A perception of escalating social disorder and allegations of police corruption and ineptitude have led to a social and political imperative to reform policing. Fundamental to this reform is the modification of the core mission of the police and the operational practices of the uniformed Constable. The core characteristics of policing and the operational practices of the uniformed Constable are determined by the core mission and the operational context of policing. -- Despite an imperative to reform the quality and provision of police services to the community the core mission of the police has not fundamentally altered during the last half century and remains crime control (Zaho, 1996). The core mission of contemporary policing has been criticised for being in direct conflict with basic democratic principles and for being simply unachievable. This thesis will establish that the origins and occurrence of crime, its prevalence and persistence is detennined by social, economic and cultural factors that are beyond the control of the police. It will be argued that long-term successful law-enforcement in a democratic society requires the acceptance, cooperation and approval of the community. Community oriented policing may provide the theoretical framework for internalising normative controls and for enhancing public participation in and sharing responsibility for crime control. -- It will be demonstrated that the strategc shift in policing implicit within the theoretical framework of community policing has significant implications for the reform of police . education and training. Several commentators and various Commissions of Inquiry have recommended upgrading police education and training, and the participation of police in tertiary education. -- The reform of police practice is contingent upon the reform of the core mission and the operational context of policing. The core mission and the operational context of policing is substantially defined, controlled and manipulated by the perceptions, expectations and actions of stakeholders. Directly or indirectly these have been found to be antithetical to alternative models of policing that are service orientated; thus blocking, diluting or redirecting efforts to implement community policing. -- Unless the core mission of the police and the operational context of policing are substantially modified then police education will continue to have a limited impact upon the operational practices of the uniformed Constable.

There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

A Likert Scale Attitudinal Survey was distributed to sworn, non-supervisor, police officers at six police departments in the state of California in a department roll-call setting to measure the counterbalance of power, trust, and influence between police managers and police union leaders. The relationship between a police management and police union leadership is critical component in the internal dynamics of the police organization. The results from this study provide evidence that although on average rank and file police officers tend to trust and attribute more power within police organizations to police unions rather than to police managers, an analysis of the survey responses by inferential statistics showed that these differences were not statistically significant. Furthermore, an analysis of the survey results measuring the relationship between the specific leadership bases of power and trust revealed a statistically significant relationship between the perception of trust by rank and file officers and the use of specific bases of power by police managers and police union leaders. In conclusion, the implications for studies of leadership, power, and policing are discussed.

Police organizations have a problem retaining female police officers, especially those who are mothers. Women leave the policing profession at higher rates during childbearing and child-rearing years than during any other time in their career. Using feminist theory as a foundation, the purpose of this phenomenological study was to gain a deeper understanding of the lived experiences of policewomen who are mothers and identify factors that contribute to poor retention rates during childbearing and child-rearing years. Data were collected through 11 interviews with policewomen, who were also mothers, in Ohio. These data were analyzed using Saldana's 2-cycle coding procedure followed by thematic analysis. The findings included a set of patterns that provided insight into the reasons why female police officers are more difficult to retain. These patterns included: (a) challenges related to a double standard associated with women being primary caregivers, (b) psycho-social changes after children including hypervigilance on the job, (c) fear of reassignment or termination, and (d) the perception that departmental policy fails to address the unique needs of female officers. Together, the findings suggest that police departments today have yet to fully understand the challenges that policewomen who are mothers face on a daily basis. The implications for social change include reformed policies and practices that could contribute to the advancement and professionalization of the policing profession as a whole by changing the traditionally masculine organizational culture and promoting a more gender-neutral environment, thus allowing communities to benefit from having a more diverse police force.

