The globalisation of new public management (NPM) across OECD countries had a profound impact on the administration and management of policing policy and practice. The ideologies of NPM were enthusiastically embraced in Australia in response to high-level corruption with mixed results. This article draws on interviews with senior Australian federal police to explore the policing of organised crime in the context of NPM. Emerging themes concerned the requirement to make the ‘business case’ for resources on the basis of strategic intelligence, recognition of the complexities associated with performance measurement and institutional competition as agencies vie for limited public resources. This article questions the discursive practices of NPM policing and raises questions about notions of ‘accountability’ and ‘transparency’ for effective police approaches to organised crime.

In Australia, the role of police unions has assumed a prominence in contemporary debates surrounding the legitimate role of police in today's society. There is a perception that police unions in particular exercise undue influence over the political process, management practice and law reform. These perceptions are invariably grounded in “orthodox” accounts of policing that are based in part on the assumption that the police force, as an institution, is part of the “natural order of things”, that is, that the role of police is simply to “enforce the law as laid down by Parliament and the courts on behalf of the community”. Contemporary studies of policing have begun to challenge these views. Their observations suggest that the police are not merely passive instruments of the state but are actively engaged in influencing the processes of police administration and law reform. This body of work however does not specifically address the issue of police organisation and its impact on these processes. If we are to resolve contemporary concerns regarding police participation in the political sphere, a more adequate account of police practices and the institutions within which these practices have evolved is required.

Australia was the first country to introduce laws mandating the wearing of helmets by bicyclists with the aim of enhancing road safety for cyclists. Examining the law and its administration in NSW, we point to some serious problems and anomalies with the law. We argue safety concerns have been relegated and the fine for the offence has lost any sense of proportionality with offending, parity with penalties imposed in other states and with penalties for other road safety offences in NSW. We also discuss concern over potential police misuse of the law and of its collateral consequences for the vulnerable.

Papua New Guinea Solution is a bilateral relationship between Australia under Prime Minister Kevin Rudd and Papua New Guinea regarding anti-resettlement conducted by people who want to access Australia and obtain refugee status by boat. This solution was taken after Kevin Rudd who came from the Australian Labor Party sent Pacific Solutions which had been used during Prime Minister Howard's administration. The difference in efforts to overcome the arrival of aid can be seen by using the Bureaucratic Model in its analysis. This effort was carried out with the aim of securing Australia. The problem is that Australia ratified the 1951 Refugees conference. The essence of PNG Solutions is individuals or groups who come to Australia who can pass Australia, and without a visa and a clear identity are not allowed into Australia and will be sent in Papua New Guinea. Australia's national interests can hurt ratified conventions. This study uses a qualitative method using secondary resources, and analysis uses the concept of securitization and uses Barry Buzan's research in his book People, State, and Fear. Then the policy analysis is taken by Prime Minister Rudd by using the Bureaucratic Model due to bargaining in Australia's domestic politics. South Korea enacted Legislation in 2004 that penalizes pimps, traffickers, and sex industry customers while decriminalizing people in prostitution and offering assistance to leave the sex industry. In contrast, Australia Legally recognizes most sex industry activities. This article argues that Australia`s Laissezfaire approach to the sex industry hampers South Korean government efforts to prevent the crime of sex trafficking. Since 2004, pimps and traffickers have moved their activities from South Korea to countries like Australia and the US that maintain relatively hospitable operating environments for the sex industry. The Australian government should reconsider its approach to prostitution on the basis of its diplomatic obligations to countries Like South Korea and the need to uphold the human rights of women in Asia who are being trafficked and murdered as a result of sexual demand emanating from Australia. Australia should coordinate its policy on prostitution with South Korea to strengthen the region`s transnational anti-trafficking response.

Australia is currently undergoing significant social policy reform under the introduction of a personalized scheme for disability services: the National Disability Insurance Scheme (NDIS). This article explores the growing administrative burdens placed on disability providers operating under the new scheme, using an Australia-wide survey of the disability sector. The 2018 National Disability Services survey of the disability sector reveals that administrative burden is the most commented on challenge for providers. Moreover, providers linked this burden to questions concerning their financial sustainability and ability to continue to offer services within the NDIS. In this article, we explore the sources of these administrative burdens and their relationships with the institutional logics at play in the NDIS. In addition to documenting the impact of system change on the Australian disability service sector, this article raises questions regarding institutional hybridity within personalization schemes more broadly and whether they are a source of tension, innovation, or both.

