organisational structure first and foremost permits transparency and an avenue stream for sharing knowledge. This framework must enhance common understanding within the organisation hence ontology is utilised to capture this. New technology must be shared amongst all levels within the organisation and training at all levels is required to be homogenous. The thesis finds that knowledge sharing within the Dubai Police Force to be largely absent with a degree of apathy amongst staff members. Further, the findings show the staff to be unaware of the nature to which knowledge sharing could benefit the police force in the long run. There was also an attitude whereby staff members concentrated on their own particular tasks, goals and achievements and not those of other individuals, which if noted, would be to the benefit of the organisation. The thesis found that the entire infrastructure lacked cooperation at all levels to the detriment of the entire police force. In light of the knowledge framework and contribution, the recommendations serve to consider how people, cultures and technology interact to create a strategy for knowledge transfer within the institution rather than an environment consisting of workers the knowledge management technologies should ensure a process that includes personal development contributing to the overall organisation and training programmes.

This study analyses the relationship in Turkey between police deviancy and police culture. It is argued that deviant individuals are able to excuse their deviant practices in an environment that provides them ample opportunity. The study demonstrates that police misconduct is a matter of institutional facilitation and organisational responsibility, more so than a matter of individual deviance. The 'bad apple theory' merely provides an attempt to normalise or invent plausible excuses for deviant conduct by the police authorities. On the contrary, it is argued that police violence is culturally rooted in the operational code that exists within groups of police officers. It is due to such an operational code that allows violence in certain situations to be regarded as a logical, acceptable or at the very least, a condonable form of behaviour. Hence, from this perspective, for positive development to be effective, it must be targeted at the informal culture of the police and their practical working rules, as opposed to the cosmetic legislative changes and initiatives aimed at public relations. Consequently, this study explores the Turkish police culture and shows that the element of 'authority' is almost a single dominant factor behind the occupational culture of the police officers' - despite two elements: danger and authority. It is these two elements, which marks it apart from police cultures in England and Wales and the United States. The core characteristics of the Turkish police culture are closely related to police officers' authority to that of a 'man in charge'. Police violence is thus deemed an almost inevitable tool in defence of this mandate, and to subsequently prevent an erosion of authority. Thus, in order to understand this mentality of Turkish police officers, the historical development of their role has also been emphasised.

This study investigated law enforcement officers' perceptions of the legal, normative, and practical considerations that are implicit in their decisions when faced with using physical force. Law enforcement officers observe and protect fundamental human rights. A significant problem, however, is that physical force is sometimes misused, impacting public confidence in police services. The study was framed by Durkheim's conflict theory and Beirie's concepts of police corporate culture and social control. It used a grounded theory method and predeveloped case scenarios presented to 2 male focus groups of 7 and 6 participants respectively, and 2 female focus groups of 5 and 7 participants, who were police officers in Canada, to explore for gender differences in response strategies, decisions to use force, and arguments for their decisions, following the model set forth by Waddington (2009). Additionally, data were also collected through 12 individual semistructured interviews. Open, axial, and selective manual coding was used in the data analysis. The data collection and analysis for this study resulted in the development of, the paradigm of safety, a theory that reflects how female officers' use-of-force decisions differ from the decisions of their male colleagues. These decision factors, when incorporated into their response strategies, reflect the timing and need for using force. This study promotes positive social change by providing information that will inform police policies and training practices. This information will enable police administrators and legislators to enhance workplace safety for their officers that are more consistent with democratic rights and freedoms for citizens by reducing use-of-force in conflict circumstances.

We have designed a simulation that can be used to train police officers. Digital simulations are more cost-effective than a human role play. Use of force decisions are complex and made quickly, so there is a need for better training and innovative methods. Using this simulation, we are measuring the degree of presence that a human experience in a virtual environment. More presence implies better training. Participants are divided into two groups in which one group performs the experiment using a screen, keyboard, and mouse, and another uses virtual reality controls. In this experiment, we use subjective measurements and physiological measurements. We offer a questionnaire to participants before and after play. We also record the participants change in heart rate, skin conductivity and skin temperature using Empatica device. By comparing the data collected from both groups, we prove that people experience more presence in the virtual environment.

There is a paucity of research into traumatic incidents concerning police workers (Hart et al. 1995). There are also few studies relating the prolonged and repetitive exposure to traumatic stressors, or 'sequential trauma' (Gersons and earlier 1990; 1992). Whilst it was acknowledged that organisational stress contributes to adaptive or maladaptive well being, dependent on transactional variables between the person and their environment, it was also argued that further along the stress continuum, there exists gross stress reactions similar to Post Traumatic stress Disorders (PTSD; DSM-IIIR; American Psychiatric Association 1989) and newly revised PTSD criterion (DSM-IV; American Psychiatric Association 1994). However PTSD exclusively relates to a single event of overwhelming magnitude (Davidson and Foa 1991), whilst sequential trauma relates to mUltiple event exposure (Peters-Bean 1990b; 1996). It was argued that the magnitude of stimuli in trauma is not as important as the management of the trauma. Rather trauma is an artefact of person-environment transactions and the operation of 'traumatic signatures' which can be used adaptively or maladaptively in certain scenarios. Models of sequential trauma were proposed and tested. These notions are discussed in relation to three studies: an interview booklet survey (N=89); a Metropolitan Police Survey (N=134) and a Main U.K. Forces Survey (N=528) Results and implications for police workers and further research was discussed. It was found that trauma signatures may possibly assist in the processes involved with encountering trauma, primary and secondary appraisal mechanisms, coping post-event and physiological and psychological well-being with reference to individual and organisational outcomes.

