According to Kenya Police Service Annual Crime Reports (KPSACR) of 2016, the number of criminal offences is still on the increase with the 2013, 2014 and 2015 reports evidencing an offence number of 71832, 72,490 and 73,376 respectively. Based on this upward trend, it is still unclear if the trend is related to human resource practices such as job promotion as applied in the administration police which in turn have an effect on the performance of the administration police. In the service industry, especially the Kenya National Police Service, little research has been conducted on job promotion and employee performance especially in Bungoma County. The purpose of this study was to establish the influence of job promotion on the performance of administration police. The study adopted a descriptive survey design. The target population was 1,318 administration police officers in Bungoma County rom which a sample size of 384 respondents was used. Questionnaires were the main instruments used to collect primary data. Stratified random sampling, simple random sampling and systematic random sampling techniques were used. Data was analyzed using both descriptive and inferential statistics. Reliability analysis gave an average Cronbach alpha value of 0.8034 which indicated that the instruments were reliable. Results of the study showed that there was a statistically significant positive relationship between job promotion and employee performance and that job promotion accounted for 71.3% (R2 = 0.713) variations in the employee performance. It was concluded that if job promotion was well executed in the administration police, the performance of the staff would be enhanced. The following were the recommendations of the study: organizations should adhere strictly to its promotion policy, ensure promotion process is fair and that employees are promoted based on merit. Social media are used on a daily basis by public administration agencies in interactions with the public. The benefits of this form of contact have also been recognized by the Police, which maintains fan pages on the most popular social media sites. However, to date there has been no deeper reflection neither about the legal grounds for public authorities’ social media presence, nor about principles which they should obey while running their social media profiles. Using the Police as an example, this article discusses the legal basis for maintaining profiles of public administration agencies in social media. Authors analyze the issue within the framework of existing law and the views of scholars and commentators, confronting them with the legal basis provided by the Police departments. The article presents de lege ferenda conclusions regarding the so-called soft law.

A perception of escalating social disorder and allegations of police corruption and ineptitude have led to a social and political imperative to reform policing. Fundamental to this reform is the modification of the core mission of the police and the operational practices of the uniformed Constable. The core characteristics of policing and the operational practices of the uniformed Constable are determined by the core mission and the operational context of policing. -- Despite an imperative to reform the quality and provision of police services to the community the core mission of the police has not fundamentally altered during the last half century and remains crime control (Zaho, 1996). The core mission of contemporary policing has been criticised for being in direct conflict with basic democratic principles and for being simply unachievable. This thesis will establish that the origins and occurrence of crime, its prevalence and persistence is detennined by social, economic and cultural factors that are beyond the control of the police. It will be argued that long-term successful law-enforcement in a democratic society requires the acceptance, cooperation and approval of the community. Community oriented policing may provide the theoretical framework for internalising normative controls and for enhancing public participation in and sharing responsibility for crime control. -- It will be demonstrated that the strategc shift in policing implicit within the theoretical framework of community policing has significant implications for the reform of police . education and training. Several commentators and various Commissions of Inquiry have recommended upgrading police education and training, and the participation of police in tertiary education. -- The reform of police practice is contingent upon the reform of the core mission and the operational context of policing. The core mission and the operational context of policing is substantially defined, controlled and manipulated by the perceptions, expectations and actions of stakeholders. Directly or indirectly these have been found to be antithetical to alternative models of policing that are service orientated; thus blocking, diluting or redirecting efforts to implement community policing. -- Unless the core mission of the police and the operational context of policing are substantially modified then police education will continue to have a limited impact upon the operational practices of the uniformed Constable.

Collectively, they are responsible for the general policy, administration and operational direction and control of policing through the Australian States. There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

A Likert Scale Attitudinal Survey was distributed to sworn, non-supervisor, police officers at six police departments in the state of California in a department roll-call setting to measure the counterbalance of power, trust, and influence between police managers and police union leaders. The relationship between a police management and police union leadership is critical component in the internal dynamics of the police organization. The results from this study provide evidence that although on average rank and file police officers tend to trust and attribute more power within police organizations to police unions rather than to police managers, an analysis of the survey responses by inferential statistics showed that these differences were not statistically significant. Furthermore, an analysis of the survey results measuring the relationship between the specific leadership bases of power and trust revealed a statistically significant relationship between the perception of trust by rank and file officers and the use of specific bases of power by police managers and police union leaders. In conclusion, the implications for studies of leadership, power, and policing are discussed.