A generation of scholars has depicted the premiership of Labor Party leader Gough Whitlam as a watershed in Australian foreign policy. According to the prevailing consensus, Whitlam carved out a more independent and progressive role in international affairs without significantly endangering relations with Western-aligned states in East and Southeast Asia or with Australia's traditionally closest allies, the United States and the United Kingdom. This article takes issue with these views and offers a more skeptical assessment of Whitlam's diplomacy and questions his handling of Australia's alliance with the United States. In doing so, it shows that Whitlam, in his eagerness to embrace détente, reject containment, and project an image of an allegedly more progressive and independent Australia, in fact exacerbated tensions with Richard Nixon's Republican administration and caused disquiet among Southeast Asian countries that were aligned with or at least friendly toward the West.

Australian and New Zealand regional trade agreements have improved customs administration and built opportunities for trade-driven economic development. As champions of trade liberalization and economic reform and multilateral trade liberalization, both Australia and New Zealand have increasingly focused on regional trade agreements (notably free trade agreements (FTAs)) to expand opportunities for trade in the Asia-Pacific region. This effort has important implications for customs law and administration. In addition, a renewed focus on efficiency, risk management, and border security means that domestic policy initiatives from within Australia and New Zealand are now increasingly being reflected in the respective countries’ trade negotiating agenda. This article offers a practitioner’s perspective on these and related developments. It updates contemporary developments in Australia and New Zealand and highlights useful lessons. This article begins with a discussion of the importance of trade facilitation through driving efficiency in customs administration. It also offers an overview of the Australian context of customs reform and Australia?s efficiency agenda. It then reviews the current suite of trade agreements in Australia and New Zealand, highlighting the approach taken to customs issues. After addressing the facilitation agenda, revenue issues, and security issues, this article concludes that Australia and New Zealand have been successful in making progress in improving customs instruments and developing trade. It suggests there may be lessons for other trade negotiating agendas in the incremental and under-the-radar approach that has been taken over more than a decade in relation to customs in Australian and New Zealand trade agreements.

Prime Minister John Howard’s behaviour often considered conservative and “Anti- Asian”, no exception to Indonesia. John Howard viewed Indonesia did not have a strategic position for Australia’s national interests. This study answered the question on “how did the dynamic of Australia-Indonesia bilateral relations at Prime Minister John Howard’s era in 1996-2007?”. At his administration, John Howard issued numbers of policy towards Indonesia, which are the policy related to East Timor issue, counterterrorism cooperation, the policy of Pacific Solution, assistance for tsunami disaster in Aceh that happened in 2004. These policies apparently made impacts to Australia- Indonesia bilateral relations. During eleven years administration of Prime Minister John Howard, the bilateral relations between Australia-Indonesia has experienced its dynamics of ebb and flow. These dynamics primarily caused by policies that Prime Minister John Howard issued, which gave more benefit to the Australian Government and created imbalance relations between two countries. Therefore, it became more interesting to be discussed for further study regarding which policies that gave more benefit for the Australian Government and in a contrary gave less benefit to Indonesian Government, thus the position of two countries became an imbalance in bilateral relations context. This research is expected to be a reference for other researchers who will examine the bilateral relations between Australia-Indonesia in John Howard’s era because there are still many aspects between the two countries relations that have not been elaborated by the researcher, namely economic, education and socio-cultural.

Although its roots reach back into the 1980s, the Australian version of welfare reform has intensified over the last decade under the direction of the conservative Howard government. In this article we chart the path to welfare-to-work policies, noting both the discontinuities as well as a degree of continuity with Australia’s traditional approach to social protection. As such, welfare reform in Australia is both revolutionary and evolutionary. Further, its acceptance by the Australian public has been shaped by a sophisticated form of persuasion couched within a discourse of ‘participation’ and ‘obligation’. Finally, we note that in the case of welfare reform, Australia’s approach has switched its traditional reliance on UK social policy models to a social security system designed on the principles of welfare reform as implemented in the US.

