Terrorism has become the utmost concern of many countries in the world including Indonesia and Australia. Indonesia and Australia have signed a security agreement on 13 November 2006, which was known as Lombok Treaty to promote security relations between the two countries. This article aimed to discuss the security cooperation between Indonesia and Australia especially between Indonesian National Police and Australian Federal Police cooperation in addressing terrorism threat in Indonesia. By using descriptive qualitative method, this article scrutinizes the implementation of security cooperation especially cooperation between Indonesian National Police (POLRI) and Australian Federal Police (AFP) during 2012-2017. It was found that the type and the nature of cooperation between the two police institution could be divided into several dimension. It covered to further build cybercrime investigation satellite office (CCISO), increase personnel capacity building, and promote intelligence exchange to address terrorism threat.

Adolescent violence toward parents is a unique form of family violence which for many, including police personnel, challenges traditional views of parent–child relationship, and raises questions about victimization. There has been minimal research in Australia to date in this area, and knowledge about both prevalence rates and the characteristics of offenders and victims remains limited. This exploratory study utilized police data from four Australian States to document prevalence rates of reported offenses to police, and the characteristics of adolescent violence toward parents in Australia. Between 1% and 7% of family violence reported to the police is adolescent violence toward parents. The “typical” perpetrator is a 15- to 17-year-old Caucasian young man who is generally violent toward his mother. Findings are limited by the differing police practice and policy variations between States, including the use of police discretion, leaving several questions open for further investigation. In conclusion, there is a need for change in policy and practice with regards how best to assess and respond to adolescent violence toward parents.

Abstract This article compares the role of management on the effectiveness of social networks for police officers and implications for engagement using survey data from 575 police officers in the USA and 193 police officers in Australia. Analysis included capturing frequencies, correlations, ANOVAs, structural equation modelling (SEM) for quantitative data, and thematic analysis of the qualitative data. The findings show that 5% of police officer in the USA sample and 12% of police officer in Australian sample had no support for problem-solving; police officers in the USA had bigger social networks; the reasons given for not identifying their line manager as part of their social support included ‘the unapproachability of managers’ and ‘poor managers/bullying’ and SEM showed a significant relationship between perceived organizational support (from management), social networks, and employee engagement. The findings have implications for internal security (employee well-being and productivity) and external security (public safety).

The risk of work-related depression in Australia was estimated based on a survey of 631 police officers. Psychological wellbeing and psychological distress items were mapped onto a measure of depression to identify optimal cutoff points. Based on a sample of police officers, Australian workers, in general, are at risk of depression when general psychological wellbeing is considerably compromised. Large-scale estimation of work-related depression in the broader population of employed persons in Australia is reasonable. The relatively high prevalence of depression among police officers emphasizes the need to examine prevalence rates of depression among Australian employees.

Lesbian, gay, bisexual, transgender, and intersex (LGBTI) police liaison programs were established around Australia from the late 1980s onwards to ameliorate discriminatory relationships between LGBTIQ people and police. With specialized training to better understand LGBTIQ issues, police liaison officers can provide support to LGBTIQ people as victims, offenders, or witnesses. Interestingly, very few LGBTIQ people seek support from these officers, even though many know they exist. This paper reports the results of a survey of a sample of LGBTIQ community members across two Australian states (Queensland and New South Wales) that explored why LGBTIQ people seek support from LGBTI police liaison officers. An online questionnaire asked LGBTIQ people about their perceptions of, and experiences with, police generally, and LGBTI police liaison officers specifically. Similar to past research, our analysis primarily found high levels of awareness of liaison officers, but very few participants accessed them. Further, and concerningly, the participants were generally reluctant to seek them out for support. Key implications of our findings for policy and practice development in police and LGBTIQ community services are discussed.