The article tackles the main issues linked to the dynamics of training police officers within Romanian Police Academy, future developments and recent changes in this field. As the only institution able to train superior police officers in Romania, Alexandru Ioan Cuza Police Academy represents a complex and special environments in the field of learning environments. As other institutions in the area of Public Order and National Security, Romanian Police Academy is concerned in adapting the learning frame to the new tendencies of the target-groups willing to follow the courses of this institution. Also, it s a must to take care of the external factors able to influence the needs and the requirements of what training means in the area of future police officers. Furthermore, the analysis is a must due to the most important transformation of the Romanian Police Academy - new faculties are to be created at the end of 2015 (Law and Public Administration, Gendarmerie Faculty, Border Police Faculty), some of them with a complete innovative curricula (Public Administration, Detective specialization, immigration officer etc.) Within the article an internal analysis of the system of training (with an objective view related to systemic strengths and weaknesses, opportunities and threats) is approached. The article also concerns the level of training thru scientific research at the level of Romanian Police Academy and continuous training for the personnel already involved in the operational structures of the Police. The conclusions are related to the actual realities and on an objective analysis of internal and external environment of the Romanian Police Academy.

In the context of police organization, conduct and authority during the 18th and 19th centuries, the approach whereby the police authority conducted preliminary investigations occasioned dissatisfaction, therefore in 1860 several legislative acts were adopted, which changed the procedures for conducting the preliminary investigation of criminal proceedings by introducing a new institute – an investigating judge. The author in this publication has examined the elements of the reform of the public administration and legal system, as well as analysed the reasons for the reform of the preliminary investigation and the establishment of the institute of the investigating judge. The author has drawn conclusions regarding the development of the public administration and legal system of the Russian Empire within the framework of Western legal traditions, focusing on the reasons, objectives, and prospects of the reform of the preliminary investigation in the 19th century.

The training environment is international and includes both military and civilian participants, with a focus on ensuring gender and regional balance among trainees. In general, the ESDC provides training and education for the Union's Common Security and Defence Policy (CSDP) in the wider context of the Common Foreign and Security Policy (CFSP) at European.level.

Many African countries have made significant progress in digitalising tax administration. Recent research has shown promising evidence around the impact of digital solutions, such as electronic filing, on tax compliance and revenue generation. Very little, however, is known about how digitalisation could strengthen local tax administration, and how subnational government levels could benefit from broader national digitalisation reforms. The case of Cameroon illustrates how local tax administrations can struggle to benefit from technology. The digital tax policy (DTP) was adopted in Cameroon in 2014 and went fully into effect in 2016. The reform introduced an online declaration and payment system, accessible through the web portal of the Directorate General of Taxes (DGT), the national tax administration. The reform also heavily focussed on pre-filling tax returns. With the information it has on taxpayers’ business activities, income and assets, the tax administration automatically issues a pre-filled tax return form. In turn, taxpayers, accessing the pre-filled form online, only have to confirm the information on it if they find it is accurate. If not, they have to amend the form online. This paper discusses the role played by research departments within tax administration, drawing on the experiences of officials from eight African revenue authorities. While high quality research is important for evidence-based policymaking, it is often overlooked. We explore several key challenges faced by researchers within tax administration, including staff capacity, data quality, access and coverage, and obtaining high-level support and policy impact. We also document solutions and success stories based on the experience of these eight revenue authorities, where scarce resources have been focused to maximise the benefits of research and administrative data. Finally, we develop a toolkit of options to enhance research capacity and its strategic role to guide reform.

Although the federal government regularizes certain components of election administration, most election administration falls under state and local government control. This decentralization has led to a patchwork of policies and disparities in administrative capacity and resources. One area in which there is significant regional variation is election data transparency. Election data transparency is crucial to affirming the fairness and accuracy of our election processes as well as protecting voting rights of traditionally marginalized communities. In this report, we review the current policies across multiple states, summarize nationwide best practices, and recommend a series of science-based policies designed to improve election data transparency.

This paper analyses the dynamics of policy-making among the various political institutions in Brazil. The authors find that the driving force behind policies in Brazil is the strong set of powers given to the President, though several institutions constrain and check this power, in particular the legislature, the judiciary, the public prosecutors, the auditing office, state governors and the Constitution itself. The electorate of Brazil holds the President accountable for economic growth, inflation and unemployment. At least for the past ten years, and particularly during the Lula administration, executive power has been aimed at pushing policy towards macro orthodoxy. Achieving stable macro policies required constitutional amendments as well as considerable legislation. To attain their goals, the past administrations used their property rights over pork to trade for policy changes. The rationale for members of Congress to exchange votes on policy for pork is that the electorates reward or punish members of Congress based on the degree to which pork lands in their district.

New digital technologies are now being widely used in Africa and lower-income countries (LICs). This has had an impact on tax administration, which has been increasingly digitised. Specifically Digital Financial Services (DFS) and digital IDs can improve tax administration. They have the potential to identify taxpayers more easily, communicate with them better, enforce and monitor compliance, and reduce compliance costs. While the potential is clear, existing literature indicates some of the barriers. Take-up of digital technology is still low due to barriers. Also, when taking up the technology, taxpayers often tend to adopt various measures to minimise tax payments. Within tax administrations there are challenges to accessibility and use of quality data. Mistakes can be made when launching digitisation, and there are regulatory and political barriers for effective use of digital technology. Given this context, this paper summarises key questions that are relevant for research and policy development to make more effective use of digital technology in tax administration in Africa and LICs.