Australian Police Ministers and Commissioners occupy a pivotal position in the system of law enforcement. Collectively, they are responsible for the general policy, administration and operational direction and control of policing through the Australian States. There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

A perception of escalating social disorder and allegations of police corruption and ineptitude have led to a social and political imperative to reform policing. Fundamental to this reform is the modification of the core mission of the police and the operational practices of the uniformed Constable. The core characteristics of policing and the operational practices of the uniformed Constable are determined by the core mission and the operational context of policing. -- Despite an imperative to reform the quality and provision of police services to the community the core mission of the police has not fundamentally altered during the last half century and remains crime control (Zaho, 1996). The core mission of contemporary policing has been criticised for being in direct conflict with basic democratic principles and for being simply unachievable. This thesis will establish that the origins and occurrence of crime, its prevalence and persistence is detennined by social, economic and cultural factors that are beyond the control of the police. It will be argued that long-term successful law-enforcement in a democratic society requires the acceptance, cooperation and approval of the community. Community oriented policing may provide the theoretical framework for internalising normative controls and for enhancing public participation in and sharing responsibility for crime control. -- It will be demonstrated that the strategc shift in policing implicit within the theoretical framework of community policing has significant implications for the reform of police . education and training. Several commentators and various Commissions of Inquiry have recommended upgrading police education and training, and the participation of police in tertiary education. -- The reform of police practice is contingent upon the reform of the core mission and the operational context of policing. The core mission and the operational context of policing is substantially defined, controlled and manipulated by the perceptions, expectations and actions of stakeholders. Directly or indirectly these have been found to be antithetical to alternative models of policing that are service orientated; thus blocking, diluting or redirecting efforts to implement community policing. -- Unless the core mission of the police and the operational context of policing are substantially modified then police education will continue to have a limited impact upon the operational practices of the uniformed Constable.

In 1996 the Police Service of Western Australia embarked on a major and ongoing period of change regarding all aspects of local policing. Part of this program involved the adoption of a number of practices that included an undertaking to pay increased attention to issues such as a customer focus, problem solving, a commitment to developing and motivating personnel, a localised delivery of policing services and improved management practices. This research was conducted for the purpose of uncovering the factors that create the unique environment of the Police Service of Western Australia and exploring how these might impact upon the manner in which officers conduct their daily duties. More specifically the purpose was to determine if there existed any aspects of organizational culture or structure that have an influence on the ability and/or willingness of officers to carry out their duties according to the processes and procedures of either the problem solving or the problem-oriented policing philosophy. The research methodology was guided by the grounded theory approach. Twenty-eight interviews were conducted with constables, sergeants, inspectors and superintendents as it was considered that these ranks best represented the views of the members of the organization in terms of numbers and those most affected by day-to-day events. The data analysis revealed the existence of 13 factors that all exhibit negative aspects and collectively create a Basic Social Problem that has been termed 'Feeling Vulnerable'. Although all of these factors have been well known for many years, the current research integrates these in a new way in order to produce a model of the organization that demonstrates how they combine to create an environment that is counter-productive to the implementation of a problem-solving or problem-oriented approach to policing by members of The Police Service of Western Australia at many levels. The Basic Social Process disclosed by the current research has been termed 'Controlling By Avoidance'. It is based on four tactics used by officers to control their working environment. The employment of one or more of these tactics by officers is designed to give the impression of engaging with issues while simultaneously exerting control over events in order to prevent the occurrence of outcomes that experience tells them are likely to have undesirable personal consequences. The intention is to create an environment where they hope to be safe from the consequences of problems that will inevitably occur at some time. As well as providing an explanation for the conduct of officers under the problem solving model the analysis also provides an insight into why the organization has apparently avoided coming to grips with the implementation of the full Goldstein model of problem-oriented policing. This appears to be due to concerns on the part of senior management about the likelihood of a loss of control over subordinate ranks and the personal problems that this would generate for them. Recommendations are made about the need to adopt the Goldstein model and the steps required to successfully implement this approach are listed.

The objective of this research project was to gain an understanding of the inhibitors and facilitators to knowledge sharing within a policing environment. Although it did not begin with the intention of applying interverntions of any kind, in the course of the thesis it became clear that a form of action research was being employed. Initially, I presented my research proposal as a hermeneutic examination of the facilitators and inhibitors to knowledge sharing in the Western Australia Police. However, somewhere along my research journey I realised that rather than me simply collecting and analysing data from and about my colleagues, we had all become part of the process of changing, acting and reflecting. This is when my hermeneutic approach crossed paths with action research. Using this dual approach, my research explored knowledge sharing in the Western Australia Police within three separate but Integrated dimensions; historical, current and future.