Communication in a multi campus organization has always proven to be difficult (Coiera, 2006: 95). The research problem emanates from bad use or non-existent communication strategies in one of the SAPS Academies. The objective of this research was to examine how the management and staff in the Police Academy can break the communication barriers created by hierarchy and bureaucracy; develop guidelines for the management and staff members on how they can create effective communication channels in the Academy, examine how poor communication impacts negatively on the operations at a police academy, highlight how proper and timely communication can improve operation in the Academy and to identify and make recommendations on the ways the management and staff at the SAPS Academy can improve communication. The research was conducted to, critically evaluating the existing communication strategies applied in the SAPS Basic Training Academy; determine strengths and weaknesses of these strategies; consider the alternative strategies that can be utilised to manage communication in the Academy; identify, highlight, assess and explain the importance of effective communication in a Police Academy and draw attention to how effective communication can be used to improve projects. The methods employed in this research include qualitative and quantitative research, where open ended questions were utilised in obtain information and closed ended questions to fill in the gaps on the information obtained from open ended questions. The study adopted the qualitative and quantitative research method to answer the research question and data interpretation was based on Microsoft Excel. This method was deemed to be the most effective for collection of the kind of data and numerical (quantifiable) data is considered objective. On Section B, a Likert-type questionnaire comprising closed-ended questions was the measurement instrument. Answer choices were graded from 1 to 5, being strongly agree, agree, indifferent, disagree and strongly disagree. Based on the different models that were studied, the researcher then suggested a tentative model that could be used. The population comprised of all the 147 employees of one of the SAPS Academies in the Western Cape, and questionnaires were distributed to all the 84 employees that were on duty on a particular day in this academy. The findings indicated that organisation communicate yields better results than those that do not communicate. The study highlighted the communication problems at the academy and came up with model/ solution to the current situation. The respondents used in the study gave a lot of suggestions that could be used in the academy. The frequency tables utilised will be useful as the reader could see the favourite suggestions or preferences by the people.

La police française est une institution étatique, détentrice de la force publique, qui fait l'objet, quant à sa structure et a son fonctionnement, d'une confiscation par le pouvoir politique. Une enquête historique et sociologique de cette institution permet de démontrer les mécanismes de confiscation bureaucratique au profit dudit pouvoir politique et mis en œuvre par la hiérarchie de la haute administration. Une étude constitutionnelle historique et comparative révèle à la fois, la confiscation par le « politique » au moyen de la disparition progressive dans les textes constitutionnels de la notion de force publique de l'intérieur et, conséquence dont il est difficile de prétendre qu'elle n'est pas volontaire, l'irrespect du principe de la séparation des pouvoirs au profit de l'exécutif. Un examen approfondi des règles de droit et de la jurisprudence concernant les grands principes de fonctionnement du service public, débusque les dysfonctionnements et les distorsions subis par la gestion quotidienne du service public de la police. Face à cette situation et pour revenir, dans un des domaines fondamentaux de l'exercice concret des droits de l'homme, au respect du principe de la séparation des pouvoirs et au respect des libertés publiques et privées, une proposition de modifications constitutionnelles s'impose, afin de restaurer la police dans son cadre juridique naturel qui est celui de la constitution, seule garante de la bonne administration de la force publique. Cependant, cette reconnaissance constitutionnelle nécessaire n'est pas suffisante pour rétablir l'exercice normal des pouvoirs de la police française. Il faut, également, reformer en profondeur la structure et le fonctionnement de l'institution policière. Cette réforme doit se fonder, d'abord, sur le principe de l'unicité de la fonction policière. Ensuite, elle devra mettre en application le principe de la transparence, autant qu'il ne vide pas de son sens et de ses effets les pouvoirs de police légitimement et légalement appliques enfin, l'évolution des organisations criminelles et l'adaptation constante de leurs moyens, ainsi que l'élargissement de leur champ d'opération à la planète entière, doivent conduire à un rassemblement des moyens de lutte anti-criminelle au sein d'une seule institution enfin unifiée et désormais représentative d'une force publique démocratique.

Alors que la culture policière n'est pas acquise aux principes généraux d'une sécurité de proximité, puisqu'elle repose majoritairement sur la réaction des forces de l'ordre, les actes n'ont pas été à la hauteur de l'ambition affichée par les gouvernants. Le décalage entre le "dire" et le "faire" est ainsi l'illustration d'un manque de courage préjudiciable à l'efficience d'une nouvelle stratégie policière. Si la rhétorique a été largement confortée jusqu'en 2002, le changement de cap opéré dès lors a mis à mal la fameuse "révolution culturelle" tant vantée auparavant ; le terme proximité ne fait désormais plus partie du vocabulaire policier. From 1997, France engaged itself to reform its national police in order to make it closer and in the image of the population, following the examples of other foreign countries. As the police culture, behaviour and working's customs are not based on common principles of a nearness security because, on the contrary, the police is most used to react against social disorder as to act for a nearby and secure way of life, the results of this police reform has not been on equal terms to the French government's ambition. The tag between talking and doing shows a lack of courage and therefore most likely the failure of a better new police strategy. If the rhetoric has been well sustained until 2002, the change for an other direction did wrong to the "police cultural revolution" which was so praised just five years ago. The expression of "community policing" does not any more belong to the police vocabulary. Under such circumstances, it seems to be delusive to confirm nowadays some significant issues which could decrease the delinquency's graph and set the public's mind at ease about it