For many years Australia has been known for its all-white policy, but in recent years the government has undertaken a series of radical measures to improve ‘access' and ‘equity’ of all groups living in Australia — a process which has involved improving the ability of government bodies to understand the intricate relations which arise within a multicultural society so that they can better attend to the different values and needs of the various groups. In this paper, the authors look at an innovative, proactive programme entitled ‘Policing in a multicultural community’ set up by the Western Australian Police Service, the Department of Multicultural Affairs, the Ethnic Communities Council and Edith Cowan University, in coordination with the Northern Suburbs Migrant Resource Centre. The programme is based on the premise that ‘only through understanding people's needs, expectations and fears can compatibility between police and society be achieved’. The findings of this comprehensive evaluation showed that by fostering a sense of partnership it is possible to achieve significant impacts in terms of promoting an understanding of cultural diversity among police officers, and overcoming issues which in the past have prevented ethnic minority groups from accessing police services.

<p>In 1988 in Hill v Chief Constable of West Yorkshire, the House of Lords denied a duty of care was owed by police to a victim of a serial murderer. The case was interpreted as immunity from negligence actions for police when involved in the suppression and investigation of crime’. Recent cases in Australia and the United Kingdom have confirmed that while blanket immunity from negligence actions for police involved in investigatory functions does not exist, plaintiffs alleging negligence will face considerable difficulties establishing a duty of care was owed. The recent cases provide an opportunity to re-examine the appropriate tests to apply in determining the existence and scope of police duty of care and to reassess the policy grounds underlying the decisions. In doing so the article argues that Australian courts should avoid the UK approach of applying a<br />broad exclusionary rule particular to police, as sufficient safeguards already exist in the Australian High Court’s duty of care formulation for public authorities.</p>

Australian Police Ministers and Commissioners occupy a pivotal position in the system of law enforcement. Collectively, they are responsible for the general policy, administration and operational direction and control of policing through the Australian States. There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

This thesis examined police and Indigenous relations in rural and remote contexts in Australia which historically and in contemporary times have often been contentious. Using a grounded theory approach, the police participants of this qualitative research provided insight as to how social factors such as ecological, organizational and occupational culture influenced their responses in discrete Indigenous communities. The findings revealed that ecological factors such as community dynamics and Indigenous culture heavily influenced police in how they responded to situations, more so than the influence of organizational and occupational culture. It found that ecological factors played a large role in shaping policing responses in discrete Indigenous communities.

Utilising a qualitative, grounded theory methodology, this research investigated police engagement with the African communities, especially youth in Western Australia. Voices of African youth, police officers and African leaders’ perspectives and experiences were captured through in-depth interviews and focus groups in relation to the nature of their relationship. Factors contributing to the relationship and considerations for effective engagement between the multiple parties were explored. Overall, the study found that the relationship between African youth and police in Western Australia was tense and filled with mistrust. There was a gap between standard policing and the community policing models when addressing non-law-abiding African youth, particularly around the Perth commercial business district (CBD). Community policing was found to effectively engage African community leaders and their associations but unable to address ongoing tension between patrol officers and African youth in entertainment precincts around Perth CBD. African leaders were concerned with the harsh treatment of African youth by police and disappointed with non-law-abiding youths’ refusal to attend support events they organise for them. Youth accused police of being racist towards them. Many participants evidenced excessive monitoring and movement restrictions (through move-on notices), arrests and hefty charges in Perth CBD as being racially motivated. Police participants accused African youth of disorderly behaviour, including challenging police authority and involvement in violent crimes. Police, youth and African elders noted a lack of cultural sensitivity and training of patrol officers, as well as a lack of understanding of legal and policing matters by African youth. Considering community engagement models from both community development and community policing engagement perspectives, a community policing engagement model for culturally and linguistically (CaLD) communities has been proposed based on data obtained. Participation of African communities, especially youth, on policing matters, recruitment of African people into WA Police, cultural training of police officers and providing education to African communities on policing and legal matters are key to resolving tensions and building trust between the two parties. The continued tension and reported racism towards African youth in Perth CBD has brought into question WA police’s legitimacy, commitment to procedural justice and protection of basic human rights in terms of freedom of movement and inclusion of all citizens. While youth were interviewed from various Perth suburbs, there was a suggestion that the major concerns they had related more to the Perth CBD. By not prioritising non-law-abiding African youth and relying on African leaders to report community policing issues, police are not effectively addressing ongoing crime issues. Therefore, community policing needs to prioritise members of community who engage most with police, driven by core business needs and achieved by aligning standard policing and community policing priorities to work together in addressing African youth challenges.