Positive community-police relations, which are based on mutual trust, are key to equitable and just policing. Use of force that is perceived as unfair and biased can quickly undermine relations between the police and the public. In an attempt to understand what psychological factors contribute to police use of force decisions and potentially racially biased use of force application, this study proposed masculinity threat as an important psychological factor that influences police behavior. Masculinity threat occurs when a man's status as a man is threatened, and threats to masculinity are often associated with increased aggression and dominance as a way of restoring the threatened status. Policing is a male-dominated field, and because most victims of officer use of force are men, the current research examines how threats to male police officers' masculinity, including verbal and physical manifestations of threat, contribute to officer force against civilians. Past research has explored how high levels of trait masculinity threat (as measured by the Male Gender Role Stress scale; Goff, Martin, & Gamson-Smiedt, 2012) in police officers is associated with higher levels of force against racial minority suspects, however, no such research has examined state level masculinity threat (e.g., in the moment threats) as they occur in real world police-suspect interactions. Focusing on understanding the associations between use of force and state level masculinity threat, it was predicted that officers who have their masculinity explicitly and publicly threatened by male suspects will use more force against suspects compared to interactions where no such masculinity threat has occurred. It was also predicted that minority suspects who threaten officers' masculinity will receive more force than White suspects. To test these hypotheses, reporting officers' (RO) narratives of use of force interactions (excluding lethal force) from a large police department on the West Coast were coded and analyzed. Contrary to the hypotheses, results suggest that masculinity threat within an officer-suspect interaction may relate to lower levels of average officer force and higher number of sequences (e.g., back and forth exchanges) between suspect and officer. While results are in the opposite direction of the hypotheses, they provide new information regarding the association between personal threats to officer manhood and their subsequent actions. Specifically, results suggest that masculinity threat has a more complicated relationship with force than previously predicted and future research would do well to investigate a potential interaction effect of trait level and state level masculinity on police use of force decisions. Several other areas of further research are outlined, such as the need to examine other suspect-level and officer-level variables such as age and tenure. Overall, the results of this study suggest the need for continued clarifying research.

Police officer and community relations tensions have heightened with increases in publicized deadly use-of-force incidents on social media platforms. Though some deadly force encounters have been justified because officers stated they feared for their lives, little is known about the impact fear has on police officers' actions. The purpose of this phenomenological study was to explore the impact fear plays when officers implement use-of-force continuum practices during encounters with civilians. Schacter and Singers' two-factor theory of emotion was used as the conceptual framework for this study. The key research question examined the influence of police officer fear as a factor in decision making during use-of-force incidents. Data were collected through in-depth interviews with 9 active police officers. Colaizzi's descriptive phenomenological method was used for data analysis. The four emergent themes were: (a) wall of blue, characterized by police culture, (b) being brave not invincible, characterized by civilians expecting police officers to not be human, (c) policing has evolved for the worse, characterized by policing practices to be good in theory but not realistic in practice, and (d) wearing body-worn cameras are a great tool. The key findings of this study were fear of the unknown and fight-or-flight actions are common amongst police officers when they are engaged in use-of-force incidents, and body-worn cameras are a contributing factor in how officers respond. The positive social change implications stemming from this study include recommendations for police leaders where they achieve their mission of partnership with the community and impartially enforce the law by enhancing community relations.

In recent decades the way in which the police communicate with the media, and in turn the public, has become increasingly important. Media relations offices, and police media units, have become a prominent feature of police departments both in Australia and internationally, as a formal means by which police can manage their interface with the media. This thesis, consequently, aims to uncover the role of Police Media Units within policing departments in Australia, specifically examining the New South Wales Police Media Unit (NSW PMU), focusing on two broad research questions. Firstly, the thesis aims to explore how, and under what conditions, the NSW PMU came into formation. The second question pertains to what role the NSW PMU plays in mediating the police-media relationship and the processes creating public perceptions of policing. Within these two overarching questions, there are a number of other questions the thesis asks around the shifts in function and practices of the NSW PMU, the role of the NSW PMU in the police-media relationship and how the PMU may have altered these relations, and the broader social and political context overall. Taking a critical constructivist approach, the thesis presents a critical qualitative enquiry of police media relations and the growth of PMUs in NSW through the use of semi-structured interviews with key stakeholders and a documentary analysis of the background of the NSW PMU. The research indicates that police-media relationships are complex, multidimensional and symbiotic; and even more so since the introduction of PMUs within policing agencies. Furthermore, these PMUs have changed the scope of these relationships, as well as the ways in which information is dealt with in the police-media interface. PMUs are thus not only representative of a “culture of control‟ (Garland 2001) that exists within policing organisations, but they are also indicative of a broader system of governance operating throughout the public sector. This culture manifests in a number of ways. The thesis explores this in relation to the police-media relationship and the place of PMUs within this relationship, looking at both the micro and macro level of theorising.