Of the many components of reform to Australian government administration in the 1980s, the introduction of systematic program evaluation is perhaps one of the least examined. This thesis seeks to assess the Federal Labor Government's evaluation strategy as an instrument for enhancing what are here termed the policy management capacities of central agencies. It proceeds in two steps. First, the thesis traces in detail the development of program evaluation policy in Australian federal government from the effectiveness reviews of the Coombs Report of 1976 to the current evaluation strategy, and argues that, despite competing purposes for it, evaluation was intended primarily to serve decision making in central government. This policy aim was cemented by the economic crisis of the mid 1980s and framed around budgetary issues by its steward, the Department of Finance. Second, in order to assess the impact of the evaluation strategy, the thesis develops a framework for analysing program evaluation as one instrument for strengthening the core policy management functions of central agencies. In this context, policy management is essentially a coordination task. The contribution of evaluation to two aspects of policy management-resource coordination, and policy development and coordination-is examined. The findings confirm that attempts to formalise evaluation processes have had a variable impact- central budgetary processes remain dependent on relatively informal assessment procedures, although recent attempts to enhance policy coordination through the evaluation of policy advising processes have proved potentially to be more influential. In conclusion, the thesis argues that the evaluation strategy represented a credible attempt to better inform policy making in central government, but suffered for want of clear policy design and firm execution that resulted in only a marginal impact on these processes.

As Australia’s leading agency for funding health research (expending over $400 million in 2006), the National Health and Medical Research Council (NHMRC) has a major responsibility to improve the evidence base for health policy and practice. There is an urgent need for better evidence to guide policy and programs that improve the health of Indigenous peoples. In 2002, NHMRC endorsed a series of landmark policy changes to acknowledge its ongoing role and responsibilities in Indigenous health research—adopting a strategic Road Map for research, improving Indigenous representation across NHMRC Council and Principal Committees, and committing 5% of its annual budget to Indigenous health research. This thesis examines how these policies evolved, the extent to which they have been implemented, and their impact on agency expenditure in relation to People Support. Additionally, this thesis describes the impact of NHMRC policies in reshaping research practices among Indigenous populations.

This thesis divides Taiwan's impact on the Bush administration's Mainland China policy into three stages. The first period was from January 1989, when George Bush entered the White House, to June 3, when the Tiananmen Massacre took place in Beijing. The second period was from June 1989 to July 1991. The third period was from July 1991 to the end of 1992. Through examining the Bush administration's Mainland China policy, this thesis argues that Taiwan's impact on the administration's China policy evolved a tract from unimportant to important in the years between 1989 and 1992. It further argues that Taiwan has become an independent factor, whose China policy was not under the control of the United States. Sometimes it undermined American Mainland China policy.

AbstractThis chapter examines the policy context and administrative systems associated with the resumption of assisted child migration from the United Kingdom to Australia in 1947. During the Second World War, the Australian Commonwealth Government came to see child migration as an increasingly important element in its wider plans for post-war population growth. Whilst initially developing a plan to receive up to 50,000 ‘war orphans’ shortly after the war in new government-run cottage homes, the Commonwealth Government subsequently abandoned this, partly for financial reasons. A more cost-effective strategy of working with voluntary societies, and their residential institutions, was adopted instead. Monitoring systems of these initial migration parties by the UK Government were weak. Whilst the Home Office began to formulate policies about appropriate standards of care for child migrants overseas, this work was hampered by tensions between the Home Office and the Commonwealth Relations Office about the extent to control over organisations in Australia was possible.

AbstractThis concluding chapter explores why it was that post-war child migration to Australia was allowed to resume and continue by the UK Government despite known failings in these schemes. It is argued that one factor was the sheer administrative complexity of a multi-agency programme operating over different national jurisdictions and large distances which made control and oversight of conditions for British child migrants harder to achieve. Despite concerns that the post-war welfare state would be a powerful, centralised mechanism, the history of these programmes demonstrates British policy-makers’ sense of the limits of their powers—limits arising from lack of resource, the perceived need to avoid unproductive conflict with powerful stakeholders, the wish to respect boundaries of departmental policy remits and assumptions about the value of following policy precedents. The chapter concludes by considering how fine-grained analyses of such policy failures can contribute to public debates about suitable redress.