Police high-speed vehicular pursuits are contentious due to lives lost and property damage resulting from unintended crashes. To reduce pursuit-related trauma, and potential litigation, police jurisdictions have introduced restrictive policies that limit when officers may engage in a pursuit. However, opponents of restrictive pursuit policies believe this results in reduced deterrence, increased criminal offending and dangerous driving practices. This thesis tested these assumptions using a single case study of Queensland, Australia, where the Queensland Police Service (QPS) implemented two restrictive pursuit policy iterations in 2007 and 2011. Five studies sought to establish the policies’ specific aims; whether they were achieved; if there was resistance to the policy reforms; and, if so, what were the rationales for such resistance. The major theoretical contribution of this thesis was to support the notion that Dent and Goldberg’s (1999a; 1999b) Loss Resistance Theory can help explain why police might resist policy reform. Loss Resistance Theory argues that change per se is not the root cause for resistance to performance altering policies, but stakeholders’ perceived losses in terms of their autonomy, status, and independent discretion, resulting from the policy change. Lipsky’s (2010) Discretionary Independence Theory applied to police officers acting as ‘street-level bureaucrats’ (Lipsky, 2010), provided an additional theoretical platform to test policy limitations on officers’ decision-making. Several other theories were derived from the literature and used to assist data collection and provide focus to the analysis. These included Classical Deterrence Theory, as derived from Hobbes (1651), Beccaria (1764/1872) and Bentham (1780/1988), that was tested relative to alterations in offending behaviour. Moore’s Public Value Theory (1995), that explains public acceptance of authority and coercion is judged against citizens’ expectations for justice, fairness, efficiency, and effectiveness, provided an opportunity to explore external policy acceptance and/or resistance. Cohen and Felson’s (1979) Routine Activity Theory proposes that for a crime to be successfully committed, the three necessary elements are a motivated offender, the availability of a suitable target, and the absence of a capable guardian. The theory was tested by analysis of crime patterns and offending behaviours where police guardianship may have been affected by the policy restrictions. The research began with study 1, a documentary archival search and analysis spanning the pre-policy years from 1989 to 2006, that sought to confirm the intent of Queensland’s restrictive pursuit policies. Applying a One Group Pretest/Posttest Design method, using official QPS data from 2003 to 2015, study 2 then explored changes in pursuit frequencies, and associated trauma, before and after each policy iteration. Study 3 used the same method to test changes in frequency and rate of selected offence categories. Study 4 analysed operational reports to identify policy noncompliance that may infer resistance. And, finally, study 5 analysed interview responses from fifteen operational police officers. Findings from study 1 reveal the primary intent of the policies was to reduce the number of deaths associated with police pursuits. Study 2 found that both restrictive policies reduced pursuit-related trauma, as intended. Crime classes tested in study 3 all showed reductions to varying degrees, except evasion offences, which increased exponentially. Early policy resistance was evident from the results of study 4 but diminished over time. The results of studies 4 & 5 found early resistance to the restrictive policies was predicated on officers’ fears of potential loss to their autonomy, independent decision-making capacity, and operational feasibility. This research established that restrictive police pursuit policies did not contribute to increases in the general road death toll due to any lack of road policing enforcement, as predicted in the literature. And, except for evasion offences, they did not facilitate increased crime where the use of a vehicle is either mandatory or desirable for the successful completion of the offence. With the passing of time, and the negation of pre-empted outcomes, resistance is now largely eliminated. However, police officers reportedly continue to resist applying the evasion offence policy requirements, while in their view prosecutors and magistrates fail to adhere to the relevant legislation. Future researchers may wish to test the findings in an alternative jurisdiction to establish if the results can be equally observed and replicated. However, the findings imply that police administrators contemplating policy reform should focus greater attention and resources on ongoing training investment before and after policy implementation. Their goal should be to ensure officers are thoroughly versed in the organization’s aims, so that policies may be fully embraced by operational and prosecutorial staff, while assuaging any perceived losses from the outset, particularly to officers’ status and authority.