African American males are more likely than any of race of males to report unreasonable and unnecessary negative experiences with law enforcement officers. They may describe these experiences as unjustified due to the level of force used. In some cases, excessive force used by police has resulted in the death of African American males. Due to unresolved issues between African American males and police officers dating back to the slavery era, there is a deep historical division between these groups. Among African American males, the percentage of individuals who express distrust toward police officers tends to be higher than in any other group. The purpose of this research study was to explore African American males' perceptions of police officers in order to understand this distrust. This study involved 16 males residing in a large southern city who were selected to share their experiences with and perceptions of police officers. Social relationship theory as defined by Weber was used as the theoretical framework for this study. Participants were selected via snowball sampling to answer questions during semistructured interviews. The data were analyzed and coded using modified van Kaam analysis. The findings were that African American males distrust the police due to their personal experiences during police encounters and police officers' biases toward them. The findings of this study may help leaders, policymakers, administrative assistants, and law enforcement agencies within the study city understand how to implement positive social change that could assist law enforcements officers and African American males with developing a positive relationship.

The last decade has witnessed the rise of a new movement called “community policing.” Basic philosophical principles, which focus on improved services to the public through decentralization, better communication and decision-making processes, and more police discretion highlight the community policing movement. Essentially, community policing is the quality movement in American policing. This thesis will explore the impact of community policing on the structure and administration of police agencies. Since this movement is centered in local police agencies, the focus will also be at that level. Considerable effort will be devoted to providing an accurate description of law enforcement in the United States; however, the crux of this treatise will be on the discussion of organizational problems developed at the local level as a result of implementing community policing concepts.

The main objective of the study is to determine whether there is a lacuna in service delivery. Communities experience unacceptably high levels of crime and this study will determine whether the Cape Town Metropolitan Police Department provides adequate levels of service to combat such crime and whether the selfsame Cape Town Metropolitan Police Department contributes to a safe and secure environment.The study focuses on performance management within the public sector as it relates to service delivery. Service delivery in this instance is discussed from the premise of the Batho Pele principles enshrined in the Constitution of the Republic of South Africa and their impact on the selected communities as exemplified through the implementation of Cape Town Metropolitan Police Department’s vision, mission, values and service delivery standards.The study also concentrates on the theoretical and legislative framework of performance management, which make provision for service delivery evaluation. The study discusses performance management in the public sector with particular focus on local government and the Cape Town Metropolitan Police Department.Although performance management is a well documented sub-discipline, it is still a new field in the South African public sector environment. The unique contribution of this study to Public Management and the related performance management initiatives of the Cape Town Metropolitan Police Department will benefit further research on the matter.The research concludes that a sustained improvement in productivity can be achieved by sustained performance management.

The purpose of this qualitative multiple case study was to identify and understand the strategies and experiences of female police officers working within the masculine culture of police organizations. Using Acker’s gendered institutions theory, the researcher explored the organizational culture and subculture of the police and how police culture potentially places limitations on the career success of female police officers. The data came from semistructured interviews with seven female police officers working for a municipal police agency within Alberta, Canada. The researcher also analyzed publicly available data which included a 2013 workplace review and audit of a police organization in Alberta, Canada as well as a 2017 workplace harassment review of Canada’s Federal police service. The researcher found the themes that aligned with Acker’s gendered institution theory included: (a) experience the need to prove self, (b) experience sexual and gender harassment, (c) positive experience from fellow officers, (d) negative experience from fellow officers, (e) experience of positive behavior from supervisors, (f) experience of negative behavior from supervisors, (g) experience related to work and family, (h) experience bullying and labelling, (i) experience psychological stress, and (j) experience masculine culture. The study findings assisted in providing valuable information concerning gender issues related to the recruitment, promotion, and retention of female police officers within a Canadian police organization. The research results suggested further examination of experiences of female police officers, as well as male police officers, is needed to fully understand the effect masculine culture has on police organizations.