AbstractThis chapter examines how child-care policy in Britain in the early post-war period was shaped by the publication of the 1946 Curtis report, whose recommendations were substantially implemented in the 1948 Children Act. The chapter considers both the report’s position on the administrative restructuring of children’s care and its importance in articulating standards of good practice in child-care based on broad concepts from child psychology. The report’s recommendations specifically for child migration are discussed as well as the different ways in which voluntary societies involved in this work engaged with the Curtis Committee on this issue. Whilst strengthening controls over child migration to a limited extent, the subsequent 1948 Children Act introduced separate obligations for the emigration of children from the care of local authorities compared to voluntary societies, thus creating a two-tier administrative system that was to have significant consequences for many child migrants.

Public services that satisfy the interest of the community in contemporary conditions are provided by administrative organizations, market entities or an administrative organization and a private entity together through various arrangements, all depending on the generally accepted conception of the role of the state in public administration. Some of the countries to be analyzed went much deeper into management than other countries because governments realized that they did not have to provide goods and services to citizens if they could not guarantee that services would be provided fairly, which contributed to the rapid and effective public service reform. The state (administration) becomes (remains) only the coordinator of public policies that ensures fairness in providing services to citizens, and ceases to be its undisputed immediate executor. In this paper, the author analyzes the impact of new public management on the privatization of public services in the United States and in Westminster countries (Canada, United Kingdom and Australia). Private provision of public services has long been a part of efficient and effective governance in these countries. In the midst of new public management reforms that have spread around the world since the 1980s and beyond, there is a growing interest in private governance and ownership of key public services at all levels of government. A key question for governments considering privatizing public services is whether private firms provide higher quality services than their public sector partners. Compared to the performance of private sector organizations, the quality of public service delivery is difficult to measure and monitor in today's context. For these reasons, it is sometimes thought that private firms may not have the necessary capabilities to deal with all elements of effective public service management.

Higher education programs need to prepare their graduates for the practical challenges they can expect to face upon entering the workforce. Students can be better prepared if their academic learning is reinforced through authentic workplace experience, where the link between theory and professional practice can be realized. Increasingly, such learning in the workplace is being seen as an integral part of the university curricula as evidenced through the implementation of the Learning the Workplace & Community (LiWC) Policy at Victoria University, Australia. This policy mandates a minimum of 25% content and assessment of all academic programs be related to work-integrated learning. Recognizing the need for authentic workplace experience in the IT undergraduate program, a review found that the existing work-related learning component accounted for only half the required 25% LiWC commitment. Currently, the LiWC component is an industry-based capstone project that spans two semesters in the final year of study. These projects allow students to work on real-life software development tasks where they experience the practical challenges of building software systems whilst appreciating the needs of a business client. In a search of the literature, campus-located industry projects were identified as one of the two most common work-related learning experiences in IT programs, the other being internships sited in the workplace. By retaining the current project-based component, it was decided to add an internship to the program to further bolster the student learning experience and graduate outcomes. This paper details the existing program structure and explores two possible implementations for the achievement of the LiWC policy. The first approach necessitates the addition of one academic year of cooperative education internship to be placed strategically between the current second and third years. Alternatively, the second proposal sacrifices several elective units to accommodate a final semester internship experience. The paper discusses both alternatives against various issues under consideration: staffing and administration, assessment, industry partnerships, professional accreditation and its impact upon differing cohorts of students.

ABSTRACT Background: The health information system, especially medical records in hospitals must be carried out accurately and completely. Medical records are important as evidence for the courts, education, research, and policy makers. This study aimed to investigate the factors affecting the compliance with completeness of filling patient’s medical re­cords at hospitals. Subjects and Methods: A systematic review was conducted by searching from Pro­Quest, Scopus, and National journals using keywords medical records, filling of medical records, and non- compliance filling medical records. The abstracts and full-text arti­cles published between 2014 to 2019 were selected for this review. A total of 62,355 arti­cles were conducted screening of eligibility criteria. The data were reported using PRIS­MA flow chart. Results: Eleven articles consisting of eight articles using observational studies and three articles using experimental studies met the eligible criteria. There were two articles analyzed systematically from the United States and India, two articles reviewed literature from the United States and England, and seven articles were analyzed statis­tically from Indonesia, America, Australia, and Europe. Six articles showed the sig­nificant results of the factors affecting non-compliance on the medical records filling at the Hospitals. Conclusion: Non-compliance with medical record filling was found in the hospitals under study. Health professionals are suggested to fill out the medical record com­pletely. Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.