A perception of escalating social disorder and allegations of police corruption and ineptitude have led to a social and political imperative to reform policing. Fundamental to this reform is the modification of the core mission of the police and the operational practices of the uniformed Constable. The core characteristics of policing and the operational practices of the uniformed Constable are determined by the core mission and the operational context of policing. -- Despite an imperative to reform the quality and provision of police services to the community the core mission of the police has not fundamentally altered during the last half century and remains crime control (Zaho, 1996). The core mission of contemporary policing has been criticised for being in direct conflict with basic democratic principles and for being simply unachievable. This thesis will establish that the origins and occurrence of crime, its prevalence and persistence is detennined by social, economic and cultural factors that are beyond the control of the police. It will be argued that long-term successful law-enforcement in a democratic society requires the acceptance, cooperation and approval of the community. Community oriented policing may provide the theoretical framework for internalising normative controls and for enhancing public participation in and sharing responsibility for crime control. -- It will be demonstrated that the strategc shift in policing implicit within the theoretical framework of community policing has significant implications for the reform of police . education and training. Several commentators and various Commissions of Inquiry have recommended upgrading police education and training, and the participation of police in tertiary education. -- The reform of police practice is contingent upon the reform of the core mission and the operational context of policing. The core mission and the operational context of policing is substantially defined, controlled and manipulated by the perceptions, expectations and actions of stakeholders. Directly or indirectly these have been found to be antithetical to alternative models of policing that are service orientated; thus blocking, diluting or redirecting efforts to implement community policing. -- Unless the core mission of the police and the operational context of policing are substantially modified then police education will continue to have a limited impact upon the operational practices of the uniformed Constable.

Diversified, essentially privatised, policing options are expanding daily in modern societies. They have become available to, and are being accessed by, individuals, community groups and governments on a regular basis. While this dissertation examines the phenomenon of private policing in Australia generally, its task, more specifically, is to document and review the laws that govern, shape and make accountable private policing operations and activities. Chapter 1 reviews the origins and manifestations of contemporary shifts to privatised models of policing. Chapter 2 examines models of relationships between public and private personnel, and the various methods of accountability that may serve to govern the activities of the latter. Chapters 3 to 8 explore and explain the applicable laws that inform, shape and govern private policing generally. What this examination reveals is that "private police" are empowered by a multitude of common law and legislative principles, along with a mosaic of diverse and semi-structured rules not necessarily designed for this specific purpose. One quickly finds that the laws that permit, facilitate, regulate and manage private manifestations of policing do not fall within easily discernible legal parameters. Finally, Chapter 9 provides a summary of the dissertation, together with some general thoughts concerning the effectiveness and appropriateness of the law as a vehicle for bringing about the desired goals, namely effective policing that provides appropriate outcomes for victims, suspects, private personnel, public police and the general public alike.