In the United States of America today, there are concerns regarding the appropriate functioning of the police service and a lack of effective police accountability. African Americans have often been victims of unprofessional police conduct; however, their views have rarely been found adequately represented in the literature on the subject. The purpose of this case study was to fill this identified gap in the academic literature. A conceptual framework composed of the afrocentric, environmental contingency, and conflict theories was used to guide and inform this inquiry. The main research question focused on discovering which form of police oversight is seen as the most trusted, respected, and fair method of ensuring police accountability from an African American perspective in a mid-western U.S. city. Data were collected through review of pertinent documents, and through interviews and observation of 8 purposefully selected members of the African American community in the city. All data were inductively coded and then subjected to thematic analysis.The key finding of this study revealed that the most trusted, respected, and fair method of ensuring police accountability within the local African American community is a process that is not controlled only by the police. Participants consistently noted that it was their belief that an outside person, board, committee, or agency should evaluate cases of unprofessional police conduct, when appropriate. The findings of this study resulted in recommendations to the police leadership that may provide increased understanding, give a voice to this community, assist in devising good public policy, and benefit all citizens of the region.

In the aftermath of the tragic events of September 11, 2001, the role of the local police has undergone a continual expansion process that has become a vital component in safeguarding our national security. Despite numerous technological advancements in intelligence operations, the local police remains the only 24/7 emergency operations entity that is capable of gathering intelligence, investigating, mobilizing operations, and apprehending threats to our nation. With this expanded role in national security, police leadership and management is faced with increased levels of accountability, including the safeguarding of critical infrastructure in their respective jurisdictions, often without financial commitments and resources acquisitions. This qualitative study served to address the local police as a component of national security through five police chiefs’/directors’ perceptions of their roles in safeguarding critical infrastructure, examining their perceptions as they pertain to their current delivery mission model, through interviews and the development of pervasive themes. Themes from the data were well-saturated, as well as overarching, and emerged as follows: (a) critical infrastructure (CI) identification, (b) policy and patrol practice, (c) police officer knowledge, (d) technology impacts on critical infrastructure, and (e) budget. Identification regarding the relationships between local police and civil/national security, leadership/management and policy were made that suggest changes and sweeping support for future frameworks. The paper concludes with a discussion of the research, along with recommendations for policy, practice and future research.

This dissertation aims to examine masculinities and transitional police reform, considering policy and processes, and investigating the policing of gender-based violence in post-war societies. Drawing upon current feminist theory in the field of transitional justice, it focuses on masculinities in formal post-conflict police reform processes, an area that has been much under-researched in the academic literature. More specifically, the dissertation examines international processes focused on police reform advocacy relating to gender-sensitive reform, and local level police reform relating to gender-based violence (GBV). To examine local level reforms, two post-conflict case sites, Bosnia Herzegovina (BiH), and Northern Ireland (NI) were selected for investigation. My research understands gender as a discursive construct and investigates the gendered conceptions built into police reform policy, process, and practice. How these conceptions come to be part of police reform texts and how they manifest in post-conflict policing responses to gender-based violence (GBV) is the focus of the dissertation. Overall, my research identifies masculinity as an unstated norm in police reform, and case study findings indicate that hegemonic masculinities shape police reform policy and practice relating to GBV in particular ways, reiterating conventional gender norms, and limiting the potential for transformative change. Findings suggest that current reforms in post-conflict transitions contribute to, and constitute a process of remasculinisation.

The primary purpose of this study was to determine if effective university police officers differ from less effective university officers based on their perceptions/dispositions according to perceptual psychology theory. By establishing that effective university police officers possess specific dispositions, strategies can be developed to identify these dispositions in police officer candidates during the hiring process and to continue supporting their dispositional growth afterwards. This could potentially lead to the hiring of effective university police officers who are more likely to become engaged in the university community and ultimately improve organizational effectiveness. Effective university police officers typically approach their duties with the same philosophy as effective educators, social workers, or coaches would approach their work. Four dimensions associated with officer effectiveness were studied: perceptions of self as identified, perceptions of others as able, perceptions of purpose as larger, and a frame of reference as people-oriented.

Si cette dynamique est déjà identifiée, le schéma interprétatif qui l'enserrait, celui de la construction de l'État moderne, a été remis en cause par l'historiographie des dernières décennies ; pour cette raison, elle doit être repensée sous de nouveaux auspices et c'est là l'ambition de notre travail. Celui-ci entend faire dialoguer une historiographie germanophone, qui adopte une perspective premièrement conceptuelle au travers de la large conception de l'ordre sociale qu'est la Policey, et une historiographie francophone principalement axée sur les pratiques et institutions policières. Pour ce faire, la réflexion analyse l'institutionnalisation policière comme un mouvement définitionnel dont elle essaie de saisir les protagonistes, les différentes échelles et les enjeux. Elle montre que l'évolution de la police est en grande part due à une poignée d'administrateurs qui assènent et répètent leurs idées sur plusieurs décennies. Les transformations policières opèrent au niveau des significations et ne sont pas simplement une entreprise de rationalisation mais aussi un mouvement politique qui engage des rapports de force entre acteurs et des conceptions différentes de la relation gouvernants/gouvernés. The present dissertation analyses the institutionalisation of the police, which is a phenomenon already known to the historiography: during the second half of the 18th century, many European cities set up new police administrations that centralised and unified police powers. Even though historical research has already shed light on this evolution, the main interpretative scheme applied to it, that is the construction of the modern state, has been widely put into question over the past decades. Therefore, the institutionalisation of the police needs a new interpretation; therein lies the objective of the present work. The aim is to bring together the primarily conceptual perspective of the German historiography, which focusses on the large conception of social order called Policey, and the predominantly institutional and functional understanding of the police in the French historiography. To this end, the thesis conceives the institutionalisation as an act of definition and attempts to grasp its protagonists, scales and stakes. It shows that the evolution of the police was carried by a handful of administrators who asserted and repeated their ideas over several decades. The institutionalisation changed the meaning of the police and was not a mere attempt at rationalisation: it was also a political question involving power relationships between actors and different views on the relations between the governors and the governed. The thesis brings to light the struggles surrounding a concept of Polizei that cannot be equated either with the Policey or with police practices; rather, it concerns the existence of police authority

In this thesis, I explore the ways in which Police and Crime Commissioners (PCCs) have met a declared policy intention to create greater democratic accountability around policing and crime. I conceptualise PCCs as a piece of a broader democratic puzzle and explore both how they have been positioned and shaped within the broader policing and crime nexus across England and Wales. In considering the positioning of PCCs, I use data from case studies and interviews with 32 (out of 41) PCCs to identify how they have begun to develop relationships with the public and local, regional and national partners. The findings suggest that with the exception of their abilities to join up local crime reduction services, PCCs occupy an awkward space - not local enough to be meaningfully representative of the public they serve, but not outwardly-facing enough to manage wider co-ordination of policing. Subsequently, I investigate the shape of the PCC model to deliver greater accountability by focusing on the ways in which PCCs have begun to envisage the role and develop relationships with other key stakeholders. Varied responses from PCCs across the country reflected the broad-ranging nature of the role, which in some cases appeared to undermine their ability to fully perform all aspects of the job. I argue that this became particularly accentuated in emerging relationships with chief constables and Police and Crime Panels, where the single PCC model exposes accountability to dangers of personalities and politics. I conclude by arguing that while many PCCs have facilitated various components of democratic accountability within the management of policing and crime-reduction services, the PCC model appears to be misplaced and misshaped to effectively complete the puzzle of democratic policing.

The Ferguson effect is a recent hypothesis that suggests police officers have been influenced by negative media coverage of police conduct. The problem this study addressed is how policing continues to deal with perception, civil liability, and accountability issues related to police misconduct when interacting with Latino and African-American communities. The research was conducted to examine influence the Ferguson effect may have had on the culture and perceptions of police officers in local police departments. With a phenomenological qualitative approach, the research data were collected from interviews with 7 police officers across 3 police departments. The theoretical background of Merton's theory of unintended consequences offered insights into how law enforcement functions and the kinds of policies that affect police-civilian relations. Data was analyzed with NVivo 12 data analysis software. Four predominant themes emerged: (1) commitment to service, (2) police officers' perception of the media, (3) impact of the Ferguson Effect, and (4) attitudes toward civil liability. The research indicates that the officers shared a strong commitment to service as well as being satisfied overall with the police department where they work. In addition, the participants acknowledged the Ferguson effect but did not believe it prevented them from performing their sworn duties. With this research study, the police officers' voices can be added to the national debate regarding the Ferguson effect and their perception of its impact on their culture in local police departments, community engagement with minority citizens, and civil liability.