Studies their disconnection from the body of the community, acheived via an embodiment of emotional disconnection; the power of the Department to appropriate a particular order of emotion for the purposes of power; and, the misrecognition of the appropriation of emotion by members of the public who are open to the Department's emotional domination. Abstract The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural (well) integrity and environmental management for all offshore oil and gas operations and greenhouse gas storage activities in Australian waters, and in coastal waters where regulatory powers and functions have been conferred. The Australian offshore petroleum industry has been in operation since the early 1960s and currently has approximately 57 platforms, 11 floating facilities, 3,500km of pipelines and 1000 wells in operation. Many offshore facilities are now approaching the end of their operational lives and it is estimated that over the next 50 years decommissioning of this infrastructure will cost more than US$40.5 billion. Decommissioning is a normal and inevitable stage in the lifetime of an offshore petroleum project that should be planned from the outset and matured throughout the life of operations. While only a few facilities have been decommissioned in Australian waters, most of Australia's offshore infrastructure is now more than 20 years old and entering a phase where they require extra attention and close maintenance prior to decommissioning. When the NOGA group of companies entered liquidation in 2020 and the Australian Government took control of decommissioning the Laminaria and Corallina field development it became evident that there were some fundamental gaps in relation to decommissioning in the Australian offshore petroleum industry. There are two key focus areas that require attention. Firstly, regulatory reform including policy change and modification to regulatory practice. Secondly, the development of visible and robust decommissioning plans by Industry titleholders. The purpose of this paper is to highlight the importance and benefit of adopting good practice when planning for decommissioning throughout the life cycle of a petroleum project. Whilst not insurmountable, the closing of these gaps will ensure that Australia is well placed to deal with the decommissioning challenge facing the industry in the next 50 years.

There are three different types of activities performed in higher education institutions that, taken together, form the components of a trilemma in higher education. These include traditional academic activities (research and teaching), along with those that aim to transfer knowledge beyond academic research (policy-/industry-oriented activities). I argue that there are potential synergies across these three components that can be exploited to resolve this trilemma. This is illustrated in an augmented research value chain that introduces teaching and policy-/industry-oriented activities as phases that complement the research process. The interaction of the different phases in the research process contributes to the generation of new knowledge, increasing the value-added of the organization. This proposal relies on an application in an organizational unit specializing in international trade within an Australian university. Australia provides an interesting case study because research-intensive Australian universities are no longer evaluated purely in terms of their research quality, but also in terms of their transfer of knowledge and contributions beyond academic research. In this context, I conceptualize how to resolve the trilemma, and increase the feasibility of bridging the gap between academic and policy-/industry-oriented activities in higher education institutions.

Experience has shown that regional factors can contribute to significant variability in decommissioning costs for offshore platforms. Nevertheless, previous studies aimed at estimating decommissioning costs have been valuable inputs for operators, regulators and decommissioning contractors as they develop abandonment and decommissioning strategies and public policy. Estimated costs associated with decommissioning offshore oil and gas platforms in Australia have not been reported widely in the open literature. This paper summarises the physical and regulatory environment in Australia, and develops a cost model which reflects the decommissioning challenges for fixed platforms in this remote region. This cost model could be readily applied to other remote petroleum provinces provided that mobilization times and the nature of the local ocean environment are known. The total cost of decommissioning all 39 current fixed platforms in Australian waters is estimated to be between US$845 and US$1044 million.

In the last two decades, we have seen the rise of companies providing digital services. Big Tech firms have become all-pervasive, playing critical roles in our social interactions, in the way we access information, and in the way we consume. These firms not only strive to be dominant players in one market, but with their giant monopoly power and domination of online ecosystems, they want to become the market itself. They are gaining not just economic, but also political power. This can be illustrated by Donald Trump’s campaigns, in which he attempted to influence the sovereign will, as the sovereign power is vested in the people. The Trump campaigns' use of Facebook's advertising tools contributed to Trump's win at the 2016 presidential election. After criticism of that election, Facebook stated that it would implement a series of measures to prevent future abuse. For example, no political ads will be accepted in the week before an election. Another example of how Big Tech firms can effect the sovereign is by national legislator. For example, Australia had a dispute with digital platforms such as Facebook and Google. That was because Australia began to develop a News Media and Digital Platforms Mandatory Code. To persuade the Australian legislature to abandon the idea of this code, Facebook prevented Australian press publishers, news media and users from sharing/viewing Australian as well as international news content, including blocking information from government agencies. Such action demonstrated how large digital platforms can affect the flow of information to encourage the state and its legislature to change their position. Because of such pressure, Australia eventually made adjustments to the code in order to find a compromise with the digital platform. Also, when we are referring to political power, it should include lobbying and the European Union legislator. Tech giants are lobbying their interests to influence the European Union’s digital policy, which has the most direct effect on member states, given that the member states are bound by European Union law.