Scholars have validated both the damaging presence of police officer stress and separately, their increasing obese condition in the United States. Previous studies of police officers focus on stress or body weight, but not these variables conjointly. The purpose of this study was to inform policy creation by examining the problem of officer stress in relation to the calculated body mass index (BMI) values and to gain insight into stress outcomes. Lazarus and Folkman's stress-coping theory served as the research lens to examine if BMI would significantly contribute to the percent change of R2 variance accounted for in the predictive effect of self-reported organizational and operational stress in the past 6 months after controlling for age, gender, rank, marital status, shift work, and seniority. This quantitative research consisted of survey data that were collected from 132 volunteer officers using McCreary's Police Stress Questionnaires. Multiple regression analysis tested the predictive relationship between BMI and stress and regression model outputs illustrated no statistically significant relationship between officer stress and BMI; however, post hoc analyses found shift work to be a significant stress predictor (p = .01). Based on regression results and this body of research, social change implications include police administrators promoting policies and training which protects officers from the harmful effects of stress and BMI. Lessened stress can have a positive influence on the police and the entire public they serve.

During the decades between 1950 and 1970, unionization in the United States was at its peak. Private and public employees gained advances in the improvement of working conditions and other terms and conditions of employment through cohesive action and collective bargaining. Today, unions represent only 11.1% of America’s workforce with the numbers constantly declining with one exception – the public sector. Employers, both public and private, lament the involvement of an outsider, asserting that the collective bargaining relationship impedes management’s ability to manage workforces and to accomplish agency performance objectives effectively. Law enforcement management, plagued by problems of increasing crime and decreasing fiscal and staffing resources, confront the same challenges. However, evidence is lacking regarding whether there are variances in performance between union and non-union departments from a public safety perspective. This research measures police department performance in 76 municipal non-union and union departments using crime rates, arrest rates, clearance rates, and community relationships. Statistical analysis was conducted using multiple regression and MANCOVA. There was a significant, positive relationship between collective bargaining status and department size. As department size increased, the departments were more likely to have collective bargaining. There was no significant relationship between collective bargaining status and crime rates, arrest rates, clearance rates, and total community score in a univariate analysis. However, when considering the inter-correlation of these factors, there was a statistically significant relationship. Therefore, collective bargaining status was not significantly related to police department performance. The null hypothesis for Research Question One was not rejected. The findings of this research indicate no measurable difference in individual performance indicators between unionized and non-unionized police departments. However, significance was indicated when examining the performance indicators together as a whole using MANCOVA. Therefore, the null hypothesis for Research Question Two was rejected.

Following the dynamic changes on diplomacy,both of the Chinese government and police elites had different preferences on their professional studies overseas. The intellectuals brought foreign knowledge and technical skills and thereafter expressed their own ideas in their affiliated parties and communities. Therefore, the reformative atmosphere catalysed wide discussions and benefited the subsequent police reforms throughout the wartime and post-war period in China.Police reforms were always an instrument to reach the ultimate goals of modernization and centralization in the Republican China. Nanking Government also took the missions, and reformed China as a powerful and civilized country in the "modern world". Aside from the stronger demands on policing, they intended to assign policemen with extra duties because of their ambiguous understandings on the "modern police". The role-conflicts triggered the timely power struggles, as well as the crux that troubled Chinese policemen throughout the twentieth century.This thesis studies the police reform in the Republican China between 1928 and 1949. It specifically discusses the variety of professional and politicalunderstandings on policing and therefore examines the disappointed results of police reform amidst the rapid growth in Chinese modernization. More than imagine the future police force in their "modernizing state", the findings highlighted how the political means fulfilled their ambition on unification with the police functions but failed to search for the original belief of the police.

This researcher examined the recruitment process to identify best practices for law enforcement leaders to populate vacant positions with a competent and skilled workforce. The purpose of this qualitative exploratory case study was to identify best practices for law enforcement agencies to recruit and maintain trustworthy officers to protect local communities. The conceptual framework for this study was based on the historical evolution of recruitment practices. The researcher used a review of past and present police-recruitment practices to help identify best practices by which law enforcement administrators can select trustworthy officers. This case study was used to examine and compare recruitment practices, minimum requirements, disqualifiers, advertising campaigns, testing procedures, background investigations, and panel interviews. The researcher conducted face-to-face interviews with law enforcement officers and human resource personnel from four of Virginia’s law enforcement departments, and identified three themes based on the sample population’s responses: strategy, trends, and requirements. The researcher identified a progression of recruitment practices executed by a layered-approach. The recruitment process addressed eligibility requirements and potential disqualifiers established by hiring authorities and the State of Virginia. Through the findings of this study, law enforcement leaders may be armed with new knowledge to improve the recruitment process, with the end result of recruiting a qualified and competent workforce.

Recording police officers can result in distraction, fear, and false perceptions of law enforcement personnel when citizens upload the videos to social media, though little is understood about police perceptions of this phenomenon. Using evaluation apprehension theory, emotional labor theory, and emotional intelligence as the foundation, the purpose of this phenomenological study was to explore the feelings and experiences of police officers recorded by citizens with cell phone cameras while working. Data were collected through semi-structured interviews with 10 police officers in the State of Indiana who were recorded with cell phone cameras. The data were transcribed, inductively coded, and then subjected to descriptive 7 steps, thematic, and cross-case analysis procedures. Key findings suggest officers experienced feelings of disengagement from duties when recorded by citizens. Results revealed concerns of professional appearance, self-reputation, and self-esteem. However, the study also indicated that the application of emotional intelligence and emotional labor from leadership could be used to assist officers in managing such disengagement. The implications for social change provided by this study include the development of training materials for law enforcement professionals who work through emotional intelligence while fostering opportunities for community engagement. For the public, this study provides an educational opportunity for the community to understand the feelings and significances of police officers who are recorded.

The first part of the study presents an overview of the structure of a new ministry being created, that of the General Police. An analysis of the context of this new creation and the debates or controversies stemming from the opinion of the Assembly will be carried out. This study thereafter explains the position of this new ministry and its system as being "central", including its role of watchdog against dishonest tranactions. This second trhust of this thesis extrapolates on its organization and political functioning while highlighting its repressive characteristics and utilitarian purposes and motives. This shows how the submissive quality of the Police minister is totally dependent upon the Executive Governement. This submission will be seen through the action of the Ministry of Police which will comply to the illegal duds of the Executif Directory, mainly that of "coups d'Etat" which characterises the life of the Regime

There has been a significant amount of attention refocused on problems surrounding police and communities of color. The most consistent remedy identified has been reforming police departments, which is an organizational-level solution. However, only minimal strides have been made in empirical research to understand the organizational correlates associated with police-community relations. Thus, this research investigated the impact that police departments’ organizational and managerial characteristics have on police-community relations. The key contributions of this research to the literature are three-fold. First, a composite indicator of police-community relations was developed by compiling a large nationwide dataset of local police-departments. This multidimensional indicator includes citizen complaints, police use of force, assaults against police officers, and civilian deaths by police. Second, the role that specific organizational characteristics—community-oriented policing, passive representation, professionalism, and control mechanisms—have on police-community relations was estimated using ordinary least squares regression analyses from over 250 police departments. The findings portrayed that only specific (and very few) organizational and managerial characteristics of police departments impact police-community relations. Specifically, police departments that had formal partnerships with the community, dedicated beat patrol officers, and minority representation were found to have lower levels of use of force. Police departments with higher numbers of officers dedicated to problem-solving activities in the community had lower levels of citizen complaints; in contrast, departments that were more formalized had higher levels of citizen complaints. Lastly, to understand the causal mechanisms undergirding organizational factors and police-community relations, an in-depth case study was conducted in Hartford, Connecticut. The case study included (a) 88 interviews with police officers, public officials, and community leaders, (b) 67.7 hours of participant observations, and (c) a review of secondary sources. A thematic content analysis of the data underscored the importance of police departments cultivating soft skills, investing in human resources, and being intentional about engaging the community. Specifically, police departments can influence police-community relations by impacting the level and quality of service provision and/or officer attitudes and behavior. Taken as a whole, this study adds to the knowledge base of organizational behavior, public management, and policing studies while also providing implications for policy and practice.