Going to bed each night in a sleepout—a converted verandah, balcony or small free-standing structure was, for most of the 20th century, an everyday Australian experience, since homes across the nation whether urban, suburban, or rural, commonly included a space of this kind. The sleepout was a liminal space that was rarely a formal part of a home’s interior, although it was often used as a semi-permanent sleeping quarter. Initially a response to the discomfort experienced during hot weather in 19th century bedrooms and encouraged by the early 20th century enthusiasm for the perceived benefits of sleeping in fresh air, the sleepout became a convenient cover for the inadequate supply of housing in Australian cities and towns and provided a face-saving measure for struggling rural families. Acceptance of this solution to over-crowding was so deep and so widespread that the Commonwealth Government built freestanding sleepouts in the gardens of suburban homes across Australia during the crisis of World War II to house essential war workers. Rather than disappearing at the war’s end, these were sold to homeowners and occupied throughout the acute post-war housing shortage of the 1940s and 1950s, then used into the 1970s as a space for children to play and teenagers to gain some privacy. This paper explores this common feature of Australian 20th century homes, a regional tradition which has not, until recently, been the subject of academic study. Exploring the attitudes, values and policies that led to the sleepout’s introduction, proliferation and disappearance, it explains that despite its ubiquity in the first three-quarters of the 20th century, the sleepout slipped from Australia’s national consciousness during a relatively brief period of housing surplus beginning in the 1970s. As the supply of affordable housing has declined in the 21st century, the free-standing sleepout or studio has re-emerged, housing teenagers of low-income families.

Australia’s tertiary education and training sector consists of Higher Education, predominantly funded and controlled by the Federal Government, and Vocational Education and Training (VET) where both the Federal and State Governments have policy and funding responsibilities. While there has been increasing funding and stable policy in Higher Education over the past decade there has been significant change in the Australian VET sector in policy and reduced funding at the Federal and State levels. TAFE Queensland, the public VET provider in the state of Queensland, has undergone a huge transformation of its own over this period of extensive policy change. As a result of policy and organisational changes TAFE Queensland has had to seek alternatives to ensure that students who choose to study at this public provider are able to access higher education courses. This paper outlines various policy change impacts over the past decade and TAFE Queensland’s innovative approach to ensuring that quality applied degrees are available to interested students who prefer to study with this major public vocational education provider.

Success in achieving environmental goals is intrinsically dependent on policy decisions, firm decisions, and consumer decisions. Understanding how consumer product adoption jointly depends on policy incentives and firm design decisions is necessary for both firms and governments to make optimal decisions. This paper demonstrates a methodology for assessing the linkage between policy incentives and firm decisions on the level of consumer adoption of a particular technology. A policy optimization is formulated and technology-adoption indifference curves are constructed to allow firms to identify the most profitable direction for product development given the policy environment, and similarly to allow government organizations to set policies that maximize technology adoption given firm decisions. As an example we use the residential solar electricity industry in New South Wales, Australia. Consumer choice is modeled using a mixed logit choice model estimated with hierarchical Bayes techniques from stated preference experiment data.

<p>The paper is to assess contribution of maintenance toward reducing building vulnerability to extreme weather events such as high wind, wild fire and flood. The aims are to gather technical knowledge to develop policy recommendations and guidelines for practice in Australia. Reducing building vulnerability to extreme events is one way of improving building resilience that is partly under the control of the building owners/occupiers. The performance of buildings will decease overtime without effective maintenance and their vulnerabilities to extreme events will increase. What are the opportunities to reduce building vulnerability via maintenance is the key question. Lack of consideration for maintenance during the design phase and lack of proper as-built documentation at completion of construction are the two main deficiencies of the Australian building system. The paper reviews the impacts of weather events in Australia. Losses due to storms, cyclones, wildfires and floods accounted for 96% to total losses due to disasters. Emerging risks for Australia are due to climate change, changes to construction practice and the introduction of new construction products without appropriate control. Maintenance activities currently carried out in Australia include (i) maintenance of essential safety measures, (ii) maintenance for habitability and</p><p>(iii) preventive maintenance for extreme events. Maintenance is considered as a post-construction activity and a responsibility for States and Territories governments. Opportunities for reducing building vulnerability vary with the types of events. For storms and cyclones, water penetration remains a recurring and costly issue. For floods, the opportunities for the owners/occupiers are mainly in preparation of the buildings before the floods and subsequent clean up and repairs. For wildfires, the main opportunity is in reducing the risk of ignition due to embers action with appropriate maintenance measures for the buildings and surrounding areas. The main recommendation of the research is to establish a building maintenance manual for each building with prescribed information including (i) as-built construction details relevant to maintenance, (ii) required preventive maintenance checklist.</p>

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

There is a vast international literature exploring the consequences of low interest rates for various banking sectors. In this paper, I explore how this international literature relates to the Australian banking sector, which operates differently to other jurisdictions. In the face of low rates, the profitability of Australian banks has likely been less adversely affected than what the international literature would predict, but the flip side to this is that the pass-through of monetary policy to lending rates may have been more muted. I then use a recent advance in macrofinancial modelling to explore whether pass-through in Australia could turn negative – the so called 'reversal rate' – and find that the features of the Australian banking system mean a reversal rate is highly unlikely to exist in Australia.

Attention to the internet and the online spaces in which violent extremists interact and spread content has increased over the past decades. More recently, that attention has shifted from understanding how groups like the self-proclaimed Islamic State use the internet to spread propaganda to understanding the broader internet environment and, specifically, far-right violent extremist activities within it. This focus on how far right violent extremist—including far-right racially and ethnically motivated violent extremists (REMVEs) within them—create, use, and exploit the online networks in which they exist to promote their hateful ideology and reach has largely focused on North America and Europe. However, in recent years, examinations of those online dynamics elsewhere, including in Australia, is increasing. Far right movements have been active in Australia for decades. While these movements are not necessarily extremist nor violent, understanding how violent far right extremists and REMVEs interact within or seek to exploit these broader communities is important in further understanding the tactics, reach, and impact of REMVEs in Australia. This is particularly important in the online space access to broader networks of individuals and ideas is increasingly expanding. Adding to a steadily expanding body of knowledge examining online activities and networks of both broader far right as well as violent extremist far right populations in Australia, this paper presents a data-driven examination of the online ecosystems in which identified Australian far-right violent extremists exist and interact,1 as mapped by user generated uniform resource locators (URL), or ‘links’, to internet locations gathered from two online social platforms—Twitter and Gab. This link-based analysis has been used in previous studies of online extremism to map the platforms and content shared in online spaces and provide further detail on the online ecosystems in which extremists interact. Data incorporating the links was automatically collected from Twitter and Gab posts from users existing within the online milieu in which those identified far right extremists were connected. The data was collected over three discrete one-month periods spanning 2019, the year in which an Australian far right violent extremist carried out the Christchurch attack. Networks of links expanding out from the Twitter and Gab accounts were mapped in two ways to explore the extent and nature of the online ecosystems in which these identified far right Australian violent extremists are connected, including: To map the extent and nature of these ecosystems (e.g., the extent to which other online platforms are used and connected to one another), the project mapped where the most highly engaged links connect out to (i.e., website domain names), and To explore the nature of content being spread within those ecosystems, what sorts of content is found at the end of the most highly engaged links. The most highly engaged hashtags from across this time are also presented for additional thematic analysis. The mapping of links illustrated the interconnectedness of a social media ecosystem consisting of multiple platforms that were identified as having different purposes and functions. Importantly, no links to explicitly violent or illegal activity were identified among the top-most highly engaged sites. The paper discusses the implications of the findings in light of this for future policy, practice, and research focused on understanding the online ecosystems in which identified REMVE actors are connected and the types of thematic content shared and additional implications in light of the types of non-violent content shared within them.
